A quick question on 2A because it involves our tax collector. Mr. Chair, I'm assuming, but I think it's just prudent to put it on the record that he is in favor of this. May I, Mr. Chair? Yes. So I see our tax collector, Daria Fernandez, is here, so I would love to bring him up. But this request came through the Office of the Tax Collector, so we are, you know, it has to come at their request and the county commission approves it, but yes. Perfect. That's just what I wanted to clarify on the record. I don't have any further questions. Thank you, Mr. Chair. All right, and if the tax collector can approach the well, and you have like five and a half seconds to. Five, thank you so much. Don't worry, I'm not here to collect any taxes today. So, good morning, Chairman and members. I'm here today because taxpayers expect common sense from the government, and that is exactly what this item delivers. Item 2A, create a simple rule. If the property tax is $30 or less, the county will not send tax bill, and the amount will not be placed in the tax roll. Right now, tax collector office send more than 120,000 tax bill that together collect only about $60,000. In many case, it costs more than process the bill than the amount we actually collect. When we first present this idea to Commissioner Orbeez, it was with a simple principle in mind. We are not here to work for the system. We are here to work for the people. That means looking for ways to save money on things our residents do not need. By eliminating this bill, we can save taxpayers about $750,000 in direct administrative costs. That means more money return at the end of the year, and use will truly benefit our community. I also want to thank Commissioner Orbeez for her leadership and for supporting this proposal that help protect taxpayers. God bless Miami-Dade County, and God bless the United State of America. I just want to say for the record that the tax collector had reached out to me about this situation, this issue that he uncovered or discovered, and I did not pick it up. First, I'd like to thank Commissioner Orbeez for bringing this item, and also I'd like to thank our tax collector for always making an effort to reduce the financial burdens to our residents. And by this item, if I understand not only that it will prevent them from, it will stop them from receiving the information, but also there will be release of the payment, right? All right, so I just wanted to make sure that, you know, nothing will be missed in the mail or anything like that. Thank you so much. So I do have a question, though. So my taxes are really high, really, really high. But if I was to stagger them out in $29 payments, will you forgive my full property taxes as well? I noticed that for the initial term, some appointees have a three-year term, while others have a four-year term. So for the record, can someone clarify the requirements, stagger, that staggers the initial terms for some appointees? You may. Commissioner, that's not necessarily a requirement, but it is a standard practice that we approach, that we use with all board creations, so that there's a continuity of membership, so that not all of the initial members' terms expire at the same time. Since MIA is a county asset asset, I think it's important that all the BCC members contribute to the compositions, Mr. Chair. So I wonder if at least one of the members be balloted by the BCC. And I'm okay with that. If we can somehow incorporate that, I'm fine with that. Just give us one moment to confirm that. Figure it. That's okay. I don't know if we just want to add an additional member, or... Mr. Chair, it would be difficult, or it would be too big a committee if every BCC member, you know what I mean, if someone at that list, what I'm asking is that of this one be balloted by. That's fair for me, absolutely. I know that we have currently, of course, the chair appoints, I think, Commissioner Orbis, because she has MIA in her district, and I'm not sure if there's any other. Commissioner Orbis. Mr. Chair, thank you. I just want to commend you. This is a great initiative. The airport is, at times, and most times, the first impression that we get of our Miami-Dade County and of our community. So, this is a great initiative because, you know, we do a lot of modernization, a lot of upgrades at the airport, but the customer experience is just as important. So, I want to commend you on this initiative. I wanted to ask the attorneys, does it need to be an odd number of members for the task force? No, it doesn't. Okay. Thank you. Thank you, Commissioner. Commissioner Gonzalez? Thank you, Mr. Chair. And I also want to thank you for putting this item up. I think this is extremely important. I did have one question and or suggestion. I did see that there is an appointment for one person by the Beacon Council. And I understand the logic. I would assume that the logic here is to make sure that we have somebody from the private sector, from the business sector, to be able to bring in those sort of expertise. My only suggestion here, and it's just a suggestion, I'm okay with the Beacon Council, but there's a Miami Economic Club, and they're a very fast-growing economic club. They have a lot of folks that carry a lot of weight as far as the tech sector is concerned and as far as finance is concerned. And I know specifically, like, for example, Colonel Chuck