Go ahead and put they out of time and be efficient with everybody's time. What I'd like to do first is go around the table here and introduce everybody here, as well as any staff that will be for press-present. So let's start. Susan, let's start with you. I'm Susan Kelly. I'm the Division Chief of the Community of the Plan Department. I'm Helena Corolla, Director of the Planning Department of City at Jacksonville. Terrence Harvey, Office of the General Counsel. Tanner Pletsky, Transportation Planner and Staff Support. Andrew Powers, ECA for Counselor Rockman-Johnson. Reginald Blunt, Duval County School Board. Rockman-Johnson, Jacksonville City Council. Karen Newlin, Joint Planning Committee. T.R. Hangline, I'm on the Joint Planning Committee and I'm a lawyer at Rogers Tower. George Leone, Joint Planning Committee member. How many took the parent leader and a member of the Joint Planning Committee? Randy Gallop, Director of the Under-Government Liaison with Duval County College School. Any other school board staff here? We have our COF, Chief Operating Officer, Mr. Jim Colbert. Okay. All right. Principal of Anisha Alvindra. Thank you. So just for the... Principal of Anisha Alvindra. I'm sorry, say it again. Principal of Anisha Alvindra. Thank you very much. Thank you. So, just for everybody's benefit out there, the members of the committee are on this part of the table and the staff are over there. We're glad to have everybody here. I chair the meeting. But I want to... I want to open. If you have an agenda, as you see, three photos that you do is there's some stuff prepared. And so, as a meeting... Wait, can everybody hear me back there? Then, planning department, you see, or anybody from the city has anything beginning? Then go to the public. Operations. Obviously, we can ask questions. Presenting city staff, public, it's basically... I would say it's orders you should receive minutes from last Friday or Thursday. Second. From last Thursday. I approve approval, Mr. Chairman. I have a second. Second. We're approving the minutes. Supposed. Minutes are approved. Before we go to hearing from staff, I know Councilman Johnson wants to make a comment or two. Yes, sir. Thank you, Mr. Chair. I appreciate you recognizing me. In the transparency, I want to make sure for this meeting, I think it's very important that these proceedings should be as transparent as possible. Every way that the community can be informed, they should be in. The reason why we're streaming right now on Jax Plus, on the City of Jacksonville website, which is our council site, I believe that the Joint Planning Committee meeting, should have been recorded and streamed from the beginning, but I wasn't here for that change. There's also a J-bill, I think I know that the council has to relate, and streaming, and they can archive the information as it was. I think it's the only ministerial charter specifies for both as well, and we are streaming. If during this, anybody back there can't hear, just get our attention and say we can't hear. Mr. Gallup. Chairman, the JPC, the school district is here to present the bringbacks that the JPC had requested last week. We submitted, you had requested four additional items to make your assessment. Chairman Hayley, I'm not sure which board to go in. Legal memorandum from OGC on whether or not we're in compliance with the ILA, as well as the three components of the traffic study that are underway, the initial, and then also the response from our staff as well about the study. So, first of all, first item is, is you have a legal memorandum here from Officer General Council, so I'm going to go over that first, because somebody's trying to call my name. Oh, that's okay. He doesn't know where to be right now. Okay, all right. Go ahead. So, this was a legal memorandum from our Officer General Council in the school district, and they had requested an opinion on whether or not DCUPS was properly coordinating with the city of Jacksonville on possible construction of the new Venetia Elementary School. Officer General Council, they believe that DCUPS is following the collaborative process described in form of statutes, the amended interlocal agreement for public school facility planning, and Duval County School Board policy. Officer General Council expresses no opinion on whether the technical operational aspects of the DCUPS educational facilities fit with the city of Jacksonville. Under the authorities cited above, is the topic for the... So, you all have a copy of the letter there from addressing... Second items are the three components of the traffic study. You have the limited... ...initially submitted by Waits & Moy in September. You have the city of Jacksonville, Rossoville, and then you have our red line response... ...Moy dated October 6th. There is currently a traffic study of Roosevelt Boulevard underway. I have a couple of questions. So, when is the anticipated study that will be asked? Any estimate on that? I do not start with me to get that information. I ask for you. Okay. One other question. To what extent have... Has there been any... DOT which has, obviously, jurisdiction over US-17 or with the Navy? So, they've been working with Jim Knight at FDOT and submitted for an analysis of US-17 and Timmaquana Road signalized intersection. We will proceed with the drive and intersection evaluations, including the required background. You said something about they've been working with... They being our traffic engineer. Waits & Moy. What about the Navy? No indication in here. Sorry about the Navy. Okay. All right. Any other questions from the committee? All right. I don't think you need to walk us through the traffic study steps. So, you go... I'll have the three components to it. Right. So, you go to the next item. The next item that you had asked me. The third item that you had requested was a site plan showing the possible entryway and exits onto Timmaquana, as well as behind the Winn-Dixie along Roosevelt, as an optional, as a possible ingress e-reps, two copies here, and then a chairman of the... I'm sorry. What did I just ask? I have a question. What's the status of that alternative access... That's not alternative access. Additional access. Possible additional access. Our real estate broker is negotiating that with the private property owner of the Winn-Dixie property. So, like an easement or something? Yes, sir. Okay. But I can't comment on that because they're having to negotiate that with the property owner and the land ownership has just changed at the time. So, that's something that's possible but not certain? I can't give you an answer on that, sir, until we get that squared away with that. Other questions from the committee? Bringbacks regarding good site locations attended by the public. And lastly, we would like to provide to you a breakdown in the analysis that the school district prepared and conducted in order to come up with the conclusion of the Venetia site. First slide. This is the combined boundary of Ortega and Venetia. Total students would be 809. You also have 761. You have your live attend. These are students that actually live in the boundary and attend. And you have students that live outside the boundary. These would be your school choice students. These would be students whose parents under the state law have selected school choice and are driving their child to that school. You also have magnet students that are listed in green. Charter school students that are listed in orange. And special program students are listed in yellow. The one number that we cannot provide you is the number of students in this boundary that attend private schools. DeepDude provides to you the number of students that live within this boundary. All spec, we live at 10 at school. You're coming up with a total number of 809. Then you also have a, based on the live attend data for next year, you're looking at a total of 761. So this shows that they're that magnet school choice students. If you live in a school boundary, the parent and your child decide not to go to your attend, but you have to work. So you have a student, you have 244 students, you have 244 students boundary that are choosing to go to other schools. If you build a new Venetia, how many of those two? The 809 number at the top, 25, 26. That's the sum, 126. Anybody from the, yes, sir. Through the chair, is there any possibility, S, looking at the private school students that go to like the school data is, because it, this is your existing capacity versus proposed capacity. The Venetia's capacity is 468 student stations. Ortega's capacity is 340. Combined students does not include proposed capacity of the new Venetia, only a percentage of change. If you take the capacity of Venetia and Ortega, Ortega is the Venetia. But before 40, you're changed. So we're less than the 5% change. If you see on this map, if you see on this map, this is where all the students are attending Ortega and Venetia live. The dots within the boundaries of Venetia and Ortega, the purple dots are school choice students. Just as much as you have school choice students leaving the boundary, you have school choice students coming into the boundary. Early basis based on a 1.9%. Could you, you mentioned the 5% threshold is benefit. I was mentioned last week in questions from... This is an assessment of nearby sites owned by DCPS. So I wanted to bring back steps for plus the bus is to provide you alternative sites. That if not Venetia, looking at the neighborhood school distances, we measured school numbers and schools. John Stockton, 3 miles. Maquan, 2.1. Ortega, 3.8 miles. Fishweer, 4.2 miles. Sadie Tillis, 4.7 miles from Venetia. School to school. You can also see the boundaries. The first assessment would have been John Stockton. John Stockton has a site area of 11.66 acres. It is located in a floodplain. It is located inside a residential neighborhood, 0.7 miles. You have a school, if you were to rebuild Stockton, you would have to build the school to 1,250 seats. It would include ESC, BPK. There's 53% of the students live inside the boundary of Stockton. So another 47% are choice students coming in from the boundary. And there is a memorandum understanding with the city of Jacksonville for a city park on the property. That is used by the public. There's two tennis courts, playgrounds. School number two, Timmaquan. Timmaquan is a site area of 10.214 acres. If you were to combine this with Venetia, the students would have to cross the Stockton boundaries. It would be jumping boundaries. So they would not have a physical proximate to each other. The school would have to be built to an approximate 1,150 students with ESCB. Currently, 71% of the students inside the boundaries. 