All right, let's take a seat so we can get started to honor these great, beautiful, powerful, prestige women. 8.15 a.m., arrival and seating. I said I did not pay attention in my briefing, so I'm winging it. I'm going to do something I don't usually do. I'm going to read the script. I'm going to read the script. I don't usually do that. I never do it. But you know what? I'm going to honor my team for being so efficient in writing these words. And I'm going to actually just read it. And I haven't read it before, so hopefully it's all correct. All right, good morning and welcome, everybody. Good morning and welcome. Please take your seats. Please take your seats. I promise you will get the pictures and videos and all the good stuff when the time comes for your preferred, recognized, beautiful, powerful woman. Thank you all for coming. I want to thank everyone for joining us today as we honor the 2025 and 2026 Miami-Dade County Women's Hall of Fame inductees. And I'm going to go off script here because it's what I do. So this is actually a very special one, very special one. I won't get into the politics too much, but those that follow politics know what I'm about to say. This is a very special one because this might maybe, might be, that's the lawyers get creative. This might be the last one that we are allowed to do in Miami-Dade County based on some state legislature that passed. So this is a very special one. So congratulations to all of those that are here today. I want to recognize the Miami-Dade County Commission for Women and the Board of County Commissioners for their partnership in celebrating these extraordinary women. I also want to acknowledge my fellow elected officials, community leaders. I saw Dariel and others. Dariel no sepied de ni una. Vaya. El presidente de Cuba. You know, you're the only male receiving a recognition today. Did you know that? But again, acknowledging all my fellow elected officials, community leaders, family members, friends, and all of our distinguished guests here this morning that came out to support our honorees. Today is about more than a recognition. It is about celebrating leadership, perseverance, service, and the lasting contribution that these women have made and continue to make in our community. Each of today's inductees have helped shape Miami-Dade County through dedication, excellence, and a commitment to public service. I want to congratulate our 2025 inductees. So I want to get a few words from our chairwoman. Where's our chairwoman? Come on in. Oh, Daniels. So say a few words, and then I'll start calling them up so that we can officially honor them. Thank you. Good morning, everyone. Thank you, Chairman Rodriguez. On behalf of the Miami-Dade County Commission for Women, it is both an honor and a privilege to welcome you to the Women's Hall of Fame inductee ceremony. Today we gather not only to recognize achievement, but to celebrate the power of women whose leadership, dedication, and service have strengthened our community and inspired others to dream big, serve greater, and lead with purpose. The Miami-Dade County Women's Hall of Fame was established to honor women whose contributions have left a lasting imprint on our county. Today's honorees represent the very best of Miami-Dade County. They come from diverse professions and backgrounds, including government, public safety, education, civil leadership, philanthropy, and the arts. While their journeys may be different, they are united by a common commitment to excellent service and creating opportunities for others. Their stories remind us that leadership is not measured by titles alone. It is measured by the lives they touch, the barriers they break, and the doors they open, and the legacy they leave behind. These remarkable women have used their talents, influence, and dedication to make a meaningful difference in the lives of countless individuals throughout our community. Their contributions have strengthened Miami-Dade County and helped pave the way for future generations of women and girls to follow. Today, we proudly celebrate their accomplishments and ensure that their contributions become a permanent part of rich history, legacy of Miami-Dade County. So, on behalf of Miami-Dade County Commission for Women, congratulations to the distinguished members of the Women's Hall of Fame. Thank you for your leadership, your service, and your unwavering commitment to make our community stronger. Thank you. Thank you, Madam Chairwoman. All right. So, now I will officially congratulate and call up each one of you one by one. You will receive your award, your recognition. You will say some words. So, I hope you prepare, like, a really long speech, under one minute, and then we'll do that, and then at the end, we'll also, you know, we'll do photos, and then at the end, we'll do a group photo as well, and family and friends will have the opportunity to take photos as well. So, I will start. Actually, I'm going to do it opposite. I'm going to leave the house for last, right? That's not the etiquette, like you leave yourself for last? That means you, Mayor. All right. All right. So, all right. I'm going to start with our sheriff, Rosie Cordero-Stutz. Come on up. Come on up. We got a beautiful recognition here, and we have a proclamation as well. So, I'll read the part that I like to read, which is just the bottom. I'm not going to read the whole thing. But be it resolved that the mayor of the county, Daniela Levine-Cava, myself as Chair Anthony Rodriguez, and the members of the Board of County Commissioners, on behalf of Miami-Dade County, and its nearly 2.8 to 3 million residents, do proclaim today, Tuesday, June 2nd, as Rosie Cordero-Stutz Day. So, congratulations. We'll hold it for you so you can say a few words. You can write a few words. I promise it's not long. I promise. All right. I just didn't want to forget. It could be as long as you want, just under one minute. Yeah, please. I'm not going to lie. I don't have my glasses. I don't have to hold it up here. Hey. Hello. Good morning, everyone. It's really an incredible opportunity to be here amongst incredible, incredible leaders, women in this community. To be inducted into the Miami-Dade County Women's Hall of Fame is both humbling and deeply meaningful, and I'm really, really proud to stand alongside so many amazing women. For their leadership, their service, and determination to have made a lasting impact on our community. This recognition is not mine alone. It belongs to the mentors who guided, the colleagues who stood beside me, my family who supported me, and the dedicated men and women of our Miami-Dade Sheriff's Office who serve with courage and commitment every single day. I have been fortunate to spend my career serving others, and I accept this honor as a reminder of the responsibility we all share as leaders with purpose. Thank you for the recognition. Thank you very much. Thank you, Sheriff. And we love you. We honor you. We thank you for your service. And we thank you for being a law enforcement officer first, an elected official second. The supervisor of election, Alina Garcia. Come on up. So, Alina, we thank you for not just being an advocate, a pioneer, trailblazer for women, but I have to say, like, a 30-second story about Alina, one that I've never said publicly, and I probably shouldn't say in the chamber. But when Alina and I met, we didn't meet under these circumstances. You see, Alina happens to be one of the most loyal people that I've ever met. I mean, hands down. And my first run, which I lost that race, I ran against someone that is like a child to her, like a second son to her. And that person and I could speak normally, but Alina couldn't speak to me because she was that loyal and just felt, she disliked me just because I was running against this person, which, by the way, that person was running against me because I filed first, but no one's, I mean, but no one's really keeping count of that. But today, I'm honored to call you my friend and someone that I love dearly, so congratulations. Very well deserved. Thank you. I'm going to read this. Since I'm old school, I use paper. Yes, I agree. She's also bossy. Very bossy. I love you, too. I want to begin by thanking the amazing Miami-Dade County Commission for Women, the chairman and board of county commissioners, and my fellow honorees, and everyone joining us today. While this is very special and a personal honor, the greatest honor for me is being recognized along these extraordinary women, leaders, trail bracers, and dedicated public servants who are making a positive impact on our community and whose contributions will be felt for generations to come. My message today, especially to the young girls who may be watching, is simple. You can achieve anything you set your mind to do. Dream big, work hard, and never underestimate your ability to make a difference. But opportunity does not happen by accident. It is made possible by the freedoms and the rights we enjoy through our democracy. And one of our most powerful ways we can keep our democracy strong and to ensure that the doors of opportunity remain open for future generations is by exercising our right to vote. The midterm elections are coming up, and I encourage everyone to make your voice heard and participate in our democracy. May God continue to bless our wonderful country and each and every one of us. You all deserve it. No, of course. All right. Be it resolved that our mayor of the county, Danela Vincava, myself as your chairman, Anthony Rodriguez, members of the Board of County Commissioners, on behalf of Miami-Dade County, and on behalf of Daria Fernandez, proclaim today, Tuesday, June 2nd, 2026, Azalina Garcia Day. Oh, wow. So, all right. Picture. All righty. I'm going to skip one because it's the one that couldn't come. Gloria Estefan is also an inductee, but she's somewhere filming, I think, in New York right now. So, yes. I'm Sabine Todia. She's filming. She has, like, a new show coming out, right? On Broadway. Oh, pretty cool. All right. So, make sure to follow that. But Gloria Estefan is one of ours as well. So, congratulations to Gloria Estefan. She couldn't be here. All right. Someone that I've known for a good amount of time now. Time kind of catches up to you. I felt like we just met, but, no, it's been almost a decade already, if not a decade, is someone that I call a friend, president of FIU, Jeanette Nunez. Come on up. So, talk about a real trailblazer. Someone that, when I met, was, I was going to say just, but that's not just, and I was in that role, too, so I won't diminish it, but was a state legislator in the Florida House. Then goes on, for even bigger and greater things, to become lieutenant governor of the great state of Florida, the free great state of Florida. And then just when you think she's going to go back to private life and, you know, get away from this all, she takes on the role of president of one of our most prestige universities in the entire state of Florida. So, the real meaning of a trailblazer is standing beside me right now. So, congratulations. Very well deserved, Jeanette. Well, good morning. Thank you, chairman, for that kind introduction. And to the fellow honorees, well deserved. I am so honored to be in such illustrious company. You call me a trailblazer, but really and truly, my mom is a trailblazer. She was the one that paved the way for me, and I'm so thankful. And for me, my three guiding principles are faith, family, and freedom. Faith, because without that, we can do nothing. I honestly believe that God has blessed me and the ladies here in front of me as well. And truly, you have a lot to do as elected officials. You accomplish many great things. You pass legislation. You work on the budget, and that's all important. But what really is important is how you leave your impact and your legacy. And I believe faith, for me in particular, is so important. So, when you talk about family, I mentioned my mom. She came to this country. She barely knew the language. Came with nothing more than the clothes on her back. But yet, she was able to work and to accomplish great things at a time when it was very easy for women to be executives in the private sector. And so, I'm so blessed that I had her as an example. And then, lastly, freedom. We're celebrating America 250. We are blessed to live in the greatest country in the history of the planet. And we have a responsibility to ensure that we leave it better for the next generation and that we provide examples. So, for my own daughter and for many daughters that are here and watching, just know that you can have an impact. You can leave a legacy. But nothing should be more important than your faith, your family, and promoting freedom. So, with that, Mr. Chairman, thank you to all the commissioners for being here. All right. Thank you, Madam President. And with that, be it resolved that, again, the mayor of the county, Daniela Levine-Cava, myself as your chair, members of the Board of County Commission, and on behalf of the 2.8-plus million residents of Miami-Dade County, and, of course, as you know, my friend, Daria Fernandez, we proclaim today, Tuesday, June 2, 2026, Jeanette M. Nunez Day. So, congratulations. I know, Daria did not sign it, but we're going to get his signature. He has this for you, too. What is it, a citation? It's like he's... It's not a parking one. Yeah, no, it's not a parking one. All right. Second to last. Second to last. Tamo Havan Sando. We're good on time. All right. So, this next one is someone that I honestly... So, I'll say this. Let me start by saying this. Because you normally, all of us, have our foretakes. We have our strengths, and we have our weaknesses. And you're lucky if you're self-aware to know what those weaknesses are. Some of us think we're strong on everything. We know it all, but that's not the truth. I have not met someone, and I mean this. It's not just because we're here today in the chamber, and we're doing these proclamations and recognitions. I have not met someone that is such a tough gal, yet so compassionate, and the balance between the two are something that I've never seen, right? Because you either have, like, the rough and tough, and, like, they could be soft, like, behind closed doors at home, but you don't see it. Or they're just very soft and got nothing of toughness. But to see that balance is something that, to me, is second to none. I've not seen it. This person, to me, is a 10 out of 10, one of one. My friend, Madeline Pumariega, come on up. All right, not enough words I can say, my friend, so I'll let you say some words, and then we'll do the whole thing. Thank you, my friend. Thank you. First, to the commission, thank you so much for your service to our county and to selecting all of us. To everyone that I'm being honored with, you're all our friends. Together, we do God's work in this community. And I think some of that toughness comes from those days in Hialeah. Right. You know, being raised by a mom who started in La Factoria, you learn about resilience and toughness and always sticking with your community. But I accept this today really on behalf of all of the women at Miami Dade College that every day give me the opportunity to represent our college and be able to advocate for our students, for all of our students, and especially our female students, keep the dreams alive. Never would I have imagined that when I was bouncing a basketball at Miami Dade College, I would be here in the county commission of a community that I love, of the 305 being inducted into the Women's Hall of Fame. The work that we do every day is to make sure that we elevate women and we elevate our community, and we know that we do that through the power of education. And closing, I would just like to thank God that every day my prayers that I'm the instrument of his love and that I carry out what he wants and his purpose every day in our community. And to my daughter, Alyssa, dreams come true. And to all the young girls out there, keep believing and just keep going on. Thank you, and God bless you, and thank you to all of you. Thank you, Madam President. And with that, we resolve that the mayor of the county, Daniel Levine Cava, myself as your chair, members of the Board of County Commissioners, and on behalf of Miami Dade County, it's 2.8 million plus residents, and all of Miami Dade College, we present today, proclaim today, Tuesday, June 2nd, 2026, as Madeline Pumariega Day. So congratulations. He is the king of the posters. All right. Last but not least, very important, the house, as I called it at the beginning. Our Madam Mayor. Mayor, I talked about very little, but I talked a little bit about everyone. And for me personally, and I think we can, I hope we can all share this. I think we can. I think I speak for all of us, maybe different words. But for me, it's been an honor to serve under your mayorship. I think that when, not often, but when we have not seen eye to eye, you have always approached it very compassionately. You have always been very honest, very respectful. And you see, I told you that I can speak for them. And you've had an open mind, despite perhaps some differences, despite difference of opinions. You've always kept an open mind to discussing whatever is best for our community and for our county. And that is something that there is not enough time on TV or radio or flyers that you can put out that people will see that. It is only seen behind the dais. And certainly, as chair of the board, I got the privilege to see that, even at a step further than the rest. So with that, come on up, Madam Mayor. Those were very beautiful words. I appreciate them deeply and to my core. So, yes, it is a very big deal. That's what this chairman has been saying. This is a big deal. And it's a big deal for many reasons. For me personally, I was raised by a mother and father who believed that I could do anything I set my mind on. So I never lacked for support. In fact, they often pushed me beyond my comfort zone. I've been so fortunate to have had the incredible support until they passed of my parents, who were, until then, my biggest fans. And now my biggest fan, my husband, Robert Cava, who's with us here today. And my daughter, Eliza, who said to me on many occasions, Mom, fix it. So I always have that in my heart. There's a lot of things to fix. And I, of course, do my very best in every role that I've played to fix the things that need fixing in our society to make sure that people have what they need to thrive, especially the children. It's always been about making sure that our children have the love, have the resources, the support to achieve their greatest dreams. And I'm very proud of serving as mayor, the dream job of my career, to do my very best in partnership with all of you on the commission and with our partners in the community. I really didn't think much of the fact that I was the first mayor of the county until, during the pandemic, wearing masks, a Girl Scout troop was interviewing me for a badge. And there they were on the screen. They could ask anything they wanted. And one little girl said, how does it feel to be the first girl mayor? Some of you have heard me say that before, but I just want to tell you that has, it's emblazoned on my heart that it's not what we do. It's how we inspire others to do what they can do. And that's what that moment meant to me. So I'm humbled and grateful to be able to serve in this role and to achieve this recognition in the women's park, no less, where I expect we will all be enshrined. And I want to say I'm so proud to share this day with these wonderful sisters, all friends. Thank you. Thank you. And God bless. Please. I'd like my husband to come up with this. I've spoken a lot to my residents about these issues, and I was going to make the same comment if we took up the lighting districts, but it appears that we're going to defer that. So I just wanted to take the opportunity to speak to the board that I've made a legislative request that I think is going to respond to a lot of the concerns about these districts. I have a lot of special taxing districts in my area, and it appears that we get more and more requests for them. But one thing is to create them, and the other thing is what happens when we have those increases. Usually when someone calls my office about the increases, we give them the data. Like, for example, the lighting districts, this is what it costs. This is what we're charging you. The county really isn't making money off these things. But I do recognize that there is a need for disclosure. So my legislative request that I just wanted to talk to you all about, and we're going to work on it quickly, is in the same way that I brought an item to the board so that if you have a septic tank, it's disclosed to you when you purchase it. And then I brought another item so that the information on the septic tanks is in the property appraiser's website. I'm bringing an item for special taxing districts. So there will be a required disclosure at purchase of a home or apartment that has the information on the special taxing district. And then I'm also going to request that the property appraiser include this information so that people who were not there when the special taxing district was created have knowledge and can take this up when they're purchasing it and put that into the considerations as they negotiate a price. A lot of the complaints that I get are not from the homeowners that were there when the districts were created. But homeowners that purchased afterwards that were not necessarily informed by their realtors or by the sellers that there was a taxing district associated with this. They all want the lights. They all want the security. They just didn't know that they had this extra cost. And I think that that would be the most fiscally responsible way of dealing with that is starting with the disclosure and ensuring that we have that disclosure. I have yet to meet a resident that wants us to turn off the lights. So I hope that we can deal with that when that item returns. But I'm happy to move this item and I'm working on the other one as soon as possible because I think, especially at the sale point and on the property appraiser's website, I think that knowing is going to eliminate more than 50% of the issues. Yeah, I applaud the intent of this proposed ordinance in the sense that certainly regionalism is something we can argue would be great, whether it's traffic and other things. Having said that, this commission has gone through numerous headaches when it comes to