welcome everybody uh i'd like to welcome you to the city plantation planning and zone planning and zoning board meeting uh dated august 18th 2026. could we please call the roll miss gelfland miss denby burger here mr corman here mr goldstein here mr de la grange thank you we have a quorum all right first order business is approval of the meeting minutes from june 2nd 2026 does anybody have any de la grange yes miss gelfand thank you all right uh only item on the agenda today is pd25-0005 consideration of a request to approve a land use plan amendment lupa for plantation marketplace the property is located 7001 to 7181 west broward boulevard and is zoned b2p central business this item oh and we'll allow mr freeman's name to get called as well there we go all right thank you so this is an item that was deferred as many of you may be aware we're now going to be hearing it tonight if any of you were at the previous meeting you know the rules of the game and i will repeat them after the staff and the applicant make their presentations the bottom line is everybody here is entitled to three minutes in front of the board right up there to speak if you're going to speak there's nothing wrong with you saying i'm in opposition sitting down or i am for it and sitting down you do not have to use the entire three minutes if somebody makes a really good argument you can simply say i'm against just like what that person said um but you are entitled to three minutes i encourage you all to look around because as i do a rough count of numbers we've got 30 maybe 40 people in here everybody gets three minutes do the math we're looking at least a couple hours there's nothing wrong with that but as i said if there's any way to streamline it we would greatly appreciate it anybody who wrote letters we have the stack right here these are all letters every one of them is in opposition uh and they are in the record already so if you already wrote a letter yes you can get up and make a comment about it but we do have the name and your opposition to the project here once the comments uh public comments start what we're going to do is basically right there gentleman in the blue shirt raise your hand right there uh if you would line up right there if you can't stand for a long period of time uh just wait and as soon as a spot opens up you're will approach you'll say your name your address and give your three minutes uh if you have any comment or questions prior to that point just adjust them to me and we can get those answered before you get in uh but for now staff if you would presentation good evening board members michael alper interim director of planning zoning and economic development good evening city attorney city clerk and everyone in the public this is application pd 25-0005 which is a land use plan amendment so the request is to change the land use designation of the property which is 26.11 acres from commercial to commercial residential 25 all within a dashed line area the property is located at 7001 to 7181 west broward boulevard which is shown by that star on this map it's 26.11 gross acres and the zoning is b2p which is central business district and the land use currently is commercial the purple line around the subject property is a radius of the city is a radius of 1000 feet and that meant that 665 property owners received mail notices about this hearing this is the future land use map of the city currently and i'm going to zoom in a little bit and you'll see this is the site that's the subject site but the red underlying color for that means it is commercial is the land use designation for the property about 238 126 square feet of commercial use on most of the property was constructed in 1979 known as plantation marketplace shopping center consisting of the three buildings you see on this aerial view and the portion of the site under the same ownership has a bank building with a drive-through and that was constructed in 1982 this is the enlarged area of the site so again we're talking about this area here these two parcels under the same ownership the red color means the designation is commercial as are some of the other properties around here north of broward boulevard and you can see some of the other colors in shades of brown and beige and dark orange that are residential or yellow and orange to the south of broward boulevard those are residential land use designations of various densities and just to give a orientation for everyone in the room these properties are numbered so you can see like number one is lakes of newport condominiums number two are the lakes of newport single-family homes number three is polo glen condominiums and and so forth down the list so although other than lakes of newport and a little piece of polo glen abutting the site are commercial properties to the north and some residential properties in the surrounding community and this is the area of the proposed land use plan amendment it includes half of the right of way of the broward boulevard to the south and that's how the 26.11 acres is calculated here is a conceptual site plan with broward boulevard to the south northwest 70th avenue to the east and cypress road to the north we are not discussing the site plan tonight this is very conceptual what we are discussing is the land use plan amendment but this is shown uh for illustrative purposes to show what potentially the applicant would like to build here in the front portion of the property to the south would be commercial 60 000 square feet and in these other buildings would be um 600 and up to 652 units with parking structures the applicant submitted a traffic statement to support this land use plan amendment application analysis was prepared for the proposed plantation marketplace land use plan amendment and concludes the following the proposed amendment would reduce traffic compared to the existing allowable 261 000 excuse me michael i'm going to say this we're all adults in the room let's act like it this gets done quicker if the commentary clapping negative murmuring is kept to the minimum so if you will please allow the staff and the applicant to present and when you all speak if you would limit the conversation that would go a long way towards keeping this meeting moving along in a way that is suitable for all adults in the room thank you compared to the existing allowable 260 1 200 square feet of commercial development replacing it with 652 multi-family residential units and 60 000 square feet of commercial space the analysis identifies an increase of approximately 166 am peak hour trips primarily due to the outbound commuter traffic generated by the proposed residential units overall the land use plan amendment is projected to reduce daily and pm peak hour traffic despite the increased am peak hour trips yes just quick just quick question when it says 261 200 allowable square feet is that what's it's it's allowed to be built there as of the current zoning or that's what's actually constructed it's what's allowable to be on the plat that was approved when this property was initially platted and subdivided and that includes both parcels that's the maximum allowance and commercial a comprehensive traffic impact study will be required in the future site plan application to evaluate these conditions and identify any necessary transportation improvements or mitigation measures so this graphic just represents what i described on the previous slide in terms of daily trips am trips pm trips and so forth if the lupa is approved it would permit a base density of 652 dwelling units the applicant is requesting an overall density of 25 units per acre on the gross acreage of 26.11 the proposed multi-family residential use is not permitted within the current commercial land use designation on the adopted future land use map staff recommends approval based on our analysis in the event that the planning and zoning board recommends approval of the request staff recommends the approval be subject to the conditions noted in section 5b of the report and the applicant will agrees to incorporate an affordable housing component into the proposed development will perform a full traffic study to be reviewed and approved by city staff at the time of site plan submittal submits a market study for the proposed residential units makes a financial contribution to support the needed capital improvements and addresses the impacts on the water or sanitary sewer infrastructure and the pedestrian bicycle and roadway infrastructure this concludes my presentation happy to answer any questions you may have and the applicant is also here for uh for their presentation at this point in time the questions are for those on the dais when your commentary is given during the three minutes if there's a question that needs to be answered at that point it will be max hey michael just a quick question about the impact on sewer water and traffic is that if there's a deficiency you know following concurrency statutes that's in an investment in addition to the impact fees correct okay and that would be analyzed at the time of site plan review okay thank you any other questions at this time for the dais yes sorry go ahead so the traffic study um is only for 652 residential units but we know that they're interested in potentially using the bonus density um when that site plan comes forward is there going to be a traffic study done on the maximum allowed residential units or is it going to be the base of 652 so the traffic analysis that was conducted is based upon what the proposal is for at this moment 652 plus 60 000 square feet of commercial if they move further along and come in with a site plan that shows more than that density then we would analyze it and do another traffic study and all the other impact studies that are needed for whatever increase that might be yes and the the housing demand study that's going to be required as well i think you mentioned that because they yes continue to provide the 2022 study from broward county so yes okay and that forms a basis for the market study however we wanted them to be more specific to this site and the neighborhood and the demand at that time yeah the dealers okay um applicant if you'd like to do your presentation thank you mr chair my name is bill waystrom i'm here tonight on behalf of barron development and the property known as plantation marketplace we're excited to be here to present to you this redevelopment proposal for this site to give a little background i'm going to kind of answer at least one question at a time we're we're built at about 235 000 square feet i know um board member freeman and asked that question as to what we studied in the land use amendment but the actual square footage there is almost identical to to what we studied and so starting from kind of the beginning so the land use plan amendment process is the very beginning of our process through the city in order to obtain development approvals after we come here we have to go to the city council for what's called a transmittal hearing as this is as a recommendation on the transmittal hearing we then are studied at the county studied at the state and we come back to the city for an adoption hearing the way the city has set up their process we also have to file a rezoning and a site plan those would be our next step and the way the process works is we do the land use amendment up to the transmittal hearing if it gets moved to the county while the county is reviewing the land use amendment we will come in with the site plan and in response to another question we would study the exact traffic that is in whatever site plan we propose once we've established pervious and impervious area setbacks you know we've given you a conceptual plan yes it was for illustration and to some extent it's generated more discussion than the land use amendment of 652 units and i apologize for that but i felt that it was important to see our vision for the property it may not be the vision we're certainly getting plenty of input from the residents we've gotten a lot of input from staff we're going to be getting input from this board and obviously we'll also be getting input from the city council in addition we have other approvals in the rezoning approval you'll see that as a hearing you'll also you meaning the planning and zoning board as well as the city council in fact city council will have two hearings on the rezoning as well they'll have additional hearing on the site plan uh as well and you also will be have the opportunity to review the site plan as we ultimately propose it but today we're here for the land use amendment which is a broad change to allow something to happen almost kind of like a speed limit up to doesn't mean we're even going to be able to to fit in 652 units although based on my practicing experience i'd like to think that this site should be able to