Bolduc hi mr. Walensky miss Ballard hi mr. Sweetser hi mr. Reynolds hi chair stone hi the motion passes the next item on our agenda is a swearing in of staff in public anybody who's going to be testifying today needs to stand and be sworn in please but thank you the next item on our agenda would be affidavits of compliance the first case on the agenda is case number two six dash four one zero the city of Dunedin versus Suncoast third trust who is going to be speaking for the city on that I'm speaking on the city I'm I'm choosing to move this to the October 6th hearing due to there was an eviction process in between the affidavit of compliance so the property was in compliance at one point and then she was evicted so then all the stuff came back out and it is still pending cleanup so we're going to bump it until October 6th okay thank you kindly all right so case twenty six dash four one zero is going to be continued to next month's hearing the next case on the agenda is twenty six dash one nine two the city versus Peter Karub is the respondent here no okay who's speaking you I am good afternoon board members I am Rachel Laurel city of Dunedin co-compliance inspector testifying in reference to case number twenty six dash one nine two the property is located at one three nine six over cash Drive in Dunedin this property went before the code board for a dilapidated fence at the June 2nd twenty twenty six hearing the code board found the property in violation of IPMC section three zero two dot seven accessory structures and ordered the violation to be corrected by July 2nd twenty twenty six or a fine of one hundred and fifty dollars a day will be imposed I reinspected the property on July 6th twenty twenty six and found the violation continued to exist so I completed an affidavit of non-compliance at the August 11th twenty twenty six hearing the board members approved the affidavit of non-compliance I received two voicemails from the nephew of the property owner Steve Karub which was on August 17 2026 and August 19 2026 asking how he could come into compliance after speaking with him on August 17 2026 I explained what needed to be done and he told me that he completed the repairs so I re-inspected the property on August 18 2026 and found that the property was in compliance therefore I'm submitting an affidavit of compliance to the board for the board's approval so is it correct from what you've testified to that it was not abated before the compliance date but afterwards correct so that would be motion number two what was the original compliance date July 2nd so you know from July 2nd to like August 16th is that correct August 18th August 18th Rachel just to confirm does that mean that the fine was imposed from July 2nd through August 18th and I'm sorry Jeremy if you just asked that question yeah it would be July 3rd because that you the board gave him to the 2nd of July so fine started on July 3rd to August 18th all right Jamie Ballard I move in case number two six dash one nine two for the property located at one three nine six over cash drive to find the respondent Peter Karub corrected the violations after the order date of a date of compliance but has failed to pay any fine and to accept the affidavit of non-compliance and compliance based on the gravity of the violation any actions taken by the violator to correct the violation and the previous violations committed by the violator this is determined to be minor violation and a fine of $150 per day was imposed from the date of the respondent was out of compliance from July 3rd 2026 through August 18th 2026 with a daily fine amount of $150 not to exceed 20 days the respondent has failed to pay the total fine in the amount of it caps the fines cap at 20 days so it was an excess of 20 days so 150 it's 3000 right yes $3,000 in the amount of $3,000 that's my motion Jeremy Reynolds I second thank you thank you mr. boldock all right mr. Walensky miss Ballard I mr. Sweetser hi mr. Reynolds hi Gerson hi the motion passes and an order will issue that concludes according to the agenda all business everything else before us now is new business is that correct miss Phillips it's all new business yes sir okay so the first case is 26-616 the city of Dunedin versus George Bella concerning the property located at 1141 Friar Tuck Lane and so the board's aware the owner is present good afternoon board Julie Phillips code compliance supervisor I will be doing a PowerPoint presentation for 1141 Friar Tuck Lane case 2616 the respondent in this case is George Bella and Schwamm Holdings LLC he resides at 1141 Friar Tuck Lane Dunedin 34698 and this is a single-family home located in the r60 zoning district just for a second the gentleman who's standing up in the back are you here on this case you are okay so procedurally what's going to happen is that the city is going to present its case the board members will ask questions of the city the young you'll have an opportunity to speak to the board and again opportunities by board members to ask you questions were you here when people were sworn in okay so miss Phillips is going to continue and when she complete concludes her presentation we'll hear from you okay is that okay okay thank you there are actually three violations at this property but they're going to be heard separately in the first violation violates IPMC section 302 dot 7 accessory structures as adopted by the Dunedin Code of Ordinances all accessory structures including detached garages fences and walls shall be maintained structurally sound and in good repair I posted the property in City Hall with an affidavit of posting and notice of violation a copy was also sent certified mail to the owner of record and the registered agent on July 10th 2026 with a compliance date of August 10th 2026 I received the certified mail delivery confirmation for the property owner on July 13th 2026 at 4 12 p.m. and I received the certified mail for the registered agent it was returned to sender and unable to forward on July 20th 2026 at 2 0 7 p.m. I posted the property in City Hall with an affidavit of posting and notice for today's hearing a copy was sent certified to the owner of record and the registered agent on August 14th 2026 I received the certified mail delivery confirmation for the property owner on August 17th 2026 at 4 47 p.m. and received the certified mail delivery confirmation for the registered agent on August 17th 2026 at 11 58 a.m. This is my certified mail for the notice of violation to the property owner this was a certified mail that was sent to the registered agent that was returned unable to forward and this is a copy of the notice of hearing that was sent to the property owner which was delivered on August 17th and a copy of the certified mail for the notice of hearing for the registered agent which was delivered August 17th this is a property of the front of the house and this is regarding the fence if you could see on the left side of the property it's being pushed up with a two by four you can see some missing and rotted boards on the right side this was taken on June 30th 2026 another picture of the left side of the property the right side of the property it's leaning he's got boards on both sides of the fence trying to secure it I left a door hanger on June 30th 2026 on July 10th 2026 I went back to the property you can see the boards are still being held up on the left side and on the right side George did come outside and we discussed the violations on the property and what needed to be done to correct them George stated that he was still fighting with his insurance company from the storms he said he couldn't provide any paperwork at that time but he did have it and I advised George I was going to go ahead and post the property on Friday and we'd go forward for them and I would work with him as long as I was able to see that things were being accomplished here's another picture of July 10th 2026 another picture from the exterior this was my affidavit of posting and notice a violation that was posted on the door I went back to the property on August 12th 26 and there had been no changes the boards on the left side of property are still being pushed up some are missing and rotted boards same for the right side of the home they're both being held up on both sides of the fence on August 12th the same no corrective action had been taken I went back to the property on August 14th 2026 no correction or corrective action had been taken at that time I posted the property with an affidavit of posting and a notice for today's hearing again no corrective action had been taken on either side went back to the property on August 25th 2026 again no corrective action had been taken you can still see the missing and rotted boards same for the west side of the property and I went by there this morning and again no corrective action had been taken and at this time I'll let the board deliberate so we have three cases before us today correct is that the same presentation you're offering for the other two with different violations okay I have a question board members state your name please for Jeremy Reynolds inspector Phillips if memory serves me correctly if it if it's less than 50 or 50 linear foot of damaged fence that's existing you don't have to pull the permit if it's more than that you do in this instance is this a situation where he would have to pull a permit to be able to repair the fence it would depend on how much of it I actually didn't go out there and measure but it would also have to make sure that he originally pulled a permit if he originally pulled the permit for his current fence then yes he could replace 50 linear feet without a permit thank you no further questions of course any other board members with questions yes no mr. Bella do you want to come up please okay good afternoon so before we get into the meat of the hearing for the record just please state your name and your address george bella one one four one prior tuck lane the need in florida thank you and do you have any relationship with schwamm holdings LLC which is also a named respondent I don't have a relation with them yet I'm having some issues that were that is gonna require some more court and that's all I can really say on that because courts tomorrow okay I didn't know when you when you were speaking here this afternoon you were just speaking for yourself not for the LLC is that correct I'm not speaking for them I'm speaking okay for myself and my property okay thank you for clarifying that what is it you want to share with us well I have a okay this is one of the things there's numerous things but one of the things that you were pointing out and I wasn't looking at that time but the reason why I can't do I wasn't doing the fence and one is because the pending lawsuit is tomorrow or the next day but I did bring I have a pending lawsuit with you again this isn't something that I really did not want to bring out loud because it's going to be in a court battle tomorrow well maybe I can make it easier for you could you okay right now we have one or three cases pending against you the only issue that's before us right now is the condition of the fences so if you could just speak to that first we can move forward that that'd be fine sir the only thing is that's the hardest one for me because I can't even walk now the inspector inspectress inspector here she she was very kind of very professional and there was things that had to be moved and handled I did I've made that extra driveway with the rocks I've made it with dirt with rocks I've made it with shells I mean remember what I just said just the fence just the fence the fence is going to be the hardest one because I have to get labor to help me because I can't do it I can't even hardly walk that's that would be I'm just saying for what it's worth that would probably be one of the latter things like I can do the grass is you know immaculate and it's trimmed and everything there was another thing that's being addressed hopefully this weekend and clearing that driveway out and also bringing the surface back up and maybe coating it my fence so let me ask you a question if I may if you you say that you're not personally physically able to repair the fence do you have friends family neighbors club members associates anyone you can ask to help you it's not a complicated construction project I know I've been pretty ill as you can tell lately and unable to you this is not my normal state but for the last year and a half I've had to keep in like a foot elevated all that mr. Bella what's that I asked you a specific question which was do you have any associates of any sort that might be able friends neighbors relatives that might that might be able to assist you in repairing the fence my relatives are all in their late 60s I don't really want to be respond or mid 60s I don't want to be responsible for them dying helping me fix my fence now that being said I can I will try immediately to get somebody to give me a hand okay let me ask you one other question then I'll open it up to board members did the photographs that the inspector presented to the board accurately reflect the condition of the fence as in its current condition I would have to go with you know I would guess