good afternoon everybody um first thing i'd like to share is that the projects that we applied for last year the 26 projects were all funded in full so we have received those agreements and those will be going through our process for execution at the city level so you'll see those listed under 2026 on that top sheet that you have in the handouts of one the the spreadsheet with the yellow and orange cells on them so as a reminder those three that have been approved were downtown dredging sisters creek transient facilities the bathhouse in particular that's a like we're chopping that construction the two phases and then the tk stokes boat ramp bulkhead design project so those were the ones that we that you all asked that we apply for this past year and we just received word um just just a couple weeks ago that we are receiving those and but this sheet kind of shows you all the all the active projects in recent years and i like to show it this way because it demonstrates how design projects which are in yellow have to graduate to a construction project eventually those are the orange ones so we can kind of see that that flow of projects as they advance over time um so you'll see um the projects in 22 the yellow ones uh the hands chance tansler marina project that was a design project that fine funded but that's a 36 million dollar project there's no way we can afford that with fine because of the caps so city council has already funded uh 12 million dollars for the first phase of that marina development and we'll have to go back for future allocations of dollars for that one so that one for construction wise we'd have to bite that marina project into smaller pieces and use all the money every year or we can ask city council to fund that and we can go after a bunch of other projects that's the way we've been handling that project so that's why you don't see that as a uh construction project down the line here posberg creek um that was a design project in 22 and if you look down in 25 we received the construction dollars for that and that one went out to bid recently we had to reject all bids but that will be be re-advertised soon and so um we'll be breaking ground sometime next year on that project mike mccue boat ramp why were they rejected uh there was there was a protest by one of the uh we had 14 contractors respond to that that project which is awesome we don't usually have that many but there was because of the competitive nature of it they were debating some points and they found a discrepancy within the advertisement that went out that our procurement division decided okay the only uh fair way to resolve that was to reject all bids and put it back out so wow yeah so we were losing some time on that but we're gonna we'll do it right um since it was deemed a legitimate thing so it had to do with like qualifications for some of the work and one place it says you had to provide another place said you could provide it later so it was like well you know we rejected other people that so anyway went above my head and uh they made the decision so that'll be going on like i said it will be rebid and procurement can get through their process and get back out there the mike mccue boat ramp project that one is complete not only designed but construction is now done and that boat ramp has reopened as well as the oak harbor bulkhead that was done a couple years ago and open and the thomas creek fish camp adaptive kayak launch that was completed you'll see that's only listed as design but it was actually constructed using cip dollars so that was not constructed with fine dollars only designed and working our way down to 23 so sisters creek and the downtown dredging project were new designs that year and those are the two that i mentioned were funded this year in 26 so you'll see them turning from yellow in 23 to orange in 26 24 we had one new design project the wayne b stevens boat ramp improvements and that is one that will be on the recommended list for this year so we'll be talking about that one shortly 25 i mentioned pottsburgh sidon park developed that's a new passive park on the waterfront off heckscher drive so that's a new design that just kicked off and you know we're we're advancing that design right now so it won't be ready for this year for consideration we need more time to finish that design and permitting but you'll see at the very bottom projected for next year i anticipate stein park will be on the it's just east of 295 if you're familiar with the gate station there it's about a quarter mile due east of there on the south side of the road yeah yeah yeah it's a tight spot for the kayak in it is yep yep and let's see so i mentioned the 26 projects so that brings us to 2027 so what are we recommending so if you flip to the next sheet this is our staff recommended projects so the first two are continuation construction projects sisters creek dock extension i mentioned previously that the sisters creek dock transient facilities project was funded this year but because of the scope of the project it included the big bath house that had showers and laundry facilities for transient boater use as well as 500 feet of of transient dock that overall package of projects was like six million dollars again that was too much to fit into last year's project with the other things that we wanted to do so we chopped up into two so we're what we got funded for this year is to build the bath house building and then the access pier that would go out to the water and we'll just it'll just be an observation pier people could fish off it until we build the the dock so what we're suggesting for this year is to go ahead and ask for the money for the dock so that'll be the 500 feet of docks and the gangway that would connect it to that access pier that we've already got money to construct so that's the first project on here you'll see that's a two million dollar ask for a total project value of 4.4 million when you add up coj's match the next one is the wayne b stevens boat ramp project again that was a that was funded for design through find a couple years ago in 24 and that design is nearing completion and permits are pending so we'll have that all wrapped up by the eligibility date next next summer so if you recall that project um so wayne b stevens if you're familiar there's the main portion of the park where you actually go into the entrance driveway and there's multiple ramps and docks and a bath house and trailer parking and we've enhanced those facilities in recent years we replaced the access