do that and so why why do we pick this site what's what's unique about this site well there's a number of things that are unique first it's 50 years old it's a commercial property the commercial market has significantly changed over the years there's no long the big boxes are gone when dixie's gone we're now at food fair and then not sure how long they'll stay big lots has gone so the property is largely underutilized now we could probably fill that space up if that were the ultimate direction that the city sent us we could do a lot of other things with the property but why this one well broward boulevard there are only two east-west transit corridors in in the city of plantation really it's sunrise boulevard and broward i guess you could call the transit corridor being 595 but that's really not local transit that's just for transportation so what happens on this corridor why is this important well the way planning is starting to evolve in order to provide housing that we that we desperately need of all levels of housing we have to put it somewhere and so we collectively as a community have made a decision to point toward the transit corridors because the transit corridors provide alternate ways for transportation from pedestrian to bicycle to bus transportation all within the corridor why is broward boulevard a key well at broward and pine island we have our major transit hub for most of the western broward county now there'll be another one out in the city of sunrise eventually as part of uh future hopefully rail that goes out there we'll see if it actually gets here but that's why this corridor is important and that's why this site is a perfect opportunity for redevelopment we've got an old center not going to be able to fill it up the way we'd like to so let's add some residential to it the residential won't just help those businesses that are in our that are in our property those that'll also help all the retail around us it will also help all the offices that are to the north of us we've spent an extensive amount of time on outreach we'll i'll have kathy coke get up here in a second to talk about that in a little bit more detail but that's why this site is important it's it's the transit ability it's the ability to get people in and out hopefully with less cars i remember from our last hearing that i needed to reduce the number of parking spaces i'll certainly look at that in the in the site plan process as well as the important part is making the property compatible with multimodal development multimodal transportation and that is expanded bus space larger sidewalks areas of green all of those things are part of what you will see as we go through that site plan process and obviously this is the time for me to get input from from you as well as the public for that transition so on the land use amendment what do you look at well typically you look at what are the densities around you michael showed you the area around us mostly anywhere between 11 and 25 units per acre we're asking for the same 25 units per acre which would allow 652 units to be developed here not one unit more how do we get there we've got to do this rezoning come to you we've got to do the site plan come to you come to city council probably three or four or five times throughout this process we'll also go through a platting or plat note process at the county for additional review from them once we have the number of units that they do their analysis as well and i'm anticipating at least one or more conditional use of approvals that will need to come through this board as well as well as the city council so what are the review criteria the code kind of sets them out your staff and my staff in the application i think did a good job of laying laying out the different criteria and how we meet those criteria i'm happy to go into them one by one but basically this is this is a site that fits what was always intended to be the redevelopment program for the city of plantation so we agree with all the staff comments that were in there i want to talk real quickly about utilities so utilities has a requirement that we have to provide all the infrastructure not for the plant but from the plant to our property so we've agreed that as you as we get our site plan they'll then calculate how much water sewer exactly how much we need and we will build the pipes and the lift stations to fit that service but as part of the land use plan approval process we do a study for the plant capacity for water the plant capacity for sewer the transportation we talked about that briefly we do a study for historical archaeological wetlands there are many studies that nobody really sees as you go through the land use amendment process and the studies that the staff requires us to go through as part of this application process and then we get to you the first opportunity for public hearings but we have done community outreach and we've also done a community meeting you have the report in your backup you have we also met with the lakes of newport board and we also met with hawthorne village board and made our presentation for what our project was like those are the two most the nearest neighbors that we have from a residential standpoint we then had kathy coke come out and do a door-to-door at lakes of newport and the businesses around us i want to have her come up and briefly discuss with you what she did out there how many doors she knocked on just as a general and how hot it is out there so with that kathy thanks and good evening everyone i'm kathy coke i live at 414 southwest 11th street in fort lauderdale i'm the president of ambit communications and i've been providing community outreach to plantation marketplace since last fall though i'm going to guess 350 maybe 400 homes but i have my own study is that only about one out of 25 people actually open their doors but i've been doing a lot of knocking on doors so you've just received bound copies of the sign support forms and a page of supporting business logos in may you did see three videos from supporters of plantation marketplace tonight we've added a fourth video last fall as bill mentioned we met with the board of directors of the five associations in lakes of newport our neighbors and the hawthorne village homeowners association since then i have had the pleasure of meeting many businesses and many residents as i've walked door to door to share the plans of plantation marketplace to listen to suggestions concerns and to answer questions i've walked along most every street in lakes of newport i visited many homes along east tropical way i found that the majority of the residents who i did speak with responded positively to the plans there were a lot of questions there were a lot of suggestions offered to me that i shared with the owners several lakes of newport owners requested a gate opening up into that vertical park that you have seen because they wanted to walk directly into it instead of having to skirt around down on broward boulevard and then they wanted to go to a return through a keyed or cumidate combination lock gate and so the developer did some renderings that they looked at they were then thinking maybe they needed two gates you know one sort of north and one south obviously not everybody was supportive of the redevelopment but a lot of people who were not supportive still spoke with me because they were interested to hear more about the project one resident who was flat out against it invited me in and she said after we spoke she still wasn't going to sign any sort of support form but she liked knowing how it could impact the community and that the combination of retail and along with the residential felt that it would be a positive impact still wasn't supporting it but she wanted to share the information that we discussed with her neighbors which we thought was a positive thing then moving into the businesses i visited all of the businesses surrounding the property i started with the executive building on broward and northwest 70th avenue there are about a dozen businesses that are located there some of them are locked some of them are only open a couple days a week but every business with whom i spoke was excited about the project and supported it obviously they're going to get if they're looking at more residential people who will use their services they're absolutely uh they're absolutely in support of it and wanting to attract those customers at 150 northwest 70th avenue most of the businesses there were locked but the owner of the one that was opened offered her support then moving north to 6970 cyprus the 12 first doors i knocked on were locked but the management office that said open was locked but the three businesses that were open signed their support so there were a lot of empty spaces there indicative that maybe more people would bring more business to those then just east i went to plantation town square walked the whole square many of those business owners supported the redevelopment again they're looking forward to increasing sales from new residents but a couple of them asked to be informed about opportunities to open their own business in plantation marketplace once that would be open and two of them said i'd like to find out about the residential because i'd love to think i can walk to work and so there was that that interest so what my synopsis was is that there's a very engaged population here whether it's homeowners or whether it's businesses who care deeply about this community a lot of questions a lot of opinions but really um wanting to the best for a plantation and that's my report thank you are there any questions thank you can you help the videos okay great thank you green i think six of lakes in newport we moved to plantation originally from miami just to kind of get away from the traffic we love it over here we also i heard about this new community that's coming in and we're very supportive of it as far as the uh change is going to bring to the community the the local space that it's going to provide also excited for the retail to change up a little bit and see what that brings as well those curves being redone giving us some more space between the road and the actual sidewalk is going to be a big deal for us as well um we have a lot of people in the community that walk their dogs we have a huge pet community in this in this neighborhood so i think it's going to be a big deal for everybody i understand from the traffic studies there's going to be less traffic flow uh so that'll hopefully relieve some of the issues that we have currently uh also it should boost the property values significantly i think that the building looks great so we we're very excited for this this project to move into our neighborhood hi my name is ingrid baker i live at 7314 northwest first court in lakes of blueport plantation i've lived here for 33 years i was one of the original home buyers i was shown all the beautiful pictures and upgrades that's going to be taking place plantation marketplace i think it's an excellent idea it's going to enhance the enhanced the neighborhood and raise the property value in lakes of newport my name is sam jacks i own pelican insurance agency on uh off of broward boulevard at northwest 70th avenue we are a general lines agency primarily focused on the commercial markets throughout the state and we've been here for 32 years on this street i've seen uh the plans for plantation marketplace i think that uh i think that it looks comfortable and um and uh very amenable to the area i think would be a very good fit for for our for our neighborhood my name is jason schlansky i'm the ceo and owner of skywork development uh we're based out of plantation i'm also a resident of plantation uh startup developments and architecture design and construction firm we build high-end projects from high-rises to super luxury residential projects all throughout florida plantation miami and we're super excited about plantation marketplace uh it's going to do a lot of great things for the community it's good for my family good for our business good for all sorts of things just you know allow small business to come in and all different types of business and then also give place for a young community to grow plantations transitioning from an older community to a younger community um people my age and younger a lot of my staff lives in plantations looking for more housing in plantation and this will be huge for all of us yep our presentation for and i just want to go through the slides on our presentation i know most of you saw them before but understand that the vision that we've been showing is something that's going to develop over probably 15 or 20 years by the time we phase it in together charlie has great ideas for the overall center and he's done great work elsewhere i'm going to have him come up just and introduce