earlier this week we had our budget workshop and our fiscal year 26 tentative budget was approved four to one there's been a small decrease in millage so what happens at the first at the workshop is that the millage is set at the two public hearings to come and I'll give you the dates that millage either remains the same or can go down but it cannot go up so you'll all as residents be receiving your trim notices and you'll see that your millage rate has gone down a touch the two public meetings public hearings are scheduled for five o'clock on Wednesday September 10th and Tuesday September 23rd and the budget that is approved will begin October 1st 2025 for fiscal year 2026 and the last thing I have are two videos that I don't think you saw
but you're going to see them now it's called ACJB Art Cottages of Jensen Beach so we have two businesses the jewelry business and the rental business thanks to the CRA program we painted our building which was in dire need of paint created a spot that people remember the paint is fresh and bright and beautiful it was kind of dull disappeared into the background before we found out about the CRA program through the NAC meeting at the Chamber of Commerce the topic came up and I questioned one of the ladies there Jana Cox about how do I get involved in that and she gave me all the advice that I needed and all the information it came to fruition quite nightly nicely the purple building has become the landmark in downtown we had we've always had this beautiful home historic home here but it was it went unnoticed people would drive by and say what yellow house when I would point it out the art cottages are behind the historic yellow house but it went unnoticed until we painted it purple and now it's the landmark you know the big purple house downtown it's it's uh much more exciting and noticeable
brings brightness to the downtown so that was completed a few months ago right welcome to the lpa meeting for july 7th and these were done this one was done much earlier you can see they were applicants 10 uh three and four but I don't think that you guys ever saw the video because we did it
later so it's kind of fun yeah I come here from charlotte north carolina and um we discovered the jensen beach area uh through my real estate agents and uh just fell in love with it it's a beautiful place it's right by the water um great people it's just a great place so we've decided to invest in the
community and we're glad we did I'm trevor pitman um I work with my dad there daryl and I manage all the properties I kind of help him out so he can relax and uh this hotel here that's my baby so I've been
running that here ever since we owned it we heard about the cra investment program through ron rose here with the jensen beach chamber of commerce and uh these guys work great with us they uh led us through it and uh it was a benefit to us because it helped us spur the project so thanks to the cra
investment program we did some improvements on the building which include the bahama shutters we redid the paint and on the north side by the elevator we did a new glass door plus a fixed window and when
we seen hey the town cra is willing to work with us i think it's a great uh teamwork thing because it's inspired us we spent way more than what they give us but it's made a difference as a result of the cra
program we had a vacant unit here and we were actually able a few months later to secure a tenant i'm assuming because they they saw the beauty in what we did and also the hotel business has picked up a little bit and i think we're getting a lot more repeat clientele because they really see how beautiful the place is in person the cra worked with us on another property just down the road here we call pineapple square and we also repainted that building with some new more modern coastal colors and we did an awning by ian and kai's pizza as well as new glass on welcome home realty so yes i did
write all of what they said all of the comments were written by me no i think janna did actually but um so i think that's it for us today unless there's any other comments questions or anything else i know we have to take time for our um comment yeah uh well we have to do that but also we'll take some time in between this and art yeah take a break uh turn it back over to you chair

what's that 4 30. hi this is barb mclaughlin i am the owner of the beautiful hobe sound beach shop in beautiful downtown hobe sound we've been in business here in hobe sound for six years this is our sixth year we mostly focus on beach items like tommy bahama beach chairs embroidered towels high-end flip-flops ray-ban sunglasses things like that but we also market beautiful clothing and jewelry items and hobe sound souvenirs so most everything in the shop is marked with hobe sound indicia our primary product also happens to be custom t-shirts which we print right here we can print t-shirts coffee mugs hats water bottles etc right here in our little shop and our minimum quantity is one we re-roofed the building we redid our back parking lot and we installed a car charger without the cra investment program we would have been very hard pressed to do all of these improvements we've been working hard to upgrade the beautiful building and the historic site that we have here we saw during
