please be seated everyone good evening and welcome the april 23rd 2025 city of plantation city council meeting is now called to order at 6 p.m miss bedrow please call the roll council member anderson here council member andreyu here council member fudgen here council member morland here council member reinstein here mayor sortle here city attorney here thank you thank you very much before we turn it over to council member anderson who will be providing some remarks in the pledge of allegiance i'm going to ask for a moment of silence to begin our meeting some of you first may have noticed when you walked in that our flags are at half staff and they are throughout the state of florida and throughout our country recognizing the passing of pope francis i also believe that it's appropriate to recognize that we just had another shooting on the campus of florida state university in tallahassee where two individuals robert morales and two chaba lost their lives as well as a number of injured and it also tonight begins holocaust memorial day yom ha shoah and so whether you are thinking about one of those all of them or any of them or something else i've asked that we have a moment of silence before silence before we begin our meeting thank you everyone i now turn it over to council council member anderson good evening everybody so thank you for those the moment of silence for those worthy reasons um so um i was i was actually into a moment of silence also so we just uh settled that lewis dr councilman reinstein would do it so i was i wanted to mention about um pope francis um he is known for inspiring um inspiring his inspiring accessible quotes often touching on themes of mercy compassion and the importance of dialogue and peace some of his most famous quotes include a little bit of mercy makes the world less cold and more just and the lord never tires of forgiving another one is there is room for everyone in the church i found a quote it was widely attributed to pope francis but i really researched it because i've seen the quote for so many years and it's it's likely um has been spun off from sanskrit from that far back and and changed many times over the years so not really sure who quite made the quote but it's it was all over the internet on the day of his passing um and having said that so even though he may not have said it it sounds like something he would have said and i just wanted to say the quote because it kind of dovetails in with this um he said um river i mean the quote is rivers do not drink their own water trees do not eat their own fruit the sun does not shine on itself and flowers do not spread their fragrance for themselves living for others is a rule of nature we are born to help each other no matter how difficult it is life is good when you are happy and much better when others are happy because of you and then i wanted to lighten it up a little bit and just give me give you some thoughts on spring i know spring started a month ago but it was also just easter and passover and it's my turn to talk tonight so i wanted to talk a little about spring um and i had comments a couple years ago at the same time and i i pulled some of those quotes together so spring is a time of renewal and growth spring awakens and aliveness us to our surrounding environment in a way no other season can we remember what new life looks like we remember what possibilities are just around the corner and we remember the beauty that comes in small packages all you have to do is literally stop and smell the roses and watch new life spring into abundance and awe it's a great time for our for us to grow ourselves and with spring in mind here are some reflections on how our minds hearts and spirits are healed during the flowery months new life and new beginning beginnings are all around us each waking flower is a symbol of something new taking shape within us everything blooms in its own time in our lives just as in nature patience forms the most beautiful things we experience color and light are vital to life spring feels good because it reminds us how deeply we need variety and vividness in our surroundings great things are waiting beneath the surface only when the flowers bloom do we realize the potential that existed beneath our feet at all this time and the important things are the simple things grass rainfall sunlight a single flower the smallest things that matter still because no one else can experience them for us and in closing i have a quote from dr seuss your mind is a garden your thoughts are seeds you can grow flowers or you can grow weeds so hopefully you choose to live learn and love daily hopefully you choose to continuously plant your garden with good seeds so that you will be able to reap the rewards let's with that let's please stand for the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible thank you next on the agenda we have what's known as items submitted by the mayor but the first one up is a proclamation which i will be presenting and i'm going to first call up a few people who will receive the proclamation tonight i'm going to call up claudia kaleb javi kahan yvette gaffin fred lapsher francis kidis monique shafir marissa fague and hillary waxman if you're here you can all come to the podium and if you'll wait there i'm going to read some remarks and then read parts of the proclamation and then i'll come down and present it so thank you to the movement for end jew hatred which is a non-partisan group that has created a day of pride unity and solidarity with the jewish community which we proudly joined today and jew hatred is not only a movement but it is a call to action since 2022 april 29th has been proclaimed as hashtag and jew hatred day across the country it is now plantation's time to issue its proclamation the reason is simple and the statistics are clear unfortunately they're very clear there has been a 200 percent increase in anti-semitic incidents in the united states since october 7th 2023 there has been a 500 spike in anti-semitic incidents on u.s college campuses the anti-defamation league report released just yesterday recorded 9 354 cases of hate acts in the united states in 2024 that's 25 per day or more than one every hour florida ranks in the top 10 of anti-semitic incidents in seventh place place we don't want to be the only way we keep this hatred out of our communities and out of plantation is when everyone declares and proclaims loud and clear that we must end jew hatred tonight is also appropriate for this proclamation as tonight begins yom ha shoah which is israel's holocaust memorial day officially referred to as holocaust martyrs and heroes remembrance day this year we mark 80 years since the defeat of nazi germany yet today 565 days later we are still calling for the release of the hostages being held in gaza and demanding to bring them home we now read this proclamation here tonight as it is never too many times to say we here in the city of plantation stand together against this hatred so i'll now read parts of the proclamation and the entirety of it is uh is produced online whereas since biblical times the jewish people have sustained their shared religious cultural and ethnic identity and traditions in the face of enslavement persecution genocide segregation and discrimination and all manner of adversity and whereas the belief in the greatness of the american way of life the freedoms enshrined in american law and jurisprudence and the opportunities sustained by american democracy drew generations of jewish immigrants to america including jews fleeing persecution and pogroms in europe and the middle east holocaust survivors and jews trapped behind the iron curtain and whereas this anti-semitism and jew hatred has expressed itself as both discrimination and violence targeting jews for their identity and seeking to deny their shared identity including their indigenous connection to their ancestral homeland in the land of israel and whereas hate crimes directed against the jewish community have skyrocketed in recent years inspiring the formation of a grassroots and jew hatred civil rights movement to alter public discourse and make jew hatred unacceptable in contemporary society empowering jews with positivity and strength to discover and enjoy their heritage in whichever manner they choose without fear of attack or persecution and whereas we all share an obligation to condemn and combat jew hatred