Development code, updating procedures and regulations related to certified recovery residences in compliance with Florida statutes, providing for conflicts, codification, severability, and an effective date. You all have previously seen another version of this ordinance and recommended it to the city commission. The city commission at their first public hearing directed significant changes related to the regulations surrounding certified recovery residences. The accommodation procedures remain the same, and Jessica will be doing the staff report on this item. I do want to ask, do you just want the changes or do you want the full PowerPoint? I do want to ask everyone that. I vote for just the changes. Does anybody else have any objection to that? Not at all. Not me. They're all pretty, they're all pretty clearly laid out in front of us, so. But, but the criticism is. Absolutely. Can I just ask what, I'm sorry, but what meeting did they discuss the changes that they wanted? Because at the November 3rd meeting, they voted to table. Yes, ma'am. At the November 3rd meeting, they voted to table with direction to reach out to council for the land and to model the regulations that they have on their books. Through our office, we did so. They were able to provide us with their ordinances and regulations, and we used that as our model. I might be mistaken, but I watched it today. They tabled it and asked for a workshop. So, the only thing that I'm saying is I get all these changes, and they totally changed what you said, but if the commission is asking for a workshop, what does it really, I mean, we can agree to let them do it, but they didn't get their workshop. So, that's all, that's my only question. Sure, go ahead. Is it possible that we're doing this to meet the 1-1 deadline, and then maybe there'll be still be a workshop? Can this be revised after it? So, between 1st and 2nd reading, they can make non-substantial changes. So, as long as the intent and general regulatory scheme are the same, you can make changes between 1st and 2nd reading. The reason this had to come back to you all for recommendation is because the changes were significant. It was very much a different ordinance than what we previously saw. Yeah, I'm wondering, Rachel, maybe that's it. If they're doing it to meet the 1-1 deadline, and then before the second reading, they'll do a workshop. And you are correct. Your changes are going to be your occupancy limits, parking requirements, your maximum buffer separation. So, there is a separation of 1,000 feet from all other certified recovery residences, as well as community residential homes. There's also on-site management requirements, building and fire code compliance. I'm so sorry. Yes. All right, so the changes are going to be your occupancy limits, your parking requirements, your minimum buffer separation of 1,000 feet. That is from any other certified recovery residents, as well as a community residential home. There's spacing, or that's your spacing requirement, on-site management requirements, building and fire code compliance, and then there's also enforcement added, where if they are, we can take their approvals away, and they can also be sent to code enforcement special magistrate if there's any issues that aren't fixed within 180 days. So we are allowed to regulate maximum occupancy of the certified recovery residences. What is difficult to regulate, as far as maximum occupancy, are family units, right? It's hard to do that under constitutional restrictions. However, because this is a recovery residence, this is a different inquiry than, you know, traditional. Vice Chair Dierko? No questions. Is there an online option for it or that they're able to do that as well? I'm just wondering how the public is able to get access to submit it. Yeah. So the...it's not a requirement that it be a physical copy, and I believe the city conducts most, if not all, of its applications through online forms. Jessica can speak more about that administrative process. So we will make a paper copy. We always have paper copy, but most of our applications are submitted online. And most of the...if they're asking for reasonable accommodations, if they're asking for any changes where the most applications are going to come from. Does that make sense? Yeah, definitely. Is that...and is that in like the forms application section of the website, or where is that? That has not been made yet. And CEUs that have currently been logged as for this year then, do we have anybody, are you communicating with those who still need CEUs to qualify through the end of December? I can tell you that our log has not been kept up as it should be. And we are trying to get it caught up more. But as of January, that's when we are going to start making sure everyone's meeting their eight hours. Okay. So eight hours of continuing education units for within a calendar year to sit on the board. Correct. Okay. So if the clock starts again on January 1, then I would recommend or I would like to request that staff make everybody on the board aware of any opportunities that are available so that for those who have time and can knock those out early in the calendar year have the opportunity to do so. Or potentially spread your eight hours out over a reasonable amount of time instead of cramming it all in at the end. May I ask a question about the hours? You certainly can. The ethics stuff that you were, is that the same as the program that I took a couple months ago? It is. Okay.
