let's try it again good evening and welcome the city of plantation council meeting for wednesday september 13th is now called to order it is 8 24 p.m city clerk please call the roll council member anderson here council member andrew here council member fadgen here council member horland here council member reinstein mayor sortle assistant city attorney quentin morgan here thank you tonight's opening remarks and pledge of allegiance will be provided by council member anderson hi i kept my i kept my remarks short and sweet because i had students to present uh the plantation park elementary debate team was here for a while but so i kept my remarks short because of that and because budget i knew it would be tight so now i just want to at least recognize the kids were here they were all excited it was the plantation park elementary debate team which has been expanding the debate teams in broward have been expanding to elementary schools for a while and i've had them at all my schools for for years it's an incredible program and they were very excited to talk to the principal again today to make sure we're all on target so they were here let's at least recognize them in our minds and my remarks are again short and sweet because when we think of fall we think about change changes in weather changes in clothing the start of a new school year sports and pumpkin spice lattes it can be exciting time all new events new people and change as we grow older we sometimes lose a little bit of that excitement life becomes more predictable let's all try to remember to try to look forward to all those little or big changes that fall brings and bring that excitement back at least a little more into our lives and with that the stu picture the students leading us in the prides pledge please rise thank you plantation park elementary students all right that's it thanks thank you council member anderson and again our apologies to those students at this time we have items submitted by the mayor but i did not have anything linked there do you have any items there sort of no that's usually no there are no proclamations no proclamations let's go right no staff right tell me about your proclamations next week miss uh oh tool parks and recreation update please good evening again council members mayor mr morgan uh saturday september 16th we've got a parents uh uh uh a parent uh uh a parent uh this night off at central park ages 5 to 11 um from 5 to 10 pm activities include an evening swim at the aquatics complex arts and crafts and games uh saturday september 23rd is our volunteer orientation at central park multi-purpose building from 9 am to 10 am uh teens can earn volunteer hours and make a difference in the community um they do need to be accompanied by a parent for the entire um duration of the orientation sunday september 24th is a fishing derby at central park from 8 a.m to 11 a.m pre-registration is required for ages 7 to 14. monday september 25th there's no school we have kids day off camp at jim ward community center from 7 30 a.m to 6 p.m uh kids grades k through 5th um it is just basically a fun day at jim ward community center with lunch provided thursday september 28th we have a fitness skating party at central park skating rink 6 p.m to 8 p.m which is free and saturday october 14th the community garage sale at volunteer park from 7 you thank you this is the public request of council regarding municipal affairs portion of our meeting again those who wish to speak should have completed a request form if you have not done so the council and please kindly keep your remarks to the allotted three minutes miss sarah clark do you wish i i'm not sure i see a couple of things scratched out did you want to speak during the public request okay thank you heidi brimsoe no she's for now um i think actually my neighborhood got it addressed with samira i think it was outside well before the intermission of CRA regarding public safety on our street on east tropical way so would you like to go ahead and you can say your name and address okay my name is heidi brimsoe i live on 1100 east tropical way and it was concerns regarding our increased traffic on east tropical way where the police and fire safety had designated our street as a pass-through and that has made ways and made everybody else make that a pass-through and me myself has all almost been run down three times by road rage and traffickers going through there so and there is no stopping the traffic so but you did have a conversation with miss shallon yeah my neighbor did outside and apparently there's a plan for or somewhat plan for trying to calm down traffic on that street thank you okay thank you so much for attending tonight and it was her first time attending our meeting so welcome come back i just want to make sure i'm not missing anyone else who wanted to speak during this portion of the meeting dennis conklin good evening dennis conklin 4581 northwest 6 court heavenly hosts protect you and your families it's day 1279 from the installation of martial law the lockdown mandates and violation of our god-given individual and constitutional rights it's day 402 since the fbi violated fourth amendment with general born invasion of the trump family home and it's day 43 since the unconstitutional arraignment of president trump for first amendment free speech rights um since we've met last uh the president has canceled the national emergency however that did not cancel the public health emergency under hhs which is what put us under martial law so that has not ended um today as a matter of fact in new york in rochester up in my neck of the woods the finger lakes region there was an appeals court hearing today the governor of new york is kathy hochel and she instituted covid public health camps without warrant without counsel and without first amendment notification of anyone she wanted and the law was passed to lock up people and take them and put them wherever they wanted not in jails um that was defeated by a solitary attorney bobby ann cox and she today defended her win because the governor of new york challenged in uh appeals court in new york state i don't know how that came out because that that started 10 30 this morning i could not find anything on media about that result