today's date is march the 3rd the time now is three o'clock this is a non-mandatory pre-bid meeting that we're only performing uh in person and it is not a virtual meeting because it's non-mandatory anybody out in the public they have the ability to read the bid document and submit questions for the purpose of this uh the last day for questions will be march 17th this project will close on march 27th ready i'm going to go through my name is james wonderly and i'm with procurement services for hillsborough county i'm the only person that you can really reach out to you if it's via email or through una i'm the one that's going to look at the unit messages and any messages i get in una i'll funnel that to the project manager and i apologize last time we didn't do introductions but so um i'm i'm the focal point for the project okay and anything that comes through to me i funnel to the project managers for uh compliance of uh questions and then either when they respond i'll either issue an addendum that changes the document language or if it's something that's already here but we're providing clarity i'll provide the clarity through public messages right so sarah go ahead and introduce you and your staff
so that and then we'll move forward yeah hi everyone some of you are going to hear this for the second time today uh my name is sarah patrone i'm the procurement and contract manager for hillborough county office of emergency management this is katya miller she is our operations section chief she has the brains of this operation on the online and then mike lackey he is our logistics section chief he is the brain behind my brain so again some of you heard this for the second time
and yeah great now if anybody has business cards i have business cards from the first meeting but if there's any business cards here today and then what i'll do is i'll leave my business card so that way you have the ability and like i was saying we prefer that you communicate through unim messages um but make sure the people may have ran out of cards i have some cards here so before you leave today i do have cards that i'll put on the chair over here okay so this is a non-mandatory pre-bid meeting for invitation to bid emergency incident management team staffing services the bid number is itb-26-00132. now just for some other like we we talked about it the project closes on 327 at two sharp and the only way you can submit is through unit this project that is valued at seven million four hundred one thousand two hundred and forty dollars this is for a three-year period okay the last day for questions like i mentioned was 3 17 and it's based upon today's meeting usually when we publish a project without a pre-bid it is 14 days from the date of publishing we published this on 2 17. just a little tidbit of notes um i can i can look in unit to see where we are as far as people interested in the project so i looked on here it is i looked on february the 18th and this published on february 17th on february 18th there were 77 document takers or no third on february 18th there were 39 doc takers and one intend to bid as the days progressed that number went up so as of today there are 116 doc takers that means that they've downloaded this bid document and they're reviewing it and there are 13 that intend to bid there's no guarantee that they intend to bid it's just they'll put it out there that they intend to bid okay so i'm going to cover a couple pages on the front end and i'll turn it over to the department so that way they could go over what the scope and what they're looking for there are as i have my little my little flags on the documents there's some paragraphs in there that i want you to be aware of okay and the ramifications okay so um the county will only accept bids submitted through its electronic bidding system unit procurement okay if you submit a bid through an email to me i'll return and say you have to submit it through una if you walk into our office with a bid we'll say you will reject and say we will not accept it the key here too is that you submit your bid not at the last second but at least sufficient time so that way in una if you end up getting a technical error you can reach out to uni support to help fix it okay so the on page one of the the document it says questions regarding technical difficulties or errors encountered while submitting proposals through unit procurement must be directed to unit procurement support at 1-844-226-3862 okay or you can email them directly at support s-u-p-p-o-r-t period bonfire b-o-n-f-i-r-e at unasolutions that's one word e-u-n-a-s-o-l-u-t-i-o-n-s dot com and you can see that if you access the document okay okay questions regarding the specifications or solicitation so it says here must be directed to the county using the messages section and unit procurement okay i've had people that you're going to see that prior to the closing of this project i'm going to send you an email everybody that of those doc takers and i'm going to say that i'm look this is county outreach uh you're listed within una we're just trying to do a survey to find out will you be bidding this project or not and then i'll put in there yes or no and then i'll put if you are not please provide at least why you're not bidding it so that way at least we we see why you're not bidding it and staff it'll help them for future procurements already okay so to be given consideration such requests must be received no later than 14 calendar days after the date of the solicitation issuance site visit or pre-vid conference so today's pre-vid conference we're looking at the last day uh 317 to submit your your questions all right now when you do submit your questions do me a huge favor indicate the paragraph number the page number and what your question is is i feel sorry for the people that were here on the last meeting because i'm like a parrot regurgitating the same information but it's important for the new people that you know that way when i get your question and i could i can really hone in quickly to get the question to the project manager so she can give me clarification i do believe with yes this project here we've already had five questions the questions really surrounded around changing this from being an itb to an rfp and we're not going to do that so we did put post question