piers and the floating docks and and the lighting and the pro in the park and put a little lipstick on the the the bathroom that's there um but if you recall the the road that takes you to that driveway is ortiga farms boulevard and it's a dead end into the into the water um so we have flashing red lights there you know to prevent people from running into the water every year but there is a there's an old ramp there that may have been the the first ramp before the park yeah before the park was built next door um so it's it's uh actually let's refer to this um document with the uh presentation slides i'm sorry i didn't because i'm talking about these projects now so the first one was sisters creek you can see where just a simple diagram showing the location of the bathhouse which is phase one that's funded now in phase two which uh we're proposing for this this year's applications where those docs would go and the next page shows the uh the more design uh diagram for that but flipping over to wayne b stevens to get me back on track you can see in the images um the map on the right you see the outline of the the traditional park space but the right of way which is city control too is the end of ortigo furnace boulevard goes right in um to the uh is that fishing creek right and uh and then the pictures to the left there you can see the condition of the ramp it's it's it's in real bad shape busted up cracked um we sign it as hand launch only just because it's not it can't really handle uh trail rail or trailable uh vessels there and you've got the boat ramp facility right next door so there's really not a need to push the envelope um what our intentions originally was was to restore that boat ramp um but once we kicked off the design of this project uh we discovered that jea uh sometime some some some years ago had put a force main directly under the boat ramp crossing the river which which uh prevented us from replacing this boat ramp um because of the setbacks in the you couldn't we couldn't jeopardize that that force main so we looked at all sort of creative options here and nothing was was really a good option it was going to be very expensive to do something that could make it work and like why are we trying to force a you know a round peg in a square hole here so let's reconsider obviously we have boat ramps already here and and there and they work well yeah and we've got you know the capacity is there but something that we don't have is a dedicated kayak launch and a fishing area so usually fishing we don't you know there's an ordinance that says you can't fish within 30 feet of a boat ramp and you're not supposed to be float you know off uh fishing off floating docks so we're like well let's let's create a recreational use that the park doesn't already have and that could take some potential you know eliminate some of some potential conflicts at the the ramp area keep the kayaks yeah so we're the the plan has uh transitioned to uh converting the ramp surface into a kayak launch surface which wouldn't require you know a lot of um you know any work that would be jeopardizing of the force main below and then converting the um access pier um you know removing the the the floating dock and converting that access pier into a fishing structure so if you flip to the next page you'll see a the design sketch for that and what we're also doing is you know right now it's it's asphalt all the way down to the river and then there's some rubble and then you hit the water so we're going to put some additional revetment to stabilize that shoreline we'll add a grassed area to make it more park like add a a pad for a picnic table and accessible pathways from the the parking lots and the ada a new ada space and they can get access to the fishing structure as well as the kayak launch area so that's what we were able to salvage this project by you know creating this um you know more uh you know this this uh alternative use which i think is a good public benefit um so this let's see which i remember right we're going to be adding on top um you put basically geocell like uh uh think about basically a big um plastic uh think about like a big plastic accordion that when you pull it out it creates all these empty cells and they they stake down all the corners and sides and they fill it with gravel so it's it's stable and then you've got a a um reliable surface on top that is slippery right yeah it'll be like yeah it'll be gravel material inside this that's what you're walking on and the cells are there just to keep that from shifting around and it's going to go on top of the broken up yeah okay yeah i think there's there's some cleanup involved with the existing uh so we can have a nice smooth surface to put it on but uh but right yeah that's the intention yep um and good thing is we're able to because of the concerns with the the pipe down below um they're able to reuse the the piles for the floating dock as a support structure for the terminal platform of the fishing pier yeah so again another adaptive reuse we're minimizing our ground disturbance below because jda is very you know concerned and protective of that as as they should yeah so this is the vision for wayne b stevens again um we'll have the design and permitting completed uh next summer so that is a project that's ready to move forward if you all support it flipping to the next recommended project st john's marina boat ramp replacement so this is our down our only downtown boat ramp right next to the acosta um east or i'm sorry just west of friendship fountain where the new tower building river city brewing used to be next door it's a redevelopment site there's going to be a big tower that's now under construction and the boat ramp is currently closed because of the construction of a tower they've got big cranes that are going to be out there and it's just going to be it's unsafe to to keep that public use at the same time but while it's closed um i mentioned we have got the downtown dredging project funded this year so that area is one of the spots in the downtown area that will be dredged but but while it's closed we wanted to take this opportunity to do some enhancements to this to this ramp while we're you know while it's closed so the if you recall years ago there was a request to dredge and lengthen this boat ramp we could not do that project at that time because the adjacent bulkhead on the east side was of unknown design criteria we didn't know how how deep it was how old it was there's no as built so no engineer would authorize or