worked for polk county's fleet management division for 20 years she is currently a fuel systems coordinator for the division mimi has an associate's degree in business in her spare time mimi enjoys binge watching law and order svu and telling funny stories about her son parker on social media she looks forward to continuing her career with polk county's fleet management division gloria barboza reyes has worked for the polk county roads and drainage division for 20 years prior to joining the division in 2005 as a full-time utility chief clerk gloria worked part-time for roadway maintenance for five years throughout her time with the roads and drainage division gloria has received a number of promotions including a promotion to fiscal specialist three in 2013 a promotion to division division fiscal coordinator in 2017 and a promotion to administrative service manager in 2020 gloria is currently working to complete her associate's degree at polk state college she is a graduate of the county's emerging leaders education program class of 2020 and the succession management development program class of 2022 gloria is also a member of the saint michael catholic church in wachula in her spare time gloria enjoys spending time with her husband and their blended family she has two sons isaiah and adrian and five daughters giselle theresa alexandra juliet and addison gloria looks fishing and continuing to travel the world deborah strafford has worked for polk county for 30 years she joined the county as a family support worker too for healthy families and now serves as the of the year deborah is a bartow high school graduate she obtained an administrative professional certification from business training international and she is a certified victims assistant advocate of the road lake wells um ryan does keep me up to date him and his friend up to date on what's going on with the traffic calming signals and i appreciate that but it's one other thing and i'm talking to you kind of commissioners this morning because i see so much infrastructure getting built and i'm torn in many places because when the county turn them down because they see something different the city goes behind their bike and that's and do it anyway that's a torn piece in my heart because the county has to be a little more strategic there's a lot of hurdles but you all have to jump those hurdles i mean i'm fair game in a lot of things and i'm telling you my heart goes out to you because if i worked for the county we would jump those hurdles because when they go behind my bike i understand they want the infrastructure but they leave you all with the roads that's not there so when they have all of those accidents out there they kind of need to start asking them to step in and work those traffic accidents when they work enough of them then they'll start hollering at the county and that's when we can come to the table and talk about this thing you got to be strategic something has to be done and i got your back i'm willing to go speak anytime i have your bike on that because it's not fair to you we have to do something i live in the county so i'm fighting for the county although i do go to city commissioner's meeting and i do tell them where they are airing at because when you tramping on my toes then i have to holler and then i come back and holler at you because we got to be strategic something has to be done understand the state statutes but we got to pull those state people to the table we got to talk about this no matter how often we have to talk we have to talk about this talk and a squeaky sweet a squeaky wheel always get something done you got to keep squeaking got to keep squeaking don't put no oil on it until something get done then you roll on down the road but tell you county commissioners get your heads together and be strategic because the cities are trampling all over you thank you miss richard and you're 100 right and it is an uphill battle because that is a state regulation and i've been fighting it for many years but i haven't got anywhere yet all right uh mr eason eason eason i believe yes please come forward state your name and address and you'll be given three minutes one of my name is christopher eison my address is 5735 dixie avenue lakeland florida i'm in commissioner scott's district i've come here today to discuss the dachey road park that was discussed at a previous meeting i believe funding was granted for the design and implementation of the park i live at the end of dixie avenue dixie avenue is a resident residential neighborhood it's got eight houses and a cul-de-sac i actually own two properties on dixie avenue i own 5735 i own 5724. both of those properties abut the pasture that will become dot tree road park it's my understanding that there's supposedly two phases to this park there's phase one and there's phase two and phase one is what was previously discussed at a meeting my concern is that my property directly abuts phase one the residence i live in at 5735. more specifically it looks like the plans have a parking lot that's going to go directly next to my house and i've spent the last two years renovating remodeling adding on to the house i've probably put close to a million dollars into it and it's it's kind of tough to see that a parking lot is going to be put next to my house after having spent that much time energy and effort to to put this bring this to a point where i can raise my family i have four four children i have three little girls and a little boy my concern is that with a parking lot there with a park it might invite vagrants or homeless there's quite a bit of homeless and vagrancy in that area unfortunately