good evening and welcome back the city of plantation council meeting for wednesday september 20th is now called to order city clerk please call the roll council member anderson here council member andrew here council member fadgen here council member horland here council member einstein here mayor sordle here city attorney ezra here thank you we are delighted tonight to have the pledge of allegiance by some students from south plantation high school it's a very good school according to uh council member fadgen who's alumni there and anderson and several other members of staff and so uh jelani reyes all of the students i won't call you because you're going to introduce yourselves but the students from south plantation if you can come over and lead us in the pledge of allegiance don't be shy i think they need a little applause so as they come over to the podium here and make sure the green light is on they're going to introduce themselves after the pledge but these students are in the latinos in action course at south plantation high school and they'll tell you a little bit more about themselves in a minute and before we actually do the pledge uh or after you all do the pledge i'm going to ask for a moment of silence uh in honor of ralph and gloria merit who passed away and the services will be held on wednesday september 27th at 5 p.m at plantation united methodist church so students if you can face this way and the flag and then make sure the green light is on it is okay i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all so don't move don't move don't go anywhere so if you can tell us a little bit about latinos in action and i'm going to join you because i have a proclamation for you uh and i know that the teacher is also here she can join you all and the principal miss henschel is here and i don't know if the activities directors oh okay you can let him in as well and we also have mr michael garcia here from hispanic vote and i would like him to also join us here at the podium so tell us who's going to be the spokesperson to tell us a little bit about latinos in action um latinos in action is a well they call they call it a club but to me is a familia which is a family where we all stand together for one thing that we all love which is our community our culture where we come from our countries um for me being hispanic it not only means coming from a hispanic country and speaking spanish but it also means knowing the struggles behind why um our families have always appreciated their their races and their culture and i think that sharing this experience with all of my classmates and all of us becoming one group and one one familia is a very fun experience to me because i get to share with them a lot i get to see them grow as a person i get to see myself grow as a person and we all grow together we all share a lot of memories together we all do a lot of work for the community for ourselves and i think my rosario does a lot for us too because she's always there and she's like a leader when we can't do something she's always there for us and she's like a second mom to me thank you thank you so much we could feel that passion in everything that you said so i do have a proclamation for you all to take back to your school and it reads whereas latinos in action was founded in 2001 with the mission to empower latino youth to lead and strengthen their communities through college and career readiness and whereas in 2014 latinos in action started in six broward county public schools and has continued to expand to include south plantation high school and whereas in 2015 latinos in action was awarded the white house bright spot for hispanic education by the white house initiative on excellence in hispanic education and whereas the vision of latinos in action is to be the model for latino youth engagement through personal assets excellence in education service and leadership which you all exemplify whereas latinos in action is implemented in 14 states serving over 10 000 students in over 350 schools with a graduation rate of 98 it is a proven beneficial course for students to gain insight into college and careers and whereas as part of plantation's rich diversity the city of plantation honors and celebrates hispanic heritage month and acknowledges the presence of people who have an ancestral background and common connection to the over 20 countries in latin america including mexico central and south america and the caribbean and whereas the theme for this year's commemoration is prosperity power and progress we recognize the achievements and contributions of the hispanic community in arts education politics science law economics and several other areas and encourage residents to join in the national celebration of hispanic heritage month now therefore nick sort of mayor and the city council plantation florida do hereby proclaim september 15 2023 to october 15 2023 as hispanic heritage month just going to take a big picture they're being shy and every all the council's going to stand behind us are we are we relatively even okay all right everybody look at the center thank you all so much keep striving to do great things okay well also in honor of hispanic heritage for the staff we have lots of treats from vicky bakery in the back lounge and if you don't know we have vicky bakery right here in the city of plantation now so they are located on sunrise and university so i invite you to uh to go over there and support one of our our local hispanic businesses and also in honor of hispanic heritage we will have at the view at colony west in tamarack florida next thursday september 28th from six to nine be a wonderful fiesta hosted by hispanic vote which is a non-partisan group so join them there'll be a guest speaker felipe pinson and lots of dancing i'm hearing so get your dancing shoes and get ready to do some salsa there'll be music hors d'oeuvres uh it's a great celebration so please join us on september 28th at the view at colony west thank you um i'm a sports fan and with that in mind i'm going to have to go out of order because our firefighter basketball team has an eight o'clock game so we're going to get you all there and then uh then we'll go back to regularly scheduled programming so uh 30-year award goes to joe nam want to say anything i'm sure um 30 years ago a friend of mine approached me and said hey you want to join the fire department i said why would i want to join the fire department and i go he goes well you know you can blow air horns and play with the sirens i go okay that sounds fun so i did it and 30 years later i'm here uh but it's funny because just shortly after that i was at first extrication where we rescued a female from a car where there was a tool dual fatalities i remember that remember we remember every accident that happened in the city but the thing i remember most from that incident was her parents were there because these were teenagers and um the just the immediate gratification they had for getting their daughter out and she survived and then there's been many incidents since then so it's funny because i joined uh really really for the air horn and the siren and it sounded like a lot of fun but after you know 30 years of you know getting immediate gratification for helping the citizens it's kind of addicting and i think i can speak for all my comrades here that they're here for the same reason for the city very nice you're going to miss this uh 15 years jesse pinate thank you sir thank you appreciate anything that is the best anyone has ever pronounced my last name in 15 years so i look forward to coming back next time i just want to say i'm uh blessed and thankful to uh serve alone a lot of passionate and uh dedicated many women in this city and i look forward to another 15. thank you thank you 10 years david erringer now are you guys like me and trying to figure out which one of these guys are basketball players when they come up it's not me i'll tell you that congratulations sir anything you want to say um i just want to thank you guys for allowing me to volunteer for as long as i did you know i've got up and moved to the other side of the state so i'm just happy i was able to do 10 years here appreciate it you get a pin um confirming that uh patrick tool isn't here right alissa corbelo 10 years point guard or small forward okay i'm not a basketball player sorry okay i just want to say a quick thank you so much 10 years has uh really flown by and it's been an honor to serve the city of plantation oh yeah sorry i got i got the whole family here okay okay proud hey how are you good to see it all right i i served city plantation with my father who's a rescue battalion chief yes my brother who works for the city of tamarack and my mother who is also retired from the city of plantation fire rescue thank you appreciate it appreciate it 10 years steven bunting tough act to follow upon joe yeah um again 10 years of the city um six years on prevention so it's been amazing trip so far can't wait for the time thank you guys i appreciate you good oh okay okay this way no you got it okay yeah same way okay what's um you got uh mr polio we're on we're going to go back to proclamations now and then we'll do our last service awards after proclamations fire people would be if if you'd be willing to be nice to sit through to hear everything but also understand you got games yes dot oh okay you're using all your persuasion now instead of doing budget so i'm going to give it to you uh who's that is that nancy or or danielle danielle bernard fire 10 years all right being a team mom for adults is a lot of work that's a lot of work yeah it is a lot of work yeah a lot of work thank you that's it did you want to take a picture with me danielle are you going to say anything no thank you okay quick and painless there we go thanks y'all here we go chief you're welcome please go in hi good