sign seal any kind of dredging permits or design drawings for this project so at that point we just used a little bit of those grant dollars and did a a minor uh scoop out with just a long reach at the at the toe of the of the ramp just to give a little uh a little improved access for the boaters but in a couple years ago now that bulkhead has since been replaced by the city in preparation for that redevelopment of that adjacent property so now we know what's there we can proceed with this project obviously that old grant expired and that money is gone now but so um the city uh the parks department as well as dia has would they really we want to take advantage of this closure period so this would require us to move forward with with doing this ramp replacement um with fine grant this cycle we already are moving forward with the design dia is providing the funding to do the design effort and permitting so that that effort's already underway and since it's a replacement and not a new boat ramp it should go the permitting should go through fairly quickly so we think the timeline will work fine and if we get this grant um then the timeline will also work that we'll have construction done um by the time we've got ribbing for the place next door so all everything's kind of there's an opportunity here to really make this a good project and a good outcome and a positive um outcome for the public because you know there's frustration that we had to close this boat ramp to begin with but if if at the end of the day when we reopen it we've got a uh you know brand new boat ramp um then i think that's going to be at least offset some of that concerns yeah we'll have to we'll coordinate that for sure yeah what about i know a couple years ago or last year we were talking about adding the parking underneath has that already happened it has not happened yet but that has been contracted and because of the redevelopment of the property next door the current driveway entrance will become the driveway entrance to the back door area for that development so the new entrance to the boat ramp will be underneath the acosta bridge there's a big parking lot under there part of that will be redesigned to make sure we've got the right turning races for the trailers to get in there and then we'll we're going to reallocate some of those spaces for boat trailer spaces which will offset the ones that will be lost in the current area and then the boat ramp driveway will come in from the west and you'll come in at a perpendicular angle and do like a hammerhead design you'll you'll turn to the south and then back up into the ramp so that project uh that the parking lot portion of that project is um been contracted and should be starting i think relatively soon um i think it may be may have started already it's a public works project so i'm not exactly sure okay they haven't started yet but it should be starting soon that'll be considered boat trailer parking portion of it portion of it yeah what we're going to at the end of the day we'll have i think we get like a net gain of two spaces more than what we currently have at a current space just so yeah it's because of all the pilings it it wasn't as easy as you would think and to reconfigure the spaces under there and the other issue is there's a big need for parking for big events friendship fountain has become a really popular spot so we we couldn't make it some of the spaces will be flex spaces where we can that will be available for boat trailers or depending on you know the events going on so there's there's some flexibility for some additional flex spaces so they'll always be dedicated trailer space some of them yes that's a plus two part well kind of but then there's some that are both understood whatever you have to do yeah we'll have a a net gain of dedicated trailer spaces in this project and plus some flexible spaces yeah yeah yeah um yeah and as part of that the like the portion of the project in the where that hammerhead design that was taken out of the parking lot portion of the project and is being incorporated into the boat ramp replacement project because just to they need that synergy where those where those two projects so so again this is a a special request from parks and dia so we would cert we would definitely love your support for this project you see the price tag on that is a 1.3 million and then that gets us between those three projects it pretty much brings us to our expected cap from find but our find commissioner for duval county uh commissioner callaway has you know he's he encourages me to push the envelope and ask for more than than we think we might get so we identified this fourth project as what would be nice to have if we can do one more project that was a smaller dollar figure at stinson park this is on the ortega river near the uh grand avenue bridge if you're familiar with that little little park it's it's uh it's pretty popular for the because of its location um there's a wooden bulkhead if you flip to the second page um you'll see some photos of the existing condition and there's uh some voids right behind the wall you can see some of the the zoom ins you know the the wood is just deteriorated in spots where all you see is the filter fabric behind it so it's it's an obvious need of replacement this would be a pretty big hit if we spent park maintenance dollars on this project so our director wanted me to request um that you all support using a fine project to offset half these uh these dollars and what we would propose to to put um in its place would be a vinyl uh sheet vinyl sheets with a concrete cap so we'll have much longer longevity than having to do this in another you know 25 30 years so it'll be slightly higher yeah do people use this for like kayak launches or hand launching of anything yes that's what i mean i we put a we put a cradle there it just helped that issue yeah the the aerial photo and if you flip back to the first page for this project it's not evident in this area but since this picture was taken there is a cradle uh kayak cradle on that outer face of that dock to prevent discourage you know uh boaters i mean they still find a way to tie up to it okay we still have little boats that go on the sides and stay there all the time some of them stay there longer than they're supposed to but right now we've had jso paying attention to that for us and it's helped yeah so find actually funded that project years ago as a designated kayak launch so it was never intended for boat traffic using the dock the dock okay and