okay good afternoon committee members and other parties of interest this is the reconvene evaluation committee meeting for rfp26-00069 lower green swamp cow grazing lease my name is ethan kersey and i'm the buyer assigned to this project this meeting is being held in part by means of communications media technology and has been publicly noticed active participation will be for committee members only provisions have been made for any member of the public designed to have access to view the meeting the recording will also be available after the meeting has ended please be advised that the cone of silence is still in effect all meetings and correspondence must include me again for the record this meeting is being recorded and has been publicly noticed at this time i will ask each committee member to reintroduce themselves for the record beginning with the committee chair question uh forest turboville conservation environmental lands management director alan lambs small firms extension agent with ufi extension ken branchoff conservation and environmental lands management with millsbury county steve raven millsborough county conservation environmental ross dickerson environmental lands manager conservation and environmental lands management and i am eric radians with the procurement services department um i'm a coordinator with the department specializing in reviewing our solicitations following uh the conclusion of posting on publicly thank you on january 27th 2026 the evaluation committee met discussed and scored the proposals received in response to rfp 26-00069 on january 31st 2026 as was publicly posted a protest of the notice of intent to award is received which warrants rediscussion and clarification of certain elements of the rfp the evaluation committee will discuss and consider these elements including consideration to meet with the proposals for oral presentations and further clarification as discussed aaron is in the room as our procurement operations coordinator that conducted the most thorough and comprehensive review of the subject protest and his presence outlined the key elements for the committee's consideration so with that i will actually start with you aaron if you don't mind just doing a quick overview of what was received and then we'll turn it over to you for us to lead the committee those meeting is coming after a few concerns that were brought to our attention regarding the evaluation since we wanted to of course come together to provide clarification regarding a couple different items one of those is addressing the minimum qualifications for the florida pesticide applicator license we're in section 133 the proposal shall possess a florida pesticide applicator's license the fbal shall be active at the time the proposal submission shall be maintained throughout the contract performance period in any event the pros just not possess an fbl the composer can utilize subcontractor for this element and the process shall provide a copy of that subcontractor's fbl license along with the proposal's business catholic business agreement among the parties for the fpl so i know there are some discussions regarding that so hopefully we have the opportunity to provide clarification around that license a second item that came to our attention was regarding the evaluation of directly one moment had to do with experience so another some discussions regarding experience regarding owned land versus leased land so i wanted to help make sure that we understood that the proposals do have the opportunity to provide experience for both eat lease and owned land so with that i can turn that back over to you of course okay well to reinforce uh what ethan and aaron just stated uh the purpose of today's meeting is for the committee to identify any questions or request clarifications regarding the rfp responses that were provided by audubon ranch and roll hard cattle back on january 9th and subsequently reviewed by this committee on january 27th uh today we won't be discussing or revising any scoring however it is my understanding that we have an opportunity to request oral presentations from the two firms perhaps as soon as next week and then following those presentations the committee would reconvene to adjust or confirm any of its previous scoring as aaron mentioned a couple of issues that have come to the county's attention are number one the scoring for the proposed herbicide treatments across the lease area and the necessary qualifications required to apply those herbicides and number two the value of the scoring for having cattle on both company owned and leased lands versus leased lands only so with that just go around to each member uh and ask is so you have any additional comments or questions and ali we'll start um i think the main thing was just clarifying the appropriate subcategory for the pesticide license um i don't i don't think i mentioned the the lease versus the um owned lands but i guess in some cases with the lease land there are certain requirements that need to be met so if we're able to see if they've met those then uh that could be helpful yeah uh i didn't have any additional points of clarification for this meaning okay very good steve i too don't have anything more to get clarification on besides what's already been discussed okay ross same okay okay so generally when we bring firms in for presentations they'll come in and you can decide how long you go to 15 minutes or 30 minutes for a brief overview of their proposal they can put that together in any format they want to present to us virtually and then we can also request that they emphasize specific elements which is what alice everything was getting at there so maybe a 15 minute overview of their entire proposal not necessarily a chance to provide additional subsequent information but to clarify what they provided in their proposal okay and then we'll go into a q a by 15 or 30 minutes where we can ask specific questions that might have been raised either from their written material or that they brought up during their presentation that day so i think that would be just the one final question for the group is is there anything you want these firms to to focus on in the presentation that might help you to better understand them their experience of qualifications all right very good that's reasons yeah anything from you guys nothing for me beyond what we've already discussed that one okay i agree erin anything no additional information okay so um i blocked off the committee schedule and anticipation of this for may 7th which is next thursday i blocked off the afternoon so um rollhard and audubon if you're on here if you're watching reporting back later i will be reaching out to each of you in the next day or two to formally get something scheduled for that afternoon as i said it would be a virtual presentation you guys do not have to come here in person uh but you will be able to share your screen present to us and we'll be able to ask any questions we have um of course do you have a specific amount of time you think would be applicable to make 15 and 15 30 and 30. what do you think i will let's schedule two hours just to be safe two hours for the presence of one hour reach that's what i'm thinking i think oh yeah so we'll be safe we'll probably give uh i think probably 15 minutes for the actual presentation because you guys have read the proposal they don't need to go into too much specific details on the proposals and then maybe 30 minutes for questions but that's where we can have the most full conversation and discussion agreed yes that will be the plan so as i said rollhard and audubon please be on the lookout for that any other questions comments with you guys before we wrap up no that's it okay that is a short and sweet evaluation meeting um that will conclude the