so i'll yield back my time thank you mr conklin god bless america and all the ships at sea miss cynthia bush cynthia bush 700 southwest 78th avenue um i wanted to speak this evening um about um concerns i have about the conditions um and the maintenance of certain um parks here in the city of plantation um you know plantation is known to be very a beautiful city a green city a tree city at different times um but i've noticed um i take many many walks um in the east side area over by heritage park and i i walk from heritage park many mornings through the linear park the plantation preserve linear park up to the golf course and back um and since um covid there's been a very noticeable decline um in the what seems to be there seems to be a decline of any kind of real routine maintenance of the of the linear park um for quite a few for quite some time garbage wasn't picked up on a regular basis that has been that problem has generally been fixed but um it's definitely clear that there has been no real routine landscaping maintenance going on in the park um there are trees that were planted many years ago that still are staked and the green bags that were around them are sort of you know floating around on the sidewalks and blowing around some of the trees are dead some of them are tilting over um there are non-native invasive species starting to come in like brazilian peppers um there's also um trimming what's been going on that's clearly whoever's being paid to trim is not it's not very familiar with how some of these plants are supposed to be trimmed um in in fact they may end up killing some of them in the way that they're being treated um and i'm not the only one i've talked to other people on the trail who have noticed the same thing um and we definitely had some issues with weeds growing across the path um earlier this week and someone did come through to trim them but not in a particularly respectful manner um and so it's really disheartening to me um i've lived i lived in that area plantation for over 20 years i remember when this park was built i remember how hard fought it was for us to get this land um it was going to be developed and um this city had the foresight to acquire it um to build a beautiful golf course which still is beautiful and looks like it's well maintained but the park is suffering um and it is important to many many many people um in this city and i did notice that even in volunteer park where we also have a nature trail we have a similar similar some similar issues in maintenance um when i was there last spring so um i would just like to bring this to the attention of the council um and i actually did have the opportunity to go back almost at a time i read the master plan from 2020 because i really wanted to know what was going on and this is definitely something that is really important to a lot of residents that we have natural areas that are being preserved and promoted and that we add to them so we are now decreasing them in my view thank you thank you miss vicky gelfand excuse me vicky gelfand 93 81 northwest 18th place um a couple of things didn't have time to type up a speech am working um first question is on the city website why on the home page can't we have a list of departments i know it's there on the website but sometimes i try and find a specific department or specific person and i have to navigate and i'm not a kid and i understand that but it's still something that needs to be addressed um it's not much easier to navigate than it was even though there were some improvement of inmates um on the second thing that i wanted to say is i'm yes i am on the planning and zoning board as an alternate have been up on the dais three times sat in his seat last night had to bring a pillow because i am short i wouldn't be able to see over it um plantation the tree sitting the grass is greener these are all statements that have been attached to our city if the council and admin improve more and more high-rise apartments none of these labels will be indiv in inclusive or any i can't even rebound handwriting of our city i'm asking now yes i'm starting all over again with the 8601 please think of our city as a place that we'd want friends and relatives to live in about a one mile square area and if all of the approved plans are approved there will be over 1 000 new rental units with the budget i'm also in agreement with council member holland is a homeowner for 31 years i have seen my property taxes go up excuse me about 32 a year it's a small amount for what the city gives us and i'll probably say this wrong lewis but lashana tovar ticketevu come on finish it for me talk about you sorry may you all be inscribed and sealed in the book of life for a good year and a happy and healthy new year to all of you that celebrate and those of you that don't thank you thank you miss gelfand any additional public comments i believe any other additional public comments at is managed care organization mco payment uh mr conklin 4581 northwest sixth court i want to continue to congratulate the plantation for setting up its own uh managed care organization um i would as uh i have in the past uh like to recommend that uh the city uh encourage people to test out their vitamin d and their zinc levels uh vitamin d levels hopefully uh 70 also as i've mentioned before the uh whatever they deliver in your arm with the stuff is um basically destroying your god-given immune system and uh the spike protein is basically what it is plus the uh lipid nanoparticles and the uh peg which is antifreeze um so you can um encourage your managed care organization to look into spike protein detoxification and um i'll yield back my time uh kudos for the city to do this they're looking cycle eight projects miss athia lewis athia lewis i believe she may have left no she was here in person she filled out the form althea lewis i believe she may have left joe win joe win 944 northwest 92nd terrace uh well you kind of i think the council here uh always aware of my position on improving walkability especially road safety areas uh the sea slip is appears to be the strategy that we're taking uh for now for some of these projects to try to get some funding uh essentially if we can do things uh off of that and also preserve