meeting to order for the duval county election advisory panel welcome everybody uh first i'll go with just uh introductions i'm ray pringle chair of this this uh panel and introductions to my right carmen martinez board member donovan bradley board member lori einstein board member ed williams justin jacolone board member brandon russell council research and jerry holland welcome everyone uh so with this we'll get the approval of the minutes may i have a motion all right all in favor opposed okay so moved all right anyway i try not to talk very loud uh the next is the supervisor of elections update so we'll turn it over to mr holland i'm going to turn it over to justin oh all right deputy supervisor of elections all right good watch his outstanding work all right uh give us some numbers update uh total registrations right now sitting at 651 978 voters uh the breakdown by party is as follows democrats 245 685 republicans 238 974 non-party affiliates are 142 734 and the other minor parties are 24 585 on there a couple of things as we go into the general election um vote by mail ballots um where we stand today with requests are 36 570 requests are in uh domestic vote by mail requests are 34 053 our uacaba vote by mail request is 2 517 those ballots actually started to be mailed out yesterday uh we have more that are being mailed today as well as the email ballot should be going out today or first thing in the morning for our uacaba voters uh to kind of put in perspective where those numbers are uh the number of voters who voted by mail in 2024 general election was 72 000 833 again that's voted not requested and in 2022 the gubernatorial primary uh voted was 61 858 so you can see our request or half of what was voted at that time as we kind of go from there uh mentioned the uacaba started yesterday the domestic civilian vote by mail ballots are scheduled to go out on september 28th our deadline to mail those is october 1 but we are shooting for september 28th to get those out to voters uh when it comes to vote by mail uh outreach and everything we are doing uh social media public uh uh press releases sorry uh to our news partners as well as uh billboards uh that we are doing in conjunction with a joint advertising with some other uh surrounding counties uh including billboard and radio as we do go through into the general election on there uh since it's been a while since we've talked uh primary election has come and gone uh the primary turnout saw a 23.44 turnout uh historically that's about average actually uh for a primary election uh that we've seen so it was definitely wasn't one of our lowest it kind of started that way with our vote by mail being so low but early voting picked up and then election day was quite heavy uh the percentage breakdown of that 23 percent is as follows vote by mail uh consisted of 15.62 of the votes cast early voting was 39.1 and election day was 45.28 on there so that's how the demographics have broken out to our voters here how they prefer to vote at least for a primary uh when it comes to early voting we did have two new sites uh in 26 we had dallas graham uh which actually ended up being our lowest turnout um site uh and then our other was jacks beach uh community uh center exhibition hall uh in south jacks beach uh that was our third lowest in there uh how we saw that in 24 comparison uh that kind of happened the same way with our new ones the general election will kind of be our telling one um the one that we kept uh holiday inn and bartram i kind of went to the middle of the pack so as more people become familiar with it comfortable with it that's where they go so the holiday inn and bartram that kind of took away from south mandarin and mandarin's volume as we went through everything on there our busiest sites uh was for this past primary election was highlands regional as well as pablo creek uh library uh beaches was kind of right up there that's usually one of our other high one but again jacks beaches even though they were third lowest they still took away some so we saw people kind of moving gravitating that direction as we go uh as we transition to the general election a couple things we have uh training has started uh for poll workers um as of the start of this week we were looking at about 40 percent of poll workers have already completed their poll worker training uh if you are a poll worker at the state uh at this board meeting and you have we appreciate you jumping on it if not there's still plenty of time to get that done uh 15 of poll workers are already in progress on it and we have about 45 percent who have not started that number quickly s uh jump up as we start making calls to those uh poll workers here soon um when it comes to early voting uh we basically have about 232 workers per day at the 24 sites um scheduled for the general election plus some couple standbys and stuff um as we kind of go through that and stuff that won't be a 232 times 13 because some people want multiple shifts and things like that but we're still ironing out all assignments right now uh for election day we're going to be roughly over about 1500 poll workers uh spread out over the 159 precincts uh there is one polling location change from between the primary and the general and that is precinct 508 uh that polling place change was moved to wayman temple ame church south campus which is located at 88 55 sanchez road uh the reasoning for that is the primary location uh decided they were not going to be a polling location uh so we had to pivot and go find another location uh just for everyone knows that was also a change from the 24 election into the 26 primary um they caught wind about two weeks prior to uh the voting and the members did not want to have uh voting going on at their place and so we had we agreed to move it after the primary and they also agreed to host it for the primary because of the