Good evening. At this time, we're going to get started with the special city commission meeting for Monday, October 19, 2026. If I can please have the clerk call the roll. Commissioner Caldwell. Here. Commissioner Harriot. Commissioner Howington. Here. Commissioner Novick. Here. Commissioner Santiago. Here. Vice Mayor Villa-Vasquez. Present. Mayor Villa. Here. If we can please stand for the pledge, and I'm going to ask Commissioner Novick if he can lead us in the Pledge of Allegiance. Thank you. At this time, we have one action item, which is a request approval resolution number 2026-95. If I can have the city attorney read the resolution, and then we'll go to Phyllis. Yes, Mayor. This is a resolution pursuant to a recent bid. This is resolution number 2026-95, a resolution of the city of Deltona, Florida, authorizing the city manager or designee to execute the agreement with GPS, Civil Construction Incorporated. In the amount of $1,309,391 for the Lake Windsor Stormwater Force Main relocation, pursuant to invitation to bid number 26027, providing for implementation and an effective date. Thank you. Commissioner Novick, you were up. Did you want to do a motion? Go ahead, please. And then we'll go to Phyllis. I make a motion to approve resolution number 2026-95. There's a motion by Commissioner Novick. Commissioner Santiago, are you on the board? Second. There's a second by Commissioner Santiago. Phyllis, you're up. Good evening. Phyllis Wallace, Public Works. This is a contract that we bid out for what is known as the Lake Windsor Force Main relocation project. For those that aren't familiar with this, it starts down at Windsor Heights and, just my friend, excuse me, Courtland Boulevard runs north behind people's properties in the 10-foot drainage and utility easements and eventually ends up near Belkin Court. This is a system that is 25-plus years old. We inherited it from Seminole, excuse me, from Volusia County. Excuse me, I'm really dating myself. It has more than outlived its useful life, and we were fortunate enough that with some of the remaining ARPA money combined with our stormwater money, we were able to expedite this. We were able to get it design-engineered permitted in record time in about 90 days. So we went out for bid, and we were very pleasantly surprised. We had nine bidders. They ranged in price from the lowest of GPS, civil, and to a little bit higher, a little bit over $2 million, but all of them were below our engineer's estimate of about $2.2 million. So at this point, I'm looking for the Commission's approval to proceed with executing contract with GPS. Thank you, Ms. Wallace. Is there any public comment? All right. Well, nobody's lit up on the podium, so if we can just vote, please. Commissioner Caldwell? Commissioner Howington? Yes. Commissioner Novick? Yes. Commissioner Santiago? Yes. Vice Mayor Villavasquez? Yes. Mayor Villavasquez? Yes. Motion passes 6-6, right? 6-0. Got it. All right. That's it. Is there any public comment at all? All right. City Manager? No? Meetings adjourned until 530.