deal with, and at many times we've repeated on this dais to our friends in Broward and Palm Beach to try to do some of these things collectively. I'm a little bit concerned that a creation of this board, which is a Miami-Dade County board, will have representation from people from Broward and Palm Beach County when there has been no contribution, at least I haven't seen it, from a really valid discussion on how to work together, despite this body telling the administration and requesting, I think they have done it, by the way, to discuss it, to discuss the issue of solid waste with Broward and Palm Beach. So I'm hesitant because of that, and I don't think, you know, I think the intent is good, but I don't like the makeup of it in the sense, I like the makeup of the fact that we get to appoint them, but I don't like, when you don't have a skin in the game, it's very easy to defer to the largest county. And with the things that are happening, and, you know, that we all know are happening probably today, or these days in Tallahassee, what are we doing? You know, and that concerns me. Regional cooperation on South Florida Planning Council, certainly with the TPO and the three metropolitan planning organizations, that's a different thing because everybody has the same say. But here we're opening up the door to, in my opinion, two counties that, while they are sister counties and we certainly should be working together on this particular issue, knowing that it has been a very divisive and difficult issue for Miami-Dade County, there's been no, at least I haven't seen any effort from either of these counties to move forward. So I'm not going to be supportive of appointing individuals that are not, that they don't have skin in the game, and that in the end could impact our constituents in the pocketbook. And in the future, many constituents down the road, and I'm just not going to be supportive of it. So I understand the intent. The intent may be good, but the end result here, I don't think is good for the residents of Miami-Dade County, and I won't be supportive of it. All right, Commissioner Regalato. Thank you. So I also appreciate the intent, but I have a lot of issues with the item. My take on the tri-county issue is that the makers should consider what we're doing in transit. So currently in transit, we have biweekly meetings with the three counties and their departments to deal with SFRTA and other issues. And I think if we wanted to do something with Broward and Palm Beach, we should engage their staff in that way, and that isn't happening. So that's number one. In terms of the layout of this board, there are certain things in the item that are policy determinations that this board has not made. In fact, this board has, on several occasions, discussed diversion and other things that are not represented in this item. We also had an RFI process where different proposals were brought to this board as we began the incinerator conversation. And I met with a lot of those proponents. There were a lot of good ideas that were proffered, and we haven't really gone back to those ideas. So I think this board has a lot of information that we have acquired throughout this process. And I think the right thing to do would be to sift through that information and to also look at our master plan. Miami-Dade County spent a lot of money on a solid waste master plan that has never been brought to this board as anything other than an exhibit, and we've never deep-dived into any of that. So before we create yet another group of people to talk about solid waste, I think we need to finish the solid waste conversation on our end. And I'm happy to do that in the committee process. I'm happy to do that in a workshop. I'm happy to consider having staff meet with the other counties. But I think that would be the better pass forward. I think here what we're going to do is just create another committee where people are going to have a bunch of other ideas that are disconnected from the department, disconnected from our current reality, disconnected from our contracts, our existing contracts, and in some cases in contrast with our existing contracts and with the policy decisions that have been made by this board. I'm not a fan of just creating these committees and setting them off. And nine times out of ten, we create a committee, we waste people's time, everybody has to attend, and then some report comes back to us and we put it in some drawer somewhere and we never really effectuate on it. And I think it's difficult enough for us to get vendors to take us seriously and to negotiate prices without creating yet another hurdle and yet another opportunity for lobbyists, for waste management to go and sit and bill, when in reality there really isn't a nexus between what we're doing and this. We have an infrastructure committee. I think that would be the best place to have these conversations or we can have a workshop and bring all these folks. You know, when we had the surf site issue, I used the infrastructure committee to bring experts and we allowed people to provide testimony and input and we provided that information to the Florida Bar and to the state attorney when they were working on that and that was really a better use of people's time. The other issue that we're going to have is when you set up a committee like this, you don't necessarily get the best in the industry because the best in the industry don't have the time to commit to this. We just get a room full of lobbyists. So I'm a no on this. I like the idea, but I think this is just going to create more confusion for us as we try to effectuate a solid waste portfolio that is environmentally supported by our residents and also fiscally responsible to our residents. And Commissioner Bermudez, the reason that we included a representative from West Palm and Broward is for exactly that, is to try to bring some regional approach to the issue of solid waste. We know that Palm Beach has done a phenomenal job with their solid waste and trying to bring some of the expertise from up there down here to see if we can do a better job. That's why I included them into the conversation. There's been conversations at the South Florida Regional Planning Council as to take a regional approach at looking at solid waste. Maybe someone does a better job with garbage. Another one could do recycling and so forth. The conversations are continuously being held. But if you feel comfortable, if you're going to vote, if you will vote for, if I take that item out, would you vote for the item or no? You know, I don't have a problem with the board. But, yes, if there's no, if the representation is solely from Miami-Dade County, I don't have a problem with it because I do believe we should hear from residents on this. And I'm fine with that. Mr. Chairman, and if I may, just to clarify a couple of points, and I appreciate that. So I'll be happy to amend that out. But I just want you all to understand that when we, this would not be a room of lobbyists because it's all of us and need to appoint folks. We created the Behavioral Health Board that we brought in all professionals. I think Commissioner Vicky Lopez understands and knows how good that board is working. The point of this board is to make sure that we have other options. Bring experts to the table. It's taking us three years to come up with another decision. We haven't been able to do it on the incinerator. We're getting close. But I think when we look at solid waste, it's the much broader conversation that we sometimes don't have the full conversation here at the board. So, Mr. Chairman, that's the item before us. I wanted to ask if these covenants or these agreements, are they currently reviewed by the commission? Do these come to the commission right now? Or what is the approving authority for these agreements currently, if I may? The administration, I know the lawyers are recognized, too. I guess she said administration. I just want to know anybody, the attorneys or the administration, whoever can answer my question. Thank you. Commissioner, this is implementing an allowance under the Live Local Act to accept agreements that would set parameters for the development of a Live Local project that is located in a transit-oriented development. There's currently nothing in our code that addresses that allowance. This is providing a procedure for that that would both allow the administration through the RER director to accept those administratively, but it also, of course, the board retains the authority to accept those covenants in connection with the zoning hearing or to modify them. Okay, but is this taking away the authority from our board to review these covenants? It is delegating authority to accept them administratively, but it's not taking away this board's authority over the covenants to review them at the special exception hearing, to request modifications, or to approve them at that step if they're not accepted administratively. So there is a delegation of authority, but the board still has the authority to approve them in connection with public hearing. I don't know. Your answer is not very clear. So if we approve this, will the covenants come to us, or will they be approved by the administration? Commissioner, they will be able to be accepted by the administration administratively. Okay. But this board still has authority to also accept the covenants. Oh, it does. It delegates authority. It does. Okay. It does. Okay, yeah. My concern with this is that Live Local can be modified by the state, right? And this takes away oversight. And today it may be okay, but tomorrow we are delegating a great deal of authority over these developments. So that's my concern. I would like more clarification on this. Mr. Chair, I see that the commissioner is sponsoring commissioners. My question, and this may shed some light, how is this different than, because I'm following your line of questioning. I get it. So how is this different than how it is today, right? Like today you enter into a covenant with the applicant, and when the item comes to us, it already comes with a recommended accepted covenant by the administration that then we vote on. Is this a different? It does include the delegation of authority, as I mentioned, Commissioner, so, Mr. Chair, so it would be for the administration to accept them. The significance of that is the board does not see Live Local covenants until the special exception hearing, which is after the board has already decided whether to allow a property to come into the RTZ. And once they're in the RTZ, the full parameters of Live Local would then apply. So this is a tool, if you will, that would allow for a covenant to be accepted on the front end, which may give some assurances in certain circumstances that that could be a Biden. Mr. Chair, I still had another question. Yes, go ahead. Yeah, because, so this is allowing the administration to determine, I mean, I'm reading off the item, maximum height, density, parking requirements, right? So the administration would have the authority to make those decisions for the covenant before it comes to us. The statute calls for it to be an agreement. So, of course, this would have to be a voluntary proffer by the developer, but it would allow the administration to accept those or to comment on whether those are appropriate for the area, those parameters. But it gives the administration more jurisdiction or power over these proposed developments. There is the delegated authority to determine if that is an appropriate proffer by the applicant. Okay. I'm still not very clear on this, so I'm not comfortable with it as it is. Commissioner Regalado. Thank you. When we passed the RTZ, Live Local didn't exist. So there is a gap in the RTZ legislation. So what happens is if you bring an item into the RTZ, they can avail themselves of Live Local. The reason that the administration has to be given the authority to do this is in order to comply with Live Local. Live Local allows the way that it is set up by the state is that it goes to the administration. So all I'm doing is dealing with the gap between the RTZ and Live Local so that there can be a covenant because right now it's just a free-for-all. So this allows a vehicle in certain areas because I have gotten requests in my district next to transit for RTZ that's going to be Live Local. So there is no vehicle to contain that request. And once we add it to the RTZ, then they could just trigger Live Local without a covenant, and I want to be able to have the covenant. So this was vetted so that we would not be violating Live Local because we have to comply with the state. But at the same time, if you avail yourself of Live Local within the RTZ, we have a vehicle to curtail and make some sort of adjustments. Commissioner Gonzalez, you recognize. Thank you, Mr. Chair. And I want to thank Commissioner Miliana Orbis for the line of questioning because these are some of the concerns I had. But I think I'm starting to see the big picture here, right? If I could get the director to come up for a second through you, Mr. Chair. You're recognized for an event-flowing Q&A. Director, I'm just seeking clarification, right? So as it stands now, we would vote on this rapid transit, and then afterwards we would then get the covenant after we vote? Is that how it happens now? So the way in which properties enter into the RTZ, you do separately bring those parcels as legislative considerations, ordinances before you. So that is the first step of a property entering into the RTZ. Afterwards, then, they would follow through with whatever process would apply to their site in terms of actually getting site-specific zoning. Got it. So the site-specific zoning would be attributed to the covenant that we're talking about here. What this would do is bring it ahead of time, but we still vote on it? Because I'm trying to follow where this is going. It could be. I think it does depend on the circumstances of each parcel. The intent at the state level when this was approved was to enable jurisdictions to have greater control over what was occurring in transit spaces, which it was viewed as a benefit at the time, and to the extent that we have the ability to negotiate with folks on certain parameters that then make the development overall be more compatible with the area, contributive to transit. That was the intent to give some space for that. Understood. And I guess the only thing I'm trying to understand to get there is if this were to pass, it would give you the authority to accept the covenant. But that doesn't mean that the covenant is then enacted, right? Does that or does it? Does it then come to the board with the covenant in place and then we vote on it? No. So you would have the authority then to accept the covenant and enact it? Recall that Live Local already removed our authority. So they would be administratively approved. That's why, from the perspective of providing parameters for local control, this was viewed as being beneficial to attaching characteristics to the commitment and obviously accelerating the development of affordable housing. Okay. Thank you. So to clarify, Director, just from my understanding, too, is so if I understand correctly, from Commissioner Regulato's explanation and what the attorneys said is today, absent this item, we cannot enter into a covenant with said gap, said properties. We don't have jurisdiction to enter into a covenant today based on Live Local. That's what I understood from Commissioner Regulato's explanation. This will give us the vehicle to be able to even enter into a covenant today. We cannot do that. It's literally what Commissioner Regulato just said on the record. Right. Why is everyone looking at each other? Like, to the Director, I'm asking. If we could hear, please, from our Director of Zoning. Yes. This will give us the opportunity to get those covenants before the applications are even brought into the RTZ. Okay. That's not the question. So I'll repeat the question. The question is, today, absent this item that Commissioner Regulato has sponsored, 7B, you all, the administration and or this body, cannot enter into a covenant with those properties. The covenant can only be entered at the time of the special exception, the hearing. The voluntary proffer, the covenant, could occur in the special exception hearing. Okay. And with this, it could be entered into without a special exception hearing? Prior to the hearing, they could submit the covenant to us administratively. Got it. Covers a gap. Okay. All right. Fair. Now, second question is, is why not, and maybe to the maker of the item, why not so that that covenant comes to this board and why accept it and enact it administratively? Which I think is where, like, some of my colleagues were going, so I'm just trying to, like, say it out loud. So the issue is when you bring something into the RTZ, you know, you can't, you don't deal with this. I don't want to be so prescriptive because something might come into the RTZ and they're saying that it's not going to be live local. And then later on, they decide to be live local. Right? Right? So the way to cover the entire gap is to say you can bring it when you bring it into the RTZ or you can bring it after because the property might change after you bring it into the RTZ. So the way that it's drafted covers the entire gap. You can always get a covenant if it's going live local because you may not know when you bring it into the RTZ that it's coming live local. Example, in the city of Miami, we're still in litigation. Right? So those projects are not happening because that litigation hasn't been resolved. So those properties came into the RTZ, but they could decide to go live local. Right? And then now we don't have a way to effectuate any sort of covenant unless they come in for an exemption. So this just covers the gap. So would you be open to a friendly amendment of somewhat mirroring the CDMP process where, like, the administration can enter into the agreement but it be ratified by the board? The issue is that it's live local. So I don't want to be in violation of the statute. Because it's live local, it doesn't require ratification of the board. I mean, if they need a variance, then live local comes to us. But the whole point of live local is that it doesn't come to us, which is why we have the gap. So to the lawyers, then, is how is it that there's a disconnect for me? How is it that the administration can, like, we're a government, right? The way that the statute, unless the statute is written very specific, which I'm sure it might be, but we're a government body. So how is it that the administration can enter into a covenant but the board cannot? Mr. Chair, so the statute calls for the agreement. This is a vehicle for it. As Commissioner Regolato explained, the reason for the delegation of authority for the administrative acceptance is it's a function of the timing to ensure that there's a covenant in place at the time the board brings a property in to the jurisdiction and before, up until the point of the special exception zoning hearing. However, this board still retains the authority to approve those covenants at that time or to approve changes to those covenants at that time. Okay, that's what I'm saying. You still have that authority to, you know, to approve covenants in connection with the projects at that time. The administrative acceptance allows for there to be that protection in place before you all have an occasion to see a covenant. Okay, but can it come to the board for ratification? Mm-mm. If they're having the hearing, isn't it coming to them? It would come. So it would come to the board. And if you all wanted, so look, I don't think ratification would be the word of choice because we want to make sure it's in place. But if you want to have something in this that says the board may, expressly says the board may, you know, consider those covenants as well at the special exception hearing, then I think that would just make explicit what your authority is as well. I'm fine with that. I just, we, so the way that Live Local is written by the state is that it is completely administrative. Every now and then, we get Live Local that has variances, so it comes to us. I'm fine with that, but we drafted it because we didn't want to violate the statute because we are preempted from taking a position on Live Local. The reason that we're able to do these covenants is because you're availing yourself of two things, the RTZ and Live Local. The fact that you're availing yourself of the RTZ allows us to have input into the Live Local process. So I'm happy to amend it that way, but just so that you understand, it's giving us more, I don't want to, I want to be careful of my, it's giving us more input, more input and not less because there's a gap. There's a world in which you bring something into the RTZ and then it goes in another direction and you can't undo that. So, but happy to modify it. I'm good with it, with that light. Okay, go ahead, Commissioner Steinberg. I think what you're trying to also stop is like the bait and switch. Yes, right. Yes, of course. However, what other protections can we put in? Are there any other additional safeguards? Because this is actually, you're touching on a very important issue that affects a lot of our residents. They're not very happy. And so I want to make sure that we're looking at this through that lens of what other safeguards are, you know, what other tools in our toolbox, what other safeguards can we put forward? Again, this is only in the RTZ because it's the only space in which we can have the input. So that I just want to be clear on that. Yeah, because of the statute and the way that the statute was written. So, yeah, this is, well, it just, it creates a gap because we as a board are providing a zoning benefit and then someone is availing themselves of that zoning benefit. So as a result, we get to do this. So I'm happy to amend it like that, but I don't want to go further than the RTZ and other things because, again, I want to solve this particular issue that we're having. Yeah, I'll just finish by saying, look, obviously we need, the affordability crisis is a big issue and we need proper housing, right? So we just need to make sure that we're looking through the lenses, is this actually working and is there an opportunity to have it come back to us at a certain time frame to do a look back and see what the trajectory is, where we're going with this, maybe build that into her as a friendly amendment? Yeah, Mr. Chair, I would, on