short turnaround so we were able to find another location in a short period of time voters will be notified twice at minimum uh the first is their voter information card will be mailed to them to notify them of that change as well as their sample ballot will also have that polling location change on there we've already done some social media which i believe mr ed has saw that post uh from there did you see that is that where you knew about 508 change okay yeah so the other was a press release so he heard from the news through the press release but we also pushed it on social media and that social media post was either late early this morning or yesterday evening on there and stuff as we kind of go through that uh some other things that since we've last saw are kind of going to this i guess we'll continue with the general is the sample ballots that are available on our website uh currently um including the individual and a super ballot uh sampler uh the plan is right now is to email and mail those starting october 12th out to voters but they can start seeing those today if they went logged into do all elections.gov uh the ballot will be a 17-inch ballot front and back uh with all the amendments on the back of the ballot so candidate races and judicial will be on the front and then amendments will be on the back on a 17-inch ballot uh some other things that we've kind of gone through uh we had our museum grand opening if you haven't had a chance to check it out i do recommend you come to the east and take it out a lot of work went into it looks very nice um a lot of positive feedback to it and stuff from the history of voting duval county uh we also had a uh city council passed a resolution recognizing poll workers a couple weeks ago if you attended we thank you all for doing that but that was a recognition to them and the service that they provide to the county and the citizens of duval county on there uh two other things that we have that are budget related uh 26 27 budget uh it will cover three county-wide elections uh the budget as a total would be just over 14 million uh for those three county-wide elections uh the election side we have two budget accounts elections and registration registration is our day-to-day operation the elections is about 8.7 million and the registration is about 5.8 million uh that's still going through council but that's where we are right now today as we go the other is a grant that we are receiving from the state uh to uh purchase clear ballot which is a clear audit it is a automated voting system audit which means we will audit a hundred percent of our ballots uh we will be moving forward with this purchase um but we like we will not have in time for the general election so the first election we will likely use it into right now would be the city but that's not a guarantee at this time but that's what we're looking shooting for um the annual recurrence after that uh warranty ends and the end of 28 is just over 90 000 so that would be an enhancement to our budget as we move forward as we kind of go from there um and basically with this uh purchase and utilizing this system we will not do the manual uh recount uh and uh not sorry the manual audit and stuff instead of will we go to the 100 on there that is like three percent it's one it's it's it's one it's one random race on the ballot and then from that whatever precincts are involved with that race it's one percent at least but no more than two percent of the precincts involved in that race that will not be any more correct yes i thought that was state mandated it's state mandated or the other part of the that statute is you can do an automated uh voting system audit which is 100 you can do one or the other okay so it was state mandated it now with clear ballot they just changed the rule well it's been this way for a few years it had we just never purchased the clear audit system and i will say to add uh we clear ballot audits every ballot uh it's something about 37 of the 67 counties had been doing those counties purchase it themselves this was the first opportunity the state came and said we really want the secretary of state and governor's office said we really want every ballot to be audited so therefore for those counties who have not purchased it we will pay for it for you those counties if we don't take the money then the next time if if it gets moved by legislation to have to have then we'll have to pay for it so it's kind of painted in the corner well state's going to pay for it they want every county to go to it let's go ahead and go to it you know we had not had a demand for it as far as the public in duval county uh but you know when you have those numbers in front of you if you don't do it and have to turn around and spend almost a half a million dollars of your own county's money it's better to take the state state's money down are they paying for all of it or just part of it they pay for the entire initial uh purchase of it the ongoing expense uh justin mentioned they do not you have to pay the reoccurring maintenance fees on the equipment well what would that that will amount to about 90 000 a year it's like 92 000 638 exact but just over 90 000 yeah that's not chicken now but again the counties that have it uh are really impressed by it because it allows a picture of every oval taken so you audit every oval on the ballot and that's viewable by the public so they can even conduct their own individual recount if they wanted to uh so counties i we think the next move will be because it's a complete audit of every ballot it may even eliminate one of the steps in a recount it may count as part of the recount before you get in that percent of a half a percent when it gets to a quarter percent they probably won't do that but that's what a lot of the supervisors are pushing for so um if someone takes it to court will that machine when it