If at this time we are going to go ahead and stand for the pledge and I would ask Commissioner Villavazquez to lead us in the pledge, please. Just for the record, I just want to let everyone know that our city manager isn't here tonight. His son Colton received orders to be deployed to Iraq for his nine-month tour, so him and his wife left over the weekend and we hope and wish for his safety and well-being. So, Chief Snyder, you're up. Evening, Mayor and Commission. Bill Snyder, Fire Chief. Thank you for your time. Tonight, I'm going to kind of go over a little bit about some of the potential needs of the fire department as far as it goes with needs for future stations and the renovation and stuff of some of our current stations. So, to jump right in, basically, the fire department's looking to update or renovate relocate and build new stations to help better serve our community. Tonight, I'm just here to communicate that need and to talk about modernizing and adding new stations at a later date. Cost and funding will be discussed at a later meeting, probably when budgets are being done or as we get a better idea of actual costs of this project. Some of the key factors are that are the age of our fire stations. We've got a couple stations that were built in the 70s. Operational efficiency of our stations. Most of them, some of them are undersized or old and outdated and just inefficient. The health and safety of our firefighters. A lot of the modern fire stations today are concerned with the health and safety of firefighters. Cancer is one of the number one killers of firefighters because of the environment that we work in with structure fires and stuff and modern stations are built with decon areas that when firefighters come back, they can decon and clean up without contaminating the rest of the station or other firefighters that may be there. We also need to address response times and our public image. Why do you do this now? Because of the continued growth of the city. It's kind of outpacing the current infrastructure. Population growth of the census in 2010 says that we had just over 85,000 people here in the city of Deltona in 2010 and we're upwards of just over 100,000 and it was either June or July of last year, 2024. I picked 2010 because 2012 is when we added our last fire station. So it kind of gives you a little relevance to when we added our last station to help with the growth and call load of the city. Also, the living conditions for our firefighters. There's really a lack of adequate space in a couple of our stations at least for the day-to-day staffing that goes on and I'll talk about that when I talk about the individual stations. Also, there are natural disasters like our hurricanes. When we staff up for our hurricanes, a station that would normally have five firefighters in it would have 15 firefighters. On top of that, we would have public works and the water department. We usually have about a half a dozen of those folks in our stations as well so that they're strategically deployed around the city once the hurricane passes that we can get out into the roads. So some of our stations are just not equipped for that at the current time. Also, again, separate sleeping quarters for our mixed genders in the fire department now. We're getting more and more women in the fire service, which is an absolute great thing. But modern fire stations are more apt to have individual quarters for them, for everybody, so that there's at least a little bit of privacy in the station. Only one of our stations has that now and that's our station on Howland by the center there, station 65. Some of our bathrooms and facilities, same thing, not really made for mixed genders and are small and could use some help. Also, limited equipment storage. We really don't have the space anymore for mostly of our reserve apparatus, so we're parking our reserve ambulances, our reserve fire engines out in the elements, which is obviously not good for the equipment. And poor station placement. One of our stations is really in a bad location. And again, I'll speak to that when I talk to the individual stations. When we get to our individual stations, Station 61 is located on Providence there by Pivoli. It was built in 1974. That station is really at capacity. Around 1987, the administration wing was built onto that. And that station is pretty much full and not really any room for expansion without some sort of renovation. There's no office space left for any new staff on the administrative side. And we have six people that operate out of that station. Three on a fire engine, two on an ambulance, and our shift commander works out of that station. And they're pretty much at capacity as well over there. Station 65 is actually our newest station. That's the one built by the center. That one was actually built for the future. That's in good shape, good condition. It's the one station that does have individual bunk rooms. And we really have no issue with that station at all. These are really the three stations that we have some major concern with. Station 62, the one on Diamond Street off of Deltona Boulevard, it was really built in a bad location. It was built, back in the day, it was built on city property, which I assume they did just to make it a little cheaper. But it's back in the neighborhood. It's a couple blocks off the main road. And you really, when you're building fire stations, you really want to build them on a major artery instead of a back road area, you know, like that. It takes us a good 30 seconds, 30 to 45 seconds to get out of that area, sometimes upwards of a minute, which doesn't seem like a lot, but it's a lot when you're talking response times. We also have people that walk on those streets, kids that play on those streets. And it's really just a dangerous situation to come out of that back neighborhood like that. So we'd really like to relocate that station. Station 63 isn't a great location, but again, that one was built in 1978. It was built as a volunteer fire station. We have done some additions to that station to add bunk rooms and stuff like that. But again, those bunk rooms were built about 20 years ago. They weren't built like minor fire stations. It's one common room. And then the main station, like I said, was built for volunteers. It really is not adequate for the five personnel that run out of that station on an engine and an ambulance. We have a 10 by 10 office area, just to give you an example, that five people try to do reports and things out of. And it's just operationally, it's not up to speed and needs renovation. Again, good spot, just needs some help, needs some renovation. 