public safety in the five-year interim that it takes for those projects to end up in process fantastic i'm in support of it i would encourage you guys to be in support of it uh these are projects that we need these are projects that uh sidewalks that improve public safety in a variety of areas improve connectivity and walkability for example to the greenway uh from the communities in malaluca isles east tropical way essentially pulling people off of roadways and putting them on sidewalks i have many comments on how we do those things but the sea slip focuses on just creating sidewalks along cleary and things like that uh to essentially improve that connectivity and improve that safety i encourage you to support those things and encourage you to consider future sea slip programs but also other strategies that will do so and can implement some of these complete streets projects even more quickly that's all thank you thank you mr winn sarah clark hi there sarah clark 10 451 west broward boulevard i think you guys pretty much know my stance on this too i was at the meeting where um it was presented where their their non-plans their ideas were presented um and i got to hear all of the concerns about it um and against it and and they mostly boiled down to like we've lived here for a long time um there have never been sidewalks if it ain't broke don't fix it if it ain't broke don't fix it is like a good argument in some cases but it is broke um something like 20 or 30 people died in 2021 just in plantation due to traffic violence um i walk a lot i would love to walk more there are a lot of places i would love to walk to that the sidewalks just end and i can't um so sidewalk connectivity is a great thing if you don't like traffic to sidewalk connectivity is for you um it takes people off the road um clean people like me i'm a bad driver ask anyone who has ever been in the car with me you don't want me on the road so sidewalks make everyone safer thank you i yield my time thank you jason goldberg jason goldberg 1160 east tropical way um i just want some clarity if you vote yes on this tonight can you just explain what exactly that means through that um so it is my understanding and miss morris can also add to it that miss morris would be submitting the application on behalf of the city and we have to wait back to hear if we are approved which would be sometime between november 23rd and january 24th and if we are approved if we are ranked in a fundable position we're looking at about a five-year window for funding and construction thank you miss morris so if in fact approved is it fair to say that you would work with the community on east tropical way and other parts of the area in order to make sure that any sidewalks or improvements are cohesive with what the residents uh would demand or what they would like or you know basically working with the community in order absolutely that that's was the intent in those community meetings to get resident feedback and that would happen i'm sure many times um once this item i'm going to just claim it and say once it's approved so not if once it's approved thank you for that and the reason why i say that so i knocked on a bunch of my neighbors doors about 20 doors i would say 14 or so um definitely would want a sidewalk but the majority of people it was a yes but and so that yes but was well how are they going to do it where are they going to get the funding are we going to be charged for this what side of the street is it going to be on so it's typical you know neighborly they're interested but they're hesitant about what the government's going to do which is great you should have a healthy skepticism um i will say the number one thing that i got overwhelming like 99 was definitely traffic calming so i know that's not what this is about but if you want to get some good votes if you do something like that on these tropical way i'm sure every single person they said they want speed humps and other things too i'm in favor of this i want sidewalks i have little kids i think walking dogs running all of that and i do think it actually will curb speeding because if you have a sidewalk you're naturally inclined to slow down if you're driving so i'm in favor of this i think the majority of residents you may not necessarily hear from all of them but i think they would be in favor of it as long as you have good community input thank you i yield the rest of my time thank you um and we did also receive i'll just say for the record several e-comments as well so the council i think i speak for all my colleagues that we did review and read all of those and those are added into the record as well those who are supporting and those who were not so we did receive all of those any other comments or from the public or the council regarding item number three please you can just hand it to me directly please thank you so much miss linda bischoff bischoff bischoff do i have to repeat the address repeat your name and address my name is linda bischoff i live at 501 east tropical way i've lived there for about 55 years um i'm against the sidewalk that neighborhood was not designed for a sidewalk and the people have not designed their their landscaping for a sidewalk and i don't have confidence in the city to put a sidewalk in and not have a flooding issue because the calming device went in by my house and i now have water in my driveway in front yard that i never had before so it's added more difficult problems for me with the flooding and so put a sidewalk in there is not good i drove down west tropical way this past week and guess what i found two people walking in the street and they have sidewalks so i don't think a sidewalk is going to prevent anybody from being killed being run over and i think traffic goes faster when there's a sidewalk and if you have to bring the sidewalk close to the street could possibly be a curb and a curb is not for a resident residency neighborhood and i don't know what trees would be taken out there's massive amount of trees that have been there for at least 50 years so i'm i'm totally against it thank you thank you mr goldstein item number three yes thank you all right uh max goldstein 1021 northwest under 15th avenue i want to say that i i completely 100 support