Beams, who's part of a lot of aerospace and space initiatives, has recently been part of a lot of their movement. So I guess my only suggestion is, could there be a world where it could be somebody from the Beacon Council and or the Miami Economic Club? The answer is, in short, is yes. But can I – I've never even heard of the club. Can I kind of, like, look at it first? And this still goes to the full board, right? Yeah. All right. Let me just – if it's okay with you, Commissioner, like, let me – and you could feel free to send them to my office or feel free to give me the information. But let me just research them first, and then we could either do the change at BCC or discuss it further. But, yeah, the answer is the idea is for this to work, right, and to be successful and complete its mission. So I'm not going to sit here and say the more the merrier because I don't want it to be 40 people, 50 people, because then it becomes ineffective. But certainly, you know, open to suggestions that could be for the betterment of it. Commissioner Cohen-Higgins. Commissioner Cohen- Thank you, Mr. Chair, and I look forward to this committee convening. I like the fact that they are directed to convene within 21 days of the passage of this item. Hopefully, they'll be able to bring us some recommendations prior to the influx of passengers that we're anticipating with FIFA. But I do have a friendly amendment, if you're open to it, Mr. Chair. When we passed the concessionaire extension last year, in that item, there was mention of sort of an oversight of the concessionaire extension program because it's a three-year program with very aggressive timelines. I know our administration is doing a great job of monitoring, but I would like for this advisory board, all of their recommendations, I plan to take very seriously. I think more eyes, more ears, especially if the advisory board is comprised of, you know, not bureaucrats, right, just members of our community that are interested in the success of our airport. I'm going to take their recommendations with a great amount of weight. I'd love for the item to specifically say the concessionaire extension program, right? So on Section 2.2479, Powers and Duties A, it says that the CARE MIA Advisory Board shall have the following powers, duties, functions, and responsibilities. Make recommendations to the board regarding areas for improvement to the operations of the day-to-day experiences of passengers, employees, and visitors at MIA for the overall purpose of ensuring that MIA provides the best airport experience possible. I'd love just a parentheses, including our concessionaire program, just to make clear that that is part of their, if you're open to it, part of their charge. Yeah, sure, that is a friendly amendment. Of course, and look, to that end, I'd ask you, as the Chair of Aviation as well, and those that serve on the committee, I just had the opportunity to, well, actually put a pin in that. Anyways, that was not a job at all. That was not a job, you see? Yeah, yeah. Wow. Chairwoman. Aviation Chairwoman. So, I mean, some of you may have seen, I posted about it on my social media, but last week, I think it was, two weeks ago, I had the opportunity, I got my aviation director reminding, correcting the record two weeks ago. I had the opportunity to go to the airport and we spent some good time together, both on getting debriefed, but also on touring the airport and a few things. And I'm not a fan of sitting up here and just commending people over and over and over. But I will tell you, the airport team over there that we have, and I know we get a bad rap and I know that we're often in, if it's not an only in Dade, we're in somebody's mouth talking negatively about us. But the truth is that the operation they run there is really, really impressive and it's not an easy task. You know, that said, I'd be remiss if I didn't point out that there is much improvement to be done. And they're well aware of it and they've been working on it, they continue to work on it, and I'm hopeful that we will get this right and we will get there. It's been, you know, decades of deterioration, if you would, so it's going to take quite a few years to get it to the right posture. But I would ask our aviation committee to make sure that, and the chairwoman to stay in close touch with our director and the entire team. I know that there was some hiccups with janitorial, and I know that we just went through this about a year and change ago, and it's one specific section, which I assume it's like one company that is having issues. I don't know if it's the new company that we selected a year and a half ago. I don't remember or I didn't ask the exact question, but if you could look into it because if it is, then there's an issue there. And I know that they're working with that company to correct it, but just if you could do the follow-up, as I obviously got tied up with a million other things, but if you could do the follow-up on that with them, I'm sure that they'll be happy to brief you on. But other than that, and a few other things, honestly, I was quietly impressed with everything going on at the airport and the plans that we have. I think it's something like 2031, right, 2032, most of our airport will be essentially brand new or renovated. So I'm looking forward to that. It's right around the corner. So, all right, guys.