in all its forms and whereas april 29 2022 marked the recognition of the first end jew hatred day on which people joined together to commit to ending jew hatred across the united states and to work towards the promise of a bright future that can only be achieved by fighting racism and bigotry today and whereas we recognize the urgent need to stand resolute against such hatred so that the intergenerational trauma of the past shall never be repeated now therefore our mayor nick sortle and the city council of plantation in recognition of the need to end jew hatred in this generation declare and proclaim that april 29 2025 to be end jew hatred day in the city of plantation and affirm and proclaim that the city of plantation shall condemn jew hatred in all its form and shall stand resolute to end discrimination against and persecution of the jewish community thank you very much i'm now going to turn over to claudia to say a few words and i'll bring the proclamation down thank you my name is claudia tavacini kalef and i am honored to stand here today representing the end you hatred movement to express our deepest gratitude to council member reinstein mayor nick sortal and the city of plantation city council for issuing a proclamation recognizing and jew hatred day as april 29 this is more than just a proclamation it is a powerful statement that hatred has no place in our communities by taking this stand the city of plantation sets an example for cities across america to follow now more than ever in these challenging times we must come together in the spirit of bipartisanship to confront and eradicate jew hatred this is not a political issue it's really a moral obligation recognizing and fighting jew hatred is essential in preserving the values of justice equality and freedom that define our great nation today the city of plantation sends a clear message jewish civil rights matter and our communities must be safe for all other cities are inspired by this leadership and have joined in recognizing and jew hatred day every year on april 29. like council member reinstein said tonight we commemorate the jewish memorial day to remember the six million jews who perished during the holocaust and to honor the survivors today jews will grieve light a candle and remember the six million jews who perished it is a time to reflect and honor the promise of never again sadly 80 plus years later we're still living in the same time and experiencing antisemitic atrocities since october 7 israel folk faces continued multi-front threats from gaza lebanon syria yemen yudan samaria and iran as we just celebrated passover and easter both spring celebrations let's not forget that there are still 59 hostages who still remain in gaza including american edan alexander we cannot celebrate freedom while these hostages are still held in captivity in the tunnels of gaza as we are reminded of the jewish people's strength throughout history let's lift our spirits renew hope and remind ourselves why we celebrate freedom let's bring light in these dark times thank you council member reinstein and the plantation city council for standing on the right side of history let's continue this fight together to end jewish hatred thank you okay we are now on to service awards um we'll call people up and save me from saying it multiple times bring your family up bring your kids up take a picture okay uh 30 years police robert redig one quick tip when you come up and you say is of you um for supporting our department and uh it's an honor to serve you and the citizens of this city and uh lastly i want to thank uh chief um uh it's truly an honor to uh to work for you sir i appreciate you and uh it's my lovely wife of uh of 30 years also so i was in the police academy when we got married so that's quite a while ago thank you he's got you right here oh i gotta give you your pen here thank you folks thank you and and after much consternation he got caught in traffic last meeting and did not make it is he here now all right dwayne wood public works mom sat through the first one and the sun no showed so we tried we tried mayor thank you appreciate it set the timer three minutes all right so my 30-year tenure um i've been through five directors five mayors um and i can honestly tell you this is the strongest and the best administration that i've worked for in my full tenure thank you mayor you probably deserve a medal too my wife does yeah take your thing thanks mayor you're more than one oh and this this is i didn't say i only brought my wife i did bring my fiancee martha and june will be wedding very good 15 years fire rescue jennifer bostwick thank you so it's a family business very good uh i'd just like to thank my family uh my wife especially and the kids for putting up with uh all the stuff we got to do and thank you guys for supporting us and my fire department as well thank you guys very good i love that you guys show up for your brethren and everything that builds team and i i understand when stuff gets real you got to be right there and uh tonight i'd like to bring up aston bright all right we just got back uh last night from tallahassee we went up monday morning early drove seven and a half hours we got to rest a little bit then we went over to the governor's mansion not the mansion but anyways we went to uh to support astin because he got volunteer firefighter of the year this year from the state of florida and uh i'd like to as much as i hate doing this you have you can speak well i have to tell you that the chief will appreciate if you do set the timer for three minutes he'll appreciate that so uh thank you very much chief i really appreciate it um it was quite a surprise uh when they called me and told me that i was selected this year there's just a tremendous amount of incredible volunteer firefighters what most people don't know is in the state of florida 49 of firefighters in florida are volunteers most people don't know that so there are a tremendous amount of folks out there uh who are answering the call and rising up to help their communities and uh it's been the pleasure of my life to have the opportunity to do that here so i just really want to thank the mayor and the council for continuing to support our efforts and i think even more important to me about winning this award is that i've been very much out front in support of the state of israel i was deployed there just three weeks after the war started in october 2023 and uh i've done over um done over 50 speaking events all over the world um talking about my humanitarian work and the fact that me supporting israel and and doing humanitarian work there is seen as important means more to me than winning this award so i just want to note that and thank you for the proclamation today the andrew hatred thing it was perfect uh timing for this and i'm going to wrap it up i see the chief giving me the curtain sign here and uh but i do want to thank you all very much for the support it really means a lot to us that you continue to support us since 1957 and uh we really do appreciate it so thank you one last thing when i was up at the capitol we ran into uh florida fire state uh florida firefighters association president um and telling us about how poor some of the departments are up north to work to the point where we're going to donate some stuff to them um one of them a department at one of the cities has a twelve thousand dollar budget so that pretty much pays for their gas right so when they they're thanking you for the support that you guys give us and the administration that's well deserved because we we couldn't do this without your support and when you hear about that kind of stuff and we're more than welcome to sit there and go here we get stuff that we don't need we'll donate it to them and it makes a 300 idol will make them wow look what we got so um just when they when they're talking about your support we really appreciate it so thank you very much thank you chief and congratulations to lieutenant bright and now we'll call up our parks and rec director good evening council members mayor mr ezra a couple of upcoming events in the parks and recreation department this friday night we've got the american cancer society relay for life at central park from 5 p.m to 10 p.m friday may 2nd we've got our final rock the park concert at pine island park from 7 to 10 p.m featuring greggy and the jets which is an elton john