welcome i would like to call the planning and zoning board for the city plantation uh to order for on april 8th 2025 if we could please call the roll mr speer here mr stall here mr mcintosh here mr corman here mr freeman here mr goldstein here assistant city attorney quinton morgan present thank you all right first order of business is the approval of the meeting minutes for march 4th 2025 does anybody have any additions or clarifications to those minutes seeing none second motion a second please call the roll i'm sorry uh max second all right all right mr speer yes mr stall yes mr mcintosh yes mr corman yes mr freeman yes mr goldstein yes thank you all right first order of business today is going to be actually under the other business topic line midtown bridge presentation if you would good evening uh samira shallan city engineer i have with me jeff weiner from marlin engineering uh tonight we prepared a brief uh presentation for you to give you an update on the progress of the midtown plantation midtown bridge in addition we're going to be going over the aesthetic of the bridge and we're going to ask your recommendation toward the presentation to help us recommend the best alternative so we can go to city council tomorrow for them to select the aesthetic of the bridge with that said jeff thank you good evening everybody my name is jeff weidner i'm chief planner with marlin engineering i'm here tonight with jenny soka jenny is a registered professional engineer and he's the engineer of record for the design of the bridge uh is it supposed to come on the screen or yeah so i just want to go over um this is a graphic of uh 60 percent design plans is there a pointer so it's a 200 foot long bridge um with three lanes there is a westbound right turn lane on state road 84 and there's also a deceleration or an acceleration lane coming on to westbound state road 84 there's two lanes northbound and one lane southbound there will be a four-way stop intersection at 17th street so this location is about 1080 feet west of university drive and it's located at the driveway at the middle of this office park and it's located strategically so that it doesn't interfere with the merge point on 595 further to the west i do want to point out that the intersection will have high emphasis crosswalks in addition to that when we went to the pedestrian bicycle committee um at the mpo and the broward county complete streets committee they wanted us to put um high visibility advanced warnings on the greenway so there'll be pavement markings and signage on the greenway to warn cyclists that you're about to cross the street um there's also advanced warning signs on the right turn lane and on the bridge there'll be some new pedestrian lighting on all four corners and at a couple locations on each side of the greenway and in addition to that there will be those yellow dots here are in in road um flashing lights to say you know when the bike or the pedestrian approaches here it'll be activated and these are being used now and in several locations in broward county uh mostly on the beach on state road a1a um just you know a status report on where we're at so um in april of 2021 we had the kickoff meeting in 20 on december 9th of 2021 we had a public workshop and then we had a public hearing in november 15th of 2022 where the preferred alternative was selected and basically we had two alternatives locations the one with that driveway is 1080 feet west of university drive when you're doing an environmental study you need to have at least one comparative alternative and we had one a little bit further west but it it took parking spaces from a private property it took right away from a private property all sorts of reasons but we selected this location it was supported by the public then we got to um january 2025 and i just want to mention that we had a two-year hiatus on this project when we were submitting the environmental documents to the office of environmental management there were no environment we were mitigating any environmental impacts were mitigating any engineering impacts but they were concerned that the project wasn't shown where the money was coming from and how it was going to be shown in the metropolitan planning organization's financial feasible plan so the city worked very closely with the mpo and they resolved their issues in december of 24 we got adopted into the new 2050 metropolitan transportation plan as a cost feasible project and then we were able to start moving forward again we've overcome two huge milestones on january 27th the federal highway administration gave approval to break the limited access line so the right-of-way line to 595 is actually on the south north side of state road 84 getting a break into a limited access facility is a big deal and we overcame the challenges dot submitted the permit so we'll be able to break that access line and then we finished the pd and e study and what we got what was called location and design concept acceptance ldca and that occurred uh in february and now we can move forward and actually get our 60 percent design plans approved by the dot and then move on to 90 percent design and permitting through february of 2026 and construction uh in late february of 2026 a little bit less than a year from now some of the important milestones don't expect you to read the the chart that's there for graphic purposes but tomorrow we are submitting the 60 percent plans we previously submitted to dot to get a um a complimentary review they gave us some comments we waited to respond to the comments until we got the ldca uh yeni and his team has the 60 plans together and we're submitting them tomorrow um we can start um 90 plans to fdot by september of 2025 they'll have their one month review they'll get comments back to us and then we wrap the comments into the development of the 100 percent plans um while we're developing the 90 plans we're going to start asking for our permits we will need a permit from the south florida water management district because we are building the bridge in their right of way it's hard to predict when you're going to get your permits and your permits approved but we have a very long blue line there of starting the process early not having good time yeah on the bottom right here and then um we're looking to obtain again the fdot permit on february february 18th of 2026 and then you all can put it out to bid for construction so um we do need your help here so it's important to understand what the aesthetics of the bridge is because we want to understand the load factor of the bridge and design the bridge accordingly so you do have wayfinding standards or the midtown plantation has wayfinding standards with the midtown logo it includes both the traditional brick and more modern graphic appearance and also it promotes standalone gateways so we wanted to give you all a couple of options to consider this is the plantation preserve bridge on the south side of broward boulevard where you have the traditional brick facade and then inside midtown plantation this is on 80th terrace just a little bit north of 17th street there's a tavertine facade and we came up with a couple graphical representations so this is what it could look like as you're westbound on state road 84 looking at the bridge we did a side mounted gateway sign similar to plantation preserve there will be no landscaping this was a decision made very early because of the maintenance issues and if the landscaping is not maintained it's not going to look very nice and um you know the potential to have a gateway treatment separate and that would be on the north side of the greenway displaying plantation midtown there are also two lighting features that we can decide from this is and they're approved by fp and l we would want florida power and light to maintain these so if you select from their catalog you can achieve that this is a second option with the tavertine facade and the other lighting option almost looks exactly like the previous one but here you know we gave you an example of maybe stamping the concrete and using the color scheme of plantation midtown and then having maybe something similar to what's at cleary and pine island for the gateway treatment so we'd like to maybe hear consensus um i do want to say that when we went to the midtown advisory board they selected the brick facade the side mounted gateway treatment and the victorian lanterns for various reasons but do you all have any thoughts or uh consensus on brick of the tavertine oh um this uh this from my experience the plantation preserve bridge i i like that look could feel a lot so that would be whatever's closest to the plantation preserve bridge we might bet i would say it's the upper right it's exactly i'm not exactly but thanks for the presentation jeff yep um is there a difference in maintenance costs between the two materials i know that brick is generally pretty expensive to maintain i have no idea about tavertine so you know i recently looked at the tavertine burn and it doesn't look so hot anymore you know two years ago when we were out in the field it was really nice but it has a issue with mildew and um and the bricks seem to be maintained very well at your bus stops and really all over the city it's the plantation brand yeah but i would think the costs are probably the same and i think the weight is probably very similar um so it's really an aesthetic but we want to move forward to getting to 90 percent plans and we're going to need to include the aesthetic in those plans right i mean i'm i'm with matt i'm fine with the brick and the victorian lighting and you know same as what the midtown advisory board said i did have a quick question about design because i remember so i'm on the county's