that, if I may. Permission or business. I would, I mean, not to the director, you're wonderful, but you're not always going to be here, right? So we need safeguards to make sure that we're not going beyond what our community needs and wants. So it would be, as Commissioner Steinberg said, some safeguards around the parameters that are allowable. And I would feel more comfortable if the commission has review. So I thought, to the attorney, I mean, I don't, I think we just, I think that's what my amendment does to the extent that the law allows, right? Exactly, to the extent that the law allows. Please. So it's either we got it to, as far as the law allows, or we just don't do this. But to the attorneys, and I'll recognize you, Madam Mayor, you can, while the attorneys kind of gather their thoughts on that, you have, you recognize. Thank you. Lourdes Gomez, our director of RER, suggests, and I think it's worth consideration, that we notify you when there's a live local application in your district. So that would be at the front end, so you would have an opportunity to weigh in. So, Mr. Chair? I think, yes, I mean, that. Mr. Chair, about that? Yes, I think that, certainly that. I wonder if we should go as far as, like, when there's any, because some of these are, like, larger county-wide assets, like. We do, you passed a resolution directing us to notify your offices, and we have automated that when we do have a live local application that enters our system. You receive an electronic notification. And remember, Mr. Chair, you and I did, like, a Sunshine meeting, and we created a website. There was, like, a whole thing. So there's a website. We give people access to the website. They can see the application. So we, when Live Local first came out, we really tried to provide disclosure to folks. But, again, this is about the gap with Live Local and the RTZ, which is a separate kind of situation. Mr. Chair, I'm sorry. I just want to add one more thing. This is another part that gives me heartburn. Section D says the covenant may be thereafter modified administratively. So can that part be limited? Because that means that we can review it, and then after, the administration can modify the covenant to their liking. And it says the modification may be approved by the BCC only after a public hearing. So that gives a lot of discretion to the administration, and that part, that whole section really gives me heartburn. So that would be my two cents. I think that last section needs to be limited. So to the attorneys, I think the general feedback is how far can we go within the state statute for this body to have further say? Like, what's the furthest you can go without encroaching or violating state law? Through the chair? Mr. Chair, one additional thing that I think this board could do as part of this ordinance would be to provide that for any ordinance bringing a property that proposes to bring a property into the RTZ, which of course would be a discretionary decision of this board, this ordinance could provide that the existence or lack thereof of the covenant contemplated here would be required to be disclosed in such item. And any such covenant would be required to be attached to that proposed ordinance. And then it could, this additional language could go on to just provide that whether, of course, to bring such property into the RTZ would continue to be a discretionary decision for this board. So then when this board hears an ordinance to bring a property into the RTZ, it would come to this board together with the covenant that would have been accepted by the administration. If it's then not acceptable to this board, it would be within the authority of the board to not approve the ordinance and not bring that property into the RTZ. So I like that, but for the fact that I think that, because Commissioner Regalado set a point where like some may come into the RTZ with one idea and then they may shift courses, but they're already inside the RTZ, they don't come back. Now, what happens in that case is that that covenant would still apply regardless of even ownership change, right? Yes, that's correct. Mr. Chair, thank you for, so the issue is we don't want to incentivize people to not tell us that they're going live local to get into the RTZ in order to get out of this. Personally, I've been very clear in that I want this done during the RTZ process, but it's up to every commissioner. Again, you all have to deal with your items, right? I don't want to create a situation where they're going to say, oh, we're just coming into the RTZ, and then once you're in the RTZ, they're like, oh, now we're going to do live local. So I just, that's why I was very careful in that a lot of things can happen in that time period, and what's in the item is just the state law. The state law currently says that anything and everything that is live local is done administratively. That does not mean that we as commissioners do not participate. We do, you and I had a sunshine meeting, we talked to staff, there's a website, like there's a, within the parameters of what happens, right, there is some level of participation. Now, usually there is some other variance that brings the item to us. So more often than not, it comes to us. I just don't want to create a situation where we're incentivizing people to kind of do it on the back end instead of the front end. But if that's, if you all feel comfortable with that, so be it, I just, then are you going to take it out of the RTZ, right? Are we then going to create, and, you know, if it goes live local, then are you going to pull it out of the RTZ? Because now you're saying that in order to come into the RTZ and be live local. So I just don't want the state to consider any of this as a limitation on their preemption. That's my concern. I think that it's well drafted. It only deals with the RTZ. It's very clear on that. That is a benefit that is being proffered to the property owner. And we just want clarity. And I will say this. Staff drafts covenant all the time. I've never seen staff, you know, go somewhere with a covenant that does not involve the commissioner of the district, right? And a conversation about that. They have no agenda other than following the code and doing what's right for the residents of Miami-Dade County. So this idea that they're going to run and approve a covenant, I've never seen that happen. But, again, this was the way that the statute was created, and this is how live local works. This is just covering the gap. So I guess the question on that proffered option, Abby, because I understand what you're both saying, and that's why I brought it up, is so we cannot impose a covenant on these properties because of live local. But can the applicant or the property owner propose a covenant of their own? Can they willingly do it? Only with this. So go ahead. Through the chair, yes, I think one of the problems I think this ordinance is attempting to solve is more of a timing issue. When this board has it before them, an ordinance to bring a property into the RTZ, you know, that ordinance would go into effect within 10 days. If at that time an applicant were to proffer a covenant, the covenant may not even be recorded before that ordinance goes into effect. And so I think one of the things this ordinance would do would be to allow for a covenant to be accepted administratively so it would be, in effect, recorded in the public records and in place at the time when the board is considering the discretionary proposal to bring a property into the RTZ. It's a little different from when the board is sitting in its zoning capacity or in its CDMP capacity. I get it, Abby. But I asked that question just – I knew the answer to that, but I asked that question to clarify. Because then the gap that I saw in that option, that last amendment option that Abby proffered or suggested, I guess they'll – you know, we can't force them to come back to us. But if there's a covenant tying them to one thing, they will on their own want to come back and do a new covenant. I guess it's not like – there's no harm done, right, in that sense? Well, that's if they came in and they said they were doing Live Local and then they decide not to do Live Local. That doesn't answer the incentivizing of coming in, doing RTZ, and not saying you're doing Live Local and then doing Live Local. But listen, that's fine. If it becomes a problem, we'll just fix it then. I think now we just need to get her going. We can always fix it later if it becomes a problem. I – this took a lot of time and effort to draft, so I'm happy to amend it with Abby's suggestion and move forward and call the question. All right. Show it – well, I have a few colleagues that want to speak, but – so show it amended as per the first amendment and per Abby's suggestion. Commissioner Hardiman – well, Orbis, you were – you technically had the floor. You – I have a question. Go ahead. And then Hardiman and then Koenigas. I appreciate your work on this, Commissioner. In the last Section D, it says the covenant may be thereafter modified administratively, et cetera, et cetera, regardless of whether such covenant was accepted at a public hearing or in connection with prior zoning action. Can you explain that? You may. Through the Chair. So Section D does mention the administrative modification as permitted in 33310.1, and I would ask the director to confirm this, but that section speaks about very limited circumstances under which covenants may be administratively modified, like where the conditions of the covenant have been complied with, where there's been, like, some type of scrivener's error, where the conditions have become moot. It is – I don't know if the director would – So, but question, if it's heard at a zoning hearing, at a public hearing, and it was not accepted by that body, the director has the authority to go ahead and override the decision of that body to not accept the covenant and go ahead and move forward with it? No, Commissioner. I mean, the conditions in there are just those very limited conditions that can be administratively modified, but it's not speaking about overriding a zoning board's decision. Well, it says they can modify a covenant regardless of whether such covenant was accepted at a public hearing. Right. May I defer to the director? Through the Chair. So, this section of the code allows – currently, right now, we can administratively modify covenants for certain things, certain small things, like increase one story, add 10% of the trips. So, this Section D refers to that current existing section of the code to let us do the same administrative modifications. Okay. Does that interfere with the live local law? Like, does that need to be there? Can we remove that portion? Commissioner, you don't have to have the allowance for the administrative modification. I would – that would be my – my friendly amendment there would be to strike that because I think that gives too much leeway there, and I'm okay with the other amendment. Thank you, Mr. Chair. I mean, the only thing that I would say, I'll take it out, but then if they have a Scrivener's error, then it comes back. Keep it up. Commissioner Hardiman, you're recognized. Hopefully, this time. So, I'm just trying to understand why we're here, right? So, if you walk me through this process, for instance, not all of our districts deal with RTZ items, right? For the most part, there are certain districts that deal with RTZ items. Currently, right now, if a property owner wants to bring his property with an RTZ, district commissioners ask for legislation to be written for the property to be included first, right? We debate this issue and pass it. Is there or is there not? Well, as I understand, no covenant necessarily is written at that time. So, how is this legislation effective? Because in that, part one. And then two, I know that when, once the property is in, for instance, the RTZ, they usually come up with a development project, and then that's when typically we've seen a lot of the covenants and agreements come into play. If there were public benefits, whatever it may be. Is this a step in between that? Is this getting rid of that? Like, how does this legislation affect the overall process that we have today? Through the chair. Commissioner, this is really about kind of a parallel process. The process that you described where there's first the item bringing in a property into the RTZ, you know, would remain. And then the typical projects that this board sees at the special exception hearing, those would still come to a special exception. Today, if a project, if a property owner wants to proceed under live local, then depending on their plan, whether they, for example, might need certain variances that aren't part of the live local provisions, they might still have to come here before this board for public hearing. But they might be eligible for just administrative modification today. For those properties, when this board is making the decision whether to bring them into the RTZ, that's still a discretionary decision, but you're correct that this board doesn't have a covenant that's been proffered to Miami-Dade County at that stage. And so this ordinance would enable a covenant to be proffered administratively and accepted by the zoning department before the board considers that legislative action to bring a property in or not. If a property is located in a city and hasn't been brought into the RTZ, it's possible that under city zoning they may be eligible to proceed under live local. But once they're under county jurisdiction, if they wish to proceed under live local, arguably the height that we have authorized may in some cases be significantly higher than the height that would be applicable under live local where it's under the city's jurisdiction. So in that case, then it would be a bad thing for us to bring them into the, well, I guess it depends on whose ox is being going, right? So if you're saying the height is higher, which is a major benefit to that property owner versus the height being lower because that would be a loss to that property to that property owner versus the neighborhood. The neighborhood may say that height maybe is too high. So that's why I said it depends, right? But what I'm trying to understand moreover, and maybe Commissioner Regulat will help me after they've given this description better, is typically the covenants that we're entering into, the agreements that we come to, once the property is proposed to be developed, those are of greater sort of nature. They are more significant than any agreement that we've done necessarily before, well, than any other type of agreement. So if a property owner wants to be included in the RTZ, what you're proposing then with this is that they have some sort of proposed covenant before we're actually hearing the item, so we have some agreeance, and if so, would you then require or ask, would you ask, for them to provide their public benefits or their statement of public benefits at that time? And say, for instance, they do, what you're telling me is that they can still pivot and not act on those covenants, or in concert with those covenants? Commissioner, the covenant that we're, and I'll see if I can, hopefully I'll answer your question, but the covenant that we're talking about here in this ordinance is pursuant to a particular state law allowance that's in the Live Local Act for transit-oriented development where the statute allows us to enter into an agreement with the property owner with respect to certain parameters such as height and density. So it is a particular paragraph in the state law that the county could avail itself of. I think it's unclear in terms of including additional things that aren't referenced in that statute. In terms of its enforceability, assuming that the county has regulatory authority over that property, you know, the covenant can be written in a way where it's enforceable, it just continues to be enforced, and it's not necessarily limited to whether that property owner is exercising Live Local or not. But if they're not exercising Live Local, then you're correct that it would very likely come before this board just through the much more typical special exception process where you have a full public hearing and you're typically receiving additional proffers in a covenant. Even with the, Mr. Chairman, even with the, say the statute talks about density and height, there are many times in which we do tie public benefits to additional height and density. Is that within the scope of the initial covenant? Anyone could answer his question, yeah. If they proffer, so this doesn't prevent us, again, bringing something into the RTZ is a benefit. So, if they proffer, whatever they proffer, this just allows us to do that. And by the way, it's not, it doesn't just have to be about height and density. It could be that where that municipality is, it takes forever to effectuate Live Local. And they would rather do it with the county because the county's faster. So, it doesn't necessarily have to be about the size of it. Sometimes it's about the speed of it or the process of it. So, this doesn't prevent us from doing more if everyone's okay with it, right? We have to be very careful with Live Local in that we cannot impose but that's why this is the nexus of RTZ and Live Local, right? So, whatever, you know, you request on the RTZ side can now be effectuated in a covenant, right? So, that's the issue that, and look, whenever I bring an RTZ, I, sometimes I add an MOU, like, I try to beef it up so that it doesn't get done later but that obviously takes a lot of time. I just, I wanted to provide a vehicle so that that could be effectuated in that period. So, because it is just more than Live Local. So, Live Local, we track the statute and that's what it is, right? But what we're saying here is this combination of things, the Live Local and the RTZ can, can beget a covenant. Okay, Mr. Chair, the last thing I'll say is, we, it sounds like something we need and I also appreciate the, the adage that Commissioner Minion Orbis added because I would hate to have things that we included dismantled, if you will, you know, by the administration because they don't necessarily agree with what we did. They wanted something a little different. So, I'm agreeable to that as well. Thank you. Through the chair. Yeah, Commissioner, Madam Mayor, sorry. Thank you. Thank you, Mr. Chair. So, the way the staff have explained this to me and it's consistent with the intent of Commissioner Regalado's item is that this makes sure that the county has leverage and this has been a very productive discussion with a lot of information shared about Live Local. It would be very helpful to us if the item could be deferred so that we could have a chance. No, please. No. Okay. Just to be clear, we are concerned about eliminating the ability that we have to frame a Live Local application for the best interests of the county. Am I, can you, Lourdes, if you don't mind, can you please amplify on the point? You may amplify, Lourdes. Oh, certainly, you know, what I explained to the mayor was that right now, you know, Live Local is a preemption on our control. This is providing us a mechanism as has been explained to insert parameters that are beneficial to the development that we otherwise do not have a vehicle to effectuate with the developers who otherwise just have the right to go to permit under the parameters that the state statute gives you. So that's why, you know, the social equity statement characterizes this as a positive because right now the one clear benefit of Live Local is acceleration of affordable housing. What this is doing is providing a vehicle to ensure that some of our local rule desires are manifested in that development. That is how we see it. You know, not barring, you know, it is a site by site so I apologize if the answers have been confusing because the reality is like with every zoning decision it depends on each site. It depends on the history of each site. There may or may not be a pre-existing covenant. There's a whole host of factors that go into a specific zoning site. But in general, that is the benefit of this. It's giving us that mechanism to do the things that we would be asking for as part of the normal course in our code. All right. Commissioner Regalado for a response. Thank you. Madam Mayor, I appreciate that but I've worked on this a lot with staff and if you all want to bring an item about Live Local, you can. Have at it. This is about the RTZ and the nexus between the RTZ and Live Local and I don't want to muddy the waters by turning it into a whole Live Local thing because it's not. We are very limited in what we could do on the Live Local side. This is very specific about the RTZ and to Commissioner Hardiman's point, you know, we all bring these items. The Commissioner of the District brings this item and in that item we get to establish what we believe is important for that particular site. It's still a zoning application so I don't want to add a bunch of stuff that it may or may not apply to that particular site. It's a very specific thing and I am very thoughtful about every item that I bring into the RTZ and I look at the site, the impact and all of it. We currently have this issue with the RTZ and Live Local and I think we should solve it sooner rather than later and not turn this into an omnibus item about Live Local because it's not. It's just specifically about the RTZ and it has a lot of clarity and the administration gets to weigh in. When the RTZ items are presented, the administration gets to weigh in if they want to weigh in. They get to do it before it comes to the agenda before we vote on it so they already have the opportunity to do that on a case-by-case basis. I do not want to create a litany of other things that then we have to consider before we even bring these items and if we want to do that, we can do it amending the RTZ so that it applies to all RTZ. This is very particular to RTZ and Live Local so if there are priorities and considerations that the administration wants for the entire RTZ, it should be done in the RTZ item, not in this particular item which is about Live Local and the RTZ. All right. Commissioner Cohen-Higgins and when she's done, Commissioner Gonzalez. Thank you, Mr. Chair. I have uneasiness and unreadiness on this because, and again, I'm paying very close attention to the conversation as it carries forward. in the whereas clauses it says here, speaking, it introduces Live Local and it says, however, the statute also provides