I pledge allegiance to the flag of the United States of America and to the Republic of which it stands, one nation, under God, indivisible, with liberty and justice for all. Okay, approval of minutes. Motion? Motion to approve. Second. Any discussion? All in favor? Aye. It's my turn. Do you want to do it this way, Naomi, or do you want the PowerPoint? Any comments from the public? None. Do we have one public? Do we have any comments? No. Okay. You'll get another chance. New business, Arts Fest. All right. Naomi Felix, Office of Community Development Specialist. I'm here to present the Art Fest of 2024 for this year. Are you guys ready? All right. So this year, February 10th and 11th of this year, from 10 a.m. to 5 p.m., we'll be at Memorial Park. We'll have our own booth set up for this year. Admission is about $5, and if you're 18 and under, you are free. So this year, in partnership with the Martin Arts, we are doing a chalk walk. So it is a group of middle school children that are part of Martin Arts for a grant program. It's with the five middle schools in Martin County. It's to promote chalk walk that they've been working with each of their instructors. The instructor's name is, I'm so sorry if I mispronounce that, Jowanta Rothschild. Okay. So the students will be working with her, and we'll have an area for each of them to do those chalk walk art. So what I need from the committee is judges. So I'm looking for two judges to help make a – be judges. We would offer it out to the chair and vice chair if they're interested. If not, we'll move on to whoever might be. What's the dates again? I'm sorry. February 10th and the 11th. It's a Saturday and Sunday. When's the judging? It's going to happen the last day. So they're going to have that first day to start the work. The second day would be the judging during – the judge during the second day. Pray it doesn't have rain. I'm sorry? I just said, pray it doesn't have rain. For sure. Yeah. It happened to us a long time ago, so I'm not. I would, but I'm going to be out of town. Out of town. Okay. Do we have any other interest? Actually, not available. No. And I know Rex – Rich is not. Okay, where's everyone going? Is there, like, some special? So, like – I'm good. Did that. So I have Sadia, you said? Sadia? Okay. Anybody else? Cindy? It just depends on what time it is. Okay. Okay. Do we know what time it is? We do not. Do we? The judging time-wise? No, I don't know. I know it would just be that day. But what I can do is let me find out more details, and I'll reach out to you, Sadia and Cindy and Mike. Okay. Yeah, not for nothing, but you do know what February 11th is, right? Oh, yeah. Big day. It's a big, big day. Just saying. Yeah. So, all right. Let's move on to the next one. So, at the last committee meeting, we talked about having an art donation. Rich brought it up. So, what we did is we created a flyer that will promote getting more of those art donations, whether it's cash, sculptures, art pieces. So, this is the flyer, so I'll make sure I have it distributed at our booth. It has our own information there. So, along with our booth, we'll also have ribbons. We'll have art promotions, art marketing promotion pieces. I'll make sure I have certificates for those winning groups. And also, this year, we're going to have little tearaway cards. So, aside from judges voting, we'll also have the community also vote. So, we'll have that at our booth. With that, does anyone have any? Oh, here's the location. So, this is what we're going to be located. So, come look for us there. Oh, so we're on the inside. I thought we were on the street. Now we're on the inside. Yeah, we're more inside. I like that. That's good. All right. Any questions? Good. Yay. All right. You're soon going to take pictures of these? Oh, for sure. Yeah. I'll do it. I'll make sure to put it all over social media during the entire festival. And I'm also going to have, like, an after, post-art fest kind of wrap-up. Recap, sorry. Maybe bring it to us after. Oh, yeah, for sure. At the next one. So, the next one will be March. March, I'll make sure to bring it back to the committee. Thank you. Okay. Old business. Brown. So, as you all know, Elvis is in the roundabout right now. The Elvis has been removed. No. Elvis has left the roadway. Okay. So, we've been looking at art for Ryo for a while. We did talk about it last meeting when we went over our budget. I know that CIP is coming up shortly. Ryo does have a line item in their CIP called Creative Placemaking, which several of the CRAs have, Salerno being another one. I believe Hope Sound is one. So, I think that we will be talking to the Ryo NAC to see if they would be interested in joining forces again this time to support both roundabouts, which is really what we're looking at now. So, we've been working with our development team at Ryo Marine Village, and we want to install artwork in