opening remarks and pledge of allegiance will be provided by council member andrew this evening thank you so much president horland as we all know monday january 19th we will observe dr martin luther king jr day we honor the life and achievements of dr martin luther king jr and all that he accomplished as an influential civil rights leader and advocate of racial equality economic justice voting rights and fair housing as this is a national day of service monday i encourage all of our residents to continue strengthening and supporting our communities so his memory will live on i will conclude with one of my favorite mlk quotes darkness cannot drive out darkness only light can do that hate cannot drive out hate only love can do that be the light and show love and kindness to everyone that crosses your path i'd also like to welcome and very honored to have pastor kathy with us to bring us our first invocation of the 2026 year pastor kathy is the associate pastor at plantation united methodist church here in plantation she loves the music ministry and also the children's ministry as a former children's ministry supervisor i appreciate that so much so thank you pastor kathy for being here with us you're welcome thank you for inviting me let's pray together god of us all we thank you for this time that we have set aside to make decisions and have discussions as we begin this new year we pause to thank you for the blessing of living in this city and for the privilege it is to serve here give us a fresh start to this work that we do whatever mistakes or missed opportunities of the last year are in our past now help us to focus on what could be for this year give us a new vision for what our community could look like give us a fresh perspective to tackle what may seem like familiar problems and give us renewed purpose in our call to serve we pray that you would guide us as leaders each one of these council members and mayors the mayor and all the other staff that makes plantation run give them wisdom and fill their hearts with kindness and gratitude we pray for our first responders the police and fire and all who keep us safe we pray for their safety but and we also thank you for the ways that they build relationships for those in their community we pray that you would help them to continue to do such good work but lord in this time when tensions are high and divisions are deep and patience is thin give us hearts full of grace toward one another may we consider all people we encounter our neighbor and may we treat them as we would want to be treated we pray for those in our community who are struggling to make ends meet for those who are squishing their families in a one-bedroom apartment or sleeping on air mattresses because they can't afford furniture those that can no longer afford to go to the doctor who can't buy ground beef at the supermarket we pray for them lord we pray that you would keep our minds on them as we make our decisions and have our discussions so as we begin this new year all of the problems of 2025 don't disappear but we do have a new day a new day to make important decisions and to work together to build a better community so use us lord to do this good work we pray these things in your holy name and all god's people say amen amen thank you pastor kathy you're welcome and now if we can stand for the pledge of allegiance thank you president horley thank you councilmember andrea for the opening remarks and it's also my favorite mlk quote and quite appropriate for our current times thank you all right we're going to move on to items submitted by the mayor mayor sortle i have nothing relevant to do this other than i want to introduce jeff holmes and if i'm standing here i can shake his hand well that was wonderful uh thank you thank you mayor i appreciate the way i'm welcome and thank you council members for having me uh every time i come to plantation i always feel so welcome because i know all of you very well and i feel like i'm around friends so thank you so much for having me so uh this is an opportunity uh as you know that i do update the different municipalities uh as to uh district updates um i am jeff holmes for the audience uh school board member representing district five and also vice chair for broad county schools um as far as our presentation um we'll look at an overview of district-wide academic success uh district five academic highlights academic achievements in plantation schools uh academic achievement academic rather implementation timeline and redefining our schools uh which i'm sure everyone is aware that broad county schools are in that process of redefining uh as a result of several reasons so we'll go to slide three so for the second year in a row bar county public schools earn an a rating and the number of c-rated schools were reduced by a half from 70 in 2023-24 to 34 uh in 20 uh 2024-25 and the district reported known d or f-rated schools and may i don't know if this is uh uh part of the norm but i think that deserves a round of applause yes so uh we did it again 84 of our schools receive a or b grades um we have eight schools that went from a c to an a and we have five schools that earned their first a ever uh again more than half of broad county public operated schools are now a a rated and out of the five largest school districts in the state of florida broad county public schools is one of uh two with no d or f rated schools so uh regardless of uh some of unfortunately uh the press that we receive in broad county public schools is also doing great and we have made uh significant milestones in the last couple of years so we'll go to the next slide uh here district five highlights and as many of you are aware um plantation uh parts of plantation uh is a part of district five and um uh district five covers five cities uh um actually seven but five cities with schools in those cities so schools that improve from a c to an a we have horizon elementary school rock island uh elementary school and sunland park academy uh district five schools that receive their first a ever is oriole elementary school plantation elementary school that deserves a a round of applause and board anderson high school so these are three schools that received their first a ever in the history of those schools so i think that is a wonderful achievement so we'll go on to slide six uh three schools increased by two letter grades in district five and eleven schools increased by one letter grade 18 schools maintained the same letter grade uh from 2024 and if you uh look at the chart uh you will see that there are 34 schools in district five um and uh 17 of those schools are b rated nine of the schools are a rated and uh eight of the schools are c rated and then it's broken down into grade levels at the bottom so we're going to slide seven now academic achievements in plantation schools um as you can see across the three year um muir lakes elementary maintain a b um we have peters elementary that uh went from c in 2022 to an a and they uh they're currently a b but they're very close to an a and we're hoping that they will be an a uh in the upcoming year plantation elementary went from c in 2022 23 to now an a plantation middle maintainer c and plantation high school actually maintain a b now interestingly though when you look at 2024 25 even though uh some of the schools for example plantation high school maintain a b they did increase in in the overall weight of that b so i think we're moving in the right direction all right we'll go to the next slide now academic implementation timeline july uh august 2025 we had a targeted intervention for ela math and science and diagnostic assessment which was a uh pm uh fast pm one which is progress monitoring one and then uh in october november we review 2024 25 student data and adjust instructional plans um we had professional developments ensure vendors are in alignment with appropriate enrichment and we have quarterly data review and then um in december to january uh we then uh conducted as a school district the fast progress monitoring two which is media review so i know many parents are familiar with the fast testing uh usually the pm1 is a baseline data and pm2 is to see if there are any improvements based upon interventions that we put in place as a district uh based on the data that we've seen in pm1 and then pm3 is where that where it actually counts so pm3 is going to be around april may and that's the important uh uh testing data that stays on students records so regarding redefine our schools you can see uh plantation um is in the schools in plantation is also involved in a redefining process uh plantation middle school will merge into plantation high school and plantation high school will become a six through 12. um uh we uh look at the enrollment of plantation middle school and it is um under enrolled uh and as a result of our our district functioning more efficiently um uh we're looking to and the declining enrollment we're looking to um to close some schools or repurpose is the preferred word that i use because plantation has been generous enough to utilize some of the space at plantation middle school so thank you uh for doing that as well now plantation middle school uh these are just some of the um uh the the impact on enrollment that we look at impact on feeder patterns impact on neighborhood integrity we look at impact on distance to school impact on diversity and impact on students with special needs and so on so all of these uh factors are considered um in in terms of our repurposing of this uh plantation middle into plantation high school all right um broad estates we had uh last year successfully repurposed broad estates into an early learning center and resource center that is there to serve um uh all of district five and and also all of the county and uh the programs offered there is early head start head start vpk and pre-k esc and council member anderson i'm sure you're familiar with those programs as uh an employee a director in broad county schools there you go and he was assistant principal for broad estates now that part i did not know there you go i know about tropical but i didn't know what but thank you all right and so um for broader states early learning center we're looking to also currently there are esar ged programs there and we're looking to expand the programs at broader states one of the reasons we actually it was the first school that we um repurpose in the sense of changing it to a different um approach uh where before it was an elementary school uh and we we redefined it to be an early learning center the reason being because broad estates was about 30 percent enrolled at the time and the students were transitioning to mlk which is close by and plantation elementary as well and um i as a board member made sure that uh the smart bond money uh followed the students to plantation elementary as well as mlk so plantation elementary got some of those funds as well all right and that's it for the presentation i do appreciate the opportunity to be here again and it's so wonderful to see all of the commissioners and our residents as well dr holins thank you for the update and i want to thank you for the communication that comes out continually from janice from your office we appreciate it and for you always being so responsive to our calls and text messages and emails uh you always get back to us yes we appreciate that partnership uh with the transition transition to the k to 12 uh with plantation middle and i know we're still in the process six to 12 i said k to 12. see where my head was um with the six to 12 transition if not now down the road will a boundary change be considered for that has that been discussed by the board right so um boundary changes are going to be considered in the future um i don't believe as a board we've looked at boundary change as it pertains to currently the students of plantation middle school going into plantation high school i believe those uh same students at plantation middle will transition into plantation high but there could be boundary changes as we continue the process of redefining uh to ensure that our district functions more efficiently and i know much of that will depend on the programming that's available to the students but you you know as you've been a partner with us even before we became a school board member it's always been a challenge for us to recapture western plantation where the students are zoned for that school to be able to get those students back in the door absolutely so um uh council member holland we are looking at programmatic changes as well in order to attract students so as we continue to redefine in terms of addressing the issue of under enrollment we're also looking at programmatic changes to hopefully regain students from uh private charter and maybe families that are leaving out of broad county as well great thank you we appreciate the update uh council members mayor are there any questions for dr wholeness no well again we thank you for being here with us tonight and give us the update thank you so much thank you for having me have a good evening mayor you're back up um miss carpet food i can never get it when i'm on the microphone i can say it privately it's time for a business survey you got it um good evening mayor um council members um as you recall um upon a request from you all we instituted community surveys um for you to be able to have uh quantitative statistically valid data as we go into strategic planning so um the previous year we we had the results from the resident survey and this year we did our business surveys so i wanted to introduce you reintroduce you to derek harvey our consultant with etc institute to present the results of the business survey to you and answer any questions you may have thank you laura um council mayor thanks for having me back again um i was here about a year and a half ago to present your community survey results and i'm happy to be back to present the business results um you guys know about etc institute we've conducted your community survey we've done your business survey we've done about 1200 surveys community businesses park survey since 2012 for communities all across the united states for your business survey we really wanted to design it to objectively assess your business satisfaction with the delivery of city services similar to how we did the community survey for residents we also wanted to hear from businesses how they felt about those services and perceptions as well we wanted to determine the business community's priorities for city services programs and economic development and then we also wanted to help with priorities for investment as well with our important satisfaction analysis the way we did this by designing the first business survey for the city of plantation we ended up getting 351 businesses to participate in the survey that gave us a margin of error at the 95 confidence level of 5.07 which is really good we did a hybrid methodology of mail and online so we selected businesses throughout the city mailed them the survey had a cover letter explained the purpose why they were receiving it explained they could go online to fill out the survey or fill out the paper survey they have and mail it back to us by doing that we had 148 completions through the mail which was about 42 percent and 203 completed online which was about 58 percent the composition of the samples we had a variety of business types health care and medical professional services and retail were the most represented more than 50 percent of the businesses had been operating in plantation for 11 or more years 30 percent less