2% of the students want. And there is an MOU with the city at this site as well. We have a school district. The next site, Ortega. Yes, sorry. Councilman Johnson. I know you're fine. I just wanted to jump in. Will the boundaries change any time in the near future? No, sir. Any other questions? Yes, we're moving on. Through the chair. Yes, sir. Can you go back to the previous page? Timmaquan or Stockton? Stockton. Yes, sir. When you say that it's in a floodplain, I understand that. Is there any possibility if, and I'm just putting it out there, if there was a renovation process to make the school builder, make the school larger, that that floodplain narrative would have any bearing? I would have to defer that to a civil engineer, but they would have to take that into account. If it's already up, you know, your elevation. And a lot of these floodplain maps were non-existent when this school was built. So these floodplain maps. So that would have to go back to Timmaquan. Timmaquan would have to be built at 1150. Ortega. Ortega is just practically located in a neighborhood. They're allowed to use city-owned, but since it's not fenced in. Next site would be Bayview's site here at 7-6 Large Site. However, it also shares property with Lakeshore Middles Athletic Facilities. Students would have to cross three school boundaries. If this location were to be built and you were to combine Venetia, they would have to jump not only John Stockton, but they would also have to jump up. The school would have to be built in of approximately 1,000 students. Currently, 56% of the students attend Bayview live within the boundary. And there's an MOU at the city on this site as well for parks, ball fields, baseball, and softball. You also have an emergency operations telecommunications tower on site. Fishware. Fishware to the north, site number 5, is 3.756 acres. So it's similar to Ortega. It's a potion-stamped site. The area is too small to consolidate three to one. The students would have to cross four boundaries to get to it. It's located inside of a residential neighborhood on all four sides. The school would have to be built to 1,180 kids, which is a size of a piece of property. And of the student body, 44% of the students live inside the boundary. So you have another 56 who do not live with it. They are the purple dots. The last site that we assessed, City Tillis. Number 6, way down there in the bottom. It's 12.17 acres. The school is the furthest from Venetia and Ortega. The students would have to cross Stockton and Temapuon's boundary to reach Tillis. So if you were to merge Venetia with Tillis, they would have to jump two boundaries to get there. So those students would all be bused. The school would have to be built to 1,150 student stations to include ESE, VE, Pre-K. Currently at City Tillis, 79% of the student body lives in the boundary. So you have a really great participation. And so these are the sites that were planning to match. Which sites are in common? Questions on the alternative? Mr. Chairman, at that point, I believe I've addressed all four items that were requested of us from the committee. Unless there's anything that we missed. In part, just to refresh everybody's recollection of the board here at the lab. So the improvements at Venetia, the current plan. I'm sorry, I do not have that answer because of a site plan. I will need a site plan for it into the zoning for any public building that exceeds 40,000 square. That's what we're applying for. We're not applying for the permission to put a school on the property. We're not applying for the permission to build a building that exceeds 40,000 square. The zoning code. And in terms of the comprehensive. So improvements, the city's. Thank you. See, so, planning department. Hello. So I guess I'm going to give you an opportunity just to say whatever you're going to say. But you might say, hey, we're here to help. Well, just to clarify a little bit on what I talked about with the excess process. So that process will require a public hearing from the planning commission. And notice will go out to everybody within the river. Also signs will be posted. And at that time, the planning department staff evaluates the under the exception criteria and the zoning code. And one of those criteria is so it is a fact that we have the submittal and the actual closing that we can get against it. For everybody's benefit, so the exception goes before the planning commission. What's the plan? The planning commission is an appointed body from the mayor's office. Review that is then most items are forwarded to council for review. Exceptions only go through members. Are they city council members or are they, what are they? Planning commission members. It's a nine-member body and they are appointed by the mayor's administration. And they're typically like subject matter experts. There are certain requirements under planning commission membership-wise. There has to be a certain number of experts in that field. There has to be committee members, lays out, and identify. Are there public, I assume they have here all exceptions, 500 people show up? Do they have 500 people speak? Is that? Yes. The city of Jacksonville is. I noted your council at the end of your general council, the school board's general council road. As you pointed out, it said we express no opinion on whether on the technical operational aspects of the facilities plan fits with reency, which under the authority size above is a topic for the planning for all nations and new construction. You need to look at what the zoning and the land use is on the property. You know, are we building any, I believe a lot of this would also be geared for sitting of new sites. You know, if it was a new school construction down in E-Town or AGR land use, AGR zoning, and it's now having to be changed if you may determine consistency or we don't have to. I believe you should, but it's a recommendation. Consistency, can we, must we, what's the deal? So, termination of what complements you, but it's not your determination. I mean, one, subject matter. Do you guys, termination, but it's not the staff. Do you tell us something you haven't looked at, or do you think it is, or do you think it isn't? I mean, preliminarily, view of the occupants, but preliminary review, we find it consistent. I won't be sitting here asking. Go ahead, because I guess, I guess. They can't hear. I'm so sorry. So, based on the question that, I'm sorry, to the chairman. Yes, you did. Thank you. We're, based on Chair Ag, getting ready to, I'm sorry that I turned my back on you. You're sitting this way. And so, I just wanted to make sure, because based on what I just heard, that was when I had a question. But I just wanted to make sure that he did. Yes. I'm kind of in that same space, but based on what Ms. Prowler just said, the comp plan is being, but I disagree with, I'm sorry. And we know because she's, the data is not available to all of the data aren't here. But, again, based on what she's saying, we know that, but we can't, for the Chair. The question was, express no opinion. There's still some nuances here, so I'm curious as to your line of questioning. I did not notice earlier, and I would have done it. I'm Council Member Jimmy Public 7, the City Council. Thank you. Thank you, Councilor. Yeah, let me ask a couple of questions. 