one answer one question two answer two ready so uh insurance insurance is required for this project later on in the paragraph i'll give you and the where the paragraph is that really gives the full explanation but at least get with your insurance agent because within you know there's an attachment that shows all the limitations required and by getting it to your insurance agent you can tell your insurance agent that here's a project what the scope is it's for a three-year period and they'll be able to get you a free quote that way you can utilize it with your hourly pricing all right um there are no bid bonds performance bonds or surety bonds for this project uh one thing e-verify the department of homeland securities image program and e-verify e-verify apply to this procurement please see the general terms and conditions for complete details and requirements are there any questions up to this point okay so i'm going to hand the meeting over to sarah and her staff so they can give an overview of the project and answer any questions now one thing about questions is everything that's in this document is in for enforceable because it is in written script the questions we pose here today and the answers that were given they're not in writing on this document so it's going to behoove you and we'll get to a paragraph it'll get to a do we have this sign it'll get to a point where we're after this meeting submit your questions through unit procurement paragraph number page number or can just be the paragraph number and what your question is don't be very be very to the point because we've had people that will go what do you mean by license you know what i mean it just it's too open-ended you know get to the point right so um so and then let's say let's say down the line when let's say if you're awarded a contract you can't say well i know in the pre-bid we said this and you gave us this answer well if it's not in the document by way of an addendum through public message communication then you know you're held to what's in the document all right so now i'll go ahead and turn over the meeting to sarah
and her group all righty once again good afternoon everyone so the goal of this itb is to essentially contract an incident management team staffing support team for us during activations hopefully uh everyone in this room is familiar with how demanding disasters can be and how they don't just operate on shifts they require 24-hour uh attention and with that while we do have a large team here in hillsborough we don't have the capability to staff 24 7 for long periods of time i think last after hurricane season 2024 we were activated for three four weeks for which incident yeah exactly like consecutively so with this is hoping to kind of give a little bit of relief to our subject matter experts with other subject matter experts and that's why attached to this you'll see such a detailed breakdown of the positions is because we want to make sure that those who are coming that's up into our role to kind of give a little bit of relief to us can make sure that they provide any services or any needs to the county while we're what's the fancy way you respite respite respite i'm adding that to my dictionary today okay um so that is the purpose of this contract and of course the goal is if it's a smaller activation like for instance if you're familiar with hurricane debbie that's not something we really would have needed an imt for because it was a it was a smaller storm and we kind of had it under control but for instance then we rolled into helene and then we roll into milton and you kind of saw at least on the eoc floor that our team is getting a little hello burnt out and so that's kind of where we're looking to have this imt come in and be able to support us so we can better support our community and with that if you have any questions related to any sort of position that we're looking for we do have it all broken down in this and then of course if you have any questions please submit those as well so we're looking for not only positions to aid us in our respite periods but also we have different things like translators which were always of course shortened during disasters because here in hillsborough county we have a very diverse community especially down in my mama we have a very large migrant community that has a lot of spanish figures that sometimes we're short on and we also have a creole translator on here that of course would be super useful for us as well as things like an unmanned aircraft system remote pilot so of course in the new coming age drones are very up and coming and disaster mitigation preparedness and recovery and response as well so with that we also are supplementing some of the roles that we don't have here on the eoc floor in this product as well other outside of that most of the roles that are identified in this itv we already have here on the floor so it's not like you'd be stepping into a position that doesn't exist other than those that i've already listed so for instance if caution needed a break because core coffee gets ran into the ground every day in hurricane season and so does all of our staff she will have that opportunity to step away and recuperate while a supplemental operations section chief is and that's why we've kind of made these qualifications so stringent because hillsborough county is the third largest county in the state of florida so it's very important that those who step into those roles have those qualifications so for instance if you look at incident commander our minimum years of experience is seven years of experience well that may seem steep you also have to think that this incident commander will be in charge of the third largest county in the state of florida so think about that when you look at these qualifications and say well that's kind of a little like stringent there's a reason for that is because we're such a high demand high-paced county it has a whole diversity and a number of
complex needs that we have anything you want to add to that costume um i will just say too now obviously we could utilize this contract in the event that we are down a person right so it may not only be used as a respite situation but if we are in need to fulfill a position that may be vacant at the time or we have something else happen with a staff member that's just unavailable um which i think is pretty you know self-explanatory but i just wanted to put that out there it's not necessarily just for um respite but again that's it stresses upon um again why the ask for experience and and the level of professionalism is
