My name is Joe Wright, and I am the senior buyer for this project. For the record, this meeting is being recorded and has been publicly noticed. So, as required by board policy, a bid review committee meeting must convene to review any capital project of $50,000 or more where the low bidder exceeds the construction estimate by 10% or more. So, the estimate for this project was $1,078,647.83. The bid submitted by M&J Construction Company of Pinellas County Incorporated is $1,287,125.92, which is approximately 19.3% over the estimate. So, I'm going to go ahead and pass it off to you. How started, or Jay? Yeah, I'm going to ask Jay as the project manager to discuss the evaluation and recommendation for the proposal. Thank you, Leland. Good morning, all. So, this project is a breezy repair and rehabilitation project. Our main project scope is to replace the existing pile jackets with the non-structure jackets. We did an investigation and determined that pile jackets are bad in condition and time element is exposed. So, we have to address this condition before it becomes catastrophic for us. Other than that, we are also going to do some kind of a cleaning and sealing the deck, joint system replacement, as well as some side slope failures. We got a good response. Total of three bids we received. All bids come, of course, higher than what we have estimated. Our engineering estimate was 980k. But the first lowest bids, which is MNJ, without any contingency AR money, it came out 21% higher than the engineering estimate. The second lowest bids was Southern Road and LNC. They came 70% higher than the lowest bids. And third was a tight end construction, which is, they quoted 1.66 million, which is 40% higher than the lowest bids. So, what we did, you know, we checked some references. We asked MNJ to provide some references. They did a lot of government projects, especially at DOT projects. One of the DOT project managers listed a number of, like, you know, last four years, they listed, like, more than 10 projects with MNJ. And, you know, they also have some criteria. They provided none of them, you know, which gives us a red plane, everything looks good with his, you know, rating. Then we also get another references. That reference has also come out very good. Overall, we don't see anything which gives us, you know, some kind of a C's, you know, ask for more references. Tool projects also, you know, similar to what we are planning to do with this project. So, this is all about project and reference check. Before I come to the, you know, final recommendation, if you guys have any other question. Did you, what did you, did you take a look at why the, why you think the price was higher than the engineer's estimate? What items? So, so I think the, you know, what the basis for the difference is. Yeah, that's true. I mean, the first thing is that all three we just came out, like, Ohio. They're all higher. They're all higher. The main thing is when we, we did this, you know, project. And now, you know, if you look at the current situation, you know, economic condition as well as everything is going higher and higher. And all these costs estimate are based on six, you know, FDOT average. So, we, you know, a couple of months or a year before. So, you know, there is always a little bit, you know, chances are that we get higher than, you know, whatever engineering estimate is. Okay. So, overall, the costs were higher, the prices were higher. Yes. Overall, across the pay items. Correct. Yeah. Okay. And we had three bidders. So, like, been a competitive bid. Competitive bid, yes. The second highest bidder wasn't too far above, right? No, 70% than the lowest bidder. Yeah, because they're at one point, like, about 1.2 million and then Southern Road came in at 1.4. So, not too far above. So, that's a competitive bid. Right. Yeah. Okay. And I think even, you know, if we go for EBD, right, chances they could be, you know, get higher price because of, you know, the material cost is going up. So, your recommendation is? I mean, my best opinion, you know, it looked like we should not wait longer. And I want the bid to the MNJ. My question, Tony, do we have the budget available? That's enough for me. Awesome. Yeah, that's enough for me. Yeah. Support. So, in my opinion, I think we should move forward and address this deteriorating condition for this bridge. And now it's public safety and so. Okay.
