viewing audience the manager's office will have five items for board consideration this morning item number h1 is to request the board approve a contract with the central florida health care organization for the proposed construction of a new community health center serving the dundee community this would be a total indigent health care funding commitment not to exceed three million dollars in response to a public request for applications through polk's polk's indigent health care initiatives central florida health care submitted a request for partial funding for the construction of a new community health center towards their efforts to better serve the dundee community central florida health care is a federally qualified health center providing primary and specialty care dental and behavioral health services throughout polk county central florida health care organization is contracted with polk county to provide services to low-income polk county residents including polk health care plan members currently the central florida health cares dundee facility has eight small exam rooms housed in a 5200 square foot facility the proposed new facility is to be constructed on the same property and will be an approximate 9400 square foot two-story state-of-the-art health center with 13 medical exam rooms and five dental operatories this large facility will allow for the expansion of adult primary care and dental services and the addition of pediatric primary care and dental services and the drive-through pharmacy additional telehealth services will be provided and endocrinology and behavioral health services as well the estimated cost of the proposed new facility is approximately 4.9 million dollars for which this agreement would obligate indigent health care funding not to exceed 3 million dollars this contract will become effective january 1 2024 through december 31st of 2026 this funding request was presented to and is recommended and endorsed by the citizens health care oversight committee funds are available in the indigent health care fund for this designated purpose so mr chair members of the board in keeping with the board's commitment to public health services i would request that the board approve the contract with the central florida health care organization for the partial funding towards construction of a new community health center to serve the dundee community with the indigent health funding not to exceed three million dollars second got a motion and a second any discussion see none george just to clarify item h1 and h2 similar request on h2 that if either of these facilities were sold in 10 years there's a callback provision to the county that's that's correct that's correct but a motion is second uh all in favor for the proposed construction of a new community health center serving the lakeland community this is a total indigent health care funding commitment not to exceed three million dollars in response to the public uh request for applications through polk's indigent health care initiatives central florida health care submitted a request for partial funding for the construction of a new community health center to improve their efforts in serving the lakeland community central florida health healthcare operates three health care facilities in lakeland the lakeland primary care facility located off the north missouri avenue site lakeland pediatrics facility located off the south florida avenue site and the lakeland hills dental facility located off of lakeland hills boulevard the proposed new facility will consolidate all three existing clinics into one location adjacent to their current north missouri avenue facility location central florida health care is a federally qualified health center providing primary and specialty care dental and behavioral health services throughout polk county central florida health care is contracted with polk county to provide services to low-income polk county residents including polk health care plan members currently central florida health care's three lakeland facilities have a combined square footage of just over 18 000 square feet the proposed new facility will be a 33 600 square foot four-story state-of-the-art health services to be provided will include adult and pediatric primary care and dental services gynecology behavioral health labs x-ray and a drive-through pharmacy additionally telehealth services will be provided for endocrinology and behavioral health needs the estimated cost of the proposed new facility totals approximately 13.2 million for which this agreement will obligate indigent health care funding not to exceed three million dollars this contract will become effective january 1 2024 to through december 31st of 2026 this two funding request was presented to and is recommended for as endorsement by the citizens healthcare oversight committee funds are available in the indigent health care budget for this designated purpose so mr chair members of the board consistent with item number h1 and in keeping with the board's commitment to public health services i again would request that the board approve the agreement with the central florida health care organization for the partial funding towards construction of a new community health center to serve the lakeland community with indigent health care funding not to exceed three million dollars and mr chair before we take a motion if i could ask miss anne clausen to come to the podium and is the executive director of the central florida health care organization and we have an absolute wonderful working relationship with central florida health care and there's a lot that goes on behind the scenes but this is a major