than five years 61 percent of the businesses employed 10 or fewer employees and 36 percent reported that more than half of their employees are city of plantation residents most respondents no surprise indicated their customer base is primarily from plantation at 33 percent and then or from broward county outside plantation at another 33 percent most of the respondents were owners at 62 percent 22 percent were managers 13 cfo or ceo or three percent had other titles 22 percent of the respondents were members of the chamber of commerce however 47 percent said they aren't members but they're familiar with the chamber of commerce when we dived into the overall ratings and perceptions of the city the key highlights were the businesses have a very positive perception of plantation um city plantation received great scores for items that drive business attraction attraction and retention we'll get into that a little later and the businesses are highly satisfied with the services that are most important to them when we looked at perceptions as you can see on this chart there's a lot of very satisfied and satisfied responses which is what we want to see and what we expected after the resident community survey last year we had high responses there we expected the business survey to follow suit and that's exactly what it did at the top there access to airports and seaports access to highways things that are important to businesses very satisfied and satisfied responses were extremely high all the way down to plantation as a safe city plantation as a business friendly city were there in the middle but still extremely high scores and then at the bottom availability of property and land and the only response that didn't receive over 50 percent was level of taxation which isn't a surprise um in summary of the perceptions uh the city received very high ratings um once we asked about their overall satisfaction with these perception items we asked them which of the items are most important when deciding to locate their business implantation five items came up that was the overall image of the city the overall safety of the city how business friendly the city is access the highways and the physical appearance of the location where the business is located after we asked them why they the five reasons why they would locate there we asked them the five reasons they would uh remain in plantations those ended up being the same five reasons on there so those were extremely important by businesses and the great thing is satisfaction for those five reasons are very high ranging from 77 to 86 percent when we looked at major city services of plantation this was exactly the same from the community survey as well plantation received high satisfaction scores from businesses public safety items leading the way with fire emergency medical and police services followed by city park and rec landscape escape maintenance city sewer street maintenance followed suit with building permitting and inspections and code enforcement being the bottom items but once again not a surprise to see those fall towards the bottom they do in most surveys we do when we asked importance of major city services which of these city services are most important for your business and plantation police services was the our first choice for most of them at 30 percent followed by street maintenance at 22 percent and emergency medical services at 19 and then we had a whole bunch that fell into a second tier there and then a third tier of other items that were less important than police services street maintenance what this allowed us to do is run this important satisfaction analysis which rates the satisfaction rating and the importance rating of all these major services we did the same thing for the community survey for the business survey no items rose to a high priority um which indicates that the city city should continue its level of emphasis you're already providing these services at what businesses are expecting um and that's what we want to see and what we expected when we saw this high satisfaction scores from around the survey um in summary for the business satisfaction of city services um the city plantation received very high ratings public safety topped the list with fire ems police services parks and rec various public maintenance service and utilities also received high scores satisfaction ratings for those top three most important services businesses rated high ranging from 80 to 88 percent as well so that was a theme we saw throughout if they're important to businesses we saw high satisfaction there as well and due to high satisfaction we did not expect to see any items go to a high priority um and that indicates the city should have been the city should maintain its current efforts when we looked at codes and safety um the highlights were perceptions of safety during the day and at night is positive businesses are generally satisfied with various regulations when we asked um businesses how their customer how safe their customers feel visiting their location during the day and during the night during the day was higher than at night but that is expected we see that in community surveys as well residents feel safer during in their neighborhood during the day than they do at night but we also saw the neutral rating at night jump up to 17 that could indicate that some businesses are closed at night and would not know how their customers would feel visiting their location when we looked at codes and regulations all across the board of all the codes and regulations we looked at there were high satisfaction scores from businesses really all the way down it's almost the same all the way across there from zoning regulations for residential development to maintenance requirements for business property all the way down to regulations for short-term rental properties when we asked about homelessness 65 percent of respondents indicated seeing people experiencing homelessness in their area a few times per month or more while 25 seldom or never saw homeless individuals near their business we did follow up with that and asked is their business or property owner or manager enrolled in the plantation police department's trespassing program 30 said yes to that question 26 said no however 44 indicated they don't know i think that's an area of opportunity for the city to put that information out there communicate that out for businesses to get more people to say yes to that question when we looked at communication from businesses the most preferred sources of information included the city's website social media from the city and the mayor's newsletter we asked rep her businesses where they currently get news and information about the city programs services and events from plantation the city website was number one followed by word of mouth and then city social media and the mayor's electronic newsletter followed however when we asked them okay what are your most preferred sources word of mouth falls down the list everybody would rather get their information directly from the city so that's also an area of opportunity to align with those preferences and hopefully after we do keep keep doing the survey over the years we see word of mouth slowly fall down the list here we did ask about futures and challenges over a third of the businesses are planning to hire more people and the cost of leasing or purchasing retail and commercial space is identified as the top barrier to growing relocating or establishing their business and plantation when we asked about the future 35 percent of respondents indicator they're going to hire additional staff in the next 24 months 27 percent said they're going to expand or have a new location in plantation the top five items businesses think will have a positive influence on plantations economy are retail and restaurants at 37 percent selected professional services at 36 percent followed by the creative economy and then we had higher education and medical focus being those last ones there we did ask about challenges or barriers to locating or establishing or growing your business in the city of plantation the clear top answer from businesses was the cost of leasing or purchasing retail commercial space at 37 percent that was followed by obtaining permits ability to find good employees taxes and the license application process the bottom two there parking and zoning land use were less of a challenge by businesses compared to those other items we did ask about agreement with sustainability and resiliency for the city is well prepared for emergency extreme weather events businesses strongly agree or agree that the city is prepared for that when we did ask about installing an ev charger for public use we saw satisfaction drop down dissatisfaction or disagreement jumped up there that's not surprising when we ask that question looks the same in most communities some people are on the fence some are for it some are against it so that was about an expected answer for that question in summary just like the community survey and your residents businesses have a very positive perception of plantation and rate the city's services highly the items that are most important to businesses when deciding to locate and keep their business and plantation are the overall image of the city overall safety of the city how business friendly the city is access to highways and the physical appearance of the location where their business is located the most preferred sources of information are the city's website the city's social media and the mayor's newsletter and the cost of leasing or purchasing retail and commercial space is seen as that top barrier to growing establishing or relocating a business and plantation by your businesses are there any questions no i just want to thank you and you didn't put it up there in your presentation but i thought in the backup material it was interesting to see all the comments um we didn't see quite that many it didn't seem to me um with the resident survey but the businesses seemed to provide um while they were not always detailed i found it very interesting to go through the comment section and i told the mayor we had a meeting last night he got a lot of shout outs there the council only got one but i think there you got about five or six in there but communication obviously um was top of mind for a lot of the businesses and you know of course when we talk about the survey and we talked about this in strategic planning um we know we have a wonderful city and we know our staff and our departments are doing a great job but it's reaffirming um to hear that from the business community especially uh they've chosen to invest in this community but i appreciate you providing the opportunities for uh improvement uh for us so council members uh do we have any comments or questions derek council member fadgen i see you looking for the button go ahead um thank you just just uh when i was reading the report the uh the perception of safety between day and night i think it's a natural kind of thought process on it and i feel like it's something that we could probably help because i think there's some parking lots in our city that are pitch dark and part of it is the lighting's not working or the lighting's not set at the proper whatever the lumens and and probably some uh tree maintenance needs to be done in some of those parking lots so i was just sort of thinking that's something that we could make an effort on to improve that perception for safety and then i know we're already making great efforts with the trespass program so obviously that's um we have some work to do i think 44 said they're unaware of the trespass program so i pretty much going anywhere i speak um i bring up the trespass program because that goes hand in hand with the homeless problem um so i try to educate people that way as i'm sure everyone else on the on the dais is doing so and then i've never been satisfied with our website so um hopefully that's a topic of discussion as a strategic planning next week and um since that seems to be a heavy source of um where uh our residents and business owners are getting their communication from that we can do some work to make it a more intuitive pleasant mobile and on laptop uh experience so but uh thank you for the report i thought it was very informative councilmember fadgen it's interesting the history in that when those of us that were elected in 2018 the three of us that was a big you you did not get elected in 2018 but you came back you didn't give up um but 2018 that was one of our priorities was the website and i don't think it was done to the satisfaction of many of us and i think staff has tried to improve it as best they can but i think it's something that probably needs a whole overall what i thought was interesting is people said they prefer the social media all they need to go do is go and follow our social media because i think we're doing a bang-up job there um and certainly parks and wrack and the city is getting out a lot of information and the police department um and fire department as well so uh they just need to go and follow our handles but um thank you any other comments or questions a new year i've got some upcoming events to share with you all on our recreation division this monday january 19th we have our kids day off program at the plantation community center from 7 30 to 6. saturday january 31st is doggy palooza at happy tails dog park at seminal park from 10 a.m to 3 p.m in our tennis division on monday january 19th they're also hosting an mlk holiday tennis day camp saturday january 24th through the 27th at the tennis center is a level four boys and girls tournament our aquatics division is hosting a dual swim meet this weekend uh friday the 16th through saturday the 17th this meet will take place in pool one the other pool will be open to the public and in the equestrian center sunday january 18th we've got the plantation acre saddle club from 9 to 3 p.m and in athletics pal is registering for spring sports baseball basketball and softball and registration is open for adult athletics basketball flag football kickball and softball and that's it great thank number two uh in the weekly report number two it mentioned the kimley horn for 6 000 umpity ump and uh when i went online to see what that might be because i wasn't at the last meetings um they have a full palette i mean they do everything from pavement water management residential uh bart light rail bikes pedestrian uh build to rent they also do i was amazed airports and seaports and stuff so i was curious uh within the district uh is this for the pavement uh at the intersections or what exactly was that for because they do everything i'll ask mr nunemaker come up but i think you may have been away when we had the presentation from kim lee horn on the improvements on the corridor would that be uh i did read the minutes but i couldn't see what it focused on the presentation um should still be online and we can get you that date if you'd like to go back and take a look at that thank you and i'll go back okay thank you mr conklin do we have a motion for our item number two i'm sorry okay yes oh i'm sorry mayor go ahead mr conklin just just to give you the detail what it is kimley horn is studying uh the side of each road um to beautify it and to put plants and everything and they're having a hard time with consistency because there's all kinds of variants on time in terms of easements but uh we're working on it and that's that's that's really the big uh reason that we're engaged with kimley horn right now thank you because part of the problem that happened