tribute band in our tennis division on saturday may 3rd through saturday may 10th we've got an itf boys and girls 18 and under tournament at the belt tree tennis center in our aquatics division friday april 25th through 26th plantation swim team swim meet and sunday may 4th registration for session three swim lessons begins in our athletics division uh pal is cocklin 4581 northwest sixth court as long as everybody's here heavenly host protect you and your families um i pulled number one um it's the time of the year for the kaffir and i wanted to point out it is available online to everybody and it's uh 29 hard copy pages you can download it it's pdf as well uh it's kind of important um i mentioned that uh with the beginning of the uh cra it's it basically now coincides with the gateway seven and um the the tiff which is the tax incremental fundage uh is the money that gets to stay within those boundaries since the creation of cra in 2000 and with the appreciation of the property values there that appreciated value is the tiff and that stays to improve that area when that occurred within about two and a half years no more than three that tiff far exceeded the gateway seven uh extra millage rate that's assigned to that uh redevelopment agency you could say of uh owners stakeholders the cra being officially just the uh city elected officials six including the mayor and i don't see your name tags up there it's only council members uh anyway the um tiff this year reported in the cra which would have been for 2024 was four million one hundred twenty six dollars um excuse me four million one hundred twenty six thousand nine hundred fifty three dollars and the gateway seven extra millage is 768 296 dollars and again each time this comes up you see me and i'm asking that the city look in their uh kindness especially now with the uh situation since the lockdown and everything has kind of messed the whole economy up to zero out that extra millage for the gateway seven and basically give those stakeholders a break because they already do pay the bed the baseline uh tax for the real estate property and i uh encourage everybody to uh take a look at the cra um the cra uh uh uh i call it kaffir they changed the name of i call it kaffir i yield back thank you thank you mr conklin do we have a motion on item one second kaffir for the cra uh you'll see that there's uh net assets of 20 million dollars there's an escrow because when they created it the uh cra could take out loans to stimulate the economy there there's an escrow fund of 3.5 million but um here's the thing in it there's interest accrued interest for the year was over 1.1 million dollars now what i try to bring up each year when these cafes come up is the mountain of money and what this indicates particularly in this low interest rate era when you have 1.1 million dollars and it's been like this year in and year out it means there isn't enough focus to get the money planted for economic growth within the cra and within the gateway seven and it just it piles up in the mountain of money and what i'm hoping is to refocus the cra board members on the economic development of that gateway seven and of course the cra and i'll yield back that's my request please let's get this stuff done thank you mr conklin seeing no further comments the cr ask for it as your time is expiring and not prior to beginning your remarks mr win these guys are so tall joanne 944 northwest 92nd terrace happy post earth day everyone and just kind of wanted to come up and personal story and also the the whole unification of all of those concepts that the things that i often come up here and speak about and colleagues of mine and fellow advocates um those are all connected to the premise of earth day uh the premise of of being more responsible with our communities we know that from a city perspective the most impactful thing you can do is help people transition from a car heavy household to a car light or car free household that is by far the the best improvement you can get and that comes from building the walkable communities and all of that it also stimulates more efforts towards reducing energy and water consumption energy literally because you if you're in a multi-family building you're sharing energy so if you have that one person who just cranks their ac all the time you get some of that benefit i have i've been have a neighbor who has done that for a bunch of years and my floor is always a little chilly as a result and that's okay um but beyond that you know you get some of those savings um and and that's just a thing to keep in mind that when we talk about environmental efforts sustainability efforts uh that that is good city management that is good city operation that's good for everybody here um a more personal side of things is that technologies and good service and processes also contribute to that uh this weekend or monday monday morning i woke up to an email from the ion water system saying that it detected a leak for me and that over the past day and a half or something my meter had run 2700 gallons which is more than my shower um so i checked around is there anything running do i hear any water it's any puddles anything outside with this and that and noticed that my meter box was just overflowing with water like it was it was it was wet um so i called them up right at right at opening uh to utilities um i didn't get the name of the person who answered but in 15 minutes uh tori and rob uh showed up to crank that sucker down and fixed it they were like was there lawn crew here or something there's lawn crews here all the time i don't know and he's just like ah they pumped it out and did whatever needed and right after the ion water system you know it was like nope your water usage is back to 30 40 gallons a day um and so what i just want to say is appreciative to them and the teams for getting that quick kind of response uh but also that that type of response is what contributes to some of the savings and conservation efforts that as a city we're trying to do so really just thank you for that and appreciate all of that and i wanted to get a thank you out to them uh publicly as well because uh that was that was pretty spectacular i don't think you can get almost anybody out that fast at any time so thank you again thank you for sharing that mr wendt uh mr conklin you have another three minutes starting now if i may approach yes um dennis conklin 4581 northwest this court day 1867 a public health emergency which um locked down the churches uh schools or local governments businesses um created essential people and unessential people um mandated mandated masks and shots and therefore the loss of our unalienable god-given individual rights as already mentioned stay 564 since the hamas war began against israel and all freedom-loving people stay three excuse me day 563 since the hezbollah war commenced against israel and all freedom-loving people day 365 since the coordinated college jihad began spread across the country and now it's gone into municipalities threatening jewish communities and their houses of worship day 285 since the first assassination attempt president trump day 221 since the second assassination attempt president trump day 170 since the landslide re-election i didn't know this but uh every state at least shifted toward republicanism none slid backwards or increased democratically uh day 94 of the second administration uh my request is to end budgeting for the mandatory dei training uh in the budget and to end any purchases of electric vehicles and infrastructure for the city and to please stress that our passage for constitutional article 1 section 10 states rights to uh money as long as it's gold and silver that's h hb 99 and uh senate bill 132 i've already started to pass this around so that you can be able to read it they're not gifts and uh gold price uh as according to the kaffir in september 30th 2024 was two thousand six hundred eighty three dollars today's price close today's price closed at three thousand three hundred eight dollars that's a 23 uh percent increase in only 205 days um what would that mean 41 and a half percent increase uh at the end of this year september 30th that's a loss of purchasing power um the rest i'll yield back my time thank you mr conklin any other public requests to speak from council seeing none public requests of the council regarding municipal affairs are now