there in this contract so just for the edification paragraph 1.1.2 that makes reference to the attachment a where it says incident management team will support emergency operations center for the following services command planning subject matter experts operations logistics so attachment a is in una and it lists everything right here okay now and then one other point um that also makes reference to paragraph 1.3.6 with the contractor's capability all right and one other point your paragraph 1.3 minimum requirements yep so on paragraph 1.3 minimum requirements think of that as the line in the sand where it says like just to give you an example paragraph one three one the contractor shall maintain florida a-h-i-m-t type three or higher so there are some requirements in there that we're looking at that the contractor bidding this project should inherently possess okay go ahead sir uh one thing i will say that we will have to do an addendum to
and this was kind of brought to light during our last pre-bid is in difference with this one obviously our subject matter experts might not always reside in the state of florida because they have such stringent um requirements 1.3.5.3 where it says valid driver's license valid florida driver's license with applicable endorsements those will be removed because of course sometimes all of these subject matter experts might not reside in the state of florida so just for a note we'll remove them i will
say however to look at 1.3.7 which says one of the contractor's responsibilities would be able to um show up for an activation request within 24 hours so there's that as well
i did have a question and some of the attachment a um for position specific uh for instance of unit leaders it says mqs documentation unit leader um but it doesn't say anything if you hold like a plaintiff section chief does that qualify because it's a superior position versus the unit leader um there are several logistics ones that are the same like supplies in there but if you're open to lsc then in theory best practices you would already be able to fulfill that so i just wasn't sure if that
needed clarified or if that's just we just assume best practice there so with that assumption there is we will we wanted to keep that as specific of course when it comes to uh fema they're not always completely aligned so that was kind of our best match in that qualification section but we did want specific into that sense on unit leaders because mike well he's my logistics chief as a logistics coordinator and he knows my job he doesn't know my job to the depth that i may know it so sometimes it's more beneficial to have someone who's an sme in that position rather than just an overarching position because they might not know the nitty-gritty yeah especially if it's a task
book position that's where it's you know some of that's going to get into to play um i know that some taskbook positions obviously have sections where it'll be written off that they can do those other positions that fall under them but i think it's gonna it's gonna be dependent on the position so um again that's why we put each one specifically in there perfect that's something i just didn't know if it
was going to be like a hard uh you know pass for you know individual's qualification to say they have planning section but which does is one of those that says yeah you can do all the other sections under it uh if it's not specifically worded that way in the requirements so it's correct and your
attachment a that has all that information also aligns up with the pricing now in this case this is for a three-year contract okay so in this case it's going to be a firm fixed price and hours across the board for each position would be 1512 for that three-year period it came up in the last meeting too that let's say uh because last year we had no hurricanes but if this year coming up we have 20 hurricanes and we're about to expo use up all that capacity there is a a paragraph in the document that will modify the contract to increase those hours all right can you repeat that one more time so how many hours okay so the pricing for each position that's on here there there are 1512 hours was that a year for the full three for the full three years so kind of same concept as with the
shelter staffing contract that i know you were part of is so i've heard i pulled these numbers so essentially what i did is i took the average again three we want to consider that the worst case scenario three activations per season for three years with about uh i believe i did a week of activation for an imt again that is about the average could be worse could be better so that is the average and like jim said if there needs to be an addendum there there can be as well so does that mean
that you are buying at the beginning 1512 hours regardless of the number of transactions well
there is a clause in there estimated quantities clause so let's say if we don't have any activations that we need staff then there's no we're not we're not it's like a long company where you pay per month whether you get one cut or ten cuts in this case it's going to be on an as needed basis as activated
so let's do that ceiling an hour is that the idea right well let's go well for instance paragraph
