and then you would do a roll call yeah everybody introduce themselves around the table okay um let's introduce ourselves sir um ed williams gloria einstein brandon russell council research justin jickelon supervisor of elections office and we have two members of the public who have signed cards and we'll be speaking okay so first is april hall lloyd and state your name and address for the record please just make sure to push the button on there yep good afternoon my name is april hall lloyd my address is on file i am here to speak about the duval county elections officials um vote by mail renewal we so for the people that voted in 2024 their vote by mail has expired and it won't be renewed unless they make action to do so of the 88 579 duval county voters who signed up for vote by mail in 2024 only 22 000 have submitted a new request as you know florida's law now requires that voters submit a new vote by mail request for every general election cycle previous vote my mail requests expired after november 2024 election and will expire again december 31st anyone planning to vote by mail in the 2027 municipal elections must re-enroll before february 2025 um february 2025 2027 um that is why the coalition of civil rights groups is urging the duval county supervisor of elections to mail renewed renewal notices to every voter previously enrolled in the in the tampa bay region sarasota has managed to maintain their vote by mail level as it was in 2024 with the spokesperson for them attributing that to physical vote by mail renewal notices being sent to all voters after the local civil rights groups pressed in 2022 duval's then supervisor of elections mailed 105 renewal notices in january 2023 and a few short months later in april voters were enrolled 50 000 voters were re-enrolled current supervisor of elections jerry holland is no longer planning to send physical notices instead he has advised us he's relying on texas and emails but many voters especially our seniors are skeptical of digital outreach as a potential scam now is not the time to reduce outreach we urge supervisor holland to mail renewal notices pre to all previously enrolled voters and consider sending out a notice to every voter or at least the ones over the age of 65 for both the 2026 and 2027 election thank you thank you thank you miss homely discuss this now or do we um um generally for public comment in any sense they just kind of allow the public to proceed with the rest of the agenda such that you can do anything he said he did he said he did oh okay all right um i mean that we do not have a quorum um thankfully obvious um we can't approve the minutes is there any discussion of the minutes however that we could do yep we did a lot uh it's really worthwhile that you send these out um and provide them um okay and i guess you're giving the soe updates all right uh justin jickelone chief deputy supervisor of elections uh good afternoon everybody uh that has shown up a couple of things kind of give you some numbers as we always do um miss april actually uh the number she has we act as of this morning we're up to 24,094 uh total vote by mail requests uh domestic requests are at 22 359 with the uacava which is our uniform and overseas voters is at uh 1735 on there uh again our big push for uh vote by mail uh to renew was used uh by phone call and email uh to drive them to kind of narrow to those that did vote like she mentioned and stuff in 24 um it doubled the amount at that time and at this time this is kind of where we're set from here for the primary um unsure of any other large scale uh outreach uh we do do social media and other uh lines of outreach that way uh when it comes to vote by mail as well as registration updating signature and things like that in response to this if we if you did extra outreach just for the seniors um what would be involved in mail outreach to the seniors who have not yet renewed i don't know that number off the top of my head do you know anything about the um prevalence of seniors among the on our for when it comes to the demographics of age groups and stuff i do not not to put on record just a number that that would be good to understand the problem okay no you're fine you're fine uh total voters that we have currently um is 642 956 voters active voters uh the breakdown uh we have uh republicans have 235 769 registered voters active voters democrats are at 241 122 the non-party affiliate uh voters are 142 309 and all other parties is total is 23 756 a couple things when it comes to some recent legislation uh house bill 991 uh was approved by the legislators and stuff most of the stuff that comes to actual election election day and stuff hits jala uh sorry january 1st 2027 uh there was some things that impacted candidate qualifying stuff that was uh put in place as soon as the governor signed which we experienced with this round of qualifying that just closed um from there the other bill that uh is close to uh duval county was house bill force hb 461 this is the volunteer student uh pool worker uh legislation that um uh clay garborough and kyan michael uh sponsored uh this bill has been approved it is on the governor's desk waiting for signature so this would just basically allow uh students to claim community service hours by serving in the polls from there currently cannot do it by statute can't volunteer has the soe done