all right good morning everybody my name is logan finney i am the buyer assigned to this project and this is the pre-bid meeting for invitation to bid uh 26-0261 low voltage cabling services this meeting has been publicly noticed and provisions have been made for any member of the public desiring to have access to attend to this meeting again the meeting is being recorded and the recording will be made available as soon as possible after the meeting has ended some few housekeeping items up front it's important to note that only a written addendum can change the bid documents all questions and answers today are not official until submitted through the unit procurement portal in public q a module responses will be in the form of a response on that public q a or an addendum if needed and post it in that module as noted in section 4.7 of the solicitation document any statements or comments made by county staff at this meeting which might appear to modify the bid documents shall be considered by bidders only as tentative positions of the county in order for these statements to be considered as an actual change to the solicitation they must be published in a written addendum all questions must be submitted in writing through the procurement portal the deadline for questions will be 10 calendar days after this pre-bid meeting as outlined by section 4.7 of the solicitation document please submit questions as early as possible so we have time to provide an answer in a timely manner the specifications and instructions are detailed in section 1 and section 4 of the solicitation document all supporting documentation and requested information can be found in the unit procurement portal and is available for you to download as you scroll through the different sections that public q a module is located near the bottom of the page for this solicitation please be advised that the cone of silence is in effect bidders shall not contact any county employees other than myself or those outlined in the cone of silence clause in the bid document as a reminder online bids must be submitted in the unit procurement portal by 2 pm on may 29th 2026 which is the close date we recommend early submission in case of any technical problems and resources are available on the second page of the bid document if you run into any problems now quickly i'll ask county that's everybody on the meeting so very quickly i'll go over some important points of the solicitation again the closing date for the solicitation is friday may 29th 2026 by 2 pm eastern standard time the questions deadline is saturday may 23rd 2026 10 days after this meeting there are insurance requirements and those are an attachment under supporting documentation uh within the solicitation um there is a state of florida electrical contractor license or limited energy system specialist that will be required with submission and a building industries consulting services international and registered communications distribution designer registration is also required with submittal um and i'll now turn the meeting over to ernie rumfield who's going to discuss the project scope and then after that we will open the floor for questions um when you speak please speak up and state your company name and your own name for the record and um then you will ask a question um so ernie if you want to briefly touch on the scope and then we'll move to questions thank you uh this contract that we are putting out for bid is to cover to cover all low voltage cabling installed for approximately 250 300 kidsburg county sites uh to be required with new installs uh add moves and changes some fiber mainly mostly copper but there are new projects where new builds so the scope will the projects will increase of course in the more locations but this is a five-year contract that covers everything that we do to maintain network connectivity for the remote sites our admin buildings uh for pet resources head start libraries fire stations so it's all encompassing pretty much it's pretty pretty simple basic low voltage contract you know so those who are familiar with it is the same thing we sent out before uh there's really not much i can really add to it but so if anyone's got any questions i mean like it's pretty simple bobby you want to add anything else that we may have skipped over um no just to reinforce what what ernie said it's uh low voltage moves adds changes new construction rehabilitations uh for uh any county facility uh that we own or lease uh anywhere in hillsborough county so um could be any existing facilities adding to repairs or um buildings being stood up uh starting from from scratch um you know and the whole construction scope so um it's all low voltage um if you guys have any questions we're we're here to address those hey good morning my name is chuck titus i'm from accci um i do have one question on the on the bid um it says on there that you want to add a 500 allowance where do i put that on the bid form yeah so the the allowance is uh section 2.1 of the bid it's it's i believe 500 000 um that is added to the the total of your bid so you you don't have to enter anything when you're doing your submission okay so it's all right matt yeah correct okay thank you hey this is lily with miami business telephone i have a few questions uh the first being how many contractors is the county looking to bring on is this just one or it's a pool um it's just one um section 2.2 is uh basis for award and it's overall low meaning that the contract will be below uh awarded to the lowest bidder that is responsible and responsive okay second question is i see that the price list mentions specific manufacturers does the county accept equals or for purposes of this bid it's only building um products and superior yes uh that's what we we spec would have to do is check out all building equipment and spare sx and chats work products okay no problem and then so this is a five-year contract how often would we be able to renew the price list uh the pricing on this price list because you know as you know the market volatility is high and we wouldn't be able to maintain these prices for five years yeah so in section two i i believe it's 2.4 and 2.5 um there's a cpi clause uh for labor only and then a ppi clause for um goods and parts um okay that's in section two so if you would that would be a good place to review that and i believe it's uh annually that they can be adjusted okay and just for reference how often do we guesstimate that we'd be called to do walkthroughs to review projects is it something that happens really often every week or a couple times a month how does the county administer that usually uh it's on usually uh anything above 20 20 drops or so and on projects because uh as on the projects there's a project management portion in there so they'll be responsible for attending meetings to provide updates on progress and also for qcn and for new contractors if they do win it on-prem site business would be recommended so you know get to know the layout of the building and some people staff can see your faces be familiar with you for sure but for new opportunities like if you need us to just come out or do we have to that should backtrack for each job would you require a quote before we commence but or as the awarded vendor on this price list you just tell us go do those 20 drops at this site and that's it uh we would require a quote because it's comes out of certain funding from each department has to pay for stuff for sure i understand and how often are those visits to provide a quote would you say uh with the county here it fluctuates one you may have a couple weeks where you don't have anything but then you may have a couple months where you've got something every day and you've got projects on top of that so okay you could be required to go out one week none next week a couple times and