hurricanes in and adalia severe weather emergencies can strike at any time and anywhere i'm senator rick scott and i'm always working to make sure florida has the resources we need to handle any weather
emergency as i always say preparedness saves lives yes even though florida is prepared you should be too first create your emergency plan next practice that plan with your family and friends and finally stay alert for weather threats when florida is prepared we can weather any storm was summoned from

indivisible with liberty and justice for all uh we have a um we have some minutes from our may 19th meeting if someone would like to make a motion or any comments on that second anybody second any comments all in favor aye okay great so we will now move on to um any uh uh disclosures of conflicts of interest by anyone and seen we have a comment section for the public if any members of the public would like to say anything i don't see anyone new business manatee pocket mosaic project review artist short
list is that you elise all right so good afternoon elise rafa community development coordinator um so in our last two weeks we had our appointed subcommittee meet on july 17th um to go through a total of 15 artists which was quite the task um but i think we we did a great job and uh we narrowed it down to three so on the subcommittee they were each given a binder with all the applications as they were submitted to me and then in that they had a score sheet that was also in your agenda packet i sent out that came with a list of criteria and in the criteria we were scoring on artistic quality and concept um you know the design the clarity of the design how it fits you know with the neighborhood artist experience looking at their resume uh particularly if they've worked in the public art capacity or not um community and cultural residence so how it fit in the port salerno community was a big uh thing the proposal execution as well as a statement of interest um they had a total of 600 points that they could be awarded and that was 100 per subcommittee member could award so our three are jim dirks with 578 points shannon materio with 525 points and then erica fugaroa figaroa with 508 points um i do want to mention that we have two of our artists here with us today uh mr jim dirks and miss shannon um is here to answer any questions as we move forward uh so with that said in your presence i left on your seats are binders in which you will see all of the application materials for each of these artists as long along with your score sheet so just keeping in mind these criteria and that you can vote your first choice second choice third choice and then on the side here where the the gray is this is how it came in per the subcommittee just for you to take a look at so i figured a few minutes for you to either go through your binders we do have i said both of the artists here to answer any questions if they arise and then i made this little slideshow to just have going as we look for a little bit um so what do we think like five ten minutes or what do you guys
think about ten i would say ten fifteen minutes that would that do that okay we'll we'll do like ten or so minutes and see how you're doing so go till uh ten of yeah yeah so we are at ten till um you
are also welcome to discuss amongst each other each of the candidates and again if you have any questions we have both um jim and shannon here um i do have one question about the size are they all
the same square footage or dimensions okay and then so from us you're looking for a check mark kind of in
each one two three second and third gotcha gotcha and if there's discussion during the course of which
you can change if you feel like you want yeah is is yeah i've got well i've got a question it really
makes it difficult for me to visualize the first one without it being in color is there a color
rendering of this you need to come to the podium yeah people at home can't hear you jim i'm jim dark's
third stained glass here work down the street here anyway uh we usually do what we call a line drawing and then we have a customer come in and choose the glass that goes into them i don't know if that's something that you guys would want to do or trust maybe uh you know with the art from public places come in and we'll go over all the different glass i did submit um they have yeah okay different different ones that i would probably use if you look at the uh like the sailfish and stuff like that that would be like water and sky um and then you see the mahi mahi in the picture as well so basically what you know what we do is we typically pick the glass with the customer in your case the board here or if you would like to we can pick the glass i mean we're going to do something that that fits you know true to life is what what we're looking for in something like this i tried to cover all the bases of you know the different things in port salerno and the manatee pocket and stuff like that and just the general area of stuart and martin county so okay thank you all right i do like the complexity of that design
though and a lot of he's got a lot going on in that image and for me i think that kind of tells the