2.1.6 is public school located to provide direct access to collector-based systems. So, what do you, I mean, Timquana is arterial from 17 West, but it's not arterial or a collect east of 17. So, do you all look at that feasible thing and find some squishiness there, and why is it or isn't it, or does it not look at that too? Well, one is, their niche is already a school. There's new school sites. It doesn't require arterial or arterial, but the comp plan is trying to do policy as to isolate. It doesn't mean there. It gives you that optimal, there goes looking. In this case, it's an existing school. I will just tell you a concern that I have, which is the intersection at Roosevelt and Timquan. That's technically off-site. So, we don't have the traffic study that ties up everything. I commend the school for conducting a traffic study thus far. Coordinating with the city's traffic engineer, Chris Ledoux, and getting comments from him, and then responding. He will address that. Because we don't yet have, though, the final traffic study that addresses the questions and uses the methodologies and uses the models, et cetera, that Mr. recommended. So, when do you see the city addressing those kinds of traffic issues? Conception, construction plans? Well, generally, the court are received from the secondary recommendations. So, when they come in with their, so now the school knows what they, so when they come in through the civil plan, comments will be revisited. There might be additional comments. They will look at those traffic operational improvements and make sure it's understood what is needed for safety concerns. This will be taken, basically, to the next level of what type of improvements are needed. And that happens through the development services division. They're ready to get their plans. Submittal systems. Timing issues get a little bit intersection. Sometimes that concern builds and builds. Generally, through the civil plan conditions and traffic engineer, there's time frames done by that. I mean, there are mechanisms in place if that's what. So, there you're going to. I've done private school. Come in, but we always have to go to transportation. Show them in queuing. There's analysis. Very site plan. I think that's it. At the same time, we'll work with, we all communicate. I'll work together. Make sure we're on the same. We're that conservative. Once we actually have an application, a site plan. If the planners have a question, then they will report. So, I'd like to come in for private school zoning exception. Site plan. They've got them got it until, but like a lot of times, daycares and whatnot. In a daycare, we have a very small site. So, it's really going to depend on what that site plan is. But we have asked for it. And when an application comes in, all parts of our department will tell if transportation, engineering, and if we have an analysis like that earlier than a civil plan review, then we will ask for that before the exception. Our last recent zoning exception. Pretty, we also accept that. Okay, I don't have. Oh, I know. I wrote down one. Is Venetia in a floodplain? Have any more questions of the planning staff? Thank you all for being here, providing that input. So, at this point, unless the... Terrence, did you have anything to add from a legal perspective? If there's nothing else coming from up here, I'd like to go ahead, unless they're good enough to the public. So, I suspect we can hear most of you, but do speak up. Let me also ask, I was going to do this, and I didn't write it down, but I understand you're the principal of Venetia. Is there any statement I'd like to... I mean, it'd be great to hear from you, and you want to say, and I don't know whether you want to do it from Randy's, or sit, or stand. You probably need to stand, but I think it'd be great to hear from you. Yes. Hi. How are y'all doing? So, I have been the proud principal of Venetia Elementary for the last 10 years. This is my 10th year. I was assistant principal prior to being a principal for the 10th year, for two years. So, I've been at Venetia in that neighborhood probably a total of 13 years, because I was really close before that. So, I've been in the neighborhood for 10 plus years, and I will just say that, one, we're excited about this. We're excited about the new build. Our students and staff really are excited about the possibilities of having this new build in this area. One of the concerns, or one thing that I did want to say, was a lot of information or concerns about the safety. In connection to, our students do not walk on Roosevelt and Tim Laquan Road. So, that's something important to note, that they do not walk apart, but they're not crossing point. Not from Venetia, park at Mirabella. And based on school buses, they would have, but they, so that's concern for end of 10 years. Incidents line on Tim Laquan Road in relation to our traffic coming to the, so it does with a Venetia. So, traffic, concern about the traffic in the area, but the new build and how they built it with having more cars on the property, we feel like it will be efficient and it will move quickly. Even with the bus, the new proposal has a way that the buses can go on the campus and sit there versus them coming in. Again, the bus loop holds about four or five buses. So, then they have to come down and hang out in the street and then come, but it won't be an issue. So, what I have seen, and I understand all of the concerns, but the new build and the things that they consider with the build, we feel like will be sufficient and ready for the suit. I did want to talk about some of the location sites that was recommended, but I wanted to have exact numbers because I know there was a lot of conversation about our students not living in the Venetia area, and they do. Venetia is the closest mileage for every zone. So, for Z Park at Mirabella, any other site is long. Seven miles to Ramona, four miles to Bayview, five miles to Sadie Tillis, 5.8 miles to where we are now. NAS Jaxx, we serve the base students. If you live on the base, you're zoned for Venetia Elementary. We have about 35% of military students at Venetia right now, and so the mileage for that to the base is four miles. To Ramona, ten miles. Bayview, seven. Sadie Tillis, eight. And where we are now, 8.8. Collins Road. We pull a lot of students from Collins Road. So, the base, Ortega Hills, right across the street, comes to Venetia, the immediate neighborhood, and Collins Road. So, right now, Collins Road is split up in two schools. One side of the Collins Road Street is Venetia. The other side of Collins Road is Ortega. So, it makes sense to merge us, because then we'll pull from all of Collins Road. We have a large number of students that come to Venetia from Collins Road. So, that's about five miles from Venetia. Ramona is 11. Bayview is seven. Sadie Tillis is three. Three, and then Hyde Grove, where we are, is eight miles. So, I said all that to say, that location where we are that's listed would be the best for our students and where they are currently. We are thriving at Hyde Grove. Our theme this year is thriving and growing anywhere we are. We are a proud A school. We've been at A or B for the last 10 years since I've been there, and I have some wonderful staff members here today. But our teachers and students, they work very hard every single day. We show up no matter what's happening. There's a lot going on right now. But every day we're there, we're showing up for students, and that's what's getting lost in a lot of this is the students. Our students are ready to move back home, right? We've been at our new school site for three months, and we love the Venetia neighborhood. We love where we are. That's our home. That school has been there since 2002. Like I said, it's been an exit. And we're just sharing some of the concerns. I know there are concerns about even the emergencies during. We've had several emergencies. We have cars wrapped down the street in the firetrucks as they get through and service anybody that had a bus. A man having a heart attack, doing roof, roofing. They were able to get through, get that person. We've had lead during that time, during dismissal time. The emergency truck was able to get out. So I hear the concerns, but I also live it every single day. And I understand, again, some of the concerns we live in every day, and we don't see that in-house. Questions for the principal. Good, good. All right, thank you so much. The only thing I would ask is your staff that passed some information out to us. If you can make sure that I gave you mine, or if some of the public who would want to look at it. Yes, have them out there so they can see you. Great. If you have some copies for that, that'd be great. Okay. Okay. All right. Thank you. Any questions of the principal? Okay. Thank you. And first of all, I want to say something. Public, we've just come on the master's. We're receiving from staff, and I'm going to include that as staff. As a staff reporter. So we would, I mean, in our meetings, we haven't had such hard lines between committee and... This is not, we haven't established. The reason I'm asking, I just want, in the essence of the thing, everybody gets the same. Because as much as, and I have to say, I serve in this space for getting an A, so that everybody gets the same amount. No, the public can, I think we had, there's no time limit. Typically, in front of the council, in front of the city council, people are limited to three minutes. I would, you know, I would say... Not in the essence of trying to limit public, the fact is, there are a lot of people that talk, we want to hear everybody. Right. So I just think three minutes does sound, you know... Well, what I was just going to say is that we're not going to time you and hold our limits on you. I might, at some point, ask, but really, we're here to listen to you all, the staff's done. We might have questions of you when you get up, but we're happy to hear. Whoever wants to speak, how long they speak, within what's reasonable. I guess I think that I'm hearing, in terms of any more updates, basically... So I think that was asked, that I want to make sure that maybe that was missed. Yeah. Well, I suppose they're always good in the principal. I think, but from