1.4 pricing okay this says the county aims to establish an hourly labor rate for each position referred to attachment a with all inclusive direct and indirect costs such as transportation equipment training fuel lodging ppe food supplies overhead and administrative expenses think about like insurance as well as other materials necessary for personnel to operate the rates shall be quoted in dollars per hour to the nearest one quarter hour additional charges shall not be applied so let's say you have your fixed hourly rate for three years and then all of a sudden during the course of the contract oh i need to charge and i'll give you an example we had a flooring contract in which they put down their rate per hour they were the low bidder but then they saw why about three months into the contract they saw the the full tabulation that somebody was much higher than them so they wanted that rate saying oh i bid it too low well don't bid too low don't bid too high but bid what your business business is you know i mean but so so this is going to be and let me go back real quick too uh to see in the front um there is a paragraph that then well i do believe there is a paragraph in here okay um 1.3.8 on when work is performed the contractor shall be available to perform services during standard business hours and 24 7 during declared emergencies emergencies activations or at the county's request work may occur on holidays weekends or extended durations as determined by the county's operational needs so that goes along with like those hours you know if we utilize those hours that will pay for the hours utilized okay see what i mean
it's like 15 12 per position there's some with two so we can consider those each like some of them have a number of positions too so is it to bring it with me or do they split that 15 12. it would be like
for purposes and so they would split that okay gotcha and then let's have to see it's it's like notating
shifts like an amtm shift gotcha makes sense i know the other one was really identified each
yeah that's another question about staffing so is it your intent to activate staff on a
a la carte basis to fill a particular vacancy or a full or partial regulation with mft
all of the above depending on the meters and one point is
how the other contract was based on the shelters okay would the this is is this a primary structure
and you got the alternate site yes that would be the assumption it would be at this location or our alternate eoc if but again um just to go back to the paragraph that you just pointed out jim um about the how and when work is performed again it's it's saying here standard business hours it's talking about um 24 7 declared emergencies activate activations or counties request so with that being said it doesn't necessarily need to be during an activation so if i am down a person on my staff and i need to and i decide to bring in the staffing contract to fill that position until i'm able to fill it then that could be another reason why i could ask for the position so i don't just limit it to
activations with that being said and a follow-up is it is the imt specific or exclusively for the eoc or might you deploy that for other things like shelters or logistics and elsewhere no they would be these
positions um i mean of course does it happen that these positions have to go out to the field for something within our county sure right um but um no it says an fyi paragraph 1.5 it talks about the one
of the important things which would be uh your invoicing okay and one five four five reflects what should be in your invoice okay it says contractors shall submit invoices on a weekly basis at a minimum and if there is no work performed then you know but let me ask you this let's say a contractor is because this has to go to the board because of the dollar value so prior to are you going to do a award launch with the contractor prior to start of any work so the goal is is once awarded
mike myself katya and whoever else needs to be involved we'll bring them in and we'll have kind of like an orientation where we talk about the expectations and the way the county kind of does things and and whatnot so i'm not just gonna throw you at a wall if something hits the fan okay well
ready now let's let's touch on something else that was touched on the other i know at the shelters you really don't you're going to be there during the four hole activation let's say you know because if the doors are locked and the winds are 150 miles an hour you can't go anywhere in this facility it's pretty unique because you do have areas that staff can go and have some downtime yes so we do have yes
no yes and no yes and no so we do we do have we slept in a chair out here so hopefully we won't have the issue this year um so we do have a whole lodging plan which will include any augmented staff that we bring in from contractors including the the imt so so if there's a lodging plan is that a
separate item we need to invoice it's all inclusive here but we're just saying that i'm sorry but we're just saying that if there's space available for you to if it's available and you provide it right but if you're at a shelter because that's where they're directing you to based upon the work these these type positions then at a shelter there may there might not be so you know the so anyone from
the imp will most likely not end up in in a shelter unless it's the employee based shelter that if we have to use it we will use it so the goal is you will provide your own lodging but of course when it's you know 100 mile per hour winds outside we're not going to kick you out to go to your hotel or wherever that may be that you're bedding down you can stay here and we're not going to kick you to the wind we're going to make sure you're safe and and whatnot so that's kind of where that comes into play so lodging is to be expected so for instance if you're here for a week or two weeks obviously you're not going to sleep at the eoc for two weeks so during that bunker down time you'll stay with us and then afterwards you'll go forth and prosper to your house i liked 150 now 1.4.1 that talks about the um
what's included as far as um again it also lists food in there but obviously if you guys are working we're not going to say sorry you can't join us for our meal times um you know but obviously if it's outside of your shift time they would be responsible for food any questions up to this point touched on
it what do you expect the typical deployment time is going to be a week two weeks it all just depends
for instance like i said 2024 debbie we didn't need you helene we probably could have used you know a couple imt folks here and there but then we were hitting milton and i was like oh boy so at that point we probably would have pulled all of you and so it really just kind of depends on the circumstance on the storm back to back you know mother nature be mother nature and so they really just depends on the circumstances in terms of rage yeah we might want to look if it's not