evening council president council members mayor attorney ezra all flaw-worn you've all heard that term before florida florida water wastewater agency response network is a statewide group of utilities working to assist other utilities through interlocal agreements during both natural and man-made disasters as well as emergencies it's core it's it's utilities helping utilities it's just a group uh all working together the need was clearly identified during the 2004 hurricane season where four major storms made landfall in the state causing an estimated 20 billion dollars in damage plantation was a direct recipient of this type of coordinated cooperation during the 2005 hurricane season when we received more damage to our infrastructure from hurricane wilma than any storm before utility teams from saint petersburg city of daytona and as far as escambia county landed here to assist plantation in our restoration efforts which took all teams about five weeks to complete in 2018 when hurricane michael devastated or decimated mexico beach and again in 2022 when ian made landfall plantation was able to reciprocate to the organization with utility crews to assist in their recovery i'd like to introduce tonight an integral part of the flaw-worn team for the state mr kevin carter who is the state chair of floor flaw-worn and also the assistant director of broward county utilities is here tonight to explain a little bit about the organization and show the organization's appreciation to the city of plantation for our involvement and continued support of this valuable organization mr kevin carter all right thank you danny thank you council members mayor for taking time on your busy agenda to recognize your water heroes and that's what we call them in floor-worn i want you to think for a moment what a floor-worn help wanted ad says take away from your lovely confines of your home drive halfway across the state maybe the whole state go to a hurricane devastated area with people in shock you have no electricity you're going to be working long days for seven to ten days and we'll have some hopefully good food and definitely plenty of water and people answer that special people people in the water sector and danny and his team joined a hundred others from southeast florida to respond to the southwest coast and we totaled 300 from across the state and brought the most important resource on earth back to devastated community water i'm very privileged to be the chair one of the things we also want to stress today is to stay vigilant we are still in the middle of hurricane season and so we request that you keep your community ready and we know danny and his team will be ready whether they need to prepare at home or to hit the road again so with that i want to give this plaque to show the appreciation that the statewide floor-worn steering committee has for your city and your utility the steering committee is the strategic arm we at a statewide level and then we work with again 300 water heroes to respond to an emergency so thank you very much thank you danny and your team and um we'll give you the plaque thank you all right thank you thank you you sure i got more than any i got dogs next thank you yes so so as you notice we have visitors of our elk and we have a national service dog month so um you guys want to come up i'll read the proclamation if you're able you want to come up and we'll do that and we'll take a picture eventually and that's what we'll do okay all right as there is reason to believe in the joyful transformative power of the human canine bond and exclusivity of all citizens and whereas in the united states 64 million adults and children have a disability and only 16 000 service dogs from accredited training programs exist and whereas canine companions is a non-profit organization that enhances the lives of people with disabilities by providing expertly trained service dogs and whereas national service dog month aims to educate our community about the benefits of service dogs and the laws protecting them and whereas the city plantation continues to work toward becoming an inclusive community which all citizens and their service dogs are embraced now therefore i nick sortle and the city council plantation do hereby proclaim the month of september as national service dog month and we encourage all citizens to celebrate test trained service dogs and be respectful of the rights afforded to the adults children and veterans who lead more independent lives because of their assistance that's the big part thank you all where do you want it photo joy let's let's put you guys here in front of us are they generally the same uh uh breed they're labados golden retrievers and mixes of the two labs okay because our police dogs are obviously one certain kind of a german shepherds right so our dogs are all bred specifically for canine for doing this okay the ones in the yellow gusts are future service dogs dogs in training all right who gets a proclamation cheryl have a proclamation thank you thank you very much thank you all very much thank you uh none of them were named melvin i'm sorry no melvins melvin and rea came from canine companions really your dog yeah rea like kittens and lizards too much and got sent back really fast and then melvin has a horrible fear of elevators and escalators so he came back so so were you a puppy raiser my mom was so we still have them like uh rea's like 12 and uh and melvin's 10. well we need and that's we need more puppy raisers more puppy raisers so maybe you can keep the family where i'm going uh i work 70s a week and about 70 hours a week so we're looking for puppy raisers that want a commitment um of about a year and a half a year and a half turn it no but then you get these amazing family members so it's it's a it's a wonderful organization thank you thank you so much good evening everybody um it it is tough to follow dogs and kids but uh this is an important proclamation um this uh this proclamation um is about is about us it's about all of us it's looking out for and supporting and caring for each other and i want to call up please um dr barry uh dr barry ryman from recovery unplugged and josh fenster from seacrest recovery center also um both of them grew up in plantation josh is a long time friend from plantation so if you'll join me up here please for the proclamation um this proclamation whereas substance use disorder affects families in every corner of our country and from every walk of life and whereas drug overdoses last year took more than a hundred thousand american lives whereas u.s drug overdose deaths rose 13.7 percent between january 21 and january 22 and whereas with effective mental health and substance use treatment recovery is possible whereas recovery enables individuals and their families to lead full and productive lives to find joy and meaning to take care of themselves and their loved ones and to give back to their communities whereas during national recovery month we celebrate the more than 20 million americans who have had the courage to seek help for substance use disorder showing millions of others that recovery is possible and whereas to help more people achieve and sustain recovery the u.s department of health and human services the substance abuse and mental health services administration the white house office of national drug control policy and our city of plantation invite all residents to participate in national recovery month and show your support for all those that are in recovery today now therefore i'm exhorting mayor in the city council plantation to hereby proclaim the month of september to be national recovery month in the city of plantation and to encourage residents to celebrate and support their family members friends and neighbors who achieve and sustain recovery and so dr barry and josh we we thank you for all you do in the community to help ensure that that our community is child is going through the challenge of recovery and you're there for them and we're here for you if you want to say a say a word or two please thank you um i am barry ryman uh grew up here in plantation my first job at 14 years old was at the public's on clearion knob hill it's also where i got my bike stolen always lock up your bikes in the bike rack um but you know i grew up in jacaranda lakes and josh and i have been friends since we were 12 years old um grew up in a great family parents are still married today 56 years and i'm an addict um i have been now in recovery and sober for a little over 27 years and this is i am blessed to have gone through what i did but i'm even more blessed to have made it to the other side which we know today with what is going on with fentanyl and these opiates that and a lot of our first responders have left but um it is no joke it's awful um as lewis said you know over a hundred thousand people in the united states of america die each year from an overdose that's the equivalent of two jet blue airplanes crashing every single day um just to kind of put it in perspective so it is more than a pandemic it's you know it's it's there's really no words for it so um i am so grateful to have this opportunity to stand here with josh who's going to say a few words in a second um because the two of us who used to get high together um believe it or not and now he's clean and sober for decades and uh sober see yeah he's the word sober i used the word clean um but the ability and now i get to spend every day in my life helping others i represent a wonderful organization called recovery unplugged where we use music as a catalyst to help engage clients in our treatment centers that we have here in south florida and across the country so josh thank you thank you for having me i appreciate it like barry said you know i personally caused a lot of havoc in the city of plantation i did a lot of bad things i shouldn't have done in the city