with the gateway and then the cra was when they widened statement seven it took the parking away that was a thriving i mean first class restaurant role when i moved here yield back i would encourage you to look at the presentation as you'll see that we're trying to improve the landscape not only beautify a quick question with regards to the uh traffic cameras that were installed in the school zones the signs have basically the entire day of school air so is the clarification that when the flashing lights are on it's active or it's active during the entirety of the day that's really just what i'm looking for so the the agreement was when the item was passed that it would be monitored the cameras will be on all day long but obviously you would have to abide by the two uh separate um speed limits so 35 when it's not flashing 15 when it is well whatever the post it is it's different right okay way um it had already been mentioned about the uh federal holiday for reverend martin luther king jr uh it's kind of interesting that uh when uh his widow uh coretta scott king was uh junior was asked what he most honored and what he most uh appreciated in his uh recognitions it was reverend so i was kind of interested that they went with doctor for the federal highway um let's see uh 12 days ago governor de santis announced a proposal for nine point citizen bill of rights and artificial intelligence intelligence that's ai and a five point uh consumer protection uh from data centers that's huge you gotta uh may extend i'll just read the request 10 seconds 10 seconds uh request that uh council members support the governor's proposals to protect parental and local uh rights request number five uh i included up there the uh um declaration for the uh protection uh it's called the great barrington declaration and hope you will go on sign it i signed it back in 2020 um request number six good evening julie long 972 west tropical way plantation um i was really excited to see dr wholeness speak this evening i really wanted to speak about public education i think it's under siege in our state and in our county um and i would like to respectfully request that the city figure think of creative ways to partner with our public schools um and empower the students and the teachers um since i've retired i've spent some time with teachers and students and it's they're they're a little bit demoralized and you are all such important leaders in the city and you could do so much one of i i was very excited to hear we've been on the sustainability committee our student advisor has been very good uh i'm glad that you were impressed as well and i think they there's students besides just environmental students kids that are interested in civics and history and there's so many opportunities for the students not only to gain experience through the city but to benefit the city there could be mentoring programs they could volunteer at community events i know there's something like an ambassador program um i'd like to see increased cooperation with the senior magnet projects at south plantation high school there's opportunities in the plantation library the historical museum and social media there's nobody better than high school students at social media and they they're it's just so so invigorating to work with them and i hope that you can find ways to use the talented kids in our community thank you so much dr lung don't run away i'm going to toot our horn for just a moment um i don't know of another municipality that is an administration and council that's as involved and is supportive of the schools as this one um certainly the 32 years i've lived in the city i've never seen it and you have two members former members of the education advisory board can we do more absolutely and that may be something that we talk about in strategic planning next uh week um but i just want to reassure you that we are highly engaged i know that and the more i've learned about the city the more i love this place place you know so i appreciate your engagement as well thank dr karen scott most people refer to me as dr k and i am a retired educator who recently relocated to the area first and foremost i'd like to thank you for allowing me to speak tonight and i stand before you today to talk to you about a parent power up expo that will take place on january 31st at the holiday inn from 10 a.m to 2 p.m i do believe that our children are our future and that our parents play a huge role in that future after spending 30 successful years as an educator i have found two things to be true when parents are empowered children succeed and when children succeed communities come alive this power up expo is not just an event it's a movement it's a movement it's a movement to bring our students back to public schools it's a bold interactive experience designed to equip parents with the tools the confidence and the strategies they need to raise successful children who are resilient resilient academically emotionally and socially tonight i'd like for you to just imagine something with me imagine fewer discipline issues in the school imagine higher graduation rates parents who feel confident partnering with teachers instead of feeling overwhelmed and disconnected imagine a city like plantation that is known for investing upstream before problems become a crisis that's what this parent power-up program does and that's what the parent power-up program will do research shows that students are actively engaged when their parents are working with them at a rate of 30 percent more than students who are not actively engaged with their parents many parents want help but they don't always know what to do this power-up program bridges that gap this program teaches parents how to set clear goals create structure and routines that work communicate effectively with their children and schools reduce stress increase focus and turn everyday moments into learning opportunities tonight i'm asking for you to partner with me and support me by helping to expand the marketing outreach for the parent expo and i'll need just a few more seconds yes uh help me to create a scalable model that can serve families citywide and position our city by khalib thompson miss valenzuela good evening good evening council president and good evening esteemed council members my address is 10502 northwest 10th street um tonight i my name is jessica valenzuela i am here as a mother a musician a music teacher a performer an advocate and an activist and the president of the drama booster at seminal middle school which which is home to the only honor troop in the state of florida which means that they are being celebrated with the title of an honor troop because of the community service that they've provided through the arts to our city um i know that this council is aware but for the record i'd like to state that the arts is vital for a successful connected and strong community i love plantation um i love the landscape i love the neighbors who support our schools thank you dr long and a ball field that is every half a mile um but what makes my heart sad is what we're missing and we are missing a thriving arts community a hub or a complex for music dance theater visual arts installations art education and that's not only for our children but it's for our entire community um the uh and then on another note pun intended the arts creates millions of jobs um the arts sector often contributes more to the gdp than any other sector and arts and entertainment boost tourism local spending and businesses that support the arts enjoy better reputations and consumer engagement students as we know students engaged in the arts are creative resilient resourceful and deep thinkers we as i am a student of the arts are team oriented because artists are taught teamwork discipline communication and we are raised in the arts to note to be adaptable accepting empathetic and tolerant adults we know that students of the arts have better test scores and overall excel in math and reading and verbal skills but we also have longer attention spans and are able to memorize more quickly just to toot our horns um we often discuss the effects of arts education on our students but as a whole we don't often discuss how the art strengthens our schools because the art strengthens our school culture um and it also strengthens our school attendance which is so important um today i am asking for your partnership as i often do um and um i am asking you because we can no longer depend on our of the state of florida we can no longer depend on our local district to provide arts for our children because the the arts are always the first cut that's made um so i'm asking you to consider that our beautiful city has everything we even have a circus in our mall's parking lot but what we're truly missing is a hub for performing and visual arts and i'm going to come back to seminole and i'm going to ask you for just a bit more time thank you council president um are you aware that seminole middle school has no stage they have the largest drama troupe of any middle school in brower county that includes private schools and we have no stage um this is the home to the only honor troop in the state of florida we have no stage i just want to say that one more time um we are going to next year host 29 other middle schools other performing and competitive troops and we will have to borrow a stage and for the city of plantation that i love very much i hate the way that looks um we cannot use south plantation high school because i know that you are solution oriented um i'll tell you in advance we cannot use south plantation high school because right now there are no lights and no sound um which is currently being worked on and i'm very grateful however we are just not prepared to to book south plantation high school because of that um plantation high school we know they have a theater the district uses it often if you go into the theater it is crumbling it is crumbling right before your eyes um but that's why i'm asking the city of plantation i'm going to wrap up i promise sunrise has a beautiful arts complex davie has theaters and its many colleges and auditoriums miramar pembert pines tamarack coral springs they all have art centers so i'm asking you today why not plantation we want to be seen consuming the arts we want to be seen at rock the park we take our pictures and post them on social media why not be seen investing in the arts this council can do it i believe in you why not annual reggae genealogy music festival that is being hosted in the city of plantation for the third time very proudly um it's themed lights camera reggae we're celebrating the history of reggae music through the lens of film and television this year we are honoring slide dunbar of sly and robbie leroy sibleys of the heptones and mr vegas three stalwart characters in the history of reggae and dance number one yes thank you so number one is uh approving a master services agreement with nova southeastern university um who from the administration can best respond good evening so my question is in regards to the the task orders the future task orders so the the way that i read this is that first it says openly in the in the background on the cover page no costs are incurred until such time as a task order is approved and in the master services agreement the provision itself specifies that the that the task orders will specify the services and the compensation to be paid so my question is those task orders will they be coming before us and if not what are the parameters that we are approving by this open-ended approval for task orders they would be handled in the same manner as other city purchases so if it falls within the mayor's authority the mayor would be able to approve it if it was above that level and it needed to come to the council it would come to the council so they would be handled as a normal purchase can maybe just speak to what is the expectation in terms of what type of task orders we would we would expect in this type of master services agreement with nova southeastern university this agreement would give us the flexibility to work with the hyzenga college and particularly the center for public services um which is essentially in our backyard and a growing area for graduate level students and phd students it gives them an opportunity you know if i'm the university it gives them an opportunity to gain real practical experience on the city's behalf what it enables us to do is to have some additional capacity to take on some additional or more special projects and get them turned around for you in a reasonable amount of time in a reasonable cost we would anticipate that most of the time the cost working through the university would be less than going into the open market what kind of projects are we are we anticipating or would we be looking to the university for it could really run the gamut uh let's say that we wanted to look at a broad view as a potential annexation candidate in the future we might uh partner up with say davy and work together with nova to do an analysis and then you know let's see where that would go it could be something along the lines of uh you know we're facing kind of an unknown uh from the state coming up with the tax reform that could result in and significant impacts to the city so we could foresee restructuring different things of that nature we might want to engage nova for something along those lines there's really any number of services we could engage with them so just one more further point of clarification for me is that when we're so when we're talking about um engaging nova southeastern university and um their public service innovation and research are we talking about are these student projects that we would that they would be working on is that who would be um fulfilling these tasks it could be one of the things that nova tries to in particular say with their their doctoral studies is to have their students as part of that doctoral program do a uh a consulting program if you will that that marries to what their their discipline is um so it could be something along those lines it could be something specific to the professors they have a sophisticated real estate focus so if there was analysis we were looking on that that we had a gap on it's something we could reach out um obviously i've engaged with pnz on a variety of issues if there was some more depth we needed to go into or you wanted like a third party perspective on something um there's just a variety of things we could pull from regarding their expertise very good thank you i appreciate the clarification pleasure thank you council member reinstein um mr conklin you also pulled this item would you like to speak on it dennis conklin 458 1 northwest 6 court just a couple questions um this includes the entire city i mean that would include the gateway and the cra great um i was very happy to see a number of articles that were contained in the agreement uh article 13 is for e-verify so that we get americans into the jobs article 23 um no boycott of israel um it also scrutinizes for iran cuba syria and other terrorist affiliations article 24 um no foreign ownership by governments within the district article 26 uh it guards against human trafficking and i didn't see this but i've ordinarily seen it in in all of these contracts and that was uh for drug-free workplace in article 18 it mentions all the laws and articles i'm assuming that drug-free workplace is contained in that one is that right and that's basically it thank you um thank you mr conklin uh i don't see anybody else uh wanting to uh speak on item