that industry i know how nobody really cares about our plight so congratulations on another financial um thank you mr benson and how do you say citron citron citron cooper um our long time auditors and always uh delivering on time so thank you to your firm and your team for your effort and job well done thank you thank you very much while i'm here i might as well uh throw out a little special recognition for audit financial reporting manager uh jenny lehman she's here tonight jenny can you stand up you did a great job and also for the whole finance team everybody's involved it's it's a it's a team effort so we appreciate your kind comments i will share them tomorrow thank you very good motion to approve second and mr conklin on item one we are i passed out this uh to you so you have a chance to look at it haha um oh uh dennis conklin 458 on northwest six court um in the cap for among other things it has uh what i begin to call so many years ago the mountain of money and i really began to keep track of that once it broke 100 million bucks and that was all the way back 1999 and it's fluctuated but basically since about uh what uh 2014 it's gone from 100 million up to over 300 million pretty much without a break or catching its breath um within the caffer um you'll see that it includes uh reports on the uh cra on the gateway seven and um on the pension funds and i'd like to focus on the general employees funds because the police officers fund is a contractual thing and although in the contract i think all the way back from 2011 they've had the capability of a 401k uh it's never been turned on and of course now since 2011 the law has changed so much that you can even have roth 401ks anyway so do you know what they call a uh tiered pension anybody a failed pension we're in tier two uh new york city you might remember all the way back to uh let them freeze in the dark uh new york has six tiers um if you take a look at the amount of money you can see here in my suggestions um within the uh cash and investments you can see the amount of money and exceedingly year in and year out uh it's been a combination basically since around oh i don't know 2015 or so uh heavy in treasuries and in u.s government agency debt and uh we were able to uh in the last five or so years trim down the uh government agency debt but we began to load up again on the treasuries now um we're not going to be the reserve currency very much anymore you can see that china has already organized over 47 countries to basically stop dealing in dollar transactions that means even for oil which is what created our mess uh we're up to 112 million dollars in treasuries these things nobody is buying them we the people through our government are buying them back in other words our government is issuing debt because they won't balance the budget and then they have to buy the treasuries back because they won't sell on the market so the value of those things are patui right so what i'm suggesting is divest of the treasuries take and fund fully the unfunded pension of the general employees which is 74 million bucks please finish mr conklin yes okay um use possibly the rest for your uh other pension benefits um oped and years ago i used to track mr conklin please finish the drop okay and that was negative too but i haven't tracked that and everything get rid of those treasuries fully fund the general pension plan and go to a defined contribution plan which is 401k and lost 401ks i have to tell you i've been warning you this because my dying industry in the merchant marine and mr conklin this doesn't sound like you're finishing and now the government is making me take from my 401ks because my pension is only 740 bucks a month they're making me take from my iras and 401ks over 130 000 a year thank you mr conklin okay so your your employees are faithful employees mr conklin can can do the same thing not with a failed unfunded uh pension thank you and i one comment it's it's in section 2 n as in nancy five lines 154 to 156 it states retired vested city employees in good standing and who are current members are eligible to receive a 20 discount off the members membership rate consistent with their city of residence i just want to add like a little blurb in there um i think a retired vested city employees in good standing who are current members um at the passing of this resolution um are eligible so that way there's no future well i'm a i'm a current member of the uh of the um golf course and therefore i'm going to get this 20 discount based on because we said that we're grandfathering in to two existing members that we've identified so i just want to make it as of the point of make it very specific that as of today if they're a member they're they're eligible for that 20 okay so even where it says who are current members you want that clarify i want to say current members as of today so they can't join tomorrow i mean today being the day of the passing of the resolution can't join next week that's my only comment thank you council member andrea thank you president reinstein along with that same item uh council member fadgen mentioned number five of n why is that last part of the sentence they're consistent with their city of residence because i think this was meant to be the grandfather clause that we all discussed correct okay this was the last question that i asked before i sat down after our lengthy discussion for some clarification on whether or not this discount was off the resident rate or the um the address consistent with those two individuals and it was a resounding yes based on the residents of those individuals um i actually went back and re-watched the videotape last night and to make sure i didn't miss something and that it was pretty clear to me that that's what was the direction that was given so that's the way it was written maybe i was misunderstanding the statements that were made i thought it was not consistent with their city of residence i thought it was consistent with them being a resident of our city of plantation okay neither of the two are residents of the city of plantation correct but i thought that we were at least in my mind at the time i thought we were giving them our same resident rate okay that's not how i understood it okay maybe i was wrong but that was my intent because i knew at the time that they weren't residents of our city so it i mean i think we all knew that so it i don't understand how we would be able to apply this the way it's worded to me it's with the understanding if they're not a resident of plantation they get 20 off the non-resident rate if for some reason in the future they move to plantation they would get 20 off the plantation resident rate unless the determination tonight is that we want to provide um for this grandfathering purpose the plantation resident rate so it's the 20 off of the plantation resident rate um but um councilmember andreo anything further that's it councilmember anderson it's the same thing same lines uh 154 to 156 number five um it's the same thing i'm i'm unsure of how we i know we consensus but um do you know what is do you know offhand what is the resident rate for membership versus the yes resident the resident annual rate is thirty four hundred dollars a year twenty percent discount would be six hundred and eighty dollars for a total of two thousand seven hundred and twenty the non-resident rate is forty seven hundred dollars a year the discount would be nine hundred and forty dollars for a total of three thousand seven hundred and sixty dollars we're talking roughly a thousand and forty forty dollars difference um i feel i'm okay with uh councilmember fadgen's um addition to make a specified today just so someone doesn't misread i mean it's kind of understood the day we pass it but to make it even clearer i'm fine with councilmember fadgen's um addition and i did not play the tape back i remember talking about it and i granted you know when we said twenty percent we want a grandfather but it's is it was it off the resident or was it off the um non-resident i didn't play it back you did so i personally feel these are two individuals that devoted a lot to the city and i would want it to be off at treat them as if they're residents and it would be twenty percent off the thirty four well the resident rate whatever it happens to be at the time but um i will want to hear what my fellow council members have to say council