step forward for you and so please yes thank you so much and i would like to take the opportunity to thank the board of county commissioners publicly for their continued support for central florida health care as you know that the growth in polk county and the need is tremendous and it's so challenging for us to keep up with that so this opportunity for both dundee and for lakeland will help us continue to see and meet the needs for this patient population so thank you so much appreciate that mr chair yes okay uh where are your other uh clinics located in all the polk county so we are in davenport we are in lake wales we are in mulberry of course the three we have in lakeland we are in if you're going to challenge me now um we're in uh winter haven we have two locations actually three locations in winter haven because we have a standalone behavioral health so i think i mentioned mulberry and we are in frost proof and hayne city well there's a reason for me asking that it's just that it's good to see that dundee's being included in this and i appreciate everything that uh you and your your whole team does for our county to serve the the low-income people and um it's good to see our money uh polk county's money being used this way uh we have a lot of people that need your services so thank you so very much for that thank you motion well comments of approval second got a chair members of the board item number h3 is to request the board approve amendment number one to the existing contract with the 10th judicial circuit court of florida in connection with the behavioral health court program through this amendment the amount of the indigent health care funding would increase to 319 164 dollars in the current fiscal year 23 24 budget and increase annually by five percent through fiscal year 27 28 the total engine health care five-year commitment would not exceed 1 million 763 582 dollars polk's behavioral health court provides services to defendants who have been identified as having co-occurring mental health disorders and are in or at risk of entering the criminal justice system the behavioral health court addresses the unique needs of mentally ill and developmentally disabled defendants by providing case management support necessary to reduce recidivism and ensure public safety defendants of the behavioral health court are linked with community-based behavioral health treatment in lieu of incarceration the current contract with the behavioral health court became effective in october of 2022 and is set to expire in september of 2025 with indigent health care annual funding capped at its current 284 417 dollars all of which is applicable to the salaries and fringes for the behavioral health court administrative and behavioral health staff proposed amendment number one will increase current fy 23 24 funding by 12 percent to align the total compensation of county funded positions to match the same state funded positions in an effort to remove pay disparity that currently exists as a result of the state's recent court employees receiving cola compression and special incentive pay finally proposed amendment number one will extend the behavioral health court contract term an additional three years to expire in september 30th of 2028 and each remaining year of the agreement will increase the indigent health care funding commitment to the behavioral health court program by a five percent index this funding request was presented to and is recommended by endorsement of the citizens health care oversight committee funds are budgeted in the indigent health care fund for this specific purpose so mr chair members of the board consistent with both items h1 and h2 and in keeping with the board's commitment to public health and public safety services i would request the board approve the first amendment to the contract with the 10th judicial circuit court of florida in connection with its current members of the board item number h4 is to request the board approve an amendment to the rdk assets incorporated doing businesses rdk truck sales for long-term waste collection excuse me mr chairman clarify that it's not an amendment approved an initial agreement with rdk assets for long-term waste collection truck leases this is a an estimated annual recurring expense of 956 000 polk county currently has a piggyback agreement with rdk to lease three trucks to perform waste collection services for 1300 residents in the southern portions of polk county beginning october of 2024 polk county will expand that service area to reflect 13 000 residents resulting in the need to a to lease a total of nine trucks the existing three collection trucks will be exchanged as part of the new nine fleet units polk county has completed the public solicitation process of seeking proposals for qualified firms seeking acquisition of specialized trucks for county staff to use for their collection of residential waste in the southern portions of polk county request for proposal 24-124 was issued and one vendor submitted a proposal in january of 2024 the board approved the selection committee's recommendation and authorized staff to negotiate with rdk the proposed agreement provides for the long-term lease of nine and new waste collection trucks with a delivery date of may 1 2024 this delivery schedule will allow time for staff to prepare and equip trucks for use by october 1 2024 starting in june of 2024 county staff will utilize three of those new trucks to continue providing collection services to the current 1300 residents while the other trucks are being prepared outfitted and equipped the lease payments for the nine trucks totals 864 000 annually the vendor will