number one the resolution approving master service agreement with nova southeastern university council members do i have a motion council member horland yes uh item number two regional biosolids facility design interlocal agreement councilmember fadgen thank you council president horland i i just had a couple questions um so i read that there's 10 participating utilities in in the county for this um i don't know how to describe it for the interlocal agreement how many utilities are there in the county i believe there's 27 in in broward county i i can get you the exact answer but there's 10 10 of the largest players first david polio city plantation utilities director um the the big players are the largest players you're saying yes broward county being the largest player who is heading this up okay okay i was just curious like um what kind of economy of the scales are we going like do we have any idea like reasons for why some of these other utilities are not participating why they're going it alone or different municipalities have different processes one of the easiest ways to explain it so we're a full service utility full service treatment we treat our wastewater we land apply our sludge the biosolids is a byproduct the final treatment process of it so currently it's being applied to land you know land application central and northern florida anyone who is not participating or looking for a regional solution right now i i can't answer for them but the 10 utilities that are participating in this some people pay other municipalities some pay the county and that's actually one of my questions is like you know there's 10 utilities but obviously there's many more cities than that so some of those utilities are covering them correct but you're saying there's 26 utilities in the city i i don't have that exact answer but it's about 27 utilities i believe and i think i guess really my main point is is that are we uh are we um getting the biggest uh uh scale you know the the spread out the cost as much as possible for this by by the participation but you're saying that we're we probably about this these 10 cover uh the greatest percentage of the utilities in the county because of the county's involvement right and the municipalities that are um that you're right we start we've been discussing this since 2021 and when the study was completed the initial study in 2023 about the feasibility of a regional solution for this we were looking at many many questions were asked and one of the biggest things is well how much are we going to be responsible for what is our going to be what's are not going to be at the end of the day we all came into an agreement in the county as well we're going to be paying the only portion we're paying for whether it be design or construction when that occurs a couple of years down the road is the percentage of sludge we're about four point eight percent of the plant that's going to be built the plant based on all of the numbers in the 10 utilities we're probably looking at a 500 million dollar plant so 4.8 it's a 50 million dollar design these numbers can change but these are conservative numbers we feel the numbers are going to go down okay um and then the operations through the collection of fees uh of the water bills that if that's part of this that's how we're going to fund it yes it will be funded through the utility department's normal um processes right now we're we pay uh we pay h and h to go up and do the land applications will be transferred when that stops those funds will be utilized towards that and and and each and every every five years we're doing our rate studies these biosolid uh potential regulations that's being handed down right now are new to everyone probably within five years i believe was the latest number that i've heard this evening uh within five years we produce class b uh sludge is what ours is that's our treatment there's been discussion that it has to go to double a there's a cost associated with bringing your plan up to those levels and treatment processes now down as as it goes down with the farms that are are being removed you have central and northern florida saying we don't want south south florida sludge i believe three new bills were proposed over the last couple in the last week or two looking to modify existing bills but the senate bill 290 they're talking july of 26 they want to stop being they want to stop applying class b sludge to these farms okay all right um thank you for shedding more light on it and a little bit more of an education beyond the backup that was in there no problem i don't have any other questions i'll make a motion unless somebody else wants to hold on thank you council member fadgen council member anderson just a little bit more on that um so it it says biosolids are clean and treated so uh okay changing regular regulatory requirements and a drastic reduction in number of permitted land so you covered a lot of it but what is it what kind of jump are you talking a land application versus a facility application is it just totally ballpark are you talking a magnitude of five times the cost or so current the way we're currently doing it versus at a plant i will say plantation is probably paying the cheapest rate for land application out of any municipality in broward county right now we have a very long and old contract that we've been utilizing and able to continue to utilize the cost is going to go up our tipping costs and the maintenance costs are going to go up when you look at building a 500 million dollar plant to treat what you used to put on farms and fields there is going to be a cost associated with it i can't tell you what that number is i can tell you estimated numbers of what it would cost us to bring our plants up to compliance when you go through and you look at the processes there's a it's a drying process really is the is the is the big element here it's higher you're treating to a higher quality but then you're using these giant dryers to get it to a dryer solution and then it's a simplest form is it's pelletized and then it can be used for fertilizer and other things the benefit to the group what we're doing with this regional solution we won't be in competition with one another trying to get rid of our byproduct or treating it to this really high level and then we're paying a landfill it so there there's there's multiple benefits to this yes the cost is going to go up there is no more cheap utilities it's not cheap you see the you see the projects and everything that we do there's a cost associated with this uh the regional solution that we're looking at is going to be the very best and most viable option that we currently have take the thermal just look from an environmental point for a second there's a thermal footprint that goes with these plants that build if we were to if we were to build our own facility right now uh let's say in a perfect world all of the numbers it's a 500 million dollar plant it's a 2.4 million dollar design on our percentage that we're paying um out of that component if we the numbers when we get ready to go to construction would be estimated at about 24 million dollars okay if we want to convert our plant to treat to double a standards we could be looking at anywhere between 36 and 48 million to upgrade the plant take that put that aside for a second now you're looking at what are you going to do with the pelletized product that you're getting rid of are you going to get in the fertilizer business do you want your utilities in the business of trying to sell fertilizer i i it it's a problem and it's a real problem that many people in the state are looking at take pfos and the water plants and everything that all these other municipalities have to build right now we have those plants other cities don't so just to go back to your question councilman badge and you were talking about what about what if the other cities don't do it well the other cities didn't build advanced water treatment plants years ago and they're scrambling to do it now so i think now is the time we are going to be one of the first cities that are going to be um moving on this you're going to see three or four possibly five other cities in the coming weeks signing on to this and within the presentation that was in your package if you take a look at it palm beach built one of these but they did it with a private entity anyone who needs to get into palm beaches right now with synagogue they're locked out they can't do it they've got to look for other options so what are those options to uh teaming up with the county is our best solution it's plantations best solution um i'd be i could talk biosolids all day i don't want to but i'd be more happy to it just sounds like where this is this is the kind of move that our our predecessors made the decisions to invest in our water and sewer long ago and it's our turn to do it now for the future absolutely i learned from some of the best yeah you did so and um did that answer most all of it he kept on going and he kept on answering what i was going to ask what is the county facility what will they do with the product the pellets or whatever will they will they be in the business of offloading the fertilizer there's different things that are being looked at right now they are in close proximity to the dump look the the plant would be i think there were seven different sites that were looked at cost of dump versus potential fuel for incineration for the incinerators there's discussions about potentially mixing it with concrete mixing it with asphalt there's a lot of different you know you still have the fertilizer uh options so there's different things it's technology that's advancing on a regular we're at the county facility the county if there were any if they made any money on it would be applied back to the facility and so forth by selling the i would think that it would go towards the o and m of the plant reducing out all of our overall costs there are going to be tipping fees something that isn't mandated or anything and i'll be totally transparent here is pfos when pfos turns around and starts coming down the pike and these regulations get tougher and tougher that we're shipping it to the county obviously we'll work with the county on whatever regulatory or or additional investments we need to make um however our sludge is going to the county it doesn't become plantations um well i mean i didn't want to say that but you know i said it but to your point uh and they are trying to create much like our solid waste a circular economy around it uh and not landfill it and and find those other uses for it so um i think time is of the essence thinking that exactly yeah and to your point on sb uh 290 so everyone knows um it is only the second day of section session and it passed through its second committee today uh it only has one more committee stopped so i think we'll see that on the floor quickly what's that sb sb senate bill senate bill 290 it prevents land application after july of 2026 but speaking with my consultant earlier in the back there there there may be discussions to bump that out two more years they cannot just simply shut it off because what are you going to do where are you going to put where are all these municipalities going to going to put their their biosolids but just on a quick note there were there were three other proposed bills that were coming down the pike i haven't sent it to you yet um i haven't had a chance to discuss it with jason yet but i did get all the information together and there's three proposals bevard county is bevard county and osceola those are two counties right now that are looking at potentially um strengthening their ordinances to prevent south florida sludge from being trucked north and put into their backyards um bevard county i believe 95 percent of our biosolids went to one of the farms on the list um that are seeking to get a reduction again these are it's in flux um or in discussion polio uh no other comments from the day anyone from the public want to comment on this okay again do we have a motion to motion to approve second item request to move forward with the engagement of citron cooperman advisors llc to perform special audit services councilmember andrea thank you president horland just really wanted to thank mr nunamaker and the administration for uh and all the staff miss otaniano for hearing all of our concerns uh a few weeks back and addressing them expeditiously um i'm excited as the one who proffered this uh engagement to uh see the outcome i i'm sure it'll be favorable and that will just give us um i guess some extra an extra sense of peace and insurance so we look forward to to this audit thank you reinstein so my question really goes to the cost of this we're looking at a total cost of 103 000 dollars for this these educational services and i saw that it was broken down into a fiscal year 2026 of 41 500 and fiscal year 2027 for 61 500 really my my initial question is can we if we were to move forward with fiscal year 2026 could we do that without moving forward right now with the fiscal year 2027 part of the budget and see how the first year of it goes forward can you just repeat that last part sure sorry it is broken down in our backup as as as a budget item for each or as a cost for each year there's a 2026 2027 right um and i'm really questioning why why we need to approve both at the same time instead of just moving forward with the 2026 cost well um miss ganey can i interrupt you please please identify yourself oh absolutely paulina gainey hr director good evening everyone um that is just how we approached it because we're doing all of the supervisors so it's going to take two fiscal years to do all of them so that's why we have it broken down for fiscal year 26 and 27 because that's how long it's going to take to to train 200 supervisors so really then my my my question in that regard is that um i guess i hate the idea that we are we're tying ourselves into two years if the first year maybe we decide that um during the trainings that go on in 2026 that we don't want to continue with this program or that um it didn't serve the purpose that we had intended um that that's really my my concern is that you know we're locking ourselves in without without even beginning the process sure um i would hope to do the first two years because that would train everyone and then we could formally assess but i don't charles were you going to say something else then we could formally assess if we like it or we don't like it um but i understand your concern so then the the related um question is that you know in seeing all the different um and there's there was quite a bit of backup there was a lot of municipalities that are apparently using the same educational services and i saw that there were even some um that you had specifically solicited some uh referrals some fee references yes and in looking at it and i i haven't made the phone call to the um to the for example the president of the broward league of cities but my my question would be is whether or not such organizations like the broward league or the florida league of cities are doing any of this type of training i mean if all the municipalities are doing this type of training it would seem that that would be a great avenue to utilize is that these these umbrella organizations like the broward league and florida league to be involved with that have we had any discussions with either of those entities i haven't specifically spoken to either of those entities i was um focused on um would you like to lean over and ask me that question yes um i can tell you that