about two years ago somebody came through one of the fields jumped the fence and broke into my neighbor's house in the middle of the day he ended up uh defending himself it was in the news uh sheriff grady judge was was on the uh the street so my concern really is uh having an opportunity to discuss what that that park's going to look like what type of barriers would be utilized i've spoken with mr calendar he's indicated that there would be some type of fencing but respectfully i would like something more than just a fence to separate my property from the park i would like to have something uh more concrete a block wall something that would more or less insulate my family from being pretty much on display at a park so if there was an opportunity where the commissioners could have a meeting we could discuss that i'd be happy to even host you at my house to come out and take a look and see how this is going to essentially affect us i appreciate your time all right thank you very much uh mr abercumby mr bode said he had one leave my name is james abercum you live at 2737 gibson yalloway road lakeland florida i'm here to talk about that park um i have been speaking to a lot of the neighbors last few days i've come up with this as well um so this is a development of county park on north dautery road located approximately two miles from duff road you already got a 20-acre park two miles away i would like to present a formal grievance grievance of negligence regarding the county's land development regulations and involve your office and occurred from 2007 through year to date um i'm uh matters significant this matter is significant and requires your immediate attention according public records 2007 pole county purchased 30 acres of property shortly out there after a public meeting was held at northeast uh robert seal elementary school located on green road in lakeland florida i was there based on the outcome of that meeting residents were not in favor of having another park developed in the area with consideration to due process very little effort has been made by staff members to do proper research and provide their recommendations you made your your your decision on basically their recommendations you did no research of your own um i placed a call directly to commissioner scott's office to speak with him directly and set up a meeting instead i was directed to mike calendar and the parks and recreation i can't even talk to my own commissioner during this conversation with mr calendar i requested a copy of all public records beginning 2007 showing how the development of the park was decided i received a call back from commissioner scott's office to set up an in-person meeting with myself commissioner scott and mr calendar i agreed to meet to i agreed to meet in person with the stipulation the meeting to be simply to be recorded simply because governor san is the chances does not like frivolous lawsuits everything that's not recorded according to county attorney's office is not public record it's public record but it's not accessible that's hearsay san has just passed a law about it as of the day i have received a call back from a meeting with a meeting at any time with documented i've received no um public records today i did get an email yesterday you want to charge me 230 for something that should be in a file right now you're made you just made a decision on it but it's not in file they're going to have to go back to 2007 why it should be in the file you should have looked at it before you made the decision all right the reason for my meeting request is appropriate time discuss the whole the whole situation do i need to finish reading and i'd like to have a record uh you you can finish that and that will be the end of it because absolutely time and i've submitted the the letter to the clerk's office so it is part of the record okay oh you have okay that the public that's not hard it's part of i've submitted to the clerk's office okay but i can finish it right yep you can finish it and that'll be it yes sir okay uh the reason for the meeting request is to have an appropriate amount of time to discuss my concerns with the proper officials at the beginning of each meeting as well as the bocc and planning commission meetings meetings are are provided with three minutes to speak it's the only time only time we have to speak uh with no discussions nobody wants to talk about it the polk county uh the polk planning commission meeting to go further tell you that you have three minutes to speak out in the planning commission meetings we're told we got three minutes but we're not allowed to say anything that they're going to consider we have to be experts how's that work uh the polk planning commission is further three minutes uh so the fact is that three minutes most officials are not even paying attention um our previous chairman encouraged us to call our commissioners which i did uh to set up meetings and talk to them once again that's all behind closed doors so there's no recording of us there's no public no public records ever properly documented making these closed door discussions was outstanding all right uh it is important for the voices of the residents to be heard there's nobody heard about this meeting a lot of the people i talked to you later sir i i said you could read it and now i urge you to very consider the decision as a concerned citizen i personally request that park plans are halted until proper research has been completed to investigate and ensure the citizens have no further recommendations for the property to better serve our community the community previously said no to the park and now 15 years