All right, we're going to go ahead and get started with the City Commission Workshop for April 13, 2026. If I can please have the City Clerk start the roll. Commissioner Caldwell. Commissioner Harriot. Commissioner Howington. Commissioner Novick. Here. Commissioner Santiago. Here. Vice Mayor Avila-Vasquez. Present. Mayor Avila. Here. All right, if we can please stand for the pledge. All right, at this time we're going to go ahead and get started with presentations. We have a Love Your Heart 5K check presentation to the American Heart Association. Good evening, Commission. This event, as we know, dates back pre-COVID. We started in 2013, and today we will be donating a $4,000 check to the American Heart Association. These proceeds were collected after race expenses, and we honestly could not have done it with our sponsors. So I'd like to thank Halifax Health Medical Center of Deltona, YR3, Fiber Internet, West Volusia Runners, Florida Dairy Farmers, and the Runners High Racing and Time Management, as well as the City of Deltona team. We could not have done it without our Parks team, our City Manager's Office, our Code Enforcement, and our Public Works team. Thank you so much. All right, we'll do one with the commission as well. Great job. We're going to go ahead and enter into discussion items, presentation from the Utility Department of Status Updates for the Lakeshore Boat Ramp, Fisher Wastewater Plant, Eastern Wastewater Plant, and Active Utility CIP Projects. Thank you, Mayor, Vice Mayor, and Commissioners. Tonight we're going to talk about three projects and then where we're at as far as the updates for several of our capital improvement projects. All right, so tonight we're going to talk about the Eastern Wastewater Expansion. We're going to talk about the Fisher Lakeshore 4B restoration, and then, like I said, the capital improvement projects that we currently have underway or have recently completed. What I'd like to do is I'd like to discuss each one of the topics, and then once I get finished with that individual topic, you know, I'd be more than happy to answer any questions around that one, and then we'll move on to the next item. So the first thing that I want to talk about is the Eastern Wastewater Expansion. So the Eastern Wastewater Plant was opened in 2016, and it was opened as a 0.9 million gallons per day membrane filtration plant. So typically a wastewater plant uses sand as its mechanism for filtration. This is one of the most advanced wastewater treatment plants in the state, and it uses membranes for the filtration that we just talked about last week at our commission meeting. So what I have behind me over my shoulder here, the white sheet, that's what one of the actual filter plates looks like. There's... Point of order, just for the record, Commissioner Harriet is here. In each basin, there's 2,400 of those plates, and there's a suction that's applied to that plate, and you're more than happy, you know, afterwards or whatever, you're more than welcome to come up, touch it, feel it. You're not going to hurt it. But what it does is it allows a suction to be applied, and all of the wastewater and everything stays on the outside, and there's a porous plastic membrane on the inside of it. So it keeps all the wastewater on the outside, and it brings in the H2O, and that's what you actually get for a reclaim. So out of that, I grabbed a couple samples for us yesterday. One of these samples is potable water, and one of those samples is reclaim that comes from these membranes. These membranes, like I said, are extremely technologically advanced. There's not very many of these plants in the state. This originally started over in Japan, and in Florida, it was first used in the Keys, which is where one of our most unique and precious types of resources with water quality and aquamarine life and so forth are at. So that's where that started at. So it creates a wonderful effluent that is drinking water quality. So, yes, absolutely, we can pass these around. Try to guess which one is which. So whenever it was originally built, it was built with the intention of having four phases to the expansion. The first one was the 0.9 million gallons per day. The second one was 1.5 million gallons. And then the third would be 3.0, and the fourth would be 4.5 million gallons per day. So now it's time for us to start thinking about the next iteration and going to 3 million gallons per day. Our current operations is at 737 gallons per day, roughly, on an annual average. So we're a little over half or right out about half of what the capacity is. We really want to start planning for the infrastructure to be in place way far in advance of whenever the actual usage needs to happen. Because it takes, you know, several years for us to get it planned out, get it designed, and then to get it built. So it takes several years in advance. So we have to constantly be thinking far into the future so that we can get these items designed and then built. So we set out to get a grant, and the grant was simply for the design. What I've got here, what you see, is the actual layout of the plant. And the different phases from 3.0 to 4.5 is basically right in this area here. These are the trains. So this is, these two together is 1.5 million gallons a day. 3.0 was just simply an extension, and then 4.5 is another extension. And then we have tankage in the back. We would have the big tank on that side, the small tank on that side. So it was really laid out so that you, there was a lot of forethought that was put into this so that we had expansion and it would have the least capital investment that would need to happen for this build out. So we went out, and we got legislation appropriations. We're very thankful to the legislatures for granting us these funds. They gave us a grant for the Fisher plant, and then they gave us a grant for the design for the Eastern plant. The Eastern plant was a $4 million grant, $2 million matching funds, which are budgeted in the 25-26 budget year. So it's currently slated for this year. It went to the commission November 27th of 2023 for acceptance of the grant and was approved. DEP accepted that grant in February of 2024. And we're here today because I would like to, you know, have any questions that you have answered today because I would like to bring this to you in June for approval to award this to Kim Lee Horn. We put this out for an RFQ, and they came back as the qualified bidder. So we would like to go ahead and move forward with that at our June meeting. Any questions? Commissioner Novick? Thank you, Mayor. What is the timeline for completion? Brad is working. This is Brad Blaze. He is our engineer with Mead & Hunt. Mead & Hunt is a partner with Kim Lee Horn on this. There's typically, and Brad, correct me if I'm wrong, but we're typically looking at about 18 months for design, and then we would be looking at 24 to 36 months on building. So we're really looking at about five years out. Percentage-wise, what is the percent of the city, not Del North, what is the percentage of the city currently on sewer? We currently have roughly 7,500 current customers that are on sewer. It's about 25 to 30 percent is going to be what's on sewer, and anything that's new with planning and development is going out to this plant. The fisher plant is handling the interior of the city, which doesn't have anything to be built out. Anything that is new in any part of the city is going to be going to this plant. Can you talk how does that affect us long term with the, I believe it's the 2045 mandate? Yes, 2045 mandate is where we have a certain percentage of our septic tanks that need to be removed and put on some sort of central sewer. That's a mandate from the state because of the Blue Springs basin that we lie in. In order to reduce the nutrient levels, nitrogen and phosphorus, we have to remove the septic tanks. So we have to have capacity in order to do that. The next project that we're going to talk about is going to be Fisher, where we've got expansion capabilities for that to be able to accommodate the septic to sewer. This plant here, $4.5 million, would allow us to have growth as well as septic to sewer conversions. And do we get credit for the 2045 compliance with the nitrogen removal septic tanks? We do get credits for the build out of this because it does allow septic to sewer conversion. The credits projects are actually slated for a certain time frame, but any sort of credits, it's just simply, hey, we've fulfilled our obligation to that project plan. There's not any sort of actual credit that's given, but it's plans that have been done, correct. It helps us get to that number for the 2045 mandate. Yes, sir, absolutely. And this is in anticipation of that as well? Yes, sir. It's in anticipation of growth as well as conversion of septic to sewer. Thank you, sir. Vice Mayor Avila Vazquez. Thank you, Mayor. Question. When you say septic to sewer, are you saying that every home on septic needs to be converted to sewer? The DEP and St. John's Water Management District would like to see that happen, but that's just not feasible. The infrastructure is not in place to be able to do that, and the cost would be too high. A lot of times there are unfunded mandates that are given out by regulatory agencies. We do everything within our powers to comply with those, but it's just not a feasible item to do. So in our 2045 plan that we've given, there are feasible projects that we can do, and through time there will be opportunities, say, for example, somebody's septic tank, they're currently on a septic tank and there's no sanitary sewer in their area, there will be options for them to use an advanced waste-type septic tank so they wouldn't have to be on any sort of sanitary sewer. So there are options for that, and we're always exploring grant opportunities to be able to assist our residents with that. So the options will be to continue on septic, but with a more upgraded septic equipment. That would be one of the options in areas where we don't have any sort of expansion capability of sanitary sewer. So you mean when you say expansion, no sewer within a certain distance from that home, right? Correct. There's going to be opportunities and grants that we'll be able to get so that we could add sanitary sewer to certain areas. Sanitary sewer is by far the most environmentally friendly process whenever it comes to waste removal. As you can see in the samples that came around, not only does it put up a clean effluent, but it also removes the majority of any sort of harmful nutrients that are going to be harmful to our environment, which will eventually get into the spring. So when we look at a septic tank, the leach field that's leaching down into the ground right now is nowhere near the quality of the effluent that you get out of a sanitary sewer treatment system. Is that the same equipment that is currently being used when somebody can no longer stay on the current septic that they have and they have