does the audit was that acceptable in court uh well right now it's state law so someone would have to challenge the state laws being unconstitutional or not benefiting you know are accurate so anybody can any lawsuit challenge something yeah uh but obviously it's been in place i think counties now have been using it justin for at least eight years somewhere close eight to ten years so has it ever been challenged no no the accuracy the logic is also it's not the same equipment as what you tabulate on so it is independent now there are those who say well it's still a piece of equipment you can't argue that it is but it will audit 100 of the ballots so is it independent scan or it takes the scans off of the tabulator it's independent scan which means every ballot runs through the new piece of equipment so it is like doing a recount of every ballot so vote by mail early and election day yes it will run through that you know we'll run it through our normal tabulators and then we'll run it through the clear ballot you know audit machine oh so the ballot gets run twice yes so how long does i'm sorry how long does it take to do the uh audit audit uh you're doing it concurrently on the vote by mail ballots as you get them in you run them through the ds 950 you know you run it through that then you'll take the ballots and then run it through the clear audit and then as we get early voting in after those have been tabulated then we'll run that but on the election day we will do post election day when we bring the ballots in to run those through independently of that time so i think we're given time wise justin how much time to complete it as a right well as a right now it's the same law it's after the officials are done um if the the previous proposed uh statute change uh would have made it done prior to our officials so right now we still wait we do it after the provision after the official results are certified um just like we would do the manual audit uh but the legislators uh or whoever did the legislation state um they proposed getting that done prior to the officials which is uh we will we have we would have on a general election we would have up to 13 days after uh the election day to get it done that's the at the time that we do the official certification is 13 days post election day we don't know the exact amount of time and it is like uh whereas i'm kind of hinted at is it really depends on election day if we have a 75 turnout on election day means we're working a lot of hours after election day um if it's a 20 election day turnout not so much and stuff but we'll have to early voting vote by mail is done as we go the physical division of the ballots like when we get them out of the tent you know you kind of straighten them out but they're not as fresh as when they went into the tabular i mean does this does the thing jam so they we went we actually gone to uh a county orange county to see it in action um they don't run it that's a question we had um when we were learning about this system uh yes it's a possibility but it's nothing on a high scale of anything and stuff on that and realize you know our vote by mail ballots they also come in folded so we're used to that of laying them flat we have then a machine that you know joggles them all to put them in you know square order and stuff of that nature so they're pretty used to our staff is and working with ballots that just don't come in flat like you do when you get it from the poll from the voter to the poll worker you know these go into the big uh the fast voter thing well currently today they they early voting um no the vote by mail goes into the fast high-speed counter these will be a separate piece of equipment the clear ballot and it will go and feed through them similar to the way it goes through the high-speed counter you don't have to one by one okay yeah i've been there and done that in a recount before we had high-speed counters and let me tell you it takes a long time to feed all your balance one by one it's the clear ballot is that so that's a separate piece of equipment separate manufacturer and is that and that's done after certification currently today it it can be concurrent to when you're doing elections okay but the final results is post-certification by the current statute okay yeah that's what the statute says yeah okay do you have anything else just that's it for me just the other update to that um is also as we're going through the november election we are also in the process of going uh with candidates through being prepared and qualifying for the spring elections uh we have now over 30 candidates in the spring election 12 uh today just for mayor so again uh i know a lot of times you're thinking oh there's one or two out there there's 12 that is filed for mayor as of today does that count the one that just did about an hour and a half ago yes okay yeah um 30 for governor yes yeah um which is great that people want to get involved in the electoral process so uh and that's our job is to come in give them the election laws make sure they understand that they don't all read it don't all follow it but we do as the candidate will tell you we'll give you all the information so uh we're doing that now we're currently having candidates come in for the spring elections and then we're already in mindset thinking what are we going to do on those elections from the standpoint of social media posts advertising all that has to be in place uh as we come out of the november election so it falls real quick this is our shortest cycle of four elections obviously the primary the general of the gubernatorial and the two generals in the in the spring elections so otherwise you know we just came out of 18 months without an election and now in about a eight or nine month period we'll have four elections that'll keep you going that does keep them busy i want to cut into your fishing