later county commissioners without revisits without doing any personal research hoping to skirt the skirt it while we are asleep i believe that public officials should maintain a standard of ethics and accountability and trust that you will uphold these values we're asking for a public meeting that's why we're at that's what we want want a community meeting so everybody can be involved in this decision all right sir we thank you very much mr chair if i may for the record um i actually commissioner scott reached out to me about meeting with mr ibercombe and having that conversation recorded i advised mr scott i would not advise i would not allow my a private meeting with a citizen to be recorded at that time and commissioner scott had asked me to follow mr abracombie i had not had the opportunity to do so but at this time i would advise and caution all viewing audience the manager's office will have three items for board consideration this morning um the first item i think is certainly probably the most important or most significant item of the day it certainly is going to be the heavy lift of the day item number h1 is to request the board approve a construction contract with cnt contracting services in connection with the septage receiving and leachate treatment system project totaling 21 million four hundred and thirty thousand dollars today's board action will include a community investment program amendment and budget transfer in the amount of 18 million three hundred and forty three thousand seven hundred and forty one dollars from the utilities capital expansion reserve fund historically private septage hauling companies dispose of septage from septic tanks by spreading onto open fields potentially leaching nutrient-rich product onto grant into the groundwater and or nearby water bodies staff has identified an alternative method of disposal through a septage treatment and disposal system to potentially be located at the county's north central landfill in lieu of ground application and has already leveraged 6.58 million dollars in federal american rescue plan funds for the purchase of treatment equipment in connection with this project construction of the facility at this centralized location will provide a benefit to haulers that currently seek disposal outside of polk county boundaries today additionally the facility will benefit the solid waste division as it will have the capability to treat leachate which is a byproduct from the landfill operations in addition to being located at a centralized disposal site for the generated residual biosolids polk county has completed the public solicitation process seeking bids from qualified contractors to construct a new septage receiving and leachate treatment facility which is to be cited at the north central landfill site bid number 25021 was issued and two contractors submitted bids lowest responsive responsible bid was submitted by cnt contracting services in a total amount of 21 million 180 thousand dollars a recommendation of award was issued and no protests were received in accordance with resolution number 13066 funding for allowance and contingency work totaling 250 thousand dollars is included in the proposed contract award the contract time set for this project has been now set at 395 calendar days for final completion the initial capital community investment program capital funding allocated to the project totaled 15 million 129 936 dollars project expenses incurred or encumbered to date totaled 12 million forty three thousand six hundred and seventy seven dollars inclusive of all design engineering construction administration equipment procurement and related operating expenses therefore mr chair in order to fully fund all remaining anticipated project cost a community investment program amendment and budget transfer is necessary in the amount of 18 million three hundred and forty three thousand seven hundred and forty one dollars to be transferred from the utilities five-year community investment program utilities capital expansion reserve fund so mr chair members of the board i think in keeping with the board's commitment to environmental preservation regulatory compliance and in trying to address the needs of those septage haulers across polk county i would request the board approve the proposed construction contract with cnt contracting services in connection with the septage receiving and leachate treatment facility in the total amount of 21 million four hundred and thirty thousand dollars to include the requisite community investment program amendment and budget transfer as previously noted commissioner scott yeah i just want to say i mean really hats off to the county for putting together what i think is the ultimate facility that the county really does need having been in the subject business with my dad since i was three years old until he retired um really the evolving regulations is hard to follow as a as a private company and so for the county to come together and put something together not only benefits those haulers but ultimately will benefit solid waste as well from the leachate program to me this is one of those collaborative efforts um although it's all county funded but keeping the private sector in mind to come out with something that to me should be replicated and many other counties across the state um as a as a great facility so i would say hats off to the entire team of the county and i'm really proud to be a part of this uh decision to to really put this into we got a mic uh so go ahead and put this in the full effect and uh so just again congrats and i really appreciate the effort all right anyone else all right we got a motion