neither entity provides those services it it seemed like something that would make sense though um in terms of training for municipalities i mean we look to we look to both those entities to um to assist all of the municipalities on a you know collective scale but i think especially broward league of cities and the florida league cities is more focused on um elected official training um not necessarily so i think that you know you might look to uh if they were to get into it perhaps like the um broward county county managers association you know city managers association something like that but those two are more focused on the elected officials understood um i'm just hopeful um it seems that you know that if all these municipalities are utilizing the same educational services that um we could somehow uh pull together so that we can i guess get a better bang for our buck um i hear you i do have trouble though approving both both 2026 and 2027 at the same time i i'm only interested based on what i've read of approving 2026 at this point in time okay thank you okay mr spencer would you like to add to that thank you miss gainy thank you yes a very um small comment i'm charles spencer procurement director so the prices that you're looking at is in whole so it's in compass of 2025 six and seven if you were to break it all apart there might be some fluctuation in the cost just so assessment how did i know councilmember fadgen you're going to pull this i'm the uh the sitting expert on this i guess um i guess i was questioning like what is miller legs qualifications for this i know they're bringing in a sub consultant oh i didn't know they're here good evening councilmember i'm actually what you're doing yeah i'm actually uh did machuca i'm with administration project manager uh we are part of the capital projects team managing the project and miller leg was brought on board because they were the original design consultant that actually built or designed the golf course back in 2005 2006 who was miller leg oh miller leg was okay yes that's correct um so what would like so the first thing we're gonna do is a site assessment we're going to just look at all the attributes of the course identify the weaknesses drainage whatever bridges right um so after we do that what would be the next step who are we engaging for the next thing so this is part of the phase one five phase one would be a site assessment just to like you said uh identify key infrastructural um needs improvements what's good correct what's good what's bad because there are some concerns there's some infrastructure that's been aging since the golf course was originally built back in 2006 so we need to look at those conditions to improve on because there are some concerns and then the next phase of that is depending on the assessments and the identification of those key infrastructural improvements um then we can come up with a strategy to support for capital improvements um how do we uh address those um concerns and and so we can move forward with a plan essentially so i guess when i'm one of the things i was concerned about is just like does that at that point are we engaging someone who specializes in golf courses to do that miller leg is the consultant that we will be using as part of that strategy so we're automatically going to you or are we bidding to utilize you or part of our continuing service part of our continuing services agreement so one of the questions i had it has to do with capital improvements is there going to be an assessment of the irrigation system correct with this on the site assessment yes sir okay um so basically we're just trying to create a road map and figure out like how we're going to do it um so after we do this then we're going to know if we're going to piecemeal it or propose the whole thing when we get to that point are we going to be doing an assessment of the you know there's we've been talking about like how much we want to invest in the property whatever that number might be and interest rates might have an effect on that lower rates higher higher dollars can probably go into it but i guess the other question is when we're doing that assessment about the cost of of doing it will we also assess the cost of closing the course for the revenue that will be lost is that part of the assessment of so that's something we're going to be looking into as part of the next phase of process um i don't know if jason wants to out to go out but that's that's that's part of the the strategy we're trying to approach here okay that's that's going to be part of the rate analysis when we do that because we're very sensitive to this course has to fund itself right and one of the things that i was particularly interested in with with miller and leg is it's the first the first folks we talked to that talked about sampling some of the infrastructure to take some workload off so if we don't have to replace everything and we went we've gone through and talked to some of the individuals um you know the grass growers and different things like that and really nobody was putting anything on the table to save us money and because of the unique environmental aspect of this course that that really plays well to middle legs involvement initially so this first phase like right now we have a clean slate about what's going to come out of this first phase so hypothetically we might not be replacing the turf we were talking more underground it's what we probably won't be replacing because a lot of the grass does need to be replaced that's my but yeah as a good example no i'm just more like this is going to be part of that so it's basically every every aspect of it this happened after your assessment we're going to have an idea this has to be done the bunkers don't the bunkers need to be done but the bunkers don't need to be done but that's what's going to come out of this exactly and as dib alluded to before we want to make sure that we go into this eyes wide open so if there's some extreme capital costs we have to incur we want to be aware of that we don't want surprises when we if we go out and take a note for seven million we don't want a 1.5 or two million dollar surprise and also we do have a good cash balance fund balance that we can move from so when we move forward we'll be moving forward somewhat on a cash basis so the design will be teed up we'll be ready to roll some of these capital issues will be secured done so we'll be in the best possible position to move forward we don't want to move forward too quickly just to make things happen because although the golf course is worn it's still being played it's still very popular so if if there's another year or two involved while we're doing this well we're still we're stacking and fund balance and that's only going to help us take less debt and i've said this before i mean the course is incredibly prop uh popular it's incredible how many rounds are going through there and when it's all said and done we want to make sure we're not going to be cutting any corners because we you know obviously it's popular now and it's end of life so we want to make sure we do everything right we don't want to do like subpar bridges you know because right now the planks that are on the bridges it's it's not it's out of character for the course it's out of character for the city it looks cheap and then in the end when we're all said and done we want to make sure that we can support the operations and then the actual maintenance of the course and then obviously the debt service so that's not a burden to the non-golfers of the city so all right i appreciate the um adding some clarity to this big important project in my opinion thank you uh mayor you'd like to weigh in dib you did a project like this in tamarack yes okay just to placate to make everybody feel better can you point out something you learned and some landmines that you hit in tamarack that we aren't going to hit here um well always you have to take into consideration all the environmental impacts because as you are aware we have 132 acres of golf course uh in addition to 88 acres approximately 88 acres of wetlands so those are some of the the things we have to look out for and then take into consideration that middle leg is familiarized with they have the personnel the the expertise the engineers that are involved as part of that endeavor because that that's something we we are we're looking into deeply as well as all the drainage concerns that we have on the topography of the field so that those are some of the things i encounter in my previous experience with the other uh city thank you mayor thank you dib for goal of still obtaining competitive pricing the city determined was prudent in its best interest to seek competitive quotes from known trusted vendors rather than initial public solicitation so the the sensitivity of the it aspect of this we we didn't want to just go out the bid to put all our specs out there in the public realm right yeah that's what my understanding was from the it department so we so i just want to like understand so we we identified um vendors that we felt that were qualified to do this we reached out to them do they just do they when they reply with what their quote is is it a sealed bid still or no it's informal is um sent directly to the it department either via email i would imagine via email these days i was going to say facts in my head but i think i think what i was like concerned about is is like when we when we when we do these informal bids i think it still should be as sealed because what if someone in the department has a relationship with uh one of the entities and has a preference one of those entities then they could just tell the other entities unless you're tell that entity they're like you're ten percent over you know so i don't feel like we're going to do that but it's a potential for it to happen so and like i've said this in the past is like and i i'm not arguing that we should have gone through the you know the the bid process you know like where the general public would probably um if you ask them how we obtain our our our um services and the and the um equipment that we're purchasing they probably all thinking it's a low bid um sealed bids and stuff and and that's not the reality and this is not an inappropriate um procurement process but i just kind of like i feel like for the interest of the people to make sure that we're doing everything we can to make sure we're still getting the lowest bids and it's not being manipulated by someone in in-house if if that makes sense oh absolutely we could try to do in the future for this kind of situation absolutely i mean we're we're constantly doing internal training and explaining ethics and the things that you are mentioning to ensure that the highest level of scrutiny is being maintained by the departments that are doing these informal bids but point well taken is something that we struggle with in procurement a lot too you know i'm in a profession where ethics are supposed to be um you know the cornerstone of it and we've had the largest ethical flavor uh failure and 25 years ago and it changed the entire profession so ethics are only as good as the person who's willing to be ethical um if you're going to be a crook you're going to be a crook so everything we can do to try to um uh keep people ethical was good so that's really my only my only you're up first thank you mr spencer i was just concerned about the agreement um because there's no termination for convenience and i spoke to mr noonamaker yesterday about this i know um based on our conversation it was probably a really difficult agreement to um manage and and find some uh consensus between the parties but not having that termination for convenience worries me a bit because there's a five percent increase i believe annually uh three percent it was five percent for the first two years and then it goes to three percent then it goes to three so i would not want the vendor to so this can go on in perpetuity and it may it may be great and this is what we want and it it goes on forever but in the event it's not it seems very difficult to get out of by what they've outlined in this agreement so um we are still negotiating the agreement terms and conditions um termination for convenience is a matter on the table um before this meeting tonight i did get some response back from the company relating to a number of items that we are still negotiating um i don't want to say termination for convenience a hard stop for the city but we we take your point we've had instances where we needed to lean heavily on termination convenience but we need to navigate those waters very prudently because of the type of contract this is so point is taken and we are working through those processes to make sure that those securities are in place so we can remove ourselves from a situation that we no longer want to be a part of so is this an item we should table until you finalize some of those pending issues so the reason why this item is before you today while we are negotiating terms and conditions in good faith is because we are at a timeline when it comes to the pricing um they need an executed agreement by january 31st and it doesn't give us much room to from january 28th to get a fully executed agreement in place so we're trying to get the pricing portion of this kind of solved while we negotiate the um terms and conditions in good faith so we're asking for your um your grace when it comes to that but points are taken when it comes to termination for convenience and the vendor is also in the audience i believe yes so he can speak to determination for convenience that we did um uh present to them and i don't think you redlined it to remove it to say no if you want to speak to that please come up and introduce yourself good evening thank you i'm jim walters i'm enterprise account executive with sprite point services so uh yeah charles's point we're still negotiating some of those terms and conditions uh what my understanding i'm not an attorney but what uh is unique to this is the late start date so we're a sas software company so we book revenue based on contract signature if we put in just generic open-ended uh termination for convenience if this project doesn't start till mayish of 2029 uh and you contact us three years from now and terminate uh from a financial accounting perspective that's where the trick is so our chief financial officer and uh senior contract administrator are willing to negotiate that but we would just need to be careful with the language um so we don't get ourselves in a situation where we book something and then three years later have to retract understood understood um but possibly incorporating something you know after year three 30-day notice or 90-day notice or whatever mr spencer deems necessary but not having it in there at all um it it gives me pause absolutely and i don't think that's the intent uh at all normally we sign one-year contracts where you have the opportunity to renew the pricing was a little bit better in the sense that it's a longer-term agreement so um we're definitely willing and uh excited to work with the city on this so good okay thank you thank you councilmember jay thank you mr walters uh council member ryanstein yes thank you um so first of all i'll just follow up um thank you councilmember andreyu for bringing that up it wasn't some i am a lawyer but i did not catch that and so i i appreciate um you you you bringing that to our attention um your uh your procurement experience is very helpful and especially in this situation and so i guess my question just to follow up on that