all of these sidewalk projects um sidewalks are very important because it's not just can people walk like that's not what walkability is it's not just are you able to walk or roll or bike or whatever it's is it safe to do so and is it convenient to do so and without a sidewalk you have no protection from cars it becomes a very dangerous situation and i'll say like i live in the acres i wish that i had sidewalks there i know that that would be a massive investment it's not going to happen anytime soon but i wish i had sidewalks to make it safer because i i almost get run over all the time i we're just walking from my house to the greenway and traffic is supposed to be slow but i'm putting myself at risk by doing that walk every day and so you have to imagine that this isn't just for current residents the sidewalks and completing this network it's for future residents it's for people who come to plantation to have kids who they want to teach them how to bike they might want to walk to the park close by that's what this is for and it's about connecting the neighborhood to itself and to other neighborhoods around it because these are really small pieces of sidewalk that's missing here and there to fill in those gaps fill in those links so please pass this item i will say in the future though sidewalks are very cheap infrastructure compared to a lot of the road projects so applying for a c-slip which means that you're applying to the mpo or to broward county to get this funding i understand that the city wants to have the the least financial burden possible but because we're applying for this money we're having to wait in seven year eight-year cycles for this stuff whereas if we just took three hundred thousand dollars from our city budget we could do them next year if we wanted to so that's what i'd like to say thank you thank you mayor sordle thank you uh uh council president andrew my question is for miss bischoff you talked about flooding i just heard a piece of it we did something and it's created flooding can can you back up on that and just tell me what it is i want to see if we can fix it she has a calming device right by her house you know those islands on these tropical way okay where you go over the thing and i guess the runoff is flooding is the city aware that you have a flooding problem well the city basically tried to fix it after they put it in i think they tried to fix it twice and they never did a good job with it well we have better engineers that it's actually true if you don't mind i would like you two to get together and if she can try to fix it great and if not what the heck okay if you don't wait she's behind you to the right can i just make a quick comment the city engineer is behind you she would like to comment please good evening samira shalan the city engineer i actually speak into the mic a little bit good evening samira shalan city engineer actually uh mayor and council i inspected uh the drainage uh at that particular area and i know what is the problem it's a maintenance issue of the curb that leading to the canals so i'm i will be working with the stormwater staff on better maintaining uh the area so i don't want you walking into floods every day yeah no we are addressing that as we okay so you guys can work it out thank you just have one comment um baby stands up and talks about what your sidewalk why did they move into the neighborhood if there wasn't a sidewalk they knew that when they bought the property so if you were that consumed over the safety why did you buy a piece of property there does it make sense thank you uh council member horland thank you madam president i just want to make a quick comment i'm glad mr goldberg came up here and asked for the clarification um i just want to remind everyone because the people that are here tonight are from tropical way and i did respond to miss bischoff and mr goldberg that there are other projects within the c-slap agenda item and there's still a lot of studying and engineering that'll go into this so um approving it tonight i'm concerned about the safety and you're right when that neighborhood was developed 50 years ago we didn't have that pass through traffic that we have now and that's a problem so it does make it more dangerous but i i want to acknowledge the residents concerns about their property it's a beautiful street i don't want to see you lose your tree canopy there and i think there's a lot of considerations to take into uh to take a look at so um i'm going to vote yes on it tonight because it's just a concept it's going to go forward and we're going to hopefully get the funding and then be able to really work out the details because i think the safety right now is important but we have to acknowledge what we do to the neighborhood and and try to maintain it as best we can so i wanted to make that comment thank you madam president thank you council member fachin thank you um maybe carol might have the answers so i know we had some public meetings on this and we've all received some emails regarding their concerns about um where the sidewalk's going to go um i guess part of my question is carol how many how many projects are we talking about was it four or was it five i'm gonna have to count on my fingers cypress southwest 125th tropical way the front of the elementary school is four and then the fifth one is the separate project on cleary what was the fourth one uh there's a missing piece of sidewalk in front of an elementary school that we want to complete as a part of this um i guess in these public meetings how many do we have any idea how many people are from the east tropical way neighborhood you know i i trust mr goldberg's uh survey but i want to make sure that if we are going to go down this path because it does seem to be some passion to you know obviously you know this is plantation we care about our trees and there's some significant trees that people are concerned about on that and i i don't think people understand there is a right-of-way on the side of each of those roads so it's not really their land it's they're required to maintain it but that's where we would build it right um has there been a visual assessment to see if what's going to be blocking in the right-of-way do we know that at all yet