we need a second got a motion in a second all in favor aye opposed motion carries mr chair members of the board item number h2 is the complement to item number h1 just approved by the board and is to request the board approve amendment number two to an existing agreement with the hazen and sawyer firm to provide professional engineering services in connection with the septage receiving and leachate treatment facility the board approval today will be a one-time expense not to exceed 488 410 dollars in connection with required construction administration and support services related to the project as a result of increasingly restrictive federal and state biosolids management regulations there are fewer companies that are authorized to receive and dispose of biosolids materials as a result over the past several years local septage haulers have requested the county consider possible possibly providing a county facility to be cited somewhere in the vicinity of existing wastewater treatment facilities this resulted in a septage receiving station feasibility study it was updated and completed in july of 2021 that study recommended building septage receiving stations at appropriate county wastewater treatment facilities in may of 2022 the board approved an agreement with hazen sawyer to design two separate septage receiving facilities to be located at the northwest and the southwest regional wastewater treatment facilities these services were to be broken into phases and the original agreement provided for part one services in the amount of 323 000 and to develop conceptual and preliminary design reports for each receiving facility noted in that preliminary facility report reflected that indeed the best location was the north central landfill facility as it offered a site ready easily accessible location for a new septage receiving facility that would and could include leachate treatment systems as well as a ready-made disposal site for the residual biosolids amendment number one to that agreement was approved by the board in february of 2024 for part two services which included project management support preliminary final design permitting and bidding services in the amount of seven hundred twenty seven thousand forty nine dollars proposed amendment number two incorporates part three services of the project which includes required construction support and construction administration services not to exceed four hundred eighty eight thousand four hundred and ten dollars and is estimated to take approximately one year federal american rescue plan funding is available within the county's utility a community investment plan for these profound required professional services so mr chair members of the board i think uh given that there is growing regulatory environment for such projects and that there is a business demand requested by the local uh haulers for a local government solution i certainly would request that the board approve amendment number two to the existing agreement 2022-025 with hazen and sawyer to provide what we call part three professional engineering services that will that will provide construction support and administration services in connection with the septage receiving and leachate treatment project motion approve a local agency program a lap agreement between polk county and the florida department of transportation in connection with the old dixie trail project board action today will include associated resolutions a community investment program amendment and a budget resolution in connection with receipt of unanticipated state revenues totaling two million three hundred and thirty five dollars the florida department of transportation has agreed to participate in pass-through lap funding and financial oversight for design and engineering services in connection with 12.8 miles of a paved multi-use trail connecting auburndale to haynes city thereby closing a gap in the state's sun trail network by linking the tico auburndale van fleet trails to the haynes city trailhead the project includes a 10 foot to 12 foot wide ada compliant multi-use paved trail while the florida department of transportation is nearing completion of the project's pd and e phase polk county will secure professional design and engineering services for board approval over the next four to five months the proposed lap agreement includes two million three hundred and thirty five dollars for design and engineering services fdot's participation may be increased or reduced based upon determination of the final construction bids polk county agrees to bear appropriate expenses more than the total cost of the project and any deficits encouraged should fdot not cover those additional costs upon board approval of the proposed agreement the community investment program amendment and the budget resolution the requisite budget and project will be established within the county special revenue grant funds to support the project being executed within the roads and drainage community investment program so mr chair members of the board i think consistent with the board's commitment to both passive and active recreational opportunities where appropriate i would request that the board approve and execute the local agency program agreement between polk county and the florida department of transportation in connection with the sun trail multi-use project to include the requisite resolutions community investment program amendment and budget resolution to reflect these one-time state revenues totaling two million three hundred and thirty five dollars motion and second any further discussion all in favor i oppose motion carries that's it mr chair all