Hearings are primarily for the purpose of explaining the budget, proposed tax levy, and any proposed amendments, as well as affording the public the opportunity to participate in the budget process. At this time, I'll turn it over to Ms. Christia Johnson to go over to discuss the final military. Good evening, Commissioners. Item B is to discuss the adopted tentative millage rates for fiscal year 24-25. Florida statute requires that certain detailed information is read into the record as a part of this public hearing, so please bear with me through items B1 and B2, because there is a lot of data. Talk fast. Talk fast. A little wager going here. Okay, I will enunciate. Okay. On item B1, I'm only going to be reading the countywide millage totals. For internal discussion purposes, we break those out into four different components, but we only report the total millage rate to the state, so therefore, I don't have to read the details that you see on the following chart. Item B1. Discuss the fiscal year 24-25 Board of County Commissioners adopted tentative operating millage rate. The fiscal year 23-24 current year adopted countywide millage rate is 6.6852 mils. The fiscal year 24-25 adopted tentative countywide millage rate is 6.6348 mils. That's a difference of 0.0504 mils, which is a decrease of 0.8%. The rolled back rate is the millage rate that the county would have to adopt in fiscal year 24-25 in order to generate the same amount of revenue as in fiscal year 23-24. The countywide rolled back rate is 6.2763 mils. The fiscal year 24-25 adopted tentative countywide millage rate is 6.6348 mils. That's a difference of 0.3585, which is an increase from the rolled back rate of 5.7%. The total revenue generated by the rolled back rate is 416,278,660. The total revenue generated by the fiscal year 24-25 adopted tentative county millage rate is 440,056,347. That's a difference of 23,777,687, and that is an increase from the rolled back rate of 5.7%. The increase over the rolled back rate is necessary to maintain services within the funds that this levy applies to. Item B2, discuss the fiscal year 24-25 adopted tentative millage rate for the Polk County Parks Municipal Services Taxing Unit, MSTU, the Polk County Library MSTU, the Polk County Stormwater MSTU, and the Polk County Rancho Benito MSTU. The fiscal year 23-24 adopted millage rate for the Parks MSTU is 0.5286 mils. The fiscal year 24-25 adopted tentative millage rate is 0.5286 mils, and there is no difference. The fiscal year 23-24 adopted millage rate for the Stormwater MSTU is 0.5286 mils. The fiscal year 24-25 adopted tentative millage rate is 0.5286 mils. There is no difference. The fiscal year 23-24 adopted millage rate for the Stormwater MSTU is 0.0941 mils. The fiscal year 24-25 adopted tentative millage rate for the Stormwater MSTU is 0.0941 mils. There is no difference. The total fiscal year 23-24 adopted millage rate for all of the unincorporated MSTUs is 0.8212 mils. That's a difference of 0.2007 mils, and that is a 2.1% increase over the rolled back rate. The total revenue generated by the rolled back rate for the Parks MSTU is $19,062,578. The total revenue generated by the fiscal year 24-25 adopted tentative millage rate for the Parks MSTU is $20,397,730. That's a difference of $1,335,152, which is a 7.0% increase over the rolled back rate. The total revenue generated by the rolled back rate for the library MSTU is $7,158,114. The total revenue generated by the fiscal year 24-25 adopted tentative millage rate for the library MSTU is $7,659,761. That's a difference of $1,647, that's a 7.0% increase over the rolled back rate. The total revenue generated by the rolled back rate for the stormwater MSTU is $3,391,904. The total revenue generated by the fiscal year 24-25 adopted tentative millage rate for the stormwater MSTU is $3,631,151. That's a difference of $239,247. That is a 7.1% increase from the rolled back rate. The total revenue generated by the rolled back rate for all of the unincorporated MSTUs is $29,612,596. The total revenue generated by the fiscal year 24-25 adopted tentative millage rate for all unincorporated MSTUs is $31,688,642. That's a difference of $2,076,046. That is a 7.0% increase from the rolled back rate. The total revenue generated by the rolled back rate for the Rancho Benito MSTU is $9,271. The total revenue generated by the fiscal year 24-25 adopted tentative millage rate for the Rancho Benito MSTU is $9,423. That's a difference of $152. That is a 1.6% increase from the rolled back rate. The total revenue generated by the rolled back rate for all MSTUs in total is $29,621,867. The total revenue generated by the fiscal year 24-25 adopted tentative millage rate for all MSTUs is $31,698,065. That is a difference of $2,076,198, which is a 7% increase from the rolled back rate. The increase over the rolled back rate is necessary to maintain services within the Parks, Library, and Rancho Benito MSTU funds and to fund upcoming water quality projects and other services related to the NPDES permit as mandated by the Federal Clean Water Act in the Stormwater MSTU. The Polk County Stormwater MSTU adopted tentative budget totaling $12,881,579 of which $3,449,594 is from property tax. And the Polk County Rancho Benito MSTU adopted tentative budget totaling $55,387, of which $8,952 is from property taxes. All right. The Polk County Library MSTU operating millage rate of 0.1985 mills, which is a 7.0% increase over the rolled back rate of 0.1855 mills, and the Polk County Rancho Benito MSTU operating millage rate of 9.1272 mills, which is a 1.6% increase over the rolled back rate of 8.9803 mills. The budget packet includes A, the budget appropriations and revenues by cost center, B, the fiscal year 2425 budget changes from adopted fiscal year 2324 to adopted tentative fiscal year 2425, C, fiscal year 2425 pay plan procedures, D, fiscal year 2425 position changes, E, the Polk County Sheriff's Office budget by function, i.e. law enforcement, detention, judicial, court security, and debt service, and F, the community investment program, also known as the capital improvement program, as presented to the board on August 20th, 2024. If you recall, Commissioner Lindsey, I think a couple years ago they passed that state law that does allow them to move it across. I believe that's correct. In the old days, they had to come back before the board if they moved from one of the approved to the other. But I think they got that change.