that for proposed Live Local developments located within a transit-oriented development which is what we're talking about now or area, the applicant and the county may agree to development parameters for the project that differ from what is specified in the statute regarding height, density, floor area ratio and parking. That's what we're talking about. My question is, the same way that this item is drafting a law saying administrative acceptance of covenants in this very narrow and circumstance, i.e. transit-oriented developments and Live Local, can't we write a law that says something different? Can't we write a law that says that we, as the county, because it says in this section that I just read that the applicant and the county may agree to development parameters of the project that differ, can't the county in that reference be us, the board, as opposed to you, the administration? So similar, I understand that we're not going to run afoul of Live Local, but I understand that there is a gap. So why are we writing the gap such that the administration has the authority as opposed to us? Why can't we write the exact same statute giving us the authority as opposed to yourselves? That's my question to the lawyers or to staff. This to me seems like an opportunity and I recognize it because it's been said. It gives us some level of control regarding these applications that everybody recognizes tends to be rather controversial throughout the county and in our district. So why would we as a board yield that little sliver of authority to you as opposed to us when we are the ones that are representing single districts and know these and would be the best ones to say this covenant is great or this covenant doesn't go far enough which is what I think Commissioner Hardiman was addressing. Whether it's a community benefit or whatever the neighborhood may need why wouldn't we want that for us as a board? It's not a philosophical question. It's really a question of can this be drafted in the opposite way? Can it be drafted such that the board has the authority? It's kind of yes or no. Through the chair. Commissioner Commissioner I think something like that could be done where it's for the board. However I think we may want to think about how the RTZ ordinance typically those are just ordinances that come in through the legislative process and there's not like a zoning public hearing. We may need to think about how that could be structured with that so that that ordinance would not go into effect unless or until the board has the covenant recorded in the public records in its final form. So there may be kind of a mechanics question in terms of the how but whether it can be done the answer is yes. So if the answer is yes it can be done and the concerns that I've heard from my colleagues are pretty consistent. Why would we yield this and delegate this authority when we could write a law that retains it with ourselves and if the answer to that is yes and I understand it may be mechanical and I understand that there's been a lot of time spent on drafting this ordinance I personally would prefer to keep that authority and again it's the only sliver of authority we have left under live local as stated in the item and so as it's written now I won't be supporting it. Thank you Mr. Chair. Mr. Chair. Thank you Mr. Chair and I want to thank Commissioner Cohen-Higgins for that line of questioning but also Commissioner Hardiman because I think you did a good job at getting to I guess the meat and potatoes of what we're talking about here I think Lourdes did a phenomenal job at kind of clarifying the issue I think that there's an easiness with the board however I think that this is an important item to Commissioner Regalado and Commissioner Hardiman's point it seems like this is something that's very important the Mayor has requested for deferral I'm going to motion to defer the item and if I have a second the reason I would be motioning to defer the item is so that we can have perhaps more time to fully digest what authority if any we are letting go of because through all the line of questioning I think the consensus here is we would rather not delegate authority but the way that I understand it after the Director explained is that perhaps this just facilitates that authority so I'm going to go ahead and I'm going to motion to defer the item respectfully Commissioner I think that it's a well drafted item but I'm going to motion to defer the item and if I can get a second it's been moved to defer there's a second on the deferral any discussion on the deferral defer to if it was to be deferred I want to speak on the deferral if it were to be deferred obviously to the next meeting all you've amended the item several times here and I've accepted every single amendment and the statements that have been made are in conflict with the amendments that I've accepted so yes we can contort the item and put it on a hinge and make it completely different but I accepted the amendment that said that everything comes back to us if it's legally permissible I accepted the amendment that said that no changes occur at the administrative level so you're all still talking about issues that you have on an item that you've amended that I've accepted the amendment to so if you want me to defer it to add that I'm happy to do it because I've already accepted those amendments but what I don't want is to defer it and then to have the item rewritten again when it comes before the BCC I did not effectuate live local there is a gap we have a problem we cannot declaw live local inside the RTZ because we will be sued by the state it was mindful and it was thoughtful as presented there are a lot of things that we can do but we can also be sued for those things live local does give us heartburn but it is the law in the state of Florida and I am trying to provide us a vehicle so that people cannot take advantage of the RTZ with live local in our current state every item that we bring into the RTZ can be morphed into a live local and this board can do absolutely nothing and I do not think that another day should go by without us being able to change that if you want to take more time to think about it some more that's fine but just to be clear this is about giving us authority not taking away authority and this constant mistrust of the administration and our staff I don't understand it because we are the commissioners that bring the item we are the commissioners that bring the item we are the commissioners that bring it into the RTZ staff does not bring items into the RTZ we are the commissioners that bring it into the RTZ so if there's an issue with the RTZ then we can always amend the RTZ I have amended the RTZ I bought three items amended the RTZ I amended the RTZ for the impact you know the impact fees I've amended it and we can continue to amend it and we can add more things to it but in this particular area there is a gap and i'm just trying to provide us access to a vehicle to respond to that gap because currently we are exposed and because we are exposed our residents are exposed and if our residents are exposed we are then the ones that facilitated them being exposed thank you so i i will recognize commissioner lopez look at go ahead commissioner lopez on the deferral chairman so i've really appreciated all the comments here um i think i know live local probably better than all of you um and i want to first appreciate the fact that commissioner regalato uh you don't have to rub it in sorry i appreciate commissioner regalato attempting to fill a gap that i'm painfully aware of since i most of my development comes to the rtz and i too want to secure that they can't make the bait and switch as commissioner steinberg said which they do i i don't think that i would be giving up authority here at all um and somehow i don't know how this got convoluted into uh you know we don't love live local and we want to try to figure it out using this vehicle which would be i think a grave mistake here's what i think and i'm i i understand um commissioner gonzalez you think a deferral uh would help but i actually want you to know that i'm prepared to vote on this yes in the affirmative because the gap is real and i prefer to know what the covenants are prior to it coming to me to make a decision on whether or not i'm even going to accept them into the rtz it's a safeguard that doesn't exist now and that is why uh you know i can support this item um i don't know that we we should spend much time arguing about you know the merits of the live local what what we are arguing about here is very specific to any project that comes into the rtz and there is a gap and i agree with commissioner regalato that i'm getting more control by doing this as opposed to losing control so i just want uh i i i waited and i listened and i listened and i listened and then i said to myself at some juncture um and i thought your closing remarks commissioner regalato were clear and concise enough for me to just say i i can support it right now i think deferring it doesn't do anything except and i and i appreciate you uh taking the amendments that that address some of the concerns that our colleagues have with this but uh i don't know that a deferral makes sense because it's either this or in my opinion nothing and we go back to me having this angst around the gap and watching people play with it uh to our detriment um i like more transparency i like it i like it sooner in the process than later in the process so i i just wanted to give you the benefit of my comments and and what i have also experienced uh in bringing in projects into the rtc thank you mr chair thank you so look well said and and well said uh commissioner regalato look i i personally like i could support the deferral just because i understand that they just need more time to understand that i've personally i see every item before this point i read and get briefed on it at least three times before we get to this point so i'm comfortable with the item especially with the amendments that you've agreed so i'm prepared to vote and support it today i'd support the deferral only in the event like that they might need more time to just understand it again i'm comfortable with it uh with the item i'm comfortable with deferring it till the very next meeting and you all just getting further briefed it's really the will of this body but i can i can do either i appreciate the the friendly amendments you're right you did concede on a lot of things that i think are good good amendments but i i do appreciate you for for uh accepting them as friendly preface my quick uh comment to to say that um i support the item uh mr chair and and i i thank you for bringing it um since i've been elected and uh i've been committed to use um every two at my disposal uh to eliminate the the affordable the the the housing crisis miami the county and then as we all know the infield housing program represents an important tool for the county allowing developers to use you know infield housing uh to to for rent for people for for people affordable rent and and and and for sale uh stating that we have already uh stated on record also that there were problems with it and i think that's why mr chair you brought the item but i don't want uh to i want to make sure that the changes that are needed are not uh unfairly targeting developers who are doing their best to really bring uh additional housing stocks uh to the county so that's why i bring this amendment to to to because oftentimes the delay is uh not uh under the control of the developers and i don't want them to be negatively impacted for bringing housing and forcing for something that they don't have any control over so i'd like uh the attorney to please uh read the amendment you're recognized to read her amendment sure commissioner bastian moves to amend item 7c to clarify that delays that are caused beyond the developers control and delays caused by extraordinary circumstances include those administerial delays caused by the county or other governmental entities and lawsuits excluding lawsuits brought by or against the county that may affect the timely completion of homes to be constructed on county owned property additionally commissioner bastian moves to amend the ordinance to allow the board by a two-thirds vote of its membership to grant one additional extension where the developer has demonstrated that the home is substantially completed the amendments are reflected in the handout that has been uh shared with each of the commissioners all right and i i i'm good with that commissioner bastian i think that still accomplishes the the idea i mean it's it's fair fair amendment so i'll accept it amendment commissioner harteman before i go into an argument regarding the matter i think that this item is worthy of a continuance of deferral just until the next hearing and the reason why i say so without getting into any major argument is because this item affects especially two districts that are not present today right so that would be commissioner mcgee's district and also commissioner oliver gilbert's gilbert's district because these items these these infield parcels are primarily located in mcgee gilbert my district and and commissioner um what's your name again bastians bastians district i've known it for too long right yes thank you so you know so i would like first before i make the motion i would like the chairman to be okay with this and then if not then we'll make the motion and we'll get into your argument um but you know i don't want to have to make argument twice about something this is clearly this is an issue that of course affects all of us in this sense because it's county what is county property but it's particular to certain districts and then it elevates discussion about other properties and so before i get into that what i'd like to do is make a motion to defer the items to the next hearing so that we can all be here who are primarily affected to discuss it commissioner look i'm not like an opposition of deferring it to the very next meeting uh i kind of want to hear your argument just for i know i know but i think i kind of want to hear you now um i don't want to waste all of our time nobody voted against it in committee it went to committee it went through the process i didn't i didn't wave it out of committee or anything like that and it's and yes you're right and thank you for saying that it is there is certain districts that just have more of these of these lots properties but it is they are county properties and i and i when i brought the item for it i'll say this i i don't know if to use the term watered it down from my initial thought process to make it as fair as possible uh to all parties i i really did and now accepting commissioner bastien's as well the idea is not to create an issue for anyone that's doing we want more of this we just don't want someone sitting on a lot for eight years ten years with no movement now if they're if it's stuck because permitting or mitigation of land like that's all covered in this item like protecting them you could you could still get extensions based on those issues it's just like when they're just not doing anything like and and we have not maybe not a lot it's not the majority but there's there's been some of those i'm just trying to put some limits on that that's that's it i i agree with you that there are issues you know i don't think there's anybody who's been most affected by those issues than you know than me and my district uh in fact i'm being sued personally because of those issues between uh me and my district which is incredible but it is the truth so you know my point to you on this is that i'd rather make i'd rather everyone be included in the discussion so that we we can really have a discussion and then you know we we decide what we want to do if you know i will i will tell you this i based on my co-sponsorships and reading the room uh i can tell you i can pass it today but i have no issue deferring it to include the two commissioners that are not present i understand that i want to be as or organizations developers or organizations that continue to not meet the standard we've set they just can't keep on coming back again until they can show us that they have the financial wherewithal to develop these properties for housing because in my opinion i'm going to support the deferral in my opinion the infill does impact the whole county because when we talk about affordable housing it impacts us all every time we talk about the west we're still talking about the east i've said this before and i'll say it again what's good for the goose is good for the gander and i think it's very important for everyone to understand that what i find incorrect and there's no particular organization so nobody takes this out of context or no particular developer if you continue to get these properties and don't do anything with it there have to be consequences because we need to put this in the hands of people who move forward and build the housing and i would like some of that language to be included and i'm not going to belabor it but that is that's what's important to me other than that i'm all right so there's a there's a motion to defer 7c seconded by commissioner bermudez all telling me is then that there are a lot more districts that are affected that are trying to build affordable housing than what the mainstay of the affordable housing districts are today well i know that i like for example i don't have infill lots in my my district but i have affordable housing lots i know that i don't know how many you know lopez has in her of infill but i know she has a ton of affordable housing same with regalato she doesn't have a ton of infill but she has a gazillion afford so i i don't think it's the same exact but i just want to make sure you don't have heartburn with that one i would i would ask that it also be included for that reason for the reason that you have two main districts that i'll give an example look just move to defer it okay thank you all right this actually this item was um very properly vetted and we've been working on it for over three years but um at the last minute um we found out that there had been an issue between piod and fire so um if the attorneys could read the amendment that deals with this issue we've spoken um with the base and with everybody involved yes commissioner regalato moves to amend item 8f1 to one indicate that approximately two acres out of the 32 acres of land are currently needed and will continue to be needed and used by miami state fire rescue department through no later than june 2027 and are therefore declared surplus to the county's needs as of june 2027 following mdfr's relocation two provide that the balance of the 32 acres of land are declared declared to be surplus as of the effective date of this resolution three authorize the county mayor mayor's designee to retain a surveyor to bifurcate the legal description of the 32 acres as between the acreage to be used by mdfr and the balance of the 32 acres authorizes the immediate the immediate conveyance of the balance of the 32 acres to the air force and authorizes the conveyance of the approximately two acres to the air force following the relocation of mdfr from parcel from from that land which is anticipated to be honored before june 2027 and make conforming changes to the title thank you um and mr chair and the board it's just fire has um a warehouse there and it's going to take them a few months to get everything out all right it's been moved by commissioner as amended as amended commission gonzalez just you're recognized uh i appreciate that amendment i'd like to include an amendment to add five acres for the sheriff's office as well okay there hasn't been a request for the sheriff's office and there's nothing there they don't have anything there did they yes i i just got off the phone i just got off the phone with uh folks uh within the pba sheriff's office would like five acres okay this is okay so we so that let me explain something no one is no one is is giving anybody five acres the whole the whole idea here is that this land is going to the to back to the to the federal government so director palmer you want to speak to the request through the chair commissioner gonzalez uh the five acres you're talking about is the other property adjacent to this property got it it's not including not including in this it's not including in this conveyor it's the other property and that's the plan got it this is simply to rick to um to give them full access to the runway this has been the issue with this item is that the runway um is not fully protected and that's how we started this whole thing like three and a half years ago so i'm happy to move it okay all right so it's been moved as amended as supplement um commissioner from district 12 you're recognized yes on 8a1 the sole source yeah the the problem that i see the words sole source while they apply sometimes you know when i went through the list of some of these um sole source for example i think it included like grease traps which i don't think is a sole source but um i i'm a little bit reticent in particular with the airport to continue to sole source as many things as we do some make sense like for example what do you call those tiles on the roof whatever acoustical tiles that makes perfect sense uh but others you know don't make much sense to me to be sole source uh i i just think it opens it up to um you know not a process where uh at least from the public's perspective is seen as as um fair and impartial uh i i kind of felt this way about it when we talked about the procurement process for a couple months before or whatever a year before on some of the businesses that were getting approved so uh that's my concern with this uh and while some of them make make sense i would still like to see them you know in front of us because if we don't then something that may not need to be a sole source all of a sudden becomes a sole source um and like some of the things on the list i don't know i'm not necessarily um i don't know roll-up door controllers i don't you know even video cameras a competition is at least what i believe will get you uh if if not the lowest price the best and lowest price so that's my concern with this mr chair and um i'm not uh i i i i think we we talked about earlier about seeing everything you know seeing most of these things um the grease traps are a tremendous issue for me because as you know we have the uh flow uh issue which if we don't resolve that we're