an agenda standpoint, I just wanted to make sure, up to your point, that's what I wanted to do. Would you understand? With a public comment, right now. Whoever wants to come up and speak? Yes, sir. Mr. Chair, I move the procedure of this meeting, that we push a public comment. Could be. That three minutes would, if ours would have been shared, I think. No comment cards? No. I move that there'd be three minutes for public comments, that way we'd get to everyone in their comments. All those in favor of three-minute comments, anybody against or opposed to what he's proposing? Any comments on, any discussion on three minutes? No discussion. All those in favor of three minutes, say aye. Aye. All opposed? Okay. Three minutes is the timeline. Susan's going to take the time, but I'll tell you that I'm not going to throw anything at anybody who's still talking at me. We'll be, we'll be, the chair is going to be a little bit taller. So, who wants to, who wants to talk about this? Yes, ma'am. I think you have to leave at three. So, I would love to deal with that first. Sure. So, mine is the wrong. First wrong is Cityside, which is, the big example that I have is Chafee Trail Middle. They have been plagued with the traffic service we did, did that, and that the city was going to come in and fix problems later down the line. That, those, a lot of those problems are being bring back. And the big thing about Trail Middle is that they don't create that problem. We're going out and got hit on on Sunday. A bigger CS bring back. They did the 1,200, and then when they were about it being addressed is that these lines are very convoluted. They, they're kind of misdrawn a lot. You know, like my 500 capacity, right? Just when they tried to close it, we found out that it's impossible for our neighborhood to fill that school. Our zone is so small, the max we can get in there is 250. So, when they, they do the stack, like 53%, 79%. The thing is, is that we can't fill that school because our zone is too small. So, that would, in my opinion, if you want to fill capacity, have a bigger zone. And so, my question with some of these bring backs is, I know that stack looks slightly deceitful because what, to make them more align with portions of the Venetia zone. So, like the closest apartment complex is Venetia Elementary. But, if you know Collins Road, the industrial side of Collins Road is attached to it. The residential side is actually attached to Blanding. So, they're being bussed around over here, which for parent involvement, I live close to my, my top school. Um, and I still don't really want to be there to volunteer sometimes because it's difficult. And so, we're asking these parents to go in a whole track of Roosevelt to go to meetings. I feel like, I'm not saying that by drawing a line, everybody has to go here. Like, why do we not? It's the original plan of looking at the zones, figuring that out first, and then deciding where everybody goes. Good comments. Um, Mr. Chairman, can I just, there's a question about the change you wrote, starting to provide some content. Hold on, just a second. So, um, rather than go into the person who speaks, um, I would rather hear from all the speakers first, come back to whatever notes or questions that the committee has. Hold that thought. I would appreciate it. I, our students, we want the best for all of our students. We're all here because we love public schools, right? We're all here on the same. I grew up in Venetia, my kids go to Stockton now, um, and we're up on the west side. We have family friends out, Chavia Road, Argyle, everything. I just want to point out, the west side is not where I grew up anymore. It is every single tract of land that used to be woods, they're all sold off. They're all becoming developed. I think it's clear from the way that they were trying to smash Venetia into like little areas, the whole west side has changed. We need different zones to accommodate for all of the growth that's happened over the last 40 years. It's like smashing other schools into different areas. It's just, it doesn't work. And saying that like Stockton has to become 1,200 or Venetia has to become 1,200 or whatever has to become these numbers. It's like look at the numbers of what, where we have families and students and put them in areas that didn't exist when the lines were drawn. Like the lines were drawn before developments existed. So like, it doesn't, it doesn't make sense. That's a lot of things. Can you state your name? Yeah. Sorry. Everybody should be giving their name address. Sorry. Caitlin Armstrong. Caitlin Armstrong. Okay. Thank you. And the woman who spoke before? Laura Garcia. Laura. In Ortega. Okay. Thank you. Unless somebody from here wants to ask a question. Go ahead. No, no. That's, I just want to make sure we have that, Mr. Chair. Yes. If we don't have comment cards, but we, maybe a way, do it. Let me, through the chair, point of information. Do we need, since this is a notice public meeting, do we need, and we can arrange for that, but based on your legal advice, do we need some kind of comment card to put out so we can get the address on file? We have a will, or we do. There is one, so that was that. That has the addresses on to make sure. So thank you, Mr. Chair, if they will, when they come, they can be free to say, if you've signed the signing sheet, which we hope everyone has done that, to say their name and the address is on file. Thank you, Mr. Chair. I'm passing this out because I heard the chair earlier put the green board. You may want to have more information. You could make a real recommendation. We have your name. Can you go to the podium, please, to say your name? So we can kind of formalize and process this. Thank you. The name is Nick Eshin. I live at Timmelwater Village next door. What I've asked around for the members there was an option. We can apparently make a recommendation subject to compliance with the comprehensive plan, subject to the traffic studies allowing development to happen. So that's one thing. Another thing, I kept hearing about all the distances from Venetia to these other schools. That's the wrong measure. As Laura just said, we should think about where the growth is, where the actual people's homes are. You're not going from Timakwana or Venetia to school. You're going from your homes. So let's look at those distances. If you look at all these little dots that were shown earlier, they're all down by Colleton's Road. And that means they're closer to Sadie Tillis. Chimney Lakes wasn't on this map, but it's about a mile away. Aren't we considering any of those sites? Now to stop. Go on and slow, but I'll leave time for others. Thank you. Thank you. Any questions for this gentleman? Okay. Next speaker. This is a quick comment. I commend you guys for going back to the drawing board on the queuing and hopefully utilizing this entrance and exit around the Winn-Dixie. But that puts a lot of the exiting traffic without a traffic signal. I think you're going to have problems there with traffic accidents. As parents try to turn south or north off of that, and it likely leads to, I think, sometime down the road, off-site improvements requiring signalization there. And that is something that I would urge to be considered as a cost factor. Thank you very much. Any questions? There's not a lot of other people speaking. Just what it's asking. Paul, if you have any questions. That's better. Next speaker. Jason Ferdy, 4606 Longville. My question would be, and I haven't seen it today, maybe it was in the previous room, actually, like, is this school set at 840, or is it going to have the expandability up to 1,200 still in the future? So that would be a question I had before you decide this. If you're deciding it off 840, but they're expanding it. And I don't, like, so I don't know. I've got to miss that, but I'd love to hear that. Thank you. Any questions? Next speaker. Thank you. So it starts now. Okay, go ahead. So the bigger concern here is the order of events that's occurred. And I am the biggest public school supporter, you will find, as a public school advocate. So by no means is any of the challenges, because it's meant to be a challenge to cause a problem for these people, which is a delayed process. The goal here is to provide the best facilities to all kids. And I feel horrible, it's terrible, the situation that the Venetia students and families are in right now, being displaced. But that's not, the cause for that is not the hurdles or questions or challenges being posed, because these children deserve facilities. They deserve adequate facilities. They deserve great facilities. They deserve a new bill that was promised to them. However, two wrongs don't make a right. Making a decision that's not the right decision for the whole of Jacksonville, for looking at where population growth is occurring, for looking at the surrounding schools, to make a decision rushably, because these kids are in an unfortunate situation, is not the best thing to do. We need to take that into consideration. That it's not these people's fault that their children are in this situation, it's the unfortunate planning challenges and the planning process that was used. What should have occurred first did not. There's no reason why an application couldn't have been submitted for these site plans. There's no reason why some of this preliminary work had to be done before these children were moved out of the