time i'd like to ask about the vote by mail um we are in compliance with the ideas that were posted by um president trump with the barcode at the bottom could somebody explain that yeah uh the executive order had a lot in it it's about i forgot how many pages it's close to 90 pages in the executive order in reference to vote by mail most of which florida complies with uh already uh that being you can't mail vote by mail ballots all to to all voters you know even if they haven't requested it uh you can't have drop boxes that you know just anywhere um you have to identify yourself as you request a vote by mail ballot i can't just request one for you you know and those kind of things so florida complies with a lot of that when it came down to what is it that florida wasn't able to immediately comply with not out of desire not to comply but because we were not able to uh to be able to do that with our equipment one is on vote by mail ballots today there are two barcodes there is a barcode on the outbound envelope an ibm which is uh intelligent barcode uh from the post office uh that they request that you see typically at the bottom of envelopes of commercial mail as well as on our vote by mail ballots there's also a barcode that identifies the voter it's not on the ballot it's on their return envelope that also and you see it through the the envelope um you know when it shows the name of the voter uh those are there today and exist and would be required what doesn't exist today is an ib uh intelligent barcode for the inbound the one coming to us to put that on there our vote by mail equipment has to be um altered so that the manufacturer can produce that uh uh requirement of that code on the inbound that was one that's just let me finish that uh that that's the three codes uh the other part that we and the state and the united states postal service had not met and accomplished yet is the division of elections in tallahassee was to send through a portal that the post office uh united states postal service was to have to send them all our voters in the state of florida and all voters who had requested vote by mail the united states postal service was to verify if these envelopes coming back was a voter from florida and was a voter who requested a ballot from florida you know in florida that had never been set up for the state to send to the portal and the portal had not been completed by united states postal service those were things that were falling in the line of we're at the point of the uh supreme court offering or given their stay which was 46 days before election which was one week before sending overseas ballots to our military and two weeks away from sending to domestic ballot not able to be accomplished and that was some of the reasons that justice robert said it doesn't appear feasible that the election officials across the country can comply in this short of a time we do anticipate it will come back for the 28th cycle you know and we will move with our manufacturer to go ahead and do the bar code those kind of things and then it will be up to the state and the united states postal service to get their portal to work i got lost on the second barcode okay the first barcode is on the outside outside to the person outside of the what we call outbound going to the voter right and the second barcode is on the return envelope that is the voter information on the return envelope so basically when it comes in we can scan that we don't have to type in who the voter is and things so we can bring up their information to verify their signature so we have an identifier that's on the envelope that will identify the voter that's the second barcode both of those exist today the third one is what didn't exist the intelligent barcode from the united states postal service that would be on what we call the inbound the one we receive from the voter on their return envelope what's the difference between number two and number three well number two is the voter information number three is similar to number one but it gives information to the post office that is part of their i don't know justin if you know what's in the yes intelligent barcode intelligent mail barcode that's that's the usps barcode imb yeah and stuff the other bark of the second one that's internal think of our office that's for our use so it has not like in the old days you had an envelope it had an address and then you would put the return address up here in the corner remember yeah yeah yeah in real mail yeah okay so you're saying there's a barcode that we have now for that return address that would normally go in the corner no no okay no let's try again yeah so let's sorry let's try to do it this way i'll let him give his version and maybe the two all right so when a vote by mail ballot goes out the inbound envelope has the person's name their address in a barcode okay it gets slid into the outbound envelope the outbound envelope has an open window so that you can see the voters address and everything from there that's all just internal what's on the other side of the or sorry what's at the bottom of the outbound is the usps imb barcode which they utilize here's the trick in explaining that yeah there's an there's a thing you can see through see i don't know that yeah it's just the window it's a window i didn't know there was a window so it's didn't register how you were doing so that's from there and then when the outbound comes when you take it out and you send the outbound you're going to sign underneath that barcode the barcode is actually like this and you're going to sign down here okay and then we have the flap that goes over that and then on the other side of the envelope is the return address to our office and then that's where you write that the third we don't know exactly where we appreciate it's right here but because we have to be specific but the third im or