complete streets advisory committee and i remember when we originally discussed it maybe it was more recent that you had another meeting that i might have missed but um we discussed uh the greenway continuing as a raised crosswalk to kind of give the pedestrians and cyclists a little more visibility i don't know because you have the lighting there just to signify that they're there but i was honestly i don't recall anybody's asking for raised oh you went wait were you talking about a bridge over no no no not a bridge discussion like like two feet above like a like a speed table speed table yeah yeah again can we yeah we can provide that at an intersection right could you come up and speak in here just so it's on the record thanks we could we could look into that but we also have to check with our structural team because that's the the section where we have the bridge approach so that's a structural component of the debris of the bridge so maybe we could do something with payment or something but the structural um element had to be on you know even with the with the bridge so there is a profile for the bridge and that bridge connect to the to the structural um uh bridge approach on and those the component had to be even right it looks to me like they're a little separated because the greenway kind of curves northward at that point but you know if you can't do it you can't do it i was just curious because i remember that being brought up in that original meeting like a year ago at this point so another thing that we will have in the one in the 17 we'll have we'll have to have the cross slope of the road like going in one direction towards the the north side so if we if we if we do that uh transition from two percent to the whatever we need to match the bridge elevation we will have to have certain distance for transitioning so if we had to raise more to in order to have uh the the raised uh greenway we might have to go back back where i'm trying to do that transition farther for the limit that we initially had so it's like one two one one cross one percent 100 feet so if we had to go higher that that uh transition had to be lower so we might have to go inward uh back where in the 17th street right so something to consider yeah thank you okay so the first lights that you showed us i like better than the second lights so yeah uh victorian i like better than viscaya so victorian can you go to the first image though because what i want to see is the very first yeah okay so i mean the height of it is the same so we got basically flat post and beam construction with two walls on the other side um the only worry i have is actually about the overhanging uh pedestal for the piers at the end of each side not so much on the north side but on the south side considering it's 595 and people are going to be making high speed turns there i wonder about those pieces reaching out biting them which then necessitates greater amounts of maintenance to that pier so um if we can consider that especially if any trucks decide to turn there um aesthetically i'm sure you can make it flush and it'd look just as nice but i think that piece is going to present maintenance issues moving forward as far as brick versus just to verify you're talking about travertine travertine okay so yeah travertine is too porous i wouldn't go for it that's why the the other bridges look that way the water gets in there mold has a place to grow so i would be brick on that right first but okay so brick victorian and this is a graphical representation i think we have some of the same concerns it's showing it way too close to 84. yeah so so if we could do that and also when it comes to the stamped concrete in the middle i'm all for color because it'll bring visibility to it if you could somehow put your brightest colors so in top right there it goes okay we can use that one too that one's all red i actually have no problem if it goes could you flip to the next slide if you could take it instead of just three color schemes going five so green red white red green because that would provide an additional amount of visibility to that center part and probably make it a little safer for everyone involved because it'll draw their eyes there especially somebody going north if someone is coming east on that crosswalk it'll just be a further eye draw to that side so i'm hearing the midtown plantation color scheme in the stamp con treat twice yeah like basically from both sides so that you're getting green red white coming from both directions if you could do that i think that would be a solid visual to pull somebody's eyes to where the accident might occur other than that anything else now this is a presentation we don't normally take public comments is counsel like is this something that i should open up to the audience or no you can if you want i'm not sure if anybody's here to speak on that but i mean i'm looking at one who might so in the interest of there's a meeting tomorrow as well where this is going to be heard so i don't know what the intent was all right presentations do me a favor raise your hands if you actually have something you want to say during this okay i'll give you the three minutes in yes uh before we take public comments um one of the uh decision making points that uh jeff kind of uh forgot to present to you guys is the sign itself it have two options a mounted sign on i'm sorry sorry we're a team here so there is the if you can flip through the graphic please so the sign itself have two options either a standalone sign on the side of the bridge or a mounted sign on the on the bridge itself similar to the graphic shown over here so one option is mounted on the bridge and another option is uh stand alone sign ahead of the not ahead of the bridge separate from the bridge separate from the bridge on in the right of way and it have to be in the city's right away because south florida will not allow us to have it in their right of way therefore it have to be kind of as you finish going into the bridge so one of the reasons jeff didn't even go over there because like we're kind of mentioning it as an option but it's not an alternative option that we would like to recommend no i'd be much more wanting it right there that's being highlighted on the bridge itself because it also functions as advertising for everybody else who's driving by 595 and it's one less structure to cause problems correct if need be so that would be my recommendation if anybody has any comments about it feel free so the last slide no this one so i just want to reiterate the consensus of the board it's a brick uh it's side mounted and it's the victorian lighting correct i everybody just do me a favor give me a rundown on a yes yes yes yes there it is is that uh yes one comment from the public only three minutes i'll reserve some of the others joanne 944 northwest 92nd terrace i'm not going to talk about my opinions on the bridge i'm going to focus on the technical aspects is there a way oh um let's see okay so we come on so we've agreed on the brick which is okay i agree the concerns i have from technical standpoints are those work on the distance that it sticks out but also there's a visibility issue that you can see um from the area by the old 711 coming out to 84 where they actually had to cut the end of the um bridge unit because it completely blocked your view until most of your car was already in the lane now i know there's acceleration lanes but that's a concern so i don't drive much but i do drive a low car i can't see over most of those so i have to like put half the hood into the lane if there's engineering ways to accommodate for those things that's a safety feature uh for everybody uh from that sense i agree uh with chair corman on the multi colors um that's a nice look uh the other concern was in the general layout um i'd be interested in understanding why we're doing a four-way stop that's going to end up having to become a signalized intersection because of general misbehavior when we could just do i don't know if there's room but considering a circle of some kind that would eliminate any need for continuous sidewalks or pedestrian lighting or cons any sort of safety concerns like that maybe i'll take my time out for you um a traffic circle would uh or a roundabout at that location would require uh acquisition of land at that location and uh if we're applying for grants and federal fund we will not be allowed to do land acquisition part of the bridge ah so okay on the federal side that makes sense to you that does make sense uh i don't like it but it does make sense because my concern is is the the width of that intersection from from uh east to west uh as a stop sign is is pretty substantial especially when you have people in a mindset of highway in both directions they're in a sense of go go go and i just i'm a bigger fan of having infrastructure to keep them behaved while they're in the midtown area or coming into the midtown area whether the entering or exiting if that makes any sense uh whatever engineering considerations that can be made for that if the continuous sidewalk isn't possible then a rubble strip area um before or after uh to continue just to to keep that awareness up and it won't just protect cyclists and pedestrians like myself but it'll also protect other drivers because anything that makes your car uh go boom uh raised and um even cut in intersections that have like the brick patterning uh gives it that sound it would be symbolic of the brick on the facade as well uh to have that sense on your wheels that works anyway thank you all right i agree with all those things so if those are things that you could put into the plan with minimal issues i think you'd get good buy-in on that anybody else any comments yes sir