so yes yes I didn't really see them all to be honest with you because I don't know I look down and I don't have the correct glasses I have a pair of shaded glasses that are readers anyway well do you do you have any photographs of any sort that might be different than the ones the inspectors presented to the board check the person that brought me here is that the woman sitting in the back of the room if it's all right with you she also raised her hand but may I turn that way yeah certainly do you need to confer okay yeah they're active they're accurate excuse me yes okay thank you I brought this was to show that what am I supposed to do in between the insurance will pay for the fence but they won't pay for the roof they're not they don't want to pay for anything okay but but but we're not going to get into your transactions with the insurance company this afternoon our our charge is just limited to you acknowledging that the fences and disrepair that is a violation of the appropriate code and moving forward our goal is to help you abate the violations so as we go forward what violations I think the violation is the condition of the fence that's the first case that's before us this afternoon so can I ask the woman in the back to come forward please hi good can you just for the record tell us your name and your relationship to the party yeah Hannah McKay yeah Hannah McKay and I run his business for him so you're an employee and you're familiar with his domestic situation correct yeah I date his son also so okay miss McKay could you provide an address your address where I live yeah I live in Newport Richey 5549 Magnolia way okay so you don't live at the premises no but I'm there every day so okay so the question that I was I'm still trying to get an answer from mr. Bella was whether he had any we heard that relatives are not an option but does he have any other associations memberships groups that he's involved with things like that anyone that he can ask for help because I'm assuming that he doesn't have the financial means to hire someone yeah I mean I think that mostly the issue is just the financial financial aspect of even like the materials right now there's been a lot going on as he stated he's in the middle of litigation right now with in multiple aspects one is with the insurance company fighting them on not being willing to pay for the fence and the various other things sorry I'm sick right now in addition we have court tomorrow for some litigation that we're dealing with with the house as you see the holding company um that's on there um that's on there so we are dealing with that right now which has kind of put us in a precarious situation that this house might not even I mean it's a partition suit I'm sorry I'm just it's a partition lawsuit his ex-wife sold the house out from underneath him to a holding company okay so so let's see if we can focus this a little bit I've asked more than my share of questions do other board members have questions for the respondent is that case in Pinellas County uh yes correct uh Walensky again again your name Walensky yeah yeah I know who you are it's not for me it's it's for the transcriber uh Walensky um so this has been going on since um June 30th correct so we're already two months into it okay so you're aware of that yeah okay that's all I needed sweet sir I have a question have there been any been any bids from fence companies been approached for um not that I'm aware of as far as I know no have there been any bids from people with expenses that have come around somebody come by that we can replace friends and relatives like for example 50 linear feet 50 linear feet if you had a if you pulled a permit from the beginning yes sir I was just recently brought into the mix with all of this situation he like I wasn't made aware of this until just recently um so I mean now that I'm involved I can help him to kind of get some of this eradicated I've been helping him with the other situations legally as well so um now that I'm involved I can help him to get it kind of all fixed um but that's yeah that's the best I got okay um are there any board of other board members that have questions otherwise we're going to move forward we have two more cases against the same respondent uh Ballard just one thing um and I don't know if this might be for staff is there an option to just remove the fence I'm sorry is there an option to just remove the fence of course they can remove or replace it but there are people other people that live in the home and I've told George it frustrates me there because there's always people I believe his son lives there there are people that can help okay other board members have questions is there anything else you feel you need to bring to the board's attention at this I mean if we're able to remove it then I'll just help remove it myself yeah I just wanted to say it's not like we got two 28 year olds where I would think of you know hold it no problem my point being is we don't mind those if I had two of me I wouldn't be here okay um is there anyone else in the room that wants to speak to this case no okay all right I'll entertain a motion I have a question for council Mr. Reynolds and then we'll hear from the city I have a question for our attorney um is there an issue where you know it looks like there are two joint owners here the LLC and the respondent and if one of them is trying to partition the property enforce the sale do we run a risk of losing out on being able to put a lien on it if we need to no not necessarily um even if the property is sold the lien will come out of his share well essentially the lien will be recorded and and that's my concern is if it sells before we record the lien then we're we got a lien on a new owner yes the new owner so essentially at that point the seller in this case the LLC or you know if he joins in the sale has a duty to disclose the court enforcement lien if not that could essentially be considered fraud and they could uh terminate a purchase sale agreement on that basis but that's not necessarily for the city to consider that is not an obligation of the city that is an obligation of the current owners to disclose the status of this case and a potential lien thank you that answers my question okay um again anyone with a motion and Jeremy Reynolds I have a recommendation please the recommendation for case 26-616 there's one violation for IPMC section 302.7 accessory structures as adopted by the dunnean code of ordinances i'm requesting compliance on or before november 1st 2026 60 days from today's hearing or given the severity of the fine is minor or violation is minor excuse me i'm requesting a fine the amount of 150 per day for each day the violation continues to exist okay i got ahead of myself here a motion jeremy reynolds i'm moving case number 26-616 for the property located at 1141 for our tuck lane and the find the respondent george s bella and schwamm holdings llc in violation of IPMC section 302.7 order the respondents to come into compliance by repairing or removing the vents on or before the 1st of november 2026 or face a fine of 150 per day will be imposed until compliance is met the respondents are ordered to contact the code compliance office for a re-inspection of the property to verify compliance with this order i so move jamie ballard i second that thank you katherine thank you mr bullduck hi mr walensky hi miss ballard hi mr sweetser hi mr reynolds hi chair stone hi and the motion passes and an order will issue who is going to speak to the next case miss phillips julie phillips code compliance inspector i'll be doing a our supervisor i'll be doing a powerpoint presentation for 1141 firetruck lane this would be case 26-616 17 the respondent in this case is george bella and schwamm holdings llc 1141 firetruck lane dunedin 34698 and this is a single family home located in the r60 zoning district there's one violation violates dco section 105-27.1.1.1.1h site standards for houses and duplexes front yard standards for additional front yard parking residents may improve up to a nine foot wide area adjacent to the primary driveway parking in any other part of the yard is prohibited i posted the property in city hall with an affidavit of posting and notice of violation a copy was also sent certified mail to the owner of record and the registered agent on july 10th 2026 with a compliance date of august 10th 2026 i received the certified mail delivery confirmation from the property owner on july 13th 2026 at 4 12 p.m and the certified mail for the registered agent was returned to sender it was unable to forward on july 20th 2026 at 207 p.m i posted the property in city hall with an affidavit of posting and notice for today's hearing a copy was sent certified mail to the owner of record and the registered agent on august 14th 2026 and i received the certified mail delivery confirmation for the property owner on august 17th 2026 at 4 47 p.m i received the certified mail delivery confirmation for the registered agent on august 17th 2026 at 11 58 a.m this is a certified mail as stated previously for the nov to the property owner certified mail to the registered agent which was returned to sender unable to forward this is the certified mail for the notice of hearing for the property owner and the registered agent for the notice of hearing so again i was i drove to the property on june 30th 2026 and as you can see there's two vehicles parked on both sides of the driveway neither vehicle is parked on an approved surface uh again there was another vehicle parked behind one so we actually had three vehicles that day parked on the grass june 30th 2026 i left mr bell a door hanger on july 10th i went back one vehicle had been moved from the left side of the property but the vehicle remains on the right with non-approved surface in order to park there again they have to improve it they can put down cracked shell or mulch as long as it's contained so it doesn't wash into the curb but they haven't done anything to improve the space an affidavit of posting and notice of violation was posted on july 10th 2026 i went back on august 12th 2026 the vehicle is still parked on the right side of the driveway on an unimproved space august 12th 2026 it's still parked on august 14th i posted an affidavit of posting and notice for today's hearing the vehicle is still parked on the right side of the driveway august 25th 2026 the vehicle is still parked there hasn't moved on august 31st the vehicle is still parked on an unapproved surface and i went back this morning on september 1st and the vehicle is still parked there and at this time i'll let the board deliberate it's not an unapproved surface ma'am you can sit down thank you so mr bell if you'll come back can you stand by the mic or do you want the mic brought to you okay um is that is that your vehicle the buick no miss phillips can you put up one more of the pic one of the recent pictures the one from today that's not mine but do you do you know whose vehicle that is i do yes sir is that person residing at this address um temporarily but his vehicle's been there the vehicle is i believe being sold hopefully today or tomorrow and it should be gone but it is not mine but it's a family imprint okay and and do you agree that the photographs miss phillips has brought before the board accurately present condition well the problem was these were taken in june well it's a whole series the one you're looking at right now is actually taken today okay i couldn't see the date because of course i grabbed their own glasses but it's the same car okay so so the issue is you the vehicles can't just be parked on the grass or in this case the dirt there's just leaves that's what i was trying to say i i will you know do everything you know that's required but there is there's like four at least four layers of different stuff um materials on the driveway there's solid rock there's lava rock there's white rock there's crushed shell the only problem is when the leaves um decompose they turn into um okay we we we we can resolve this simply and get rid of the car the car can't be parked there yeah i'm that's that's what i'm trying to do i'm gonna that's what i've been working on it's just really hard being the way i am right now i can't walk more than okay but you but you said you told us it's not your vehicle correct whose vehicle is it not my vehicle i i don't really know no no offense do i have to answer that because i have i was very clean clear and polite that i have a major court date in my life okay okay we're we're not going to talk about your court case now the issue now is that there's a vehicle that doesn't belong to you it's going to be removed that's what i told you it's going to be sold it's well i mean it's not going to take us long to find out who owns the vehicle there are two deputies sitting in the back it's my license plate okay i don't know what why that's relevant but there you go i i don't want to i didn't want to be mean or disrespectful i just thought i had that right not to do that i told you that i have okay your case in my life it's it's it's your right to decide what you want to tell us today or not tell us that's not an issue but you do know who owns the vehicle correct yes so