the second imb will be put down here and then that's what the usps will utilize the track so you can follow your piece of mail all the way through what information the information on there is related to the piece of the voter who who it's being mailed to and then it utilizes from that to the return cost so there's different things that kind of are embedded into it and then that's what's utilized like some counties have uh ballot tracks uh sorry i couldn't remember thinking that way and basically ballot tracks what that does is you can watch your ballot go through the entire process you can see that it's in dover delaware wherever it's at and then it gets this way to atlanta then it gets to jacksonville now it's to our office where currently we only we can tell you is we mailed it we received it and then what the deposition is do we accept it or reject it and stuff on that i had on the um the executive order did that uh did that address the barcode that's on the um the express vote ballot does that have anything to do with that no okay yeah the barcode that's on the express vote ballot is the actual votes uh of the voter so that we that would not be on the vbm uh because again that is manually filled out by the voter versus an express vote card uh that was all my update i'm sorry if we're done with the executive or city election we'll have to comply with the florida say that how is that good point the florida say that kicks in january 1st of 2027 um as you know in the florida say that they were trying to accomplish what the congressional say that was trying to accomplish uh part of that was to make sure that uh non-u.s citizens were not voting in the elections uh to accomplish that they looked at a couple things they looked at what arizona had had done with legislation and that was uh basically they had the responsibility of checking citizenship on the election official the problem with that is uh is it caused a bifurcated ballot which means that federal law says that the election person cannot check the citizenship for federal elections so it created for them a ballot for state and local that they could check citizenship and a ballot for federal elections that they couldn't check citizenship florida did not want a bifurcated ballot neither did any supervisor in the state of florida i will attest to that so what florida said was we're still doing the same initial process that we've been doing which is the role of the supervisor elections is ministerial whatever you put on that application in the initial application i must accept you check you're a u.s citizen i must accept you accept you check that you're not a felon or not been adjudicated mentally incapacitated i must accept you must fill out all seven boxes that are required and any of the other boxes that you you know so desire but i accept i then send it to the state okay so that's the process that will continue what changes with the florida save act on on house bill 991 is what changes is is where will citizenship be checked it will be checked with highway safety motor vehicles it will be checked after january 1st when you go to get a driver's license whether it's renewed replaced or anything of that nature you will then show citizenship and they will indicate on your driver's license if it's a driver that is a u.s or a non-us citizen so then they will take that information send it to the state the state then will cross reference it to our voters and then send us the information that they have a potential voter who is a non-us citizen same thing they do today it is still due process only a supervisor of elections can remove a voter the state cannot we're we're the only uh part that can do that so when they notify us that we have a potential voter who have registered or potentially voted and is a non-us citizen then they get due process we mail them a letter that is a certified that can be forwarded or whatever to get to them they have 30 days to respond to say no they're wrong here's my naturalization certificate here's my birth certificate that is incorrect if they don't reply in 30 days then they are removed and considered ineligible and at that point we notify the state and then that's the office of election crimes and security then they investigate a potential voter fraud so that's the change left on your license nothing changes that is correct okay it's only when it comes up for renewal yep that really helps i thought i was going to bring my passport to vote yeah and that's one thing no voter at any time will prove citizenship at the polls in in other words you have either been you have been either listed as eligible before voting or ineligible and so now you may be an ineligible voter voting as eligible but then eventually they catch you and then prosecute accordingly but you will never at the polls show this is my citizenship you know questions about that um they come to the polls do they get a provisional ballot well at that point at the ballot they would not get a provisional because if we're looking at voters anybody in this room whatever and we currently say you're eligible you're eligible now if you're one of those that we have been notified that you are a potential a non-us citizen and we're mailing you that process then until that 30 days is expired you know then you're still eligible until we we have to give the 30 days due process at the end of that we move you to ineligible now an ineligible voter a non-registered voter a person who's anything can walk into a polling place and say i want to vote provisional and yes you're allowed to do that in the state of florida so no id whatever but you vote provisional the canvassing board will then decide were you eligible to vote so you won't have just people coming in having to vote ineligible because they've been sent a letter or they're a non-us citizen because either they're going to be declared eligible or ineligible