himself and give a little background but i wanted to kind of let's go through these real quick so i already know where the location is um but i always focus on this one because it's well what's around you and that's probably the most important land use question you can ask and as you can see around us is all medium to high density or commercial or high density residential across the across to the south is hawthorne village and single family once you get past a 200 foot broward boulevard right away and a large transmission canal for the south florida water management district this is the conceptual plan again we simply are showing that so you can see what our vision is for the site obviously you may tell us it's different visions if we get rejected along the way then we'll look at other options for the property there are plenty in this age of of alternate choices or we can certainly look at other things to do with the property but we think this is the highest and best use next page and these are just visions this is um the interior of the of the site next uh this is i think this is 70th um next one another interior but you get to see the architecture of the buildings is kind of highlighted on this one next this is cyprus and 70th um next one and this is the interior where we have the turnaround in the middle of the middle of the site next and this is just a view of the retail from broward boulevard this would be our kind of our entrance corner which today has the bank of america next come on next next so that just gives you an idea of the vision that charlie has for this uh property but i do want to introduce him very quickly for baron development have you tell a little bit about baron development and his concepts for this property because i think he's the one that also needs to hear your input as we move forward thanks good evening everybody i believe i spoke at the last meeting to you as well uh our company baron real estate's been if you would name for the record charles ladd address 442 northeast 7th avenue fort lauderdale thank you uh we've been involved in real estate development since uh the early 90s we've done many commercial projects many renovation projects uh of note is the walk in coral springs which was renovated out of uh half the property was bought out of foreclosure on barnes and noble trader joe's it evolved with the times and changed but it's been a very strong magnet in coral springs we've done a number of projects in on las olas boulevard including louis bossy earls warby parker lulu it's kind of the east end of las olas as we've we've developed over the last 30 years and we've done much along federal highway to reclaim what was effectively a slum on federal highway from broward to sunrise with the development of flagler village which has somewhat inspired thoughts about plantation when we saw this property we saw an aging shopping center that's not in the retail core of plantation which is effectively university drive from broward down to just south of 595 there's god knows how many million square feet of retail there and that's really the the core of the ground zero and what's amazing about this property is it's a large property it's surrounded by a good neighborhood and it has so much potential and when i look in plantation i see projects like the ellsworth i see uh 92nd avenue they start to utilize these new urbanism um concepts walkable wide sidewalks lots of trees common areas that's what effectively we want to get to with this project it will take many years we have big decisions to make on how much of that shopping center remains how much of it can remain and be viable in an upscale use but there's a chance to really make this special which i think is good for the neighborhood i know traffic is always a bogeyman uh we went through that you know in my my career in downtown fort lauderdale since the startup when there was no residential there and there was a lot of fear of residential traffic and i can just tell you my experience and i would recommend to anyone concerned about it go sit at the ellsworth which has one entry and see what kind of traffic it actually generates and what we will be looking to do here is effectively the first apartment piece will be the northeast corner that was approved by the city for a freestanding dollar tree store we think an apartment complex there is a good start and also to show that it works and that it's a desirable use again it's a long time process there's many steps there's many chances for public input and there's chances to adjust which way we go to try to make this the best property it can be and we will do that thank you tax slide sorry about that i'm going out of order to try to work a little quicker we do have plenty of pictures of the existing shopping center if you care to see them but i think everybody's kind of familiar with the shopping center as it is today and has been for probably the last 10 12 years so one of the things we did is we took a look at well what are the values that are here today and potential for this project and so we did it as if we only built phase one and we did it to show you the entire project so the current condition is that they the total bet tax bill for the property is approximately 851 000 that includes the bank of america and plantation marketplace that's on the left and plantations portion of those two bills is 241 000 with the new project we anticipate that the phase one including the existing facilities that would stay would be approximately 160 million dollars in value with the entire project probably being 750 million dollars in value and when you boil that down that's a 15 000 15 million dollar tax bill and a 4.3 million dollar infusion of dollars into the city of plantation all for absolutely new new built projects this project would not be covered by save our homes this project would not be covered by any homestead exemptions it's treated as a commercial property for the purpose of paying taxes and i know the staff had made mention of it so we went ahead and um included that i will say that again the staff has gone through each of the requirements um under the code we think we meet it we think we meet the area's intent i want to focus lastly just very briefly on the traffic i heard some of the the naysayers and i want to the reason the traffic goes down is because commercial is such a high traffic generator right so when we take from 240 000 250 000 square feet of commercial and we go down to 60 000 square feet there's a tremendous saving i call it savings of traffic and this project is almost built at the maximum uh square footage that it could be built at there's no difference between what we studied in the land use amendment and what's actually built today now some of it is vacant so it's currently not generating any traffic but i would assume that everybody here would anticipate we'll fill it up with something and once we do that traffic will go up the traffic engineers study these different uses in detail that's one of the reasons the staff asked us to go up to the to the latest it manual which had switched over between when we submitted our application and today which we did so you see the new numbers why why the am go up well because commercial is a low traffic generator in the morning whereas residential is a kind of a consistent generator throughout the day so we have a slight increase in the morning we have a significant increase in the overall and a significant increase in the pm peak hour trips with these 652 units we will decrease my apologies and again when we submit the site plan we will do we will do that we will do that study again for exactly the number of units we asked for we're not trying to hide anything but again this is the first step in the process and we'd ask for your support at least to transmit it allow us to have the county and the state take a look at it and hopefully provide your input for our vision because we're constantly going to mold it to meet what we need but also what the city asks of us we do have an affordable housing component i've committed to a minimum of 10 percent throughout the project regardless how many units so if we build 445 we'll do 45 with that phase and still commit that of the 652 if we were to build build the rest of those out we would do 10 percent of whatever that additional build out is so that we're always at a minimum of a 10 for affordable housing the staff did make a comment which we thought was a good one to potentially look at lower lower income units so the next level below that would be the 80 units and we will certainly take a look at that as we move through the process depending on how many units ultimately the city wants you know in the alternative i can end up with 40 percent of the units and then there's no hearing process but that's not our intent we want to go through this process i want to work with you if you have suggestions on the affordable housing the ami level right now i think is in the 105 range i haven't seen the numbers for 2026 i know 2025 was right at about 100 000 so the the the folks that would be coming in at 120 are hard-working individuals even at the 80 you're still talking about your teachers your firemen your you know and that's been the focus i know the city council has relayed that to me as has members of this board throughout the process is to try to uh get that lower the lower next lower niche so we will do that throughout again throughout this process typically again that's uh the final connection is that the site plan is to exactly how many units and we again request your support for this and at least to move us forward to the city council with that i'm happy to answer any questions i have my traffic engineers here my planner here and my landscape architect if you have questions about the linear park um or the uh buffering that we're proposing thank you any questions from the dais for the applicant just a couple quick questions so this analysis was that done with uh the current millage rate uh yeah last not this year's but last year 2020 2025. oh okay sorry about that um and then the affordable units so are you considering spreading those affordable units out kind of across the entire development or would you consider like grouping them together or like how are you planning on doing that well the county has some requirements on that too but typically we spread them out so that we'll and spread them out by unit type as well so we'll have that 10 of our three bedroom units 10 of our two bedrooms 10 of our one bedrooms 10 of our studios would all have that um and then you we'll usually clump them okay uh and you are contemplating doing 80 am i or you're thinking about you're committing to that or how are you doing we're we're still we're looking at that so every project ends up with a how much of everything do we need somebody asked the question well do you all do you pay impact fees yes in addition to the utilities we pay the city an impact fee are are are we doing uh i mean i have one sewer pipe that's two million dollars to to get it to its next connection i we haven't gotten that far yet so i evaluate all those things to see whether the project can carry the eighty percent units which obviously generate less income to the project but it's our intent to try to provide eighty percent units i'd like to think i'd get to um a third or a half of them and if you know when i do that does it changes the bonus as well not that i would increase beyond what i've showed you can you actually explain how that changes the bonus so also on bonus densities if i commit to a one market rate unit at 120 ami i get up up to again everything's up to six units and if i go to the low category which is the eighty percent i get nine okay and if i go to the very low it jumps to 19. any other questions all right can i get one thing established 26.11 acres times 25 per acre 652. easy math is there a world where you can go above that number density wise or bonus wise bonus wise i can go above that number so for the people back there because i know somebody's going to be asking this question how do you get to the bonus is it by the number of affordable units offered and that's how you get to go above the 652 yes okay what is the highest number that could go on that piece of property if maximum bonus density was used so another words if i were to you know all 652 units affordable yeah that kind of multiplied by like if we're going to go like full-on live local go at it what would be the highest number that can go on there probably 36 3700 units okay so we're definitely not going to go to 3500 units right that's correct cool so what would be the highest number you would envision putting on there 1750 1750 and is that 1750 representative of the diagrams that you were showing to all the people when you're out there because what what i was looking at was potentially four