so you said 1080 feet west of university but i can't really picture where that is because this is only a very zoomed in so when you go across here is this is the opening on the north side street existing opening to that existing driveway okay large office part because probably was thinking it would be easier if this was a three-way stop versus a four-way but obviously if that's already open it makes it harder take away to any others all right comments are closed on that one uh no vote required correct thank you all right moving on in that case then we're going to jump back to the public hearing for pp24-0028 proposed ordinance of the city of plantation florida pertaining to the subject of zoning and land development mending chapter 27 of the city code of ordinances specifically amending articles pertaining to parking and zoning staff if you would good evening for the record dan holmes planning zoning economic development director mr alport is going to come and deliver this i know that it was uh indicated that you'd be taking a vote on this tonight we're just going to review it with you it will come back uh for a vote it's a very large item and there are some things that we kind of got a little ahead of ourselves that we have to still go over and uh clear with the city attorney's office so um he's going to present the entire item to you tonight and uh we'll come back uh at the at the next meeting for the vote okay someone to give me an update on that i'm sorry i'm gonna ask a question and and city attorney please correct me if i'm wrong but a couple thoughts here the first is that we've been going over this with workshops and coming back like since march of last year with the parking workshop at city council we already saw this ordinance basically entirely in its current form with a few minor edits two months ago because we had another workshop for it i don't want to keep punting the ball with this because it feels like moving goal posts a bit where it's like this is what we've been working towards and every time we have an application that comes here i mean you hear chair corpsman all the time where's the ordinance where's the comp plan where's this where's that because we need to know where the city's headed it seems like we know the direction we're headed in and and i want to keep pushing it back that's number one number two is that we're an advisory board and this ordinance has multiple opportunities to change between when we see it and the second reading of city council right so personally even if we do have to tweak a few things for like legal purposes i think it's fine for us to vote today to advance it i understand what what you think but i have to coordinate things with the city attorney's office and for right now in terms of the interaction and advice i get we're going to stick with uh the legal advice that that we get from the city attorney's office it will come back next meeting uh for your action and we will trust me we'll move it forward i'm ready to move things forward as well uh you know i i have the same sentiment as you with that regard but you know we got to dot the i's cross the t's i think both the chair and i will not be here at the may meeting which is unfortunate well i'm going to talk to you about uh because we have a lot of items coming up in may we i wanted to talk to you at the end about possibly doing a special meeting uh you know which we can coordinate to make sure that you're here so if you just hear the presentation we'll come back and we'll talk about that and we'll try to uh ensure because we want as many people here uh to act on that as possible okay okay same thing with the with the comp plan i want everybody here to act on that as possible that that one we'll talk about at the end because unfortunately i don't think i will have any time in the month between my schedule is going to be and when i'm out of town so but that's well i'll tell council member fadgen to activate his alternate so there'll be a dais up here and i'll obviously i'll send you my comments if i need to but we'll we'll talk about that after so if you would your presentation good evening um michael albert assistant director board members city attorney city clerk on february 4th we conducted a workshop encompassing a discussion of both parking and zoning issues from which we gained your feedback and direction as you know this ordinance includes 25 exhibits each for a different article section or subsection of one of four different articles of chapter 27 the exhibits include draft text with new language underlined and remove language stricken through and incorporates some tables and graphics to enhance readability and user-friendliness with a few exceptions most of the revisions deal with corrections and reformatting of language some of the aims of the update include ensuring that the language is alphabetical for ease of discovery and reading gender neutral positive simplified and streamlined tables were added to supplement or replace lengthy text keep in mind that as new federal and state statutes are adopted we have to continually modify our ordinances for example ev chargers um adu actually there's a bill in session proposed bill in session which may affect what we adopted um and so forth so we're always working our city attorney and staff are always looking at what's happening on federal and state level and see if that affects what what we are adopting or have adopted so we will provide a brief over the overview of the major themes and policy changes so this ordinance does the following reformats various sections describing various zoning districts adds a new zoning category named transit-oriented development tod with its own table of permitted conditional accessory and prohibited uses and i just want to note it's a working table by the time this goes to second reading a council it would be incorporated into with the other districts so it's it's not meant to be separate just you know when you have potential changes it's becomes a formatting nightmare so eventually it'll become the final reading it'll be become part of um the master business list also provides for incentives for increased density and height based on certain thresholds to achieve a desired connectivity design form and massing provides for reduced setbacks by up to 25 percent for redevelopment and infill development projects that incorporate a minimum of 50 percent workforce housing within priority redevelopment areas eliminates most references to parking and driveways within articles 6 and 11 and incorporates them into article 8 eventually all the driveway regulations will be placed here provides for more flexibility in landscape design for redevelopment of these redevelopment areas including an incentive to establish a rooftop garden so it addresses reforms to our parking and several sections of our land development regulations i want to note here where there's when i point out a section um if there's a asterisk after it it's really non-substantive changes it's more formatting and you know getting into a unified format and typos and things like that um the ones that don't have a star the ones that have significant policy changes so i'm just going to briefly go through the each exhibit so obviously 27 11 exhibit a is definitions b is the section 2771 which describes in general the zoning districts and so the major change there was a list becoming a table um c is the main um section dealing with all the residential districts there were some changes there but nothing too substantial to the uses and formatting d is 2785 commercial same thing we removed the gateway districts out of this section and put it into the next section which is entitled mixed use districts in addition there were some updates made to the mpm midtown district and creating a tod district and those are some examples not plantation other other areas of what a tod is um 2787 is industrial again minor changes um 2788 office district opp park and open space district which is our golf course in our parks districts uh community facility district and utilities district exhibit k is section 2792 fairly lengthy but describes our planned community development districts of which there are two types planned residential districts prdqs which many of the subdivisions um single and some multi-family are have that type of zoning and then of course our planned commercial development districts which at this point is just one which is b7q and here's a map showing all the b7q districts that we currently have 2793 describes the overlay zoning district so there were um not a whole lot of changes however um you know sp1 spi1 is the plantation acres rural overlay we have the gateway district we have an airport overlay we have the plantation walk shopping dining and entertainment district and then plantation midtown overlay sub district that we denote as central midtown village there will be more on that in a few minutes um m is the master business list there were some changes to some uses to be between uh permitted prohibited and um conditional historic few changes there 27105 is a supplement to 27100 with these are specific use regulations so in the table there is um a column that lists a subsection of 27105 for certain uses and um there's supplemental regulations there mostly this was reformatting there were a few changes changes i know there's one that we need to discuss um with the city attorney in particular we'll do outside of this exhibit o is the parking code which is the entire article 8 so there was significant overhaul of that um exhibit p is landscape definitions again mostly adding a few remending a few q is also in landscaping but this is particular to mixed use properties of midtown gateway tod zones that will encourage redevelopment so it provides