anything to implement this when is the effective date the governor has to sign it that's right yes yeah so once the governor signs it yes once the governor signs it it's in it's active we are ready to to push um outreach for that um we're just waiting for the signature and if we're to come along if it doesn't come if it's not signed by july 1 i believe it goes into it after that so as we come from that i mean speaking as a poll worker and the whole training apparatus that's been set up yeah how how would you integrate students into that we would just add them up like we would if um we do uh stand by uh poll workers from there so they'd go through the training and then they'd just be ready where they were needed correct when it comes to the primary election a couple of things that are going to take place there's legislation currently going through the city council for polling place and a couple of precinct boundary changes the precinct boundary changes will take us from 160 precincts down to 159 precincts uh the polling place uh changes uh there are two temporary changes due to construction um at two of the uh facilities that are being used uh we are unsure when that facilities will be back available but we're hoping before the 27 elections if not sooner but for the primary they will be moved to another location all voters uh that are affected by either change a polling place or the precinct boundary change will be notified uh we send out voter information cards with the update on it um and stuff and we'll also we'll put a press release out push on social media and things like that to notify voters of that that uh ordinance that's going through is 2026-446. the um when you send out the new voter cards i mean there's a lot in a little space is there also a cover letter that says no ma'am there's no cover letter because it's a trifold um so like this and stuff like that uh we are working with the vendor to basically on it to have bold lettering that says polling place change so that they kind of catch it on just i think it's just the information we're trying to get that worked into it before that's mailed and is there any way that the vendor can actually put the new address of the polling place it's on there oh yes ma'am it's part of the information card okay yes yes disappointed voters yes ma'am uh the early voting days and times we're at 24 early voting sites for the primary like we were in 2024 uh the dates are august 7th which is which is a friday and it goes through august 16th the voting hours are 10 a.m to 6 p.m each day uh sample ballots are scheduled to go out july 29th to uh all registered voters they either will be mailed or emailed that decision is made by the voter themselves we have about 90 something thousand that are emailed each election on top of the so take that around so about 530 something thousand uh mailed uh there will be two new i voted stickers uh we have able to add an i voted sticker to people who vote by mail it looks like and stuff and it just says i voted by mail so this will be part of their secrecy sleeve so they'll be able to have a sticker it's one of the things they always ask for um they want that sticker and we were able to accommodate that now we believe so that vendor is trying to get those to us so we're going to go from there the other i voted sticker is is is geared towards uh first time voters so as a poll worker um some places do make a little bit big one they find out yeah and stuff so you'll have a sticker to provide them so they'll know that no this is the first time that they those are very popular yes yes surprise so uh those are things going from that side of things uh other than that we are gearing up for the election uh poll worker training has kicked off online uh in labs start uh july 6th i believe 7th somewhere on there um on there uh book closings july 20th again for the primary election what affects uh duval county and the state of florida is we are a closed primary state so if you have a party change you got to get in before that date um in order to successfully get your party change before for the primary election uh equipment distribution and all that stuff is ongoing right now it's kicked off our seasonal stuff our call center will start uh the end of july july july 22nd so they'll be in there so we'll have you full blown full fully operational on july 22nd in the center downtown uh the museum has wrapped up uh we know some of y'all weren't there uh but the last meeting uh we would encourage y'all to go back out it has fully completed and it looks very very well done um and stuff a lot of effort went into that uh putting that together and everything and that's it unless you have any questions well i have a comment okay i wanted to um deeply thank you supervisor for making the change in early voting so that there's a second so there's two sundays um that really makes it easier to explain to people that there's two weekends and i know it makes it harder for the people who have to take the machines and move them to the precincts so i appreciate that but for voters it's it's much much better and and i hope that you will tell the supervisor will do um i did have a quick question you mentioned um the voter chooses whether or not they get um a sample ballot by email or by mail yes sir so that they make that choice ahead of time correct yeah you do that on your uh the