you could tell them they need to move it correct um i can tell somebody to move it yeah okay how much time do you need to move the vehicle hang on i've been trying to get on the for a while now and i can call you know i can call a towing service but you're not going to be there to have to deal with all that i'm going to have to be but he if we gave you seven days to see to it that the vehicle is removed would that be enough time and have a little bit more time but i'm going to try to get it done sooner but can you give me two weeks i mean two weeks is that too short i have a recommendation i'd rather just say my recommendation if i can please my recommendation for case 26 617 there's one violation dco section 105-27.1.1.1h site standards for houses and duplex front yard standards i'm requesting compliance on or before september 15 2026 14 days from today's hearing given the severity of the violation is minor i'm requesting a fine the amount of 150 per day for each day the violations continues to exist and i'd also like to say if the vehicle doesn't go or you want to improve a space without spending money the city offers free mulch behind the solid waste department at lake haven recycling center it's very simple i know that there's somebody with a truck there and you can rectify this for free within 14 days and i appreciate i appreciate that i just want to you know i i'm going to be in court most of the day on the 14th okay well you you told me that 14 days would be adequate time that is the same as the inspector's recommendation do you want me to do do you want me to read what she said i know you can have difficulties like you said yeah you can have two weeks 14 days gets you to september 15th okay i'm sorry i wasn't looking okay okay all right um do any board members have questions or do we have a motion question i'll make a motion walensky i move in case number 261 26617 for the property located at 1141 friar tuck lane find the respondent george bella and schwamm holdings llc in violation of city uh dunedin code section number 105-27.1.1.1.1h to come into compliance by removing the vehicle from the property uh on or before september 15th of uh 2026 if not in compliance a fine of 150 dollars per day will be imposed until the compliance is met the respondent is ordered to contact the co-compliance office for re-inspection of the property to verify compliance with this order i have a motion second thank you katherine roll call please thank you mr bullduck aye mr walensky aye miss ballard aye mr holdings llc um again on june 30th 2026 during an inspection i noticed that there was a tarp that's been sitting on the roof i left a door hanger on the 30th um on july 10th 2026 another picture of the tarp on the roof again george and i had spoke about the violations he's been fighting with the insurance company since the storm so it's been quite some time since it's had a tension this is the original roof i believe or no this roof was put in in 2000 so at the moment it's 26 years old this is the affidavit of posting and notice of violation that was posted on july 10th 2026 again on august 12th 2026 there's been no corrective action taken i wasn't contacted with any estimates or anything that they were going to repair the roof on the 14th i posted an affidavit of posting and a notice for today's hearing another picture of the roof with the tarp on the 25th no corrective action um august 31st no corrective action and again this morning no corrective action at this time i'll let the board deliberate mr bella could you step up to the podium please okay so you have told us in previous cases that you're in the midst of a dispute with the insurance company correct yes okay and do you agree that the photographs that the inspector has just shared with us accurately represent the current condition of the roof well there's some things that yeah most now i have to say now that um i didn't know that you all in no disrespect that you all check facials softest strip edge and trim board of course roofs are part of our job i don't want to ask the next question because everybody's going to think i'm a jerky and i'm not going because i trust you um how am i we're talking about the only thing i'm having really a lot of trouble with is my suit my new sewer that the whole thing that they made together my yard floods out that's why i don't have some of those stones but what am i supposed to do when i have a lawsuit that's um almost done but they're not going to give me the money and um not yet they are are you represented by an attorney in this lawsuit oh yeah yes and you keep talking about a hearing that's happening tomorrow what is that hearing i'm sorry what type of hearing is it is it a motion hearing i can't yeah it's it's uh it's um it's a it's a hearing i have to go to ma'am can you come forward again please i have and i've told them not to hang on have a seat get comfortable hi hi can you tell us what is happening in court tomorrow yes tomorrow is the motion for final judgment for the partition suit um he is in the middle of litigation with the insurance company regarding the storm i can confirm that um when it comes to tomorrow's though it is completely in relation to the partition can you repeat that um the court tomorrow is for the motion for final judgment in relation to the partition so it's not a lawsuit involving the insurance company that's appearing tomorrow okay thank you um do other board members have questions jeremy reynolds is today september 2nd tomorrow is september 2nd okay today is the first do other board members have questions oh walensky um this is for julie um do we have any photos of the back of the house no i don't have the authority to walk in his backyard okay okay ma'am you say you were at the house on a daily basis do the photographs that the inspector shared accurately reflect the condition of the roof yes thank you any linsky i do have a question are there uh evidence of leaks inside the building um not that i'm aware of i i'm honestly not sure why the tarp is there but i have not seen any leaking because of the hurt something was bugged so the tops have been there for two years two thousand dollars would uh eighteen hundred dollars would not cover the repair it covered the repair but the repair just no i'm saying it's from the hurricanes of two thousand two years ago 24 correct so the tarps have been there for two years the trucks the tarps correct yes no not all the tarps no some of these tarps got ripped well most of them got ripped that piece is a dangling piece it's not functional anymore so that wouldn't be cut off okay okay mr bella that's why i brought this but nobody ever asked to see you know my insurance company okay but mr bella you're not at the podium and you're not at the microphone which means that what you're saying cannot be accurately transcribed okay so if there are things you want to say to the board members you need to be at the podium do any any other board members have questions uh bulldog the insurance company that you're talking about sir my recommendation would be to take that you know these these issues that we're talking about today to them to show them that you're at risk of you know owing money and then potentially a lien on the property whether that's with schwalm holdings or yourself right um and hopefully that would get them to move a little bit quicker on on any kind of process of paying okay thank you i did that but they're um i emailed them twice but i don't know if i got a i hadn't seen a response so i don't think they've responded because i've been looking okay but i thought i asked you a moment ago if you were represented by an attorney are you only represented by an attorney in the title case or do you have an attorney representing you in your negotiations with the insurance company this paperwork is there's two there's more than two but there's two things going on this is the attorney for the roof which you had asked this is who i'm i have i have the lawsuit with i'm sorry and um that was all i'm talking about i brought this paper because i thought you would want to maybe know the name of the attorney i'm sorry the attorney sir so that's why i did that okay well we appreciate your bringing that no problem okay other board members with questions that's it or do i stand i think we can move forward i'll entertain a motion my recommendation sir please recommendation for case 26-618 one violation which violates ipmc section 304.7 roofs and drainage as adopted by the dunyton code of ordinances i'm requesting compliance on or before november 1st 2026 60 days from today's hearing or given the severity of the violation is major i'm requesting a fine the amount of 250 per day for each day the violation continues to exist mr bella did you hear what the inspector i'm giving you 60 days to get a permit and correct the violation on the roof or given the severity it's that it's major because it's your roof i'm requesting 250 a day i'm giving it no any fines go to your property okay mr bella there no fines will begin to accrue until after november 1st okay the inspector is giving you recommending that we would give you 60 days to correct this violation and get your roof repaired do you understand that okay thank you we have a okay we have a recommendation from this city a motion jeremy reynolds i move in case number 26-618 for the property located at 1141 friar tuck lane find the respondents george s bellow and schwamm holdings llc in violation of ipmc section 304.7 order the respondent to come to compliance by repairing the roof and drainage deficiencies so if the property meets code before the first of november 2026 if not in compliance a fine of 250 per day will be imposed until compliance is met the respondents are ordered to contact the code compliance office for a re-inspection of the property to verify compliance with this order i so move wilinski second thank you we have a motion and a second roll call please thank you mr boldock hi mr walinski miss ballard hi mr sweetser hi mr reynolds hi chair stone hi the motion passes and an order will issue mr bellow you can take a seat back in the back of the room that's the third of your three cases here this afternoon and and and i hope that we don't have to see you here again okay thank you folks sorry i'm a little uh yeah you're free to leave okay the next case on our agenda is case 26-620 the city of dunedin versus sun coast first trust concerning the property at 1341 lady marion lane is anyone here for the respondent you are were you here earlier sir when people were sworn in okay so you know what we're going to do we're going to hear from the city first and then you'll have an opportunity to respond thank you good afternoon board julie phillips co-compliance supervisor i'll be doing a powerpoint presentation for 1341 lady marion lane case 26-620 the respondent in this case is sun coast first trust james pickin trustee from 1341 lady marion lane and this is a single family home located in the r60 zoning district there are two violations at this property the first violation is ipmc 304.6 exterior walls as adopted by the dunyan code of ordinances all exterior walls shall be free from holes breaks and loose or rotting materials and maintained weatherproof and properly surface coated where required to prevent deterioration the second violation is ipmc section 304.7 roofs and drainage as adopted by the dunyan code of ordinances the roof and flashing shall be sound tight and not have defects that admit rain roof drainage shall be adequate to prevent dampness or deterioration in the walls or interior portion of the structure roof drains gutters and downspouts shall be maintained in good repair and free from obstructions roof water shall be discharged in a manner that creates a public nuisance i posted the property in city hall with an affidavit of posting a notice of violation a copy was also sent certified mail to the owner of record on july 9th 2026 with a compliance date of august 9th 2026 i received a certified mail receipt confirmation for the notice of hearing on august 17th 2026 at 508 p.m this is a certified mail receipt for the notice of hearing this is a certified mail receipt for the notice of violation that was sent to the property owner and this is a certified mail receipt for the notice of hearing on june 30th 2026 i was in the neighborhood obviously both of these properties are neighbors pretty much and when i went to the front door i saw an accumulation of items i also saw two holes in the ceiling there were tarps on the roof on the right side of the structure this is another picture of the ceiling on the way to the entrance by the front door this is a door hanger i had left for the property owner advising what i observed on july 8th 2026 i went back to the location the tarps were still on the roof there's a closer shot this is the front of the property this was i posted the affidavit of posting and notice of violation on july 9th 2026 the ceiling had major holes in it i went back to the property on july 22nd 2026 holes were still in the ceiling on the front porch the tarps were still hanging on the side of the home on the 14th going back just a little bit i received an online complaint from a neighbor regarding the tarps on the