plantation and this is where i grew up um but you know now i live in palm beach county but this is this is my home when people say where'd you grow up this is this is where it is and uh you know about 16 years ago last month i decided that i was done um i kind of reached the end of my rope i'm pretty sure i'd be dead now um and i decided that it was time for me to change my life pretty much everybody was done with me and it was time to make a change and and that's what i've done for the past 16 years i work a strong program of recovery i'm an alcoholics anonymous i'm also was an alcoholic and a drug addict and it's completely changed my life i went from you know having nothing i had no money i was living in a condo that i own that you know i was at the end of my rope and no more money left and i turned my life around um to now i'm married i have a child um my wife is also in recovery and um it's given me like a life like i never could have expected um and it's all because of of getting sober and changing the way i did things and you know like barry said we you know we got high together and we he got sober when we were 21 and i got sober when i was 31 i waited longer and you know first person that called me when i got sober was barry and he found out i got sober and since then he's best man of my you know we didn't talk for all those years he was the best man in my wedding um i was in his wedding um and it's been a really amazing life and i've been lucky enough to have the opportunity to help people by opening treatment facilities i have one in florida new jersey and two in ohio and you know that's pretty much my life's work is trying to help people um i get to do something i love which is the greatest thing on earth um but i'm super grateful for this proclamation being able to come and speak in front of my city and i thank you very much appreciate it thank you thanks guys thank you four more service awards uh 25 years scott miller public works he made you come he wanted to stay home i wouldn't let her i know thank you council members thank you for putting up with me for 25 years and hopefully i've done the right thing by the city the city's done the right thing by me thank you thanks for the cake yes sir thank you appreciate it uh scott is part of our stormwater team now and we've deployed people to focus specifically on getting the canals cleaner water moving quicker and uh they're doing pretty well so very proud of them uh 20 years nancy romelo finance congratulations two wins for you today yes um i just want to say that i feel emotional and blessed to work in the city and to my finance family which i love and my director which is great great support great boss so i can ask for any more so thank you michael labrell utilities excepting on behalf of michael is uh danny palio thank you for the opportunities you give our employees uh he's 10 years and he's probably going to do another 10 or 20 so thank you you in concrete concrete okay mayor is that his thank you all to all of our employees that were recognized this evening thank you and for the proclamations that takes us to our parks and recreation update with mr goodrich good evening everyone uh i know some of these are going to be repeats because trish did a wonderful job in my absence last week but i'm going to go and press through this real quick saturday the 23rd volunteer orientation that is primarily focused around the school children that need service hours for their graduation purposes we've had very good luck with the program but we also do have other people in the community that like to come out and help us with some of our events we're very thankful for their support so that is uh this saturday the 23rd from 9 a.m to 10 a.m at central park multi-purpose building uh monday the 25th is uh kids day off uh for school so we do have a kids day off camp at gym lord community center from 7 30 a.m to 6 p.m 30 for residents 55 for non-residents for the day uh grades k through five uh thursday the 28th we have a fitness skating party uh last year we started doing some skating party uh skating activities in the rinks out there uh so we're happy to bring them back now that the weather is starting to turn so that'll be at central park 6 p.m to 8 p.m free to everybody it's a fitness skating party so we're going to have some uh good music out there and get some good times going at the uh skate rink thursday october 5th is our senior trip uh perfect choice nursery in pembroke gardens residence is five dollars non-residents is 15 dollars bus departs at 10 30 a.m from gym or community center returns at 3 p.m uh lastly on my list is saturday october 14th is the community garage sale out at volunteer park a very popular program we run two times a year uh that'll be uh from 7 a.m to noon the deadline reserve space is monday the 9th 40 registration fee for the parking space that you get for the for that uh garage sale uh lastly i have is just a couple notes on pai athletics we have recreation soccer and file baseball that is now under for registration if anybody has any questions they can call 954-452-2508 thank the mayor or individual members of the council kindly keep your remarks to the allotted three minutes uh miss nancy ears nancy 317 northwest 43rd avenue plantation 33317 that's the park east community i've been appearing before the city council to address property issues occurring in the park east community why my property taxes increase my property value decreases here are the issues all these all those all properties reside on northwest third court there the first property is at 4300 there have only been some slight changes to this property all the overgrown trees were cut back you can now see vehicles coming around the corner the blue tarp was finally removed however the garage door is patched with several unmatched pieces of wood um is there a time frame so far it has been six years the other property is at 4501 for several months the property owner has parked and occupied a motorhome on the swale he was advised to move to the driveway now several vehicles including a truck are parked on the swale and on the lawn what is the time frame for this to be continued at 4599 a commercial box truck on the road it blocks the flow of traffic in and out of third court it does not belong in the neighborhood they have been cited by code enforcement and it still continues we have several residents who continue to put out black bags and waste management takes them i purchase blue and clear bags plus i am charged on my utility bill for the blue and clear bags so ultimately i am paying for their trash pickup a property owner on northwest second street is parking his rig in his carport i recall several years ago when the city of plantation declined to incorporate broadview park are we now creating our own broadview park with higher property taxes in park east i yield back my time thank you i will say it was yours i actually drove third last week because i wanted to see the house and so um i did notice some as you mentioned some improvements with the blue tarp being gone but it's my understanding that they they did have the closing so i'm expecting the new owners to um complete renovations on the property but i will follow up with that thank you thank you elena osrovitz please forgive me if i mispronounce the last name is it eliana it's elena osrovitz hi osrovitz thank you hi um so i'll start good evening council president um i'm a resident on west broward boulevard and hiatus um for a small hoa community called valmorale um so i'm here tonight to let you know you probably already know but just to put in the you know comment that the city's website um at the government slash go green part of the website um correctly says that in 2009 plantation was recognized by the florida green building coalition um known as fgbc it's a non-profit as a gold certified green local government and the website goes on to say correctly that in 2015 the city once again earned the fgbc bronze level certification um these are wonderful accomplishments and many city employees contributed to these certifications so very happy about that unfortunately the 2015 certification was only for five years and expired in 2020 so i connected with wonderful city employee carol morris to help to offer help as a volunteer with the recertification and she graciously replied in july to say that the city is reviewing expired environmental certifications and assessing which ones the city wants to undertake reactivating so i just want to say i strongly urge the city council to authorize staff to move forward with the florida green building coalition recertification process as i feel that doing so would provide the city and the wonderful sustainability and resiliency advisory board with a measurement of current environmental protection efforts the city is already doing and a very useful tool for identifying room for improvement and that's it thank you for your consideration thank you and we did discuss this as part of our strategic planning so uh we definitely want to pursue that award again so thank you yeah sure and i'm happy to help in any way as a volunteer if need be well we encourage you to attend the sustainability and uh that advisory board meeting so please thank you so much okay sure uh miss mccormick good evening donna marie mccormick 1201 northwest 114th avenue plantation florida my comment this evening is a public thank you on behalf of myself and plantation acres homeowners association i'd like to thank mayor sortle city council members andrea vagin anderson reinstein and horland and our cao jason nunamaker our city attorney ezra planning and zoning director danny holmes and his staff chief harrison and his staff and chief todd and his staff for all working together to develop and execute revisions to the city ordinances that now enables our city to effectively license diligently oversee