not going to get any restaurants opening up in this county that can grow into big restaurants um so i i i've got a i've got an issue with it so that's my concern and i'm going to vote no on it chair director could you approach and and speak to some of the concerns that were addressed by commissioner thank you madam vice chair uh commissioner if i can if i can kind of walk you through the rationale for the item the purpose of the item is to be able to have us be able to implement certain projects it's a limited delegated authority so it's not very far-reaching it only applies to fit the 15 projects listed in exhibit b of the the item so the purpose of it is to allow us to implement those projects faster more cost effectively and with minimal operational disruption and that's extremely important and i'll get into that in a second as to why but it is a limited dedicated a limited delegated authority and it's not for sole sourcing it is it what it does is it allows the mayor or her designee to specify certain sole source components within those projects and the reason for that is to allow us to like i said before perform the projects more efficiently faster more cost effectively and most importantly minimize operational disruption if we have to do tear outs on the airfield as an example airfield lighting uh there's items in there for doors in the terminal terminal doors etc a lot of that technology a lot of that infrastructure is proprietary so if we have to tear all that out it creates a significant operational disruption which results in delays to the projects and also higher costs so the purpose of this is to just for those specific projects listed and for those components that are listed just have that delegated authority so we can specify in competitive solicitations that will go out for these projects those sole sourced items that's that's all this does so it's not an agreement for sole sourcing per se although it does mention sole source because that's how the statute refers to it so secondly what we did we did a significant amount of due diligence on the item as required by the state statute so included in the item as one of the exhibits is approximately 50 letters drafted by about 14 engineers of record that work at the airport in support of this for the reasons that i mentioned and then as belt and suspenders we also had our bond engineer who's been at the airport for about 60 years and does the annual facility inspections of all of our facilities and are very familiar with all of our facilities take a look at the item and also the other engineer of records letters also in support of this so the idea is not to take authority away from the board is the idea is to have a limited delegated authority just to specify those components in those solicitations all those competitive solicitations when they're advertised will come back to this board for approval it'll just allow us to just and for me specifically minimizing disruption as we continue to maintain our operation and as our operation continues to grow is extremely important and that's really what's behind the item thank you madam vice chair vice chair may i ask just one other question sure um just i understand uh mr director and i understand your intent and i think you're well intended by the way is that guy that's been there 60 years was he here when we don't know what's under the airport i guess he was right because 60 years they're a bond engineer oh okay oh they're the oh the bond engineer has been 60 years oh by the way that was competitively competitively procured a couple of years ago yeah well but they want it again yeah well we still don't know what's under the airport only the people that proffered one of the the uh which is amazing to me but anyways my concern is what will stop other departments from doing this and my concern with the sole source process in particular at the airport but in other places also i am not the biggest um let me let me rephrase that i think our procurement needs a lot of improvement and our first get committee meeting and i think commissioner cohen higgins was there and so was commissioner regalado we found out there were 177 ordinances that deal with procurement which to me is astonishing but nevertheless as we seek to be more efficient and more effective and your explanation is a good one and i appreciate you and the administrating taking at the administration taking the position to try to streamline these things to be more effective and efficient which is important i just want to make sure that um we just you know we and and being efficient effective there are certain things that certainly uh deserve or could be sort like you said proprietary and you've been using at the airport for so long and they might be the that's okay okay but uh and my concern is that we don't continue and continue this cycle of uh business as usual uh and i said it to you with the uh i said it to you very bluntly and mr morales after the vote on the uh you know the concessions and uh and a group of uh some others that were in the room i just don't think it's it's it's good policy i think it sets up really uh bad uh you know it just sets a bad precedent having said that you've given a good explanation and i i think that you you you've given me some good response i wish i would have uh um it's a good response but i still feel a little bit of an easiness but because i trust in you and believe that you uh are someone who is committed to making this uh bringing this airport into this century um i you know i i'm going to go ahead and i feel satisfied with that response and i'm going to be supportive of it thank you mr chair i thank you uh to my colleague jc bermudez i i appreciate that i think i also wanted to ask at what point do you all review contracts for the end of the sole source um so when do you reassess to see if there is a company that another company that can do can provide the services or the materials outside of the sole source that's a very good question commissioner typically that's an ongoing process as as technology changes our procurement teams working together with nomadus team are constantly evaluating new technologies it's and for example access control is an area where we've looked at maybe some better technologies and we may end up bidding that out sometime later in the future but in the meantime we don't want to hold up these projects as a result of that so to your point it is an ongoing process all the time we don't wait until the end of a contract that evaluation is going on constantly between our in-house technical staff our engineers and also our procurement staff but you're not automatically required to go with that same company if there is someone else available yeah we i mean we always have the option of bidding it out we weigh the different factors in that i mean i'll give you one example a years ago i want to say six seven years ago we had a renewal contract for honeywell because it would have cost three and a half times as much to tear out all their infrastructure and replace it but that doesn't mean that we don't constantly evaluate something that maybe could be better than they are or any other system thank you i don't know mr chair madam chair i always say hey just um i want to put a little bit and i appreciate um everything ralph said put a little context this is limited to four or five major projects that are moving forward at the airport now d60 you have that brand new multiple terminal terminal k the central terminal and all and all those projects will be competitively bid out there are subcomponents in those projects like the security cards that are used across the airport i would look at commissioner or the lighting on the runway which is all based on one system replacing those in their entirety would be really traumatic because not only are you going to use different cards in the new terminals you're now going to have to replace it everywhere else and so we had the bond engineer look are there a certain number of contracts that would have that level of disruption that would slow down the project and raise costs and i think that's what this list is these projects are going to be bid out but overall but these subcomponents so that we're consistent with the really the environment that is the airport it's really one building functions as one building and we want to make sure critical systems whether it's security lighting etc are are working hand in hand together and not having different systems commissioner regalado thank you um i understand i understand the point my concern is that i don't want us to enter into the zone where if it's a proprietary then sole source is okay i i find that very concerning because we're constantly talking about you know competition and giving people opportunity but now we're saying oh but if it's proprietary like just have at it so i just want to know why we didn't consider like pools i because i might that's my kind of in between right i understand that the rfp process takes a long time i understand that you may um get a higher price because of the time that the rfp process takes but when we deal with this issue in water and sewer and in solid waste and in a lot of other departments our answer is to use pools because pools allow us to be competitive to give different people opportunity without getting bogged down so is there a reason why we're we're not doing pools i mean to answer your question commissioner the reason we didn't consider pools is because all of these components are project specific to the projects listed here so all these projects that are going to be bid out and have to be designed etc so the components will all be um tailor made or tailor designed for that specific specific project so pool wouldn't necessarily be able to address some of the concerns i raised before which is the disruption tearing things out etc so the idea is that it'll be by having this authority a limited authority we can go ahead and include those sole source components for these companies that will design and build these projects so it's it's a matter of project specific or versus pools pools are great we use them all the time at the airport but for more general type things but for these kind of large very very you know complex project specific type projects we wanted to make sure that they were tailored for that and that's really the reason for it i get that i just the optics bothers me because you know the airport already has its own procurement so it's already separate you know from the rest of the county and now we're saying okay you have your own procurement you can enter into your procurement process with flexibility that other people don't have and now we're doubling down on that by giving you more authority for sole source it's just it's a very it's a bridge right and i just my concern is that under the banner of you know expediency we're agreeing to a lot so that that's that's my concern there i get it you want to do it you want to do it fast but i just yeah commission if i can make one point yeah we do have our own procurement department at mia but we work very closely hand in hand with the county's procurement department and nomadus folks so we handle you know typically our own construction procurements but a andes and goods and services we work through nomadus staff so it's not like we do everything on our own i just wanted to clarify that we do work together with nomadus staff on a lot of procurements through the chair if i may commissioner thank you i just want you to know when i was commissioner i had these very same concerns and worked on procurement issues of course at the time and one of the things that we've done is work through procurement which by the way is not totally separate at the airport there's a strong coordination with our chief procurement officer namada opal and so we don't want to be stuck with products that we can't replace that their legacy that's not good for us and also we want to be sure that other companies can work on the the the procurement if necessary so that is part of what we do in the procurement process to make sure that we're not left with things that give us no flexibility i understand but the the state of florida the statute already provides the airport with a ton of flexibility and so i you know this is this is just like more of that right so you already have a lot of flexibility and you bring us items under the banner of we need to get this done yesterday um i i this is a lot it's a it's a lot that that that's my my my hesitation is not that just the optics of it might not might not be the best um i understand the purpose of it it's just it the breadth of it and um what it's saying about soul source every time we have a soul source here we have to be very explicit in our other departments as to why um and i just feel like this is very blanketed and and just covers a lot that's my concern thank you commissioner steinberg thank you okay so from what i understand with this particular situation here um the county will still competitively bid the construction contract that's correct but um you want to maintain them under or you want to you want you want to set these pre-existing conditions of what brands and what what specific models because you want there to be some sort of um synergy so that there's compatibility between the existing infrastructure it gives us the ability to specify certain sole source components within those competitive solicitations okay but that being said i have a separate question for you are we having issues with the current existing systems that we currently use because all we're doing now is enhancing those same systems so i know i know it's a 300 million dollar potential savings and cause delays if we go completely different and open it up fully and i understand that argument i just want to better understand are these the best systems that we have prospectively looking if we go forward are these the brands that are giving us issues already well again that's a very good question it's sort of related to what commissioner milan obris asked so we are constantly working with namada's team evaluating those systems so anytime that we can find something that's either a better system or better technology we will always look at pursuing a competitive procurement that's why even within this if we have a competitive procurement for some other system that comes in after we can always bid that out and include it for example in d60 we're looking to advertise d60 which is our biggest project in the cip is 1.1 billion dollars we're going to be advertising that by august so we're looking at right now our access control system which is our security system because we've been told that there may be some better systems out there so we are working on scoping the actual rfp for that which will come out sometime later in the fall but that's going to be after we advertise d60 but it'll we will still have the ability as d60 it's going to take about a year to get that project awarded and that's a design build while the project is being designed starting in summer of 27 we will still have the ability to fold in that access control system assuming we decide to change it so we do have the flexibility to do that okay i'm not sure you fully answered the question um in terms of the existing infrastructure that we have now that we're we're trying to tie in when we have the flexibility but then we're saying we don't have the same flexibility because we want to stay with those for the cohesive future like if it's going to save us 300 million now in the future if we have issues it's going to cost us more so i'm trying to just i'm just trying to get get there so help me get there right okay so i mean the the 302 million dollars is a conservative estimate as far as the savings that we would experience i i believe it's going to be significantly more but that being said uh anytime that we identify a system that is not working properly i hope this answers your question then we we do have termination clauses in those contracts we can eliminate them i'm not sure if that answers the question through the chair um commissioner i think what you're asking is of these like 13 to 15 systems that were identified by the bond engineer as being um not necessarily proprietary but uh so sourcing them because as part of the ecosystem of the airport if you're going to put new ones you're going to have to rip everything out that kind of stuff your question i think is is it our opinion that those 13 to 15 actually are good systems yeah that's what you're saying or any of them problematic i think that's a question ralph i'm sorry the answer to that is yes and the one example that i use of one that we're looking at maybe replacing is our access control but yeah the answer to your question is yes commissioner i'm sorry if i misunderstood all right commissioner regalato um yeah just a thought ralph would you be open to the idea of limiting this authority a little bit so that it has to come to the full bcc maybe it doesn't go to committee maybe it just comes to the full bcc just so that we can see the numbers and just see it like do we hate that idea if i'm trying to understand your question so what you're saying is come back to the bcc for the award for the award that that's going to happen anyway as a matter of course for all these projects they're going to be these components will be specified in these competitive solicitations so those awards will come back to you i guess one thing we can do is break out those components within that award to show what the cost was i don't know of that yeah but i i just i just feel like we we're we need more information on it um and and meet the problem is when it comes back to us it's still a sole source right so we have to approve it because it's a sole source but can you provide us with this right it's an award right commissioner quite frankly i don't know why we need this item they kind of do this now right well you kind of do this now not really anytime we have a sole source contract that we're going to procure it has to come to the board for approval but so the process for the sole source is different than this we are giving them authority i just think we need more information on it because we have no way to to vet what the price would be if we didn't go with the sole source like there's there's just a gap there and i understand why you want to do it and i i get it i just feel like maybe the answer is to provide the board with more information about what the market and look namida does that she gives us like a market you know kind of perspective i mean can you tell us in the item what what what your feelings are on on on the sole source price compared to the market so that at least we know at least we can see something right and we can up or down because right now you're just going to come with us and say this is a source source it costs a million dollars and there's nothing we can do about it approve it yes or no so can we add the component of a market analysis sure so i think if i understand your question correctly commissioner when an award for any of these projects come to the board you want to have a market analysis for those sole source components in that award included in the in the award item yes so we we can't make it competitive but at least we have an idea of what the competitive market is when we vote on it we can certainly do that okay i don't know if the maker is okay with that um but that that would be my friendly amendment this is a department is this oh this is your response this is right um come uh jimmy just quick comment commissioner through the chair commissioner i would ask that we include though in that as well not just the competitive pricing what's the cost to the airport of replacing our existing system you know because that's part that would have to be included that's fine that's fine is this not just that it's what i mentioned before is the the operational disruption and the cost to tear everything else out that has to be included as well it's not just the you madam vice chair so first of all i uh it's my pleasure to share this information with you before i start i want to thank the mayor and the chief for their leadership and i want to thank this entire board for your support of our airport last week we received our updated our latest updated economic impact and job and jobs numbers we had a significant improvement in those i mean as all of you know we are the state of florida's number one economic engine uh our numbers jumped up as far as annual economic impact impact we jumped up from 181.4 billion to 212.1 billion that's a 17 percent improvement in economic impact and our jobs impact jumped from 843 000 jobs annually to about 950 000 jobs almost a billion jobs annually that are direct indirect related and induced to our airport so great news on that front that is a direct result and is being driven by the explosive cargo growth that we've seen over the last um year we had 13.6 percent increase in cargo year over year from 2024 to 2025 we moved about three and a half million tons of cargo all right director thank you so much for your time got it all right um and that was much lighter than what i was actually going to do all right 8g2 commissioner from district 13 senator commissioner from district 13 you're recognized thank you um mr chairman yes and this this is an item that we talked about i think the last previous county commission meeting when there was a debate in the legislature of removing the adap dollars to cover for uh treatment for hiv and we have made a motion for some dollars to be appropriated uh for hiv uh to cover the the nexus this is the car one which is this one cars it's all right you want to continue on the other one what were you on doh contracts yeah let's do that one mr chairman ag3 you recognize because you're the one pulling bifurcator puller whatnot go ahead and i appreciate this so this is what happens when you're doing two ten things at the same time we all are so i appreciate that mr chairman for your indulgence and um yes this is just a simple item that we're going back um and um making sure that the 1.1 million dollars that were allocated to the department of health at 300 000 of those uh dollars will be will go for hiv testing uh to try to see if we can mitigate and um lower the hiv rates in miami-dade county so i think i have the um the county attorney that could sure that when we need you know we should get the information timely uh i know it's beyond the 120 day time frame for goods and services this is important it deals with