both of the roundabouts when they are constructed. So, Ryo Marine Village Project, which is located north and south of Dixie, is going to remove the one roundabout on Martin Ave that's there now where Elvis was, and it's going to replace it with two. One that will designate the entrance to the south project, which is the one on the water, and the other will designate the entrance to the north project, which is across the street and is residential, completely residential, whereas the south is a mixed-use project. So, we would like to utilize a call to artists to get sort of some of the ideas out there and get artists thinking about it. We've done that before. If you guys recall, we did it for the Cummings Library, and we may do it again for the Hope Sound Library, but we were talking about doing that. An RFP is a request for proposal, which means that artists would answer that call with their specific proposal, and that would include pretty much everything specific to that project. Nancy Turrell was here last meeting, if you guys recall, and she talked about using an RFQ way to do this. And after looking at both of those and doing a little research myself, I feel like a request for qualifications would be the right way to go for this project, and I'll give you some reasons why. It's a large project. It's probably going to be the largest one that AIPP has done, at least since 2016. And I think that it would involve more artists. I think we would get more buy-in from the artistic community, frankly. It's a two-step process, so it's a little more involved for us, because you would put out your RFQ, and you would say, this is what we're looking for. This is around, you know, our budget, and we're looking for you to come back and tell us why you would be the right group artist, single artist, or group of artists to be selected. And they don't give you their exact ideas at that point, but they do show us what they've done in the past. And that's the biggest part for me is to be able to look at what projects they have done and to hear from them the type of concepts they might have for this or what makes them uniquely qualified for Rio, for Two Roundabouts, for, you know, for whatever all of those things are. I think it's good for us to hear why a particular artist or group is the best qualified. And the reason I say that is because when you do the request for proposal, then you choose. So the qualifications piece gives us more information, and then there's a second part to the process, which would be the selection. So you would have artists that come in, they answer the RFQ, they bring us their qualifications, and then they're shortlisted. So let's say we get 15 responses, we shortlist to four, and then we hear the proposal from each one of the four. So then that's when they come back with their full-blown idea and conceptual drawings and the whole nine yards. And I just think that gives us two shots to get it right. So it's – and we know that that's tough. I mean, we had a selection committee for Cummings Library. They were folks that were made up of, you know, one person from our committee and then people from the community. And we can still do that. We can invite people from the community to come and score with us or have them, the community, do it. You know, we can discuss how we want to do that. But I think it does give us a little bit more opportunity. And this is big. And it's going to be extremely visible. So I think we want to get the right thing. Anyway, I'd love to hear your thoughts. Isn't the developer ponying up some funds for this artwork too? Yes. What's our budget? So they're going to give us, I think, $150. We have $10 that's left in our budget that was from the Dolphins. So that brings us to $160. In talking to lots of the artists and folks who do this on a regular basis, they said that is not even close to enough for two roundabouts of this kind of magnitude, if you will. So we will look to the RIO NAC. We could also go back to the developer. I'm hoping, to be honest with you, Cindy, I really hope that we can get a budget of, let's say, $300,000 or $400,000. I think that's what's going to bring some talent, first of all, and get people to understand that this is as serious. This isn't just a little, you know, we're not just. Are there any grants that we could go for maybe? I don't know. I don't know if they do grants for artwork necessarily. There are grants. I don't know if they're for this type of thing. It's generally more for, well, we are public. We can look at that. We can look at that. You know, my only problem with grants is that you've got a time limit. You've got very specific. And I don't know that we'd get it without telling them what it's for already, and we won't know. But we can look into that. I mean, there's National Endowment for the Arts. You know, there's tons of places that we can look at. Nancy can, I'm sure, recommend