buildings at eight stories each that's correct so there is a representation that was made in the public that that would be what the project looks like at the end is that correct yep and you can make that a condition of any motion that you might make right that part i'm aware of my question is when we're talking about phases because you said 15 to 20 years if the first phase is the northeast quadrant and that is an eight-story building roughly 400 units was would be in that building is that a correct statement correct 445 so if it's 445 and we cap it at 652 180 something units later that would not necess necessitate three other buildings at eight stories is that correct no that's correct okay so if we cap at 652 will that building in the northeast quadrant be at eight stories or would you bring it down to four stories since you're capping at 652 which would be four buildings four stories based on the density of the what's out there so the answer to that question i'm back to that how many other things am i having to take care of but if i were only building the 445 i'm probably going to still stay at anywhere seven to eight we haven't haven't designed it enough yet um you know we've we've certainly heard the concerns about the eight um and are listening very closely to that charlie's been at every meeting and all of the community meetings as well to hear that um we'll have to see if we can maybe we can space it around but i don't didn't want to potentially sacrifice some of the green area in order to i call it flatten out the building so you make the make the footprint bigger and then you don't have to go as high but we'll we'll be looking at kind of balancing all that knowing the concerns that everybody's expressed to us so and i guess this would be more of a question for the developer not necessarily for you but since you speak for the developer i'll ask the question could we tonight get a commitment that caps it at the 25 per acre 652 units not one unit more including no affordable density no so okay so with the 652 there would be no affordable units in that is that what you're saying no i already committed to 10 percent so 66 units out of the 652 would be affordable correct but that doesn't mean i have to get the density i mean the the bonus density the bonus density is just that it's a bonus doesn't mean i for the for for 445 i probably won't use the bonus density because i've got 652 i'll do 445 and i won't need the bonus density there but the 445 would be in that first building correct so no matter how we swing it that first building is going to have 445 units that's our vision that's your whether whether i get that through right i mean as and i'm asking the question because as you all know and this is for everybody in the back of the room there this board is advisory in nature only on this right so it's going to have to go as mr leishner exchange explained to the city council and then to others what i'm trying to do is measure the flexibility within your plan to determine whether or not i'm in support of this particular lupa under so um all right that has my questions anything else from the dais before i open it up vicky mr laystrom so maybe i'm just a dumb blonde but never 400 yeah yeah 652 total units and the first one is going to have 400 and change what are the other three going to have roughly 400 and change so in other words you're not talking about a 652 unit community you're talking about 1600 so so that is my clients and my vision but i don't get to vote on anything and ultimately you are going to give a recommendation that's at least as loud or louder than mine and as collectively and and as is the public and so just because that's my vision doesn't mean that that's where we end up so you and i have had this discussion many times with other properties why i'm maybe it's just a stupid question but if you don't want to have 2 000 units and you want to have 652 and you're showing us four buildings why can't that 652 be the maximum amount in the four buildings making about 150 160 units per building miss coke the developer they don't live here they don't know what broward boulevard is like at rush hour 70th avenue runs from broward to sunrise it's got an elementary school it's got churches it's got an athletic field and i can tell you living here that in the morning it backs up now so when you add additional cars it's going to be impossible cyprus parallels broward boulevard as broward becomes more congested you're going to have people leaving this complex driving down cyprus and impacting their lives as well that's one problem another problem is it's always been my understanding that plantation had a plan we had midtown between university and pine island and that's where the density was supposed to be not here we're east of university so although it's another problem that i see with this now i have a question i'd like to ask has this city requested a zoning change from the state the reason i ask that is when we were here last and almost everybody had left suddenly somebody on the dais indicated that or at least i think they did so my question is are we just wasting our time has the city requested the state for a zoning change or is that simply a precursor something you have to do and then i'll sit down i'm at it max yeah uh max goldstein i'll answer that question actually so that was me that said that because i was confused between a version one version two we had approved a comp plan amendment for a new tod uh zoning ordinance and it had originally had a map that included this property which was then taken out by city council and i wasn't way homeowners association i am here as an individual and not on behalf of the homeowners association but i would like to point out that no one has made any effort to reach out to the homeowners association of the area that has to enter and exit on and off unlighted no no street lights on and off broward boulevard i do it every day i exit i go east and then i have to make a u-turn and go west that u-turn can take two or three lights that's my first problem my second problem is that i think the traffic information is a little bit disingenuous because it references the maximum traffic for the current decrepit development there as if it was a sparkling wonderful new mall and not the amount of traffic that is actually generated by the little bit of of retail that remains and i think that's a little disingenuous on the way the thing is being calculated it's not 166 more uh car trips compared to existing traffic in and out of that shopping center thank you thank you good evening my first of all and this is not here in the my uh what i was intended to say the people that represents the developers are not honest they originally gave us a plan that is with 1700 units and the plan that we i was watching here is exactly the same plan that the lady that is here gave me like two months ago not there is no change change and they intend really to make 1700 units and the traffic uh study is totally wrong i am in general also and i know what is the the how to make accounts the if they make this amount of units we are going to have a lot of traffic more than we have now in 24 years i have never had a problem with traffic in this area and i don't see that 600 units maybe 1700 because that is originally their plan is going to help the traffic in the traffic in addition i don't see any lakes in the area to collect the water the rain water where is going to be go the rain water in this project to the lakes of newport to east tropical way i don't know they don't say where is going they talk about the sewage but not about the rain water so i think that the project is not uh helpful for plantation thank you very much what did i say no clapping good evening my name is oral wagner i live at 133 northwest 72nd avenue uh which is in the lakes of newport it borders uh the proposed linear park um i'm writing to request and i wrote this as well um but it's to record request a rejection um mainly because we're being fed a marketing plan and we're all being manipulated and i really believe that you the board should not be disrespected this way in in this plan a builder knows how many units that they're going to build not a range we're giving we're given a range and not a number also this impacts water sewer traffic fire who's paying for all this all of us taxpayers they may pay part of it but not all of it in addition to that there's there's a impact on the potential buildings and shops that are around us already right now we had vacancies at broward mall at plantation walk um are we going to put new restaurants in an area that will bring new business but shut out the other ones that already exist we don't need them not to mention i don't know if you've been to louis bossy's and that type of restaurant um is an open bar area so that means those of us that us that live in lakes of newport will get to hear a bar at late late hours of the night go up to um uh boca you'll see what i mean this will impact noise traffic crime invasion of our privacy imagine living in lakes in newport and having an eight-story building looking down onto your backyard there's just so many trees that will cover that up also the air pollution the value of our homes and and like the other said storm water drainage and light pollution this is a true misrepresentation of the building sizes the range the exact number of units and it's attempting to mislead the city and the residents devaluation of our of the browards boulevard by having taller buildings changing the skyline everything is about three stories we don't need eight-story buildings um the petitioners should pay for all services and in addition to that hearing that they may have drove out dollar tree gave them a million dollars when that opportunity was there to improve what they already have that's it sorry good evening my name is rich martin i live at uh 100 jasmine court i've got a long history with the city of plantation our family moved here from illinois in 1955 we lived in a small house on broward boulevard house with no heat and no air conditioning we lived there for a few years while the town motel at 441 and peters road was being built the aunt and uncle who raised me were in the motel business up north and long donor motel in florida my wife and i found an old florida style home and plantation with over an acre of land we've been living there for 40 years so as you can see i didn't just drop in here from up north we've continued to watch the city grow with dozens and dozens of apartments and condos going up all over we've also noticed that many of these properties and retail establishments appear to be vacant with regard to the property being discussed i don't think it would be a good fit for that area the roadways are small and they always seem to be full of traffic traversing between broward boulevard and sunrise boulevard if the city wanted a more rental more rental apartments wouldn't the broward mall property be better suited not that many of these residents would be on board with that either but i'm sure most would agree that it would be an improvement of over what we've been looking at for the last several years i can remember attending a mayoral candidates meeting some years ago where myself and other candidates were allowed to express our concerns about over development i was taken aback by one of the candidates when the response to our concerns was you might not like it but it's coming so you might as well get used to it that candidate went on to become mayor and continue to support development and implantation however as karma began to enter the equation that candidate had her own set of problems and was facing fines and possible possible prison time i did some checking into that uh how many rental apartments are presently available in the city's little rentals indicate there are five to six hundred available at this time i also noticed many new rental projects nearing completion completion one such property is on clearing and pine island i've also seen many vacant properties that would be more suitable for a project of this size many of which have multiple roadways going north south east and west i'd also like to say that my wife and i along with many of our friends and relatives voted for mayor sortle his stance or perceived stance on overdevelopment appeal to us in closing i would encourage this city this body to take a close look at the city of fort lauderdale concrete wells both sides of every roadway many with no parking options other than street side not to mention additional crime and traffic which has become a nightmare and don't forget about infrastructure hardly a week goes by that you don't hear about a sewer or water main breaking in fort water hill please reconsider this project i believe that many of the residents feel as i do or they wouldn't be here thank you them to