so you won't have as a as a poll worker have any question of that you will have when you scan them and bring them up they will be ineligible voter unless we've removed them or move and moved them to ineligible if that makes sense okay so also in reference to her question um i i have to go uh get my new license for my birthday yeah um i haven't gone to the dmv for many years like 18 or something just kept doing it by mail got the same picture on there when i was like 50 and now i can't do that anymore i got a letter saying hey you got to come in yes and um theoretically it could be 18 years that somebody is not coming into the dmv well from my understanding is that after january 1st you won't be able to do what you've been able to do to pass which is go ahead and renew without having to come in so there won't be the 18 years everybody that's a driver or florida id and non-driver but has a florida id will be saying when it expires you know you must come in or you change address you lose it whatever you're then at that point they're going to have to prove citizenship so it's but it's still eight or ten years that you don't have to come in the only way is like you get your driver's license in december okay then i yeah december of this year then it could be six years i think it's six years is the length yeah okay that's that's a long time i didn't pass the law just telling you what the law is i have one last question for you guys um it's pertaining to poll watchers i know your office does a really good job of um coordinating people based on their political party across the city but do you guys notify the local party executive committees of when the deadlines for poll watching is uh you know we put that on our calendars and all that but yeah we don't officially go to the parties and say oh your deadline is next friday do you have your list of poll watchers because you got to remember it's just not the parties who can have poll watchers sure every single candidate can have poll watchers so they're informed again as we do that but we don't give reminders because we've had situations in the last election i don't think we had a single poll worker poll watcher again we easily interchange the words or not uh one definitely gets paid by us and one doesn't but the poll watchers you know not a single candidate had a poll watcher and and as you know in this case the democratic party had poll watchers but the republican party didn't so again it's their preference but it's not us to us we're just there we have to accept their we their credentials make sure they're a registered voter in that party we have to have their names so we know we give them their badges that they can be there so we're the ones giving them the authentication to be inside the polling location but again we're not you know again reminding candidates or parties hey you need to give us some poll watchers it's up to them sure okay thank you sure real quick let me add on uh because you kind of said something beginning we have no control of where poll watchers are staffed or anything like that we like he said we just authenticate that they are allowed so we don't assign we don't say you can only go to this area and stuff like that so we don't we don't handle that do the watchers get to choose where they're going they're usually by the party or the candidate says i really want you to be at this precinct i really think this is a this is one i want you to watch you know and so therefore that's why we don't assign because somebody could say well we're not worried about that precinct we're worried about that one so it's up to them to decide where they want to go does your office assign the poll workers well work okay so there's there's yeah so that's what workers we assign every complete difference and that's why i wanted to correct because you're the second person this week that's made that yeah it always happens believe me it does i understand thank you guys well conversation so that concludes the includes our presentation all right so now we have old business anyone have old business to bring up donovan don't have any about new business public comment i think our public well he left a green card if somebody wants to go look i don't think he filled it out i think he oh yeah oh okay yeah okay all right well uh the next meeting will be this december the 9th on here on that meeting date uh we might need to adjust uh or the supervisor elections office won't be attending with florida winter conference i think that week that's a good point um we can shift that yeah once we get the date we'll notify yeah all right that'll be good can you notify me twice if i can through the chair if i can bring up all right did everyone we don't send out the notifications brandon does that did everyone get their notification this time no yeah that's i did okay you got a yes you yes here that's everyone's email make sure that everyone got there i checked with colleen i sent her my contact sheet i was like is this what you have this is what i have they sent it um i do know that if you want time it wasn't you know when we wrote so i can we want to check it real quick i'm totally down to do that okay um but don't want to verify your email address with me before you leave um which everybody seems to be fine but we'll check it here okay and i do want to say one thing i had a devil of a time with your office getting my email changed i talked with several people and they all would and this goes back a year i've got emails that i've sent a year ago trying to get my email changed for the panel for for to get my notification yeah uh it started when who what was the other gentleman's name that retired jiff yeah yeah and anyway uh i got my email hacked and so i would get them well all you do need to do is just go to your junk mail and you'll get it well when your email's hacked you don't get anything and so i had to