roof that she had also complained about overgrown grass and the trash by the front door i had drove to the location with inspector gilbert on the 22nd and we spoke with jim fix jim ficken he stated that he's trying to get estimates to correct the roof he stated at that time that the only reason the tarps were on the roof was to cover this dome i can't remember the name that he used for it but he said there was a crack in it i went back to the property on august 12 2026 tarps are still on the roof and there's still major holes in the ceiling on the front porch tarps still on the roof on the right side of the structure i went back on august 14th i posted the property with an affidavit of posting and a notice for today's hearing another picture of the structure with major holes and the right side of the home with the tarps on august 20th i went back and there had been no corrective action i hadn't heard from mr ficken he didn't say he was getting any estimates or that he had any the tarps were still on the right side of the roof on august 25th i went back again all the tarps are still there the holes are still there and sadly it's been raining so much when i when i went um the water was actually dripping down he had put like a little pan in a chair but the water is really starting to buckle the wood there's where you could see the water was dripping down he was trying to catch it i guess but the porch was very wet and this morning i went back to his home tarps still on the roof the holes no corrective action had been taken and the tarps are still on the right side of the roof and i'll let the board deliberate questions from board members of the inspector no looks like the last time that roof was done was 98 is that right it was last time it was done was in 98 yes sir thank you any other questions for the inspector no would you like to come forward sir and for the record state your name and your address please and also your relationship to the trust sun coast first trust name's ficken uh i'm the trustee of the trust uh 1608 north osceola avenue clearwater 33755 okay and this property is lady marion lane correct correct but you were the owner of this property yes do you reside there no not not permanently just temporarily so you're living there at the moment yes okay what would you like to tell us well i've been trying to get uh estimates and mostly the problem is getting some funding together for it i'm broke i'm i finally got uh the uh eviction on the other property and so i'm in the process of getting that cleaned up and uh so i should be able to get some tenants in there and get some funds and uh get this roof uh done but right now i have no money uh and um the only estimate i've been able to get so far was really about double what it should be and uh i got i did get a call last night yesterday from a roofer who turned down the job it's too small for him and but he he says he knew a roofer that he'd recommended a year or so ago when we had another leak that we got repaired so is it are you telling the board that your intention once the violations are abated is to rent the property yes okay you understand in its present condition you cannot rent it yes and the whole problem is the whole problem is getting financed and trying to collect these people that owe me money thousands of dollars and like i say this uh eviction went on and on and and uh it came within two hours of getting her evicted but she put in a a request for the judge and with a lawyer and he accepted it and had to have a hearing a couple days there and then he gave her a couple weeks extra and then she overstayed that uh and so it took another 10 days after that to finally get her evicted which all finally was resolved on friday well the life of a landlord can be challenging yeah so i'm sure all my time getting it getting that property excuse me getting that property cleaned up and ready to run i've got some good prospects and so i should have some funds coming in you know in the next month or so okay to be able to be able to finance getting this getting this uh roof section uh repaired okay um do you agree that the photographs that the inspector presented accurately reflect the condition of the property at this time pretty much yeah okay um any board members have questions i have a question for council so on the certificate of title for this property it lists suncoast first trust james r ficken trustee but that's not on what's in pinellas county property appraiser or what was noticed in this does that create a problem for us what i reviewed um under the pinellas suncoast oh sorry the pinellas property appraiser all notices were properly notified to the property owner which is the suncoast first trust right but what i'm saying is there's a there's a difference in the actual legal name between the certificate of title and what's recorded in pinellas property appraiser so the city's duty is to follow um the property owners to use the property owner's name as listed on the county's property appraiser website or the tax collector website those are our requirements per chapter 162 and our code of ordinances so we have to follow um the property owner listed on that property appraiser website and that is the the owner listed suncoast first and then i guess any other issues is cured because he showed up correct he's not challenging notice and um he testified under oath that he is the current trustee with legal authority to represent the trust yeah i have no thank you no further questions no concerns any other board members have questions no does the city have a recommendation recommendation for case 26-620 there's two violations ipmc section 304.6 exterior walls and ipmc 304.7 roofs and drainage as adopted by the dunnean code of ordinances i'm requesting compliance on or before november 1st 2026 60 days from today's hearing or given the severity of the violation is major i'm requesting a fine in the amount of 250 dollars per day per violation for each day the violation continues to exist jeremy reynolds i'd like to make a motion thank you i move in case number 26-620 for the property located at 1341 lady marion lane find the respondent suncoast first trust in violation of ipmc section 304.7 as well as ipmc section 304.6 order the respondent to come to compliance by repairing the rift range and exterior wall deficiencies so that the property meets code on or before the first of november 2026 if not a compliance a fine of 250 per day per violation will be imposed until compliance is met the respondent's order to contact the co-compliance office for re-inspection of the property to verify compliance with this order i so move jamie ballard i'll second thank you a roll call please thank you mr boldock aye mr walensky aye miss ballard aye mr sweetser aye mr reynolds aye chair stone hi and the motion passes and an order will issue thank you sir you can have a seat next case on our agenda is case number 26-590 the city of dunedin versus michael and trisha mcdonald concerning the property located at 1082 mary jane lane in dunedin uh miss laurel are you presenting on this yes i am is there anyone here for the respondent why don't you take a moment and read it this is just their their name and their address this is the paperwork that people are given to testify that we take and we give to our so that they didn't write anything in response to this okay so that's just their paperwork to testify i'm ready okay good afternoon board uh board members my name is rachel laurel i'll be showing a powerpoint presentation for the property located at 1082 mary lane uh mary jane lane um case number 26-590 the respondents are michael mcdonald and trisha a mcdonald they reside at 1082 mary jane lane in dunedin florida their zoning is single family home in the r60 zoning district number of violations are one of dco section 105-27.1.1.1 paren f paren 5 zoning district design standards site standards for housing and duplexes utility trailers boats recreational vehicles and other recreational equipment standards uh paren 5 no utility trailers boats or other recreational equipment and recreational vehicles shall be located between the minimum setback established in chapter 103 zoning unless screened by a six-foot privacy fence notice of violation was posted to the property city hall and sent certified mail to the owner on july 9th 2026 with a compliance date of july 19th 2026 certified mail for the notice of violation was signed for by the owner on july 11th 2026 at 11 20 a.m the notice of hearing was posted to the property city hall and sent certified mail to the owner on august 19th 2026 on august 19th 2026 and the certified mail for the notice of hearing was signed for by the owner on august 21st 2026 at 11 40 a.m this is a complaint driven case my supervisor met with the complainant in the lobby of city hall who was very angry and irate because he was doing work across the street from this location and he had a truck and a trailer and he was trying to back out of the driveway and couldn't because the trailer um that resides at this location was in the street which is unlawful and it was blocking his um exit from the property across the street so um i generated a case uh that was on june 23rd june 24th i went out to the location i did not see the trailer in the street but i did see a trailer on the side of the house um that's parked and stored and not uh screened by a six-foot privacy fence another re-inspection was um done on june 30th and here you could see the trailer parked uh in the street and according to our ordinance it is unlawful to park trailers in the street while not loading and unloading this was parked uh nobody was there uh loading and unloading into the trailer july 6th the re-inspection was done um showed that the trailer uh another trailer was parked and stored on the side of the house and not behind a six-foot privacy fence there is no fence or gate uh in this location july 8th this uh the truck and the trailer was across the street and down two houses um and they are supposed to be parking in front of their own residence and the trailer is not supposed to be parked and stored in the street so i left an unlawful sticker i just placed it under the windshield uh notifying um them that they cannot park there and with the trailer and also on this day uh i drove by the house and i saw another trailer uh that is parked and stored on the side of the house and not screened by a six-foot privacy fence and this is the day of the posting of my notice of violation the trailer is in the street and on my way up to the front door i met with the property owner's daughter and this is the property owner who owns the truck and trailer and he was coming um outside and this is a picture of my affidavit of posting and notice of violation so i discussed both with the property owner michael mcdonald and his daughter the violation here's a close-up picture um before he opened up the door of the affidavit of posting and notice of violation here is the uh delivery confirmation uh to show that the notice of violation was delivered um on july 11th at 11 20 a.m re-inspection that was done after the notice of violation on july 21st 2026 shows a trailer park stored on the side of the house not screened by a privacy fence another re-inspection was conducted on july 29th showing the same trailer parked and stored on the side of the house and not screened by a six-foot privacy fence and uh same thing august 3rd um the trailer is now in the front yard it was attached to the truck august 10th the you could see underneath the tree um this is typically where he if it's not in the street where the trailer is stored is in the front yard underneath the tree there is also a boat in the back yard and that smaller um utility trailer and is not screened by a six-foot privacy fence august 17th um shows the trailer is parked stored on the side yard and again not screened by a fence august 18th shows the one trailer parked and stored in the front yard and also august 18 there's the other the trailer and the boat in the back yard with no fence august 19th uh this is the day of the posting of the notice of hearing you can see clearly um that there is no fence um or gate and you can see in the backyard the boat and the trailer and here's a close-up picture of the of the trailer that's in the backyard and august 19th here's the affidavit of posting and notice of hearing and here's the close-up picture of the affidavit of posting and notice of hearing here is the delivery confirmation for the notice of hearing to show that it was delivered on august 21st 2026 at 11 40 a.m re-inspection was done yesterday and you can see the truck with the trailer in the front yard and underneath the arrow it's hard to see with the neighbor's vehicle on that the black trailer that other utility trailer and there's the boat um still being stored in the backyard and you can see the trailer on the side chart and i'll leave for the board to deliberate questions for the city inspector please from board members this jeremy reynolds it's hard to tell from the photos it looks like both the subject house and the next door neighbor have laid mulch for a driveway am i seeing that right that yes that was a separate case that i had thank you for front yard park