earlier we had our meeting of the committee of the whole jackson closed the fiscal year in a strong financial position exceeding the annual budget for the 16th consecutive year an extraordinary accomplishment that we are all grateful for we finished the year 32.4 million dollars ahead of budget with revenues exceeding expenses by approximately 50 million dollars and for the first time in jackson's history annual cash collections surpassed 1.9 billion dollars these results reflect tremendous financial stewardship and the hard work of teams across the system as we navigate future challenges and opportunities in the quality report jackson memorial ceo joanne ruggiero enlightened us about the tremendous progress at the system particularly in patient safety quality and overall patient experience one of the biggest milestones is the opening of our new emergency room which in its first six months of operation has already cared for more than 44 000 patients and improved front and triage times by 62 percent jackson memorial has achieved all of its fiscal year 2026 healthcare associated infection targets and reduced mortality by more than 22 percent since 2023 these are meaningful improvements that reflect extraordinary care of the teams providing everyday healthcare delivery and they're making a real difference in patients lives our communications associate vp miss piedra gave an update on how jackson shares its stories and continues to build social media capital in the community and with the employees of the system as well we got to see compelling patient story patient stories earned media coverage to social media podcasts internal communications and new ways to showcase the extraordinary work that happens here across the health system these efforts help us to reach more people build trust and reinforce jackson's reputation as a leader in healthcare in the county lastly miss caravia vp of government relations and chief of staff provided an update on jackson's state and federal priorities for the year for the year ahead we will continue advocacy and strong partnerships with our elected officials in order to protect the funding and resources that support jackson's mission and the patients who depend on us for care so while we have a great deal to celebrate we always have important work ahead i want to thank all of the leaders i want to thank the entire jackson team we met jack today and that was a lot of fun but it's really so much a part of what is being done every day to continue delivering the mission of care throughout the county and i look forward to working with our new uh trust member and continued work with to my college sure we're happy to at 11a you have the credentialing report at 11b you have the purchasing report at 11c you have the lease agreement with 850 lejeune towers at 11d you have a resolution approving the 2027 federal and state legislative priorities of the pht there's proposed amendment to add language to the reso at 11d adding a new category under state priorities to reduce the impact of local to reduce the impact of local surcharges on designated facilities of the pht you can vote the slate as a amended that's items 11a b c and d is amended council it's um regarding parking structures is it not or is it other surcharges as well the the the language the language to be added is um saying that you know we're adding language under the state priorities to reduce the impact of local surcharges on designated facilities of the pht second mr pruitt all those in favor aye and they pass unanimously thank you madam vice chairwoman as you shared you heard earlier about the remarkable achievements this organization made um around our financial stability stability in fy26 unlike for-profit hospital corporations the bottom line at jackson directly powers the expansion of services the empowerment of our people and the evolution of our mission yesterday our chief financial officer mark knight celebrated his 16th year or anniversary at jackson i have never worked with a finance well-deserved round of applause i have never worked with a finance leader who more clearly sees dollars as tools to help our patients or who more passionately advocates for investing in the quality of care and experience of the individuals we serve mark is the first to deflect credit to his teammates but today is a perfect day to thank him publicly for all he has done to transform the modern jackson you also heard um around jackson momura hospital from jackson momura hospital ceo joanne rogerio as you shared also um madam vice um chairwoman reported earlier um so much progress here at our flagship hospital as one of the largest public hospitals in the nation joxon memorial cares for the sickest of the sick while training the physicians of tomorrow and pushing the boundaries of what is possible to give patients a chance when they have nowhere else to turn that legacy continues to grow six months after opening our new emergency room here we're building on that progress with the second phase of that expansion which is well underway and scheduled to be completed in just about a year a few weeks ago we celebrated another extraordinary milestone a 15 million dollar gift to our jackson health foundation from carlos peralta who received a life-saving double lung transplant we named the fourth floor icu in his honor and his gift will help us to expand our capacity to bring that same life-saving care to others switching gears in six days voters across florida will decide on amendment three a proposal to increase property tax relief to homesteaded properties over the past months several members of our leadership team have attended community meetings across miami-dade county to educate residents on what this amendment could mean for jackson families across miami-dade are feeling the pressure for rising costs and we understand the need to find meaningful relief that is an important conversation for our community to continue having but there is another part of that conversation that is just as important what happens to the essential services our community depends on when revenue from property taxes goes down a change like this can have unintended consequences and voters deserve to understand what those could mean and we if we remove a significant source of funding for services like health care for jackson health system that funding is especially critical as miami-dade county's safety net we provide care regardless of a person's ability to pay and much of that care is not fully reimbursed emergency trauma care behavioral health care these are all examples of critical services that are not always financially sustainable on their own supplemental funding is part of what makes our mission possible if approved the impact on property tax reform would be significant for the health system this would mean 64 million in recurring annual funding reductions when fully implemented in fiscal year 29 jackson cannot respond to a cut of this magnitude simply by having 64 million less demand people will still get sick and they will need our services we take our responsibility as stewards of public dollars seriously over the past several years we have streamlined operations improved efficiencies and reduced costs without sacrificing patient care quite on the contrary or eliminating jobs we will continue to push efficiency but even that has its limits at some point we cannot keep finding savings to absorb a cut of this size and still maintain the level of service across our health system we're watching this carefully and having discussions on how to address this shortfall should this pass next week we don't have all the answers yet and we may have to make some tough decisions still i want to reassure you and our entire community that jackson will continue to stand ready to serve and fulfill our mission you have my word that i will keep you informed as we learn more over the coming weeks madam chair that's my update for today thank you thank you dr zambrana a lot of achievements to celebrate but the road ahead is still long and filled with challenges thank you for that um we have voted on the resolutions any good and welfare having none any comments or questions all right once again thank you and welcome mr pruitt um anything further okay i think we are going to adjourn by acclimation our next meeting is november 18 and i look forward to seeing everyone again and congratulations mr knight on the sweet 16.