stipulated in the contracts era about um like a two week prior than needing a rotation because that's the standard for an imt deployment so um if it's not in there we would need to look at that because that's what you're referring to yeah either it's so usually it's a 14 day deployment or an extension to 21 and then they do have to rotate so if we would need assistance for longer then we would need to stipulate that and also it just makes some of our teams in our conversation here i would say that that would be the expectation yes so we'll take a look at the contract some of our folks are good for 14 days
some are good for 30 days but yeah now let me ask you this just from my experience and and and being here in the eoc prior to the storm a lot of the esf units come here for instruction you know before the storm so that would they'll be here too so they get an understanding of yeah so again the ask is that
they're able to respond within 24 hours upon request um so if it was that type of situation where we had leave time um then that could be a situation but again that goes back to what sarah was talking about with upon um award then we would be asking you to come in for orientation and things like that we would provide you of course with information specific to hillsborough county um and then like any other you know position or imt team coming in you would be provided information upon you know coming here right um anybody that knows ics right the the 201 concept right and giving you the summary of my incident and this is what's going on um obviously some of these positions as well could potentially have some discussion off of um you know any type of delegation of authority so on and so forth so it would be very similar to what you know happens when you have any other type of imt team coming in um and what those expectations may look like which is again why those those um experience those certificates all that stuff is very similar to what you would expect from an imtt i can follow
that and go ahead let me get to that question so what exactly are you requiring for which certification so we have people certified in the state certified out of state but they don't always hold the wrong position backwards sometimes at the purpose of that so in a recent state certification uh recognizing that they've accepted two to three iap's with that person's position listed in the iap by name as demonstrating the satisfactor's qualifications so you may call them yeah so that
so those qualifications are pretty straightforward here listed out in the contract of what we're asking for um it's not really going into anything like what you know fqs did and stuff like that um or other proofs of that it's it's pretty much late out here they either have it or they got now the web eoc that's
going to be an internal training yeah they'll train them version are you guys nexus yes may have a
follow-up question on that they've been writing oh okay i mean are there any other questions uh one on
rates some of these people may be required to uh if you pay overtime so it's sort of are there two rates or do we need to figure some sort of blended room all inclusive including overtime okay so we should assume when mobilized should we assume a 12-hour day yeah yeah that would be the standard
for amvn do you anticipate multiple awards and are you expecting the vendor to be able to fill all
provisions the expectation is that the vendor will fill all positions of course if that's something that no vendor can do we'll go back and we'll look at it and we'll realign those and look into possible
multi-award yep um paragraph 2.1 the basis for award shows county's best interest so it kind of leaves it kind of open like you're saying where the county can um award to the lowest responsive response or bidder meeting specifications if this solicitation contains more than one line item the county reserves the right to award by line item by group section or by overall net bid price which is ever which is determined to be the best of the county's interest so that would be the conversations you would be
having with ethan's group once the bid closes and that would also kind of want to talk about that that rotation of the imt so for instance if we had multi-bid if we had to come in for a three-week period and of course you know this is a lengthy list of like very qualified individuals that maybe you don't have more than two of and that's okay we could pull from another vendor that we also awarded and activate them to kind of add to that rotation i'm not sure on this bid that it allows for
to to do lines one and two no bid bidding two lines here and no bidding we want an all-inclusive
bid you know because if we don't get it then we'll have to revisit if they're not capable yeah if we have no vendor that tells us we can do all positions then obviously we're going to be
forced to re-look at that so far it's looking pretty promising okay you never know okay any other questions okay so the thing about yuna is there's a lot of attachments in there for you there's the attachment for insurance there's the attachment for deviations there's the attachment for the which is identified it goes for your review dash solicitation terms and conditions that's the document that we're reading from so just be aware of that i'm going to go forward and hit a few items here that are i mean out of all all these pages i'm going to hit some that that are important paragraph 2.13 i'm sorry 2.3 insurance comma contractor this exposes you to all the insurance instructions right there is an attachment and unit that provides all the limitations for liability it also includes includes an accord that you can fill out and submit to us you know when when you're asked for your insurance if you're a parent low bidder and we put a notice of intent to award for your company and we're going to publish then that's when they're going to ask for your insurance because they're preparing the board um paragraph 2.7 that's the contract period and it's for a three-year period okay page 28 paragraph 4.15 cone of silence so it it explains everything about the cone of silence and the fact that you you should not be reaching out to anybody at the eoc i'm the only person you can reach out to through the yuna messages okay page 29 paragraph 4.16 this is an important one too so in your attachments with yuna there's a deviations attachment so if you respond to the deviations