no further questions other board members with questions for the inspector yeah so bull duck the i mean the last case we talked about mulch being okay as a driveway option right yes okay so in in with the utility trailers boats wreck vehicles it has to be actively loading and unloading loading correct correct so they cannot park in their driveway with the trailer connected to the truck correct or in the front yard okay like he does or the street yeah or the street is awful for the street also have to be loading and unloading right which you can see in the pictures he has not done yeah so that's all other questions sweets or other question um do you guys have this question does he have like an occupational license to run his business he did that location okay he did not have a landscape um business tax receipt he's going through the process he's at the point where all he has to do is pay for it he has not done so um yet so that's another case um that i have open so he looks like he was approved he just has to pay for it and he can have it but he that does not give him permission to be be keeping the trailer there he probably needs to store it off site because he has multiple trailers and boats so correct me so if he puts a six-foot fence up with a gate obviously a permit he can operate his business from that location correct it's following the guidelines of parking and it's not parking in the street and so forth correct thank you any other questions from board members no does the city have a recommendation recommendation for case number 26-590 number of violations one dco section 105-27.1.1.1 parent 5 parent f parent 5 zoning district design standards site standards for housing and duplexes utility trailers both recreational vehicles and other recreational equipment standards requesting compliance honor before september 15 2026 which is 14 days from today's board hearing or given the severity of the violation is minor i am requesting a fine amount of 150 dollars per day for each day the violation continues to exist jeremy rinnell would like to make a motion i'm moving case number 26-590 for the property located at 1082 mary jane lane to find the respondents michael mcdonald trisha mcdonald in violation of dco section 105-27.1.1.1 subsection b5 and f5 and 7 order the respondents to come into compliance by removing or properly storing the utility traders boats and our recreational vehicles in violation of the zoning district design standards honor before the 15th of september 2026 if not in compliance a fine of 150 dollars per day will be imposed until compliance is met respondents are ordered to contact the code compliance office for a re-inspection of the property to verify compliance with this order i so move relinski second thank you can we have a roll call please mr boldock aye mr walinski aye miss ballard aye mr sweetser aye mr reynolds aye chair stone aye the motion passes and an order will issue this brings us to the last case on the docket or the agenda there are two uh separate cases um for the folks who have been sitting here waiting patiently um are you all here concerning this last case yes okay all right so you're familiar with the process right now the city is going to present um i don't see the respondent here um she she's not here no she's not here she hasn't been coming to the last few hearings so so let's move forward um i have to defer to council here as to when you have a group of people how much time do they have to speak so i would prefer that each individual uh advise by the three minute timer and we provide three minutes mats per individual unless they have a group representative that they would like to appoint i don't see that that's the case in this matter so we can we can follow the three minute okay three minutes rule per yes okay okay all right so calling the next case on our agenda case 26-804 the city of dunedin versus julie williams and phyllis williams concerning the property located at 50 squire court who is presenting my name is michelle gilbert co-compliance inspector with the city of dunedin i will be presenting the case 26-000804 at this time for this particular one i'm requesting a declaration of violation respondent is williams phyllis and williams julie address is 50 squire court in dunedin florida 34698-8346 it is zoned r60 single family residential number violation is one it's land development code section 105-27.1.1.1 parent f parent 1 parent 5 zoning districts design standards site standards for houses and duplexes utility trailers boats recreational vehicles and other home and other recreational equipment standards number one utility trailers boats recreational equipment and recreational vehicles shall not be parked or stored in any portion of the front yard to include the buildable area unless actual loading or unloading four-hour max is taking place number five no utility trailers boats or other recreational equipment and recreational vehicles shall be located between the minimum setbacks established in chapter 103 zoning unless screened by a six-foot privacy fence a notice of violation was sent certified mail to owners and posted to owners and posted to property and posted at city hall and emailed to phyllis williams august 7th 2026 with the compliance date of august 17th of 2026 received certified mail delivery confirmation for notice of violation on august 10th at 2026 at 11 15 a.m my notice of hearing was sent certified mail to owners posted to property and posted to city hall and emailed to phyllis williams august 7th august 7th august 18th 2026 and a notice was a notice left no authorized recipients available was left august 21st 2026 at 10 40 a.m and a reminder to reschedule reschedule delivery for the notice of hearing was august 26 2026 at 12 a.m this is the notice of violation that was sent august 7th 2026 delivered to an individual on august 10th of 2026 at 11 15 a.m and this shows the notice of hearing that was sent august 18th of 2026 notice was left with no authorization of recipient available august 21st 2026 at 10 40 a.m with the reminder to arrange for re-delivery august 26 2026 at 12 p.m august 5th there was a visitor's boat parked in the driveway and as you can see a bunch of other stuff around that will be the second case a door hanger was left august 5th at 10 15 a.m and we actually handed it to her we spoke to her julie uh the daughter directly with all of the violations that were at this property at the time that's the back half of the door hanger that was provided to julie williams she had invited people into her home um these visitors it was their boat uh and it remained in the driveway august 7th of 2026 an affidavit of posting for the notice of violation was posted to the property august 7th 2026 an affidavit that's just shows a backup of the front of the home where it was posted to the front door august 7th 2026 visitor's boat remained in the driveway august 10th 2026 august 13th 2026 then august 18th the boat was removed and a camper came to the property and it is the same people that owned the boat's camper the visitor's camper is in the driveway blocking the sidewalk august 18th 2026 the affidavit of posting for the notice of hearing was left august 18th 2026 to the front door and that shows that was posted to the front door the trailer was continued parked at the property and blocking the sidewalk august 18th 2026 the 19th of august 2026 the 21st of august 2026 the 25th of august 2026 and then the trailer was removed august 31st 2026 i leave it for deliberation with with you guys thank you is anyone here for the respondent no she's not here so just so i'm clear as to the cast of characters julie is the daughter and julie's the daughter that resides there the mother does not live there and it is phyllis who has come before the board on prior occasions yes sir but never julie never julie and my memory and this is now a while was that the last case involved the lack of water and electricity at the property correct um lack of water she does have electricity now but she does not have water still wait wait we're gonna we're gonna follow our procedures here you'll have your chance to speak in just a minute okay questions for the inspectors board members jeremy riddles so this particular violation have we seen it before not with this not with these people okay and now that was other ones from before they've never had so if we haven't seen this violation with this respondent prior to the day help me understand why we're going directly to affidavit of not compliance and not issuing a compliance date she's asking for a declaration of or declaration of violation i'm asking for a declaration of violation correct yeah mr reynolds yeah do you need okay so so once an officer comes across a violation uh per 162 they're they're required to provide reasonable time to come into compliance that is the compliance date that's provided in the nov okay she's saying that the current respondent has come into compliance before today's date but did not come into compliance by the date provided in the nob thank you understand yes and that will actually be motion number two thank you sweet sir question when the trailer was there was there evidence that was hooked up the power like in use or just storage no they were they were gutting it he bought it and he was gutting it okay yeah so my understanding is is that he was trying to fix it up but that's not his house and it can't be there so he was asked to move it okay thank you you're welcome bullduck uh the last picture shows everything's gone camper is gone boat is gone accumulation that's a different case okay so we're just talking about boat and camper yes what was the date they came we found they came into compliance i believe it was 8 30 31st august 31st thank you 31st was yesterday which is when you went out which is a The same code section cited in that identifying the order. Okay. A quick question along those same lines, Walensky. So if that boat or trailer reappeared here in the next week and you guys were contacted, bam, $500 right off the bat. Yes, as many days as we can get there. Okay. Thank you. Doesn't matter. Yeah, it could be a different trailer. Okay. So there are lots of folks here in the audience and you'll get a chance to speak when we get to the next case. I didn't call for comments from the audience because the offending vehicles have been removed already. The next case deals with the ongoing issues. So you'll have a chance to speak then. The last case on our agenda this afternoon, case 26-805, City of Dunedin versus Julie Williams and Phyllis Williams concerning the property located at 50 Squire Court. Ms. Gilbert. Yes, sir. My name is Michelle Gilbert, co-compliance inspector with the city of Dunedin for case 26-000805. Respondent is Williams Phyllis and Williams Julie. Address is 50 Squire Court, Dunedin, Florida, 34698-8346. Zoned R60, single-family residential. Number of violations are two. Dunedin Code section 34-1A, environment offensive accumulation, section 34-1 offensive accumulation. And the second one is Dunedin Code of Ordinances section 34-32, environment premises to be kept clean of offensive accumulation. It shall be unlawful for any occupant or owner of any house, yard, store, lot, or parcel of land to refuse to keep the same clean, or to permit any trash, weeds, or any offensive matter of any kind, to accumulate in or upon such premises, and such accumulation shall be deemed to be a public nuisance. Notice of violation was sent certified mail to owners, posted to property, posted at City Hall, and emailed to Phyllis Williams, August 7th, 2026, with the compliance date of August 17th, 2026. Received certified mail delivery confirmation for the notice of violation on August 10th, 2026, at 11.15 a.m. Notice of hearing was sent certified mail to owners, posted to property, and posted to City Hall, and emailed to Phyllis Williams, August 18th, 2026. It was delivered at 11.15 a.m. This is the notice of hearing that was sent August 18th, 2026. The notice was left for no authorized recipient available on August 21st, 2026, at 10.40 a.m., and it also a reminder for arranging at re-delivery August 26th, 2026, at 12 p.m. As you can see, personal items were all over the yard on August 5th, 2026. They're in the right-of-way, all up against the garage door. There's just a plethora of items, personal items. Now, I don't know if this came from inside of the house, or if this is from the people that decided to move in, and this shows another angle of personal items all over the yard August 5th. Up to the front door, there was also personal items up there being stored. This is the side of the home where the items were strewn along the side of the house, and the garage door was open August 5th, 2026. Here is a closer picture of the personal items in the yard in the driveway, and this shows August 5th. Up at the front, there was like a can of tar, or a bucket of tar, and there was buckets, empty buckets of paint, five-gallon got pails of paint. A scooter was up there. August 5th, Julie, co-compliant supervisor Julie Phillips and I went to the property to post a door hanger. The door was ajar at the time, so we knocked, and Julie Phillips, or Julie Williams came to the door, and she said, you know, she asked