numbers and not letting their numbers fool you because i feel like they are wolves in sheep's clothing that are giving you a line of baloney oh 650 plus a fact that let's look at the let's look at the site if you have a site and this much is going to be commercial down here take that away from the 26 times 25 forget it because the residential is here might be 15 acres 15 times 25 is much different so they're playing with the numbers both ways they're gonna they're gonna inflate it by times four it's ridiculous so i would be opposed to the thing completely forget it because i feel like you're going to give them an inch they're going to take a mile they're going to balloon it and balloon it and balloon it until it's ridiculous the eight stories forget about it three four stories maybe but if they're going to lie and cheat their way through it and balloon it and balloon it balloon it then forget it no blanket no forget it um in the last meeting we had they said they were going to have the traffic study ready for this meeting by the way um have they done a housing demand study yeah with all the vacant units yeah um 300 there's 500 vacant units now and the building should be farther away from the street the way they've got it they've got like the gentleman was saying it's a concrete corridor around the outside edge great there's a little park like thing in the middle but that's not what the people around are going to see we're going to see concrete walls and that nice little walkway along the side he told us last time there's going to be a gate there that only the residents can get in it's going to be oh very secure that's going to have a gate so the local people can't use it it's for them so that's and the low-income housing issue let's let's make them all low-income housing and i think what everybody is thinking here is i didn't move to liberty city i moved to plantation because i love my neighbors and i love the feel and i love my house and i love i moved from aventura to plantation for a reason because of the open field the suburban and i didn't move to the city of fort lauderdale for high rises and density um just there's so many there's so many things to oppose about this plan that all of us are in the same boat traffic the looks of it it's ugly it's truly an ugly rendering that they have that's just going to be concrete and ultra modern and that's not what plantation is plantation is a nice homey suburban community it's not a high-rise community it's not a concrete jungle we have wide open spaces it's a green community put some more trees on it make it make it a nice commercial uh commercial site like we need thank you uh andrew garnett 11401 southwest third street plantation so i'm a businessman so i understand wanting to make money and they keep mixing the numbers i'm not going to take a lot of time because everyone has made excellent points the numbers that i heard were much higher before as mr corman mentioned all of the testimonials that they had from people who are happy about it were told 650 they were shown a different drawing but this is just the concept so i ask that you say no for two reasons one they're trying to get you to open the door once the door is open they're going to go after more and more because they want to make money it's not about plantation for them it's about the money and for 441 has been a big problem for us as we know and affordable housing is something that we need to be concerned with but creating a new pocket of potential 441 in the heart of plantation i don't think is a good idea thank you jay mcmillan west tropical way just like as i object this land use uh proposal i urge the board to the uh deny or defer this amendment the city has deferred a comprehensive traffic impact study to a later stage this is a backwards approach especially given the data presented in the attachment exhibit l are incorrect in the table one the existing actual commercial retail space is 2500 i'm sorry 252 811 square feet not what is stated in the report at the last planning zoning meeting the city city's engineering consultants review of the traffic methodology showed the proposed land use would generate 1 313 more trips than the existing conditions send your minutes now the traffic study states that it'll be reduced by 1451 fewer the true traffic impact using the correct calculations must be known and reviewed by the public before any land use amendment should be approved lack of site specific market justification the applicant attempted to justify the major zoning shift using an outdated generic regional data from 2018 the city staff rightly rejected this data noting the traffic noting the market study must be specific city policy 187 states that commercial land use changes applications shall be reviewed in the context of vacancy and other market analysis data approving the amendment without localized current market study is reckless and sets a bad precedent recently the city of plantation published plantation midtown mobility hub master plan market analysis on page n9 the retail demand summary it states preliminary estimates indicate 275 000 square feet of retail demand in the trade area of which marketplace is part of it over the next 10 years this is considered to be net new demand over what is planned in the area with that in mind and applying the city's demand above what is planned in the area i'm sorry with that in mind and applying the city's own analysis why would we approve a reduction of nearly 200 000 square feet of retail the applicant has stated plans to apply bonus density to identifying 10 of units 80 to 120 percent ami this will allow additional 390 units if you review exhibit i in their submission you will find on page 117 a supply demand analysis in this category plantation has a 2410 unit surplus of apartments in 2022 i don't understand how an applicant can submit this document then claimed that we need to build more thank you yes sorry i'm going to have more that's all right you can get it at city council hi i'm katrina anderson i'm at 406 northwest 68th avenue apartment 322 ponies and gardens um i actually found this area by accident i was going to riverside and which is i'm late for trivia but anyway i really i fell in love with the mid-century architecture of the area i couldn't afford like one of those nice houses where you are but polonese is really cool it was actually made by a woman architect i'm aware i do research this area has a very unique look to it uh the only area i've seen it similar is miami springs which is in like near the airport i worked downtown fort lordio when it was redeveloped and i remember the boil water notices and the pressure on the infrastructure not a fan um the traffic i'm a teacher i leave the house at 7 45 in the morning i get home at 5 15. i know how bad it is on the roads and the guy that was saying that 70th with the schools it would be a nightmare now i can go in there but i'm not so i gotta go on trivia so thanks good evening uh john farquhar i live at 400 west tropical way in plantation and i've lived there for the last 40 years um i think that this plan is bad in every way and should be totally rejected the traffic is an issue that's going to be increased um yes there is more traffic commercial but this is presently the this shopping center and the public shopping center are the only ones that are in walking distance for me and any of my neighbors who want to walk this time of year i don't want to walk but in the winter winter time very i've walked down to cvs or walked the other places that are there or in the public's mall i don't i don't think that um this is going to do anything good for us and that more traffic on broward is a bad thing getting under broward is a bad thing and even worse in my neighborhood is the cut through traffic because el dorado presently cuts through because they don't have an entrance to the south and this is more traffic that's going to be going through east and west tropical way which is already has a problem that the city hasn't been able to fix and they made it worse years ago when they didn't require el dorado to put in the uh uh entrance to the south that they were supposed to that was supposed to be part of the el dorado development and all of them cut a lot of them cut through east and west tropical way and a lot of people from this development will cut through east and west tropical way not to mention the eight-story buildings is just a total and they're right up against the curb even the four-story buildings that are in this area of plantation are not on broward boulevard they're off to the side they're not very noticeable and they're not in huge complexes they're not and eight stories and four stories is a big difference as one of the gentlemen earlier said that the area between university and pine island was where there was going to be heavy density this is not that area there should not be heavy density here if you were suggesting 200 units here maybe maybe that would be okay although frankly i really don't need any more residential in this area it's not helpful to us but if it's just it was a small low-rise three or four-story building and that that would be somewhat more acceptable and less traffic but the fact that this can be 16 or 1700 units uh is just out of the realm of anything that's at all reasonable and the eight-story buildings and stuff this this is just a total disaster for this area of plantation thank you good evening my name is linda chaska i live at 1410 campanelli drive plantation also known as lauderdale west with over 1300 dwellings so i do not live in this immediate neighborhood but i travel through university and broward boulevard multiple times a day and whether you travel north and south or east and west the intersection now presently traffic flow is overly congested and you're proposing to build a high density property one traffic light away in the last five to ten years multiple developments have been built in the plantation area i'd like to highlight three lena plantation university in 17th court shallamar pines and cleary and the rise of plantation walk third in university now all of the what do these have in common well they're not skyscrapers but they were approved with small developments and somewhere during the construction receive variances for to make them profitable or for profitability now previously stated the developer took great pride in stating he helped revitalize the federal highway corridor by building apartment building towers well fort lauderdale is a city with a concentrated downtown tall office buildings mixed with residential towers fort lauderdale is a city plantation is a suburban city spread out with a mixture of private homes town homes and a smattering of somewhat low apartment buildings at the end of the day we must ask ourselves do we wish to live in concrete jungles or concrete canyons like fort lauderdale or continue to keep our small town suburban personality intact the choice is yours good evening and thank you my name is sarah mendell i'm located at 890 west tropical and i'm also sharing views from another resident who couldn't be here tonight his name is richard grasso he is a land use attorney he resides at 424 farmington so um the board get his letter rather extensive one okay and i'm going to talk really fast to cover a few just three uh issues the board should reject the staff recommendation to approve this massive land use change the application calls for major and ill advice policy decision and reversal uh during his summit by some nation the board's june meeting counsel for the applicant remarked that the effects of the application checks all boxes and complies with regulations but this is not some simple easy action based on objective criteria instead it's a request to change the law the comprehensive plan that for this applicant because the future land use map of the comprehensive plan represents the local government's fundamental policy decisions any proposed change to establish policy is a policy decision approval of this application would undermine our city's existing redevelopment planning strategy under which we have already designated midtown and gateway districts for projects of this size and scope now point number two grossly out of scale and incompatible with the surrounding neighborhoods while many agree that the current marketplace could use a makeover redevelopment is not all or nothing proposition for the current proposal is grossly out of out of scale with our community hard to phantom that replacing the low scale neighborhood commercial development at the corner of 70th and cypress transforming into a massive development that would tower over and and overwhelm the community and point number three the august 18th 2026 staff memo wisely identified without a clearly defined maximum unit yield at the time of this amendment the city may have limited