then the the the the area to the west of the dock you see there's some revetment there there is a gap or two where you can do a shoreline launch so if you prefer a shoreline launch you can do that or you can use the cradle um on the uh the floating dock yeah i'd use the shorelines there yeah i i prefer shorelines too but um it saves the city money yeah yeah it's cheap it doesn't break yep yeah so um so that's uh that's the the last project that we had recommended and then when you're ready we can you know we can talk about i can answer any questions about these projects um but then the last sheet shows potential alternative projects that we considered you know i've always keep a running list of other needs and then other ideas that have been talked about in the past or you know that when we take note of when it's discussed at waterways so um that bottom third is a category called other projects considered but not advisable at this time and most of them are due to not having site control um so you know you'll see references to you know the george crady fishing pier bridge state park is on here it's been talked about a lot there's a lot of public interest to get that um reopened and re-established to its full extent um but that is a state park the city has no site control at all so yeah i didn't think about that right but i did i did tell the state parks that they're eligible for a different fine grant program we use the wap program the waterway assistance program but there's a another program called the cooperative assistance program which is specifically designed for federal state and regional governments so they can apply themselves for those funds and that might be a good project to do at least a design phase um you know if they were to rebuild it as a true bridge again i mean that would you know i think you've heard numbers 20s millions of dollars you know just make it efficient yeah so anyway so i just put it here because it's been talked about and we definitely wanted to recognize that that's the need but it is not eligible for us to apply to find for that project yep and i'm happy to answer any questions about anything on this list so i guess if you want to kick off the discussion this is really more of a let's let the public know that we looked at it that you know another city group looked at it um and that we're paying attention to it but the problem is not so much accent because you kind of haven't contained you don't really know what the problem is and find isn't into signing up for repeat dredges over and over again so until such time as everybody knows what's going on in there then you can look at okay how many people does it affect once you've got the problem stabilizing how many people does it affect and that's that would be kind of the next step i would imagine but again i just ask to stick that on there just point of information but also taking a look at it and the control issue um is the same problem that we have on landing inch road figure out how to get some control down there then i think i talked to the land trust about that last week um i think they're amenable to conversation but yeah we still need more than just the land trust property well for the collins road project yeah we spoke to north florida north florida land trust was uh willing um but when the public works was designing the the road widening project we were trying to get that incorporated into that project um and they they they were they did some initial design effort on that but when they started coming up with costs construction costs it was going to be over a million dollars i'm like i can't justify asking a million dollars for a roadside kayak launch but um so anyway that so they were not able to absorb that additional costs and i didn't have that money to ask them to incorporate it into the project so that project is moving forward it could always be added in the future if there was an interest um but that's yeah that's the issue there so it's dead but not correct right now the one landing you know that one i did talk to the former owner um of the property it was it was a former client of mine um he is now retired and his daughter i think sold it to sign company so i think it's no longer owned by forget his name named after himself yeah i remember you gave me a contact and i followed up and it must have been about that time when the transaction was happening because i didn't get a response so just kind of and that again that was another creative solution and opportunity but it would have been and it would have in that location would have involved a long boardwalk i think through the floodplain to get access to that was going to be a another really hefty project um so you think the boardwalk make that one in practice just from a cost perspective that's yeah it'd be a long boardwalk in a shaded floodplain so that the boards would be rotting out you know every 10 years or something and yeah yeah so it's not very well received by the kayak community to use something that they got to go that far to get to water we have that problem over at um ringhaver now great walkway out there and it's a great place to go see the creek but it's like a mile yeah well you got to drag you got to drag your boat through the forest half a mile to get to the boardwalk that's i've done that but boy you got to be in shape you know to to drag your boat that far through the forest and over roots yeah i think you found the best solution use the the right of way of and and and kind of yeah right there on the side of the road we dump the boats out the back of the truck or on the trailer just cart them right down to the water right there and then i park in their parking lot you know but it i'm willing to do that right but i know a lot of other people wouldn't be willing to do that and i know you you'd have a hell of a time trying to put some sort of structure down there because i did the permitting for the force main that goes right under that yeah right but can the utility authority did a big force main right under there there used to be an elevated pipe on pilings and uh one of the hurricanes in 05 put enough flow through there that leaned it over and they were like hmm so they direction boarded under there now i don't know how deep it is yeah we ended up doing that under an exemption so they didn't they didn't have to actually touch the creek or anything it's probably it's probably deep enough that it doesn't matter but yeah you know yeah knowing there's a force main there and like where would you park right that's the