be responsible for all warranty repairs and the county will be responsible for preventative maintenance to include the purchase of replacement parts and various equipment it is estimated the county will spend approximately 92 000 per year for replacement parts and equipment for a total estimated annual lease expense of 956 000 should there be a need for subsequent trucks an amendment to this agreement would be provided back to the board for review and approval the term of this agreement is through december 31st of 2032 which is about 104 months or about 8.6 years funds are available in the universal solid waste collection fund for the estimated fy 23 current year cost of 380 000 all future years will be budgeted to reflect agreement obligations so mr chair members of the board in order to have these assets in place to cover our public service obligations i would request the board to approve the agreement with rdk assets in connection with rfp 24124 at an estimated annual you mr chair members of the board a final item from the manager's office this morning item number h5 is to request the board approve an agreement with inspire placemaking collective incorporated to perform significant professional services in an effort to update the polk county comprehensive master plan document this is a one-time expense not to exceed 560 523 for those specific services polk county has completed the public solicitation process seeking qualified consultants interested in updating the county's comprehensive plan through the year 2050 in compliance with the state's community planning act which is stipulated in florida statute 163 request for proposal number 24 016 was issued and three consultants submitted proposals in january of 2024 the board approved the selection committee's recommendation to enter into contract negotiation with inspire services to be provided will include an update of the current comprehensive plans visions and policies guidance for future land uses concurrent infrastructure and all in court and will incorporate all plans currently underway and support planning directions of all municipalities within polk county the cost to provide these these comprehensive services services is 560 523 with an anticipated completion time frame of late 2025 or early 2026 the agreement also stipulates and allows for additional similar as needed scope of work scope of services if as needed work is required the division will work with the consultant to create a work authorization each work authorization will detail the specific scope of work and an agreed upon cost work authorizations of less than one hundred thousand dollars will require approval of the land division director work authorizations of a hundred thousand dollars or greater will require approval the county manager's office these work authorizations will also include summary a summary of all prior work authors work authorizations issued and approved to date the term of this agreement is for five years and can be renewed upon mutual agreement for two subsequent five-year terms as services towards this initiative will be accomplished over several fiscal years the initial 250 000 is available in the fy 23 24 land development current year budget to provide those current year tasks and future fiscal years will include additional funds to cover planned professional services in those respective years so mr chair members of the board in the interest of moving this what i think is an important and significant initiative forward i would request that the board approve the agreement with inspire to update paul county's comprehensive plan as i've outlined approval got a motion and a second for approval any discussion yes go ahead just want you to understand that placemaking is a multi-faceted approach to the planning design and management of public spaces placemaking capitalized on local community assets inspiration and potential with the intention of creating public spaces that improve urban vitality and promote people's health happiness and well-being thank you very much are you working for them now i'm just trying to let us like and i wasn't a beauty queen or anything but a judge but it we brought them in one at a time and the judges sit there and just brutalized them with questions i mean hard questions uh waiting for a response and it blew my mind i mean they they came back i mean they had great responses and every question you could think of was fair game and uh it was impressive i i it totally changed my mind and that was every contestant i mean they were they were ready to go but anyway uh that's all i have we'll move on to do what we'll have to take a we'll move on that's beautiful uh oh one i don't remember duplicate efforts through government operations to streamline government operations and to enhance efficiency this is an ordinance on first reading and following any public comment no action is sandy howard with the county attorney's office this is a public hearing to consider adoption of an ordinance granting an economic development ad valorem tax exemption for a new polk county business dr horton inc and to approve a performance agreement with the company the company plans to construct a new 40 000 square foot office building off osceola polk line road in davenport to serve as its new orlando west division headquarters the company's total capital investment in real property improvements and equipment is estimated at 15.9 million dollars the company plans to create 117 new full-time jobs at the facility with the new jobs paying an average annual wage of 138 000 which is more than 200 percent of the county's current average annual wage the central florida development council