member hoyland thank you mr president well i would like to for one put this to bed tonight um i think we've spent far too much time talking about it personally um i'm with you miss o'toole i understood it that when you i remember you looking up and asking the question um i thought it was twenty percent off the florida resident rate but i will go with what the or the consensus of council is um tonight i think that one of the things and the onus was not on you that night but we should have um i think through the emails that we received had the actual numbers in front of us um what the two individuals were paying because i was taking it off of the uh florida resident rate so whatever the no i was i was making my calculation off of the florida resident rate and i thought we were giving twenty percent off of that so i understood you just mean the non-resident of city plantation so whatever the consensus of council is but i think that we um should come to a decision quickly yeah thank you before i jump back into councilmember fadgen and councilmember andreo um what what i'd like to see on paragraph five uh retired vested city employees in good standing who are current members including the language proposed as the passing of this resolution are eligible to receive a twenty percent discount off the plantation resident membership rate period and that would mean that the only people that we're aware of that would be grandfathered in would be getting the plantation resident membership rate and a twenty percent discount off of that that's what i'm proposing um council member fadgen um i agree with council member horland that what you wrote is what our discussion was um i disagree with the um uh the amendment that you're suggesting council member council president reinstein um i don't think it's appropriate to give a greater discount than a resident's going to receive for this membership the membership grants special privileges um if you're a golfer you would understand being able to call in early to get your tea time is a very valuable um element to get the most primed um tea times the the early tea times so what i would suggest is either my preference would be be twenty percent off the non-resident um or the um resident rate uh if uh if they happen to move back into the city um but i don't feel like the membership everything else is a little bit different this membership it's the privilege that the membership grants and it's not appropriate for the that membership discount to be less than what a resident has to pay so my suggestion is if they're a resident they can have the resident rate if they're a non-resident we'll give them a 20 discount on the membership rate that's uh that's how i feel about this council member andrea do you know the price that they were paying you want to get really confused um you can't just give me a number i did pull their most recent transaction they both paid a prorated amount we do prorate according to when individuals sign up in november of 2024 mr sterns paid with tax three thousand two hundred and thirty one dollars he paid a prorated plantation resident rate that answers my question he was paying the plantation resident rate yes they both were uh well mr romano did not he paid a prorated florida resident rate in february of 2025 and he paid 1952 dollars so one paid a florida one paid a plantation of course yes okay council member reinstein if you would make a motion i would be willing to second your motion if it includes the verbiage that council member fadgen said and then we can just take it to a vote because i agree with council member horland we spent a lot of time on this i think we need to come to a resolution and put it to bed so i'm fine with doing that um i i they've already buzzed in so i want to give an opportunity um council member anderson did you want to be heard again yes there's one more thing and it's i i don't know that needs to be stated in the resolution but which line was it actually line 70 let me go back to that i didn't i should have mentioned that my first turn but i skipped over my notes um procedures for verif is actually is that the right section just procedures for verifying resident procedures for varying verify employee and retiree status number three there shall be no discount for any employee retiree without a valid id card i just thought to mind what happens it it says every six months you're going to revalidate the employees to make sure they're still employees yes but a retiree will only get validated once correct if they lose their card oh we would we would assume they get a new card they don't get it it's not a one-time no no no no okay so we don't need it so then i'm fine with not addressing that and i would support uh an amendment uh resolution i mean your your proposed uh i'm losing my words tonight thank you council member anderson so uh i'm going to before we have further discussion you can have discussion on the motion so i'm going to make the motion that the resolution with the amendment i will restate the changes in paragraph and i didn't um but since you've already interrupted again go for it council member fadgen go ahead straight forward as possible um if if we're going to make the motion to give a discount on the resident rate i'd also like verbiage in there if there is a break in the membership then that discount is gone um i don't want any prorated discounted membership rates if they're a member now they got to be a uh annual member every year and if they break that membership then they're they're abbreviated membership um i did re-register as i always do every year for the past 19 years i always put my membership in uh for september but this year because of all the controversy that was going on at the golf course my membership wasn't accepted okay so what i ended up doing was i ended up paying um a guest fee up until february or whatever the date was that trish had and then at that point i did pay the pro-rated amount as the florida resident fee so i just wanted to make that clear that it wasn't just 1900 that i did pay it was that plus i think it was another 860 that i paid on the other end but anyway um i think we all agree that this this item has been beaten to death and um um i i do agree with um uh council's concerns and i do agree with what you've come up with here tonight but um you know and i don't want to disagree with trish but i went back and looked at the tape too and it was very clear to me that it was the 20 off the resident rate but be that as it may um honestly as far as i'm concerned if it's even if we're considered residents because of the amount of time that we have put into the city um you know we we want to say we play here our children our kids play here our grandkids play here we shop here we go to doctors here and so forth and so on um i feel like i'm more of a plantation resident than i'm a hollywood resident but be that as it may um whatever council decides to do tonight is the law and uh is what it is and you know we'll deal with it the way we need to deal with it but there's one thing that wasn't touched on here tonight and i just think that it's it would be beneficial for the golf tournament i'm for the golf course um one of the things that was left out was the fact that um the city employees and only the city employees they get 20 discount off of all the other community centers if they want to rent the hall for uh you know a wedding a party a celebration or what have you but they don't get the discount at the golf course and to me that just kind of works against what we're trying to do here with this enterprise fund so i would ask that you would like look at um i think i'm not sure what section that was in um but under the golf course section where it says where it excludes room rentals here it is it's in number item two um you know why would we exclude room rentals at the golf course because of getting 80 percent of whatever the rental fee is these days i'm not sure is better than nothing so that way the employees have a great venue to you know celebrate a party with their family and they could also help the golf course with its revenue thank you mr romano thank you city attorney just a point of clarification um did uh who made the original motion i did and you made the the second so there's a kind of been discussed into wazoo uh as it were uh and so it's it is nice to see that there's there's kind of a settled agreement on