right commissioner trautman i just wanted to commend the office of planning and development mr ben dunn and his team last week we were sent an email that included the what they have rolled out as far as the project viewer and i think this comes a long way in making a public publicly user friendly way to find what is going on when we see these pink signs posted in the area so that roll out i think will be very welcomed by the public and put that in with what we'll hear later with the increased feet required for notice i think we're making some steps to make this a more publicly known and user friendly process so thank you for that commissioner brazil uh yeah i have two requests um and i don't see anybody in the room who can help me on the first one but mr beasley i'm sure you can pass this along we've got the classic um item that's on the consent agenda could we get a spreadsheet or whatever you want to call it of of what we've uh approved actions to date actions to date yeah yes sir good glad to do that yeah uh the other thing is um kind of similar the um we're approving uh setting a date which is our next meeting for the uh ad valorem tax exemption can we also and i think sandy usually provides this but uh uh another sheet of what's been approved and how much and all that so uh but that yeah what i want to say is you know being up in that area polk county in north lakeland hunt fountain park gets absolutely over utilized and has been for several years so when we look at that area as far as recreation needs there's obviously a lot of development that's occurred over the last 15 plus years but for the county i mean that really strategic investment years ago to be forward looking on possibly needing another park so i understand with change like i've been around folk county for 42 years so i understand the challenges of you know what you want in your backyard versus what the person that owns the land wants there there's there's a give and take for sure but when we talk about uh hunt fountain park again my kids have played there since they were little i played there when i was a kid and it was even kind of crowded back then so uh certainly you know we're looking at the county to be as transparent as possible we're we haven't been here for you know 20 years as bocc with respect to the members on it today but when we talk about uh you know how we're looking at it the signage that's up on our dr road park is there for transparency and i've pushed additionally with communications to start including qr codes and other information landing pages so for future projects you will see an improvement on our communication as well and i just want to you know really encourage residents certainly communicate with the the board members and our office but we will do our best as a county to be forthcoming with more information and in a way that makes it user friendly as commissioner trautman had referred to our website now that has a gis map where you can click and see what these pds are because i know in the past you go and type in a number and half the time it wouldn't come up and that's frustrating and i get it and we're listening loud and clear as a commission and we're taking steps although they can't be successful overnight we're making and taking steps government-owned property to have an institutional land use designation so this fits in with that trend and that and that normal practice your planning commission unanimously recommended approval and this is an adoption hearing and following any questions or comments staff is recommending any questions for ladies and gentlemen this is a public hearing if you wish to come forward and speak on this plan the i4 selected area plan was adopted in 1991 when the comp plan was originally adopted a number of parcels in that original selected area plan are now within either the city of auburndale or the city of lakeland and the land development code has been amended a number of times since 1991 so this language is outdated the request is to remove that language so that residential development within this area complies with the current provisions of the remainder of the land development code the planning commission unanimously recommended approval this is the second reading and adoption hearing item number 04 is an expedited public hearing for case ldct 2025-2 institutional 2 land development code text amendment to allow vehicle service mechanical and outdoor storage within the institutional 2 land use designation the institutional 2 land use designation as seen from previous items today usually contain government or quasi governmental operations including fire station sheriff's facilities utilities school board and a number of those facilities include some sort of fleet operations and maintenance so staff has found that adding this vehicle usage and storage would be beneficial to those government and quasi governmental owners of those parcels staff has recommended approval your planning commission unanimously recommended approval and this is an adoption hearing so following any questions or comments we recommend approval any questions i have one sorry i had a piece of candy in my mouth of course of course what are the requirements for that buffering um on that is there any requirement it would need to be buffered so it certainly would need to be visually buffered with landscaping or opaque fencing or walls uh similar to other outdoor storage provisions in the code perfect that's what i wanted to hear thank you anyone else ladies and gentlemen this is a public hearing if you wish to speak on this matter please come forward state your name and address ldct 2025-6 mobile homes in plats prior