ability to full fully evaluate the long-term impacts of this proposed development staffs may fifth memo identify the potential unit resulting from applicants intent use of density bonus would be 1075 staff suggested deferring this evaluation to the future as part of any future development approvals this is legally deficient the potential maximum density that could result from land use change must be identified and analyzed thank you thank you hello i'm carol bennett i live at 1039 east tropical way and i just want to thank the board for the time to speak and for the questions that you asked to clarify the numbers and you know what was really going on here as best as we can i just have a few things i wanted to talk about um i think if we approved i'm against this project i think if we approved this project we'd be sending really mixed signals about what midtown and gateway are all about and i think we'd jeopardize their success um we definitely need to do something with that shopping center it needs to be redeveloped but eight stories is not the way to go three is potentially reasonable with some real estate but with some commercial space but eight stories is not going to cut it in this neighborhood it would totally destroy the character of the neighborhood and then i just want to ask the board to contemplate a few questions not just to this development but any of the affordable uh high density projects that you guys are reviewing how are you going to keep track of whether or not the owner of the property is living up to the affordable properties is there some process in place to monitor that also um if the intent is to provide affordable housing for firemen and nurses and teachers and city workers um i think that right now there's like a cap of 10 years on that that's not going to cut it it needs to be permanent you know if you're going giving affordable housing make it a permanent um thing and that would apply to any of these you know complexes you're looking at um aside from that again just thank you very much please hear us we are very very concerned hi good evening my name is dawn causa 7321 northwest 10th court born and raised in plantation 62 years so i might be the longest standing resident in the room we have a home on east tropical way my grandparents built their home 65 years ago in west tropical way i've seen a lot of change on the other side of university it was cow fields corn fields tomato fields so i've seen the change and the reason plantation is what it is today is because of change and because of progress however i think there becomes a point in time where you have to take pause stand back take a look at what's happening miami the gentleman that was in the interview on the video that came from miami who is pro all of this came from miami because he can't stand miami let's face facts so he's kind of bringing with him what he left um which really doesn't make sense we are highly under demand our proximity the way that the city has charm the look that we have it's the suburbs that are disappearing and my brother who lives in miami has said when people move out where they want to go they want to come here but if we're not the suburbs anymore because we're building towers everywhere what does that say um the other thing that i wanted to point out is that some of the business owners are asking for growth i get that i'm a business owner self-employed but has anybody mentioned to them when they were interviewing them or mentioned to hawthorne village or any of the people that are so called pro this that we have about 2 000 apartments that are in the works and coming down the pike so we're not without new apartments plus whatever is sitting vacant i agree with everyone else that this mall needs some kind of facelift it needs help but we need creative thinking that is sensitive to the residents that's going to keep green space and keep in line with the historic plantation and the surrounding areas and keep things that are a little more dense where it was meant to be not where it's at where they're proposing now the last thing i'd like to say is i'm sure everyone's noticed the green preserve plantation signs i think that should say a lot there's not just 10 or 12 of them around town i don't know are trying to do this commercial into residential um what is the next step there's publix plaza that can be turned into the same thing they can come up with that there's one on 441 and broward another big plaza that has been empty for quite a bit of time they can come up with the same kind of suggestion so something that we have to consider um this is not just it's just first step um second you guys should know if you're the advisory boat what kind of traffic issues we have like everybody is saying everyone is coming here trying to oppose it over and over again um for the same thing while i don't think that it should have come to this you guys should have already not even brought it to this point you know knowing there's traffic backup in rush hours from my place to 440 to home depot used to take like 10 minutes now it's sometimes 45 minutes just to get to home depot on on by 595 so that's one other thing i think you guys should be very aware of that um of course all the residents will be very happy if the renovation of the complex would be taken into consideration instead of making residential um i will be opposing even three or four story it should and there's apartments that were built on peters during covid almost like overnight they were raised they're still empty midtown is still empty the one on 595 and university still waken there's so many vacancies and how come everybody's saying like oh yeah we need more housing how we have so many open places that are not full or not filled yet so i would totally be opposing this not even three or four story thank you to your comment about what the function of this board is and we should be aware we are aware and there is a procedure in place that if a property owner does in fact want to change the designation of what is permitted on that property that they have to go through and this is the first step which is a land use plan amendment as mr laysom explained there are several steps to that several layers that have to be approved if at any point that gets denied then they have to go back to the drawing board but we are not in a position of telling people which rights they can and cannot exercise we have to decide on the merits of what's presented whether or not it meets a burden and then this particular board serves as an advisory function to the city council who will have the ultimate yay or nay on this particular one so we are fully aware of what is involved the traffic study and methodologies we trust our city engineers and what the rules are with regards to that so um yeah we're not in a position of pre-deciding who gets to come before us they come before us make their case okay but what i'm trying that's all no no i get what you were trying to say but we have to get other people up there i was just do i have my three minutes yet not finished yeah so you have whatever's left on that counter to respond three minutes so what was it okay three minutes all right you so you have 30 seconds i'm looking at the clock behind you okay but what i'm trying to say is if you guys are aware of it even the council something such big of an issue with the traffic with the city of plantation residents this should never have been taken into consideration as a development that's what i'm trying to say everyone over here is coming from the busy schedule to fight something that you guys should already know that is correct uh your time is up but we are aware of it is the point like we can't use that as a reason to not hear about the product the project that's a catch-22 argument you peter's road right behind publics we're affected by that um the traffic just to get on peters to university and if these people are coming from broward boulevard and cutting through and coming down peters road it's just going to be a nightmare it's already a nightmare trying to turn to go like she was saying home depot just to go to 595 it's crazy right now and i oppose this and i hope that something can be done about it and um i'm grateful for you guys pairing us and i hope that you can do something about it thank you thank you good evening my name is gordon wigan i live at 1040 west tropical way and i just have a few comments i probably won't take all three minutes i look at plantation as like it's a beautiful city i've lived in it for 17 years now it's different than a lot of surrounding cities i almost feel like we're three cities in one we have old plantation which we're in then you have the middle part which is kind of busy has a lot of you know we don't have a lot of businesses but i did look up the numbers we have about five thousand that's a rough number that's just what i found on the internet so i don't know how accurate that is but anyway i believe that this developer picked the wrong area of the city to put this and i know why we're out of land we don't have any more for them to put something that size there but i would also i feel like the properties that are in this category they're not they don't look great they need renovation so that is one thing i do agree with but it doesn't seem like there's any effort to keep them looking good while they're you know vacant so the brown mall doesn't look good there's a few places north of that that don't look good and if you're going to hold homeowners to a standard to keep their house looking good and everything i think they should be held to that same account as well so like i said that i love our people behind me they really get involved and really try to uh help the city get better and keep it better so i guess that's all i have thank you thank you hi i'm ajay joshi i live at 6928 northwest 5th street plantation uh i came here to oppose this project the very first thing i want to tell nobody knows plantation better than plantation residents so outside i don't know anything about plantation plantation is known for its suburb living it golf courses it parks and a other thing i live in a community which is not gated on 5th street and 70th avenue pollination villas very safe a lot of my friends i'm a real estate broker a lot of my friends come to my house in a for a social gathering and they say hey ajay what's wrong you're not in a gated community i say i am in plantation i'm not in a gated community plantation 90 percent of the communities like east and west tropical way they are not gated but safe i'm trying to change my house but again in the whole plantation same way because in a non-gated community i feel safe here now with this project i'm scared about the traffic and the safety one more thing my 23 years old son who just graduated but he says like he's he's not going to most probably is not going to work in broward he's working in miami he may be working in new york or chicago but he says dad never leave this house in plantation i'm going to come back here after i retire so let plantation be safe and beautiful it's we don't want to spoil the future of our next generation but give all these projects and i am also a real estate broker as i told you there are more than 500 vacant houses in plantation the rented properties where where are you going to fill this 1700 plus and plus addition or something and if and again coming back to the commercial thing if we need walmart we have two walmarts three walmarts 15 minutes east 15 minutes north 15 minutes south 15 minutes west to the sagras mall so we have walmart we have malls we have all the shopping centers surrounding a plantation let it be green let it be suburb let it be clean and let it be safe i take pride not living in a gated community because i'm proud of my city let it be like that thank you very much hi robin chicone 910 renmar drive um i oppose this obviously and i was going to say i agree with that what everybody said i'm going to use my time to finish mr mcmillan's um points the use of a dashed line to determine the acreage 26.1 plus acres use for density calculated calculations should not be utilized the dashed line allows the use of land that is not now nor will ever be part of the final project there is no other use of a dashed line in the city of plantation outside of the established districts designed for urban density the applicant paid for 22.8 acres this is all that should be discussed the use of the city comprehensive plan policy 1.8.8 d should determine the density under the policy the calculations for density are based on the use of not more than 40 percent of the total gross acreage for residential use with a density not to exceed 25 units per gross acre the use of this city policy would result in 9.12 gross acres available for residential development at 25 units per enter per acre or a total of 228 units which is