to change to the newer, more upgraded? Is that the same one? Yes, it is. So that is a little bit pricey, isn't it? The parts and stuff, the cleaning is pricey, the parts is pricey. So I know that when we started with this project, there was an option for someone to convert to this new equipment with the septic. And if you convert it without being forced into it, you receive some kind of funding from the state. Is that still available? There are grants that are individually available to folks. Whenever we go to an area, this is going to be many, many years down the road once we get the infrastructure in place. We can't obviously convert somebody over to sanitary sewer or do this without having our infrastructure in place first. So once we are able to move to an area, we are going to do everything we can to get grants available to the residents to be able to say, hey, if we have grant money available, if you convert at this point, it will be at a much reduced cost because of the grants. But if you don't take advantage of it at that point, then the grant dollars would not be available to you at the time that you actually would need to convert over to it. And the full price conversion will be on them, correct? On the residents. Yes, absolutely. Do you have an idea of what it costs right now, today? Do you have an idea of how much? Currently, for a brand new, say, for example, you're building a brand new home and you have to get that advanced waste treatment system, it's approximately $28,000. $28,000. Correct. One pop. Hence the reason we are looking for every opportunity to help a residents. Wow. All right. Thank you. Commissioner Howington. Thank you, Mayor. So this is a state mandate by 2045 that we have to have so many houses converted. What is the percentage of that? It varies. It's not a number of homes. What it is is it's a reduction in nitrogen and phosphorus that's being discharged into the Blue Springs Basin. And basically what that is is a map. So they look at that map and they see how many septic tanks you have, how much undeveloped land you have, what your process is for your wastewater treatment plants. Once we convert our wastewater treatment plant, Fisher, over to advanced waste treatment, then that nutrient load is going to be greatly reduced, fulfilling one of the major projects that we have to do for this 2045 plan so that we can hit that targeted reduction of nitrogen and phosphorus. So it's not a number of homes. It's a pounds of nitrogen and pounds of phosphorus that we have to attain. What's the penalty if we don't meet the requirement? There's been no penalty discussed. Usually there's not a penalty that is discussed from the regulatory agencies. It's you're going to do these projects. Well, I'm curious because I start hearing unfunded mandate, and then that raises constitutionality questions for me. Because not only are we putting an unfunded mandate on a municipality, but this unfunded mandate is going directly to our residents. Has anybody asked the questions, and this may be a Zach question, has anybody even gone that route of asking is it constitutional to force the residents to pay these exorbitant amounts without having any sort of subsidy or grant options directly from the state who is mandating this? Hey, good afternoon. To answer your question broadly, I am not personally aware of any litigation on the matter. However, the state in its regulatory authority through DEP does have broad authority to hand down these mandates. And as we've seen in other subject areas, Tallahassee doesn't always care about an unfunded mandate. Okay. Thank you. Mayor, that's all I have. Thank you. Vice Mayor Avila Vasquez. Thank you. Just one more question, Jim. If we were in a position right now to start this forces project on Viltona, looking at district numbers, what would be the district that would be the most, the first one that you think would be to be identified to be the first one to be converted? We haven't necessarily identified any specific area at this point. What we have to do is we have to look at capacity as far as an individual area, say, for example. If you've got the Fernanda development that's out on Howland Boulevard, you have to look at additional capacity within the area. You have to have it designed by an engineer of record. So we're looking at many possible developments in neighborhoods within the city to see what we can do, where we can do it, where we have capacity at the very beginning, and where we can get grants for it. Depending upon the demographic makeup as well as the monetary income of each household, we'll also determine grant availability. So we're looking at all of those aspects to make sure that we're able to get the grants for our residents to do projects like this. So the comment that goes around that I've been hearing since I've been here eight years, that the nearest areas closer to I-4 would be the area to be targeted first, that's not true then, right? No, not necessarily. That's the one that sucks in more water from the springs. No, not necessarily. Probably about 55% to 60% of the city is within what's called the primary focus area, which is the main source of where we want to get everything accomplished before we move to the outer areas. So that area really goes, you know, a good many, you know, miles through the city. So it's not necessarily everything that's closest to I-4, but it's everything that's within that primary focus area. Thank you. Thank you, Mayor. Commissioner Ariad. Thank you, Mayor. Jim, how much funding aside from this $2 million grant have we received for other wastewater projects, including the one that we just approved a couple meetings ago? Okay. So we received a $4 million grant for this. We received a $3 million grant for Fisher, $22 million here. We received $900,000 for a generator. We've received $160,000 that we just received the check for, for sand and grit removal. We are in the pipeline for $31 million from the federal agencies for sanitary sewer as well. There's a lot of grants. There's a significant amount of money. There was $1 billion that was, that was issued nationwide for water quality improvement. However, you, you need to have projects that are shovel ready to be able to do that. Hence the reason that you want to go ahead and you want to get your design done and have your design sitting there so that whenever it comes time for those grants, I have a shovel ready project. And then the legislature, the senators and representatives go, this is a great project. You're ready to go. We can spend it and you're more likely to get your, to get your project earmarked for, for funding if it's ready and shovel ready. Okay. So that sounded like right about $30 million in funding, grant funding from the state. If we take out the 900,000 from the generator, the other ones pretty much sound like they're directly related to nutrient removal. Yes. So while the 2045 plan would technically be an unfunded mandate, the state has also provided a lot of opportunities for us to cover those expenses. Absolutely. Absolutely. There is, there's, there are grant dollars available. Once you get your project ready, you go for the, for the grant dollars. But it's, it's not something that's guaranteed to you, but there's grant dollars that are available for you to apply for. And we're applying for them. You mentioned that the success of, of these mandates is measured in pounds of, of nutrients. Where is that measured? Is that measured specifically at the blue spring spring head or is that measured throughout the basin? It's measured, it's measured at the point of discharge. So say for example, the Fisher plant, there's a high, very high nutrient load because it's a very old plant. So whenever we go to a technology like this membrane filtration and biological nutrient removal, that reduction is massive. So we're able to get grant funding very easily by being able to show that this is a, a good bang for the buck whenever it comes to, to a project because you've, you've got a lot of nutrient reduction that's going on. So when, when, when FDEP and the regulatory agencies measure success of these programs, do they measure that success at the blue spring spring head or at Gemini Springs or all of? So it's at the spring head where, where they, they say, Hey, for this spring head, we're looking for X number of pounds of reduction. Okay. But what they do is they look at your individual projects and they say, your individual project removed 37,000 pounds of, of nitrogen. So that, that 37,000 pounds is added up with, you know, 15,000 pounds from this project and so forth for them to be able to get to their, to their reduced number that they need for the overall basin. Other than, um, the pounds of nutrient from these projects, um, the reduction in pounds of nutrient for this, these projects, um, is there a way to measure or quantify the overall impact to the environment? You know, that here within the city, say at Lake, Lake Monroe versus, you know, and not necessarily within the city limits, but generally within our region at, um, you know, Gemini Springs or. There, there, there, there is, there, there is information on what those pounds of nutrient removal will do for the Springs. I don't have them with me tonight. Um, they were shared with us from DEP and, uh, St. John's water management district. I'd be glad to get that for you. I'd appreciate that because, you know, I think everybody here is on the same page with, we don't want, we don't take kindly to being forced to do something, um, from, from Tallahassee or anybody that's not here within the city, but at the same token, I don't want to lose focus on the fact that this has a direct positive impact to our quality of life and the environment that we live in here in the city. You know, whether it's within the Teresa basin or Lake Monroe or any of the Springs that we all visit. Thank you, Jim. Commissioner Novick. Thank you, mayor. Um, so bringing focus back to where we're at tonight, this is, this is where it all ultimately goes. Correct. And so we have to work this backwards from the plant to the customer's house or where, where it originates from. So what we're trying to do in the immediate future right now is prepare the final destination for where all the affluence going to go. The next part of this then will be to take opportunities through new development, through grants and whatnot, where we can build off of the existing sewer system that's there and start to come off with laterals through lift stations, gravity feed systems and whatnot. Not necessarily focusing on the I-4 order that Commissioner Vila Vesquez was talking about. Um, so the, in the immediate future, getting the final destination set first is, is our short-term, is our short-term goal. And then as we move forward with the enhancements and improvement to the comp plan, we need to keep all of this in mind that this is, this is the ultimate goal in trying to reduce the cost to the residents. Correct. And to build