to 1971. this amendment would allow mobile homes to be located by right in subdivision plats that were recorded prior to may 20th of 1971. may 20th 1971 is a date that the county adopted its first land use um regulation that that limited the placement or regulated the placement of mobile homes so plats that were adopted and recorded prior to that date were recorded with the understanding that mobile homes could be located within those plats uh the plats that we're talking about are are some of the plats that we have seen recent requests for mobile homes they tend to be some of our lower income neighborhoods uh where mobile homes are an affordable housing option some of them include eloise where we have the loecra in wood and other um plats that are more than 50 years old to to point out what's occurred in those those plats over the last five years we have received 117 applications for uh mobile homes 89 um were in plats and 83 of those were in these plats that were adopted prior to 1971 of those 83 17 were withdrawn the other 66 were all approved 100 approval rating uh the intent of this ordinance is to eliminate both the cost and the time associated with getting that approval from the planning commission so that the mobile homes could could be placed on those properties and provide affordable housing for a homeowner this is the first reading of this ordinance the planning commission recommended approval six to one following any questions or comments no action is required by the board today and we'll bring this back to you for adoption in two weeks any questions no question but i have a comment i would say this is great as far as listening to your planning commissioners and also again making this much more user friendly to the public and using common sense in a process that sometimes gets lost and doesn't include common sense so thank you for this change anyone else ladies and gentlemen this is a public hearing if you reason because we don't vote on it is that correct okay all right next item number 06 is an expedited public hearing for case ldct 2025-4 1000 foot public hearing mailer radius to consider a change to the land development code to provide an enhanced mailing for public hearings for planning commission and board of county commissioner items the current radius is 500 feet and per board direction this ordinance will enhance that or extend that to 1000 feet the planning commission recommended unanimous approval following any questions or comments today there's no action required by the board this is first reading and we'll bring it back to you in two weeks for adoption any questions no just a comment you know this stems from you know personal experiences where larger landowners from acreage perspective in certain rural areas of the county weren't getting mailers and you don't necessarily drive every direction out of your driveway so again just another step by the county to be more transparent to those residents that are around potentially impacted areas and again i appreciate the staff's effort to put this together thank you all right uh ladies and gentlemen this is a public number oh seven is an expedited public hearing for case ldct 2025-3 stressed basins and stormwater management to consider adoption of land development code text amendment to change multiple chapters of the land development code as it relates to stormwater management this amendment was was certainly sparked by the recent storm season and the increased flooding that we are seeing throughout this county the item has been presented to you numerous times at agenda reviews but to just give some bullet points of some of the key components to this ordinance this will adopt a stress drainage basin map by reference which will enhance design in those those basin areas this will also require homes to be built with stem wall foundations under certain circumstances it will increase the drainage capability of road design and it will require properties to to hold back a certain percentage of stormwater on their property uh that exceeds the the pre-development conditions so that's an inch change to enhance uh the the impact that a subject property has on the overall stormwater management system uh it will also increase the finished floor elevation from one feet to two and a half feet above base flood and will set uniform standards for road-based material where we have high water tables uh and and that will will certainly help in road design to alleviate some of that that water table intrusion the planning commission has recommended unanimous approval uh seven to zero this is first reading so on after any comments or questions no action is required today and we'll bring it back to you for adoption in two weeks we do have the county engineer here if there are any specific questions any questions just to comment uh just to thank you to gator and working through this and really the details that went into this are based off of some of the impacts we saw from milton but really going to historical data when you look at the county on challenged areas and again we want to learn from the past and so one of the things too when you talk about the road-based material we as a county are bearing some of the costs now for going in and redoing public roadways that truly that cost could have been negated if the uh the standard that we have now in this uh adoption uh or the land development code text amendment will have so future developments it just it really does uh bode well for the county and also for the residents to be less inconvenienced when you're having to redo a road in front of your house so again appreciate the county's efforts and big thank you to the