for more flexibility and design in order to achieve um certain results i'm wondering if i have a battery issue here okay uh 27292 eliminates this section about driveways and puts it into the parking article 2796 again it's not the entire section there but these are accessory uses there was a reference to electric vehicles which is also in the parking section um just some clarification on parapet height very minor changes um this is about the comp plan it really didn't change anything sub sub substantively it's more formatting the language um 27 299 general development standards there were a few things such as a mention about micro units um not having limitation in tod zones and then setback variations for workforce housing projects that i mentioned earlier exhibit v 27 302 clarifies certain provisions related to principal arterials 303 is a section about vehicle access for larger road right-of-ways it is again nothing substantive 304 was striking through this section and incorporating it into um the parking article and finally exhibit y 27 310 clarify which clarifies provisions for residential accessory uses not the entire section was looked at um however adu provisions were adopted previously under existing under 27 105 we thought it'd be more appropriate to add them here because the other specific use regulations are more for commercial properties these are these are things related to residential um accessory uses i will note um as i mentioned before that there may be some things that we have to tweak depending on what happens with this legislative session with regard to ad use okay it's a little bit more but it's not okay that's what that's what happens when you have a long presentation michael you run back this out mr morgan never fails to comment about my presentation thank you you opened the door michael if you could while we're waiting for that um what tweaks are coming down the pipeline for adus making them more or less restricted um not 100% familiar with the bill but i believe that they the bill that's um being looked at now is not going to have a city a lot be allowed to require parking for the adu if you recall we did a compromise if there was one bedroom it would be no parking space requirement but if there were two or more bedrooms we would require a parking space so that might go away and i believe there's also um the issue of owner occupied being the owners living in either the primary house or the secondary unit um we did that partially for neighborhood you know um consistency but we also did that partially to so that these wouldn't be just properties bought up and become vacation vacation rentals with non-resident um owners um so that might be something that gets adopted as well and so the state level state's going to be able to uh word just left my head override us thank you yeah okay i i believe so so i i think some cities are fighting that but all right we'll see it's not over till it's over here we go are we good for this now okay just go ahead keep keep pressing every couple of seconds if you would go ahead so this parking ordinance reduces the minimum amount um within midtown eliminates the minimum and also institutes a maximum um for gateway the same for transit oriented corridor areas along our arterial roadways um and then all areas that have current and future print transit potential and the most significant economic development and redevelopment activity in the city next so this is although it's labeled potential tod zones um press so that's the midtown area these are the transit oriented corridor areas and this is the gateway area just for your edification it does maintain the requirements generally for the rest of the city outside of these defined priority redevelopment areas including existing single and multi-family residential subdivisions commercial centers office buildings and so forth amend certain drive-through vehicular stacking and loading requirements addresses reserve parking policies removes the requirement for ev charging stations which is preempted to the state and addresses bicycle parking policies this is one of the more important tables with regard to sink residential uses so no change to single family requirement for parking spaces adu as we talked about either zero or one home-based businesses we had adopted that per the state statute the idea is that you don't have customers coming to your home so you should be you would have maybe one at a time so you wouldn't need the extra parking mobile home stays the same but when it comes to multi-family duplex townhome garden apartments um i'll get to the others in a minute there are significant um reductions in the requirements based on current reality um next table and then here to zone in a little bit on multi-family in general so these are the new requirements um and then you see that there are four main columns um for the gateway area for the midtown area for the transit oriented development area and then the rest of the city um and then this is the b7q map um again these are areas potentially that could become transit oriented developments yes so central midtown village there's a photo of the broward mall entry these are energizer batteries so you should be good thank you so you may recall we had um a moratorium on development a zoning in progress if you will for about nine months um so this is the central area which is south of broward boulevard north of 6th street um and then east of pine island and then east west of university except for the portion that's a little bit east a couple um shopping center and office building but they're west of that canal um so what we're trying to do now is require that this area um has uses that are more specific than the npm was in the table continues to be a lot of uses that we don't really want to see in order to make this area the broward mall and the surrounding area to be more walkable and pedestrian oriented so automobile oriented uses self-storage storage and distribution uses and big box retailers would all be prohibited new buildings shall be constructed closer to the perimeter and internal roadway network no more than 100 feet so basically a build to or maximum setback while parking will be hidden from view what this does is the the buildings themselves become the prominent feature not a building in the middle with a lot of parking around it like the broward mall has traditionally been uh developed as and parking itself shall not be constructed closer than 125 feet so in other words if there is going to be surface parking it would be behind buildings it wouldn't be the building it forms would be closer and the parking would be behind more than likely there will be structured parking as well so large areas of parking shall be prohibited integrated buildings and parking structures are encouraged single use out parcel development shall be prohibited and parking shall be shared by all uses and pedestrian connectivity and open pedestrian plazas shall be integral and inherent to the master plan wall signs shall be encouraged to maximize business identification from different perimeters and legal non-conforming uses will lose their status over time so what does all this mean so if somebody wanted to come in here and just build a gas station or drive-through restaurant or a bank with a drive-through or a standalone restaurant with its own parking that's not really conducive to having an integrated master plan for this area so we are proposing that all the all the parking is shared not restricted to any particular business or any particular residential component of this and that there would be a lot of focus on pedestrians rather than the vehicles what i mean by the last bullet is so there are some uses within this central village that are single use out parcels or our drive-throughs or our gas stations so over time if those uses become abandoned no longer operational someone can't come in and do another one it basically becomes changes from legal non-conforming to prohibited this is the main reason behind us proposing that moratorium we wanted to make sure when this area gets redeveloped we do it in a in a way that the city will be proud of transit-oriented development why have these tods we'd like to see walkable tree-lined streets that produce shade for pedestrians gives us more housing options easier access and support for existing and future high quality transit complete streets that accommodate pedestrians bicyclists motor vehicles and public and private transit options reduce parking demand better streets pathways parks and open spaces support for local businesses and jobs reduce carbon footprint and a stronger sense of place and community um just wanted to note that um economist planner parking guru donald chu passed away in february he is an inspiration to a lot of people for pointing out that we have a lot more parking than we need generally and it impedes a lot of um things that in our communities and so um just wanted to honor his memory um i also have a few slides on the comp plan but these are things that were in the memo that you read um in support of these amendments yes is this related to the other item or is this still your item it's still my item but i'm going not going to go over it i'm just mentioning no that's just i just yeah just that's a separate presentation no okay all right thanks any questions any feedback anyone i like it just uh so just to verify the target that's over there in the midtown village if target goes out of business you're saying another store can't come in there that structure is going to have to be torn down and something multi-use closer to the street is going to have to come into existence there is that correct um if we determine that to be a big box retailer versus a department store then