story of what's going on there so that's what that's what we try to to uh achieve is yeah try to get
the whole picture of the entire area in there so yeah i also like though the last one too personally the um uh let's see the color of it well the color but i also like the complexity of her you know that design as well uh let's see lost it now yeah and uh and the images that are going on there and i also kind of like the pattern of how she arranged the the tiles in there so for me i you know that one
that one's up there as well because i like the fact that they put the name of the area in there
to port salerno yeah that's my question can can the others add port salerno on their design i like that
i mean you're choosing what you see we're not you know the the subcommittee had some um recommendations that they liked as well uh but we can only choose on what's presented it doesn't mean that you know we can't talk with the artists um once one is chosen and see but at this point it's hard to to do that
i will make a comment on the last one because me i was going to go into marine biology and i dive a lot all these fish are pacific fish they're not atlantic that was my issue with that one and um i don't think it represents port salerno as a fishing village basically yeah it's definitely the first little
fisherman in there the first one to me i think captures the local kind of and i and you're absolutely right about the marine life i wouldn't even pick that up i didn't even see that it drives me crazy
when they show a movie and i'm diving in the atlantic and it's all
well i i do have to comment about that yeah that second picture we do have a theme in port salerno with pelicans that's what i liked about and so that's what i did like about that i i mean i would have liked to seen a sail or something on the boat but um that was probably what captured me on that one because uh that is pretty um a prevalent theme there in uh salerno all of them are great and
opposite of what you all have said it's it's not as intricate as the other ones and it seems like you get more color out of the second one than you would out of the the other ones i agree with you
mike um i i like the fact that it themes around our our pelicans you know artwork that we already have in the salerno area i do like it's simple design i'm having a hard time visualizing the first one without color it's it's very busy and i just don't know how it would look in color as a mosaic so that's what i'm kind of struggling with on on that i mean it's nice it's very nice and you know it does capture a lot of the area but i my personal opinion is i think the second one themes
with what port salerno has down there i guess i'm the opposite of that i think the first one captures essence of port salerno with all the fishing and uh selfish and i i think just interrupt
a second i think the color he shows on some of the other images will have that same kind of feel yeah you kind of have to use your imagination and put it in there but um i i i guess my suggestion is if you like the color on the other images it may resonate with it is on the black and white
this is stained glass correct not mosaic i thought it was mosaic mosaic yeah
i'm being mosaic okay no you can stay there now but okay anybody else any other questions or comments another question what how how uh how durable are these outside i think glass windows it's very similar to tile in that sense as well so it is exposed to the elements i would say that maybe in 20 years you might have to go back and do a little uh um i guess put maintenance real grout a little grout here and there and stuff like that okay we adhere it to a cement board and then i read that yeah yeah yeah and adhere it so thank you i can say that i like the simplicity of number two
the bright bright colors i i i did look at some of the examples um but the third one i don't those are not fish that that was the first thing i noticed even though i really like the layout of it you know but um we sort of need what's native to the area yeah that change so yeah any other comments shall we vote

put in okay uh let's see we are moving on to the um gillian mark public art opportunity so since our
last meeting um some exciting developments happened being that um gillian mark gave us an unprecedented offer which was to sell it to us for 33 000 plus the shipping so as you remember we originally voted to you know move forward with a loan for the year at 33 000 and through back and forth they basically thought it would be so much more appropriate to just live in our community so we were really um so excited about that so let me i am so bad with this what do you need to do go to slideshow okay from beginning use this okay so as you can remember so as you can remember this is the piece um and with all of that uh we ran into tariffs it's like a thing apparently it is a thing apparently it's a thing and it's a thing that changes um often so we are seeking your approval to um up the money uh for to you know what am i trying to say to take care of the tariffs so i think susan had it written