school. They're out of Venetia very far prematurely. A lot of this process could have occurred while they were still in their home school. So that's just, that's a bad on the DCPS. And so making a rush decision because of that is not the right thing to do. I would like to point out, though, that this memorandum that was provided, it is an opinion, and it's a memorandum. This is in no way an actual judgment. This is a nice piece of paper provided by General Counsel, which I remind you is the same general counsel that serves both the City Inc. and DCPS. So the obvious conflict of interest exists, and the fact that even a general counsel with this conflict of interest that's raised on both sides still cannot express an opinion whether or not the technical operation aspect was fit. So that's, should be a red flag right there. The presentation showing the different locations, Venetia with the, I think this is the show again. I thought they're, it's the homepage. Well, the, I got it. That's good. So the other proposed locations that DCPS went over, proposed locations that DCPS went over were not the proposed work concepts that were provided by the community at first. Like Laura said, when we first heard about this Venetia expansion back in June, is there a problem? That was fine. It's fine. Okay. Alright, I'll wait till everybody else. We can have another, another few seconds. Can everybody else go on? Yes, I got it. Thank you. Laura was Sue Armstrong, Venetia resident, homeowner. So what's, what Laura was saying, Lauren was saying was, this all came about in the dark of the night. They moved the children out of the school at the end of the year. And on June 1, early June, we had a committee meeting for the Ortega school. And that's when they told us about the 1200 school plan. So that, and there were meetings that we had less than a week to notify residents of. And our team passed out flyers by hand in a hundred degree weather to our neighbors to let everybody know what was happening to their neighbor. Their neighbor. We have concerns. We love the children. We're not against the school. We, I want a right size school. It doesn't need to be 800. We, I've said this before about 20 times. Venetia, the size, a right size. Leave, your children can leave. We know what's going on in the back. This has been talked about two years ago. And this is just another. I am tired of having this in the back of my mind. I do not want to drive down to McWhorter Road. It's a two story warehouse looking. I want to see what is something similar to what's there now. Nice building. It's always been there. I know y'all are going to tell me we can't renovate it. But I feel they're old school renovate them or improve them or build something that looks like it. Also, pigmentary is being built. And it's not one of these pretty fab prototypes. It's being built by cinder block and steel beam. All things I wanted to address. Maybe. Maybe. Maybe. Oh, Misty Feller. I am a teacher at Venetia. I'm also a Duval County parent. I live at 2280 Tyson Lake Drive, which is actually in Chaky Trail Attendance Zone. Although my kids are now at 9-minute school. So, this did not come about in the middle of the night because the master facilities plan has been going on for years. I know because I was part of the Chaky Trail Middle School build. So the master facility plan has been on the board for years now. Also, I know the superintendent has spoke about this many times. Unfortunately, something no one in this room can control, based on the state funding, FTE, it doesn't make sense to build schools less than, I believe the superintendent said, say, 750, 800 is like the magic number. So, unfortunately, the smaller schools, we can't afford to build those in Duval County because the state is not funding us the way we need to. So, we've got to keep that in mind because at the end of the day, the students are the reason we're here. Students have to be first because they're educating our future city employees, our future presidents, all of our futures. So, we've got to keep them in mind because they're the most important ones. Who else? Let me make sure that everybody has spoken who wants to speak. That's the first question. Go ahead. Disregarding, first of all, the alternative sites that were brought out. Can you state your name? Can you state your name? Oh, hi. I do beg your pardon. Hugh Morris, 4140, Tim Aquanaro, a few blocks away. Regarding the alternative sites, number five is fishware. I would never want to see fishware be touched. I think there is a public park. I'm trying to remember the exact layout. Maybe it could be across the street. I don't know. But there is that acreage. It's like we talked about at Venetia, Stockton. And then number six is Sadie Tillis. That's, as the show, that's where the concentration, 295 Collins Road, that's where the kids are. That's where they live. And it would have to be a matter of a couple of minutes to get to Sadie Tillis site, which I think had a good bit of acreage. The zoning exception applied for something over 40,000 square feet, if I heard that right. This is proposed at 94,000 square feet, obviously well over double 40,000 square feet that is in the... Speaking of square footage, my Venetia colleague has informed me that the administration has said that they rip down the school. They build it. They build this thing. Cut the ribbon on it. You've got the school feet, 94,000 feet. Two years, three years, four years from then, you could be right back to 1,200 kids. So that's deceptive and it kind of rips the flimsy facade off of all of this discussion of the past number of months, if we're right back to 1,200 kids. I don't get it. I think proposed construction cost-wise is well above what has been... All the line items are added up. Every little line item. All of this is from one side by the St. John's River, the other side by 63 miles per hour, six travel lanes of US 17 Roosevelt. And the Amtrak train comes through there sometimes, it seems to me like 70 plus miles an hour. It's the biggest imaginable impact on our historic residential neighborhood. Time for questions. Who else has not yet spoken? Who wants to speak? Yes, I'm white. I am an army ticket on this. I really wish Councilman Rockman was in here so that he could hear it as well. I want to take us back to 2019 where this plan originated to where Venetia was always going to new build. Let's fast forward to 2026 when Ortega magically popped up on an agenda item to be for good. That rattled the community because it was like, oh, well, we didn't know that it was going to close, but it was on the plan. Unfortunately, that was passed back in 2010. So then that brings us to the community meetings that started in June. This entire conversation has been rooted in racism, microaggressions, and comments that some of you may not believe are true, but your implicit bias that you may not realize are offensive to the communities of which you... So I say all that to say, coming before this body, we are here on that experience, particularly where respective jurisdictions and collaborative intergovernmental jurisdictions potentially prolonging the displacement of students. While I understand the school district has already moved in and done whatever they've done, we are at a point now where what do we do now to keep them going into their new promise to the Venetia community? You see, there are no Venetia families because like the principal said, 35% of the families are from service members. Please do not confuse their inability to be here with their inability of not caring because they do care. They want a new school. They want fresh paint. They want to walk into a school where their air conditioning works. And I want to speak to another issue, too, as I close. There is a very strong presence of John Stockton. Their school is not being... The school board has said repeatedly, change in a few years. John Stockton has a very supportive PTA. A very supportive... When we advocate, you want to bring your resources. And I want to question and challenge that community. Why wouldn't you want to bring your resources? Blue balance has not spoken and wishes... Yes, ma'am. In part of my... I know that we're talking to people to high. It's kind of difficult. We have all the background information on what has happened from 2019 to 2019. So I know from where you said, it is very difficult. We aren't in the trenches with some of us from Stockton. We aren't in the Tewood that have been living with it. So what I would encourage many of you even... Is to... Ignorances. And there is quite a bit. Now, to echo you. And in the sense... Do I believe that... No. Has that thought influenced what was said? Stood? Spoken? Disresponded. In ways that... Even myself... I'm like... Really? Every question. The trees. The traffic. The dog park. The grass. And I have to ask... What else can they do? And it probably won't be anything. The only thing that they probably can do... Is make sure that they go black behind and stay on their side of town. So that they can stay... You know... And segregation is not necessarily a bad thing. But in this situation... Am I saying that every person... No, I'm not. But that has influenced what you see today. There are some in Venetia and Ortega... That would prefer that those students stay where they are. They do not want them in that neighborhood. Yes, it's going to change the culture. Yes, it's going to change the