a few as well. Do we have a time frame on this? So that's part of the harder issue. So depending on what the artists propose will depend on when we really need to get it going because they're going to start the project. They'll start the street at some point, and I don't know exactly when that is. And they're going to need to know, gee, do they need electric in a certain place? Do they need water in a certain place? Where do we want to have landscaping? How tall is it going to be? You know, all of those things are important when you're planning construction. So I would like to get the RFQ to all of you for the next meeting and also to the other folks that need to take a look at it, which is the developer, and I'd like Martin Arts to take a look at it, possibly the, you know, community in Rio. I don't know. But I think that we need to get that out, and then that takes however long. I'm not exactly sure. My guess is, Rex, that we would be looking at, let's say, all of that goes to plan. We would probably be looking at doing some selection by the summertime, end of the summer. But how about the developer? When's he going to start? Well, that's changed. So, you know, I keep in touch with them all the time, and we're trying to get our timelines, you know, as close as we can. As far as the installation of the art, that's, I don't think that's an issue. It's just the, you know, the pre-construction stuff. Yeah, yeah. So we'll see what comes back. I mean, if nobody's proposing to do any, you know, computerized lighting shows, I don't think we'll have to worry too much about some of the infrastructure. Water would be the other issue. Yeah. Okay. Is all this going just to the local, or are you going to spread them all over Florida like you did before? Oh, this will go out to everybody. Absolutely. That means it can be from Orlando or Miami? Yes. Or from another state. Because last time we had somebody from Key West, you know what happened. Yep. Personally, I would like to recommend just the local artists. We have a lot of good ones in here. And they can apply. I don't want to lose money like last time. Neither does anybody. But we did fine with Cummings Library. So I understand the RFQ goes out. It's saying, okay, we have these spaces. We want your thoughts on these spaces, your ideas. You're actually asking for the idea. So they're not going to give us their actual idea, but they might give us some thoughts about, you know, what are some of their thoughts about their intended concept. In other words, you know, it's Rio. They have a history of blah, blah. It means river. You know, whatever they're looking at maybe is what they're going to tie their actual artwork to. Theme, perhaps, or concept. Yeah. And we ask them for, you know, I had mentioned in here, where we ask them to give us images and videos of completed work, relevant work, their resumes, references, a letter of interest that briefly describes their intended concept, because they're not going to give us their ideas. Right. That's where I was coming from. Yeah. Yeah. It takes too long for someone to put this. No, their background, their past projects, you know, to get a feel for who they are and what they've done, and do we think they're a good match for Rio and for what we're looking for. One second thing is planning for their installation. These are already built? These are around about? I'm not even referring to. No. Okay. No, so they're going to be on 707. I don't know if you know where Martinav and 707 is Dixie Highway. And Martinav is where there is a pedestal. It doesn't have any, well, it has rebar. It has rebar. We have rebar. And it did have Elvis, and that's sitting there now. That's another whole story. But the pedestal itself is quite beautiful. It is. So they're taking that away. And the street will just go right through Martinav, and then on two ends, and I don't remember exactly how many feet apart they are, there will be two roundabouts. Gotcha. So in order to provide conduit or something for these, pipe is inexpensive. Maybe the developer, that can be part of his contribution, is actually putting several sleeves in there. Oh, yeah, we're going to make him do that, too. Okay, good. All right. He said he would. That's kind of where I was heading. Yeah. I don't think that will be an issue. Okay. Great. The gentleman that I work with, his name is Josh Simon, and I think it's called, it's an acronym or something, something development. But he, the original, the bigger sort of over work over him would be Charles Modica, who has developed many things. Most recently, a mixed-use, well, restaurant, one, two, three restaurants on Love Street right down in Jupiter where all the, where the lighthouse is and the other restaurants. Yes. Yeah. Yeah. Been working on the project for six years. Mike always knows exactly what to say. A rebar's starting to rust. It's been there so long. I