the system out to have responsible growth and, and meet the mandates coming down from St. John's DEP and the other regulatory agencies. Correct, Commissioner. Thank you. Commissioner Howington, and then we're going to move on. Thank you. So of that $31 million for the sanitary sewer that you had mentioned, is that a matching? No. So it's not matching? It's not a matching. Is there anything within, let's see, I think I just heard about $55, $60 million so far. Is there any of that that's earmarked to help our residents or is that just for the city infrastructure? That's just for the city infrastructure at this point. Uh, I, I can't apply for, for, for grants for the residents if I don't have anywhere or any method to, to bring it to the plant to improve it. Okay. Thank you. Mr. Parrish. Thank you, Mr. Mayor. All right, next project that we want to talk about is the Fisher, uh, Wastewater Plant Advanced Waste Treatment, uh, Rehabilitation or Redesign. Uh, the current location was built in 1958, so it's a 68-year-old plant. So, as you can imagine, the technology from 1958 and today is very, very different. Uh, so that nutrient removal is not, you know, not happening. Our city was also very different in 1958 than it is today. So, where they put the plant was really not in an ideal location. Uh, you've got residents that are a stone's throw away from every treatment process that's happening at Fisher. Um, there, at one time, um, I believe prior to the early 2000s, the Fisher plant and the, uh, the whole infrastructure was owned by a private company. So, there wasn't a lot of dollars that were put to it. Um, so there, there, it hasn't been properly maintained over the life of it the last 68 years that it's, that it's been here. Uh, so a lot of those components are very outdated and those components need to be, need to be improved to, to, to do advanced waste treatment. Um, it's also very small. It's very constrained. It's got a very small footprint. It's about three and a half to four acres in size. Uh, and like I said, it's in very close proximity to the neighbors. Um, so this is a map of the Fisher wastewater plant. And as you can see, there's not a whole lot of room to do very much. Um, any type of expansion or anything that's been done over the years was, hey, where can we put it? Uh, and it's, it's not laid out in a very, uh, organized fashion. As you remember looking at the, the Eastern plant, it was, there was forethought in there as to what we're going to do later on down the, down the line. Um, this is very constrained. It's actually in a bowl. Uh, it's at the lowest elevation in the city. Um, in wastewater, you want to be able to use gravity to get it to the plant, but you don't want to sacrifice, uh, flooding concerns. You don't want to, to deal with that. So there's a resiliency concern with this as well, uh, which we know that we've gotten a $22 million grant on this, but we're still seeking resiliency funds. We're still, we're, we're not satisfied with a 50, 50% grant. We're going out for additional dollars and what we're looking at is resiliency, um, because we want to make sure that, that what we're doing, uh, has a lot of, um, improvement over what we've got for many, many years to come. Um, so what we want to do is we want to, we want to build the plant over at the, the Alexander Avenue facility. Well, where's the Alexander Avenue facility? Okay. Well, if you look down in the very bottom down here, this is where Fisher is located at. This is Providence Boulevard. This is the Fisher plant. It's about four acres. The Alexander Avenue facility is just a few streets away and it's 36 acres. This is where we have our rib sites. This is where we have all of our effluent disposal. Um, this is where, uh, we've got a lot of room away from the residents. If you look at right here, you can see the processes and where the houses are in relation to that. The backyard is right on top of it. Uh, this wastewater plant was put in before everybody else, but when you look at the back windows of the, the homes that are a lot along there, they have, uh, room darkening curtains because the lights are on all the time. There's, there's, there's light pollution and so forth. Well, when you move it over to Alexander Avenue, any type of processes are over a thousand feet away from any property line, not just the, the resident themselves, but from the property line. So looking at the, the Alexander Avenue facility, um, these, each of these is what's called a rapid infiltration basin. That's where we can dispose of any excess effluent too. That's not being used on residents lawns. Um, we have, uh, tankage. We have pumps that are here and our process, our daily process is we send water from the Fisher plant as well as the Eastern plant over to this facility. It's stored in these tanks. And then at night, we push that out to the residents. So being at the same site adds a lot of advantages to it being in a separate location. So what Mr. Blaze, uh, with, with Mead and Hunt, who's the engineer of record for this, this project has given us in our preliminary design report is that we're going to add a new tank here for storage. And then all of the, uh, additional processes are going to be included in the lower portions down here, which if you look on the big map over here, it's using this area for the tank, this area for some of the other, um, process improvements in this area here. So you're really not using a large footprint of the, of the facility. So we've got a lot of advantages, um, whenever we move this over to, to the Eastern facility. The first one is because we already have plants or, or, or storage tanks and we've got, uh, pumps and, uh, the effluent disposal here, uh, to rehabilitate this plant is a very, very, very reduced capital expenditure because you already have basically what is considered to be the back half of the plant already built. It's already there. So we, we're, we're, we're not having to do that at the Fisher location. Um, as I said before, we're a thousand linear feet away from the property line. So, so we become better neighbors, uh, not as much light pollution, not as much noise pollution, odor control, and so forth. Um, we're not in a bowl. So you've got the resiliency, um, at the Fisher facility, because everything is constrained and you still have to keep your plant operation. Whenever it comes to the design, you're very limited on the type of design you can do because you have to keep the plant operational while you're doing the design. With moving it to Alexander, there's no issues with keeping the plant running during construction. And also, you're able to duplicate the Eastern facility. When you duplicate any sort of facility, you have continuity whenever it comes to your pumps. So the same 50 horsepower pump that's located at Alexander is the same 50 horsepower pump you have at Fisher. So instead of having a spare at Fisher and a spare at Eastern, you just have one spare. So you have, you have, you have less cost in the long run for your operation and maintenance. Um, you have greater efficiencies because they're the same process. An operator could be at the Alexander facility today. Somebody could call in a Fisher. That same person could go operate that plant because it's the same functionality, the same process, the same waste stream. It's, it's, it's, it's very easy for them to, to duplicate their efforts in a different facility. Um, we become better and better, better stewards of our environment. What do I mean by that? Well, we all want to make sure that we are protecting the, the, the, the, the reason that we live here. The reason we moved here is because of the, the springs, because of the, the, the, the Lake Monroe, because of all of the advantages that we have from living here. Well, the Fisher plant, to put it in, in very, you know, very simplistic terms, that nitrogen that you have out of the Fisher plant is like putting a bag of fertilizer on your lawn. But the Eastern plant is like putting a tablespoon of fertilizer on your lawn. So when you have both processes being the same, you're reducing what's going on with the environment. You're, you're, you're fulfilling what we need to, to, to our regulatory agencies. But, you know, in the grand scheme of things, we're doing what's right for the environment. Um, once you relocate the property, of course, Fisher would be demolished. There's no reason to have that. So you have reallocation of a piece of property as well. You have stormwater mitigation that could happen. You have a park. You have, you have other options for that city-owned piece of property to enhance, you know, for the residents. Instead of, um, you know, rehabilitating it in place and not being able to do anything with that property. So where are we at in this process? Well, we've received our preliminary design report from Mead and Hunt. Um, our 30% plans are completed. And where we're at right now is we're in process of the 60% plans, uh, in the, the overall design allocation. You have your PDR that you get, you get a 30%, 60, 90, and then 100. And then at 100%, you're ready to go out to bid. Well, uh, one of the things that we are going to be doing with this project is we're going to be doing what's called a CMAR. Um, and I'll explain that to you in a little bit, but it, it, it, uh, adds a lot of, of, uh, advantages for the city to get a better quality product in the, in the long run. Um, but, uh, once we get finished with, uh, with, with the 100% plans, then we move on to the construction. And then we're looking at possibly 24 months, 24 to 36 months on construction of this, uh, Mead and Hunt's goal is to get us to construction or the ability to be, begin construction by October of this year. So let's talk about CMAR. CMAR stands for construction manager at risk. And it's basically a methodology where you bring in your contractor while you're designing it. Typically, whenever you bid a job, you design it and then you put it down on a piece of piece of paper and your contractor, they bid on it. And they say, this is what I think is being interpreted. And I'm going to give you a bid. Then it comes in and you begin constructing it. And it's not necessarily constructed the way that it was designed. There's change orders, there's delays in construction timeframes and so forth. So construction manager at risk brings that contractor in during the design process so that they fully understand and they work with the design team. And they say, well, I understand this is what you're trying to accomplish, but we have experience in doing this. Would this add to your project? And they collaborate. So you get collaboration in your project. Ultimately, though, that CMAR agency, they take the financial risk because they give you a maximum guaranteed price. So there's no overages. There's no unanticipated problems in the job. If there's a problem that arises, it's that contractor's financial responsibility to fix that issue and to get you a fully completed project. We