and actively enforce adherence to the rules and regulations for short-term vacation rentals today was the first short-term vacation rental specific special magistrate hearing and myself and other residents personally witnessed a smooth and effective process where short-term vacation rental owners were educated on the requirements of the city or told what they needed to do to comply and advised of the ramifications if they chose not to do so so for that we thank you all very much but i would be remiss if i didn't personally thank council member denise horland for her passion on both short-term vacation rental and that issue and her ability to help reign me in when i become overzealous in the specifics thank you thank you miss mccormick those are all of the regular council meeting uh public requests i have is is there anyone online in spectrum mr conchlin can you hear us sir you are unmuted miss conchlin 4581 northwest six court heavenly host protect you and your families everyone it's day 1 286 since the beginning of martial law the lockdown mandates and the excuse me the uh violation of our god-given individual and constitutional rights it's 409 days since the fbi violated fourth amendment rights of the trump family home it's day 50 since the unconstitutional arraignment of president for his first amendment free speech rights um last week i mentioned that one of the governors in the northern states uh new york governor kathy hochel lost her case to institute unconstitutional quarantine camps without warrant or any warnings without uh being able to contact attorneys or families you would be automatically hauled into places for quarantine it didn't even have to be a positive test that uh was last week in rochester new york in in a uh court to uh defend the uh decision to knock down the governor's unconstitutional law by bobby n cox a single solitary attorney and uh and this week we've had a uh let's see it was new mexico governor michelle grishon that issued the unconstitutional cancellation of second amendment right to bear her arms and in that case the attorney general and the sheriffs rejected her unconstitutional order i bring all this up because i've mentioned it before i've requested when we were under duress the doctrine of the lesser magistrates and i've been asking the city to the next time that we are being oppressed by higher authorities that the city take up the doctrine of lesser magistrates to protect our rights here as citizens united states and residents of plantation and i would like to yield back my time thank you mr conklin um we were moving so quickly with all of our different proclamations and service awards that we did not take the time to actually consideration of a request for conditional use approval for a florida-based grocer at west broward shopping center madam president point of order um it's 10 11 and 12 being discussed at the same time are we doing 10 separate mr holmes would you like to to yes with the uh presentation kind of includes all those items in one so if the motion the motion has to be individual yes understood just want to make sure it was clear that the presentation would be for all three yes thank you yes okay mr holmes please yes thank you madam chair members of the council for the record dan holmes planning zoning and economic development director the item uh before you is application pp 22-0070 this is a uh proposed uh site plan amendment elevation landscape plan approval to construct a 29 365 square foot grocery store it also includes approval of a conditional use for a 2700 square foot liquor store and as part of the uh request there are also uh 10 zoning waivers from chapter 27 of the city code that's a part of the uh proposal as well which i'll go over as part of the presentation so this is a location map for the city the property in question is located at the northeast corner of west broward boulevard and north state road 7 at the 3901 west broward boulevard this is uh the city's uh zoning map so the property is uh currently zoned uh the four corners commercial within uh the city's uh gateway district uh to the north of the property is uh a hybrid commercial district and immediately to the east of the project also is a hybrid commercial district uh right behind the to the north sort of east of the project in this area this is uh area that is not located within the city it's located within the city of lauder hill but it is zoned for uh single-family residences to the south is also uh four corners commercial the property located here is four corners commercial and uh the uh the multi-family uh windsor project is uh zone uh hybrid commercial as well this is uh an aerial photo of the site again the property is highlighted there in blue we also show the notice boundary uh the notice boundary uh for the item as well that you see there in purple so everyone within that purple boundary was notified of this proposed request so existing conditions just to kind of orient you to uh the existing property this this is a aerial photo uh the property is a slightly older photo because this uh there's a bank that actually exists here um so that's the the only difference but you see that uh there uh two there are two major uh retail buildings uh located here and there is an additional building located here which incorporates a uh a laundromat and then there are some out parcel buildings that you see located along west brower boulevard these are some pictures uh of the shopping center this is one of the city's oldest uh shopping centers uh and so we're happy that we're considering a redevelopment uh of the site tonight we think uh we appreciate the applicant coming in and infusing uh some capital uh in into this district uh and just further context this just shows you some of the out parcels uh as i indicated there's a wendy's out parcel located at the site you do see a picture here of the the chase bank that was uh recently developed on the corner there up along the corridor again as i indicated there's a windsor apartments recently developed as well we have uh some of the uh car dealerships and also just south there we have the pearl which was developed some time ago mixed-use project uh wawa developed and built uh several years ago as well so we do see some new development kind of taking place uh along the corridor so the applicant proposal this is the proposed site plan that the applicant uh submitted to the city uh the applicant is proposing on building a here to actually demolish uh a existing portion of that building very similar to what we did at the promenade shopping center uh with the grocer there uh it was kind of demolished a section of that and we rebuilt it so they would demolish a section here the bay that will be demolished actually currently houses the united states postal uh service we are happy uh however to admit and the applicant has worked very hard with the city because at one point uh looks like we were going to lose the postal service there we did have several residents particularly even in the in the larder hill community located uh just behind the development there that had really asked the city to kind of consider trying to retain that use and so we were able to work with the applicant and the united states postal service has agreed to uh remain within the shopping center as well so that's that's a plus for the city uh the applicant is going to after demolishing a portion of the building here they're going to replace it with a 30 000 square foot grocery store and there would also be a liquor store that would be proposed as well they're going to also reconfigure uh the parking uh of the center currently there's 90 degree parking here the applicant is proposing to put in angle parking uh in front of the uh the proposed grocer the applicant is also proposing to modify as part of this some of the landscaping on the site and also create a new back of house here for the trucks that will come in and unload to service the the grocery store and we're also incorporating some architectural uh improvements uh as well they're going to kind of replace some of the uh existing spanish towel with a uh standing seam metal roof uh on the side and there's also some color changes and also some stone that will be placed on some of the facades and columns within the center i'll show you some renderings uh of that in just a moment but as i said one of the things that uh we discussed at great length in the development review committee was the parking reconfiguration uh at the site so as part of that there are going to be several trees that are going to be removed uh as part of the parking reconfiguration uh that is something that i will say that we did ask the the applicant to kind of take a look at uh but the agreement that they had in place uh the grocer was requesting uh angled parking and so they they've opted to uh you know to move forward with the angle parking as part of the proposal this is um it shows you some of the elevation so the the first building building a which is uh located here in red on the site these are the elevation so you see the east elevation the south elevation west elevation and north elevation you can see some gray and some green tones that have been incorporated uh into the the building as well and again you see the metal uh roof that uh is shown there this is uh building two building two is not really undergoing any internal renovations to the site but there will be uh renovations to the facade to kind of match building a as well and this is building c which houses the laundromat located uh here and these are some uh elevations for the laundromat uh and then this gives you some sort of perspective drawings of the of the proposed site in here so let's talk about some of the waivers uh so as as i indicated there's several waivers that are being requested as part of the proposed site plan so the first waiver is a waiver uh from