why we were there. We handed her the door hanger, explained all of the violations at the time to her when we were there, so we didn't have the ability to hang it on the door and take a photo. We handed it to her. This is the front of the door hanger that was handed to Julie Williams, and this is the back half of the door hanger that was handed to her. This is the side of the property on August 5th, and it shows all personal items just thrown. The recycle bin was full of things that probably shouldn't have been in it, but it was in it. I did contact the solid waste division to let them know that there was going to be a bunch of stuff being put to the roadside. August 5th, 2026, here's more photos of the items that were in the driveway at the side of the home. This is August 5th down the side of the side door of the garage area. You can see that because she runs out of space in the front, she likes to put it along the side of the house, and this is August 5th as well. There's a refrigerator, drywall broken. There's flooring is there. There's a bed. Then there's a couch inside of the garage with a bunch of garbage laying out there. This is August 5th. The next day we came back and took photos. There's screens in the right of way. She had the lawnmower out. She was cutting the lawn because that was also sighted at that time, but she did get the lawn cut. But now there's more bins full of stuff at the front door. More things were brought out of the garage into the driveway. August 7th, garbage in the street that was just left there, not picked up. Solid waste was advised of that. August 7th, you can see the driveway, the front of the home, personal items being stored. The driveway in the front of the home, again, personal items being stored. This is August 7th. So this is the front August 7th. We've got some good pictures of, you know, laundry baskets, bins full of items, garbage pails outside. She had bowls, garbage just thrown at the front, as you can see. Rubber gloves. I think there's a canister with food there. At the end, there's the bucket with the tar. It might be for the roof. I'm not sure what she was using it for. Bug spray in a laundry basket. There's one of the bins that was at the front door. Affidavit of posting for the notice of violation was posted August 7th. And that just shows the front door area that when it was posted. August 7th. August 10th, I went back and got some more photos. Everything still remains. And this is August 10th, 2026. Again, that's from the front view of the home, showing that the boat still remains with all of the personal items in the front yard and in the driveway. August 13th, we went back and now she's putting stuff out to the right of way into the garbage area. The front of the front porch area, there's baseboard laying on the ground. She has bins out front, a fan. There was a cooler. The cooler moves around. It goes to the front, goes to the side, goes to the driveway. Just depends on who's there, I guess. August 13th, you can see there's a closer picture of it. And then there's some tool on the chair. This is the side of the house, August 13th. She's been emptying bins because those are the lids for the bins and part of a door that was broken or a window. And that's August 17th, the side of the home. The personal items are still there posted at the side. And she's got other bins, five gallon pails for paint. This is the side of the home, August 17th. The 18th, you can see that the camper appeared. And then stuff was being unloaded from the camper. So there's foam and wood, all those things you'll see coming up. August 18th, the front door still remains with buckets and coolers and whatnot. Notice of hearing was posted to the front door, August 18th, 2026. That shows a further away posting of the notice of hearing. The 19th of August, the trailer still remained with personal items being stored at the side. They were gutting it. So they were storing, as you can see here on the 21st, they were taking stuff out of the trailer, putting it behind the trailer. And then I found out the reason what they were using that black tar for. And they were sealing the back of the camper up with it. So they're here on the side. You can see that they had the sink and everything was back there. All the things, they just gutted it completely. It was down to the studs inside. And this shows the camper in the driveway remaining and blocking the sidewalk. More things on the side of the property, personal items at the side of the home, August 25th. And then this is August 28th. There's still items at the side of the property. There's a tire from the trailer. And then August 31st, there was a picture of a bicycle, probably somebody else that was invited into the home. And then you can see the bicycle was still there August 31st. The side of the house still had personal items. And this is today from September 1st, I went by. They still have personal items at the side of the house, the cooler, the garbage pails, the tire. And then the piece of foam that was removed from the inside of the trailer is just laying there in the driveway. The front door has another trailer or somebody's, I don't know, pull behind the stroller trailer thing. And then there, it looks like it's a container for chlorine. But I don't know that they were using it for that. And September 1st, this was another photo that I got with personal items in the right of way and the recycle bin. The recycle bin has been out there since August 24th. And it has items in it that are not for recycle. So they won't pick that up. And I leave it for you guys to deliberate. Questions for the inspector from board members? Jeremy Reynolds. Did you encounter illicit substances in your observations of the property? I'm sorry? Did you encounter illicit substances or observe those? That's not for us to, to, we're not police officers. That has to be done through the sheriff's department. Thank you. I get that. So it seems like progress has, some progress, significant progress has been made on the property. Have you had contact with a, well, I know you haven't had contact with one of the two respondents. What contact have you had with the respondents in like the last 30 days? We reached out to Julie and we spoke to her face to face when we handed her the door hanger. I've spoken to the mother numerous times, but the mother wants nothing to do with anything. So she's removed herself from the situation. It's all on Julie at this point. Okay. And no further questions. Thank you. To follow up on your comment, title to the property is still in both of their names. Is that correct? It is, yes. That's correct. It is still correct. Yes. It was never changed as we requested or that you advised at that time from the last time. Okay. Thank you. Questions, sir? What about the window? Does that come into play? That's another case that was already handled and there's liens. Okay. Yes, sir. Thank you. Okay. We're going to give the folks who have sat here patiently an opportunity to speak. Again, you'll be limited to three minutes apiece. And I would ask in the interest of time that you not repeat what other people have already said. So the first person gets first crack. Okay. My name is Julie Church. My husband, Scott, is here. We live at 45 Squire Court. We've lived in Dunedin since 2001 and we've lived in this house since 2019. I'm submitting the statement for the official record regarding the ongoing code of compliance issues at this property. I'm a neighboring resident property owner and I have personally observed continuing Ma'am, can I ask that you speak slowly because it has to be transcribed. Oh, yeah. Three minutes now. Not up there. Sure. That have affected the safety, sanitation, and quality of life of the surrounding neighborhood. The conditions at this property have existed for an extended period of time and represent the ongoing pattern of noncompliance rather than isolated incidents. Based on my observations, the property has been without electricity and or essential utilities for approximately a year. A residential property without basic utilities raises significant concerns regarding habitability, sanitation, fire safety, and the welfare of everyone occupying or using the property. In addition, the backyard area has repeatedly appeared to be used as a living area or encampment with individuals staying on the property under conditions that do not appear consistent with safe and sanitary residential use. This has created concerns regarding waste disposal, sanitation, fire hazards, rodents, and the overall safety of both occupants and the neighboring residents. The property has also experienced repeated accumulation of outdoor debris and stored materials, including trash, boats, RVs, bicycles containing personal belongings, and miscellaneous items and other materials throughout the yard. These conditions create concerns regarding unsanitary conditions and potential pest attraction, fire and safety hazards, storm-related debris risks, deterioration of the neighborhood appearance and property values, continued violation of applicable property maintenance requirements. I understand that this property has already has significant outstanding code enforcement liens reportedly exceeding $25,000. The continued existence of these violations despite substantial accumulation accumulated liens raises concerns that previous enforcement efforts have not resulted in meaningful or lasting compliance. I'm also aware that the property is reportedly delinquent in payment of property taxes for $24,000 and $25,000. While I understand that tax collection is a separate matter from code enforcement, the combination of unresolved code violations, outstanding liens, tax delinquency, and ongoing unsafe conditions demonstrates the seriousness and persistence of the situation. The final straw is when an unleashed dog on this property attacked one of our neighbors walking their dog approximately two weeks ago and the dog had to be put down. I respectfully request that the Code Enforcement Board consider the following actions. Require a clear and enforceable plan to bring the property in compliance with specific deadlines for completion. Require collection of all outstanding violations, including restoration of required utilities, removal of accumulated debris, I'm just about done, and outdoor safe storage. Continue appropriate enforcement measures if compliance is not achieved within the established timeframe and ensure that the resolution of this matter results in safe, clean, and compliant property for the benefit of the surrounding neighborhood. Thank you. Thank you. Ma'am, if you want to submit your written comments to the Clerk, we'll incorporate them in the record. Does anyone else wish to speak? Come on up. And again, you'll have three minutes. State your name, please, and your residential address. It's 65 Squire Court. Can you lift the mic up closer to your mouth? How's that? It's for the transcriber's benefits. Thank you. I was here two years ago, covering pretty much the same thing for this property. It was about the windows. And I know the code enforcement has been over there, if not every day close to it, backing up all the different things. And like Julie said, this has been going on for two years. There's no plumbing, no water, no electricity. They had electricity when the visitors were there with the boat and the camper. And I think they even had the air conditioning running. When I walked my dogs last night, the air conditioning wasn't running. They had stuff stacked on top of it. And all the trash out in the front yard is still out there because this lady doesn't know how to take care of things. She's incompetent. She has mental problems. And she has drug problems. I've got records from the people in Pinellas County Sheriff's Office know Julie well. And she's been arrested several times for drugs and paraphernalia and stuff like that. And I had her at my house one time when she was taking a shower apparently. Her son hid her in the head with a stool. And we talked to her. And we tried to get her help. And social services comes out and talks to her. And everybody says, well, we can't do anything about that. And I know you're going to say the same thing. You can't do anything about that. She has no windows. The back part of the building is collapsing. It's from rot and mildew and God knows what else. But these things have to be taken care of somehow. And I don't know what it's going to be except for just establish liens on the property until there's $400,000 in liens or just demolish the property. I don't know what we can do about it. But that's what I have here is an official complaint about all the things that Julie just mentioned. And I'd like to pass that on. And we'd like to get this woman some help to say the least. It's unsafe and unsanitary. I hear that they're dumping excrement in the backyard because she has guests over there continuously. And they don't have any plumbing. Okay. So you know what that is. Well, we are familiar with the conditions at the house. And as you said, this property has been before the board on more than one occasion previously. Do you have a written statement there that you wish to? Okay. If you would give that to the clerk, please. And thank