that um the choice to freebie uh is fine i think there's just some clarifications that we just need to understand just from the experience of of other areas that have that have done this and i there i have that proposal up it's 111 pages and i think i only got through about half of it and it's very tiny text um i get to where i can there's only so much to where you get to a point where you're like ah i get the idea but yes um to to that point um they do present themselves as freebie free transportation um the the thing with with free if as you do that is that it will get too popular that it will start to collapse on itself and it will need a fee every other city in the area that has implemented it has had to implement some sort of fee because wait times just went insane i start i had used it when it first started in fort lauderdale uh when it first started and it was 20 minutes half an hour wait which wasn't great but it worked after that it started getting up to two hours or so which is just untenable right um you know so they implemented a fee i think it was about two dollars or so i think it was basically similar to what it would take to take the bus there except you have point to point um so that's just something to keep in mind another is that uh they do clarify and just want to make sure that everybody understands uh in the intro they talk about how it's a um ada compliant fleet only one of the vehicles will be ada compliant uh in the in the terms of it not all of the teslas uh none of the teslas in fact are ada compliant so if that's a concern uh there is only going to be one that is ada compliant another thing they mention is that it reduces vehicle congestion it does not reduce vehicle congestion uh because people who were going to take their own car that then take one of those uh it's actually two drives then uh it's one trip out and one trip back so it actually does in increase vehicle congestion as far as slowing down traffic if those drivers drive really responsibly maybe um otherwise you know it's it's a limited impact in those things um as far as creating a way to get people out of their own cars it's main benefits are creating the opportunities for car light or car free areas and addressing the benefits of reduced parking minimums uh as well as potentially parking maximum scenarios because its main perk is eliminating the need for parking spaces in places both where people live and where they're going and that is really the thing we should be thinking about and focusing on especially as we have things like the tod run and some parking things coming up in the future so i just wanted to get some clarification to you guys on that uh if anything else uh here and i'm sure they are as well thank you right on top thank you mr one councilman randrea thank you president reinstein mr spencer if you do have this available um if memory serves me right at one point we were going to piggyback before we went out with our own rfp correct um so do you have the price of that piggyback contract yes how much was that one sir of course charles spencer procurement director yes the cds sunrise contract that we were um we discussed earlier in this process for the small tesla vehicles on their contract was 37.47 an hour and the larger vehicle was 45.94 an hour the plantation rate based on our competitive bidding process rendered a result of 36.63 an hour for the small vehicle and 44.89 an hour for the larger vehicle so for the smaller vehicles it rendered the savings of 84 cents per hour for the larger vehicle render the savings of one dollar and five cents per hour and so overall do you have that i do not have an overall because it depends on the programming and what we put into place so it's hard to calculate what that overall savings will be okay but nonetheless we know that this was an instance in which not doing a piggyback did work in our favor although it took more time yes right and more manpower but um in this case i think we did save that was definitely a positive result by going through this process yes absolutely thank you councilmember anderson hi mr spencer oh um i did not see it in there and it's very long so i'll just it's easier just to ask the question i i think it'll be the opposite i'm thinking but i want to know what is our out our ability to exit this when we used to have the the town trolley and things there'd be almost no riders on it we were just it was a it was a vacuum of money not a mountain of money um and you know if if if we get the the effect where you're we're paying a lot of money it's not being used which it sounds like it'll be opposite that but either way what is our ability to exit this that's a fantastic question so there's multiple different ways because the way we set this up was by programming so we have the ability to increase or decrease programming yeah there will be a one year initial term that is firm that we have to go through because there is an investment by right by freebie to go through this process but after that one year term we can terminate for convenience what 30-day notice or something i believe it might be 60 day notice if i remember correctly 60 yeah okay thank you that's what i wanted to know thank you council member hoyland thank you mr president just a quick comment um this was 14 months ago and yes we did save a little bit of money but i think what also came out of that i want to thank miss morris because she's put a tremendous amount of work on into this uh and what came of this is really thinking outside the box and one of the only reasons i had supported the trolley uh when that was proposed was the ability to get into some of our neighborhoods and provide especially when we look at park east and country club estates a lot of the residents out there mentioned that they can't get to the doctor so miss morris has done her due diligence and looking at ways we can expand this so i'm excited about the possibilities of getting um a lot of our older residents who can't make it to medical facilities you know for doctor's appointments to be able to utilize that so i want to thank i just wanted to program yeah i'm really excited about that so i want to thank both of that was for free um after that there was the midtown trolley which was mentioned as well and i i was on inaugural rides on both the uh the shuttle and and the trolley but uh it was not used and they got rid of that i don't remember the cost of the trolley but if you were watching the news at all last week um you may have seen where there was a double shooting by a miami dade driver of passengers and that trolley if it wasn't ours from plantation it was the same model exact same model um anyways um this on demand thing is going to cost one million three hundred nineteen thousand forty six dollars and thirty cents is that for one year it's too expensive and as mentioned that it basically the wait times are going to strangle it so i recommend not voting for it voting it down save the good evening so i did not speak to you about this in advance but um just wanted to find out based on what has been presented to us is this the entirety of the project meaning that we don't expect any further um expenditures for additional equipment or additional needs i mean this is the entirety of what the improvements are planned to be needed to be expected to be um i will need to defer that to the um the department i can only imagine this is the engineering services as it supports the liberty tree park as it relates to equipment i think this doesn't so you you're thinking maybe um maybe trish can answer this in terms of um the actual new park equipment because i thought there was a reference to new park equipment also is that included in this okay this is just the engineering services perfect and so i don't have a question regarding the engineering services but um maybe uh trish if you can just answer in terms of uh the the park equipment is that something that's already i believe that's already budgeted for right correct we received a grant uh from the state to do the inclusive playground uh it's a 200 000 grant with a 200 000 match from the city um the scope for that unit is with procurement now um seeing that it is an inclusive unit we want to ensure that the park itself and the parking and the restrooms are all um up to ada standards so what's before you now is the design for the uh the park as a whole this is totally separate from the actual