maybe a month later you may be required to go out every day right okay like right now we've got multiple projects going on we have meetings monday tuesday wednesday thursday and friday and we have two or three of them a day so yeah and you're only looking for one vendor to do all of these yes all right cool thank you my name is oliver poichemol i'm with dynamic advantage uh so i got two questions uh one goes back to what lilibeth just mentioned uh do we have any data on how many work orders were issued until last year on average nita can do you have the ability to pull calendar year po's issued yeah we can we can pull those that would be helpful that's fine uh second question uh regarding prevailing wages are there any requirements applicable to any of the projects under this contract can you repeat that question yeah are prevailing wages requirements applicable to any of the projects under this contract i don't believe it is i think it's a set cost i believe you're already i think christy i think you answered that in the last we had the previous meeting for the previous i think that same question was asked about prevailing wages yeah i think it was asked last time too and i don't believe there's any requirements um that question is associated to whether there's federal funding or not and i believe this does not have federal funding associated to it thereby not requiring that federal prevailing wages clause okay am i correct in that assumption there's still not federal funding associated with this nina is there federal funding associated with this correct not that i'm aware of it's all no then the answer would be no yeah okay thank you confirm that hey good morning this is frank santoyo with t solutions i got a question here with the cable in the parts and equipment you have two different cables here you got the 10 g x s and the 10 g x w those are two different types of cable you got one line item for that technically it's just technically it's the same one it's a 10 g x line the s one's shielded and one's non-shielded yeah but there's a price difference between those two cables yeah there's a difference between shielded and non there is small but that's i mean it's all lumped into one thing as this belt in line no i get it but all i'm saying is there's there's do we bid the cheaper one or we did bid the expensive one you have to you have to bid both so you have to just do a rough estimate on how much one one because the wireless access points require shielded the cameras require shielded right i can't really tell you exactly how many wraps we put in but i know we maintain roughly 700 wraps for us access points and probably just as many cameras or more right my question is there's only one line item for that cable yeah they're both together so mr finney perhaps they can modify the price list that we were given the excel price list to input our responses because that can affect you know some bidders will not bid on the same item you know if i if i bid shielded and someone else bids non-shielded on that one line item we're not looking apples to apples it'll affect our ability to compete so i would my humble opinion or suggestion would be to add a line item and separate those two part numbers out yeah i understand that um if you would submit it as a question in um the procurement portal uh the department and i can take a look at that and see if it's something that we uh would find beneficial um and that goes for all questions um i know oliver you asked about the um historical usage um if you put that in writing we can get that answer to you guys all right hey my next question is the cad you want um cad on all the projects i don't see a line item for a cad person on the bid how do you want that broken into the project you just want that blended in or or do you just want to include a project manager rate or how do you want that because there's not a line item for labor for that it was on the previous bid was taken out well it says cad pdf or visial right but my point is yeah yeah i get it yeah but on our our request when we submit a scope award for a project all three are required required a hard copy a visio copy pdf copy and a cad copy that you send to us so that's because different people here use different things some people use a video some people use pdf and some people use autocad so as by that that would be part of your probably your pm time okay well so we'll cover under pm time okay and my next question yeah sorry go ahead and my next question is uh there's no overtime on the bid at all whether it's an after hours call or it's a 24-hour emergency call correct that is correct so it's so if you call me at midnight it's a straight time that's what that's what they will put on the contract yes okay and my last question is here what do you determine between the installer and the technician the network installer and technician where you you got because one is the same and as the other you have one is the same as the other there's two different classifications yeah okay that's all installer install stuff and the technician is one who oversees installers and certifies all the cable and make sure basically is the project lead good morning everybody this is madia with qnn technologies i did have two questions on the material price list one was in reference to the die tech product is that just an inline surge protector or are we looking for the rack mount net ms protection there's a cost difference between both so i just didn't know what it was you all were looking for uh both of them we use the the rack mount 24 port module with the inline suppressors and also the inline at the far end perfect okay we'll include pricing for both and then the sti easy path is there a standard size we should be quoting or quote the largest it's a four inch with the wall brackets thank you welcome going back to the auto cad comment uh that was made will the county supply files to provide an adequate as built in all of those formats for every job if we receive them from our architectural desert services we will forward them on as we get them uh the small jobs are usually probably not unless we can find a previous copy but you can convert pdfs into autocad uh richard hurst richard hurst of these on cox i got just one question on the the cabling um for quoting purposes are we quoting riser rated or plenum rated cable it's all plenum okay how to follow as for the uh hold on just as for the overtime question uh most of the overtime will be usually on a cut fiber on our backbone but it will be handled by a different contractor so that's why we eliminate the overtime so most of your hours will usually be after hours will be like a set scheduled non-business hours times that we can do a cut over or add fiber or something into our data center or something but as far as the midnight call the fiber that'll be going to another contractor okay we have any other questions i did have one follow-up to the cad and the drawing submissions so for each project when we're submitting the three different file types does the county have a sharepoint set up or a dropbox link where we'll be providing all of these documents and information already established as of right now no we do not but we could possibly okay i i know sometimes those file types and sizes vary and trying to get that information over in a timely manner um setting up a sharepoint has consistently been the easiest process or a dropbox that was all i had thank you yes and also on the cad thing we i think on the contract we require a closeout package when the project's over so before billing you will submit all the drawings test results uh everything that we require in there before you submit for billing purposes absolutely all right anybody else well if we don't have any other questions um thank you all for attending um i will again remind you guys that if you um asked any