have my email changed and i it just went on and on and i talked with several people in your office and they just blew me off not my office okay just whoever's office it is okay well i mean and then through the chair through and but uh to to to make the point clear jerry was great i i know i was at meetings and you went way beyond and got me information but then it fall off the the the table again but anyway i finally got it got it got it changed but it took a it took a heck of a long time talking to the people in the office whoever's office uh i even went to the imuson office i chatted with justin and i told him i got and so i just wanted to get it changed that's all i wanted and and i would get emails back and check your junk mail on and finally it got it got through to them but anyway i'm getting my emails now and i thank you for that uh well let me i just say and i was talking to justin because it's so often and i've seen many of our meetings not have a quorum and that's not good uh from a standpoint where you can't take action and stuff like that on your meetings is that if is there a way brandon that one that you can get a confirmation when you sent out so that you can check off and say okay uh carmen did receive it and she's not going to be here because she's out of town or ray's going to be here or wait a second i didn't get any confirmation from ed and then follow up with whether it be a phone call or something because it's just we've i would guess over the last couple years it's been about 50 50 of quorums yeah you know because we're just we're we kind of blame it on the email system of saying well enter your junk mail but somebody ought to it seems like to us follow up or get a confirmation who's going to be there and who who hasn't responded if y'all can come up it's in y'all's office but if y'all come up with a way that you're confirming that people got their email and the and they're going to be there or not be there it may save a lot of headaches in the future it would save a lot and and actually there's a lot of people and that when when the emails read it goes back to you and say yes those folks have read the email um i didn't know if there was a something to consider maybe in uh in addition to an uh email or instead of or whatever maybe a text message um you have a cell phone i'm assuming yeah uh maybe a text message could go out and you know request a reply or something like that uh you know just a thought because i mean as far as me i have something on my phone that reminds me and i see this december 9th i just put it in my phone so december 9th i'm going to get a reminder regardless but i just thought maybe a text what's that remind me because yeah well i did remind you i know that's the point because i'm i i find this i find this very interesting i find it i find it pretty important yeah and you can look around the table and see that some of us are not as young as young as we can i wouldn't have been up now you help our average age yeah it would be good just uh just as a and and we are stopping things that we do and we're volunteers and it's something that i've i mean i would feel a responsibility to come but it's good to know when it is uh and where it is because last time i went to the dc yeah so i didn't commit to follow-up calls text messages whatever it's just before everybody leaves if i could get phone numbers because that's not information that i've been provided and i don't know if it's information that y'all have provided to anybody typically any information about contact information is downstream other people um so i will have my pad over here so once we adjourn before we leave if you want to give me your phone number if you are types of people that have business cards like however you want to get your phone number to me yeah um take it down ray prangle okay 904-334-5047 just reminding you we're being broadcast no if you if you want to if you want to adjourn the meeting the other thing do you all want to go ahead and look at a date because sure you know if you would like obviously our office there we can't make the ninth if you wanted to continue at the ninth we don't know let's let's let's i i would like to change it so uh we can look at the date so we're all here that way so the next meeting won't be here is that no it'll be here but not on december 9th because our staff election staff will be at a state conference okay and so we weren't able to make it okay oh so we're changing the day we should be able to meet the setting eight usually the meetings are usually wednesday and thursday so i will actually be out of town the 7th through the night okay could we do it the week before or the week after how about the week of the 14th let's tell me close to christmas before we'd be i could do either 14th i'm open you said you're out of town yeah i'm out of the country oh out of the on the 14th yeah were you going to be out of town on the ninth uh yes i was okay and i don't feel bad us moving if you're already gone but if it was the week before yeah the week before christmas is or the week before the ninth like on december 2nd that i'm open the second i think we're open justin you open we're good second second's fine with me yeah i'd rather get it done earlier in the month sure yes yeah december gets crowded for everybody okay great by colleen so that she can adjust the notice and get that so it's december 2nd second at three o'clock three o'clock here okay all right thank you very much oh i have a dance lesson then i've already got it in there we'll all come there to the dance i guess i'll change it actually that's december 3rd how do you put stuff in here you know it really hurts when you're older and you're impaired technologically impaired so anything else can i get a motion to adjourn all in favor so move we're adjourned jerry could i get that back to you get that back to you get that back to you