haven't necessarily seen that in some of our jobs that we've traditionally bid out. CMAR is typically done on bigger jobs, not the smaller ones. So that's kind of where we're at in that process and how we've gotten to the point of where we want to put it over at Alexander and everything involved in that. So any questions? Thank you, Mayor. Is it in the scope of work for the CMAR or for Mead and Hunt to design and coordinate the transfer, the actual transfer from Fisher to the new Alexander? Yes, it is. And is it in any of their scope of work currently to deal with the demolition of the existing Fisher plant? And thirdly, then, is there anything in that scope of work with regards to the reuse of the Fisher property? No. No, it's not. If you can please use the microphone. Essentially, we will demolish the structures to a point, roughly three-fill, grade, backfill, grade it, sod it. Do we not think that it would be advantageous to expand the scope of that contract to the reallocation of the Fisher property? So that in the demolition, if there is anything that can be reappropriated to a new use, that that would not be demolished? We can definitely discuss that, depending upon what the ultimate outcome of the facility would be. But the wastewater plant is not planning to use any of the existing at that location. We are going to use pumps. We're going to use some of the newer products that we bought from there for redundancy over at the new location at Alexander. But we're not going to be using any of the tanks or anything like that. Here we go. So, to also add to that, Commissioner Novick, that piece of property, we've thought about it. There's not been any study done or anything done with Mead Hunt. But the thought was to possibly turn that into a park facility. As Jim talked about, we're going to need to have some pumps there to pump the effluent and things like that. But the majority of the property could be used for a park. It's just one example. I would think it would be an ideal location to create stormwater storage to be able to mix with reuse. Yes, sir. And that can be. But that's also going to be done at the Alexander Rib site, at that treatment facility is where that's going to take place. Okay. Thank you. All right. Really quick. How much time does that piece of property need to cure? Or does it not need any time to cure? I'm not sure what you're asking, Mr. Mayor. Go ahead. It shouldn't. I mean, once they get the demolition done and they do all the grading around and put the site in, it should be ready to go for whatever else we want to use it for. Got it. There shouldn't be any mitigation that has to happen at the site. Okay. Perfect. Commissioner Herriot. That's what my question was. Is there going to be any remediation or mitigation needed? Thank you. Vice Mayor Avila Vazquez. Thank you, Mayor. I like the idea that you guys are thinking. That's District 3. I think we have enough parks in District 3. And that being a residential area, because I've driven around there, I think the neighborhood there would like to keep it that way as a residential area. So, I like your idea. Thank you. Mr. Parrish. Thank you. All right. So, the next thing that we want to talk about is our lakeshore restoration update for the waterside where we were going to do the 4B project at. This is a look at what our restoration actually, our efforts will be at that location. We want to get this area of the boat ramp back to pre-construction restoration. If we look at the previous slide that we had, as you can see, you have the boat ramp, you've got a little turnaround, and then you've got both sides, you know, had picnic tables and so forth. We want to get back to that. We want to get back to where we were before. So, we put out a bid, and the bid that we put out had for us to fill the boil area that was breached whenever we were doing construction. We're also going to be putting in a new concrete cap for the seawall that is there. We're going to rehabilitate the boat ramp, dredge it out so that all of this filled material in is removed, and then also put in some new pylons and put the docks back the way that they were, like I said, to at least restore it to where it was pre-construction. So, we put a bid out on the 9th of March for that restoration of the west side of the boat ramp. We received, well, we put it out in February, but we put it out there for 30 days, and we received three bids on the 9th of March, afternoon of the 9th of March. The morning of the 11th, the low bidder withdrew their bid because there were items in the bid that once they had submitted it, not once anything was read or anything, no figures were ever read or anything. They withdrew because they said that there were mistakes that were made in their bid. We also found discrepancies in some of the additional bids. State law says that when you find discrepancies like that, you have to reject the bids. So, we rejected all bids. Mr. Blaze and Mead and Hunt, they have gone back and they've refined the scope and the quantities so that we can avoid any of these discrepancies where there's lump sum information and pricing so that there's quantities that are, you know, tangible. We're anticipating to have the refinement of the scope and the quantities prior to May 11th, which is a little less than 30 days away. We'll put it back out for bid, and then we'll have it out for bid for 30 days. Once we receive those bids back in, we'll award it, and then we'll have a notice to proceed so that we can begin those efforts for restoration. So, once we restore it, once we get that section restored, we still have a shortage of reclaim. And that's what the 4B project, you know, one of the aspects of the 4B project was so that we could harness the water from Lake Monroe and we could use that to put out on lawns. We could irrigate with it. So, we still have that issue, and it's a good issue to have. It's, as you can, if you remember back through the slides of where those eight ribs were, they're dry because we have more demand for reclaim than what we have supply for. So, we have the need for reclaim. There's several months during the year that we are very low and we're on reclaim restrictions. We're coming into that season now where we're very, very dry. So, we need, we still have a need for the 4B project. We still need that water, that source water, so that we can have reclaim for it. So, once we get the restoration back to pre-construction, we have two distinct phases that we're going to, going to be designing for. The first one is for a above ground pump station, so that we're not digging down into, into the ground and encountering any sort of springs that have led us to not have a boat ramp for several years. We're not going to be digging down. It won't be there. We're going to run a long pipe that's underneath the, the surface of the, the bottom of Lake Monroe. It'll run out for quite a, quite a ways until you get into deep enough water. There'll be a structure in place to, to make sure that it doesn't go dry and to make sure that there's no sort of hazards or anything like that with any of the, the folks that boat out there. I'm an avid boater. I'm out at Lake, on Lake Monroe, pretty much every weekend, every chance that the wind's not blowing real bad. So, it's very important to me to, to have this, this, you know, resource in Lake Monroe and to, to, to still have the, the water that we need for, for reclaim. For every, every gallon of water that we put out of reclaim, that's a gallon less of potable water that we're using to put on somebody's lawn. Uh, so it's extremely important that we, that we have that reclaim. So, we already have it designed from the previous project, uh, for the, the pipe work that goes from, uh, Doyle Road up to the Alexander facility. Uh, and we'll be designing the pipe, piping structure going from, uh, Doyle Road going down to where this, this, uh, above ground lift state or pump station would be at for this project. Questions? Vice Mayor Avila-Vasquez. Thank you, Mayor. Vice Mayor, so there's not going to be any pump anywhere near Lakeshore Drive, um, as it was planned before, right? Well, the, the, the, the project before was to dig a deep pit that would bring the water and have that water in that pit and then transfer it to the inland side where there were going to be pumps and those pumps would pump it up to it. We're not going to be digging a big pit as we've seen. That's what got us to where we're at now. We do have to have, uh, pumps in order to pump it up to there. Um, but it's, it's not going to be dug in the ground, but there, there will be, there will be pumps there. We have to use pumps to, to pump it up to Alexander. Where would these pumps be, um, located? Uh, they would be, uh, they would be above ground. Right. In the area that we're restoring now. That west side, that west side of the boat ramp. Which is? It would be, if we look at it right here, it would be in this area right here. So it's not going to be at the, on the residential side. No. It's going to be by the lakeside. Correct. And most likely, hopefully it won't be now, it won't be visible. Uh, it'll, it will, anything that is, that is there is going to be visible. Um, but we will do everything that we can so that it is least intrusive so that we can all enjoy the boat ramp and the views and, and, you know, go out on the, the walkway there on the docks and so forth and enjoy the waterway. Um, should, shouldn't be, uh, large amount of noise. It shouldn't be something that, that's intrusive to the residents in the area. Okay. I had a question a while back when the design for the boat ramp was done over again. And I have a problem, um, unless it has changed. Um, so you see Lakeshore Drive is not very big. It's not very wide. Um, so, so if, if somebody is bringing their boat right onto the ramp, it's my understanding that from that point when they bring their boats in or they're taking their boats out, they have to back up to Lakeshore Drive. And it was my understanding that it was going to be like a circle. So they come in, drop off their boat and then continue forward and back onto Lakeshore Drive instead of backing up. Um, there, there, there may be additional plans down the, down the road to, to, to do additional, uh, enhancements to the area. Um, what we're concerned with is we're concerned with, with plugging those boils so that there's no longer, uh, you know, a environmental issue there. When, when, the way that the, the, the, the water management district looks at it is they say however many gallons per hour are coming up out of those boils is water that's not being kept in our aquifer. So they want those boils restored. So we're trying to, to, to, to, to restore those boils at the same time, getting the functionality of the boat ramp back to pre-construction. Um, if we have any sort of enhancements in the future, as we, we know that there's, there's, Doc's going to definitely do some wonderful things with all of our parks in the city, but