didn't know it was Elvis. Somebody put him in there. Pink Cadillac. Pink Cadillac. Pink Cadillac for Las Vegas. Yeah. It was awesome. Although, wasn't that one of the gifts he used to give to folks? Before Mary Kay, yeah. Yeah. That's where she got it from. Probably. Anyway, so that's what we're looking to do, and if you all would like to move that process forward, I'll have an RFQ ready for you to review at the next meeting. Do you need a motion? Sure. I make a motion that we have you proceed with getting an RFQ together for us. I second it. Second. Okay. All in favor? Aye. Thank you all very much. This is exciting. Just a couple of updates. I preempted you there, Rex. Sorry. Sorry. So, we did talk about field trip at our last meeting. So, I did go and talk with legal, Sebastian and Ms. Woods. You had directed us to look for a date to see how that would work, if we could go and visit some of the art pieces. But, because of sunshine, it's just really not something we can work out. Unfortunately, it's considered a meeting, and I'm sorry for butting it. No, please. Unfortunately, it's considered a meeting, and it has to be advertised. It has to be ADA accessible. And all of you on a bus or something like that does not fit that. So, I apologize. It would only be you in public would not be able to attend, and that's the problem. So, you are all welcome to go in your car separately and visit. But, unfortunately, we can meet at one. We just can't meet at all. We can't do a tour. So, I apologize. So, can I make a recommendation, since I'm sort of not knowing? Can we get a map of where all these places are so we can do it individually? Oh, my goodness. Naomi has done a superb job on the website. You can actually take a tour, and it tells you all about every piece and where it is and pinpoints its location. And if that doesn't work for you, is there something we can print for them? Yeah, I can print the pamphlet. It comes with that QR code, and I can get the map printed out. So, you can do, like, an overview map of it all. So, I'll make sure to... We could e-mail that to you. E-mail. That works. Possibly, in the future, go to these sites in our cars and then meet at a public place that's announced that it's going to be a meeting? Well, yes, you can... It has to be... A meeting is usually held in something... A room like this, because it also has to... The forum has to be ADA accessible. So, all... And it has to be advertised. So, all members of the public can attend. The pier at Palm City Patio? Yes. I mean, that could be something we could look into, yes. But it would have to be advertised that on such and such a day, you all will be there, and that the members of the public are able to come, so... That would be a good... So, we could meet at one site. Right. We could do that. Okay. But we'll send you out... We'll send you the link to the website, and Naomi will send you the map as well. And you can look at both. So, this way you can see... You can learn a little bit about the piece on the website, and then see where it is on the map. You know, options are, of course, you said you have a tour on the internet, on the website. We could just sit right here, and we could... Oh, we could do it here. I see what you're saying. Like a virtual tour? Right here. Okay. That way it saves everybody out of the time. That's not a bad idea. Okay, I love it. That seemed kind of obvious. Sorry, I didn't think of it. Thank you, Bert. We could do that at the next meeting. We'll bring that back to the next meeting. Thank you, Bert. In the meantime, we'll still send you those other things. So, in case you want to go in person, you can. And then we will do that at the next meeting. We can also advertise it so we can have a room full. We have a lot of artists that would love to see what's going on. Anything else? When is the next meeting? Next CRA board is February 26th. Next. And the next Art in Public Places is March. I don't know. So, the meetings are every two months? Yes. CRA board is every month, and then AIPP is every other month. Okay. Since it's part of the agenda, do we have any public comment? No? I have an artist that has applied. We have to come to the podium and state your name. Hi. I'm Jane Baldrige. You can pull it. Just to give you an artist's point of view, an RFQ to me is a way for people like you to know whether I'm qualified to take the next step so you don't end up in with people that cannot produce, even if they seem like they have a great idea, they may not have the follow-through you need. Oh, that's a great point. Thank you. Thank you, Jane. Members, any comments? Nope. Oh, I have a comment. I will not be here at the next February meeting for February. CIP, Cindy. We'll miss you. Oh, I'm out, too, then. Oh, no. Oh, no. No, no. No, no. She was first. No, warm doesn't count. Any other comments? Nope. I'm good. Okay. We'll adjourn this meeting. We're good.