has provided a letter in support of the project based on the board's approved guidelines the project qualifies for a 65 reduction in applicable ad valorem taxes for an eight-year period running from 2025 through 2032 the property appraisers report estimates that if the exemption is granted approximately 49 535 dollars in ad valorem taxes will be lost each year of the eight-year exemption period the county would recognize new ad valorem tax revenue just under 26 673 dollars annually during that time representing the remaining 35 percent of value additionally mstu school board and swift mud new tax revenue revenues gained are estimated to be over 73 000 each year collectively thank you i'll stand for any questions any questions well that kind of pay maybe i need an application after the building this this is your time to speak ma'am you wanted to talk good morning i am a new uh homeschooling mother and with my children i'm working on earth science we've we live on crystal beach road in winter haven and two items i just want to mention first thing we see a lot of chemtrails over my home and i don't know which agency to go to to talk about now we were at bonnet springs i counted eight overhead so chemtrails are these white stripes of air that look maybe like clouds but are clearly placed there and i've noticed them in areas that are not agricultural if they were for pesticides or something so my i guess more than anything is my question where can i find out about what is going on over my property and my children what are we what are we what's going on and secondly i um i live next to an orange grove and i asked the owners if they use pesticides and they said yes and i said well do you reckon what kind of a well do you recommend or what should we filter out well what kind of a well do you recommend what do i do if these pesticides are coming into my groundwater and i'm your neighbor and they told me that they have a well that's 350 feet deep and i didn't even know that existed and they said oh they just completely moved the conversation from poisoning our groundwater to their well is safe at 350 feet deep so i went to the winter head to the polk to the polk county water preservation i believe it is next to the extension service and then i asked them i said what would be the element i should filter for in my home water and they and the guy popped up and he said arsenic so then i and i brought water and i said where can i get it tested and they said down the road so i went down the road to the environmental protection agency and a gentleman greeted me and said oh we don't test water even though it says on their website and the guys in the other office printed it out for me saying you can test your water here we don't do that we only do that for agricultural issues or whatever not for the huge citizen to know if my water is drinkable and um these are these are big concerns i've recently moved from south america because i don't want to raise my children in a communist country i grew up in polk county i went to public schools i went to ucf and i'm i'm very worried about the water and the air that is around us and i i just am looking for some answers thank you anyone else caring to speak on this matter hi jerry rodriguez i'm the forward planning manager for dr horton orlando west division we just want to thank you city to support its operations as a home building components manufacturer the company's total capital investment in real property improvement improvements and equipment is estimated at 36 million dollars the company plans to create 100 new full-time jobs in polk county as a result of this expansion with the new jobs paying an average annual wage of 61 000 which is over 118 percent of the county's current average annual wage the central florida development council together with the haynes city edc have provided a letter in support of the project based on the board's approved guidelines the project qualifies for a 55 percent reduction in applicable ad valorem taxes for a seven-year period running from 2026 through 2032 the property appraisers report estimates that if the exemption is granted approximately 115 000 813 and ad valorem taxes will be lost each year of the seven-year exemption period the county would recognize new ad valorem tax revenue just under 95 000 annually during that time representing the remaining 45 percent of value additionally mstu school board and swift mud new tax revenues gained are estimated to be over 200 000 each year collectively thank you i'll relates to the same project and nvr's plan location in polk county the county's impact fee ordinance and resolution 19-129 provide for the mitigation of impact fees for qualified targeted industry businesses creating new jobs in polk county the program authorizes a certain percentage reduction off the total cost of county impact fees based on the creation of new high-wage jobs and capital investment because nvr intends to add at least 50 qualifying jobs in the first year of operations paying an average annual wage of 115 percent or more of the county's average wage and make a 36 million dollar capital investment the company qualifies for a 50 percent impact fee reduction on the new 174 000 square foot manufacturing facility without approval of this impact fee mitigation agreement the estimated county impact fees for the new facility would be 134 154 dollars by virtue of the 50 percent mitigation under the proposed agreement the company's reduced amount due will be approximately sixty seven thousand and seventy seven dollars the county's interest will be secured by a lien on the property to ensure the company maintains the required number of jobs for a