still about 228 units too many thank you good evening michelle mcmillan 855 west tropical way the city of plantation did two surveys last year of local business owners the cost of leasing or purchasing retail space was their greatest concern despite the dirty roof and dreadful parking lot marketplace is home to 25 established businesses all thriving for many years this is our neighborhood's version of work play live all will be displaced by rezoning this space i don't think they sound excited the mayor announced last week that we have five new eateries coming to plantation all going into pre-existing plazas or standalone buildings we are told that these plazas are the past that we need mixed use development yet much of the commercial space in mixed use developments remain unoccupied this plaza is surrounded by low density neighborhoods with medium density condos we have been told repeatedly that midtown district and gateway district is for high density yet there are high density projects on sunrise boulevard for the tod transit oriented development they are located near university drive and surrounded by six lanes of traffic flowing north south east and west this is not that except for broward boulevard it will rely on two lane roads through neighborhoods many with no sidewalks about broward boulevard is not tod this project in this location is unreasonable and i object to it thank you very much for your time thank you hi i'm michelle rosinski i reside at 4811 northwest first court i'm a resident at park east i drive by this plaza every day on my way to work i've enjoyed going to this plaza for years i shop there i eat at the cuban restaurant i'm so disappointed in the lack of stewardship at the plaza right now they're letting it fall in disrepair this project also reminds me of the pixel project that is behind where i live in park east 441 and sunrise the developers are not transparent the traffic study is not legit or it's non-partisan the plans do not look like how we live in plantation there's not enough green space we don't have we don't have enough local places and for local businesses rezoning this i feel like is a mistake i do not support it people want to shop locally and the commercial zone supports the community my in-laws live over by lakes of newport i know they're very concerned about all this um i hope that the residents here today come to more of the city council meetings and continue to tell the city council your feelings about this kind of thing um because we need to be more involved in our community to keep plantation how we want it um i hope the city can hold our businesses accountable like it holds us accountable for keeping our property appearance thank you well you see i already started my name is gail marie perry my address is 6751 cypress road i live like one block away from where you're going to build this eight these eight story buildings we ask you not to change the comprehensive plan which means no recommendation uh to move on with this project from your or from your committee we we know that we also need to put an absolute number on how many buildings are going to be built we're concerned about several things but um parking is a very big thing and i show their parking is going to be in the middle of uh their buildings which does that account for people who come and visit i don't see anything like a garage that's going to be happening there i'm concerned about the sewer and water um i know i i've been in tallahassee when they talked about the sewer stuff in florida i know that it's very important that i know most of plantation didn't exist when i first moved here um so i i have seen our beautiful city grow i've been in plantation uh 20 years it took two years to finally buy a piece of property i'm concerned about the water the water level at this time is very uh bad i mean if you watch the news last night you heard about the other grades that's also happening with our underground water and the water that we use is that going to make it is a thousand seven hundred build uh residents going to make their water bill go up is it going to be more in electricity i look out my door right now uh which i'm on the fourth floor and i don't have any buildings in my way but all i have to do is turn to where you're i'm going to be seeing your eight-story building and that's what i'm going to be seeing your eight-story building not beautiful pump not beautiful uh palm trees and trees all over the place we're going to be seeing a building eight stories tall we ask you not to change the comprehensive plane say no to a change in the comprehensive plan when you're giving your recommendation we ask a baron development to take a look at what they already own and maybe refurbish that that would be better for our tax base and everything in plantation you know what there's a whole bunch of traffic now and what's going to happen have you ever been in the public's parking lot and if you haven't shame on you because it's full all the time the traffic is massive and constant please do not support this good evening uh my name is michael martinez oh okay uh i'm living on 7200 northwest first street apartment 201 so i'm probably one of the closest because i live on the buildings neck right next with a new development that they trying to make uh this is the third time i'm here but it's the first time usually i don't like to speak in public this is something that i don't feel comfortable um but i remember um the first meeting a couple of uh of the board especially you and you i'm sorry i forgot your name uh ariel and max when they was talking about the traffic story i remember there was if i'm correctly there was planning to build 3 000 parking space and you told them that so you spent 3 000 extra cars because they were talking about public transportation and that kind of stuff i remember exactly but especially you say something by the end of the meeting that really really stuck to me and was you encouraged them to came back with a better project not a bigger one that we need something better for plantation not something bigger and i just want to leave it like that we need something better i've been living here for 10 years and this is a great place to live and we don't need to change it thank you very much thank you if you would wait until you get up to the microphone please i got a loud voice that's all right uh alan schwartz at 500 west tropical way moved into the home in 1975 and i think we're at a crossroads here because i was very active i guess it was in the 80s and several of the attendees tonight were also involved with the plantation golf course and it would save our community and we went to so many meetings and you know what it was for it was because they want the builders wanted to build on the golf course they actually wanted to build residential high-rise homes you name it so we all came out all members all the residents and we fought them and we fought them and fought them and eventually the city bought the golf course and right now that golf course is is a pearl can you imagine if you didn't have the preserve with the indian burial grounds and the pathways nature pathways what what this city would be like with all that greenery taken away so just want to just make the point this is a critical time period we don't want to make a mistake because think of that plantation golf course when people did stand up and they wanted to make it permanent that preserve and it really made a difference in the future of the plantation community okay thank you john orback 6201 almond terrace um so my family has been going to cvs for our prescription drugs for probably the last 15 years and recently we changed that to publics because the center it's seen better days um i i think some of the comments from my neighbors um where they said something has to be done here and something does have to be done here this center really needs a redevelopment it's in horrible shape and it's not the current owner's uh um fault that it's in it's in terrible shape it's been in decline for many many many years and i think as a community we're really missing an opportunity here because the developer wants to invest money in our community and the invest the developer wants to make our community better you might not like his examples of this one or that one or this one and maybe you don't like eight stories and maybe four is okay or five is okay because it already exists down the street this center is already right next to some of some high the highest density land use in broward county with medium to high land use at 25 units of the acre it's already there five five story buildings are already right down the street 400 feet away so i think that we're really missing an opportunity here to work with the developer and to support this land use and to work with the developer and to make something better for our community if not he's going to be forced to bring in home depot or bring in some other use that's just going to this is going to create more traffic than you see today yes his traffic numbers are such that those already fit those uses already fit within the traffic that's been approved for this site i don't think that that's better for our community i don't think that's better for our neighborhood this isn't this is the the the neighborhoods that are already on the north side of broward have commercial right next to us we walk to the to our to our commercial use we walk to publics this would be a continued enhancement to our community and i think that we should support this we'll figure all the rest out when they come through with with the site plan this is not the site plan guys this is not the site plan this is the time where we where we work together and we do something better for our community because god knows what's there can't stay please support this application thank you all right for just like i was saying everybody one is entitled to an opinion but two as i was going to say at the end of this the purpose of this hearing tonight is to determine whether or not that piece of land is going to get its use changed it is a land use plan amendment the reason why i asked the questions i did about those renderings is that the renderings are just renderings they're pictures they are not no pun intended concrete as such that element can change the elements that cannot change or whether we are going to allow to go from commercial to commercial residential and what that density is going to be that's about it so keep in mind what mr abrock was saying is not worthy of your derision it is a statement of fact now we have to decide what is in the best interest of the city and again we are advisory in nature sir if you would evening uh arturo hudson 7201 northwest 10th court uh i'm pretty much opposed to this as well too at least in the current format um traffic is my number one concern as a lot of people have said here uh in addition to infrastructure policing safety go on and on right um if there's already been a traffic proposal that's been submitted then maybe we should look to resolve that problem now with our current problem rather than waiting until we have a bigger problem um to uh to rectify so um that's it that's all i had to say i want to yield the rest of my time if i can to the young lady in the striped shirt that didn't finish her uh you cannot but i appreciate the effort good evening my name is claire thudding robertson at 521 west tropical way i really can't add much to what's been said here tonight which i support but what i have heard is a lot of people talking about either wrong numbers misinformation studies that aren't complete etc etc and i've heard you say very clearly that you are an advisory board and so as an advisory board i would assume you do not use your opinion in this but you take the information make uh suggestions or excuse me recommendations to the council for their decisions so what i think everyone is expecting here is as part of that job is for all the information that doesn't seem to be complete or accurate that you find those answers and that is what is used to make a final advisory not just opinion here and not just opinions here it should be based on fact thank you thank you any other comments from the audience public comments are closed uh miss relation you want to respond to anything just wanted to respond to a couple of a couple of items but i'm open for responding to any questions that either the public or the board may have first the commitment on affordable housing is currently at 30 years they're in the process potentially at the county of changing that to 50 for miss bennett i think had mentioned that we did provide a site-specific market study um although the only reason i hadn't provided it originally was because to me it is apparent based on the comp plan having the number of people that are moving to broward county moving to fort