you for staying within your three minutes. But that doesn't mean that you all have to speak really quickly because, again, this is being transcribed. I would rather give you an extra minute so it's all intelligible. Would someone else like to speak? Good afternoon. I'm Cecilia Murdoch. I live at 4D Squire Court next to the garbage. This is my first meeting, and I did record people wasting the body waste on the side of my house. I have, in the last year, experienced a huge rodent problem. My attic insulation has all been eaten away. My house smells like mothballs now. There is constant law enforcement officers, constant law enforcement officers. I've come out and I've been told to, you know, go back. Guns are pulled. It's extremely dangerous. We've installed cameras. Now we're having neighbors' dogs attacked by transient people. All kinds. Transients. All kinds. All times of days and nights. Nudity. Fornication. Publicly. I have it on camera. And it's extremely frightening. I go to work every day. I don't know what I'm coming home to. If I go to sleep at night, I don't know what I'm waking up to. So I don't know how we can resolve this. I know this is a... Do we have access to the minutes of our hearing today so we can present this if we wish to go forward? Okay. Do you have a written statement? I saw you had papers in your hand. I wasn't sure. No, I'm sorry. I didn't make a written statement. It's okay. It's not required. Okay. I was just asking if you did so it could be included. Okay. Does anyone else want to speak? Bill Cook. Thank you for your time. My name is Bill Cook. I'm at 60 Square Court on the other side of the garbage. Can I ask a question? Is that appropriate? You can ask a question. If you were living next to where we're living, what would you do different that we haven't already done? You don't have to respond. No. I told him he could ask his question. I thought that was a reasonable... I didn't commit to responding. I thought that was a reasonable question. Not a reasonable question. Why don't you finish your comments? We'll let everybody else who wants to speak, speak. And then we will have a discussion about your concerns. The city has a recommendation. Okay. Okay. But we are going to follow our process. Understood. I was just asking if that was reasonable. That's all. Yeah. The neighbors have said more than I need to say any more. I guess for me is action. I just need to know what the action should be because we can't... It can't continue. The rat problem alone, it was just insane six months ago. I mean, safety concerns... I can't even tell you how gross my backyard has been for the last year. And so I could reiterate all the things that everybody else said. I know you don't want to hear that. I'm just looking for action. That's as respectfully as I can ask it. So thank you. Thank you. Hi. My name is Wendy Allers. I live on 55 Squire Court just across the street. I don't want to repeat what any of my neighbors said, but I'm also very concerned, especially they will not be able to handle anything monetarily. They bring people in to help them, but the people they bring in are transient drug users, and that also makes me concerned for my safety. I live across the street. I live by myself as a single woman. I have two large dogs that they seem to be scared of, but that is also my concern, in addition to all the other concerns that everybody else said. But they keep bringing in all these people that say they can help. They cannot help at all, and what they're doing is curating more nuisance. I have video recordings as well of people coming in and out of the house all hours of the night. I don't know what they're doing. But I just wanted to put that on record and also see can we enforce some of these liens? What will it take to eventually do a lien foreclosure? Those are some of the questions I have. I know you can't answer, but that's what I would want to see. Like, when can we start, instead of passive action, when can we start doing more active actions for this to be settled? Because it is starting to be scary. And otherwise, this last Saturday, almost all of us were out mowing our lawns, doing everything, and it's a beautiful street, great neighbors, except for that concern right there. So I would like this to be actively enforced to see what we can do. Thank you. Okay, thank you. Does anyone else wish to speak? Come on up. Actually, I just pretty much want to say ditto. You need to raise the mic, state your name, and where you live. Jinx Harris, I live at 35 Squire Court. I'm catty-corner to them. And I'm essentially just saying ditto to what everybody said, and the fear factor. I also live alone, and it's very scary at night. You know, I don't know. Fortunately, I also have two big dogs, but I really don't want them to hurt anybody. I just want to be safe. That's all. Thank you. Okay, so what we're going to do is we have a recommendation from the city. We'll move forward on it, as you've watched us move forward in other cases. You may not find the outcome is what you would like it to be, but maybe with the assistance of counsel, we can have a discussion as to possible next steps. So let us finish the case, and then we'll have the discussion. Is that acceptable? Yes. Okay. Sorry. Godzilla. Sorry. My apologies. Your recommendation, please. Recommendation for case number 26000805. Number of violations are two. The DCO Section 34-1A, Environment Offensive Accumulation, and DCO Section 3432, Environment Premises to be Kept Clean of Offensive Accumulation. I'm requesting compliance on or before September 10th of 2026, or given the severity of the violations as being major, I'm requesting a fine of the amount of $250 per day per violation for each day the violations continue to exist. And that concludes my presentation. I have a question. Is this code section inside the subject of previous cases before the board? Is this a repeat? Not these ones. Not this one? No. Not this one, Walensky. So offensive accumulation has never been? Mm-mm. Because she's always cleaned it up. So she cleaned it up for the compliance date. So I, yeah. Okay. So we can assume she's familiar with the process. Mm-mm. Okay. My next question would be then is, so she's got other violations against that property? Yes. And to date, do we have an assessment of what kind of fines are against that property right now? Well, she's got about $25,000 just with us. Then there's utilities, and I can't speak for Duke Energy. I don't know. So, I mean, we can make a motion here and go through this process. And like the woman said, you know, we need to be maybe a little bit more active. How do we get the property condemned? You know, my recommendation is to tear it down. Wait, wait, wait. What's the end game? You can ask a question. So, code compliance, we don't have the capacity to condemn a property. That would be the building official. He is the only one that has that ability to do so. And it generally has to be like a house that was on fire and there's structural damage and that sort. You know, we can only do a certain amount of things. And then with the help of the sheriff's department, I mean, they do their side, we do our side type of thing. Other than that, I can't condemn, neither can Julie or Rachel, we can condemn properties. Okay. Any other questions from board members? Yeah, Jeremy Reynolds and staff, council, whoever. This seems to me to fall more under public nuisance on a severe level than it does. I mean, the code compliance case is concrete. I have no qualms with it. Really, what's the end game? We're going to get to that, but let's move through this. We have a recommendation. I'd like to entertain a motion. Let's finish that up and then we'll have our discussion. I move in case number 26805 for the property located at 50 Squire Court. Find the respondents Julie Williams and Phyllis Williams in violation of the City of Dunedin Code section DCO section 34-1 environment offensive accumulation in violation DCO section 34-32 environment. Premises to be kept clean of offensive accumulation to come into compliance by September the 10th, 2026 by cleaning up the area. I'm sorry, by September 10th, if not in compliance. By that date, a fine of $250 per day will be imposed until compliance is met. The respondent is ordered to contact the Code Compliance Office for a re-inspection of the property to verify compliance with this order. Just a correction on that. That would be 250 days per day per violation. That's correct. $250 per day per violation. I amend my motion. Jeremy Reynolds, I second. Thank you. Thank you. Roll call, please, Catherine. Thank you. Mr. Bolduck? Aye. Mr. Walensky? Aye. Ms. Ballard? Aye. Mr. Reynolds? Aye. The motion passes and an order will issue. Okay. So, counsel, you can cut me off at the knees. Yeah. But what I would like to do is first address some of the questions or concerns that folks have raised. And let me start by saying that we who sit up here and have had these cases concerning this property before us a number of times over the past several years are equally frustrated. As counsel has said, and as Inspector Phillips has said, each of the different agencies involved in policing this property have certain limitations on what they can and cannot do. The city commissioners a number of years ago decided that fines on property for violation of an order would be capped at 20 days, regardless of whether the violations continue. That was not our decision. In fact, I don't think any of us were invited to take part in that conversation and discussion and decision. This board can only issue orders and bring people back for non-compliance and issue more orders and the fines will accrue on each successive violation in a new case, but they're all capped at 20 days. The other option and last, it's probably been a year now, last August, we asked counsel to prepare a memorandum that would explore other enforcement options that could be available, not only to the board, but to the city. And one of those options, which, and correct me if I'm wrong, has not been done recently, is for the city manager to declare a property a chronic nuisance. That is not something this board can do. It is entirely up to the city manager. That is correct. Okay. Okay. So that really is the next step remedy. It's apparent that imposing financial penalties don't necessarily lead to compliance. As people in the room recognize, the woman occupying the house has mental health and substance abuse issues. Different agencies have tried to assist. The mother, the co-owner of the property, has been before this board and, as you heard, has basically thrown up her hands and said, I can't do anything. So the next step, and counsel can correct me if I'm wrong, would be a request of some sort to the city manager to consider naming or calling this property a chronic nuisance, and counsel can explain what those steps would be. That is correct. Thank you, Sheriff Stone. As the board members know, this property is currently homesteaded. So the code liens, unfortunately, cannot be foreclosed upon. Homestead property does have protection under the Florida Constitution from foreclosure. So that's really the only tool that we have in reference to code liens. And in this case, that tool cannot be exercised because the property is protected through homestead protection. Outside of the code enforcement board, like you explained, we do have options. The city has options administratively to declare the property a chronic nuisance property due to repeated nuisance activity, to declare certain specific public nuisance that impairs the public health, welfare, safety. Those determinations can be done administratively. An order can be entered to allow for an abatement procedure, which is where in that point the city can come in or the city's contractors can come in to try to correct some of those violations, remove the accumulation, address potentially the rodent issue in this case, if that were to be present. The city does have options to potentially bring this property owner to court for a potential injunction. There could be, we call it like positive injunctions, which we essentially ask them to take steps to correct whatever it is the violation may be. But once again, that's outside of the court enforcement board powers, and it lies entirely with city administration. So I'm sure, you know, the city commissioners and city manager are going to be watching this hearing. They're likely going to receive maybe some correspondence from the members in our audience today. So that's kind of going to put them in notice of this. I myself will put this at the top of my list when it comes to court enforcement cases. And I will bring this up to the city attorney as well. I'm sure she's also watching this hearing, so she'll know, but I'll bring her to their attention. And we can definitely, you know, provide some further notice to the city manager ourselves. And if that's something the city's interested in initiating, we can obviously do that through the city attorney's office. But at this moment, once again, your powers are limited. So the most you can do is kind of encourage through this hearing to put those in city administration on notice of what's occurring and the gravity of what those violations