challenge you're on a road shoulder at a busy intersection like i can't even imagine how you engineer that so to meet dot standards so that's why i was like well yeah behind the parking behind the shopping center would make sense yeah so the sign company is really the obstacle to that one but other than that it's just the length of the boardwalk yeah i do have a question um under the potentials yep the last three that the acquisition ones does that mean trying to purchase those three properties yes those are properties that have been um that are available that would provide some public access that we thought were worthwhile to consider um and to my understanding they're they're all still available um one thing to note with acquisition projects find only uh we'll award 25 of the value as opposed to 50 for development projects so the city would have to come up with the other 75 so we've rarely i don't know if we've ever may have a long time ago done an acquisition project we've we've applied for acquisition projects in the past but uh you can't you know when there's another landowner involved you can't always assume that it's going to you know work out you know because once you get to appraisals and you don't see eye to eye and then you know deals fall through so then you've allocated dollars to this grant that may not go anywhere so the acquisition ones are have more risk involved than a development project because you might be neck deep in that transaction and have it blow up yep i've had multiple other not fine but other grants that you know we've we've received awards and then uh once we got into you you know once it's usually the appraisals you know we get the appraisals and then you know that's lower than what their list price is and they're not willing to come down based on the rules of the grant programs you can't pay above appraisal price so we're at an impasse and then the project goes away if they're not willing to come down here's a question i know john newney is a willing seller right um i'm wondering if that would be a lower risk one considering his interest in public access could be yeah just thought i'd throw that out there yeah i'm sure he's got a number in his head but you know again it depends on what an independent appraiser comes up with yeah yeah that's the the shoaling area that we've spoken about yeah over over by uh palms fish camp and that that was one if you recall um dredging would not be eligible until it's within the designated channel so fine would not pay for any dredging if it's outside even the even if it's not marked if the map show the channel is here and your shoaling is over here it's ineligible with their grant dollars but that's why we have here channel marking so the the thought was we've already marked the shoaling with buoys to as a safety hazard but if we actually also added channel markers to help people for mostly for safety reasons know where the channel is that they should be staying in to be safer but it also helps us know once that shoal grows to the point where it's going into that marked channel now we can be eligible right so so there is some validity to that um but that would be the only thing that uh that we would be eligible to apply for um but again if we're if there's some debate and the gallilee's involved in who's responsible should the city take that ownership and do a project um to help mitigate someone else's impact so that's a just a question of debate i guess yes so right so if you recall so met park is being redesigned as a whole new park right as part of that park um the full redesign of the park it included the waterfront aspect of it so the the replacement design the design and permit of the replacement docks is underway and the permits are pending now so and that's where this construction cost came from the designers this is that's what the true cost would be about a million dollars so the funding that has been allocated by council to rebuild the park does not include dollars for the waterfront portion so that could be done and we could go for the money now if we want to put that project above some something else on the list or we could wait till next year and consider putting on the list or city council might end up funding it you know there's lots of options there but that is a a need and that's new to this project list this year since um the design just you know advanced considerably since last year seems like that's that was an oversight by the city to not include that cost in the park well yeah i think i think uh i wasn't involved too much in the redesign of the park other than being uh weighing in on some of the aspects but um i think they kind of started with with the budget and then the design takes off and then public input you know makes everybody wants bigger and better and things and then next thing you know your budget doesn't incorporate so maybe maybe i don't i'm just talking based off of my expectations but probably it was it may have intended to cover everything and then you know once we figure out what can we build for the available dollars and there's value engineering going on trying to figure out what can we actually afford so i don't know if if it's just the docs i think it was just the docs that are not included but i think everything else is funded so yeah i want to ask a question have any idea who's going to make that determination on where those would be is that a corps of engineers is that a yeah i know maintenance of the of those regular navigation buoys or coast guard but so part of the the permitting for any markers the navigational cans yes and no depends on whether it's a permitted by the city because the coast guard they they mandate and they make sure that we keep them up but it's the city's responsibility for the ones that we apply for permits for like good bees um or going into ortega river going into arlington river those are eight times or um okay so those are city function yeah so that if we if we apply and we request those to go into that waterway where the shoaling is they would become ours to manage just like the markers that we have out there now they're our responsibility to keep them in the place where they're supposed to be but um but kind of the coast guard would still inspect them to see that make sure they're following the permit so to answer your question on who would be responsible it'd be to get the permits and everything would be a kind of a combination of the state the coast guard and noah uh all weighing in on where the actual channel would be positioned because