lauderdale moving to plantation moving everywhere that we have an ongoing and continuing need we'll have so for forever in the future quite frankly of trying to find places where people can live and these are the spots that we have to look to rather than if you look at a map of of plantation i did that the other day the amount of single family between from flamingo road to gateway seven it's probably 75 85 of the entire city even with these commercial sites so but we don't have any more land for single family that's really not an alternative now so now we have to do something to find housing for my kid my son your kids in the future for those who don't have them yet and find places for the people who work here it's easy for everybody who's got a 500 000 a million dollar home to find a place to live and maybe go to the next place but for for those that are doing the starters you know apartments offer that opportunity we did a a lot of data i didn't bring it for you today but i certainly can provide it that shows that the the cost to actually buy a house is actually more than the net cost to do an apartment and allow you to try to save for that home if you were so desired but the but the amount of single family that's available will continue to make the prices rise for those of us who own our home that's a great thing but for the rest of the folks who are trying to move here or stay here that's a very difficult thing and i think you heard the the mix of of testimony that ended up with well yeah but there's all this vacant commercial space i can assure you that that's not the case with apartments we study it all the time we provided the data to show that most of the buildings that were listed shallamar might be the only one that's not at 95 occupancy and at 95 that's considered full just because you have a certain number of people moving in and moving out at any one time so there's no doubt uh the comp plan has a list of population increases that you're anticipating but the reality is it's going to be at least that if not more so we would ask for your support of this i just answered a couple of the questions but if you have any others i'm happy to do it the traffic one thing on the traffic so when we submit our even a land use uh traffic study the the staff reviews it the staff has a consultant who reviews it this is not something that is just um developer generated it's everybody and for those who you know are challenging affordable housing you know the the problem with that is you're going to get it whether you'd like it or not because the state has recognized that nobody wants to put it in and so they are passing laws that simply bypass the city you know we're not doing that we're here you know asking for a a comprehensive plan that all of us can buy into um but the state of florida sees the challenges that you have when you have the local crowd concerned in opposition it's very difficult to find those approvals and so the new laws are all trying to bypass um the approval process and just make it a administrative approval so with that we would ask that you let us move forward to the city council with a recommendation of approval whatever conditions you may pose upon that i understand and thank you again we're available as are my team for questions if you have any can you stay there for a second is there a way that you could explain to a three-year-old how residential generates fewer trips than commercial so typical traffic study so start just just just that really simple one i don't even want to start just simply how residential is less so commercial per thousand square feet is is generally 100 to 120 trips per thousand square feet just because you got a thousand square foot and people are coming to the store leaving the store that kind of so a typical single family unit a typical apartment unit's a little less but it's about eight trips per day so then you have to then simply by math add up the density depending on how many units you have then that increases the the traffic so in this case i have 200 roughly 250 000 square feet times 100 you end up with how many trips per day and then you balance that against in this case 652 units or at the site plan stage 700 1750. got it so that was for the people in the room who are arguing about the issue there when it comes to how the studies are generated yeah it's all all parking numbers but the city staff verifies it yeah it's not that's why we got held last time it wasn't done to staff approval so as it moves forward one way or the other yes the numbers will change and the amount of information that comes out for the public will likewise change which should then change arguments either for against or to the degree thereof no questions anymore we're closed for public comments um thank you for that clarification any other questions from the dais i have one so thank you everyone again for speaking and coming out obviously everyone's very passionate about our city um and i did say better not bigger for sure and i i challenged mr ladd i said come back with more and one of the key points that i asked was for a commitment for low affordable housing and you you are committing to 10 percent so i kind of i am at a crossroads where i see both like right now that plaza is dilap dilapidated that plaza like you said people said we have homeowners we hold them accountable if your house isn't up to standards you come here you have to get variances you have to get we have codes so we do the same and that plaza is not a good plaza it needs to be something needs to be done with that plaza so i agree with that however i also don't agree with 1750 for units that's a lot and so again i'm going to challenge mr ladd again and i understand that this is a process if it goes through it goes to city council doesn't be a slight site plan so you committed to 10 percent affordable housing which i appreciate and also there was a comment about affordable we don't want affordable housing that's not true at 105 ami it's teachers and firefighters and police officers and people who are graduating college who can't afford a half a million dollar home in plantation so that is not true we do need affordable housing so you're committing to 10 percent affordable housing would you commit to a lower number would you commit to the 625 that you discussed 652 that you presented earlier that would be a different situation and again mr ladd i challenge you again better not bigger uh something that fits more of plantation what about less units max three stories is that something that you could commit to no okay and i understand you we're not at the site plan stage yet so but to me those are site plan commitments once we've taken a look we may i don't know that we'll be at three stories but we may be significantly below where we are today yep to answer a couple of your items we have made changes with the shopping center we brought in a new property management company there will be investments made to upgrade the shopping center over the next six months and in terms of committing to a certain number of units much of it is going to be driven by the market and it's going to be driven by what part of that shopping center can be successful and there'll be some big decisions to be made because it's not going to be whole foods we're not going to be able to create what i consider an upscale shopping center those users are on university drive um so there's really some forks in the road too um one of the tenant that's indicated interest in the property is is walmart food stores is that better than apartments some people would say yes some people would say no and those are hard decisions to make and much of it will be driven by the market it will be driven by acceptance of a first face it will be driven by the neighborhood and how they feel about a first face so this is a process the initial land use does not equate to that that massive number of units those plans were done to show conceptual of a new urbanism development where green and passageways all structured parking get rid of all the on-site on surface parking could be shown and maybe that was a mistake to show something that big and massive change but it's a process that will be driven by how much of that center can be successful and be a good high quality shopping center and how that residential works for all i know this can turn into condos personally i am seeing you know our country went through a huge i don't know what you would call it in 08 where res where on owned residential became a big issue people defaulted on mortgages etc etc condos became a dirty word where where condo projects you just you're not seeing them for the last 15 years i think that's going to come back because of the cost of single-family homes so some of this could be redeveloped as condos and rather than rentals too so pathway to ownership yes because it's a long-term process to redevelop 26 acres and part of the allure of that is this is a great city it's a great neighborhood and you don't find 26 acre parcels in broward county anymore and hopefully we will do a good job that in the end the people that are cynical and negative and fear the worst will say hey this was pretty good i hope i hope we'll see i i appreciate your candor and i also appreciate that you are considering our city again because this is would bring jobs this would bring opportunities and so again we appreciate that it's just what fits our city what fits the plantation that all these people here want that's sure and that's like i said we've been through that we've been through that with the walk in coral springs where we be it's a big positive for that city it's a it's something that the residents are proud of so we love doing good commercial you know the fresh market complex and down in flagler village downtown people i think would say that that's a big positive it's a positive reason to live in victoria park and we love doing good commercial i'm not a guy that wants to to do crappy commercial good stuff's always better thank you any other questions from the dais i just want to jump in and preface this this discussion a little bit with two things number one since we are an advisory board whether we vote yes or no on on today's item the applicant still has the right to go to city council anyways even if we say no it'll just say when city council gets their their backup agenda when they meet and vote on it it'll say planning and zoning board recommended denial but it doesn't mean that they won't have the opportunity to approve it even if we say no today so that's that's number one number two is i do think that the applicant messed up by brit by showing that conceptual site plan because that confused a lot of people on the dais in the audience because that's not what we're talking about today we're not it's the lupa so so like we've been talking about today it's a process where first you do the land use plan amendment then you have to come back for rezoning then you come back for the site plan where you have all the concrete numbers and we do the traffic study and we do the utility impact fees and all that stuff we're three four steps from that point where they're they're not going to have the concrete numbers now now in the past a few years ago the city used to do it all in basically one step you came in for all the lupa the rezoning and the site plan all the same time so everybody knew what you were discussing we changed that to make this this step-by-step process to fit better with state law where you have to do the lupa first and then the other stuff so that that's a lot of confusion here so we should not be talking about the 1750 units because that's that's not the item the item is the 25 units per acre the 652 and that that's what we have to make today's decision on it's not the 1700 unfortunately vicky yeah you can be quiet now thanks mr laestrom um i i wanted to ask you about one figure you said there the taxes that would be generated from apartments rentals and also the commercial what was that figure for the city what would the city make out of that will help me out it's four four million four point five million four point five million so if we have a hundred homeowners whose homes are worth a half a million how much you think that would generate thirty thousand dollars fifty difference difference and then when uh we've done the calculation yeah i'm just asking people might not know that um and i mean i own a home and i pay taxes um and i know that i'm lucky because i've owned my home over 30 years and my taxes are low but um what i'm saying is if that amendment passes through our government and we don't have the tax money coming in from the state from the um for not the affordable housing from the taxes from home homesteading we'll lose parks we'll lose police we'll lose fire we'll lose all that so there is a positive on the taxation of uh rentals and on