may mean. But, yeah. Do you have any other specific questions, board members? Yes. Walensky. So who actually puts the city on notice? The city attorney? Well, I mean, the city is on notice since we do have pending court enforcement action. In regards to city administration, they closely follow these hearings. So they are on the, you know, the... So we're putting them on notice right now. Exactly. That they need to do something about this. That there is some potential violations that could rise to the level of a nuisance or public nuisance. Well, I think we're already past the nuisance. It is a nuisance. So now that the city manager knows this, she takes the next steps? It is. It is up to city administration to decide whether they want to initiate that next step. Okay. Correct. So for our next meeting, can we get a decision from the city manager and the city administration on this particular item on how they're proceeding? I've talked to you before about getting us updated on some of these things. Like, I was going to ask the city right now about, you know, she's already up to $25,000 in fines. That is correct. Have we put that money into a lien yet? And if we haven't, why not? So yes, that order, all of those orders relating to those fines accumulated are recorded. So they are a lien on the property. So if this property owner tries to sell their property at any time, the city can come in for foreclosure at that time. You said foreclosure is out of the question. It's out of the question right now as it's currently owned under the homestead protections. But if there's a lien on the property, you can foreclose? No. You can't. No, exactly. You can't as long as it's homestead protection. Right. But if it's sold outside of that homestead protection, then yes, that opportunity, that door will open. Okay. Well, can I speak to that? So there is a mechanism for the city to adjust the amount due, the amount they will accept to satisfy and release the lien. It doesn't necessarily have to be paid off 100%. If a buyer were to come forward and say, I'm interested in buying the property, but the existing liens are an obstacle to closing, the city would probably sit down and work out an agreement that's acceptable. I mean, obviously, the current owners are not in a position for whatever reasons to abate these violations, nor are they in a position to properly maintain the property. I mean, we're all on the same page here, but I think if you were listening closely to what counsel said, you know what your next steps are. Jeremy Reynolds, I've got one odd question. If the city were to broach the mother, assuming that she lacks sufficient monetary resources to take the legal action necessary to force the sale, could we do that and place those costs as a lien against the property? That's a question for counsel. Yeah. Sorry. Are you saying, will the lien survive a sale? No, no, no. What I'm saying is, let's say, so mom and daughter own property, right? Mom wants to sell, daughter doesn't. And mom says, you know, I don't have enough money to force a partition. You know, if she entered into a settlement agreement to allow the city to represent her for that partition, is that a possibility? I know. No, no. I think what Mr. Reynolds is suggesting is whether the mother could convey her interest to the city. Obviously, the city would have to accept it. Because you own a property that may have environmental contamination, you can't just record a deed and assume that you no longer own it. The city has to accept it. Correct. I have one question. Jamie Ballard. Is it plausible, and you know, I don't know if this is something within the city, but is it plausible for the owners to reach out to the housing authority regarding the home itself because there is no electricity or running water? Would the housing authority be an avenue to be able to have them come in and do anything? The state agency? I don't want to say yes or no on that. I'm not exactly sure. Julie, do you want to? I'm sorry. I don't think there's anything else they can do. They've already been lean for that. They've been before the board for that, and an action's already been taken. I mean, you can't just bombard yourself. You can't just go in somebody's house. You need to be invited in. And if she doesn't want them to come in, they're not going to come in. Right. My point exactly is you guys have done as much as you can and we can. It's up to this city manager and the city administration. Yeah. As council says, the next step is up to the city administration, the city commissioners, and the city manager, and probably eventually they'll need the assistance of the courts to enforce whatever equitable relief they feel is appropriate. That is correct. That is correct. This board. I didn't hear your question. Do you want to come up to that? With the outstanding property tax, the county does have remedies to force the sale of the property through like a tax deed sale. I believe that's the procedure in that, you know, if that's ever done, you know, for failure to pay your taxes, that can be done. The county can indeed potentially recoup some of his fines as a lien holder on the property if that process is ever initiated and completed and there is any leftover funds from the sale, from the forced sale. So that's also something the county can initiate on their own for failure to pay the property, the delinquent property tax essentially. That is a procedure under the constitution. Okay. I'm going to ask if you're going to ask questions from the audience if you come up to the microphone, please. About the homestead, you mentioned that it couldn't be foreclosed on because it's homesteaded, and it won't be sold out from under, evidently. It won't be sold for taxes. Or if so, how do we initiate that? How do we get that moving? I know it's the city administration, but as far as selling the house for taxes, so they recoup money. So right now, the city is not essentially authorized to foreclose on this property based on its court enforcement lien because the property is currently owned and receives the homestead protection. The homestead protects the homeowner who must reside in the property from losing their home physically. Ordinarily, I would think that's a good thing. In theory, it's a very good thing. I have a question, sweet sir. Okay. And then we're going to... So, Pinellas County would be more powerful, I would say, or more authoritative in this matter versus the city of Dunedin as per the taxes. In regards to the tax, delinquent tax issue. Okay. Are they on notice? Are they concerned about it? Because... I mean, they don't notice that they're delinquent on their taxes. Whether they're concerned about it is not... I'm not aware. Okay. What's the timeframe? I mean, how many years can you go before they're going to do something? I'm not exactly sure on that. I think three... Okay. Okay. Because the point is, like Mr. Wilfell Lynch is saying, is that they're trying their best. Police are trying their best. We're trying their best. It's time to bring in maybe some big guns who can actually get something done for these neighbors. Okay. I agree with you. I agree with you entirely. And this is why this is top of my list. And I will bring this personally to the city attorney. I'm not disagreeing with you. But I do need to let you know the limitations of your power. Because, unfortunately, there are limitations. And someone else needs to step in, you know, outside of the court enforcement board. That's my role as counsel, to let you know of your powers and limitations. But I agree with you that there are other remedies out there. Other parties that may be interested, like the county, that may already be looking into this. I, myself, and I'm sure city court enforcement staff will bring this to the attention of the building official and city administration. I think the message that we're trying to convey to the abutters and neighbors is that, in part, it's a political problem. You need to bring it to the attention of the city manager and to the city commissioners. Their e-mail addresses are readily available. You can send them as many statements, as many photographs. You have the opportunity to come to council meetings. The first three minutes are for, just as we have here, time set aside for people to speak to issues that aren't on the agenda. And that's sort of what needs to be done. It's the squeaky wheel situation. Sir, did you have a question? About citizenship, these people are from Canada. And I don't know if they're even citizens of this country. I don't see how that affects us. I don't think that's any part of it. I mean, the property is here. You have in-run jurisdiction. So they're not going to be deported? Probably not. Okay. Okay. Okay. I think we have exhausted all of the questions and answered them as best we could. I'd just like to add one comment if I could. Sure. You know, guys, I've been following code enforcement board hearings for six, seven years. And this is the biggest outpouring of concern I've ever seen from a neighborhood. And I really appreciate everyone coming out to speak today. If you want to see how the process works and how it's worked in the past, there was an individual named Patricia Immendorf who was responsible for the creation of that nuisance ordinance. If you want to go back and look at court proceedings and how that took place, that might give you kind of a framework of what to expect and what to look for. That's all. Thank you. I'll entertain a motion to adjourn at 421 p.m. Yeah. I don't think there is any other business. I thought this was the last item on the agenda. Well, I think we heard the comments. We heard comments from the city attorney. We heard comments from the city staff. We heard comments from the public. Does anybody else want to speak? Talk about this a little bit more. Okay. It has been a while now. I've asked for one of the items on other business to be to get an update on a monthly basis on just like that. Who's accumulated fines? Have liens been filed? Can we get a summary of that on a monthly basis? And also, in addition to that, this foreclosure process that's filed by the city manager. Can we get enough on what foreclosures she's put into place? I think it's relevant that we bring this stuff up to the board. We react on it. But we don't hear back. We should hear back. That's part of the continuation of what our job is. To hear back and find out exactly what's going on. Jamie Ballard, I'm sorry. With all due respect, I thought that our position was to determine whether or not a violation exists or no longer exists. But from that point on, I don't think that, like you said, that we're limited. Correct? Is that correct? We're limited to that, but we can get updates. Why should we be limited on getting updates on what we come up with? I believe what you're asking for does exist. And I want to say there's a monthly update that the city manager puts out for all departments. And I believe that that may be at least in part in that particular document that's published monthly. Can the city attorney look into that for us, please? Absolutely. I would look into that. And I will work. I will have to work with staff. And you're here today. So I'm looking at you because this is information that I will need your assistant to pull the outstanding liens for each property in the city. And then a report on our business manager, Catherine, has a list of outstanding liens. I'm not sure what else you're looking for. Okay. So how do we get that? Yeah. I can send you a copy. It's public record. I think that would also be just to the public. Yeah. Yeah. It is public record. So I can send you a copy of that. Also, regarding that city manager update, we also provide information on the number of public records requests we get per month. I think, like lien, amnesty applications that have been processed. There's kind of a list that I send each month to staff to kind of send it upstairs. We do give them several items, so we can definitely kind of talk about that more at length. Some of the items that we're talking about right now? Not at this time that I provide, but I'm happy to kind of discuss that with them. And who is the woman that puts this report out? Catherine. Sorry. That's not Catherine. You said another name. I didn't say anybody's name. I said Catherine. Our business manager, Catherine. So the city manager's update comes from the city manager's office, and it's on the agenda for, like, a commission hearing. The list of liens, I have that, and again, I'm happy to send that to you. That would be great. Sure. Absolutely. It was just respectfully because I just don't know when we get that information. What are we supposed to do with it? Nothing. You're looking at it, and you're seeing progress. Yeah. I think board members just interested in knowing kind of the status of where those cases are at this time, which is completely fine. And I'm glad we already have that list so we can send that over. Do we have any other comments? Willensky, motion to adjourn. Well, before we do that, our next meeting will be on October 6th, 2026. We have a motion. A second. I second. All those in favor? Aye. Thank you. All those in favor? Aye. Thank you. All those in favor? Aye. Thank you.