yes okay and there are is it currently considered a department store no i believe it's considered a big box retailer but but yes and then the department stores that are currently in the broward mall like jc penny made that they are actually permitted to remain so they're permitted to remain but if they pull out could another department store go in there it would be a permitted use okay all right that's all i got anybody else thank you very much uh well as it says up there going back to other business comp plan presentation you should still even though it's it's uh yeah so we still have to because it's separate no you don't have to vote you just want to get some some public feedback because it might help michael with some of the things copy that so no comments from the dais any comments from the there uh almost more procedural in the sense that uh i'm not exactly familiar with the rules of this board but i know on the board that i serve on we can provide votes that are non-binding uh just in support of things that aren't putting things across i don't know as this board operates from a different uh legal standpoint if that's something that you can do just to show that it's possible we'll actually be legally voting on this once the lawyers make their comments so this is not one that's actually uh a support or non-support sure that makes sense uh beyond that i just and i think most of the people on this on this board on the dais here um and and also uh gathered recognize the benefits of a plan like this i just want to make it clear that a building like the target if they leave there's really nothing else that can go there they most likely have made it that nobody else is allowed to take that place like if target leaves it's very much like if we go we're taking everyone with us kind of policy uh and few other building other operators would want to because those buildings really aren't suited to other kinds of uses uh in that sense um so the target would probably become something good by being leveled first um that's how it would get there um anything else on it i believe the the main premise was just reiterating the idea that good places come from not having ample parking and i know that sounds super contradictory because you're like well i have to get there how do i go to a cool place if there's no place to park but it's it's that you don't have parking blocking every place off uh if you build some new restaurant on las olas you don't say well we're building new parking in front of it i can't even say las olas is a fantastic urban area but it already has a shared parking premise behind it that when you go there you don't go to mangoes oh man i'm dating myself mangoes is parking lot which i don't think has been there for quite a while um and they might actually have had their own lot um but anyway they the whole premise is is that the more connectivity you can have for people once they are out of their car uh the better a place is going to be so even if they do happen to have driven in they put their cars here and now they can go anywhere here comfortably and safely and enjoyably and then they go back to their cars afterwards and that's basically the the approach of that everything else i look forward to the support on this whenever it can get voted on and thank you again there's one more did you want to address what he said or okay correct for this pp24-0028 good evening john orback 6201 almond terrace um a couple quick questions so we're not just a point of clarification we're we're are we talking about also um the the mods to uh the midtown district in this item is that the the midtown district code is that in this item or is that in the comp plan so on that so on on that i saw that it was uh 25 venus to the acre is that still going to be the a number that then translates into the comp plan because i think that i i was at something before previously that was it was different so it is that is going to be the same and then when you talk about bonus density associated with that you're talking about that above above that 25 where where you get and then will will will there be a clarification on what the bonus densities are for affordable because in the beginning you uh define affordable only at 80 percent you don't define define affordable at levels above 80 percent ami on the in the in the definitions page um so uh also on uh table 86-2 where you're talking about the the size of units i know you've mentioned micro units but there's no size for micro units in midtown so and then additionally in the in the um in the definitions you have still the paint to paint definition so for anybody who doesn't know the paint paint definition requires that the unit size be measured from the interior wall of the unit so a standard one bedroom for 750 square feet typically would measure out like 810 in plantation so plantation has the largest units in broward county associated with this and with these minimums i can't say that i don't know that for sure but it's it's definitely on the larger side larger the market and in many cases developers have asked for waivers associated with that so i guess we're sticking with that definition paint to paint and the larger okay and then um in the parking code you ask for uh an electronic parking system um for new garages for uh for like a smart parking system that um so that that type of system usually runs you know 750 to a thousand dollars a parking space is what you'd be adding to that and when you're going in the circulation of a parking garage if it's only one way and it's not multi like multi-laned you're going to pass every parking space there's no there's no way not to pass every parking space so it's kind of pointless to spend that money to pass every single parking space just so you can see that there's a light you know five spaces in front of you that you're going to pass and find anyway so it's better when you have like the airport and you have multi lanes and you can look across many different lanes but in many cases we we don't really have that we only have one lane so i just asked for you to take a take a look at that um you can continue oh i can thank you i mean how many more questions do you have because you brought up a hell of a book um well i printed the whole thing so okay um i think that that was it i mean if you got just the two more there go ahead i don't think so but thank you so much i i appreciate the extra time the extra consideration if you if you do have more you you obviously you know you can get in contact with the city and provide some additional comments because michael is going to just mention that in a second okay thank you so much all right i do want to mention that there were i believe last time i checked about nine e-comments um on this item and they all are in support of adopting this yep we got them all right uh so no more comments anybody online for this perfect in that case then we will move on since no vote is required for this particular item today uh comp plan presentation if you will and i just want to say i was really happy to see this one on the agenda so thank you i know um and i'm happy too trust me because i'm ready to to kind of move this on and get it into the to uh you know you guys's hand where you can start uh giving us some feedback and we can move this along so uh that's that's good to know um so uh as you said as you know we've been working on uh the the comprehensive plan trying to really get a updated comprehensive plan like i tell staff i really want to get us into the 21st century i still think we're kind of lagging behind there and i think a lot of the policies and stuff that we're looking at incorporating uh into this plan are very innovative and are going to kind of move us uh forward some so i'm i'm looking forward to it but just a couple of things just so people understand you know why you know we need the comprehensive plan the importance of it first of all it is required by the state chapter 163 requires all local governments to adopt a comprehensive plan it is a long-term plan that integrates and coordinates various elements of the built environment the built manager regulated by local government so when you begin to look at stuff like your potable water your sanitary sewer uh your storm water elements all that stuff or those are built uh things that are regulated by local government and those are things that uh you know are long-term in focus as well thirdly it uh clarifies and communicates uh community goals okay so someone can come here and they can kind of see uh pretty much uh what our goals are and the vision that we have for the for the city of plantation and then finally it is a uh it provides a consensus policies to guide ongoing decisions and implementation so we have land use plan amendments to come in or anything that we're looking at we'll be able to go to this document and make sure that uh the proposal is consistent with the the vision and goals policies of of the comprehensive plan so it's it's pretty much what it's what it's going to do for us our current plan uh although there are policies in there that i think are definitely will remain uh as part of this proposed plan uh it it really needs to be uh updated so the the elements so uh and in the comprehensive plan so we will have the future land use element transportation and mobility element uh the housing element we've sort of made some changes to the way we deal with the sanitary sewer potable water storm water solid waste those are kind of going to be some sub elements uh within the plan uh we do have the conservation element recreation and open space uh intergovernmental coordination capital improvements element public school facilities we do retain the neighborhood design element that element was uh previously