obviously uh transportation critical transportation for our county but i just i want to i want to make sure we become eagle-eyed on making sure that things occur timely so we don't see things two and a half years later after it's been awarded so other than that i'm going to be supportive of it because it has to get done and it has to be approved so either way it's going to put us in a as uh one of my colleagues loves to say a conundrum so we want to avoid that but to the administration obviously if we can avoid some of these things in the future that's that would be what is important all right if i may briefly bus shelters and changing them are we are we looking for additional ways to generate revenue from them for example it has a lot of paneling are we looking at ways to put ads on them and i don't mean like led ads i mean just you know basic like paper ads um are we looking for maybe putting solar panels on them on the top are we looking for charging like different things that we can do with it to generate funds back to us from these uh shelters uh thank you commissioner and through the chair our director stacy miller will respond you recognize director thank you stacy miller director ceo department of transportation of public works commissioner in response to your question these particular shelters do not have advertising associated with them of the shelters we already have approximately 800 are large enough to have advertising associated these are smaller they don't have side panels and therefore don't have marketing associated with them but they do have glass in the back they have it in the back but not on the sides we usually only advertise on the sides not on the back for safety okay okay thank you commissioner regalado thank you i just like to add that we talked about this at committee and one of the things that i proposed was changing our advertising rules for bus shelters because there are a series of restrictions that limit our ability to maximize that advertising so um the placement is an neftot thing um but you know for the ones that do have advertising um we could eliminate some of the restrictions and help the department of transit out so i hope at some point we consider that thank you commissioner hardiman can we have the director back please thank you so in in my district we have some particular problems as it pertains to bus shelters so for instance we have some historic structures in our community that have been around for a very long time where they used to function as bus stops and shelters and then miami county stopped maintaining them and so they fell into disrepair many of them are broken uh they certainly don't include the lighting anymore i've been told that they can't find the the uh the documentation that even supports how the lighting was properly wired to the electrical systems uh we put money from this district into those restoration of those uh those those sites and it's it's it's been a very slow process i mean this has been this has been taking years for something that should be done relatively quickly and and so we've been asked to make certain uh considerations so for instance instead of going with the electrical because it's been taking so long maybe going with solar powered sites etc and so we've been agreeable because we want to have the community look better than what it does particularly the the area that i'm describing is on martin luther king jr boulevard um easily from from 12th avenue west to 32nd avenue it goes on further into commissioner bastian's district but i'm just particularly talking about where we are here and even along 22nd avenue along miami day county property such as the joseph caleb's center these sites were beautiful in their construction we are not constructing sites like that anymore and the county wanted to demolish them but instead we want to beautify them so we have money put there for that now the reason i'm bringing this up is because when you abandon those sites as bus stops and bus shelters what happened was you built these little smaller bus stops metal seating areas right next to them and so what i'm asking is i anticipate using those bus shelters back again as proper bus stops they do have a panel in most of them that have a slot where you can put advertisement in the past i don't remember if there was advertisement or there was the bus route when i was a kid it probably was the bus route there i remember the route because that's how as kids you could walk to the bus stop and figure things out um and so but but getting still there's there's opportunity for the advertising and what i imagine is part of the reason they get involved in this you know these companies is for the advertisement and so my question for you about this is will this allow us to remove for instance those bus shelters that we do not want to have operating to go back to those traditional bus shelters that gave us shelter from rain and shelter from heat and beautified our linear park area along northwest 62nd street and um will it allow us to have them who this company i guess is out front and maybe another entity to have them maintain those sites as they're a little bit different from the rest of them but we're removing one responsibility so we want to add this one because part of the problem that was identified to me by the administration was that well we don't have the money to keep those areas clean right and so we won't you know i want to propose it in the budget because it's not a long distance of places and what happens is along that area on 62nd street the accumulation of dumping and i might even want to describe it as homelessness because it's people who are moving from place to place bringing lots of stuff with them and they take over the bus shelters and so people don't feel safe or they don't feel like it's cleanly enough for them to sit on the bus shelter because it's properly taken over by everyone for instance on if you're on 62nd street and 22nd avenue right now we're in the middle of a project at that site they've been making improvements but there's a person there who treats it as if it's their home and with that being stated that intrudes upon the process of renovation right i don't know if miami county isn't serious about taking care of the structures that exist within these areas or they just don't have the capacity to i don't know what it is but what i do know is that it looks like shit period that is the exact way that it looks it smells like it it's in the most it is the most degrading sort of space that we have if you've ever gone into a parking garage for instance and smelled the smell of urine that is that space when i was a kid it wasn't like that and so i don't want us to absolve our responsibility of maintaining the space but if there is an entity that's already out there cleaning these bus stops that are right next to it that they use that instead of the other space and we're removing that space and they can have advertisement on that part i would like for this to be able to include that or we can use this as a way of doing that if not i'm not okay with giving us you know because this is like a three-fourths vote because we'll but anyway i'm not i'm not happy with that i want to have an opportunity that if we have in whoever whoever's district a space that is um reminiscent of what miami-dade county was in the past or especially to a certain area because the bus stop is the way it holds 15 people or whatever it may be we want those areas to be properly maintained and not just to be substituted with some aluminum and some glass at a five-foot seat right so can we is are we able to pack that into this is this possible unfortunately i don't know we've already worked through these are specifically designed shelters in this instance the company provides the shelter we obviously pay for the shelter they install it and then maintain we would need to reassess the area that you're speaking about and whether those could be amended to the contract replaced in the contract or even incorporated into the contract i do not have unfortunately an answer for you today and we will definitely work we will definitely look through it i just don't have an answer what about through the attorney's office because what i'm looking at here for instance when you look at the trash containers that are included in this this is the estimated quantity of 500 trash containers at a unit price of 650 dollars from if if i'm correct the trash containers that we're describing they're very small trash containers i mean it's a usually a a circular sort of trash container it's it's it's maybe i don't know it doesn't say here but two a foot two feet maybe in depth um and the width is probably a foot they're not very large and so maybe in certain areas that's sufficient but the the areas where we have what i've described which are like the traditional um built out bus stops they had a more massive trash container that is still there that is full of debris in fact what they've done is they've in many of them they've they've nailed it shut with plywood i mean there's there's nothing that says abandoned more than plywood over a you know an entrance or a hole or anything of that nature so um there's a trash receptor that would hold more things for those areas where you have more high usage of the bus stops but they're not being serviced no one in miami-dade county will tell you that they service that not our no one no one no one raised their hands not parks not solid waste no one and so what we found is that we reach out to the department which is solid waste and we'll do a massive cleanup and we literally remove tons of trash but we shouldn't have to do that we shouldn't have tons of trash to remove at bus stops and it's completely irresponsible of our government when i drive through i always wondered to myself like what's the difference between miami shores and unincorporated day in its swells and in its bus areas we all have the same money it prints the same arguably we have more dollars to spend than miami shores has so why is it that the swell in the public spaces look so terrible in miami gate county and if this is a way that we can improve upon that public space i would like to be able to do that i don't want to give awards to companies that are going to come in my community and make money in mine and yours and our community still looks like crap because part of the reason that the trash is on the ground if we're being responsible is because they don't have the receptacle to put it in on all those 18th avenue for instance and i've asked the department to give me a plan everyone has an excuse what i would like is a plan that we can include more trash receptacles on 18th avenue because it's a walking boulevard there's not an option for anyone who's walking down the street to dump trash that they have in their hand into the garbage and so once again 18th avenue is that is a place where we have to travel not just in my when i was here but when commissioner ebbson was here where they have large pickups of boat trash and it starts with the wits can soda you know and so it just it really frustrates me that we don't see it as a responsible thing for us to do to have a trash receptacle on a city block or next to a built out or properly you know built out a bus shelter it's just i i can't hold my community responsible for the trash that they're dumping in the area when we don't give them a receptacle to put it in you know at least let us give them the thing first and then ask them to put the trash in it but we can't say okay don't throw trash on the ground literally is against the law but when is the last time you had a miami county officer enforce the littering ordinance in our neighborhoods it just doesn't exist and so i don't want to pretend as if this is something that is good when in fact it's not being they're not treating all the same because if it was then i wouldn't have this complaint i wouldn't have this complaint but the fact of the matter it is our neighborhoods look one way and other neighborhoods look another and but besides i mean what can you tell me as the difference when we have the same companies doing the work excuse me through the chair yes you're recognized thank you commissioner you're raising such important questions i am very familiar with what you're talking about and just here i have several departments explaining to me the limited amount of funding that's available it's not per se in you know transit our parks recreation open space maintains those receptacles with a very small budget and and it's obviously not acceptable on the other hand you know what we're facing in terms of general fund so we want to get with you to try to solve this problem it is absolutely not acceptable and unfortunately very very low funding level available for maintenance of street cleanliness and it spans several departments as it turns out so as we do this budget we got to make sure that we add more funding there not less well uh through the chair we need to make sure that we have that funding all right i'll end i'll end by saying this you know many times for instance for for certain areas where we've identified that there's a great need like such right you don't hear this there are other areas where this clearly exists right but you know it doesn't take a lot of employees to do it like if we just had a team that that just highlighted these areas that went every week and cleaned them twice a week because there is a problem at least until the the behavior is changed unless until the circumstances are different you know we can have trash receptacles on 18th avenue you have partners you have a cra that's there you mean that that can help you with these things but what we're lacking is the the the creativity or the the the stick-to-it-ness really of the department that says we want this to be taken care of because i'll tell you when there are other things you want to be taken care of you bring them to us with creative ideas but it shouldn't take the district commissioner to always come up with the ideas to keep a community clean my job is not to pick up trash we do this all the time we put on our hard hats and we put on you know take our trash bags and take the pictures and you're you're providing food but it's not your job it's thousands of employees jobs to actually maintain the neighborhood we just want them to do it if it would be it would be i mean it's the it's at least the fair thing to do i don't even want to get into the other arguments but if you want me to continue to vote for things like this then they need to be more properly maintained in the areas that i represent um and if there are opportunities in which we can use them for the service then let's use them but i don't want advertisement all over my neighborhood and the area looks like crap understood thank you i i agree commissioner hardiman i don't know that this was the right item to but i i do agree with you honestly i can go way deeper than than that i mean i have issues where i'll report again again it's not our job but i every week i spend hours driving my district and reporting so i have times when i report something that was thrown out and i take a picture of it and they come out and pick it up fairly quickly in fairness right the day two days three days depending on what it is and just five ten feet away there's something else and they don't pick it up i don't know if it's this is like a union thing honestly i don't know if it's a training thing i don't know what it is but like the culture of once you enter miami-dade county you just never get fired that mentality needs to change because you gotta have pride in what you do in our community i mean and the examples are over and over and i have doc i document it i test it i put it to the test i take pictures of everything every week for several hours my staff cringes i drive my district and i take photos and report a ton of things and i purposely will leave one thing out in the same 10 20 foot radius to see if they go and and just look and and walk 10 feet to pick it up they don't they don't i report signs that are vandalized signs that are five ten feet away i mean i have i have the list this isn't like just saying something on the microphone so this isn't something that the directors have fault that this isn't something that the mayors have fault that this isn't about you guys that are responding to our questions it's about the culture of of of of the employees of the staff and it's not all of them some of them are fantastic but the culture has to change and there's got to be a sense of pride in our backyard not only the backyard that we were raised in but the ones that now we're raising our kids and some more grandkids in i'm not looking to go anywhere i'm looking to retire here miami-dade county raise my family here so i want it to look the very best again i think this item kind of used as a segue commissioner hardeman to to this i think this is a whole other discussion uh i'm supportive of this item but but yes we've got to do better by the training the support the mechanism of which and when i call you guys respond and i say it again and i'll say it ten times but you don't come out like to you're not it's not your job to go and clean something pick something up or you'll see it who's great uh it's it's it's the staff right that comes out and and does that there's got to be more pride in the work being done and that i think i'm sorry at the top it may start with training uh but mayor you're recognized just thank you respectfully we do not have the funds in our budget for the level of maintenance that is needed for what you're describing and they are cutting it perhaps today in the state legislature by putting an item on the ballot that will make it impossible for us to do our job we will not be able to pick up trash we will not be able to maintain our roadways we will not be able to fund our transit systems we will not be able to maintain our parks our animal services our libraries etc and you know we need you to be calling the state legislators you've been going over this item and respectfully of course there are bad employees and we have a very uh good system we could certainly always improve i'm not denying that but this is not about personnel this is about resources to do the job that we all want to feel proud of mayor i thank you for that and again i i don't know why i i don't think we're talking the same thing i agree with what you're saying on funding and i think part of the discussion that commissioner hartman brought up some of that uh is funding what i'm saying is something completely different and i wasn't i was talking about staff not leadership but actually it starts at the leadership level um and it starts with our contracts i mean our landscaping contracts i i see them i see the landscapers mowing the grass and if there is garbage in the way they mow around it do not pick it up and don't come back and that area doesn't get mowed until somebody goes and picks up that debris or that furniture item or that bag garbage bag or whatever it is i see it either the landscaping company needs to get fired and replaced or the contracts don't state that they have they're responsible for xyz there and it's only saying they're responsible for x there is a gap somewhere i understand the funding portion but what i'm i'm going as low level as just saying take some pride in your work and if not we don't want you to be part of this community we don't want you to have be a partner and have a contract with miami-dade county if you're going to with your lawnmower drive around the debris and not pick it up you're already there it doesn't cost you extra and if it does put that into your agreement let's change our agreements but it's it's having some pride in in our in our neighborhood in our community i i couldn't agree more with commissioner hardeman it's and it's not again and it's not we always say this and we don't say it always to just be nice it the truth is it's not your fault it's not the mayor's fault it's an it's all of our fault it's all of our responsibility but as leaders we have to do better we just do again you got me you got me started commissioner hardeman i don't think this item is about that um you got me worked up but i was okay i was going to call the vote but commissioner bastian you're recognized thank you mr chair you've opened both of you commissioner hardeman and you you've opened such a window of opportunity for me i i cannot remain silent silent and i agree with you mr chair and madam mayor it's not only about money i think that there has to be a change there has to be a change because um i don't want to repeat or go over all the the the issues brought forth by my colleague commissioner hardeman but i can tell you in district two and in our districts have we share a lot of spaces uh uh district uh uh three and district two and i can tell you it is a huge problem and i don't need to go over everything that both of them say but it is a huge problem and i think it's about cultural change to the point that recently i had to organize and then a big campaign just to remove trash and i was i'm very thankful uh to solid waste the department of solid waste and then they really came out working in tandem with the sheriff office every uh both of these entities came together to support this effort and guess what we did it for one full day with teams throughout district two and which is a huge district but i could do that once every week every week and this is not an understatement we could do this every week so i agree there has to be a culture change and while we are at this and and and i agree it's all about the item that is on you know on the floor there is also something that i've i think i brought it to your attention but it was probably some time ago you know in in in the county there are a lot of elderlies right and i brought that up when they pick up pick up the garbage they put the bin down i've i've watched them if the bin fall they don't pick it up do you know what that means elderlies who are too frail when it rains they don't they they either don't close it or pick it up even if they don't close the lid it's it and it rains it's full of water guess what the elderly person is not able to pick it up and i've raised that over and over again and guess what beyond the trash there are also other issues of caring and and compassion you know even me if it's full of water this big bin it's hard to this is something that needs to look to look to be looked at the culture needs to change i i there was such a window