dynamic. And for something that I heard back in... I believe it was July. August. We don't want those bad kids over in our neighborhood. Well, from where I stand, bad is brilliant and determined. So I want all the brilliant and determined kids from Jacksonville to get an opportunity... To walk into the new Venetian. Put they bad there. Anyone else who has not yet spoken... Who wishes... So... I know a couple of you wanted to make additional comments. What we're going to do is what the city council and others do. Which is if anybody up here wants to hear from you on something... We can ask and you can come back up. But... I'm not going to ask. I go to people for a second time in part... Because it's 2.30 and in part... So... Is there anybody up here who wants to hear from somebody else? Question? Chair. I have a question for Ms. Armstrong. I have a statement for Ms. Armstrong. I'm... I can't hear you right. The... The... Senior Armstrong. I'm not one to say, you know, I just got on the board. This was a masculinity plan back then. I believe I'm here now so we deal with whatever situation comes. And the one thing when... When this came before us, before the board, I thought nothing of it. 1,200 students? Okay. You know, I just wasn't thinking that way. But when the community rang the bell and said we are very concerned, I am the one that called the meetings. And I'm sorry it was last minute, but I felt that you had a right to have a voice. And that's why I called them. And what did I say at the meetings? We'll have another one. We'll have three. Four. Whatever is necessary. We're still here meeting. Because... We... We do think it's important. So I... I... I just wanted to let you know that I recognize that. The board recognized that. And that's what we did. So... No... Nothing bad on you. But I just wanted to... For the record that we... We did answer the call. Uh... Another question. It was Armstrong. Um... I forgot your last name. Garcia. Um... Well, you don't have to stand up. I... Uh... We're the one that asked this. But I did have a question about Sadie Tillis. Because some of this stuff I did see before, I know that boundary lines were changing. They do this. I'm not in a room looking with the staff to see what they're doing. We get the product and we go through it. But the Sadie Tillis, what... Uh... I hear a lot that that could be an alternative site. And I'm asking the question again, what... If you can answer, why would Sadie Tillis in particular be a good alternative site? Uh... When I see this plan, I don't see 800 until today. I can tell you I don't go on. And Venisha, again... So, with all that being said, this is almost saying... Almost a whole total restructure of the master facilities plan. Which would cause us to have to do a lot. And I'm not saying doing a lot doesn't mean it's necessary. But this is a tremendous amount of work. Um... The other... The only other thing that I have with that is, um... I do sympathize with the community with the children in it. Some residents in Venisha say that they have children. And they are concerned about where they are. Now, this has nothing to do with, we're gonna build here, we're gonna build there. But this is something that has to be addressed and it has to be addressed immediately. And I'm on top of that. Um... One more thing I have to ask before... I don't... Does anybody have any questions? I don't want to hold. Okay. Before I... Before I get to you. One more question I have to ask is that traffic... Talk to the... The operations section. It seems like traffic is becoming a quagmire. I mean, I don't... I'm actually getting confused with who do you go to? When do they go to? Who's gonna prove it? When does it come back to the... I think we need to simplify that, Jim, if I can. Because I'm hearing a lot about traffic. I'm hearing a lot about the traffic study. Then I'm hearing if we push a contract forward to get the traffic done. Then where do we go from there? Because if the traffic study comes out that, well, you know, there's not as big a problem. Are we gonna fight this again? Or if it comes out that you're gonna have an issue, where do we go with that? So we're kind of like in a vice right now. Um... Jim, is there anything that you can explain as far as what we need to do when it comes to the traffic study? So a couple things. One, this is the earliest traffic study that we... Normally that would be termed in as part of the 10 set. When that goes, when the final design is. One of the things that really... We can't draw stuff from the city planning department. Traffic study will sell to the city from San Caruso at JP. It's still sitting on my desk from December. The city's still not ready to consummate it. That's why the project hasn't happened. So basically this board, it would be not good for us to make a recommendation on what we need to do to move forward until those studies come through. Am I right? Because it's like we're gonna make a recommendation, but their complaint is that there is not a proper study done. And what... So if this board is tasked with saying, well, this is our recommendation. Right now we will be recommending something that is not satisfactory to some residents. I think that we're... It's not required yet... Right. ...for us to do that. We did a traffic study early because of the issues of your community to get it... And thank you. I wanted to ask that for the sake of the public so they can actually hear it. The last question... And that's all I have. What's your question? Can I answer that question? Yes. There's a meeting of... Okay. Can you say... Thank you. Just to address the traffic study question and a question back to... But since this is a meeting of both DCPS and the city, I would imagine that FDOT has the modeling capability to model this. So adding 1200 seats to school or 800, even if you consider the site plan, you can provide that to FDOT, I would imagine that they would be able to model that. So spending the money with an outside consultant to model the traffic site, I would imagine that FDOT has the capability to do that. No? No. We don't. We don't... We have this committee. Not in this committee, but... Excuse me. The city does. Right. And that's what I'm saying. We're not FDOT. Right. But the city collaborate with FDOT. That doesn't... I'll answer that. It sounds really nice. That's not how it works. The outside entities, and usually, and I want to respect what is said through the chair, usually traffic studies are not done. I appreciate the school board coming in this early and doing the traffic study. I've been sitting on the land use and zoning committee since I've been on this council. And that's our land use and zoning attorney. So we have intimately been involved in this kind of thing. The way it works is usually there's an outside entity. And it roughly costs about 30, 35. Am I right in that? Roughly around 30. I think the last time I saw it was around $30,000 to do a traffic study. It's more than just modeling, though, just so you understand. It's a determined traffic study where they're going out into the communities. They're sitting there and they're taking the times, looking at different times, and triangulating the study to make sure we get the right data. I think in order... And this is a conundrum that I've had as well. I'm just telling you, kind of stepping out of this role. One of the issues I've had is like, well, why are we doing the traffic study after we've already approved the development? Because what are we going to do then? The development's approved. That's something that the law has kind of not... Something we're working on, changing the law. It's kind of what I do is here to change laws. But I think if we give them the opportunity to present to us what's going on now, that we may not need the traffic study just yet because, as was so eloquently said before, we don't know what it's going to look like. Right now, what we have is nothing that is set in stone. And as such, the variables are so all over the place. We can give you a real traffic design. Remember that a traffic study is not a red light or green light for a development to happen. A traffic study is what needs to be made. And then the developers or whoever the agency is or whatever that's doing the project, then they can sort of look at their cost. But it's not like, it's like, okay. I'm there. Yes. So what control, what companies are now, I'm not dismissing some of these up to making sure where traffic, where they could look like a whole horse before we put in a car. And we're providing information. And just like I heard it being said that, well, you know, it doesn't look like we're doing a good job in really assessing what's wrong because of what has happened to all these other plans. Well, that's really apples and oranges. And to the comment, thank you for sharing that because I don't understand. It's not that we're trying to not be transparent about it. Again, we're going to introduce myself. Many changes that the district has told, say, hey, giving, but then giving that buy-in back to them to make the decision. Who's going to make the decision? Who has the right to make the decision? And what are we going to make the decision? Right? And so I want to say to them together, at the end of the day, whatever is going, be very clear on what the process, right? Because a lot has been prompted. We're trying to hold accountability. We cannot erase from the master