like some of these concerns let me walk you back a little bit first of all when we did the public meeting we had physical presence we had folks here who came in we asked them to sign a sign-in sheet you have copies of the sign-in sheet in the agenda um we asked for those folks who wanted to speak or offer comments to either fill out a comment comment card or make their comments at the meeting we also had a number of folks on zoom so we did have an attendance can't tell you exactly how many people i had from each area because i don't have a roster of the folks who are on zoom that said this project at this point in time is conceptual samira has done some preliminary surveys looking at where there are trees and infrastructure and where there are particular challenges we anticipate that this sidewalk will be on one side of the street not both but at this point in time we have not made final determinations as to what the path of the sidewalk would be um if we if we approve this and the application is submitted is it all or nothing or will they kind of select you know cypress might get approved tropical way might not get approved two separate applications clearly being one the sidewalk projects being the other so once away would be part of you know the sidewalk application yes sir school yes so if we got approved of that application would we be required to build it if we are approved for that application what happens is we will be ranked essentially every city in the county can apply how many applications they will get at this point nobody knows typically they've been getting i'm going to say between 14 and 20 a year somewhere in that area the last couple of years only the top one or two projects have received funding so we would have to be in that position in order to be funded we get ranked let's just say it gets selected and funded then we have of the four we would have to do those projects we at that point in time we would be doing the more the the more hard due diligence to see where everything is and where the trees are and all that stuff but would we be able to back out at that point you can always back out i'm not going to tell you it's going to make everybody happy but yes you can do it so we could we could get the money back we can get the money back and do the other three projects uh we could potentially move forward with the other projects there are instances where sea slip in later years when we got into constructability studies and things like that where project scopes have changed okay so we get so if we get approved we get funded we're going to do it and we're looking at the um the feasibility of like the trees that might have to be removed what i think i'm hearing you know i don't want to i want to i don't want to assume but um is that we're looking at these tropical way and then we determine that the community doesn't want these trees removed the community doesn't want on the west side of the road we can say okay this is just not going to work and we can just go on and do the other three projects which i really haven't heard anybody say yes or no at this point it just gets us in line gets our funding and then then we're going to get the real information the factual information for the planning and the design of it is would that be accurate yes but i just so everybody realizes you know once we get in line once we're in the queue once we're ranked and we know we have funding there's a process that goes on over the next five years it doesn't just all stop and wait part of that process is discussions about constructability and those pieces and that's when those steps would come in again we will be philosophical now but again we will be providing to the mpo as a part of our application we are required to provide all the records about our public outreach so they're going to see that of the sidewalk projects many of them have what appears to be significant support and the tropical project seems to be somewhat mixed and there's other concerns regarding these tropical way i guess what i'm just trying to get that that if we approve the application we're going to have more community outreach before we start shoveling yeah and we could possibly back out at that point if the community is not on board and there will be more community if we're funded there will be more community outreach on all of these projects not just tropical there will be a final a community meeting basically just saying this is what we're planning on doing okay yeah all right thank you councilman reinstein yes thank you um i just want to add that i i appreciate you going through this extra explanation because that was the key for me is that we're voting on a concept uh even if we are approved it's going to take time and we're going to have more input to be able to offer at that time um there there still are more people that i know want to be heard in the public um and i i really want to also particularly thank the people that um not only came to speak but that sent us some correspondence and they were very detailed um some of them also came to speak today uh but you know we do read it we appreciate it and and we consider it so even if you you don't get a detailed response back every time we're we are listening so thank you carol carol absolutely thank you miss morris i wanted to say that i was actually in attendance online for the community meeting so i i did hear that conversation and again um this is just in concept we don't even know uh if we will be approved based on that information you said that they're only going to probably choose the the top two so that's also something to take into consideration but we did hear there would be more community input and more meetings being held and we absolutely want to preserve uh that area um as was mentioned by one of the residents it's historical those residents have been there for years my sister lives on that street i'm there all the time so um and as you as one resident mentioned she purchased that house well aware that there were no sidewalks and loves the area and loves the neighborhood this is just icing on the cake but it's a beautiful street and a beautiful neighborhood as is and uh if we can if it is possible um we'll revisit it once and if this is approved so right now it is