of opportunity i had to say something about it because it is a big issue the trust is an issue and lastly while i have your all your your attention in my district there has to be some accountability and i know that some of you might experience the same thing i have a lot of roads that are cracked a lot of holes and then the company comes fix the holes guess what a few weeks later it's cracked back up back back up the same the same and then residents come to me commissioner they fixed this this you know a few weeks ago look at this they want me to come and see it so there has to be a culture culture change but there also has to be accountability if we give these big contracts to companies there has to be some assessment made to determine whether they did the job or and that's number one and number two whether they did the right way and then if that the the the road was was fixed and it's it's it's you know cracked again that who's going to go back to this company and to tell them i mean you didn't you this is what you did three months later six months later i kid you not this is where it is some things has got to be done we cannot keep keep giving contracts to companies that are doing a bad job and then while i'm at it some of the equipments that that we get it's just your it's just it's just you but yes i i i i see i see that but there's there's so much that needs to change and this is a criticisms i think when it yeah when our roads are or you know are nice when our district are clean this is the place this is where we live and i think we need to do a better job at looking at these contracts and making sure that the job is done but it's done right otherwise it's taxpayers money we're supposed to be good stewards of the people's money and we keep giving big contracts to companies and that are doing a poor job and we keep you know rewarding them with more contracts some days my two cents the window opportunity was open and i had to say something thank you so much see what you did commissioner harteman commissioner regalata you recognize thank you so i i appreciate um commissioner harteman's um opening up this conversation we have to clean up trash in our district too and it's it's it's a constant thing i can tell you um one of my biggest complaints to the city of miami i'm a resident of the city of miami and every day when i go outside i have to pick up the trash on my street every day as a resident of the city of miami every single day i go out in the morning after i have my coffee and i pick up the trash around my street it's exhausting um but but that being said to to what's been brought up here the mayor is correct that a portion of it is resources i can tell you that um on the solid waste side we only have so many crews that can go and pick up trash so what happens is if you have one commission district that's constantly calling the other commission districts don't get to utilize you know that that service so there there is a there is a disparity right in in how that works but i think the bigger issue and what we might want to tackle is the disconnect so there is actually a disconnect between the different departments that do different things so the park department does certain mowings and some landscaping public works does you know public works they they are overseeing that but they don't do that so when we talk about like people cutting the plants like there's different stuff um different departments do different things um and the contracts sometimes are very specific some parcels for example i get a lot of complaints about certain parcels in my in my district and they don't belong to us they belong to fdot so then we have to like go into that whole thing some of them belong to the city of miami so i have to call the city or i have to call whoever that is because that's not our jurisdiction when we talk about areas that are fully unincorporated there are parcels that belong to south florida water management district to fdot to all these different people and we get tagged for it and then you know people complain and we have to go this even happens to me with the school district right there'll be a parcel that belongs to the school district and it'll it'll be um the grass is high and then people complain because they think it's the county so i i think that when we have this conversation we should have some clarity as to kind of who is doing what part of it i know when parks was talking about their landscaping and stuff one of the things that we talked about was the timing of it like i never understand why they have to do it at the times that they do it you know like why is it that at 4 30 or 5 o'clock now you're going to go clip the trees like that's just that sounds like a horrible idea um and then people get upset and and i represent a district where some places it's like two lanes and that means one lane is shut down at the worst possible time but but i think there is something to be said also about looking at some of these areas and maybe making the determination that we don't want grass there that we want to plant something else that maybe doesn't need that much maintenance right because that's that's one of the ways in my district that i deal with illegal dumping right if we have certain areas that have illegal dumping you know sometimes i i look at it and think maybe we can plant something there where people won't have a huge hole or a huge space where they can dump things so sometimes you can solve the issue with what you have there and as opposed to keeping grass everywhere maybe it's an opportunity to plant something that works now obviously transit you got to be careful because you know a tree by f dot is considered an obstacle there's all these different things about planting on the swales that we get into all the time but not everything is a swale and and maybe instead of having grass we could do what f dot does in the highway which is plant wildflowers wildflowers are pretty you don't need to mow them when they go tall people like them so not everywhere but maybe in some of these places there might be other solutions that can be easier maintained but i i would i would ask you all to consider like a more comprehensive look at it because i don't think you can say just one department one problem because sometimes it involves multiple departments and sometimes that the department that's doing the one thing is not the one that could do the other thing so if they do run into debris it is not within their contract to pick up that debris so they have to call somebody else so i just think that it's we might want to take a broader view and just start looking at the problem areas and try to find solutions to them because we are not in a financial situation where we can have teams and i'll say this as the last thing you know i brought an item that passed here unanimously for for our beaches um steinberg and i represent a lot of beaches that have a lot of issue with with litter and and it was to allow people to do fill a bag you know and fill a bag is a very simple thing where we put these buckets and people pick up the trash when they go on walks and then we throw it out and one of the things that i'm working on is an item that allows us to do this in other areas of the county where we know that we have trash and we could put up a station where people can pick up that trash and we can maintain it um and that way we don't we don't solve all the problem but we do give the neighbors a way of cleaning up their neighborhood that makes sense to we're moving into a a a technical system for the uh inmate checks so i wanted to ask how how is how is this currently being done right what's the difference and is it being implemented in all of the uh jails or specifically in some and not others through the chair we have chief arnold palmer and representatives from our department of corrections chief moreno will respond thank you you're recognized chief good afternoon commissioner um through the chair can you repeat the question how is it being done now is your question so um we have two systems basically that are being incorporated into this one item we track our inmate welfare and safety checks through a tablet system this system here will also on top of that add inmate headcount um it will eliminate these let me show you these paper logs for inmate movement and tracking are all done on these various paper logs that have to be filed and then reconciled for research if we have them we have probably 300 of these red log books where we track our activities and safety checks in here as well throughout the department as well and yes it will be at all four facilities okay and and in the new facility that's being built yes absolutely we'll incorporate into new facilities there's a contingency in the contract to add new facilities as they come on board okay and what exact what's entailed in an inmate check so an inmate checks um various their security checks for different locations and also for inmates that are on either on confinement or on special housing where we check their safety every 15 minutes 30 minutes or every hour depending on what the protocol is where we say what the condition is whether the inmate is say awake sleeping eating whatever they're engaged in we'll also be able to track things that we had not tracked before that are being done on paper like our inmate headcount we conduct headcount three times a day for 4,800 inmates that is all done on paper and pencil that will all be automated question on the um on the toll truck contract i see that we are increasing the cost of this contract correct yes sir why are we increasing it it's a combination first and foremost uh we have additional needs obviously there's a cpi index associated with the contract but in addition we've expanded our fleet and we also have now 60 foot articulated buses that are at a different cost so we needed to provide more options within the contract which includes a higher price point so these these tows that are currently happening are only happening for our fleet county vehicles and county fleet we do have an option in there to provide for the removal of abandoned vehicles at our parking lots and parking garages but currently we work with miami-dade sheriff's office to remove those vehicles we are only currently removing our vehicles through the contract that question was going to be follow up if you did if we were removing vehicles if there was a shared uh revenue part of contracts i didn't want them understood okay so then otherwise so then i'm seeing we are we have increased it is it just because of our our cars are getting older or our v our fleet is getting older what it's a combination um as i said our fleet is larger and we do have vehicles now that require a heavier tow truck in order to move those vehicles all right it's fair i'll i'll i'm fine thank you that but we we need additional allocation it maybe that's the deficit that you're speaking of i'm not sure in order to be able to purchase can you clarify are we making a profit when we sell yes sir thinker of the christian democracy movement and you honored him here at one time around his family he he was part of a book called culture matters because south korea went from one of the poorest countries after world war ii to one of the top economies so culture does matter how you do anything is how you do everything as mario cristobal says about the um program and i think it's very important that culture does matter but let me tell you why i'm going to be opposed to this um and i have a great respect for jorge macanosa who certainly united the cuban american community at the national level um to help us uh gain at least the the the opportunity to move forward on having the exile voice heard for many many years he's no longer with us but certainly he was the spearheader uh he spearheaded those programs and and spearheaded caniff uh certainly uh george masantos and his two brothers and irma uh their mother and the family and the cuban american national foundation certainly is merits a lot of the great uh job they've uh that they've done over the years and certainly i appreciate that they have a plan however however there are other groups the assembly of the cuban resistance some of you have been standing by me at press conferences with the assembly of the cuban resistance which has amongst many of the leaders uh and the exile community i can tell you just three orlandi gutierrez from my directorio silvia riondo from marfa cuba romano sanchez from uh democracia 25 exile groups 15 groups inside the island and they also have ideas of how this process should go but more importantly i'll remind you that this government miami-dade county board of county commissioners probably has um one of the largest if not the largest certainly miami-dade county does but maybe this government some of the largest or largest number of cuban americans that have suffered at the hands of the castro government we passed a resolution requesting that all the opposition groups be listening it was an urging sent to president trump just probably like three or four months ago so for me i think and by the way the cuban american bar has worked on this but the cuban american bar who has great leadership is having their own conference on thursday because they themselves want to discuss these issues and at the end the resistance the assembly of the cuban resistance or asamblea resistencia cubana has over 15 groups inside the island 25 outside the island and i just think to tie ourselves to one particular group doesn't make any sense because i believe that if this body is going to talk about the transition of cuba or the way that we can educate for example municipal government which was very strong in republican cuba unlike the rest of latin america and this dictatorship practically eliminated that is something that has to be discussed and they would probably look to this body for advice and for help um so i cannot in good conscience despite my respect for the ma santos family and jordi macanos and the foundation be disrespectful of so many other exile organizations that have fought just as hard just the other day we were there on the indictment on on the planes being shot down uh silvia riondo was on one of those planes uh not the one that was shot down obviously because she was with us thankfully the other day um so for me i i understand the intent of commissioner orbits actually applaud it i chose i just don't think that this body should tie itself to one particular organization when we have the opportunity to work with all and give art we're giving the impromptu to only one group and you have to understand if something happens in cuba and i certainly pray every day that it will um they're going to look to this body to be one of the main uh let's one of the main groups to help them to create the institutions culture is about institutions which have been violated under this dictatorship to give it to one group that maybe doesn't have all the the ideas over another by the way i would say the same if it was the other group over the foundation is i do not think is the proper way to do it so um i i i want to make clear clear that i have because i know i'm gonna get a call okay and i have respect for the foundation i respect for the mas santos family but democracy and our ability as the government has the most cuban americans probably elected in this nation requires that we be have a commitment to democracy be very conscientious of what we're doing because our message will be taken whatever vote is taken here forget about the dictatorship because they're going to take that message no matter what but the people in opposition in cuba need to know that to rebuild the country from 67 years of dictatorship actually it's more than 67 because it was seven years before under a prior government to democracy requires the everybody to be part of that process and there are many people in this community have been part of the process that are not part of the human record national foundation and they are part i just talked about one particular group but there are others but i talked about one that many of us have been at their press conferences with uh congressman jimenez congressman diaz balard and maria salazar supporting what they're doing so i'm not going to vote for it because of that i want to be on the record i want to be clear and i just ask you all to understand that when it comes to cuba much like it comes to haiti when commissioner bastien so rightfully points out we're setting the example this is a country coming out of a dictatorship 67 years if to to simply say say we're going to support this plan which by the way i don't think any of us have read in in depth except i'm not going to talk for speak for anyone but i i just don't think i think the right thing would be for us to uh understand that we support a free and democratic cuba we support like we did before we support the involvement of the cuban american community and most importantly the cubans on the island that are looking at us because see they have never been able to read the constitution that existed before the communist constitution they can't even read the u.s constitution because sometimes it's considered a crime there's a there's a law in the books that says there is a what you think could be a crime which by the way put us all in trouble here on this commission but that's what that's what the law is in cuba they're independent lawyers in cuba they work with canif and they work with these organizations not just with the foundation so you know i i can't vote for something that gives uh that imprimatur of this body supporting one group's proposal for a transition in cuba and i'm sorry that i get a little passionate about it but having come from the world of fighting the cuban government through human rights i just think it's it's it's a very dangerous precedent to set and i hope all of you understand even the ones that aren't cuban understand that those people 90 miles away when something happens notice i said when uh not if when something happens will look to us as the model for trying to bring about democracy in cuba so let's not let's be very careful with what we do i know uh for for many of us it's very important and it is to me too just like it is to commissioner orbis and all of you uh or i'm not gonna speak for most of you i would suppose but this is an opportunity for us if we're going to talk about a road map you know let we're talking about things about what type of government what is local government's role in it what is going to be the government we're going to have what is going to be the legal system all these things are things that are very very important so let's send the you know in my opinion the right message would be to look at it i hate to say the word workshop because then i sound like my colleague commissioner regalato and sometimes he gets mad at me when i say that but uh you know this is something that we can certainly bring everybody to the table and say let's have everybody discuss and if we're going to do something that we're going to send either dc or to havana or to any place south of south florida let's be clear and what we think as a body would be the best example for rebuilding uh the pro of the antilles thank you commissioner bermudis and i'll before i recognize you all i know i have a few to speak i want to recognize the the main sponsor of the item but i will say this commissioner bermudis i i agree with you and i think in fact i don't think i'm convinced that both commissioner orbis those that co-sponsored it myself included and all of us on this day is certainly those of that are cuban or of cuban descent are on the same page when it comes to what we want so i don't i don't i don't like how it sounds and i understand what you're saying but i don't like how it sounds to the naked ear because i think we actually all agree with each other we all want democracy and a free cuba um i don't i wasn't privy to how commissioner orbis came about this item uh but i don't know that it ties us to them per se uh we can get clarification from the sponsoring commissioner but i don't know that this ties us to an organization i think and i'd like to hear how you came about this but you know i see it as maybe they came up with a plan you thought it was good and and it's a plan maybe not the only one maybe not the best one but it's the plan that has now been put out there and it and it it it's a it's one that applies to our overall mission and desire what i don't want to do and i don't think we're falling in that yet but i want to make sure we don't fall into that is you know the the the spanish story of the crabs right now we start pulling ourselves back into the bucket um too often i see organizations in general whether they're non-profits or for-profit but i see organizations that that different organizations that have the same mission and i see them bickering about you know who's going to get the funding who's going to get the credit who's going to advance you know whether it could be you know any organization i see it all the time happen we i'm sure that you all see it as well and i often say like why why i say to myself why is this happening why is it that if there is a organization a non-profit that is to service you know children with special needs you know and there's another one that is this does the same you know similar action or same thing is why are they fighting you know maybe not publicly but internally they're like competing with each other like let's unite because you both have the same mission um i don't want to fall into that category because again i think that we all have the same mission i think that uh i understand what you're saying i don't know if perhaps rather than just not supporting it maybe a an amendment or an additional thing because i want us to be cohesive in this message because you're right we're not just the largest county in in the state of florida but we are the county that has the most cubans under cuban descent uh cuban americans and and you're right whether we have a say or not uh as as a body as a local government they're certainly going to look to us for sure you're you're certainly right about that so i want to make sure that when they do look to us and i'm pretty sure that's already happening that we're we're united certainly us of cuban descent or even born in on the island uh so but with that before i recognize some of my colleagues that have raised around i'd like to hear from the sponsoring commissioner because i don't know that this is one versus