it's kind of a unwritten channel already out there that is recognized by the coast guard because they take their vessels up there for safe haven for storms sure yeah it's the god-given channel for yeah for the saint john's um original saint john my mike yes my question is is that you know you would have a red marker um a red marker near the shoal and you would have a green marker quite frankly right up on blunt island which is federal government property now so i just didn't know how all that would work because that's where the god-given channel is is button right up on on blunt island yeah that'd be determined during the design and permitting process you know our our engineers would do some uh topographic surveying of the area and compare it with the navigational maps that are out there that identify you know unmarked channel and kind of compare to see where it would be most advantageous to market and then provide the uh permitting documents recommendations a request to the permanent agencies and they would you know i gotta i think i still have the treasure trove of all of those studies and everything when i sued gate years ago so i think i still have those charts and everything but i still wouldn't solve the big the the additional issue of the shoal hampering the residential access there that's happening that still is going it's still going to be there still going to be an issue for sure yeah i don't expect miracles anymore right just wanted to make sure you knew we weren't reinventing the wheel here but that would at least make it safer for boaters to see where where to go to get over does uh when the city requests uh at times do we do we have our own maintenance crew that does that or do we contract that out or i was just curious because i know like the coast guard has has its own anti-station style at the beach yeah we don't have anybody dedicated for our private aids to navigation but what we have is uh so our continuing contractor we we we inspect them and we check them through the waterways office me and my assistant and then when we see something that's that's out of place or gone or broken or run over or the lights out or any kind of issues and we contract out uh our continuing contractor which we're just reissuing a contract for that as we speak it's in process so they they go out and do what we give them the numbers and they do what the permit requires questions about anything on the specific record staff recommendations everybody comfortable with those or you have any particular questions of brian that that we need to settle um looks well thought out to me yeah um the thing that i like about it is every single one of them i think should make mr newney very happy and that uh waterfront access it's all about it and uh it either enhances it fixes it replaces it makes it better uh when when brian sent me the list initially i was running around in norway looking at their waterfront access and go man we we do a pretty good job in jacksonville actually so um and then as far as follow-up uh we probably need to give you because a lot of these um alternatives relatively inexpensive so do we have any ideas about knowing what i know now if let's just say they didn't like one of our recommendations and you wanted to put the metro park redevelopment in and you're putting that in for the purposes of this committee is construction um if you got the money you you get it in what 18 months something like that you get it a year from now you get the agreement months later you have the money in place so would you be able to use it then you're far enough you're far enough into the process where you know i was just thinking part of if you if you're familiar with the metro park design um they're doing something creative on the waterfront where they're they're basically retreating from the bulkhead to allow that area to be inundated um during high tide flooding events so there's some infrastructure that they've got to put in place so it it actually might be premature i have to double check on this for you but there may be a good reason to delay it a year because building out the park and whatever they're doing along that waterfront needs to happen before we we can build the docks in front of it right and build something that's now going to be impediment to their construction activities i have to get some clarity because i think the intent is to leave the existing bulkhead in place but i think there's i don't know if they're poking holes through it to allow some flushing so i think i think that's the plan as opposed to just allowing it to over top i think they want that that tidal flush happening there's different boardwalk structures that are going to be built out towards the water that then would connect to our floating docks over time well if you got the money how long could you sit on it before you really kind of have to use it so once we get the agreement the agreement is for two years and with a potential third year extension so we do have some time to wait even if we got them if we applied for that project and got it next year and they are under construction of the park already it's possible that they it's conceivable that they might be done and out of the way before we need to spend the dollars so it's possible but i would need to double check some of those timelines confirm so but now that we have the marina next door open you know we've got confidence that there is water access during game day you know when the new stadium is open so we've got we know that that's done it's already open and functional i guess my question is is that we would need to to as far as these potential alternatives would you all be comfortable with just having them run down the list as tight uh until he soaks up the money or is there some kind of is there should is this one more important to the other than the other at this point because pretty much the way i see it i mean let's just say that they don't like you know one of the 600 projects you need to use probably two or three of these other ones other other than the metro park you know two or four of the other ones to soak up those dollars right if so in the past they've um like these four projects here would be on above the line if you will and then you could add below the line that if it would give the authority if things uh changed we could we could go below it is a backup plan so as a backup yeah so because brian's always asked is is there any weight you know do you want to put these in a particular order that he would would go in that he would add in as