voter okay okay and also another comment is i don't know if you've done with as a poll worker have taken the training the online training have you yes what do you think about that um it's it's mostly pretty good i like the way that it is interactive um there's just a few little rough spots like i had to take the main major section twice which was probably a good thing from a learning point of view but just because i didn't click the little x and therefore i kept getting emails saying please complete your online training and i already had completed it um so there are a few bugs but what what was your experience sir i didn't notice that um i'm i'm pretty well versed in training i did that for a number of years with the federal government and um i was honestly with the the logistics of it the layout the the i mean how the interaction with the website i was very impressed i really was i thought it was uh laid out very well it was very i'll be honest with you when i was told about it i wasn't impressed i thought oh god i wasn't looking forward to it but i went through it and i even uh you know kind of looked at some of the details as far as the statutes that were quoted like i think 104.031 or something like that and you know i didn't see any mistakes um it it kept my interest and i actually liked it better than when i used to take the in-person training um that that's what surprised me i i got a lot more out of it because i could go back and you know look look at things previous and um i i was really impressed i i didn't notice that because i'm sort of i sort of am attuned to detail so when it says click the x you know i i i look at all those details so i i didn't i probably wouldn't have made that mistake just because of my nature but um you know that that may be something to look at but i didn't notice that because i didn't fall into that but other than that i was really impressed with it i really was it's great to have an expert opinion of it yeah um thank you i think that'll be appreciated you know that that you'll enjoy relaying that so thank you that's useful all right any other comments or questions on the supervisor's report okay um i guess we should find out what the old business is even though we can't act i think there was one thing that was talked about um yeah so yes um i reached out to kyleen and uh brandon to make sure that they had a response uh question came up at the last meeting can an elected official serve on the eap that's not who's elected not to a city council seat and you want to provide that so there are a couple of places in the code that kind of like imply this um but if you are on the city council the code says that members of council shall not hold any other public office except as notary public nor shall any member of the council be an employee of the city or any of its independent agencies except for certificated employees of the duval county school board and so that's just if you are serving as a city council member if you are a school board member it says that members shall not hold any other public office or public employment except as notary public member of the armed services or federal office or employment so similar to uh council members um and then separately it says that um with regard to any board or commission a member of any board or commission can hold another non-elective public office or non-elective position in consolidated government so we took that to mean that you know if you're a city council member or you are a school board member you wouldn't be able to um it doesn't say anything about if you're actively running for office um but if you are say on the election advisory panel and that case you would be able to serve on other non-elected boards and commissions so i would take that to mean like a cpac or something else granted i'm not an attorney so i cannot like but based on what it says here um that that's kind of what we determined was the response to that question um so that is um i cannot remember specifically who raised the question i can't remember if it was an attendee or if it was somebody actively on the panel do you remember who raised it it was a group we were talking and stuff a person that was there from the public i had interest in but they were running for city council and asked could they actually serve them both if they were to get elected and stuff and then there is a member of the eapu who is running for office right now by copy of the minutes um i i guess i'm not really sure how how we go about that process we don't go i don't think come down or anything we have their address or anything i don't think they didn't speak as a public comment oh i don't mean the member of public but the person who's on the ea oh yes yeah they'll be notified if they are elected they will be notified from my understanding certainly can't do any new business but i guess it would be good to know what new business would have been done um i that is not for me unfortunately to determine um since i'm just facilitating the meeting yeah the new business is kind of what y'all asked and stuff like that um and then i we always try to get an update on where we are with the expired and obviously i know bobby is his term actually ended he still showed up on the list so yeah and stuff and i think he serves until someone's appointed and miss philman was trying to find someone to report