facility and to where we are right now, there has to be a meeting of the minds. Why did it change? Why did we go to a different direction? Because right now, these families in Venetia are trying to figure out who are in another building right now. Where do we go from? In terms of our recommendation, to be honest with you, again, in terms of what our role actually, does that make sense? Because at the end of the day, we have to decide exactly what we're doing here. I'm going to be honest with you. Because I remember what was said and what was to be done. And now we're talking, now we're getting granular. So I just need to know my question, because I said all of that just exactly. I think some people are even because of what our committee does. What exactly are we being asked? We have been asked, and by the city, to make an advisory recommendation for moving forward, not only with other schools, an advisory recommendation as to work them moving forward. We want to carve out Venetia and make a qualified recommendation on that. We can do that. So we recommend that they... We've been asked to delete them, but I also don't want to hear any. I'm asking if anyone wants to... Okay, we'll close a public comment at this time. Second? They're answering questions. But as long as we can... Of the public comment. No. Of... Questions to staff. There are questions that... Yes. Our public comment. You can ask any questions. And I want to make sure that we still have the time to be able to... Absolutely. Absolutely. We're only talking about now closing the public comment. We could even ask one of them to come up if we wanted to. Exactly. But we're closing the public comment. Everybody okay with it? Second discussion, all the public comment is closed. But with that, we're now back into committee. The speaker's a conditional plan. The traffic step. I definitely have been guilty as so as well. Just the council and give us the... Sure. Sure. So where you are right now... The recommendation that your chair has been... Whatever you're recommending... All of the conditions that doesn't have context here to... To the suggestion that a traffic study at this stage is not staged... Have been for a preliminary site plan. The entire master facilities plan will make some other considerations. Just looking around to see if anybody wants to follow up. I think he had a few more... Before we vote... Sure. One of the questions that came up was... Board staff is currently set at 840 for the SS number. Is that... And the gentleman asked, and I wanted to know that as well... Is that... And one thing I want to put... Capacity is not enrolled. Make sure we make... That is not the same thing. So just because we say the number doesn't mean... The 840 number. Will that expand? Are there plans for expansion of that? Is that the number that we're saying? I've stated that anytime you build... It's expected that there'll be an area of that school that can be expanded. That's any of the schools that we have built. There's an area that if needed in the future could be expanded. But that once again would have to come back to the planning committee. Go back to the board. All of that stuff. But in the state of Florida... You're expected that when you build a new school... That you have the capacity to expand it. And through the chair, when you say expand... You don't just mean adding additional SS's... But literally in the physical plan of the school. That means you can put another... The next one through the chair... There was a question that was asked... I'm not going to answer it because I'm not a lawyer... Like some people in this room are. But I do want to ask through the chair... Through one lawyer to the other lawyer... I heard that there was a conflict of interest with the Office of General Counsel. I want, if you would, to explain... I'm going to say it in layman's terms... But I want you to explain it legally. That is not a question that is even rooted in any type of... There is no such thing as a conflict between the General Counsel's Office. And the reason being... It is the glue that holds the consolidation of this city together. And has done so since 1968. And it's actually somewhat offensive... Because the attorneys of the General Counsel's Office are... They're all barred. And so it would go against their bar license... If they were to not take on the interest of the appointment. Legally, Mr. Harvey, if you could explain to me... Why there would not be an interest... A conflict of interest... With the Office of General Counsel... Representing both of the agent... Of both the city... As well as the school. Well, ultimately... It is our charge... Inside of that office... Are responsible... Consolidated. And so for any council... That is assigned to them... To make sure that the Inter-School Board... Is taken care of... Just like that would be for... Within our office... We do have... When conflicts arise... Personal conflicts... Consolidated government... Is our client. So each one of those... They are all... Thank you. That persuades some of those concerns... About conflicts of interest... Finally, Mr. Chair... There was a question... I want to ask... These are my two final questions... The first one is... Looking at Venetia... There were certain questions... That were asked about... The facility itself... We're dealing with some of those things... Right now... I don't even have an office... Right now... Because of some of the... The fact that we're in an old building... In City Hall... Is it even possible... To... As someone said... Go and... And I... Not to trivialize the comment... But spackle the walls... And put in some new desks... Why is it a need... To build a new facility... From ground up? So basically... There's no mass facilities... We looked at buildings... Venetia's one of those buildings... That's very old... Doesn't have ducting... Lots of areas of the school... And it just went... That's more money... Than built in the ground... And we have to say... The school itself... Doing the research... That I've done... Was built in 1942... As such... That neighborhood has changed... Tremendously since 1942... So yes... There were beautiful... Tree-lined... Canopy streets... And what have you... The essence of understanding... The city of Jacksonville... Didn't exist until 1968... In its current... Consolidated form... As such... The communities that were built... Prior to the consolidation... Of the city of Jacksonville... Would not retain the same character... And additionally... There are... Tens of thousands... Of more people... In the communities... Surrounding that... That would need service... From that school... So unfortunately... That would not be something... We look at... Intelligently... And spend... Yes sir... Even DOE... Ultimately has final say... In whether or not... The school district... Is even allowed to demolish... The building... All the way down to... Thank you... Last question... There was... The term... Abused... I don't know whether this is... Or not... To get shared... Leave the school... Right-sized... What is... Is that something... That is a... And I'm just... Understand... I heard some of the community... Say right-sized... Is there a... Right-sized... When it comes to that... Is there right-sizing... Is that something... To look at... Where it comes to... Like the size of the school... A full... 500 students in it... More money being allocated... To that school... Things like that... Than is from the FTS... At that school... So that means... Your basic funds... Other students... Fund the small school... Ask the schools... That are right-sized... So that... The students that are there... Can actually... You know... The staff... Last question... That one was mine... That was for the community... This one is mine... With... The master's facility... Master facility... If... Decides... This body... To remove Venetia from the list... Which... Is a possibility... And vote only on those... Other schools that are on the list... Exclude Venetia... To... Study it more... To look into it more... What does that do... To the timeline... That the school board has... To move this entire project... To move this entire project... Mr. Harvey... Based on your... Based on what he just said... Through the chair... To Mr. Harvey... Legally... We need to walk up out of here today... With a determination... To get... That is a determination... That... Provide a no recommendation... You can provide... A no... A no recommendation... Or... A no advisory... And they can still be able to... Recommendation... The school board... I have... Um... I understand... It's... It's... It's not yet time... To deal with traffic... It's approved by the city... I understand that... But... Those are two... Serious issues... We don't say anything about them... In our recommendation... That our vote is... Largely... Just... Symbolic... Those things... There's a... I would want... Condition... That... We also... By the city... Three things... Motion... Supporting... The Venetious... Plan... But stating those things... Even if they are... Planned to happen... And proposed to happen... In the course... At least... Our motion... Recommendation... Those are three issues... That I have... I would like to... The chair... Are you saying that... With... Personally... What I would... I would like to hear... But... She's... If I'm saying something... That's stupid... I'd like to hear... I understand