the interior landscape islands uh the section 27 255 c1 of the code indicates that landscape islands are not to be located more than 10 parking spaces apart and shall be a minimum of 12 feet wide the applicant which would require for them the applicant is proposing to remove those landscape waivers and not islands rather and is proposing to uh to develop the zero landscape islands as part of the request the waiver number two deals with landscape parking dividers so basically the code requires that whenever you have head-to-head parking that there be a landscape parking divider in between those parking spaces because of the reconfiguration of the parking the applicant is also proposing to remove those landscape parking dividers there are currently six of those landscape parking dividers that exist now and so as a part of this proposed site plan there would be zero that would be proposed waiver number three is uh deals with um uh the landscape pedestrian zone length so in the front of uh the uh building that's being uh modified uh the landscape pedestrian zone is required along the full length of that uh uh building uh and the applicant is proposing to eliminate the landscape pedestrian zone on the southern portion of the building uh the waiver number four also deals with the the same landscape pedestrian zone but this waiver deals with the width the width the first one dealt with the length so this deals with the width of it uh under the code the landscape pedestrian width is uh to be 50 of the height of the building or a minimum of 10 feet uh the requirement here based upon the height of the building would be 20 feet and so the applicant is requesting to waive that these are just some examples of uh just to give you some orientation as to what the landscape pedestrian zones uh look like and the the landscaping that's placed within those zones and some other shopping centers uh in the city landscape uh i'm sorry waiver number five requires that all properties provide perimeter landscaping uh this perimeter landscaping is required to consist of three trees for every 40 lineal feet uh adjacent to major roadways uh so the uh along this portion of the site here along broward boulevard there will be a total of 21 trees that will be uh required as as part of this uh requirement of the code the applicant is proposing to provide 20 trees there so they're requesting a slight landscape waiver for the number of trees within the perimeter landscaping waiver number six requires a 20-foot perimeter landscape buffer also along these other roadways there exists right now on on state road seven uh 10.8 uh foot uh a buffer uh 5.4 foot along uh broward boulevard and 5.3 along northwest 30th avenue the applicant is just simply requesting to retain that existing uh buffer that exists uh there was an additional waiver that we identified that was not included uh within the uh staff request uh which requires uh which requires this goes back to the landscape uh pedestrian zone the landscape pedestrian zone uh requires that uh one shade tree be placed every 30 lineal feet within the landscape pedestrian zone uh there would be eight trees that would be required based upon the length of this landscape pedestrian zone again because they're they're eliminating the landscape pedestrian zone they're proposing to also require that no trees be located within the landscape pedestrian zone we also have a zoning waiver that deals with open space uh the code requires within the four corner commercial that a minimum of 30 percent open space be required the applicant is proposing uh to provide 17. i will tell you that currently uh the shopping center does not meet that standard as well so the applicant is not really eliminating anything there as well but because their renovations taking place under the code they will be required to bring it up to the code but uh so there's there's not much difference and they're not really deteriorating the open space uh here as well landscape waiver number two which deals with uh ev parking requirements uh the code requires that uh 20 ev capable parking spaces uh be providing that four uh uh uh you know spaces be installed the applicant is proposing to reduce that to eight ev capable parking spaces and to have zero installed uh and working at the time that the uh that the the uh development is is built and in zoning waiver number three this deals with the required for screening of rooftop equipment there is some equipment on the east side of the building that sits atop that can be uh that is visible so the applicant is requesting uh a waiver from that we do say that this is very minor uh it would based upon the location of the building uh it would not really uh be very hard to to see the equipment as it exists now but uh a waiver was still needed to comply with this standard and so uh staff comments in general um one of the things that we had asked the applicant uh to kind of do we tried to look at some of the pedestrian uh walkway and paths uh you know uh leading from the center uh to the adjacent uh roadways and sidewalks and so we'd ask the applicant to kind of look at uh and making some improvements here which they did agree to do when we were at the uh the lands the planning and zoning board uh so there was some discussion that was uh had there and the applicant did agree to address that again um staff had some concerns about uh changing uh this to angled parking uh based upon the number of trees that we were losing uh again that was one of the things that we uh uh indicated to the applicant uh several times that uh we asked him to kind of take a look at that from a sustainability uh standpoint as well if heat island effects or or what have you that was uh one of the things that we we thought that they should go back to the uh 90 degree parking uh and from as i said from an environmentally uh sustainable standpoint some of the trees that are being removed to accommodate the angle parking we think putting that back uh would would help to retain green space and help prevent the heat island effect on the property in conclusion i would just like to say that we do think overall even though we had some differences there with with the project that the proposed development is going to provide very positive economic development impacts to the gateway district we think it will also help to improve the retail mix that will go into the shopping center one of the things we also note is that this section of the city is what we generally consider to be a food desert there's not many grocers in there and as we try to redevelop the state road 7 corridor we think uh this proposed use uh was going to help uh provide some amenities to residents that will be locating uh within that district and so uh with that our recommendation is for approval i know the applicant uh is here and would like to address uh some of the comments that staff had so thank you very much thank you mr holmes so um i would like to make a jennings disclosure i did meet with um representatives of the florida grocer uh it will not affect my vote i do have a concern though that i brought up um with them about the 2700 square foot liquor store um i am under the impression that they cannot move forward without this liquor store but i think it's it kind of contradicts what we've been trying to do in the gateway uh with the elimination of plantation in and trying to clean up that entire area um that additional liquor store i think will only add to the element that we're trying to move away from so i'm a little bit worried uh about that particular element of the proposal in terms uh mr holmes could you go back to where you had the length and the width i'm sorry i didn't write the slide number down but currently uh in that development as you mentioned is one of the oldest right uh probably retail spaces one of the oldest in the city uh and what i'm very familiar with growing up there so uh but currently i don't know know if they're meeting that um that i guess code in terms of the enter the length and the width that you had there is the is the current uh store front meeting the code now i don't think so let me go back uh there's not much there's not much landscaping in there if we i'm just trying to go back to some of the pictures or to see yeah there's there's uh yeah this was a very old shopping center and we probably didn't even have that standard in place at the time that this shopping center was developed so um a lot of the waivers because of that yeah i i personally could be okay with i do have a problem though with the removal of so many trees and i think you said it's due to the parking and having that that angled parking so is there a compromise where we can keep some some more of the trees or if not are they willing to um relocate the trees somewhere else and there are some trees that are being relocated and replanted on on the on the site okay so yes i don't think that was mentioned earlier yeah and are they willing to to have trees then i know you have a program where you can purchase um into a general fund and you all will plant the tree elsewhere in the city yeah well they would still have to comply with the city's tree removal uh requirements so yes okay um i think that council member vagin also busted thank you um i'm going to make the same jennings disclosure it's not going to influence my decision um question for the applicant uh you mentioned our meeting that um you're going to meet with commissioner martin from waterhill did that meeting occur uh good evening janelota for the applicant and yes we met um last friday i believe it was with commissioner martin at the st george community center in waterhill what kind of comments did he have he was he was generally very supportive of the project one of his um items which we've already committed to requesting and urging public or urging the florida based grocer to do is to hold a um job