none because there's two there's two columns on the deviations if you put none and none then if you're the apparent low bidder they're first looking to who is the low bidder they're going to look at deviations if you have none and none then they'll do more reviews of your proposal if on the deviation submission you put you will have your own indemnification language and you put it in there that's material you're actually changing what's in our document and you would be rejected okay we haven't we haven't hurt anybody with our our terms and conditions because we look forward to bidders to have a great business relationship all right okay so now one thing i'll touch on is on paragraph 4.22 it talks about hillsborough county business tax so if your business has an address that resides within tampa you need a business receipt all right if you don't have it uh then the county is going to ask you to provide a copy of your hillsborough county business taxes uh let's see we got here uh paragraph 4.2 point 4.24 licensing well within the uh scope of the project that identifies the type license is required okay paragraph 5.13 so if you're going to have an attorney review this this bid documents most cases all attorneys want to give the submit your own language for indemnification you know i've been at the county forever and i've never seen an attorney say okay we'll change the indemnification language so if your attorney says here's the language that you should submit it that's a deal killer right there okay our indemnification language doesn't hurt anybody and the last would be paragraph 5.23 on page 44 payment and completion so you're going to have establish a great working relationship with the eoc agency so when you do perform services when called upon you're going to want to submit your the your invoice to your project manager so your project manager now has 15 days to review that invoice that's time that's clicking you know so if you have that great relationship she verifies the hours positions just like we talked about before what to submit on your invoice your project manager he or she will be able to submit it to accounting and finance to get you paid accounting and finance once they get it they have 30 days for the prompt payment act so in essence there's 45 days right there you can cut that down significantly by keeping that contact with your project manager giving your invoice to them getting it approved and getting it to finance and finance wants to get it paid quickly before 30 days there's a lot of paragraphs in here that that are important but i'll leave for you to review all right one paragraph on page 46 is paragraph 5.29 so now when you're reviewing this entire bid package there are paragraphs that don't apply and that's why it says severability in the event that any section sentence clause or provision this contract is held to be invalid illegal or unenforceable by a court having jurisdiction over the matter the remainder of this contract shall not be affected so we use this boilerplate for all our contracts whether it's for services or products and sometimes some of the language doesn't apply paragraphs all right are there any other questions okay so now remember whatever was said here today if it is extremely important to you put it in writing through unit messages all right what i usually like doing is i like responding saying because when you send it to me no one sees it i am the only one that sees it and i'll respond to you saying i just received your message your question is going to be elevated to the project manager we'll respond in the days coming so at least that way you know somebody has seen your question okay and from that point then i'm going to reach out to the project manager first i have to get approval from my coordinator and then we reach out to the coordinator or the project manager we get your position and i'll ask the project manager based upon this question the preponderance of this question does it have the ability to change the language in the document if so please identify the paragraph so they get the same routine the paragraph and the page number and what the paragraph is and what you want it to reflect or change to because i don't want to assume anything and then put something out there and then you're going what what's this you know what i mean i want to be very clear and to the point okay cool so are there any questions this is your time and don't look at the clock up there it's still 12 26 on february 20 26 now thank goodness for getting the check-up free so but but but just my own personal experiences when i was here for milton it was stressful because i came in and worked in an overnight when the winds were just and you don't hear it in the building here you can look outside oh wow and you're watching all the screens out there and then i i because in procurement we had three people here so i was able to take a little bit of an apple other people were watching the web eoc to see if the ring coming set reps or requests so we didn't miss anything and then when my time was up i was able to drive to the local hotel and then when i got to the hotel that's when all hell broke loose we lost power there and then in the morning i had to come back here after 12 hours for 12 hours goes like that when you're sleeping and then i had go around down trees and it was even more scarier

and then if you were coming off of 301 it was flooded you couldn't get here so i stopped a sheriff and the sheriff said if you got a helicopter you can get to the eoc so i found out that i was able to drive up 301 to martin luther king drive on falkenberg to come in from this way and it wasn't flooded i wish i did but but i got here

and you couldn't come in off of falkenberg and atomo because it was flooded so it hadn't been off martin luther down falkenberg to get here but i got here well i gotta i have a lifted jeep jim

well i just have a crazy random question but it's one there in mind have to ask it do you ever see an incident of using utilizing some of these hours or like something that maybe is just more i know it's all hazards but it's really really help focus like there's an incident going on that's building on the public health side of the house like pulling pieces and parts out of that you ever you said if there's an incident on the public