yeah so there was kind of it's definitely going to be 10 percent uh which we didn't know when we first started all of this and hopefully august 1st it will not go up any more than that but we won't know till august 1st but we wanted to bring it back to you so that we can get a not to exceed number 10 to 15 percent i mean if they if it's like 50 percent i don't think that we're probably going to do that um but we wanted to be able to get an okay from you before we went to the board on the 12th which we were planning to do anyway so it should be on consent for the board of county commissioners
on the 12th with that addition and that would be an additional 4 125 but the most we think it'll be 10 percent 15 that could be 15 right but they because it's coming from australia so that was the other thing we didn't know where it was coming from so it's coming from australia and there is a 10 15 as susan had said already just because it's coming from australia but they weren't entirely certain given how things change so much in the tariff world if that was how that it's artwork
that's being tariff it's not like a computer and that's what they said too that generally artwork is exempt and it was so the 50 is a tariff on copper and there is copper in the piece even though it's a bronze sculpture so that's what was making it kind of very uncertain so they didn't want to sign the contract because of course they didn't want to be stuck for the 50 either um so that's why we did 10 to 15 we think it'll probably still be 10 that's what we're hoping for so watch the news read the paper you'll probably know by august 1st which is friday plus shipping no actually the shipping was already included so the the tariff the 10 would be on 27 500 because there were 27 000 the rest of it was shipping um so it would only be the percentage on the sculpture itself not on the shipping cost so i'll
make a motion that we accept up to 15 percent uh tariff above the cost of the original price i'll
second that but i'm not doing the math see i did the math but i knew you wouldn't mike so i didn't
worry about it any comments yeah yeah all in favor to make sure that we're not going to pay for the tariff i don't think i heard about the art he's going to charge tariff for it so well you're going
to pay tariffs for everything i just didn't think it would it would come home it would come so close to home i mean i know i'm paying more for things but you know you don't really feel that so bad right
now i'm like hey we're going to purchase it for 33 000 and he's going to pay for the shipping
is that how we working this out or we borrow i'm still confused 33 000 covers the sculpture and the shipping the tariff is 10 it's not included in that right of the cost of the sculpture and then
this will be permanently ours okay yeah because i was right there with you because i thought we were only getting it for a little while no this will be permanently ours so in other words change the value
of it is 130 something 132 000 the retail price if you were just to buy the sculpture any other day of the year it's 132 000 instead we're getting it for 33 000 that's correct plus the turkey and just to let you all know they have um an exhibit in miami which we are definitely going to go see it's it's new and it's huge it is it's it would blow you away multiple pieces
or one oh it's it's a like a wild couch party and it's this giant sectional of like huge animals just hanging out on lincoln road plus a few other pieces cool we got to do a zoom meeting susan frank
and i um with uh jesse who is the i think it's their daughter the artist's daughter or something
like that from their studio right there in sydney australia was absolutely incredible what a place to
work so cool but you could time right the time zone's way different there yeah yeah we had it
we hung around until about 6 30 which i don't even know it was the next day for them it was her morning
or evening yeah well what you say in the brain in their art to miami for are they yes it's there already yeah for a temporary yeah it's a temporary exhibit an art what they call the art baseball
whatever they call it no it's not part of that it's just a temporary exhibit on lincoln road miami has millions of dollars that they spend on public art let me bet it yeah because if they i was gonna
say if this shipping there are to miami they could put that with them okay and we don't have already
here this is the price not we're not doing anything else sadia no no no that's it that's what it

asslin and i'm on the nac board in salerno um number one i thought the important thing in any of this art was having to do with the history and i did not see history in any of these that was chosen um i i really feel that jim's work is without being in color and it's like too many things it's not going to stand out it it just looks like a jumbled mess from where i was sitting on the agenda there were too many other pieces of our work that were shown and i didn't really know what was one two and three until we got here um and i couldn't see history in any of them and psychedelic bright colors is not us it's not our fishing village it's not our fishermen but you had what you had to work with thank you thank you uh any