playground unit so that whatever is being designed here will um and i see that you're all working closely together so that those that will benefit from the inclusive equipment will be able to get to the inclusive that is our hope yes yes and i know we've talked before about some of the amazing new pieces of equipment that are out there for inclusivity purposes in terms of um swings and carousels and others that even allow wheelchairs to be strapped on and and full access i'm hoping that when we're we're talking about such a an important project it's such an important park for us yes that that's all being considered absolutely yes wonderful uh thank you very much i'll make the motion to approve item six question previously and i just wanted to make sure that it was clear on the record that um that we are doing so so much in our city in terms of tree trimming and we've we've discussed up here a number of times from the dais that there's a a great need in regards to servicing our city servicing the trees and this is something that this administration you have been doing an exceptional job of and because we've done such a good job of of analyzing the need it's it's beyond what we're able to do internally is that correct yes thompson public works director um yes sir as i mentioned in my email we've been gis collecting or just about a year now just shy of a year and we're already over 20 000 trees that are city owned and maintained so we have 12 staff members currently who do trees and we we simply just cannot trim them properly um i'll touch on that a little bit when you get a bark entrapment co-dominant leaders needs to be structured pruning things that will actually increase the survival rate of the tree during storm season so these efforts will extremely help our department and our city residents and trimming the canopies throughout the city and i just wanted to add that i know from an administrative end that you and your your team have been doing quite an incredible job of also notifying residents in advance as to the the services that are being performed because that was something that we've i think all heard from residents that you know they were concerned that a tree that was offering them shade or was in front of their home all of a sudden disappeared without notice and so we're we're now notifying them and i think you're you're doing a great job with that so i wanted to publicly announce that as well so thank you i don't have anything further any uh and uh the millage rate this year gained the gateway by tax extra above its ordinary uh plantation 768 296 dollars that's at the millage rate of 1.7108 mils i again ask you to cancel that out uh for the upcoming year um that that would go back if um it would go back into the mountain of money and what i'd mentioned before about the uh expenditures of uh um treasuries to offset the liabilities of the pension and everything else i the net worth of the city stays the same you're removing each side of the balance sheet an equal amount of money so um the uh kaffir on page 126 hard copy and uh 119 uh addresses the uh gateway and one is the uh regular money and one is the capital funds the uh construction has uh 358 000 and the regular pile of money there is 3.2 million and again this is sort of like with a with a cra you got this money it sits there and it's accumulating interest which means that year after year you're collecting the money you're not injecting it into the economy of this location and um i i wanted to bring up page 133 of the kaffir and that deals with ship because basically ship focuses on depressed areas which is basically gateway 7 and flex zone 73 and lauderdale west so it looks like you've got um 2.6 million dollars in there according to the to the capital on page 133 hard copy and um again it's 169 000 of interest there so what that's telling me is especially with low interest rates this money's sitting there like crazy and it's just earning a little bit of interest but it's learning a lot of interest so a lot more i think effort can be uh spent on particularly i got a neighbor she's a widow she's in her 80s she needs ship money and i will yield back my time but again if you deal any with this stuff with the amount of money it does not change for everything you did and we talk often up here about the financial responsible financial financial management of the city um i'm sure my colleagues saw the sun sentinel article last week about one of our broward municipalities who hired a consultant and next year they're projected to have a sex 7.6 million shortfall nine years from now that could be 107 million dollars um which is terrifying when you start to look at you know declining real estate sales and everything that's going on in the economy so again um it's really cannot be overstated what you do and how administration and this council manages the taxpayer dollars so i think uh kudos to everybody i went up to tallahastie i was up there monday through thursday last week um working with our lobbyist lauren jackson candace ericks and also lobbyists from florida league of cities for those of us who were elected in 2018 sober homes are back um there's one operator it was a big issue back in 2017 20 uh 2018 there's one operator who is trying to get ahead of um palm beach county had uh released the sober home task force uh report that was funded by the legislature and but they weren't ready to put legislation out there it wasn't ready for prime time this session and this one operator is trying to get ahead of that and what they're looking to do is the original bill we were able to get them down to 300 but um they want to put 500 residents sober home residents into multi-family so this is what they're pushing so um we made some positive headway but i'm not quite sure where it's going because as i mentioned the last time with the difference in the budget between the house and the senate uh now it's crunch time so um which brings me to cras we made a lot of positive momentum momentum in the senate senate listened to everything that we had um offered especially when we talked about the positive things that are going on in the plantation cra but the house uh there is a staffer in the speaker's office that wants to abolish all cras and that's where the power is right now so uh it's going to be on the floor of the house and they're going to be bargaining over the budget schofsky reached out they're trying to get an amendment that would at least protect plantation because i said our biggest concern is you know we have so many things going on there with green mills and looking at other properties that we might be able to build on um so if her amendment is taken that perhaps we'll be able to protect ourselves from um pursuing new projects out there so that's quick update on that solid waste authority uh rolled out for earth day new videos they're partnering with the museum of discovery and science and they rolled out the first video yesterday about recycling they're really great if you follow them on social media but it featured a south plantation high school student isabel tanario she's the first student uh they're doing this with high school students so that was really exciting that they had a plantation uh student in there so i would offer that you check them out on social media so you could see what they did also on earth day we had our fabulous sewing day uh yesterday thank you chief harrison for offering up the outreach center we had 19 community members come out including council member ryanstein who's pretty good with a needle and thread um mrs sorda was out the mayor stopped by to say hello and it was really fabulous we're putting together that two-story tapestry so i spoke to chief todd tonight we've got the best use and we're going to be working on a two-day event really great and there yes ambrosio's birthday and i think everybody saw the the dog who uh was hit by a car i got to it late but i said i would talk to matt matt matt already figured it out about iding pets and being able to scan them when public works picks up their bodies so he's already got under control so thank you so much for doing that yeah and and the police department so thank you um i wanted to bring up i think most of us have been notified about the latest bad actor in short-term rentals in the north acres which uh there have been a lot of calls i think there's been 11 calls for service we've been talking