just conceptual so i believe we had a motion and a second and any we did not now you do i'm sorry okay second now we do uh any other comments hearing none please number six is the renewal of the non-exclusive franchise agreement for cnd and i was not going to pull each one of these individually but i did have a question regarding this um i'm trying to understand the benefit from our standpoint as a city of doing these non-exclusive franchise agreements and also i guess i have a couple of questions um um so i want to understand what the benefit is for us why we're not just allowing the prime contractor to handle this as as part of their submittal and also um how do we i guess advertise it or let it be known because it was my understanding when i asked some additional questions kind of during the briefing before the meeting that this is an open continuous process so how are i guess vendors aware of that that they could just submit this franchise agreement next month or in december okay i'm going to walk you back a little bit if you remember about 18 months two years ago we changed our process cnd construction and demolition debris is essentially a service that is available to residents or developers or business persons within the city who are remodeling or building facilities and have debris that needs to be removed under our franchise agreement with waste management cnd is not a part of that it is a separate item cnd up until about a year and a half ago the city went out for bid collected bids and under our code we were allowed to have up to four companies that could collect cnd but they had to ascribe to the particular prices that were in the bid that the city did and that bid was done 10 15 years ago and essentially the contract renewed every five years we took a look at it and we had some concerns that number one we weren't being very fair and we weren't being very open to the marketplace we were getting requests from smaller companies that potentially wanted to come in so after talking to you but you just hit it on the head that was my concern and and it was a concern of ours too because we were getting calls from some of these companies how do we become a vendor and we really didn't have an opening in the process to allow them to participate so we talked to some other cities we looked at the processes that other cities were using and it was pretty evident that most cities were going with the system much like the one we went to we ask our vendors to submit an application to demonstrate to us that they have the qualifications to be able to provide the services within our city if we're satisfied from the application that they do that we then extended them a non-exclusive franchise agreement once they execute it then we bring it to you all for approval so it's it's opened it up it's provided a bit more of a free market system it hasn't become quite as widespread as we might have anticipated or we might have liked the information is on our website we just don't have a vast number of vendors in the city and i'm not sure if part of it might not be the capital costs involved in going into the cnd business because you're going to have to have dumpsters and trucks and all of those assorted things we have over the last year picked up one additional vendor that we did not have previously that's been there dump that that um but the other yeah it's a unique name um but the others uh you will be seeing republic at next week's meeting um sns which is bicon and waste management are all folks that have been with us for a number of years but again part of the idea was to open it up and to provide an ability for more people to come in so certainly if somebody expresses an interest we're going to share with them the application it's available on our website they need to complete it and submit it there's no application fee and we take it from there okay there's just another i noticed like one or two other big players in this arena and i haven't seen bears so i'm concerned of just are we getting that information out to everyone you know again it's out there i'm not sure we we're getting probably more inquiries before we opened it up wouldn't you agree yes because we were getting more but again it seems to have quieted down okay again i think um just that little link is missing in terms of um because is it i guess my question for um mr charles is is it something that i would find on demand star if i was a if i was in this arena no not in this particular case you wouldn't find it on demand star but as carol mentioned we do publicize um that we are accepting applications and then of course those applications go through a review process so although it's not on demand star it is publicized and it is mentioned publicized i guess how and where it's on our website okay yeah with the whole process okay thank you motion to approve item number awarded um came back with an adjusted rate so um essentially yes so we went out on staff receive a quotation for the hardware um a quote was provided you all approved it at the previous city council meeting a po was issued to that company for the hardware the company came back said oops i'm sorry we gave you the wrong prices relating to these items that you required and we did not think that maybe we should reject that and start the process over so if this was a larger bid we would have gone through the same process that it department went through with this we would have um went back we said okay your bid is now rejected and we're going to move to the second bidder in this particular case and that's where um the vendor before you today is being uh recommended for award this will be the second one it is not it's the second one they were the lowest bid from the second bid from the last time the the i guess the concern i have is they already had seen the pricing yes at that point so so that's a fabulous question i appreciate it so it's one that i had a conversation with marcus and john about if the original awarded bidder would have still been the low bidder with an increased price i would have had pause for concern but they completely lost business at this point so nothing changed they completely lost the business we are not awarding to them so they could not at this point increase their profit