we know that we're going to have some pickleball courts places and so forth. Yeah, so, but my question is, if you are already doing some construction to the boat ramp, why can't they make that change to in and out of the boat ramp? Because, you know, the, the, the road there is owned by the county. I understand that. It's not our, it's not, it's not our road. And in, in, in order to make any sort of improvements there, you would have to, to, to move portions of, of that road. But you're not making improvement to the roads. So if you're driving your boat into the ramp, right, you, then you back up to release your boat. It's my understanding that at that point, you have to back up, back onto Lakeshore Drive to get out. Okay. So I was, my, um, thought at that time was that you're going to drive in to the boat ramp, drop your boat, and then just continue and then forward onto Lakeshore Drive instead of backing up towards the direction of where the Little Red Schoolhouse is to park. You understand what I'm saying? I understand what you're saying. Um, different drivers do, do different things. I know my personal, yeah, my, my personal use of this boat ramp was whenever I came in here, and I know a large majority of the, the other boaters did too. We pulled in, we went in this part right here, and then we backed up into the water. I know I never backed across, but that doesn't mean that there's not other people that would do something like that. But the way that this was is so that you, you, you pulled into here, and then you backed into the ramp. And then to exit? And then to, to exit, what you, what you would do as well, you would, you would pull in here, you would back up, and then you would be able to drive out to the left and to the right. That's the way that the boat ramp was, was designed. Please, can we keep the noise down a little bit? I know that's a big concern for the residents of that area, because like I said, Lakeshore Drive is very narrow. Right. Um, and, you know, as it is right now, the, um, they park on that parking, you know, parking area by the side of the little red schoolhouse. Right. Um, and some of them even back up from that point onto the ramp. Um, so it's just a concern if, you know, if we can make it a little bit safer going in and out of the boat ramp. Right. And I know that, that in the, in the ultimate design of it, I know that, that doc has a lot of, of, uh, changes for boat parking and so forth over there. Um, so that may be a portion of that project. As I said, this project here is, is trying to get the, the, the boil closed and get, get access back to the, to the ramp. Right. But you're working on the boat ramp, so. Correct. You know, it's rather get it done at the same time. Right. No, I, I understand. Have to come back and do it again. Thank you. I think part of that, uh, vice mayor also, uh, is the, uh, Army Corps of Engineers and the timing. We've discussed fishing piers and some other activities down there. And it was told to us pretty much, you're starting from scratch. How many years do we want to push this? Yeah. If we can move forward right now on what we're looking at, but we can't move forward on another project. Right. Right. If we, if we change, if we change anything on the, the, the lake side of it, um, then it has to go back to the Army Corps of Engineers. For them to approve it. So that's why we're, we're, we're really wanting to concentrate on getting the, that restored. And then, uh, any new fishing docks, any new improvement to it would be done under separate permits and, and, you know, separate design and so forth. Commissioner Santiago. Thank you, Mayor. Just a quick question on the, um, I understand that it's, the scope is being refined. Yes. Um, and it's being put out again around May. Mm-hmm. Once it's in 30-day advertisement, then it'll be awarded. How long, and I think you mentioned it already, but just how long will it take for all this to happen and the boat ramp will be open? Brad, what's your estimated on construction for this? Look for the green light. Okay, there we go. Um, the schedule right now is about 10 months to substantial completion and then an additional month to two months for final. So from the day we start. From the date of the award. From the date of the award. Every year. For the boat ramp to finish and eat. For the boat ramp to finish and eat. Okay. Correct. And then my other question is for the, um, city manager. In regards to the street, Doyle, are we working with the county in getting that, um, more, um, I guess we need like a route, something to put there for the boats? And, um, I know there were some improvements that we talked about, uh, in that park. Can you kind of just mention a couple of those things? Well, we don't want to go too far with it, depending on what reality is with the Army Corps of Engineers and others. But, uh, we've talked about making the park much more usable, but the road itself is actually thin compared to the way the road should be. We did talk about moving the road possibly around the outside of the park, uh, which may not happen. And I tried to talk about building a pier out as Sanford has extending into the water, because the biggest objective and concern I have here is in the park. You've got people parking and then you have six year old kids crossing the street to go into the water area. If we put some kind of kayaks and some different things, some active water activities, you're crossing a major roadway. Uh, we've talked about the possibility. Can you do a flyover where the road actually goes a little higher and people can walk, walk under a tunnel over to the water side, as opposed to almost like a small bridge going over. So there's several things that we're looking at, but, uh, but some of that is still, and we're looking at fine grants and some other major grants where it could be $20, $30 million in grant money, not just a $3 to $5 million project here. So big picture. There's, there could be some great stuff happening down there. Great. Thank you. Commissioner, Commissioner Ellington. Thank you. So can we go back to the other picture? The current picture? Where, where's the rusty seawall at on this? Is it the white area that's around? So, so, so there's, there's, there's currently two, two seawalls. We had to, to do a cofferdam at this point here. So there's a, there's, there's, uh, pylons that are in the ground right here. This is another existing one. This will be removed and all of this dirt will be removed. And then the pylons here will be capped, uh, new concrete cap. There will be new, uh, new sheet piling that's, that's going to be there. Uh, all of that will be, you know, part of this project. Okay. So we won't be looking at the rusty. No, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no. Just want to make sure. And then as part of the project, we are still capping the boil. Is that. So the, the, the process right now is, is we will be capping the boil and then there will be grout that will be applied, uh, in and around it so that it will stop the, the upward force. So we're, we're, we're capping it, uh, putting grout in and then putting dirt on top of that as well, uh, to keep the, the boil from, from coming up any further. And then during construction, will people still be able to use a park? It should be. Yes. Or the park section that's over there on the right hand side when you're looking at the picture. Cause I know that they do a lot of sunset. Absolutely. It's beautiful down there in the, in the evenings. And then it looks like the area that you guys were previously backing into, is that where the planter is now? No, ma'am. Is that still. No, ma'am. Where everybody was pulling into is this area right in here. It's just kind of grown over with grass in the many years that it hasn't been, been usable. And will that be restored or is there, or are we just going to wait for a different plan? No, this will, absolutely. When we, like I said, we're wanting to restore this to pre-construction. And so there was a fence rail here. Um, so that's, that's, that's, that's part of this to make sure that we can have the turnaround here and so forth. And is there room to have a secondary one on the other side if possible? Over, over on this side? Yes. No, basically a little pull through just like what's on the other side, just so that there's two for queuing. We, we, we could temporarily do that, but remember that phase number two of this will, will be to have in this area over here to, to have that, that, that station over there. Um, so we're, we, we, we wouldn't want to ultimately have it, but temporarily I'm sure that we, we could. Yeah, the ground, the topography on that other side is kind of steep. If you come down from that road, it's kind of a cliff there, you know, it drops away off. So I don't know that we could put a turnaround on that side, just frankly speaking. And then, and that's all our property that goes straight up to the road? Correct. Okay. Okay. Thank you. Commissioner Harriet. Thank you, Mayor. Mr. Parrish, on the boat ramp, we're not actually, the concrete boat ramp structure, the ramp that goes underwater and the seawalls adjacent to it are staying the same. They're in good shape. They're staying until future, you know, projects are looked at. The, this, the, the walls that are on the left and right of the boat ramp, they are. However, the ramp itself, um, there's over time, it has been degraded. So part of this project is to put a, a pre-built, pre-cast boat ramp on top of it, restoring integrity and, and giving better than what it was before. And then you mentioned dredging earlier. Are we going to look at using maybe the USACE maintenance permit to dredge out to the main lake? There will, there will, there'll, there'll be a, a small amount of dredging that's done to clear out anything to the point of, of, of that area, this area in here. I know, I know that we've talked in, in a month ago when I was out on the lake, I, we couldn't get within a hundred yards of the ramp just, it was just too shallow. Yeah. A month ago. And right now there's, there's about this much water, uh, all the way out to, you know, 50 feet away from the shoreline. So it's very, very dry, very dry right now. Vice Mayor of Ila Vasquez. Uh, yes, Jim, the, um, the dock at the, the, the ramp, or I don't know if it was the ramp, or is that going to be a floating dock? Yes, it's a floating, there's, there's a floating dock. Um, these are the docks on each side, um, so that you can have the boat drive in the middle of it to get into the ramp. And then on the left and the right side, uh, is where docks can pull up. They can tie up to it. People can go out there. They can fish off of it and so forth. Thank you. Commissioner Heriot. Thank you, Mayor. Sorry. One, one more quick, uh, question slash suggestion, um, for the city manager. Once we get this restoration completed, could we possibly look into having our sign shop, look at some of the examples of signage over