fair prior to the opening of the store which will likely occur probably a few months prior to opening um and if possible one in the city of lauder hill and i believe um the cra director also spoke with commissioner martin and we'll be able to relay what commissioner martin said to him as well good good um i'm going to ask a couple questions we i asked you in the meeting there's not going to be any reserve parking for like um order in advance stuff okay no council member at this present time there um the florida based grocer has not asked for any reserve uh to go to pick up sometimes i understand at this point and at this point none have been asked for and and i believe um at least my experience has been in the city that to do so we would need to get approval um shown on the site plan where those are designated um in a shop a shopping cart i don't know what's called a shopping cart collector are those going to be in yes there's actually four designated on the site plan you can actually see them on this drawing um right directly in front of where it says the letter a in building a there's a two head to head and then there's one more on either of the drive aisles on either side okay um and then regarding the comment that uh council member andrea brought up regarding the liquor store i understand her concerns danie what would be the radius that it would exclude another liquor store to move into the area because there would be a liquor store in existence right there's not there's like a we do have a radio question the last time we were talking yes we do have a ray i don't recall it off the top of my head i thought it was like 5 000 feet or something like that i think it's around 2500 feet or something yeah my feeling about it of all the type of liquor stores that could possibly come in this florida-based grocer liquor store is probably the most you know uh what's the word um palatable yes yes as opposed to an independent liquor store yes so i don't think we really should um be against allowing them to have that liquor store in because it's going to play defense for us is my opinion so um but that's really all i have to say so thank you very much thank you council member of adjun council member reinstein yes thank you um i'll also make a jennings disclosure having um spoken to the applicant and the people that were uh were there on behalf of the store and the property and it won't influence my my decision um and thought process today um mr holmes a couple questions one is um the the picture that you had that had the picture of the lauder hill behind it um and i think maybe it was the one that picture and the one before it the one with not it says lauder hill it's the one with the uh did i well okay let me go well while you're finding the really the question is about the notice zone um when when looking at the picture there's one more that that notice map right and then the next one shows us that what's beyond the purple beyond the blue and the purple is the city of lauder hill and so my first question is is that area excluded by the very fact that it's another city from our notice yeah under our code we're not we we generally try to give a courtesy notice uh to the city we have been uh in close contact with the council the council member uh that resides in the area we did uh kind of meet uh with the uh hoa there that had an opportunity to uh provide comments i think many of them also attended the public meeting as well janela once again we um hosted a community meeting although no members did um from that neighborhood did appear i believe that our map our notices went for the full radius around the site so they did receive notice of the community meeting i appreciate that just to be sure because you said you believe can you can you confirm that the notice did go out i would have to look at the the actual mailing list and tax map i do not have it with me and i only ask because it's it's one of those things that we've talked about before um from this day is the question of notice and whether or not uh especially i mean this is not usually we're talking about um a lot of farmland or a lot of area where it's included and so the people beyond it are excluded because our notice zone is too small and so in this instance there was an exclusion on our behalf because of the other city and i recognize you may have done it i just want to be sure that um we're looking at that area where the most residents the the residents living the closest to this will have gotten let me this this issue uh this question did come up at the planning and zoning board as to why the boundary was the way it was right now the the city's gis map it only has the city's geographic boundary so but we're we're going to look at uh whether we can uh just kind of go out maybe like a thousand feet or so uh from the city's uh boundary so in those instances where we may be able to contact uh the adjacent municipalities but right now we don't have the ability to because of uh the boundary map of of the city but but as i said we we have been in contact with that adjacent mr awesome that thank you yes um glenn hall um cra um we did have multiple meetings with the hoa there um the commissioner from lauder hill martin has um ongoing meetings to give them praise of the ongoing um development in the area and what we have done is made a proactive process of making sure that lauder hill was fully engaged in all the different things we're doing in the gateway and so we did have multiple meetings and in fact um this was the reason why i knew that the neighborhood uh really want to make sure that that postal office was would remain it was a major major issue and that's the reason why we actually went to um the federal federal government to talk to them we were trying to figure different locations um and we emphasize that with the developer to to retain um this operation and and they did and so that was a big win and also the whole idea of making sure that the people in the neighborhood an opportunity to actually get jobs there to have that job fair which is very very important so they did have a lot of input thank you i see i see you running over yes janela once again the joy of modern technology this is actually the tax map that i received with the affidavit from kutron associates who's well known to to basically pull this information for many applicants throughout broad county and as you can see and i don't want to turn my phone because it'll flip it uh you can see that it hit within the radius that i think it's a 300 foot radius hit those homes that are northwest of the site thank you very much that's for the community meeting notice thank you for sharing and while obviously uh northeast north uh correct right northeast uh while obviously my main concern is uh is is our city and plantation our residence but uh i'd be remiss if i didn't think we showed some concern for our neighbors so i appreciate that um a question about the landscape pedestrian zone so you had some questions already asked about that area both the length and the width um my question um is what is the purpose of the landscape pedestrian zone well let me show and i did try to incorporate a picture i see the picture yeah yeah so it's really to help provide what we call foundation plantings around the building so that uh the building has some foliage and landscape around it to enhance the overall aesthetics uh of of the property so that's what i thought you would say is that it's it's to enhance the beauty the aesthetics so it doesn't have a utilitarian purpose otherwise i mean it's not um because i i'm questioning you know if it's just aesthetics i i to me that's a different consideration because i look at the picture and i know plenty of of grocery stores and other um that have that landscape um pedestrian zone and sometimes to me it actually interferes with the pedestrian zone um so you know not because i want to get rid of landscape um but if um you know if if it if it's not a necessity for us to accomplish something that is needed for the residents other than because we think it's prettier right um to me that's an important consideration um and maybe this one is for the um for the applicant um in terms of the the ev spaces what's the thought process there of why they're not necessary well there's a couple of considerations here and it's by no means that they're they're not necessary and as mr holmes indicated in his presentation we are and and you'll see a little bit more why the thought behind the location is that we are actually providing a ev ready spaces along state road 7 in the area that you see there we're actually going to be kind of ripping up that portion of the the parking lot to add some additional pervious pavement which is to help mitigate with some of the other waivers that we had previously requested we're constrained unfortunately in the parking field at least at present in front of the florida based grocer but i will tell you um that we and there's individuals here from rpt realty the owner that can certainly attest to this is that they are actively working with um numerous ev kiosk operators in this space there are actual businesses that will come in and place the ev kiosks actually make them ev ready so they're you know you can literally drive in and plug um and we're working with them to hopefully when we come to actually do the reconstruction of the building the redevelopment of that front parking lot to be able to deploy ev throughout the rest of the site because it's a unique site which you'll probably hear when i get to my presentation and that we've got park it's not like we have a single parking field that serves the uses we have the the uses at phase 441 they have their parking that is predominantly there along the west side of the site we of course have the larger parking field in front of the florida based grocer that will serve that use as well as