needed so i don't really have these are all design situations other than the construction one that he may or may not be able to use so what i'm saying is is that if our recommendation to him is that if you can use metro park and and actually put construction at the water um on schedule then yeah great but um should he just go ahead and roll down the list until he sucks up what money he needs to soak up or or is there some order of battle for him let me ask on that um all of these except for the acquisition ones our development the uh the river channel is that a major safety issue yet can be a priority over the other ones the gym here but i know as long as we maintain the safety buoys i think that's the main thing we've addressed this the priority safety issue but jim do you have anything to add to that that's basically it was until we put the buoys in there to mark that zone and uh now is that zone expanding yet to be determined it kind of probably is a little would you say commissioner the buoys the the sandbar itself um it's it's able kind of right now it's staying pretty static right now yeah uh it's it's not really growing the buoys by the way are we had we had that initial problem with them breaking and tether and that sort of thing but we're we're in good shape right now we've been for about the late right for about the last what year year and a half jim yeah and they've made it through these uh northeasterns and these uh high waters and still are there so that is a positive sign so yeah they're staying so to answer your question is is there still a need probably is there is it an emergency not really now because of what we got we've kind of stabilized it if we needed to fix there's enough to fix them if we need to fix a few of them i have to yield to the man that keeps the money counted yeah we've got maintenance dollars to make sure those buoys stay in place given that we might want to be a little bit careful about augmenting the channel marking because the way you're working it the whole situation may change in the next 24 36 months if the court grows a brain or whatever you know i'm about to yank my hair out you know trying to understand how the hell you can fix this problem with the government agencies that we are dealing with i think we've all come to the same conclusion of what do you do you know it's been pretty frustrating well do brian do you have a recommendation well as far as alternatives you know went you know weight them in order of importance yeah if we look back at the uh the top four the recommended projects again the first two are continuation projects so um i'm hopeful that there's still the no we're talking about the alternative i know but i wanted to point something out so those two we know are you know are going to be supportive moving forward yeah um so the next one the st john's marina boat ramp obviously that that kind of is is new to everybody uh it's kind of an old project that's come back around but that is again a special request from from dia and taking advantage of this the timing is key here so if we if we don't move forward this i think we're going to to delay a good project that um that a lot of people will be upset about if we didn't advance so i'm hopeful that that one has enough support to stay on it's really that i was thinking that fourth one that fourth slot here was really where the debate was going to occur and if you're looking for you know a potential replacement if that one is is not um if somebody wants to suggest something else um for that range of price range i would i would advocate for the mayport boat ramp dock replacement design so the boat the all the docks that are out there you know obviously it's our heaviest used boat ramp but it by due to its location near the mouth of the river and all the heavy boat traffic that comes through there and the strong currents those docks get regularly beat up which you know is expected but it requires regular maintenance dollars we're every few months for spain 10 000 here 12 000 there 15 000 there 6 000 you know so it it adds up over the year um and i think what we've determined is uh there's kind of two generations of docks there so there's like transition plates in between some of them the older ones are definitely you know nearing you know it's uh it's a later stage i mean it can we can continue to maintain them that's that's not the issue it's like is there a better plan moving forward you know trying to plan for that long-term future we've used some other more stout docks and other locations that we think would work well here work better that would offset those regular maintenance expenses so what we have here is a design to replace it'd be a very similar footprint but if we can get it is a small project design project to design and permit the replacements of those we would have that um in place and then we can go after you know future um replacement projects down the line um because of the the amount of docks there it'll that'll be an expensive project to construct but if we can do kind of chip away this first step of getting the design and then the permitting done you know that could save us some that'll save us some time um later but that would be my recommendation for a replacement project if we if if stinson was the only one that was really up for debate but you know obviously it's up to you all clarification stinson isn't going to require a design because it's just replacement right correct it's uh eligible for an exemption for a permit so between now and when the the permits are due i'll just i'll just do that in-house and submit um documentation to the agencies to get an exemption that'll satisfy our our needs um for design permitting so yeah this that project will will be a um it'll technically be a construction project i'll do the you know little in-house design prior to um the grant deadline to have those permits the project he's talking about at mayport is a needed project so if you were going to add one just as a just in case type project it's a design projects which we need some design projects anyway i think because we're running low on those but so that would be a good alternative to the alternatives so rank the number one is number one alternative okay yeah and that makes sense okay yeah yeah and if you have any questions about the the other we didn't go through all these down below that are designed these ones have been on the list for for a while um these most of these were identified in the maritime management plan that we did back in 2018 gosh time flies um but