at, say, um, a couple of the boat ramps on the intercoastal. I think there's one in Edgewater and one in Oak Hill that do a really good job of, uh, identifying the, the, the process, the driving process in order to put a boat in because I think what, um, the vice mayor was, I think what I ultimately understood was that when people are backing or going back to take their boat out of the water, they're parked across the street. And instead of pulling in to the boat ramp side and back and then backing around the corner, they're just backing all the way across Lakeshore. So if we could, if we could have a sign that identifies clearly that that's the queuing line staging to back into the boat ramp, I think that would, would help with preventing people from, you know, blindly backing across Lake, uh, Lakeshore drive. Cause that, that is very much a hazard. All right. I remember a few months ago we sat here and we told our residents that this should be done by December. Or it, so obviously that's not the case anymore. No, mayor. We're having to, we're having to re-bid it. Yes. And is that because of the issues with, with, with the bids? Yes. Yeah. The, the, the, the, the bids came in, uh, and they were not, they weren't acceptable for the city. They won't, they, they were one with was withdrawn by the low bidder. The second lowest will, there were discrepancies within it. And because of that, we had to legally, we had to reject the bids. But was that discrepancy even within, cause we had somebody here presented that was presenting to us. That was one of the bidders. What was, was there discrepancies when he was presenting to us? I'm not sure who it was that presented to us. Uh, it would, I think it was, wasn't it meat hunt that was presenting that? Yeah, they did. Yes. We did a presentation on the schedule for the design bidding and the plan was to bid it in February, which we did receive in March and reward. And then you're looking at about a 10 month schedule for construction and then another 30 for punch out. Um, when we had to rebid this, it's adding basically we're ready to go out to bid again. So this bids will be received in May. And so we've added basically three to four months to the schedule in a minimum because of the bidding for, for, for, just for future reference, can we make sure that before we give out timelines, just for, for us and for our residents, cause it makes all of us kind of look not great, um, that we're not going through this because I, I mean, I, I have a couple of residents that have, that are extremely excited about December and I got to go follow up with them and say, Hey, because, and it's not our fault necessarily. It's just the way the things turned out to be, but I just don't want to get a residence excited about something. I know we waited this long and you know, um, but let's make sure we get all our ducks in a row before we're giving out timelines, just, just for the purposes of trying to not create misinformation. Um, and then for clarification. So the process is going to be, we're going to bid out once we accept the bid, we're going to restore it to the way it was before we even touched it. Correct. Then when that happens to avoid any further delays, then is when staff is going to get together and figure out what renovations are going to take place because that's when the army Corps of engineers are going to come in and that's the biggest, going to be the biggest delay essentially is them approving whether we're going to put in a pier or expand the dock or whatever it is. Correct. Correct. Okay. Commissioner Howington. Thank you. So there were bid discrepancies, but we're also going back to revise the bid package. Was there an issue with the clarification of what the requirements were or was this the bidder misreading the package? What, what was kind of the root cause of the problems for the other two bidders? You, so the, um, we had the, what we'll call the pressure grouting component of this project. There was a technical report identifying quantities that were estimated quantities by the geotechnical engineer of what was going to be required. And it was a lump sum bid item for that out of like 10 bid items. And that lump sum included all of the work for that injection grouting. When the low bidder put his bid together, he apparently, and I'm not trying to speak on his behalf, his subcontractor misinterpreted the, the attached technical documents. And what we have done for this one is we're actually making unit prices for the quantities of grout as an actual bid item instead of a lump sum bid item. So it will theoretically potentially reduce some risk and make it more clear to the bidders so that we don't have another situation that the bidders submit a bid that is inaccurate and that their subcontractors didn't properly bid that work. Right. Cause we definitely want to make sure that we don't have to go through this again. Absolutely. In that situation. You know, there are advantages to a lump sum versus a quantity item, but the quantities were spelled out, but not in the schedule of values, which has been revised. Okay. Thank you so much. Do you think this is going to be better for us because it clarifies the whole project a lot better instead of trying to guess what is lumped into it, what each individual thing is going to cost? So I think this is a better route to go. Anyways, uh, vice mayor Avila Vasquez. Thank you, mayor. Mayor, so are we going to, uh, put the, uh, CMAR in place with this one? Um, typically on a CMAR contract, it's going to be where you have a much bigger job. Um, this we could do, so you could do CMAR on, on any job that you, that you have. Um, this is not necessarily a job that you, you really need a CMAR for though. They didn't think it was a big job the first time around. Oh, it was definitely a big job. Look at what, look, what happened. Um, question, um, just to make sure the residents understand, uh, the area of Lakeshore Drive and, and the, um, Lakeside condos. Um, this project that you guys are working on has nothing to do with what is in plan across the street from it. Um, you know, the restoration of some of the building sites and stuff like that in possibly the pickable cords that are going to be added or in the plans of thinking of being added. Correct. This is totally different project from that completely separated from this. This is only that West area on the Lakeside and the, the boat rampant. Right. Just wanted to mention that because, um, you know, they are in form of the whole changes that are going to take place, you know, both sides. So I just want to make sure that it's understandable that it's totally two different projects. Correct. Yes. Two different projects. Thank you. Mr. Parrish. Yes. Okay. All right. Next thing that I want to do is want to give some updates for, uh, some of our recent, uh, accomplishments as far as our capital improvement projects go. Uh, the first one, um, that I wanted to, to speak with you all about, and there's a, uh, um, I think of a, uh, city manager update that's, that's happening, uh, where we have recently, um, uh, gone live with our, our master pump station number seven. Uh, whenever we have, uh, any of our lift stations, they're numbered sequentially. So this is number seven out of, uh, 55 that we have now. So this lift station has been in operation for a very long time. Um, so this new lift station, this new master lift station, um, helps us with reliability and then also capacity. Um, it has a, uh, as we can see right here, it has a, uh, permanent onsite generator. It also has a permanent onsite bypass pump. Uh, that way we've got, uh, you know, some, some, some assurances that if we have any sort of issue with pumps or any sort of issue with utility power, that the lift station is still going to function. Um, we went live with that last Thursday. So that's a, a, a, a really, really, really great, uh, project that, that we've been able to, uh, to end. Um, this is some new potable water wells that we've recently, um, completed. This is well number 41 and well number 42. These are out in the Fort Smith Cortland area off of Roland drive. Um, these are two new, uh, upper Florida and aquifer wells, uh, approximately 300 feet deep. Uh, and these are wells that we've, we drilled several years ago and have now connected them into our distribution system so that we can remove wells that are closer to the Blue Springs basin. It all ties in together. Um, so that was recently completed. Uh, we're, we're looking for, uh, for some, some great things out of those, uh, out of those wells. Uh, the next thing that we've recently completed is the rehab of, um, water plant number seven's aerator. Uh, if you ever go around to any of our water plants and you look at them, you'll notice that there's a little dome on the very top of it. That's an aerator. Uh, this one here at, at plant number seven, which is, uh, on Saxon Boulevard, um, we recently rehabbed the whole entire top of it. Uh, we try to do at least one of our water plants every single year and what the aerator is used for. If you've ever had any sort of well water, uh, you know, it smells like sulfur. Uh, so what an aerator does is it introduces oxygen into that water flow and it's going to allow that sulfur, that gas that's in the, in the water to release so you no longer have that sulfur smell. Um, so we like to make sure that they're maintained so that the quality of the water that, that our residents receive doesn't have any sort of sulfur, sulfur smell to it. Okay. Our next item, uh, we spoke of, uh, one of our previous, uh, workshops was, um, for our, uh, AMI advanced, uh, metering infrastructure. This is the tower network for all of our, uh, all of our water meters. Um, as I explained before, uh, in one of our other workshops, we're, uh, online with that network, but the last and the third piece of that is going to be our, our, uh, resident portal. Uh, we've evaluated, um, a couple of different products. We've decided on a, on a product that they're, they're currently underway with development. And now we're looking at about, uh, 120 to 180 days to be operational with that so that the residents themselves will be able to log in and they'll be able to look at their, their usage. So, but with that, I wanted to, I wanted to share with y'all, um, some, some of the things that this has, has given to our residents. Your support of this project, um, has helped the residents more than we could have anticipated whenever we first started going down, uh, this project. Uh, I'm going to read a, a, uh, an email that we received, uh, from one of the residents. It says, I had an excellent experience with Nixon, Deltona, Florida. She was professional, knowledgeable, and incredibly thorough. This is from whenever they called into customer service, they had an issue. What impressed me most is that she was able to provide me with the exact date of the leak in my home, which gave me the clarity and documentation I needed. She explained everything clearly and made the entire process stress-free. I truly appreciate her attention to detail and dedication to helping her clients. I highly recommend Nixon to anyone who needs reliable and accurate service. Okay. Before, whenever somebody had an issue, we simply didn't know until the, the meter was read 30 days later. Now, when a resident calls in, they can immediately, because of this tower network, they can immediately go and look at what their usage is. Um, I sat at my, my, uh, my breakfast table on Sunday, drinking coffee, looking for leaks, um, for our residents. Uh, and there were five of them that, uh, that our staff went out this morning and looked at. Uh, last Monday, we had a, um, I did the same thing. I, I live, breathe, and eat water, right? Um, so one of the ones that, that our, our staff went out to last Monday, when I looked at it, there was 375 gallons an hour that were going through this meter that had started on Friday afternoon. 