was kind of focused around the flex zones as you know we're kind of trying to move away from individual flex zones to a more unified uh flex zone and so uh that uh element will not really refer to the different areas of the city based upon the flex zone but more based upon the neighborhood itself um so you'll you'll see a slight change there one of the changes that we had to do when we did the uh the ear uh for the city was that we had to uh kind of incorporate a property rights element this was something new that uh the state of florida over the past couple of years has required all local governments to to implement so you'll see uh you know although we've we've already pretty much approved it but you'll see that that element in here and then finally although i'm going to change the name of that to more of our um resiliency type element instead of climate change climate change uh has become a a a bad word uh for whatever reason and uh you know so sustainability resiliency element is probably what we'll end up uh calling that plus that'll be more broad you know covers more broadly some of the things that will be identified in that element so just some of the things i want to talk about that we've tried to focus on in this plan some of the new things uh so first of all um we definitely had to do a new format for ease of use um as you thumb through it if you look through our current plan although there's objectives and policies and stuff it's very hard to follow as you go from one element to the next you still you have actually some of the same policy numbers uh so like uh you could go to the land use element you'd have policy 1.3.3 and then go to the transportation element you got a policy 1.3.3 so it's very confusing so we've tried to change uh uh you know the the uh numbering and formatting uh of the plan and again each of the objectives now actually have titles so it also makes it easier if you're trying to find certain information in the plan you can kind of move very quickly to say okay i'm looking for policies that sort of deal uh you know with uh sustainability or what have you so you'll you'll be able to kind of glean from the uh objective uh what the policies under that objective i kind of kind of deal with so it's going to going to be a lot easier in terms of ease of use and to kind of navigate uh through the plan itself um you will notice that we this plan throughout the various uh elements there will be a greater focus on pedestrian multimodal transportation services and facilities again this is where i'm saying we're kind of trying to move into the 21st century stop focusing so much on the automobile and really look at more multimodal uh you know facilities within the city uh promotes uh smart growth principles so compact design you you talked about we're already looking forward uh mr alpert talked about the tod uh for as an example the the tod um ordinance that we're trying to to put in place well this will also uh establish a uh transit oriented land use category so that we have both the zoning and the land use to to complement each other uh in in that regard incorporates new policies that promote housing affordability uh as you know the state has a lot of uh policies that they've asked us to look at so it will take uh all of those policies and kind of incorporate in there we look at from the county the uh density bonus program adus which we've talked about and there's some things that kind of deal with efficiencies or studios as well and i'll kind of go over that in just a second um again it is very big on promoting sustainable and resilient development practices so you're going to see that in each of the elements as well and then of course something that we've already been working on that we we've already pretty much implemented but that you know that that you're going to find in here too is the unified flex zone standards so um that's that's overall in terms of what's new and kind of the direction that we're trying to head uh with regard to to this comprehensive plan um so in terms of future land use element just some of the things uh i'm gonna i'm not gonna i just tried to put some some of the uh you know things that it incorporates or proposes uh you know uh here and i'll kind of go through some of the other elements very quickly um but just to give you a feel but these are the things that we're going to need feedback i don't want you to to kind of get the plan and to think that oh this is pretty much you know where we're going uh we're going to need you to get in here dig in uh and provide us uh significant feedback because we want to make sure that this is truly a document that is uh of the of the city and we we get uh appropriate uh feedback so for one of the things you'll notice that that we are doing uh that not you know not all local governments have done but we we are looking at proposing adoption of a commerce land use category to be consistent with the broward county uh land use plan so they broward county has a commerce uh land use category uh which kind of encompasses uh would encompass what we call both our commercial office park and industrial land use categories they just call it commerce and then we would uh regulate uh industrial office park and and other uh developments via zoning as opposed to the land use itself so that's that's that'll be a change that you'll you'll see that we're uh proposing again we've already talked about unified flex which is permissible in the broward county land use plan something else that we're you know that i'm putting in here for discussion purposes uh as we talk about trying to help with affordable housing to look at studios efficiencies particularly that are under 500 square feet to be counted as 0.5 units for density purposes so you're gonna see some changes in how we're trying to approach that to help developers uh kind of create more affordable units uh you already know that uh what one of the things that the state has done that you'll you'll see uh kind of modify some of the policies in here dealing with adus for density uh calculations so we don't have to worry about uh density calculations with adus again creates transit oriented corridor and activity center land use category uh to kind of promote compact development smart growth type principles incorporates broward county's density bonus provision again as i mentioned in the previous slide uh we're going to be looking at trying to encourage um you know solar and although uh i know i know the state is uh it just encourages we're not making you it doesn't mandate that you provide uh electric vehicle infrastructure but there are uh policies in here that that ask you to kind of look into to uh those type uh to implement those those type sustainable practices as definitions to help implementation of the comprehensive plan our previous plan did not really uh comp plan did not really incorporate any definitions in it so we've put the definitions in here they're going to help us with interpretations of what the different terms and stuff i mean as you kind of move through through the code itself transportation and mobility element again uh we're looking at incorporating policies promoting uh you know the city's micro transit you know we're moving toward micro transit so you'll you'll see policies in there encourages transit oriented mixed use land uses to support public transportation we've already talked about that supports evaluation of emerging technologies such as you know just to we want to make sure we're looking at these different technologies that are coming out to see if there's anything we need to do to modify our land development regulations so as we look at all these real-time communication artificial intelligence there's just a whole new world of stuff that's out there that we want to make sure that we're looking at and considering as we make changes to our land development regulations uh supports context sensitive use of street traffic calming speed management techniques uh you reduce lane width canes roundabouts or what have you as you know engineering has been doing quite a bit of um studies and stuff in some of our neighborhoods uh to kind of uh reduce to increase traffic safety uh so this the policies in here are basically uh in line with uh some of the things that we're already starting to do uh we're definitely supporting the broward mpo safe streets for broward program uh encourages the culture that accepts bicycle use is mainstream travel mode so you'll see a lot of policies in here that uh kind of ask that we look into as we're making improvements to different streets and different infrastructure there that we look at uh how we might be able to incorporate you know bicycle facilities and stuff uh into the into the city uh continue to implement provisions in the ldrs that require the provision of on-site sidewalks that connect to other sidewalks so we're and we've already started kind of doing this with in our development review committee making sure that we're connecting and looking at connectivity and connecting sidewalks and other things to improve pedestrian movement and mobility throughout the city housing element again um you're looking to continue to incentivize affordable housing development again we've talked about the presentation just had parking reductions expedited permitting zero lot lines things of that sort so there are policies in here that support that support d restricted adus again we've talked about that support continued use of cdbg and ship grants of finance production or rehabilitation of renter occupied housing supports land use plan and zoning code designations which allow for manufactured homes we do have a a zoning category that does permit uh manufactured uh product supports public private efforts to create