uh not the highest priority projects but um you know some of their more maintenance type is it just you know we're gonna be a little more expensive than we can handle in-house the kayak launch at university boulevard in clifton that's that little piece that was sort of stuck on the side of the bridge yeah that one is it's city property but it's not allocated to parks as of yet but we could request it um we may have some pushback from adjacent neighbors so that would be one i want to vet through the city councilmen to make sure they're supportive of it before we you know pursue that project but but there is an opportunity there yes everybody wants the facilities nearby but not right next door right yeah so that would be ken america's launch at university boulevard clifton um but so probably wait on that one for now yeah so take the rest of them just kind of roll down trout river new berlin curtisland if you had to replace let's say the st john's marina for instance 600 grand you would just roll down uh go ahead and put mayport boat ramp in and then roll down the next just as listed until you soak up the 600 and that'd be yeah i think that would be fine does anybody have any objection to that no objection then let's say is this for me what i'd like to do is hear that you guys are all supportive of recommending this so yeah well if i can moved you know if it was listed here that yeah we will but actually what we're doing is we're voting to recommend and so we've always been kind of soft advised on that but mr nooney if you would like can can you wrap this up in like two minutes would that be doable you can do it you've had a lot of practice all right uh well my name is john nooney uh 8356 bascom road jacksville florida 3216 city council district 4 cpac planning district 3 raymond day duval county public school board district 3 cindy pearson and uh i'm in full support of you know everything that you've discussed today and i just want to share with you the journey of just uh you know with the potential land acquisition projects you know i just came from the tree commission and you know they have 29 million dollars and i'll just read to you what they wrote under public comment advocating for pottsburgh creek public park and waterway access now what i want to share with you is you know this is saint john's county i was there yesterday and 4h and so i've got my cia hat on you know citrus in america and you know and right here let me just i'll wrap it up find there's 12 counties the northeast florida regional council it's seven counties there are 10 regional councils in the state of florida and i'm also wearing my boat ramp billy shirt in saint john's county if you never heard i had no idea who this guy was but right now all i can guarantee and share with you a marketing to the world and i really believe in my heart we will be donating this place i mean it's a it's a money making revenue here's clay county just started going to them same thing 4h right here so anyway you know i just want to go here's the northeast florida regional council amendment 3 you know if amendment 3 happens you know it's uh anyway it's just going to be a game changer okay i'm going to just wrap it up yes but find and what you're all are doing you know it's a quality of life issue and it's public access for everyone and uh and i do i've always found inspiration coming to waterways so thank you and continue the good work that you all are doing thank you mr nooney we appreciate your interest and your spirit about it um all right so what i'd like to do is entertain a motion to vote on the first on the recommendations uh dwell motions on there do we have second second okay so are we all in favor yeah okay okay and then as to the potentials um what i'm hearing is that what we would like to do would be as far as guidance um to request that the mayport boat ramp be prioritized and then after that just fill in go down the list underneath that fill in as much as needed until you run out of projects and run out of dollars we have a motion to that effect okay all in favor okay i think we've done what we need to do do we do you need anything else at this point thank you for your your audience today and uh and the discussion so at waterways the next waterways commission meetings tomorrow tomorrow yes so um i know you're listed there so if you want to do an introduction tee me up and i can go and just talk about the the four projects that we recommended and um and see if the the committee is supportive of those and then that will allow me to move forward um with legislation to full council and then once we have that approval we'll develop applications next year yeah and what i'll try and do is communicate the recommendation as quickly as we can over to them so they're not yeah and before the meeting tomorrow i'll try to get some clarity on the the timeline of the met park to see if that's a good project to strongly consider or if it's better to wait another year or it doesn't matter we'll find out i think yeah yeah i just say sometimes it's ambitious to yeah i think you can go straight to construction so but exactly you know yep and good all right before we leave yet yeah i just want to see if anybody here would during tomorrow's meeting uh be able to be i'll be down in daytona but uh if somebody could simply make the mention that we have a new reef that is coming in on november in november very short fuse and just let them know about what i told you all about earlier if somebody could do that that would be do you have my email address do you have my email address uh yeah but i don't think i'm allowed to email you no just as a we're not going to be voting on that we have a reef coming in if he just emails me and says hey can you mention it at the meeting not that we're going to vote on it but we're going to bring it up is that is that a problem i think shannon recommends you all go through legislative services for any communication i'll tell you what one of you guys that aren't on the commission it would be great if you know jim or adam if you guys could just say hey there's a reef coming it's going to be a big ship we jim let's let you do that i will not be there tomorrow either okay i've got here jim you're it brother so you're well i wasn't going to be there tomorrow no i'll be john i'll do it his boat's broke like you know can you send me the uh details on the name of it and all that kind of stuff mark what's that can you send me the details of the name of it gentlemen thank you for being here we are adjourned appreciate it