to the residents about uh was it this past weekend i think it was with all the motorcycles out there the residents are terrified um the amount of people that are showing up the noise level and it was disappointing to me i was out of town when it went before the magistrate and the magistrate is finding them but then the magistrate basically said go talk to the mayor that's what he told the residents go talk to the mayor and we know we've talked about this over and over again that really one of the only tools we have is code enforcement and the magistrate so i'm a little frustrated um and attorney who said um you know we tried to if we have a case before plantation we want to see which magistrates going to be there because one's a lot easier than the other one and it shouldn't be that way it shouldn't be that way because it's the only tool to hold the bad actors whether it's somebody working without a building permit um so i'm very frustrated about that so um whatever we can do to um help support these residents but we've got to we've got to keep the magistrate um hold them accountable as well. uh i don't have anything have a good night council member and joe thank you sorry i was not able to so not that i know how to but if you do a second round i would love to attend i was at the uh lacrosse end of the year ceremony for south plantation as well so that's why i could not attend um looking forward to relay for life uh friday night and we will all be there at five is that what time but i thought the email said that we should all be at five i'll get there five why don't we follow up and we'll confirm before friday okay um and excited about all of the new businesses that are coming to our city and lots of ribbon cutting ceremonies and so as um we always work very closely and have a wonderful plantation chamber of commerce but i was wondering also to kind of piggyback on what we're trying to do with our sustainability advisory board and doing the green businesses could we somehow really have a bigger feature on our website of our plantation businesses and i was writing through sunrise today and really wanted to kind of steal their idea about shop sunrise and so why don't we have a purchase plantation or something i'm sure there's a lot of creative um people like michelle and who can come up with a great tagline but to really feature more of our plantation businesses on our website and then our green ones even more so so uh just mayor food for thought um if we can do something more with our our chamber i know we already work closely with them uh and then i'm also looking forward to our interfaith prayer breakfast with the chamber on may 1st my question though and i don't know if that is done from your office or somewhere else but do we share the list of all of our churches all of our organizations all of our different um places of worship with the chamber because the comment that i made to one of the chamber members last year is i don't feel like we're being inclusive of all of our churches i did speak to um the i think he goes by minister of the haitian church and he was not aware of this interfaith breakfast so how do they get that information councillor i think councilman horland may have an answer so it's actually well it's the nearest prayer breakfast it's hosted by the interfaith um association so they're the ones who do the outreach the chamber hosts the event um for them but they're the ones who do all that outreach so i think um pastor burke i think is the current burke i would talk to her and make sure whoever the president is currently which is her um that they're reaching out to the to all of those churches okay and maybe the city can provide a list to her but i think it's up to the president of the interfaith association to reach out to those okay i think the mayor wants to chime in yeah i'm going with her about that exactly is is to try to add a church a week or at least pitch a church a house of worship a week um and to go through the list um we made a little bit of pitches but we haven't gone one a week and i'm right there with her if she wants to she can use the mayor's office for anything she wants to grow that circle because that makes especially for this particular event that makes our city better um and and so i talked to her about that and it's better if it comes through them than through the city because if they had a busted pipe suddenly and need a permit and they didn't join do they wonder if we're being you know uh punitive right so so yeah i talked to pastor martin about that and and that's something important okay thank you for that and then uh last teacher appreciation week is coming up may 5th through the 9th again we'll be doing an acknowledgement of all of our wonderful teachers throughout the city but i want to thank our amazing educators for the work that they do day in and day out that concludes all of my announcements thank you president um reinstein thank you very much uh speaking of gratitude um mayor i saw that you recently put out some gratitude to the professional administrators that do all the hard work for our city and while the city council does not we don't have our own offices and we don't have our own administrators um if uh if the council doesn't mind on behalf of our council i also will thank all of the professional administrators for all they do because they're often doing um some assistance giving assistance to us as well so thank you for that um the last thing i did want to ask a question um somebody may have seen it a question was raised um on social media regarding some patriotic patriotic banners um on broward boulevard for memorial day veterans day fourth of july is adding to the banners that we already have um and when thinking about it especially because we have our fourth of july parade and we are parading on broward boulevard to me the more banners the more that we are lighting up that street uh the better is that something that the administration is is thinking about or able to do we've had quite a few talks about it larry were you went on that meeting tuesday after social media is there a piece of that that that we want to add we're balancing patriotic banners with um hometown heroes with a lousy banner provider that we weren't happy with so uh trying to iron that all out so the plan is for this year um for um veterans day so basically starting in august through until veterans day um to have our hometown hero banners up um and we're going to increase the number this year so we'll do 20 we'll honor 20 veterans since we started last year with 10 and and obviously it takes some um labor to put them up and down and there are their costs associated with you know producing the banners um so the plan is you know once the hometown hero banners go down when the holiday banners go up so so that's the plan for for the current what what we have currently so if i may just add to that is that um the hometown hero banners are are amazing i i love that we're going to be adding even more um maybe some more generic um fourth of july type banners could will take less time to purchase or find um i haven't done the research myself but maybe that's something we could look into i just think it it's it's wonderful for our city and it definitely adds to the great environment the holiday banners we were hot for work and there were problems and so i don't know what you want to say or not say but i made the point so the holiday banners we will get the new company will have to put out a new bid and get them reprinted our lowest bidder did not exactly work out but we were happy to be able to put them up temporarily but um that's the holiday banners and and in terms of your request we we can definitely do a little research and discuss with the mayor in terms of costs and very good thank you councilman hortland you want to thank you just very quickly because i think laura had touched upon it and one of the discussions we had had when we were talking about putting the hometown uh hero banners up and and and the length of time is really the consideration to public works um and being out there on brow boulevard hanging these and how often do we want to be changing banners out so i think that'll be something that will have to be um worked out so i mean i'm agnostic on the fourth of july banners but i think that that was probably another consideration um and i was hoping that we would have the hometown here is up