margin in any way by seeing information uh once it was released to the public so that would have been a concern of mine but since they didn't get the business there was no no concern there okay so you you feel comfortable that we're getting the most competitive price yes i feel that a competitive process was served and we are getting the best price at what the hardware real quick um affordable housing i chair the affordable housing committee uh we had a great addition mr rosinstein and he brought up the idea of um in some places he's looking at church property if he can get one acre he can build affordable housing on one acre of church property that is right now parking lots and whatever so it's not going anywhere yet we built nothing affordable housing we've talked about but we built nothing so far but that's something that could be on the table and i just thought i'd pass that along because i thought it was a good detail to share um the idea of having um juneteenth maybe here was a great idea thank you was that come from you mr reinstein for mary okay whoever was that that's an idea so the idea of bundling is what i'm talking about is is what it feels like so that brings me to sustainability sustainability has talked about having a speaker series and i have floated the idea and we can kick it around later of um having the speaker series before the rock the park concert because you have an audience there and you have people there of a different help that could listen and you want to talk to instead of preaching to the choir i don't know how we can work it out but you know what the heck that's the thought and um the other one regarding permitting we've i think we've gotten a lot better on our end of permitting um the coaching the people as they come to us is now a challenge so yesterday we met with an ai person we're not going to get all the way there but maybe elements of looking at ways and techniques that can better instruct people before as they fill out their permit um is something that's on the table that's something we're looking at i just saw that share we're looking at it we have nothing it's have nothing approved nothing in stone but it's an idea i love that idea like a chatbot that can help me go through that permitting process i like that i i spoke with a resident today about that building and everything and so the spirit is there and the idea of of how can we make this better on the front end is is really what we're concentrating on right now thank you so i'd share that thanks and i will say i i just spoke she was going to attend tonight but um couldn't for one reason or another but the if you all remember the resident who had the house fire uh they finally got back in their house one year later and um carmen was very helpful as well as mr nunamaker so um thank you all for that because you know it was very emotional and and so i'm glad they were able to get that permitting uh completed so we want to thank all of them for their help um let's start with our council comments um with council member reinstein okay thank you yeah the talk of sidewalks today reminded me of uh shell silverstein to where the sidewalk ends so i i just thought i'd share a good good book of poetry um there um and uh to uh miss gelfron and everybody who is celebrating uh rosh hashana the jewish new year it's lashana tova utikatevu tikate moon and it's happy and healthy sweet new year for all those celebrating um which begins this weekend um you know we have the we have still up here the live stream notice and um it made me think that maybe our maybe we can consider some alternative to the live stream when the live stream goes down um it's it's probably not a good permanent fix but um there are live feeds available on facebook or or instagram and we've seen in the past that there were residents that came here and would do a live stream um on facebook and it may be a way that um would be a good stopgap measure for the for the moment um lastly i wanted to recognize our plantation fire department um engine 56 and engine 96 and a firefighter from the city of sunrise that came out to create what we hope will be the first annual 9 11 memorial stair climb and it was done at UFC fitness right here in plantation UFC fitness was great to offer their um they're they're not stair masters but the stair machines and um the the goal was to climb 110 floors um in in memory of the firefighters on 9 11 that that attempted to um climb to the the top of the world trade center and um it uh it was extremely um extremely difficult the firefighters had on the full bunker gear and they did it in memory um it looks like it may be a a wonderful annual memorial event that um our city can uh further publicize for the future and i welcome anybody to go out and try it it's not easy but um it is um it is something special so thank you thank you you know a picture of council member ryanstein on there i didn't want to put him on the spot and ask him was he able to do the the whole you know what i i i will tell you that um i was not wearing the full bunker gear and um i i did it i didn't intend to do it and um once i was there and saw our amazing firefighters men and women doing it i i had to jump on but um but they had full bunker gear and you you could see that um in the environment of ufc fitness that uh beautiful friendly environment how difficult that was and um you know can't imagine how how tough it is to um to be a firefighter so thank you for uh for their service and and to our law enforcement too thank you thank you thank you never forgetting let's continue council member patchin um i have a tax deadline on friday so i want to go back to my office i have nothing to say good night okay council member anderson uh nothing thank you council member roylee thank you madam president i'm going to try to go quickly um i also want to give kudos to the fire department for another uh a different reason um there was a house fire in the city of plantation today and while the garage was lost and i believe the pet was lost it's confirmed the house was saved um due to the men and women of our department so kudos chief and um while i'm at it um chief harrison i wasn't going to bring it up we talked about it today but i had read a report there had been a