that... The... Requesting... Are going... They're... To happen... And I know you want... It sounds like... But... Since this... Recommendation... Boarded... To the school board... I want to make sure... That... If you're going to... Move forward... No... I don't want to slow down... I just want to make sure... That's part of the motion... If the... Yes... The timing is prior to approval of construction... That way... It's not forgotten by the board... I think... In this motion... I like what it said... I do... Within... From us... I'm willing to sign off... And say... Whatever the form is... I'm fine with it... But here's a very specific concern... For example... If it ends up... That the improvements... To the intersection... In 17... By the time you get to... Approval of construction plans... There's tremendous pressure... To go forward... With the construction... And... We'll figure that out... Somehow... Or we'll set those improvements... You know... For five years down the road... That happens... That definitely... And so... I just want to make sure... That things... Up of everybody's mind... School board... And city... Approvals come before them... Because otherwise... Believe me... Something can get left... At the wayside... Let's... Let's be... That road... I think... I've been looking to try to find... TPO... I do... I know it's a state... So I know... We don't have authority over it... But I know it's coming... When it is... Because some of the TPO... Which is the... Transportation planning organization... That decides... What state right now... That is... One of the... The chair... These things in there... Does that change... The order... In which they're done... Since they have to be done... Anyway... By the prescribed method of... It would not change... The... It changed the view... When they... Would it be cleaner... To do a letter... Versus... Promotion... Or would it be... Which would you recommend... From a legal... And planning... Stand point... Provide a letter... With your general concerns... As to... We agree with... Some of the concerns... That were brought up... By the community... And with this... Body has... Adopted... Bring... Awareness to you... Remember... Conditions... Or this recommendation... Onto... The school board... So... A letter... Addressing your concerns... Would carry the same information... Over to you... Conditions can be... Prospective... This thing... Has to be done... Before something is done... I'm thinking... In the planning... Commission order... On the exception... They could easily... Well... First of all... There's going to have to be... Consistency exceptions... But as to the two... Traffic issues... That exception order... Could have in it... Conditions... It may or may not... And the planning... Commission isn't used... To those things... But I want the planning... Commission issues... That comes before... Yes... Not this body... Correct... So... When that does come... Exception does... Those are concerns... Commission... All I want to do... Is be able to... To the plan... If that's in the form... Of a letter... Fine... But... What could happen... At that meeting... Is somebody stands up... And says... Well the joint plan... He already approved... Brought to us... The letter together... With your concerns... But that... Maybe... Nine months... To a year... After... That if there... Any issues... Arise... That there will be... Some type of... What that would look like... To reexamine... To address... Is already going to happen... I'm just saying... That... In the event... That this is an issue... I already know... Playing to the city council... What's going on... That there will already... Be an entity... To follow back up... Provisal... Maybe six... Nine... Twelve months... Is what it's supposed to be... If any issues arise... So in other words... It does... We're already... We already have a provisal... That somebody... I'm just asking... Is that even legal... Or not necessarily... We're not telling you to do that... We're just saying... That that... They will already say... Okay... Because that's what I'm hearing... From the community... Is that... But then issues come... And it doesn't seem like... They're getting addressed... Before any problems... We'll already... Have an entity... That will go out... Six... Nine... Whatever... To look at... And that entity... We're stepping... Gotcha... Gotcha... Gotcha... Well... What you're saying... Because you... Unbeknownst to you... You just said... Because... What many in this room... In other spaces... What about traffic issues... You know what we're told... Well... DCPS doesn't deal with that... That's the city... Then we talk to the city... And the city says... No... DCPS... So there's like... This ping pong match... Going on... So... So for clarity's sake... If there's a traffic issue... Who would address that... Once... Construction... And everything is completed... Who... Tackles... Whatever the issue is... So... Traffic section... You're talking about... A traffic concern... That's queuing... And things like that... Depends on... What... I'll say this... You're talking... This or not... Traffic is going to be... Addressed or concerned... Their development process... Address... You're talking about... Asking for someone... To come back... Nine months... To handle... Or to address... Those kind of concerns... I don't know that... This body has the... To regulate... Or to manage... To bring to your... Because he's concerned... I'm hearing my chair... Have this concern... That... In the event... There's some issue... Who would handle that... Because that's why... I said you didn't imagine... Because... In other spaces... In other situations... Ping pong... It comes to traffic... And children dying in the street... That's why I'm bringing this up... Those redevelopments... Isn't a hands off... Just... Correct... And that's not what... When they go through... Their exception from... Uh... Services... View all of those concerns... And that's all... I'm asking... That that be emphasized... And when I... Vote yes... In some way... If not by a condition... That assistance... Acts on... 17S... Another thing... To keep in mind... That Susan just brought to... Prop... Just... These can pull... Venetia... And add those conditions to it... Then... Optically... About... The master facility... You go with a memo... And make it for... The entire facility... So no... The only... Venetia's not the only one... That we have... Type of training... One may... Wants to make a motion... Prove... Memo that... Motion to... Create the memo... With the recommendations... That we have... Of the concerns... Right... Chair... Yes sir... So... The master... Right... As presented... As presented... With... Memo... Address the... Yes... To make sure there's... Three points... The city... Consistency... Determination... Consistency... The traffic study... That... Deep traffic... Is... That the final... By the city... To go to... If we were to say... The city traffic engineer... That's fine... We don't... We don't... The master... Facility plan... As presented... Prove... With... This is a memo... That goes with... So that's the motion... I... That... I'm just saying... That... As you're making... Well I think... No no... He's making it... I'm making it... I'm just saying... Cause I don't know... When I cut him off... So I'll probably... The motion... Is there any further... Discussion... Clarification... Needed... Terrence... Whatever... Any further... Discussion... On that motion... All those opposed... I want to... And I think... All of us... Who are in city... Government... What I want to say... Is obviously... This is... This area... Where Venetia is... Which is probably... The biggest concern... We have here... Is literally... Across the street... From my district... So a lot of people... Who live in my district... As council member... Attend the school... And are... Part of that school... Community... What I want to say... Is... As was shared... Earlier... By... Mr. Harvey... As well as... Mr. Hamer... Um... This is... Not the end... Not the end... But... Seriously... Talk to your school... There's still opportunity... For your voices heard... Um... And this is what... Good government... Looks like... So... Thank you for being... Great civic citizens... And being here... But just... Thank you... Mr. Chair... Oh... Randy... This is more... This is more... For staff... And for future planning... For... For... In the 2027... We are going to need... To schedule... A... Approximately around... April... Next year... In 2027... So that we can get... These future plans... In front of you... Before they're voted on... By the board... And have that meeting... At this location... Same side... But I would like to go ahead... And get both of those... As far as... So we don't forget about... Anything else... If you... If you've not signed in... Please do so... Because I'm going to be on... Everybody's mailing list... And get everything... Anything else... From anybody up here... To the chair... I'd like to say... We already have an... ILA team meeting... Scheduled for February... So... Okay... We definitely want to do... The... So... I don't want to... I don't want to... Anything else... I really appreciate... The committee... And the patience... And the time... Really appreciate it... And thank you all... Very much for coming... Thanks for everything... Thank you... Adjourn... Thank you...