is that um if uh if the if there was a motion to be made that was to give some direction in line with what councilmember andreu is proposing suggesting the need for um termination for convenience um that also took into consideration what the um uh what the gentleman had had brought up um would that be something that would give you enough leeway and direction to continue the negotiation we were always going to continue negotiations with the possibility of some form of um termination for convenience rather it be after the one hamstring yeah yeah we yeah we were always going to pursue some avenue of a of a convenience clause either at the the fourth fourth year um and when i say fourth year meaning year one after implementation um so there was always going to be something there we just don't know what that looks like as we're navigating these waters at this current moment understood um so if uh if that was the motion that would include that um i would be supportive of that um i did want to ask though um the the section that talks about the contingency allowance of a hundred thousand dollars um talk to us as to why we're why that's necessary at this point at that amount that's a um a great question and as we are endeavoring i know really no i was really endeavoring on new and innovative technology we don't know what to expect um we are going to be transitioning out of a uh of a more archaic system and we are unaware of what type of implementations what type of um back-end type of it stuff to it's respect we're integration thank you very much integrations we're really going to get into that we may need to do some type of pivot that may be cost effective to the city so this contingency is going to give us some wiggle room to be able to navigate without hindering the process the project moving forward for for this type of um for this type of agreement and this type of subscription and and implementation service and everything that is set forth um it is i think i know the answer but i'm going to ask it so you can answer it is that is that a reasonable amount um i mean it seems like a very large amount for a contingency allowance um do you feel that that's necessary in order to be able to move forward with um with this agreement this um this item so laura and i talk back and forth about this honestly you like it to be more we find this to be low but reasonable to get the job done okay thank you very much thank you mr spencer um before a motion is made i just want to be careful about being too specific with that motion uh so adds not to hamstring the process so if you wanted to say a contingency which we've heard you're working on um before um we do so i don't see anybody else buzzed in anybody from the public want to comment on this okay do we have a motion motion to approve um conklin 458 when northwest six court um i just bring your attention that the the cost to the gateway uh it's it's like a redundancy because you have the cra overlap now with much higher tiff uh income produced and um it's only going to be around for another few years until uh it was a 30-year agreement in 2000 so we got a few more years left this year and four more um to to grant relief from the extra uh property tax that the district pays in addition to the overall overall tax rate for the entire city's uh properties and i was looking again we're spending basically a hundred bucks a week for uh water and wastewater every every uh statement that comes out it basically works out to that i mean couldn't it be rolled into the cra expenses and and um somehow roll the uh for the remainder of the years the um gateway seven still has like a couple million bucks in its in its uh funds to uh move it out of this portion of the of the agenda thank you i'll yield back thank you mr conklin uh any discussion on the dais item council member reinstein yeah i i would ask um i know that mr hall is not here but um mr newmaker any um i'm interested in terms of the question that mr conklin has raised is whether or not any of that expense um could be rolled into the cra budget what we try to do is that ongoing operational expenses we think are most appropriately situated in the gateway because we view that as running past the duration of the cra the cra as mr conklin pointed out ends in 2030 so expenses like median land water bills lprs are going to continue to be borne by the district in the same way that midtown is voted to have that opportunity for them to have enhanced services so we need a survivor entity to the cra now if the board in the i've not heard the board say this but if the board were to express a desire to terminate which we have not heard from that's certainly something we would want to bring to your attention and understand why they would want to terminate it understanding the the consequences of that and not having that extra layer to deal with some of those issues and maybe that happens in the future as you all discussed earlier we're making great progress in that district but i would say we're not there yet thank you welcome but to your point i have not heard any of the board members ever expressed that to be relieved from from that item okay 7351-7421 northwest fifth street and is owned s-cp city park and b6p institutional educational mr holmes good evening good evening thank you madam chair members of the council for the record dan holmes planning zoning economic development director as indicated this is application pp 25-0039 for the liberty tree park it is just a consideration of a very minor site plan amendment to install a new inclusive playground in conjunction with adding some standard parking spaces and ada accessible spaces as well and all in all be 40 total parking spaces uh added i think most of us know right up street is liberty uh tree park um and uh it's located at 7421 northwest fifth street approximately 10 acres in size it actually has two zonings uh on the site um and there's uh basically residential located to the north west and east and east and to the south there's some additional uh business uses and this is an aerial photo this shows uh the properties that were notified uh within the 500 foot boundary approximately 121 notices uh were sent out in regard to to this item um so this this item as i said it's it's a site plan modification it only includes a a small portion of the park uh we kind of have the uh the total site plan there but the the items that are the area that's highlighted in green really sort of represents uh the improvements or the location of the improvements again uh an all-inclusive uh playground being added improvements to the parking along northwest fifth and then there's some additional uh parking improvements that you see uh sort of to the rear of the park and also over to the east of the park which would be putting in some additional uh parallel uh parking spaces these are just some renderings i kind of giving you a little perspective of what the inclusive playground uh would look like so just to give you a feel there we did receive one email uh concerned uh from a resident with regard to this item and it was really with regard to uh uh residents that uh i guess some of the residents feared that there would be some use of the parallel parking along northwest 6th street and northwest 73rd avenue as personal parking spaces i guess maybe when the park is closed they felt that people might come and utilize that if that were a problem uh as i said at this i think that the city we could uh we talked about this we could install uh some no parking signs after dusk and through uh you know the agreement we have i could be regulated by the towing uh you know service if that's what the city wish to do some other cases it may not really be a problem at all but you know it's it's uh for the city to make that determination uh so those were the the only comments that we receive uh relative uh to the item um you know staff analyzed it uh based upon the criteria in the code and we found uh the uh the item to be consistent uh with all the relevant sections of the code and based upon that uh staff is recommending uh approval of the item happy to answer any questions uh i do know that we do have both the the city engineer and the um the director of parks and recreation if you have any specifics uh a question specifically to the playground equipment itself or sort of sort of some of the design with the parking and other issues as well thank you mr holmes before i turn it over to my colleagues um councilmember fadgen's been anxious to get in we did receive um two emails late this afternoon from two residents that are adjacent to the park which i did uh forward to uh parks and recreation to mr ambrosio and miss o'tool so they would have an opportunity to answer some of the items that were raised in there um do we know how many um did when those notices were sent out so we just had the one email at that point and no other further phone calls or anybody showing up the the date that the notices went out the date i don't know if we put it on there but uh we send it out uh you know 10 days uh prior to so they so they receive it uh within that notification we just received those two uh items today yeah okay thank you very much councilmember fadgen well the emails were uh the point that i wanted to make i had two people come into the office that they're concerned and i think that i think what the main problem is is that um they don't really understand what's happening they really made some kind of large statements about their concerns about it so the question i would have for danny we didn't do a um like a public meeting for this like a community meeting no there were i know that the this item was previously reviewed by the the council i know there were some approvals uh with with regard to that and so uh so it did go through i guess the process with the council so no we did not i'm for the project what i'm concerned about is the two people i spoke to today they represented that the um the street was not happy with with this because and he made a comment about the notice thing and i said well the notice is a defined thing so i would prefer the table this to give an opportunity to maybe arrange in the community meeting so that the the neighborhood could actually hear um they told me that three they said a bunch of people were interested and come to me but they weren't able to and the three people are able to didn't want to just stand up by themselves so um i don't know what what the opinion of the council is but i i would ask the table this so that we can give them an opportunity to and maybe get more informed on it and get on board with it and yet my concern is with that if the notices were sent out that we only received two emails today and i don't believe anybody's here in the chamber and i pushed back on that about like you know the notices came out how long two two weeks ago probably i'm guessing 10 days so without and and i understand your point that was precisely why i sent these emails to parks and recs so that on the record they could address some of these concerns because i think some of these concerns um while i understand them um they were very broad you know purely based upon supposition i understand they didn't have all the information but mr nanamaker i see that you i will uh okay okay so i just want to remind uh council that we do have some time sensitivity because this is grant funded with regard to the all-inclusive playground so if the concern was that we needed to engage more with the residents on the parking we could defer well the comments went beyond the parking right so um what what is the time table um i'd like to give before i'd like to give this of tool an opportunity um if i may concerns and any others thank you for forwarding the emails i do believe there's some confusion is that people saw the playground and thought you're approving the playground this evening the playground was approved um i believe in october and that has since been proceeding as scheduled it's being manufactured as we speak it's being um going to be installed mid-march but just to give a little history on how this playground came to be we applied for a grant back in 2021 at that point as part of the grant process we did vet it through the advisory board we also had public meetings as part of the grant application we didn't get it during that cycle we reapplied in 2023 again vetted through the advisory board had public meetings at the same time same dates as those advisory boards did not hear any objection at that time which led us to where we are now we were awarded the grant in 2024 and then just looking at the park holistically we saw there were some deficiencies how can we put this inclusive playground in a park that has no parking no great accessibility to to get to that playground and so that's how we've been working with other departments engineering capital projects everybody to make this come to fruition to carry on the timeline of the grant the completion date is april of 2027 and so we're trying to make all of these improvements in conjunction with the installation of the playground so i think there's some confusion when i read the emails people objected to the playground just being where it's going to be installed i think they may have missed the point that that that has already been approved and now we are just looking to enhance the parking which to be honest people are already parking there it's not the greatest we're just trying to make it safer and more accessible for individuals to park and then enjoy trying to improve some of that drainage and that accessibility exactly yes and i think the history um also predates the grant as i explained to one of the residents that we had been applying we had made it into the budget and were vetoed so uh rep gotlieb carried this a couple of times for us yes and i do want to say it was a recommendation in our 2020 master plan and that's what i also told yes so this has been five or six years in the making it's not we didn't just wake up yesterday and decide we're going to put this playground here so miss a tool i'm going to allow my colleagues to weigh in um i will just state i'm not in favor of table in this tonight because i know we've got the grant pending but um if the item is we do go forward tonight what i'd ask is um perhaps there be some engagement with the residents um who've been concerned to maybe you know kind of walk through some of their concerns a little bit absolutely councilmember andrea thank you president horland i was going to make that exact suggestion that um you know we can do it retroactively because i do know that i received those two emails and i spoke to a resident two days ago she didn't reach out and she told me she would not be attending tonight but she was not concerned about the playground at all just about the paved parking and particularly the paved parking on 73rd so um she didn't and lives in i guess close proximity to uh to where to where the paid parking would be um i appreciate the signage i think that's a good that would be helpful but that is secluded gardens and they don't have an hoa per se so they didn't i guess really um have a lot of knowledge i think to councilmember fadgen's point about this taking place until recently when they got the communication probably eight days ago or what have you so do we have to have the paved parking on 73rd because you know like in my conversation with this resident i was telling her about our parking ordinance and how we have been um scaling back on parking so is it necessary to have it on 73rd because i don't know how many exactly uh spaces would be there i think it was 40 correct in all in