some of the tenants that are in the south part of that west building then you move over to the center retail inline space that includes babcocks dds discounts um dollar tree store and your parking starts to to shift over so we almost have like three parking areas and then of course between the walgreens and the borrowed wash house which is a whole nother kind of almost separate parking field um so our goal is eventually to have them deployed more evenly throughout and continue to work with the florida based grocer to get something deployed within their parking field thank you thank you councilmember reinstein uh councilmember horland thank you madam president um i'd like to also make a jennings disclosure i did meet with the applicant and it will not affect my decision um i don't want to be repetitive but i had some of the same concerns uh when we met and oftentimes it's all about compromise and i think that all of us agree that this could be transformational for that um that shopping center uh one of the first things we talked about was my concern again for the heat island effect with mr holmes had mentioned we talked about what's happening with climate change and i was very concerned about the loss of the trees so what i would ask and i know it's been difficult and the shopping center has been working with a grocer um but as the process goes along should this get approved tonight to continue to work with staff as much as possible absolutely and when it comes time to for the presentation i'll be happy to show that not admittedly we are losing trees by virtue of the redevelopment um but with that comes some other positive changes one which you'll see when i do the presentation although we're removing trees we are putting more trees back into the site than presently exists so we're actually increasing the tree count in the overall site um adding more trees along the perimeter as noted by mr holmes so when i get there hopefully i can highlight some of those items for you and some other solutions we have too i know you're concerned regarding the heat island effect and i think the other concern that i had expressed and while the lpz's are aesthetically pleasing um my main concern which i said to you is i did not want this shopping center to look vastly different than any other shopping center in the city um solely because of where it's located uh but i think again given the age of that shopping center this will be a vast improvement and we'll attract new attendants um i want to confirm i think what we had spoken about that there will be bike racks there uh yes we um there's presently bike racks proposed just in front of the florida-based grocer that was a question that came up at planning and zoning um they were already being provided for i think some of the residents that i know that's an important issue to them um spoke to that issue as well we're looking at where we can deploy them kind of evenly throughout the rest of the center um there's certain things that are folded into that with our existing leases but the intent is to hopefully have them both within retail a well as as well as retail b throughout the throughout the site um and i will also add because i believe someone asked that is we noted in checking the mobility plans for broad boulevard and state road seven that in the proximity of this intersection there in the road improvements they're actually proposing bike lanes so that'll be great i'll just make one quick comment then i'll let you get to your presentation if there are no other comments uh i think with the leadership of mr noonamaker uh mr holmes and mr hall we've been making really real headway in that area um so my concerns about climate change and the loss of the landscaping the trees and uh impervious surface because i think that's another uh benefit of the lpz is now you're taking away some of that impervious surface i think that the overall benefit to the community is uh is one that we can't ignore and i did receive and i'll enter this into the record the president and the secretary of the park east homeowners association did text me last night their support they could not be here last night but i think it's it's going to be a great thing for the community so i'm looking forward to your presentation thank you this letter thank you councilmember horland mayor so little yeah uh chief harrison i want to address the liquor store issue i agree with councilmember fadgen in that a public's a green grocer a liquor store similar to public's i know um it has less thanks but but um you're out and about it and you see um liquor stores attached to green florida grocers do you see a lot of trouble there no sir no people coming in people coming out open containers well it you're not consuming the alcohol on the property it's merely a store uh to purchase okay so uh yeah it we have several uh there's no issues with with the liquor store uh throughout the city okay yes sir less less so than at a bar or something obviously correct coming out of bars correct and out of uh liquor stores in remote areas or some kind of things you might have an instance now and then like that right i'm sorry you might have an instance you you would have a more a greater probability of instance and things happening at a freestanding liquor store in some other area correct yeah correct all right so that's that's what i think but i'd want to hear it from you yes sir that yeah that's there's no report of any trouble happening at disease and you would know if anybody would correct all right that's all i got thanks okay can i make a quick there's one other point um i know about the concerns about the use but i think what needs to be noted also is that there's going to be a removal of a pawn shop on the property which i think is significant i wanted to add that to the record thank you that is significant but you know we do still have um many individuals who do um kind of just stand in front of that area uh some of course are asking for for money and so you you have a certain element there and of course you know if people are giving them money then you have the liquor store right there so i think the concern is valid um and so i don't want it to just be like brushed away because it's not there now or this is not the same as having the liquor store maybe at the one on on 70th it is a little bit of a different i think a dynamic in that plaza so that's why i wanted just to be on the record um i know that i was told in our meeting you know they they had to have it it was a deal breaker so i understand that i do i think to council member horland's point i think the advantages do outweigh that but it is a concern and i want it i want it noted for me that it is a concern having that there just to address real quickly madam president don't want to diminish your concern and we have had internal conversations one that you know chief can engage in the trespass process so folks are loitering that can be dealt with and also we'll continue to utilize cra funding if we need to step up patrols and one of the things we talked about one-on-one is this is a transitional area um so we're going to run into these issues where while we're planning for the 5 10 15 year time frame there's going to be these these hiccups we have to deal with so you have the points well taken and it's going to be on us to address the issue thank you thank you mr notemaker council member fadgen um i think everything was addressed since i buzzed it so thank you thank you council member anderson i just want to make a jennings disclosure i did meet with the applicant representative um i've known as plaza since i was a little kid um most of the waivers are really because they're not bringing it up to the new code but they really can't because it's already existing and they are improving over the existing they just can't get all the way there so that's generally for most all those that's the case i don't really love the i'm not going to fight it but i don't know what the big push is to make the angled parking and lose some of those trees i think that's that could have been a compromise but overall i think this is a game changer for the area i like metal roof improvements all around the pervious pavers in it's coming so i trust i trust that that's you'll be of the word that word i trust your word so other than that was really just to make the jennings disclosure and make a few comments that's all thank you and i want just one thing uh council member andrea that the applicant where you were discussing their liquor store um the applicant did indicate that they have no problems posting the no loitering signs and they could work with the police department to have those individuals uh removed so they're they're open to participating thank you register to trespass can i make a motion please go ahead motion to approve second do you i know i said i think as much as i'd love to talk for 45 minutes i have to say mr holmes did steal well my thunder with the images that he had some i'm happy to wave i'm happy to wave um but i i know that there are a lot of questions that were asked and i just wanted to know if there's anything else that you we've got our team here we're happy to answer them but we are very excited about this project we do think that it's going to be transformative for that corner and that quarter to bring this well-known florida-based grocer to the center you did great with answering questions without the powerpoint so that was well done can i ask one final question and then we do have uh some members of the public uh what time frame are you working on what kind of timeline i did not ask you that i i may need to be bring someone up from our um rpt but uh once uh the the approval if this it's the inclination of this council to approve um i believe fairly quickly they'll be mobilizing to you know finalize bring things in for a building permit and here i'll let