major burglary in waterford court and our officers i was stunned that people had that much cash in their home it was over half a million dollars um that was taken in the safe and there was jewelry but um our pd uh worked on the task force i know that that got me um but i hope that wasn't a great safe i guess but uh our pd worked on the task force that was able to uh catch the uh suspects in that so congratulations to uh both um very quickly i want to give an update on um i had just gotten back from the first legislative policy committee meeting in orlando last friday and um the early feeling is the legislature might may not be inclined um danny polio put your hands over your ears to fund water projects this year um we're hoping that assertion is incorrect what we had talked about we have not come up with a policy statement that will be in november in november 30th meeting but we're talking about forever chemicals we're talking about recycling solid waste and some of the things that we might be able to do there so i will bring back information i will not be at the october meeting because i'll be out of the country which brings me to briar league of cities council member ryan steen as the alternate if you could be at the october 5th meeting i will be away and we had a meeting last week with the new president todd droski and he did want to mention and acknowledge and we all acknowledge we lost two former elected municipal elected officials recently with ken keechel and tom power who served in coral springs and the city of davie wanted to let us know that a lot of us know um council member carol hadden she's just had a stroke and she's in in pretty bad shape in rehab so if anybody wants to send um a note to her they would appreciate that you could send it to city hall um and then mayor um i had mentioned previously there was something i was working on and then the pandemic hit something called 10 days of connection and i think it goes to i'm going to pursue it it happens in may i was going to pursue something individually but i think that with the intent of this council and your administration i think that we're all seeking connection and inclusivity so i'd like to bring that back and perhaps see if the city can get involved because i think it's a wonderful wonderful movement i love it as a part of a national movement it started in miami so i can google it and read about it yeah so it's terrific so 10 days of connection so thank you everybody is that can i ask you i think i i'm aware of that one is that when like strangers even get together and share a meal there that's one of the things yeah and how i envision it because and i will tell you just quickly i had attended at nsu um museum there was a movie called from sinai to selma and it talked about the genesis of how the jewish community and the african-american community came together to work for civil rights and it goes back to the 1930s and the german professors who could not find a home in the united states and they ended up at all the historically black colleges and universities and it was fascinating and i think that we can do love it um mayor sordo you wanted to add one other quick thing we were talking about law enforcement um police is still working on the bomb threat looking to find the culprit and um working on it i'll leave it at that thank you so i just had don't don't kill the council member fashion i do have a few announcements and comments so september i know we mentioned it last meeting but we weren't in september yet so september is national suicide awareness month and the mayor did a wonderful proclamation in honor of it but just a reminder that you matter you're not alone and anybody who needs help can call the national suicide line at 1-800-273-TALK uh we said it already also but september 16th right russia shawna um so wishing everyone a sweet and happy new year september 19th is national voter registration day so go to browardvotes.gov to register or to update your information or to request a vote by mail ballot if you have not done so even if you got one a vote by mail ballot before you have to do it again so that's a great date to remind everybody on september 19th and i'm not sure if again she's not here dr etzel so i don't know mayor sordo or mr nunamaker if this came out of hr but whoever was responsible for the september sustainability challenge i love it great idea um i had not seen that before well that was totally my idea but for those of you who aren't aware that challenged the city employees um to encourage them to live a more sustainable lifestyle by reducing these the plastic composting saving energy and so what a great challenge for september so kudos to whoever put that together and kind of piggybacking on what council member horland said i wanted to also bring something to the city to see if there's any interest if we found it would be helpful to our residents i don't know if anybody's heard of it or worked with it in the past maybe miss morris but lean library was i got the information from a colleague down in um i believe council in miami gardens but they they started using it and it offers a level of transparency for their residents and for anybody who's looking to buy or sell a home i actually plan on talking to marty car about it because i don't know if it's something um that he's used before but it could be worth a look and there might not be any cost to the city um so or very minimal so it's called lean library and then lastly i'm almost done hang in there councilmember um paid had a meeting tonight and i think that's why we didn't have even more input from um maybe some of our members our residents from the acres so can we going forward i know that the mayor has really worked and jason i attended that meeting online when you all met with paid um and i know you're working on that relationship and nurturing that communication and that relationship but maybe that we speak to them so that we're not conflicting and having meetings on the same night i'm sure that one was well attended absolutely so okay and i would have liked to have attended or listened and so yeah if we could not both meet on the same night i think it would be beneficial for everybody those are those are all of my comments uh so it's 9 34 meeting