total uh yes and so how many would be on 73rd and i'll also add her comment i don't this isn't a park that i frequent as much but her comment where she frequents it daily said that it there's not a lot of traffic per se even during peak hours so she didn't see the need for 40 spaces uh good evening samira shallan city engineer um there there will be i i forgot the number but two to three parking because they are parallel parking nine by 22 four parking spaces nine by 22 feet i want to just correct they are not paved parking they are semi-pervious parking so uh one of the objective is to retain the drainage on the swale area people are parking there today damaging the grass and hindering the drainage from proper flow so we're correcting the issue by creating a semi-pervious environment that keep the retention of the drainage and also provide a parking opportunity trish can talk more about the all-inclusive the idea of engaging this all-inclusive playground may invite the community may activate this park so through the planning of the park we we decided we want to be ahead of the game we saw the the community coming and i'm one of the residents who attended lighting city hall and we saw the parking around city hall it's limited so we took an opportunity during the planning of the park to see opportunity for additional parking with some drainage opportunity so that's how these parking spaces came about thank you mr i have to tell you i'd still prefer to not do those four and limit it to 36 and then you have the parking on on six and i think that's great overflow for when we have city events which it's realistically probably two or three times a year mr general maker had eluded if that's what the council elect to suggest we can move with phase one without six and seventy third to a later date and study the how the evolution of the park with the all-inclusive playground being involved in this park and then we come for phase two of the project so that would i would like to make a formal motion to do that to to not include those four spaces on 73rd and um i think having the signage and having the spaces on six like you said people are parking there but now that they'll have a they're still not supposed to after right after dusk but if they choose to um they'll park on six hopefully and won't continue to go on 73rd thank you thank you councilmember andrea um i think i need it second if there is one i've got two more comments but if you want to let that hang out there for a moment that's uh mayor and then councilmember uh reinstein thank you very much um yeah uh chair horland thank you for bringing up the appropriations too because we thought we had it there we thought we had the money yeah yeah it was right there and it got whacked at the end um also we brought up the idea that we're doing this for ada we want to keep the ball rolling and getting our ada compliance farther along but coincidentally i was on 75th um when did i go there with bill remember that day samira bill and i went to go check out the drainage thing went to check out a drainage thing that guy got the he was quizzing me about the notice he got he's quizzing me about the notice he got it said yeah i remember this park i remember it before the elk sold their part and then today um nadia folic who also lives on 75th brought up that she got the notice just so you know yes first i i want to comment first about the all-inclusive playground so you had already responded to what i wanted to make sure to clarify was that this is something that we've been asking for the residents been asking for that the parks and rec advisory board has been discussing and asking for for a long time i served on the parks and rec advisory board many years ago and it was it was talked about then and including having an all-inclusive playground is is so important to our city and i actually want to make sure to make a point now is that i would like to see that our our plan includes for all of our parks in plantation that have playgrounds that they're more all-inclusive there's no reason why in this day and age that we're not providing more opportunities for um those residents that um with with children that can't get can't utilize our current playgrounds because there are so many amazing um apparatuses and tools and and mediums for playgrounds now to allow for wheelchair access and so many other types so um that's first so thank you for clarifying that uh before i get to the the motion that is hanging um i did also receive a call uh separate from the emails in regards to um 73rd and um first my question goes towards and i i i saw that um and i heard that you've just answered that the 73rd is uh four parking spots um i didn't actually see on any of the backup that it showed how many spots were 73rd and how many spots were sixth street so if it was in there it wasn't really clear as to exactly how many spots are being proposed so with the four spots on 73rd how many spots are being proposed for sixth street so that's my first question before i follow up on that can somebody answer that one 16. okay so 16 spots um for probably all of us who pass by on on fifth street just about every day or every every time we come to city hall um there is a there is ample space there we know that snow um it's all gravel um but more than 40 cars can park there so i i'd like to know for in response as to why we're even looking at sixth street or 73rd instead of just utilizing the parking ability on fifth street and i want to also throw in is that um that mishelon if you're um telling us that there's a need for more semi-pervious environment and more drainage uh why aren't we just looking to do that separate and apart from the parking spaces because i am troubled by um the parking space is requested on 6th and 73rd that i do feel it encroaches on the the homes that are that abut those spaces and and that was some of the concerns that i think we received uh email and some of the phone calls were that um you know these there we don't want people parking even that much closer to our homes we bought our homes without those parking spots there and um if it's not necessary for parking spots again separate from the the drainage concern um first of all our code doesn't have provision for the number of parking spaces for a park so one of the exercise we did we tried to survey how many parking spaces we should we should have for this park um parks had provided us with some similar i think there was one park in davie but uh all-inclusive playground um they were older parking uh or playgrounds embedded into a bigger park not like this where the focal point is the all-inclusive so this is unique in nature and it was difficult for us to project how many users of the park but the idea is to create this as a destination in plantation where when where we celebrate an all-inclusive where not just the community in plantation but other communities can come and enjoy this park and so many all-inclusive residents not just in plantation but even broward county community can come to plantation for this purpose with that said 40 parking spaces was kind of the projected number the design itself we work diligently on the safety of vehicular maneuver on 5th street and i'm a frequent flyer of 5th street and it have the suicide lanes it's very difficult to maneuver especially now you're inviting and bringing the playground closer to the road therefore in the site plan uh there was a raised median that was introduced to separate the uh a drive from 50th street itself and then introducing an angular parking and if you look at the sketch in the background which is the site plan the angular parking is presented over there which limited how many parking spaces of 50th street can be uh involved in the frontage of 50th street if you allow me just one more sentence in addition there is a bus drop uh in addition to the parking uh spaces because as we introducing all inclusive it may have the need for some buses for some um um community to um come and enjoy the park so with that said there was limitation on the 40 parking spaces to be uh introduced off the frontage of fifth street in addition uh as we discussed again i want to repeat the drainage people are parking today on 6th and 73rd we just cleaning it up by introducing and legalizing parallel parking spaces i hope i answered some of your questions you did which is why i wanted to stop because i wanted to touch on a couple parts before you kept going but thank you so um while there's no question that on fifth um i would only want what's safe the safe number of parking so i don't think that was ever in question um what what i wanted to hear was exactly how many not how many spots are are the safe number for fifth uh because i would not be in faith um i would not be in favor of those on 6th or 73rd um i also um while you heard my earlier comment in regards to the inclusive playground which i think is so important and necessary i'm not in favor of this becoming a destination park for all of those who want inclusive playground i think inclusive playground should be everywhere throughout our city and it should i mean one of the one of the beauties of having 42 parks is that they are all neighborhood parks and um you know if if in fact it is part of a goal that as we upgrade our playgrounds throughout our city that we will be adding more inclusive playgrounds then this idea of this being a destination park i don't think is necessary um i mean listen i i remember as a child going to this park and um and part of again the the beauty of our parks is that they're neighborhood parks even one like this that's right across from city hall um so you know while while there's no question that um adding the appropriate parking so that especially so there's ada so there's the the proper access um i have concerns with with the the 73rd and the um and the uh and the six and so um i heard the motion that was made in terms of not including 73rd um i would would one ask that um you consider um either a a friendly amendment to not include the six and leave that for another opportunity that if we want to discuss that at another point in time once we see how many people are are utilizing the park then we can we can get to it another time thank you michelle on would that work with your phasing if we were to go in that route it will our objective was to find the efficiency because we're going to activate we have a push button contractor uh term contract the paving contract and when they mobilize and they work in the right of way it is more efficient to do the swale area around the park rather than mobilize on a second stage and be charged additional mobilization that's one uh factor was taken into consideration to include six and seven and i think it's important um when we talk about because originally we were talking about this many years ago um we did want people to come um to the and and i take your point that's something we could certainly talk about in strategic planning about where we want to go with these ada uh playgrounds um but it was with the understanding that people would come here there were not many um ada playgrounds of this type in broward county um but it's also important to note that while it is a neighborhood park we forget it used to host art in the park um for many many years which attracted a lot of crowds so um you know some of the comments that we had received that they really didn't want other people coming into the neighborhood um and it had been used for for that type of event uh previously i just have a comment on that um for example north acres park north acres park is a neighborhood park but as we introduced the amenity of north acres park i live in a different community and i i enjoy going to north acres park and enjoy the view of that pond so that was that the inviting when you provide the amenity people go right just i wanted to clarify thank you very much councilmember fadgen and then the mayor um i think i'm certainly for getting this park done um my concerns were you know i was expecting a nice day and getting here and then and then there's some apprehension from from the the residents and i'm going to take them at their word that there's a lot of concern surrounding the park about it i think that we're um whether we did everything we're supposed to and tried to communicate to the best of our ability gave them the opportunity to respond to us the the fact of the matter is one person responded to one of us on monday um i had four people respond to me today and i'm concerned that um we want we want our residents to buy in on this stuff so i think we uh someone said retroactive communication um i i they asked me to try to table this i asked them to come because that would be more compelling to get you guys to table it as opposed to just listening to my opinion um but they were not available so um i would ask that we do some kind of community um meeting where they can come in and they can be fully explained because there was like there's there was some comments that you know i disagreed with they didn't understand that the um the playground was already approved um they felt like well i'm not going to go into it but i think there's some work that needs to be done to get people to buy in on on uh what their concerns are and i think with proper communication i think we'll uh they'll be fine with it so thank you thank you mayor hey there um there's a website accessible playground.net and it lists all the accessible playgrounds in florida and in broward county there are four so the idea of us making one ever one that would be quite a departure i mean we can still talk about it uh caitlin's corral of course is a big one at vista view park there's one in fort lauderdale flamingo gardens has one i didn't know that and the other one is in lauderdale lakes thank you for that mayor thank you miss shaylon uh any more comments from the days mr wynn you signed up to comment on this item hey good evening joe n 944 northwest 92nd terrace um i had already uh emailed with the planning and planning team and engineering team and received some clarification on things that frankly i had looked at it on a small screen and not seen and then when i looked on the bigger screen uh from the per the replies from ms jillant it made a little more sense i think the main challenges obviously i'm in favor of this uh i'm a frequent user of both the park paths and the trail that runs along it and the handicapped accessible parking there is a bit of a disgrace i don't think somebody who has experienced it before and needs some wheelchair access they would most likely just use the grass anyway because it's frankly smoother so re-enhancing that bringing it up to modern standards and code and size and everything was fantastic uh as well i had shared in in my messaging that having a protected drive path and a barrier from the trail is delightful because the trail is for what people are running kids i mean i'm constantly if there are people out there kind of riding my bike around some kids who are running around or on their little you know trikes and stuff which is great but the cars i give way to them because they come up the swale and they may overshoot a little right because there's no line for them to to base it on and some people don't quite know how big the front of their car is so i'm in big support of that whole drive lane and re-enhancing and refurbishing the handicapped accessible lawyers i agree as well with council member reinstein's perspective that while initially this will be a feature destination premise i think our goal should be that all our parks just have it that it isn't something special that it