this is miss edmi morin she is one of our leasing team hi guys nice to meet you all so we are planning right now to start the demo of the building in february if every if everything goes forward the right way and then we'll open hopefully the florida base grocer in may of 2025 so that's the timeline right now okay thank you thank you for that um can ask a question go ahead is that timeline um based on concerns for uh permitting or issues in the that that come from the city or is that a timeline based on your needs it i mean obviously it's it's quite a while away and i understand it may be necessary um in addition to the city permits there's a host of other permits that are required from broad county and others um as we continue to work forward we still are going to be coming back before you um part of the presentation a few of the facade improvements um are uh made possible uh in the event some additional cra funding um for facade enhancements for the center are approved so we'll be coming back before you for that we also are going to be coming back at some point in the future we hope with a comprehensive sign plan for the for the center as well so the the february start is a product of a host of different things not only the various regulatory administrative processes that we need to go through um but and but february is actually a pretty i think aggressive time frame to actually start to come back as quickly as possible so we can help you all right so 2025 that's i mean and they do go up very very quickly is my experience you'll be surprised and if i may add we are relocating usps within the center they're going to have a brand new retail store there so it's also we have to give them time to relocate so that's why we have to wait to start the demo so we're very excited about that it's going to be great for the community to have a brand new retail usps store thank you any further comments or questions from the council okay i thought we had a second yes um max goldstein max goldstein 1021 northwest on 15th avenue i'm on pzb but i was actually not there for this meeting so my alternate stepped in for me uh and i'm not representing them at all this is my opinion i want to start by saying that i i like the fact that there's going to be a grocery store in the area this is a food desert and it's really important to fill in those gaps that being said this is not the best site plan and some of these waivers are frivolous to me for example the angled parking which i think we all have the same opinions on but i want to say one other thing which is that most of the customers of this florida-based grocery and this plaza in general are going to be people from that community right next door in lauder hill most of them are going to walk and bike and we as a city should work with the city of lauder hill and with the developer to make that street that they're going to cross which i think is northwest 38th avenue i don't remember the exact name but make that street very safe for people to cross and to encourage people to be able to walk and bike also maybe work to give another entrance to this florida-based grocery store so it is actually on the side of that neighborhood instead of people having to walk around the plaza to be able to access the store um some of the waivers i think that we need to take a really good look at them not just for this application but for the future and the reason i say that is this the broward primo plan was approved and it has a light rail line on broward boulevard all the way to this intersection and then it goes up north until sunrise so it's going to wrap around this intersection with the rail in addition 441 is going to have a bus rapid transit and this isn't you know 20 years down the line this is the brt might be in five years start construction it might be in 10 years done and the light rail might be finished within 15 years so we need to look at not just what's going to be here now what's going to be here 10 15 20 years down the line when this transit's in place the land value is going to explode and they're going to want to build much more on this and what zoning code will we have in place for when this thing gets redeveloped in 10 years and so some of these waivers like the lpz i understand the purpose of a landscape pedestrian zone but like uh mr reinstein was hinting at a lot of the times it actually makes things less pedestrian friendly because it's actually blocking the permeability of the site it stops people from being able to walk into the store uh the bike racks are good but not having trees in the area uh storm water infrastructure issues so let's make sure that you know maybe this project won't be the best but let's take the lessons from this project and apply them for when we fix our zoning code so that we can get transit oriented development we can get less parking encourage people to walk bike and take that transit that gets built so this project it's as great as it is hopefully it's temporary thank you about what the kind of city that we want to be if we're trying to get more walkable more bike friendly more transit friendly we're planning this out you know for the next 15 years we need to be thinking about is this getting us closer um and as land use goes this is really tricky because right obviously parking does take up a lot of land that could otherwise be used for development and it does like stretch out our urban fabric in ways that make walkability not really all that feasible um but parking requirements are something that we're contending with here in this case and that's a lot of what that's a lot of the barrier it's not even so much the development as it is like the the requirements that they had to meet with so parking reform is a good thing to consider in this case council member horland i have nothing thank you thank you i want to say ciao council member anderson none thank you council member vagin i have a couple things yeah um we talked about it uh or we had a moment of silence earlier and um regarding gloria and ralph the tragic situation and you know they both of them were dedicated to the city and a lot of the good things that are part of the city is they participated in building that culture of the city and you know i went to lunch with both of them several months ago and they shared a bunch of stories about the past of the history the history of the city um what the council used to do and i would talk to council member merit periodically and he would ask me questions about what's going on and give me some historical perspective and it was valued conversation um and gloria was dedicated to the women's club and giving back to the city and and uh she would come by the office both of them there i never seen them apart i've always even when i was a teenager when they would come by the house i never saw them individually by themselves i wasn't even sure if that was possible for them to be separated from themselves so um they would come by and in the last lunch that we had shared a lot of stories some stories i didn't know about my dad and and i'm going to miss him dearly and my condolences to their family um just totally tragic and devastating so um another note saturday uh is the honor flight and if you're interested in going i highly recommend if you've never been i think they say uh terminal four spirit airlines get there around seven the flight's supposed to arrive at eight sometimes there's delays but uh i went to the last one in the spring and it was pretty spectacular i think council member andreio and uh i think well vicky tapped out huh uh air is going to go so uh i'm looking forward to that and then um i went to the uh short-term rental magistrate hearing today and um he's not going to put up with it so it was it was a very interesting uh you know uh procedure and um i think we're going to be on the road to cleaning up a big part of this mess and uh and i think uh for the first effort when the mayor was there i think that it went very well and he had some comments about how we can improve the process and uh so um i think uh the residents are going to be happy with this uh new procedure and that we've added so that's all i have thank you thank you council member reinstein yeah i want to echo about the honor flight i've attended that with my family and it's a it's an amazing way to honor our veterans um especially some that uh were never honored um when when they came back from whatever their wherever their service was um i i think it's important also to uh to mention the merits that anybody who grew up in plantation knew the merits um you either knew them personally or you knew them um by their store by reputation and um uh and so i um they'll be they'll be sorely missed in plantation uh i want to uh recognize the police department for doing their coffee with a cop um it was great it was at the mall um their community outreach is amazing they uh they partnered up with juan valdez in the mall which is a uh a new um coffee kiosk right uh by the food court and uh want to thank juan valdez and thank the uh the broward mall also because they're doing as much as they can to really help all of the stores there and uh and their outreach is is great i i also want to mention that on um saturday sunday night begins um the jewish holiday of yom kippur and uh it's actually the uh the singular holiest day on the jewish calendar it's uh begins a a fast for those that are fasting and so for that purpose um i'll wish those that are fasting a meaningful fast and the expression is which means may you be signed and sealed in the in the book of life thank you thank you i won't repeat some of what has already been said in the interest of time i'll just add october 9th is indigenous peoples day and it's recognizing the legacy and impact of colonialism on our native american communities so we celebrate the culture and contributions and the resilience of the