and preserve affordable housing we are trying to get a little more aggressive work with some private uh you know affordable housing developers so that we can uh actually develop more affordable housing products within the city uh supports the use of financial incentives to assist the private sector and the provision of affordable housing we have a project that uh we recently approved that we're the city is kind of entertaining even doing some tiff financing uh with that uh developer uh we're looking uh we have municipal land that we're now talking to different developers about and we're uh and even looking at uh other uh proposals decrease property tax or fee reductions and things of that sort so there's lots of policies and stuff that are in line with that supports utilization of the county's density bonus program again we talked about that in the housing element and also with um you know uh studio and efficiency units uh possibly looking at uh maybe looking at those that should be 0.5 dwelling units for uh density calculations that's titled there conservation element again supports development climate change mitigation and adaptation program that supports mitigation and sensitivity to impacts of climate change that's something that our previous plan didn't our previous cut plan really didn't uh address much but it's uh you're going to see a lot more policies in here to deal with that uh continue to update the east coast water supply facilities work plan promote use of zero skate landscaping public information techniques to encourage residents lawn maintenance uh groups with uh to minimize lawn fertilization canals these are just some examples of some of the some of the things that you'll find within conservation uh element vegetative communities removal of exotic vegetation that we're supporting supports protection conservation those areas known to be reproduction nesting feeding areas for animals listed as endangered or threatened species continue to promote the planting of trees along streets and in parking lots to reduce heat islands within the city so we we have some discussion there i know that uh we've been talking with engineering and public works that uh with some of the issues regarding street trees uh but there's there's some things that we're going to have to work out if we're going to really look at true sustainable uh practices within the city recreation open space uh just kind of looks at uh supports installation of renewable energy infrastructure at parks uh utilization of sustainable building and florida-friendly landscaping there supports accessibility and linkage for mobility impaired populations recreational programming for all segments of the population continue to seek funding from governmental agencies for acquisition of new sites supports provision of security measures at parks incorporate and preserve native vegetation design of all new parks and recreation facilities and uh we want to also continue to seek feedback on park programming via social media surveys attendance at homeowners association uh and and the like um just an example there is the intergovernmental coordination element this this element is basically uh indicates that we're going to continue to try to work with all of the various types of um you know south florida water management district the south florida regional planning council the mpo all these various groups uh brownwood county planning council f dot or what have you uh in terms of uh improving all sorts of things from um you know pollution to uh mass transit or or the like housing uh etc and then i indicated that we are going to have a new uh resiliency and sustainability element i think this is something that we're definitely going to want to have you guys uh you know take a look at we will also take this to our uh sustainability board to get uh their impact but this uh some of the things that you'll see uh within there that we're promoting promotes greener more efficient climate resilient construction practices by building all new construction city-owned facilities that maybe look at uh promoting maybe lead standards or green building standards uh for those new buildings ensure impacts the climate change are an integral component of all planning processes so that we're taking those things into uh consideration we're looking at sea level rise projections and resilient approach to stormwater management plan and flood hazard mitigation programming city shall consider greenhouse gas emissions when we're making certain decisions in terms of procurement of different services capital improvements things of that sort uh that we promote uh maybe looking at uh maybe trying to do performing uh greenhouse gas surveys and stuff so we can kind of keep a update on maybe what the city's ecological uh footprint is and how much progress we're making uh in that regard and support amendments to the ldrs that support climate smart development practices such as solar installations electric vehicle accommodations water storage rain water reuse permeable pavers you have urban heat reductions things of that sort so there's a lot to sort of uh dig in here i'm uh basically have the preliminary draft i am making a couple of uh just small modifications and uh this is pretty much ready to to go out to you so i want you guys to sort of dig in and uh probably i think because there's such a plethora of data and information that we really need to go through that uh it may be a good idea for us to kind of set aside uh maybe two or three meetings to kind of take a couple of elements at a time uh to kind of talk uh to you know to kind of go through get your feedback and we can update and incorporate things as we go along we will be working with other boards i'm going to be meeting with uh various departments uh you know so they can uh kind of take a look at things give us uh appropriate feedback uh on the plan uh and uh you know we want to move this um i'm don't know if i'm being optimistic i'd like to be uh maybe getting this uh implemented sometime around august or you know uh so we got a quite a bit of work to do uh between now and in that time but uh it's it's here i know you guys have been waiting for this and uh so i'll i'll take any uh any questions that you have at this time and uh then as i said mr chair i'd like to kind of talk about maybe some dates uh as we look forward to some of the planning with both the um the text change that we just talked about and from the days max i guess we'll just go down the line yeah so i do have a couple questions uh really they're all from the land use section uh i don't know how much you want to get into specifics right now my first question was does plantation even allow units of 500 square feet or less we we do allow so this 500 is our small is it 600 500 600 yeah so right now we don't allow 500 so so maybe this is feedback for the ordinance that we were uh not voting on before uh because i remember this that table being in there so maybe we should look at either striking it or just lowering the numbers so that we actually allow right units of under 500 square feet so as i said there's stuff i threw in here that i knew was going to uh have you know create maybe some controversy or some discussion that some people are for or against i don't think it's controversial at all yeah well i i well i'm not progressive i'm saying that because developers have already been coming and applying for waivers and they've been granted and i don't i think that we should change the rules if we're going to keep granting those same waivers yeah i'm not talking about developers or yourself there are other residents who are going to be a little reticent and i've talked to some so i know that they're out there sure my second question is uh when when we do change all these land use categories to commerce does it affect live local act eligibility for all those parcels no because they're looking at more of the zoning if it's zone industrial or yes okay so because the where that question really comes from is the mixed use zonings because i wasn't sure if brower county or us as the city if we count the mixed use zones as commerce or as like a residential or a separate thing so i was curious how that interacted with live local but if it's based on the zoning then right live local will apply regardless right and i'll tell you there was a policy in here right now that discourages that that's actually in conflict with um live local uh in our current plan because it discourages of course uh residential development on industrial uh you know uh you know uh zone properties well the comp plan will probably last longer than live local and my last question so when the county approved policy 216-4 the bonus density uh the county doesn't have a maximum density in in that policy and they said it's up to the cities to decide what they want so my question is because i know that we have both the land use and the zoning so the land use is the more permissive and the zoning kind of narrows that scope down so my question is when we do the comp plan update do we want to keep that flexibility open by not putting like a maximum density if you're using 264 in the comp plan but in our zoning code you know we limit the density effectively either through the density itself or through the massing regulations that we put in the zoning code right right now we we kind of we still do have uh for you know uh within the within the code the 25 dwelling units per acre if you're utilizing uh those bonus densities uh as we said it would allow you to exceed that 25 dwelling units per acre but but like i said it's up for discussion i i didn't make too many changes there but we welcome feedback in terms of whether uh you know the city has the appetite to increase the so if we if