is just our normal i understand there's time and financing and grants that may be involved in that but i do believe that that is an ideal future uh to council member fadgen's point um regarding the concerns and the parking and whatnot my take on it mentally is that the parking on the other streets it it goes from people can park there now to if we choose to to install the the impermeable semi-permeable uh pavement and the markings it goes from can park there to should park there and i think that distinction is is what would concern it would concern me if i was a resident right there because before you just go oh people are there but now you're going oh people are told to be there so it's a little different mentality i personally can't speak for or against those parking i think the main one is probably sufficient but again i'm in big support of this project i look forward to seeing it there thank you very much thank you mr wendt um and we did not discuss it but i had a conversation with mr ambrosio when we were at the park that we will be preserving the dedication and uh on our honorable uh in honor bricks in memory and we'll be doing something with those so they will not be totally lost so um council member andrea you had a motion hanging out there would you like to amend it i will accept council member reinstein's friendly amendment and um ask that we approve this which i'm highly in favor of also um and looking forward to the park and the playground equipment but we uh pause on the parking on 73rd and 6th and i understand we might incur a bit more expense but i do believe too that will satisfy you know um that communication and giving the residents an opportunity to have that community meeting as well and i only have one comment i neglected to mention that dr holness will be speaking at a martin luther king day celebration on saturday okay at the hazel rogers multi-purpose center um it's a martin luther king celebration but his topic is our schools and the fight for equality in education okay so that's a different focus and so i thought i'd throw that out there perfect thank you mayor i started left last time i'm going to go right so council member fadgen council comments thank you um happy new year looking forward to an exciting year strategic planning next week so that's that's always been a productive conversation um i have a mutual friend of mine called regarding an elderly client who's also a friend of mine concerned about her well-being last week and uh so i called chief slagle and i asked him if we could send a an officer over there for a wellness check and he did and i think he probably spent 30 40 minutes over there and kind of got her settled down and she was a little frantic and then when i spoke to her later um she was just so so thankful and and he went in the house and at her invitation of course um and and made her made her feel comfortable and she was just overwhelmingly grateful and she was a little frantic and she's going through some things right now so um that was officer bozeman and i just wanted to say thank you and compliment him and uh um she'll probably remember him for the rest of her life uh second yesterday i saw on a social media post kiss country 99.9 recognized plantation police officer little on first responder tuesday and she was nominated by a resident who was identified as latisha s and uh the resident's quote was i like to commend officer little for her professionalism during her response to my home during our interaction she expressed genuine sympathy and understanding remained objective and showed a sincere commitment to helping her calm and respectful approach made me feel supported and reassured that the situation is being handled fairly so i just want to tell her congratulations um thank you and uh just two examples of our police officers you know serving our community the way that we think they're serving our community so um please pass on my compliments and that's all i have see it's uh strategic planning thank you very much councilmember reinstein yeah so recently a number of um council members have put out some information in regards to the concern regarding coyotes throughout our city and um really my first comment is uh really directed at our administration is that it really seems like there are a lot of scared residents out there because they don't fully understand coyotes and what uh what they should and shouldn't be concerned about or how they should respond and so i really ask that the administration can think about how we can put out some education put out some type of education campaign in regards to the coyotes to to help we've had some discussions about that already yeah um is that in in the works then um we put out that fwc had an event correct i put that out as well and jason i forgot what else we talked about it was you me and matt we're talking about yeah we'll continue to put out the information i was doing some additional research i mean they can be trapped but i mean we were just talking previously about wildlife corridors so it's we're going to be encouraging these so um i think to your point of education that these we're going to coexist with these creatures so what that means for them protecting their pets um and i think all of that information just would be helpful to communicate more um listen we those of us who have researched ourselves we know that that information is readily available um and the um the florida fish and wildlife commission does a great job of putting all of that information out there um but nonetheless our residents look to us for that information and make it even easier for them to find it and so i know we have some of that we direct them on our own website to that information but you know we do such a great job of putting out various other educational pieces about all kinds of things so i just think that that would be a campaign that our residents would find very helpful if we if we assisted with sure we can explore how to just make it more uh ubiquitous so they're they're seeing it um because i realize everybody doesn't get social media um so we'll just have to figure out how to kind of push that message more very good um i wanted to um also repeat the uh the comment in in regards to martin luther king jr day coming up that we have a day of service on monday from 9 a.m to 11 a.m at the plantation community center we have a landscaping project i know i've signed up for it i hope that we'll see a lot of residents participating in that we did a landscaping project here last year also uh and um it uh it is meant to be a national day of service and so that's one way through the city that people can um can participate uh i also i wanted to bring back i know that um everybody heard from um kalib thompson from um from island space earlier today and she was telling everybody about reggae genealogy um what she really didn't say is that we really need our residents to learn about island space and to support island space and to attend their events if we want to keep them in plantation um as she did say is that island space museum which is in the broward mall it's the only museum of its kind in the entire country and they have i've already outgrown that space in the broward mall but they need the they need the support in order to be able to find another location if we have a location in the city that we can even present to them for consideration that becomes a little more difficult but because rock the park is the same night i urge everybody to try and go to both rock the park is free reggae genealogy needs a ticket so go to reggae genealogy first finish up at rock the park or vice versa but um please please go to both thank you thank you council member anderson uh nothing for me just happy new year and all that council member andrea thank you happy new year everyone it's good to see all the staff back um not that you left but my sixth annual next gen plantation scholarship application is live so i'm encouraging all high school seniors that reside in plantation to apply we will award a thousand dollar scholarship to a senior at south plantation a senior at plantation and a senior who resides in plantation but attends another high school so that uh qr code is available on facebook and instagram uh also we talked about um the speed cameras earlier but i and i saw a lot of discussion about it online um warnings i'm assuming are being issued now when will actual tickets no warnings are going out yet okay so what's the timeline for warnings and what's the actual timeline or tickets yeah chief is coming up coming up we had to get you talking yeah exactly good evening thank you i appreciate it jeff schlegel uh chief of police uh right now it is mid-february to go live from the vendor and from that point then the warning period will start so technically nothing's happening on that front now um we will put out a uh a press statement and obviously our social media will go out prior to that so mid-february presently okay thank you i think that was the piece that was missing for some people thank you chief maybe fill them in on what the problems have been the the ones with the electrical and fpl and that kind of thing uh so what we have right now again earlier it was january 6 we were supposed to go live they're uh from the company we're getting the solar sites will all be ready they told us within the next two weeks there were some issues with the powered sites which i think were four sites and um there there is communication with fp and l on that but again all of that should wrap up by mid-february they did uh rob corman i believe had asked the question earlier i spoke to him outside about the signs being up um the vendor did put up signs they were incorrect uh and then so they are either have come down or in the process of coming down but again before anything uh before any obviously before any enforcement action but before any um the warning period of 30 to warning period we will definitely publicize that it's going live okay i think the signs what triggered all of the uh conversation correct yes thank you um and also apparently uh i think the school district changed the um over the winter break changed the the time the the school's own time on us too so i was not aware of that right the start time right they changed the start time or end time at the school actually i think it was all by 15 minutes so that's what we were told right okay yeah well maybe it's changing behavior already chief for a particular school or for all of the schools i don't know the answer to that question okay and did did we i'm it's a blur i think it was before the holidays uh didn't i think south plantation or one of the schools already sent a thing out saying they're starting january 6th of course so the school's communication was incorrect but it might be based on an earlier estimate of when it be done right yeah we we from the company we had estimated january 6th but that's what um but we'll await your uh campaign yes okay okay thank you thank you thank you um and for miss morris i have a question as well we talked i'm sure we'll talk about it at strategic planning next week your favorite subject garbage but any and if you want to table it till next week we can have a longer discussion but i know that we said in 2026 we would be you know working on a new solicitation i love talking about garbage i'll never give up an opportunity to talk um the end of last year we issued an rfsp for a solid waste consultant to help us with the process hopefully at your next council meeting you will have the award of that contract and as we've discussed before that contract has about three elements to it one being assisting us with navigating the waters of method of collection one being assisting us with drafting a new rfsp and the final phase being assisting us with a new franchise agreement as well as transition to a new system so we're on our way okay great not as quickly as i would like but we're on our way no that's good news and can i also ask you are always great at informing us when we're not having pickups pickups are missed um are we assessing the penalties that we talked about when it qualifies the criteria in our contract is a fairly significant area and most of the misses that we see are under that threshold again part of what we're looking for this consultant to do and to assist us with is as we go into a new franchise agreement to better scale our non-performance penalties okay thank you yep perfect answer thank you thank you miss morris um two more i'm almost done president horland i just wanted to mention january 24th there is an ecofilm since we had our sustainability and resiliency committee here it's called seed the untold story it's from three o'clock to 5 30 in the multi-purpose room at southwest regional library in pembroke pines and also tuesday january 27th is international holocaust remembrance day so i want to just um i i thought for sure that council member reinstein was going to mention it and then he you know we decided to flip he took reggae genealogy and i'm taking holocaust holocaust remembrance so to our jewish community we will never forget we will never forget thank you that concludes all of mine i will try to be quick i'd like to just take a moment council members to ask for your assistance with consent items consent items are typically not they can be controversial but they are put on the agenda as consent items um for expediency and efficiency of the meeting and while we all have very busy schedules and i know sometimes time doesn't allow um if it's minute contract details or things like that process if we could try to make those phone calls to mr nanemaker or the directors ahead of time um if your answer your question did not get answered certainly we we need to bring that forth and then there are items that sometimes we need to all have that conversation but if it's something like that i know other cities have a pre um commission or council meeting a couple of days before i don't think that we need to do that but if we could try our level best to try to get some of those smaller details ironed out um i know last year there was one point where we had 45 minute discussion on one consent item agenda and i just want to be a little as efficient as we can with the meeting so i'd appreciate um all of us trying to do our level best on that um i just wanted to mention i will not be here for the next january meeting uh council member pro tem um anderson will be running that i will be zooming in from tallahassee i'll be gone that entire week we have brow days and legislative action and um as of today we have two pages of um bills that have been filed that directly affect municipalities so we'll try to do our best to get some of those uh if not stricken then try to make them best we can but with our priority being the ad valorem taxes and sovereign immunity i just want to mention you probably have seen in some of the emails that have gone out from uh hr there is a heart walk that'll be taking place on sunday march 8th and the reason i got involved in that was in conversation with um hca ceo drew tyro who has been chosen as the chair of that event this year so i thought that it was appropriate for the city of plantation to join with the ceo of hca and try to do our best to spread information about healthy habits encouraging you know supporting a cause that affects so many lives so there will be a proclamation i'll be sponsoring february 11th and uh drew and his team will be here to accept that so i just implore everyone if you want to come out and get in a three mile walk on sunday march 8th at nova um i'd love to have everybody out there um and