other members of the public okay any uh member comments nope staff comments briefly um friday at 10 a.m is the martin county centennial plaque dedication at the courthouse cultural center um so i invite you all to come there's also a really epic exhibit called timeless martin i know nancy could speak on that uh which celebrates all of martin county and i think how many pieces okay 60 something pieces so definitely would invite you to come on friday and 10 o'clock 10 a.m at the courthouse cultural courthouse

the street and they were uh giving everything a facelift over there so when i went over there to ask them uh what they were doing they were saying that the uh county was helping them uh do some uh face lifting refurbishing uh and uh the cra is helping pitch in with some funds and uh i asked them how do i go about it and they told me so i contacted uh jenna and uh she helped me through the process which i probably would have never got through myself so i'm very thankful for her and uh we just got started and what improvements did you do well we went ahead and uh improved the uh replaced all the softening fascia we did all the decking we did a repaint and a wrap with a hardy hardy board we rebuilt the fence in the back we went ahead and uh built a compressor box that was all rotting and we redid the whole barber pole and uh the barber sign um put up a new mailbox and uh that's about all i can remember so tell me how long you've been in business i opened november 1st 1972 so i'm going into my 53rd year and so we got three generations working here now my name is ryan bob's my father and uh brought me
into this about 25 years ago well i am aiden and i just so happen to be uh bob's grandson and the son of ryan as well so that's how i got involved with it it's definitely brought us all
a lot closer together i mean before i i didn't even know what i wanted to do and then i started here i started doing it as oh i'll just do this and maybe if i want to go to college i'll go do something else or i thought about joining the navy that didn't work out and then uh from there i just started building the clientele and just all these people would come in and they become like family i love
it i love being next to them too especially when i was my other work you know conflicting schedules so i never get to see them or nothing and now i get to see them every day and it's awesome it's nice being able to go home and you know go home and talk about our day and all that the shop so the cra investment
program i think is a very good asset because it definitely put a great facelift on the place which
really needed our business has been a real asset to golden gate area and their families and we're doing at least four generations now of you know personal people who lived in the area port salerno palm city and golden gate i think it's a nice place around here what keeps us going during storm
season it's not what it's who thank you we appreciate it it's the helpful neighbors the young guy doing a good job the extra milers you have a good day thank you man the caretakers it's nice to see

so as an entomologist i study insects bugs i specialize in mosquitoes and i've been working at martin county mosquito control for two years now i do like working with bugs but i do not like spiders i think eight legs is too many what i like most about this job is the ability to consistently be identifying mosquitoes and be working with insects which is my true passion i love being able to assist with public health because mosquitoes are a dangerous vector species they can be so it's really important that we keep a wrap on these and understand what sort of species we have in the area and what potential vectors they can be transmitting mosquitoes can multiply rapidly due to precipitation and things like tides so depending on the species so there's species of saltwater mosquitoes that rely on the tidal flow to hatch their eggs so as soon as water reaches a certain point in the mud bank it'll initiate a hatch off where there's a bunch of eggs and that will cause a ton of mosquitoes to hatch out things like big weather events so hurricanes rainstorms can cause flooding in areas and can cause containers to fill with water and that's where mosquitoes lay their eggs so as soon as they start laying eggs then they can hatch within a day or two it's very very quick their life cycle is and females usually lay you know somewhere between 10 to 100 eggs and one little clutch so it's very very fast and these insects usually have a quick life cycle so we're talking one to two days for the eggs to hatch and then somewhere between seven to ten days for them to go through their entire larvae development two to three days with pupa and then they're fully adult so within two weeks you go from egg to adult it's very very fast so it's very easy for these to multiply the most common species that we see in martin county is probably culex nigra palpis it's a flood water species that breathes in stagnant standing water so things like ditches or like small pools of water they will breed almost anywhere so they're really prevalent and they do transmit encephalitis so west nile st louis encephalitis eastern equinine but encephalitis and they lay egg rafts that usually have 100 to 200 larvae per egg raft so they're very very quick to breed especially in the summertime so something that everyone can do around their house to help lower the mosquito population