we say that if you're using 264 you can go above the 25 units breaker whether that's kept in our zoning code or in our uh land use element that's um but then we don't specify what the maximum density is if you utilize that what happens well okay you mean if you well like if a developer shows up and says it's not you don't say that we can only go up to 80 or 100 or whatever units per acre what happens it's going to be up to the city to uh determine at that point where the city council wants to go with that right exactly okay thank you all right matt thank you for the presentation um i just wanted to know if there i'm more sure if you fell under the future land use aspect of the housing aspect of it but i it seems like it would be good to like have like make it easier for both subdividing and consolidating and consolidating existing properties for property owners to do that um so that way if it's like let's say kind of got two acre place in the acres and they're they're trying to make like kind of uh a new acre of land uh for like a new house it would be easier for the property owner uh to do that sort that sort of subdivision for the bureaucracy so wait let me make sure i understand so you're saying if someone has like a two acre parcel out in the acres and they want to subdivide it into two one acre yeah yeah that that would just be planting the the property uh you know uh into two separate acres for it yeah yeah like yeah i was just thinking of that or um like the reverse or and i'm just using the acres because right you think a bigger is big but the same constant applies even like the smaller properties like if it's a house and you want to subdivide at into like a small residence yes that's correct but but we have those provisions available now uh so yes um the property rights element that you're working on is that a property rights element that gives a little more i don't want to phrase this my understanding is that the state's view of property rights is that if you own the property uh your neighbors be damned um what is the direction we're trying to go with that so as i said when we did the ear we did actually adopt property right this it's a very short section and the state has been very uh prescriptive or instructive in terms of what they pretty much want to see now you can go above and beyond that i guess you can add uh more restrictive or more permissive uh more restrictive i guess okay um here's uh just to give an example of the the um like for example the objective one judicial and constitution property rights uh like policy one the city will consider in its decision making the right of a property owner to physically possess and control his or her interest in the property including easements leases mineral rights city will consider its decision making the right of a property owner uh to use maintain development improve his or her property for personal use for the use of any person subject to state law and local ordinances uh another one city will consider in this decision making the right of a property owner to dispose of his or her property through sale or gift uh the second objective city will shall continue to follow the public participation procedures outlined in land development regulations land development regulations that provide standards for notifying citizens things of that sort that those are the policies that are in there it's you you'll know it's a cut and paste from the states that you okay cool in that case then uh all set there uh sidewalk connectivity we had an issue back when uh one of the properties was built behind the old-fashioned mall sorry that's my landmark um and i wanted and pushed for sidewalks both sides and was told very clearly um by the representative well it's not in the code so my question is with regards to this connectivity are we going to be mandating sidewalks both sides of the street moving forward yeah we're already as we go through our development review process now most developers aren't pushing back on on on that uh for the most part but but it's happened so as far as like is that going to be the standard moving forward yeah but there'll be policies in here and then once we get that policy in here we will definitely look at amending the ldrs to to support that okay um and so the preliminary draft is almost ready when when can we expect a draft to come to our emails so we can start looking at it i can um i i'm doing some just kind of reformatting some things right now um because there's still a couple of things as i was going through that i want to make sure are in in place i i want to finish that within the next week or so like maybe two weeks or or what have you uh i was going to make it available i could probably even make it available prior to uh you know the the uh discussion that you know once once we decide whatever date uh you know prior to that to give you some time because it's quite a you know it's a lot it's a substantial document so my request would be just as soon as you're happy releasing it to us if you could absolutely then we can start absolutely cruising at our ready to get the presses going uh um anything else for the days no comments being taken from the audience on this one because it's just informational at this point so you wanted to talk about dates let's talk about yes so right now i'll just say what we have on the docket if nothing if they don't withdraw the application or what have you we know that we have uh an item that's coming back um that was was put on the docket but they uh actually withdrew it and that's the um um racetrack um development at uh pine island and sunrise so we know that that's going to be uh on the may agenda right now and that date is may 6 is that correct right may 6 now i'm anticipating just from the emails that i got the first time around when it was advertised i probably got 30 40 maybe emails of people uh really uh in opposition to that i anticipate that you probably would have lots of people showing up coming to that that meeting so it's probably going to be a very long meeting and may not be the best place for us to uh try to have a discussion on the comprehensive plan and so what i was was thinking was perhaps we could set up uh maybe a separate meeting um later in may to so that we could really concentrate uh on discussing this and and we'll bring the uh bring the uh text amendment back where we can you know just pretty much have those discussions and not worry about uh land development applications and public hearings uh kind of uh getting in the way of that so i so the so we would have the may you said the may 6th that's the that's the date miss i'm looking at may calendar that's the first tuesday okay so may so so you know possibly uh the second or third um tuesday uh which would be the 13th or the 20th i guess i know for a fact that i'm gone both of those so i mean don't build it around my schedule necessarily like i said the month of may for me is a damn near impossibility um do we know when city council is it's the wednesday second and fourth this is the 7th or the 14th 7th and the 21st okay so so they're the 7th and the 21st literally the only day i would have off would be the 14th if we could do it on a wednesday but i don't want to mess with anybody else so it's really and and i don't even know if i get that day off yet because i'm still waiting until the 16th of this month to get my schedule welcome to the airlines um but that would be the only one i might have a reasonable chance of making so i'm available uh any day after may 12th so both of those days are good with me uh if you do it on a non-tuesday i'm just not going to be available i think on thursdays in the afternoon any other day of the week i should be fine so the 13th might cause a problem for me okay yeah okay but i'm i'm if you if your preferred dates are the 13th and 20th well maybe yeah i i mean i i think the 20th would be the best um other yeah we've got yeah typically when we we do it on the third uh tuesday we don't have there's no conflict with with other meetings we've done it before yeah there's there's a special magistrate meeting i believe but that's earlier in the day i believe the 13th but the 20th is the preferred date which is the third tuesday third tuesday yes yeah i'm i'm not i'm not like from the 15th through the 23rd i'm not even around so yeah that's what i thought so is that does that work for everybody else yeah and the other thing is as i said there's i mean we've got the land use it's a big element got transportation housing uh you know um so i was thinking that uh you know and you guys tell me it's a you know maybe having maybe two or three like every every uh month or so we could do it as part of the regular meeting just kind of take three or four elements and uh you know get feedback and then you have chance to go focus on the next three or four or or what have you uh as we kind of move through that i don't know if that works for you guys or if you you want to do one great big bite at the apple um i i would say no great big bites at the apple um especially if you're looking to to do it come august i'd rather separate it into smaller ones because that would give everybody time to to drill down on the issues um and as long as folks don't have plans for the summer yeah if we just double up i would assume june and july yeah we might be able to get a ton okay okay so we'll look at that okay so we'll put i'll put together like a schedule of uh maybe like you know three bites sort of uh and the elements that we'll kind of look at part of this so just to verify may 6th is the planning and zoning meeting regular meeting may 20th is the one that you're shooting for right we'll advertise that as uh the text change and the comp plan okay anything else anything from the dais