375 gallons per hour over a month time is 270,000 gallons. It started on Friday. I saw it on Sunday. We sent staff out there. Staff got there and the house, um, nobody was in the house at the time. Um, and they looked around the house and the water hose was on. He turned the water hose off and it stopped the flow. We contacted the, the, the resident resident was out of town. Resident had asked somebody to come by and water their plants. And that person had left their water on. Okay. 270,000 gallons. If it had, if it had continued for 30 days, this is going to shock you. 270,000 gallons is $4,700 in a water bill. 270,000 gallons. Okay. Um, it's not about, it's not about charging the residents. It's about conserving water and it's about making sure that, that the residents are not overcharged, um, for water. Um, this, as I said, your support in this project is, is going to do wonderful, wonderful things for the residents and also for water conservation with the city of Deltona. Um, it's, it definitely is a, is a, is a good thing. Uh, the last and final update that I want to give to y'all is on our, uh, our SCADA network. Uh, this has been a project that, that we've been designing and that we've been implementing since 2018. As you can imagine, uh, what SCADA is, is it's the communication network between all of our, our water plants, wastewater plants, lift stations, so forth. Um, so it's not something that you, that you want to take lightly whenever you're designing it. There's a lot of, of, of things that, um, that could go wrong if it's not done correctly and done methodically. Um, it, it, it holds a security aspect, uh, to, to, to anybody even going on to, to a water plant site or lift station site, uh, helps us with energy management, um, helps us with scheduling, uh, lets us know what, even down to what the, the, the pump run hours on are on every single pump. Um, so it's extremely important. Um, we started the design in 2018, um, we have finished, uh, all of our lift stations have, have of course been completed. Um, the design for all the water and wastewater plants have been completed. Uh, we've installed all of our firewalls. All of that is completed. We've got all of what are called PLCs completed. So the, the only thing that it's in, in the screens have actually been, been designed as well. Now, the last and final step is going out and actually, um, disconnecting one wire from the old system and connecting the new wire to the new system. Uh, so we're looking at about 10 months to be completed with that. So we should be completed with our SCADA project by the end of this year. Um, which puts all of our communications in real time. Uh, as soon as somebody opens up a panel, there's an alarm that, that we would know. So it gets it in real time, uh, instead of any sort of delay. And it puts it on a, um, um, um, communication network that, that's not, you know, an old rabbit ear antenna, um, that, uh, that, you know, it gets it to, to new technology. It gets it to, uh, something that, that we've got a lot of resiliency with. Okay. Questions on capital projects or a project, um, that you'd like some information. There's lots of questions. I'm going to take a quick point of privilege really quick. Can we go to the master lift station number seven? Yes. That right there makes me so happy because I know I, I bore the city manager to death sometimes with this, but are we doing anything or trying to look for more grants to make sure we have a generator at every station? Uh, yes, we're, we're constantly looking for, for grants for the existing. Uh, we've changed our, our scope, uh, for, for all of our new stations that require permanent onsite generators to be installed whenever there's any sort of new lift station. That's put in by any sort of development. That should be, that should be like the bare minimum right there. Great job. Yep. The staff did an amazing job there. Commissioner Novick. Thank you, mayor. Um, kind of in my wheelhouse there, what I was going to ask in, in that policy, do you have a minimum runtime set for those generators? Will they run 48 hours, 72 hours without fueling? There's a, there's a standard specification that, that is listed by DEP that they have to have a minimum amount of fuel capacity for a certain amount of runtime. So yes, yes, commissioner it's, it's built in there for, for that. That's DEP. What's ours? Uh, I'd have to check and get back with you five days. Okay. Yeah. Okay. All right. And that's running full RPM 24 seven for five days. That's the capacity of the fuel. Correct. At full load amps. And these are diesel? Yes. Diesel generators, full load amps, 24 hours a day, five days. Okay. Location of, um, master lift station seven. It's on Waycross circle. Okay. That is an old one. Um, let's talk a second about the next slide. The new portable water wells, 41 and 42 on Roland. I was actually by there today, um, extremely quiet. Don't even know they're there. Um, they're screened. Well, would these be similar pumps to answer the vice mayor's concerns or I don't know who brought it. I thought it was vice mayor about the pumps for the, uh, taking the water out of lakeshore. The, the pumps that would be at lakeshore would be a different type of pump. Um, where this is a, these pumps are vertical turbine pumps that go down the, the suction lift pump station. They're, they're horizontal. Terms of noise. Same. Very, very similar. So I, again, I can attest these were both running today and they're very quiet. Um, nothing on Saxon. The, um, the app, exciting, uh, real time information. When I sat on the commission previously, every meeting, it was something about the water meters and you were having to go out and pull them and bench test them. And, and this is huge, huge on so many levels, manpower, customer service, very happy. Lastly, SCADA, um, something that you didn't mention is SCADA actually is a tremendous emergency management tool in this room during, during a hurricane tornado. Um, it gives us, uh, the, the folks that are working in here, uh, gives you a good snapshot. I'm sorry. The sun is like just, I can't see anymore. Um, it gives you a good snapshot of what's going on around the city. So we were able previously to identify where we had power outages because SCADA was telling us generators were up and running, um, versus having regular power. So it was a real good assessment tool just to take a quick snapshot of damage that's done throughout the city in about a, a 20 minute look at, at what's going on. So we had an idea of where to start planning to move resources and things to in a emergency management. So the water department does more than water and sewer. And, um, it's, it's a, it's a leading example for the rest of the city of, uh, technology and customer service. And, uh, I appreciate you guys a lot. Thank you. Vice mayor of you, the basket was, thank you, mayor. Um, so you, you spoke about monitoring water leaks through your computers. I received a call from a resident over. I remember if it was timber crest or something woods on Harlem, off Harlem Boulevard, they had a leak, but it came, uh, when I spoke to, um, Phyllis, that's my go-to girl. She gets everything done right. They're on the county, on the county side. So how do you monitor those leaks? I can't. You can't. It's not, it's not our utility system. So I, I can't monitor that. That's, that's the, the county's water system. So depending upon what their meters do and what their technology is. Okay. Yeah. Yeah. I'm not sure what their system is, but I know they are, they are on AMI meters. Um, but I don't know what their system is. I don't know what their capabilities are, but I don't, I don't have any visibility into that system. So that, that section doesn't use our city water. Correct. Okay. Um, my other question is, um, I have that one. I have that one. The, uh, plants on Lombardi, was that closed down? There, there's two, there's, there's a tank there. And then there's a couple of other wells that are further down the hill. So there's been a portion of that plant that we have, uh, stopped using, but the one that's further down the hill, we're still using. There's what's called plants five and six. The one by firefighters park? Yes. There's two plants that were, that were right there. Plants five and plant six. We're no longer using plant six or plant five, but we're using plant six. And that does not affect deep pressure. Correct. It does not. And I know this has nothing to do with what we're talking about right now, but what's the update, um, Providence, please on Providence with the water pipe. Oh, okay. So, so there was a, um, there was a fiber installer contractor. If you're not aware, it was a fiber installer that they hit one of the water lines on Providence and chapel today. Um, it was a marked locate. Um, we went out there, we did restoration on it. We closed the pipe, uh, where at the point that I was leaving to come here tonight, they were compacting it, getting road base down, getting ready to have it paved. Um, I'm not sure, but at this time it should be, it should be open. Okay. Um, I just have to say doc that some of Ms. Commissioner Howington's pay should come to me because I spent all day today with all the customers on Providence Boulevard, which is your district. Um, but I need it done by tomorrow because tomorrow morning is coffee with the sheriff at the bakery. It, it, there's, there's no reason that it shouldn't be opened, uh, this evening. Thank you. I appreciate that. One thing that I would like to add very quickly, uh, what commissioner Novick was, was mentioning about, uh, it helps you with emergency SCADA helps you with emergency issues. Um, there were two fiber hits today, one in our city and then one in a sister city that happened as well. Uh, our SCADA system tells us not only power issues, but it also tells us pressure issues. And whenever we have a drop in pressure, that's an alarm for us, an alert for us to immediately respond. Um, so we're, we were able to respond to that break extremely fast to get the