another i think it's just anything that comes out i think we want to to support but maybe an amendment to it maybe you know again commissioner orbis obviously i co-sponsored this so i support your your support of this but it's not so much tying us to one i certainly don't want to tie us to one i don't think that's your intent but can you clarify or address some other concerns and comments said so far absolutely thank you mr chair commissioner bermudez i i agree with you and i you know i've proudly stood with you behind many of these organizations in in greatest moments that we have experienced this year for for the cuban people um it certainly was not meant to shut out or disrespect any organization it was a coherent well thought out plan that was sent to me as someone who's been working on legislation for the the cuban issue this entire year well since last year and um it was done with an organization that is highly respected by by our community with kava the cuban american bar association and and so i i brought it forward as a support of their framework and i am happy to include that we work with other organizations like the ones you mentioned in this item i am also happy to work on a workshop with with all of my colleagues who are interested in this so that we can come up with a more cohesive plan that includes all these organizations that have been so instrumental in our community on the cuba issue um you know the mass family has been very very helpful to our community they have been pillars of our community have done so much for the cuban community and miami-dade county so i certainly think that showing our support for them is um is important they put together a very well thought out plan and i thought it was uh it was it was important to show our support because i think in this time it is important to not take our foot off the pedal when it comes to the cuba issue and i saw this as an opportunity to reaffirm the county's stance on this so that is why i brought it forward i certainly was not meant to disrespect any of the organizations that i look up to so greatly so i mean i i don't know all the organizations to put them into here because there's many but i'm happy to add something that that opens it up to the rest of the organizations that have been involved in the planning and that have plans yeah i and to be clear i just wanted to be clear that i never questioned the intent of commissioner herbers because she has worked very hard on we have been actually she and i were at a press conference and at the uh resistencia office specifically uh and they have a plan so all i i i want to be clear is that we don't exclude others plans maybe the land maybe the amendment could be support the roadmap for free cuba and other plans that that uh exile groups have proffered i don't know what the answer is but i'm certainly open to that my my uh my comment was more to understand that you know there is there's more than one group and um unity does not mean unanimity you're correct but in the end this great country was founded by many people who disagreed with each other and they created a great country that is what i think we would like to see not only in cuba but in other places around this hemisphere and i can tell you that um the foundation certainly is and the moss family has been a critical part of that like i said before but i think there's many other groups that should be able to weigh in i don't know what the answer would be to amend it but i but i do want to remind everyone here mr chairman that yes in all probability if something were to happen you would probably get people from the island looking to this body for some guidance and like i said municipal government in cuba before the dictatorship was more model on the american model of of municipal government whereas in the rest of latin america those of you and i think some of you have been there i know some of you have been there at the when the mayors of latin america come and visit us in the summer they're very centralized which is not what i think we would want because it doesn't give the provinces and the cities the opportunity to do things that we do here so i'm open to any an amendment this is not about i just think it has to be open to there is a plan la resistencia does have a plan and and there should be also one that's given due consideration um and i think that that's just the way that i look at it i'm not for excluding anybody's plan i'm for trying to and you know we believe it or not when we speak these organizations listen even the ones here i want to be very clear we sometimes we don't think about it because it might be an urge and it might be something but they actually listen they actually listen and it's important what we say we sometimes you don't realize that but it is if i may um i i just want to point out that the item does say at the end that that this board expresses strong and unequivocal support for the cuban people you know and it says that we're presenting a meaningful framework not the meaningful framework so it is not limiting it just to this one i am happy to add language in there um to include other organizations and i don't know if we need to list them all out right now but i'm happy to open that to other organizations and i also wanted to add that we submitted letters of support from la dama de blanco and that was handed out if the attorneys can to speak to that please commissioner migliano orbus just wanted to put on the record that the clerk of the board has been provided with copies of letters in support of this item both by the cuban american national foundation and la dama de blanco those have been distributed for the commissioners to review in support of this item thank you so i'm happy to add the language to open it up and make sure that we're inclusive of all the organizations that are working for the same mission so thank you that would be great all right commissioner regalato you recognize thank you and i appreciate the item but i think it's premature and i'll explain why um this saturday i spent four hours in a meeting that was hosted by florida international university which was the first international meeting um on cuba's future by cubans youth and we actually discussed this for about an hour and we talked about how there's over 20 different plans and the i i am also very appreciative for the cuban american foundation and for cava and for the work that they've done but we can't just add a catch-all for everyone else because this work has been going on for decades and this is not a new issue i am 51 years old when i was 13 years old i was um invited to go to a debate between jorge macanosa and the then ambassador of the ussr and i posed a question to jorge macanosa about the cuba issue because they were talking about the cuba issue and just about the cuban american foundation and i asked him about nazario sargen i asked him about democracia and all these other groups that i grew up working with i went to the afa-66 camps you know i did all that and i didn't understand why they were not being included in the conversation so this has been going on for decades and while we all agree on a free and democratic cuba the question is how do we get there and different people have different ideas there are people who advocate for more representation from those that are in the island there are people who advocate for less there are definitions as to what is an exile and how far removed is cubanism there's even conversations as to do you go back to the original constitution or you know that was our last democratic government or do we forge a new document so this framework is one of many frameworks and i don't think that the people who have dedicated their lives to this work should just be relegated to and everybody else my grandfather was a political prisoner for 22 years he started la casa de preso and they get to weigh in they dedicated decades in political prisons for the freedom of cuba and to not give them a seat at the table is not right so i i think we should defer it and ask all the organizations to submit their plans and then you can add all the plans if that's what we're doing but i think the original idea of having a broader conversation and deciding what this board wants is very different from an item that includes everything because there are conflicts within these plans how we get to democracy is why we're all having these meetings amongst us cubans talking about these issues because one thing is a press conference and a ribbon and another thing is the nitty-gritty of how we get there so in the in the meeting that i participated on saturday we had a lot of discussion about the re-education of cuba how we were going to do that how we were going to present an entire generation that does not know cuba history with cuban history even cubans that are here don't know cuba history so there needs to be an emphasis on re-education there needs to be a conversation that involves everyone having a seat at the table and i don't think that relegating groups that have dedicated over 70 years of their lives to and everybody else with canif at the top is right i mean i think we can we can defer it for a month we can ask everybody to submit all their stuff you can include it i've read this document i know what this document says you know um but not everyone up here has read this document and not everyone that is going to see this item has read this document and if we're going to proffer that this document is the path forward for a few free and democratic cuba then we should include it as an exhibit so that people can can look at it so i'm all about supporting the cuban american foundation um but the reality is that this is a super complex issue that is multi-generational and involves cubans from all over the world that are having this conversation this board should have that conversation and if we take a position it should be one that is taken with clarity with thoughtfulness and with inclusion thank you thank you uh commissioner gonzalez thank you mr chair and you know first off i'd like to thank commissioner million arbust for bringing this forward because i i understand the intention i read through the item i read through the proposal i didn't get the notion that at any point in time whatsoever commissioner orbis or anyone was trying to exclude any other not only organization but if we want to get to the nitty-gritty right now our miami-dade residents can go to the freedom tower and at the freedom tower there is an actual constitution that was written by the cuban people in response to the batista communist regime that was widely considered one of the most progressive and democratic constitutions in latin america at the time and that and that constitution and that constitution is something that we can see but i understand where commissioner bermudez is coming from because um commissioner bermudez i know that you've been fighting this fight for a very long time i also know and i know that you don't say this publicly but i also know that your life has been at risk many times fighting this fight i understand exactly where the passion is coming from and i understand exactly what you're saying um i i like the fact that you proposed that we include the other organizations i i really like that and i like the fact that commissioner orbis um accepted that amendment because i i think everybody on this dais is of the opinion of having this conversation sooner rather than later as a matter of fact i have been putting forward with orlando borona and many and many different um uh uh organizations a forum along with the chair and miami-dade college's um um president pomariega uh putting together a forum not only to have this very conversation but to go through all of these different proposals and try to figure out what what way we can navigate in conjunction with the united states department of state so i don't think the conversation ends here i think this is proposing and saying hey this is good but i but but i actually like that you brought this up commissioner bermudis and i know exactly where you're coming from and i appreciate the fact that you that you accepted that amendment i would support it with with the amendment as well um and that's really my two cents mr chair yes i would love to do a workshop in collaboration with you so that we can bring all of these organizations to the table because this item is not intended to be the one and all support from miami-dade county for a sole organization it is expressing support as we express support for so many other organizations and initiatives and express support for legislation and the state legislature all the time that is simply what the item is doing so i would if you allow me i would love to have a plan a workshop in collaboration with your office absolutely to bring together all these organizations and i invite all of my colleagues who want to be part of it as well and mr chair you know even even to add to that um the forum and the workshop that the chair's office and i were working on in conjunction with miami-dade college as you know this can only be god right the reason that we couldn't move forward with it is because charges were actually brought on raul castro on the day we were going to hold this um which to me gives me goosebumps man like i don't know if you felt that way but to me gives me goosebumps it happened in dc it was going to happen at dc u.s department of of state so all right i'm gonna i i will accept the amendment and we can add all the organizations or we can leave it open and say and all the organizations and with that i'll move my item yeah i i don't yes i i agree so short move short second and i don't agree that um i don't i don't agree that this is premature i don't think this is premature at all i think this is happening live i think this is happening now like this isn't in the future this is happening right now it started started when trump took office but it started may 20th i mean this is happening live right now and i think the any the what's the saying the enemy of good is perfection i think we need to move something forward i think this leaves it open to all the organizations the all of them uh the brigade i mean just name it and and it's and it's open in here so yeah i'm i'm comfortable i mean this isn't like we're not edging something in stone that's going to be harmful this is only helpful so uh commissioner regalado yeah just two points um number one um la constitución de 40 was done um before batista and it was president president prio which was our last president um and it was actually um an amazing document um that had tremendous um influence not only in cuba but also in in america um president prio was overthrown by batista and and then we had the castro regime um if we're i think it's great that we're going to have a workshop and i think it's great to bring people and and talk about these issues but then why are we taking a position then why are we going to take another position after the workshop i don't i'm that i find that confusing because again the different plans some of them are in conflict with each other so how do we deal with the conflict we will we can a lot of ways we can take a different position later we can add to it we can alter it's not a position we're just expressing support as we express support for so many other things for all communities as we express support for things the legislature is doing as we it's just a feel-good item i i that is first of all i i have them i i'm speaking and i i just want to say we moved that i i we were moving i i appreciate it but for me it's not a feel-good item my father was a peter pan he came to the united states at 11 years old and my grandfather was a political prisoner it's not a feel-good item um i think you know that we should be mindful about the fact that there are conflicts and all these different proposals so i don't think you can just say it's a feel-good item because we are leaving people out and they haven't had an opportunity to participate and the whole reason why we're in exile is because we believe in inclusion and participation so it's it's counterintuitive and i and i understand that it may have started as a feel-good thing but as a cuban american i feel strongly that everyone should be allowed to participate in this discussion and yes it is happening in real time which is why we should be mindful about taking a position because we're taking a position it's not a position with like an asterisk it's a position and everyone else is not included other people are not here to talk about it we haven't discussed the 13 pillars we haven't talked about our participation in it so there's still a lot and this is a really important issue it's not just an urging or something that that we're doing for no reason and and if we are i i missed something because my understanding is that we wanted to participate in this and if we want to participate in this we have to provide thoughtful um a thoughtful discussion on it if not we're just rubber stamping the whole thing and i don't i don't understand why we would do that because we're not doing anyone a benefit by that and then doing it i think it's great to have a workshop i think we should do that and maybe we defer this item until after that workshop and then we can actually mention the workshop who participated what was discussed in the item and take a real position with a legislative record so that people can appreciate that we were thoughtful about taking a position on such an important subject a subject that has impacted all of our lives in such a dramatic way commissioner bermuda is you recognize i i thank commissioner orbits for and we've got to get the language right that we include i the other plans because la resistencia has her own plan there are other plans and commissioner regalado is correct they're not the only two plans having said that i don't have a problem supporting the plans of all the organizations and that's fine that's okay i'm also supportive of uh what commissioner gonzalez said uh and commissioner orberson you the chair said i do think it merits as commissioner regalado said real discussion and the reason for that is again they are looking they being the people on the island many times look toward this county as to be the the guiding force um by the way the the constitution of 1940 was done under the first democratically elected presidents after the uh machala dictatorship his name happened to be fulgencio batista not carlos prio it was in 1940 it included the communists and every single party participated in it that then batista did something that was not good 12 years later to damage that constitution that's a different story but i will tell you that uh look i just wanted to get on the record to show that everybody should be included if it's written in a way and i think commissioner orbis has indicated um that that language can be changed i think it it it would be the right message that it's not just one group it's many different you know different groups involved and then we can have it too and i agree with commissioner regalado that we should have a discussion because maybe even amongst us we don't uh i can tell you this the police officers and the firefighters and the administration better be thinking about what's going to happen if something happens in cuba because the the place with the most impact it's not going to be washington dc it's going to be miami-dade county florida so uh i hope that everybody understands that that's why this issue is important and uh you know i i would be i would be supportive with of the item if it includes uh the language as commissioner orbis said that includes some other groups and other plans and we can have a greater discussion in the future but i just want to again reiterate to to all of you uh that very rarely does miami-dade county get to impact foreign policy if it's ever going to be uh it's going to have to be in the cuban-american community the haitian community large groups of people that have been forced out of their countries for one reason or another dictatorships in general and those people will be looking at us and commissioner regalado is correct that uh there's been four generations of cubans that know nothing about cuban history in fact you can talk to a cuban who got here uh two years ago and they don't even know what the constitution in 1940 was they don't understand the impact it had the first constitution to give pregnancy leave to women of any other constitutions the u.s constitution didn't even have that uh protecting workers rights etc so i think it's very important it is an important topic it merits further discussion and the only reason why i brought this up is because if we if it's focused and the language focuses on only one plan or one organization as good as that organization or plan may be it sends a message and i would like us to be clear that we are open to everybody's process not just one you know and then we can decide i'm going to call i'm going to call i always love to learn more about my culture and uh and my my uh cuban history um i i will say this because you did hit a good point and i wanted to say this because neither the mayor nor myself have have said this uh publicly but the mayor and i have been working very closely on preparing for a possible change in cuba and both her and i have had in-person meetings with federal officials and the u.s coast card on what something like that could look like and we've been preparing for it so we're not taking this lightly we've been having these for a couple months already uh and we continue to do so so and of course we can you know we have sunshine but even though i don't think we're voting on that type of stuff but uh the mayor can can probably brief anyone that that wishes to know uh but again the the enemy of good is perfection i think this is a good item i thank you commissioner orbis for your amending it to commissioner bermudis's uh request i love that today everybody has been very amendable or amenable to amending um so uh with that there's a motion there's a second uh we could workshop it and if there's changes that come from that we'll bring it back can we add to the item that it'll have that we're going to have a workshop and that we're going to continue discussing it well i mean i don't know that that needs to be part of the item i mean it'll continue discussion just to clarify mr chair for the purposes of the amendment what what organizations would be included in the amendment so that i can list them in the amendment to the item it encompasses all