valves closed down so that there was not further erosion than what it was. Typically, whenever you have a main water line like that, that, that blows out, the entire road will wash away very quickly. That was a big, big hole they had to dig in. Right. So, so the longer your response time is, the more damage that's done and the more road repair that has to be done. So, so SCADA helps us to be able to respond a lot quicker and not have, you know, excessive down times from, from, from more roads that are washed out. Thank you. Commissioner Howington. Thank you. Will the contractor be covering the cost of that? Yes. The, the fiber installer will bill, get billed not only for the repair work, uh, but say for example, any other ancillary agencies, fire department, anything that had to respond to that, they get a, they get a big bill. Thank you. Um, and then the other thing is, as you know, I had a family member that was, had a leak and AMI did help them. And it was found what, I think the first couple of days. First couple of days. Yeah. So thank you so much. I'm hearing from a lot of my residents that have had problems that you guys have been right on it. So very appreciative. Thank you so much. Commissioner Harriet. Thank you, mayor. The, um, this AM, the SCADA system is one of the huge benefits of having control over the utility is that you guys can do exactly what you're doing. Uh, if, if that was to be a private utility or a state agency, we would be SOL. It would be like the residents on the Northeast, uh, Del North still. Um, so that's just a phenomenal benefit that I want to point out. And also the most control anybody has over their government is at the local level. Um, yeah. And, uh, so I also want to thank you for those stories that you shared. Um, that is just a small sampling of stories. I have heard so many going back to the last workshop we had right after it was, was kicked over. And, um, I think everybody is generally very happy. They might not be happy with the bill that they get. They might not be happy with the news that they have a leak, but they're happy with the ability to know when it happened, any, um, you know, patterns to it or any clues that can lead them to a solution. So I want to thank you for that. Commissioner Santiago and then vice mayor of Vila Vasquez. Thank you, mayor. Um, thank you, Jim Glenn for that presentation. Very knowledgeable. Appreciate it. Your professionalism, your knowledge, and the update you gave us all on the, on, on the water, um, and taking into consideration the efficiency, the conservation, um, and the environment in there. Cause it's very important to our residents. I'm excited about the Fisher plant. I know that's going to take two years, but it'll be nice. Can't wait. Um, the SCADA love the improvements. I know working with the fire department and with NABIC, how that came in, um, helped us during the, um, hurricanes. So remember those days and of course excited. Yes. Yes. Um, excited about the, um, 80, a AMI app. Um, I think our residents, um, well, it's going to be phenomenal. So I personally want to say thank you so much for the incredible update you gave us. Appreciate it. Mr. Mayor, I would like to, um, clarify something that was said a minute ago or two, um, on behalf of the County, Volusia County and Dale North, they also have SCADA, um, and they do respond to emergencies too, in a very quick manner. Um, so I want to, I want to let everybody know that they do have the same capabilities as we do. Just wanted to clarify that. Nice recovery. Uh, vice mayor of Vila Vasquez. Thank you. And in response to a comment just made, I want to tell you that they did not respond. Um, and because even though they're not using city water, they are still considered city residents and it was city staff that showed up and took care of the problem. I mean, all they had to do was close the water down, but after that it was up to the county to come and take over. But it was city staff who was able to go out there and be on site, close the water and help the resident take care of her problem. So, so thank you again to the water department. Okay. Uh, public comment. Donna Pepin, please. These are comments related to the discussion from today, so. Do I need to state my name and where I live? Please. Yes. I'm Donna Pepin and I live here in Deltona. Fairly new resident. Not here a year yet, even. So I have a lot of different questions. So what I'd like to do is say them all because they might be able to be answered all together, some of them. Um, I think it was a great presentation and I understand a lot more about the water and, and the system. Oh, sorry. And the system. Usually my voice is pretty loud, so I don't even need a microphone. Um, okay, so, so, um, with the drinking water, it seems like it's not a problem for germs and bacteria to be removed. That just, that's always been done and we don't talk about that because that's always done. So, um, my question is, does, um, does nitrogen affect the drinking water safety or are we just doing it, you know, so that we can preserve our springs and Lake Monroe? Um, and then the next part is, what are we doing now about the PFAS Forever Chemicals? Are we thinking about that? Or, I know that we joined a lawsuit when I came to a meeting last year, um, a lawyer had come here and the board voted to join the lawsuit against DuPont and the chemical companies that, that make the Forever Chemicals, which we know cause cancer now. Um, so, uh, in all of this, are we thinking at all that if, if we need to do something about the Forever Chemicals, which the land and the whole area has been tested, the springs have been tested and our springs have more of the Forever Chemicals than the other springs in northern Florida. Um, this six mile radius with Blue Springs and Green Springs and Gemini has a higher percentage. I don't think we know why, um, so the only way to get rid of those is, there is a carbon system, but the other way is reverse osmosis, which you can have put into your home. Um, so, in all that we're doing with the water, are we thinking about that for the future? You know, cause I like to think about what Deltona will be like for my grandkids, you know, for future generations. Um, I have a system right now in my house for the- Thank you. Thank you. Anyways, so those are just- David Sosa, please. Please click onto draw on the mic. All right, David Sosa. Um, quick questions. How much additional capacity will be at the Fisher plant? I might have missed that one when you were presenting it, and then what's the criteria going to be for converting septic customers to sewer? Obviously, if we upgrade the plants, the eastern and the fisher, we're going to upgrade residents from septic to sewer. That's just a given. You got to cover the cost. Um, recently, the FDEP redid the, the, uh, B-map, and I believe parts of Deltona are now within that B-map. So, do you know how many houses, if they have to convert their, uh, septic tank to the new advanced system, do you know how many houses are going to be impacted by that? Um, and you're correct. The old septic tanks were about 10, 12 grand. Now, they're about 20 to 28. But then there's more. Every- I believe it's either yearly or bi-yearly. You have to have an inspection done, and it's going to cost you an additional $600, and those results will be sent into the state. So, not only do you have the increased cost up front, you're going to have it on a yearly, bi-yearly basis. Now, I know the Blue Spring, uh, watershed, the nitrates increased over there over the last few years by about 17%. Now, does that have anything to do with the Sanford septic plant dumping 13 million gallons of sewage into the St. John's? I think that's something we need to look at as well. Uh, Fisher plant. With the third- with the $22 million grant money, the total cost of the project was supposed to be $44 million. $22 million was through grants. Now, there's a lot of stipulations tied up to that grant money. First of all, the taxpayers have to pay that money up front. And once parts of the project are completed, you get a reimbursement. Now, should you not complete the project by, I believe it was July 2029, I don't have my notes in front of me, um, then there's a 1% penalty per day for not being complete. So, that's something we also have to look at. So, I know there's a, uh, there's a plant being built right now that's probably running about one to two years behind schedule. So, and last but not least, um, the Fisher plant. Should you level it instead of filling it, right across the street on Nardello, there's that lake below. When we had the hurricanes, everything below Nardello flooded. Streets were probably two, three feet in water. Houses were underwater. Would not be prudent to maybe make that a large retention area and actually take stormwater from there as a backup retention area instead of filling it in? I mean, it seems to me that if we have some place to put the water, the houses wouldn't flood. Because I believe there was probably about 10, 15, 20 houses down below Nardello that flooded that year. And that's about it. Tim Blodgett, please. Thank you. Okay, starting with the, uh, with the, uh, ramp. Uh, first question. Did we recoup any of the money from the insurance for the folks that were responsible for that? Uh, next question, Mr. Parrish. I think the roundabout, the people we're talking about is very similar to what you'll see at, uh, oh, what is, uh, at the end of High Banks. That's, uh, the room down by the lake is pretty tight there, but, uh, that would ultimately be the best way to do it. Uh, the next thing would be, uh, oh, as I'm sure any of you fishermen know, the, uh, Lake Monroe on our side used to be a lettuce farm back in World War II, which explains why it's, uh, so shallow. So if you dredge in, you might want to take that dredging out about 75 yards so that you can get in a deeper water. All right, uh, next, the, um, the, uh, sewage. Uh, I came from a town where they converted from, uh, cesspools to, uh, to a central septic system. And, uh, what they did basically was, uh, they, they put in the infrastructure like you're talking about. They also tore up every road in the town to get a pipe. And then there was an initial fee to, uh, connect to the houses. I think at the time it was like six, 800 bucks. Yes, that was 50 years ago. Uh, and, uh, the problem was folks who didn't, uh, didn't get connected to it in the first place on the second go around, they had to eat like an extra four to 600 bucks. So it wasn't everybody's best interest to do it first. No, so they banned, uh, actually digging up old septic systems and replacing it. So everybody was eventually forced into it, which is what the state, I think, wants to do to us. Um, what else we got here? That's pretty much it. The only other thing, well, I'm not going to get sorry. Yeah, I'm going to get sarcastic. I was just wondering why one of the commissioners wouldn't touch the samples you got on the desk over there.