64, another one that's in a good location. It's down off the, it's the one down on Fort Smith near Cortland. But it is really too small for the, again, that has an engine and an ambulance in it and five personnel. And the space is just not adequate for what we need there. On top of that, it's an old butler type building, you know, one of those metal buildings that we're starting to have some maintenance issues with. Recently, we've had a lot of water intrusion into that building that we've had to take care of with some maintenance issues. And we'd really like to just build another station that is more modern and more user friendly, somewhere in that similar area, and then maybe use that station for storage and other things like that. Call volume, another reason to talk about fire stations in 2024, we ran just under 12,000 calls. As you can see, going back to 2010, again, just before we put our fifth station in service, we ran just over 8,000 calls. And last year, we ran just under 12,000. So in a 14-year period, that's quite a difference. Not only that, but it took 19,518 responses, apparatus responses to cover those calls. And what I mean by that is if you have a single call, that doesn't mean just a single apparatus takes care of it. For example, on a structure fire, we send four engines, a ladder, a squad, two battalions, and an ambulance to a structure fire. That's nine apparatus that respond to that call. If it's a major auto accident, we'll send two engines, a battalion, and an ambulance to that call. So that'd be four apparatus that go to a single call. So that's what I mean by it took 19,518 ambulances, apparatus to respond to those 11,900 calls. So it's just not one station that's running the calls. It's multiple stations depending on the type of call that we run. And back on that structure fire, all those apparatus are going just so that we can get the equipment that we need there. Also, the personnel that we need there, the National Fire Protection Agency recommends 17 people on a structure fire. Now, if we get there and there's not much to it, we can cancel some of those units. But if it's a really good work and fire, we're going to need those people and that equipment. When we talk about response times, realistically, what we're talking about here for the most part, what we're focusing on here tonight is travel time. And travel time is the time it takes for you to drive from the station to the call. And you can see back in 2010, that was about 5 minutes and 30 seconds. And in 2024, we're upwards of 6 minutes and 49 seconds. But I'd like to also talk a little bit about response times as a whole just so you understand that that's not our total response time. So when you're talking about a response time, you're talking about from the time that you call 911, from the time that the operator picks up the phone, starts your response time until a fire truck or an ambulance pulls up on that scene and that's the end of your time. So that's your entire response time when we look at response times. And it's broken up into three categories. One is alarm processing time. That's the amount of time that the dispatcher takes to answer the call, get the information, and alert the station that there's a call. That's, right now, that's at 3 minutes and 3 seconds at the 90th percentile, which means that 90% of the time they're going to process that alarm and get that call dispatched within 3 minutes and 30 seconds or less. It could be less, but at least 90% of the time it's going to be no longer than 3 minutes and 3 seconds, which is a long time and it's really more than what we'd like to see. I'll show you here in a minute what the National Fire Protection Agency is looking for, but I will say this, that the county is aware this is a long time. The county is the one that does dispatching for all fire and police agencies throughout the county. they're our only dispatch agency in Volusia and they're aware of this time and they're working on it. They are currently working on adding a new computer-aided dispatch system, which is a new system that will help identify what apparatus need to respond to that call, which ones are closest and that need to respond. they're also adding a new call processing program, which the call processing does is when they answer, it determines whether or not it's a police, fire, or medical call and then it'll determine things like whether it's an emergency call or a non-emergency call and it'll determine what type of units need to respond. So that should help those processes as well. As well as that, we're looking at a county-wide station alerting system that's being added to all the stations, which will just add, which will decrease the amount of time it takes to actually dispatch the call and get units responding. So where that time's up there a little bit, we expect over the next year or so that that should come down with these new improvements. The second part of your response time is your turnout time. That's the time it takes from the time that the firefighters actually get the call in the station to the time that they actually leave the station and start responding to the call. So when a call comes in, if there's equipment on the floor because they're checking out equipment, they've got to get that equipment back on the truck, if they're doing something in the station, they've got to wrap that up and get out of it and get out to the truck and get responding. If it's a fire, they've got to get their bunker gear on, things like that. That's all what adds to that minute and 42 seconds at the 90th percentile for turnout time. And then, of course, travel time is what I told you just a minute ago. It's the time it takes you to actually travel from the station to the call, and ours is at 6 minutes and 49 seconds. So that totals 10 minutes and 20 seconds at the 90th percentile. So when you pick up the phone and dial 911 and somebody picks up the phone, the time starts. And when we get an engine on the scene or a fire apparatus of whatever type, the time basically stops for your first arrival. Right now, that's 10 minutes and 20 seconds at the 90th percentile, which means that 90% of the time we're going to get there in 10 minutes and 20 seconds or less. So if you live closer to the station, it's probably going to be less. If you live in the furthest outracing areas from the station, it's probably going to be around that 10-minute mark. So why that matters. The National Fire Protection Agency or NFPA sets the standards for the fire service, and they look for a four-minute and a four-minute travel time from the time you leave the station until the time you get there. Currently, again, Deltona is at 6 minutes and 49 seconds, which is about three minutes above the standard. Okay? Also, NFPA requires that we get 17 people there within eight minutes. Now, Deltona alone generally cannot get all 17 people there to the call. We rely on outside agencies to help us do that. Like I said earlier, for a structure fire, there's four engines, a ladder, a squad, two battalions, and an ambulance that respond to a structure fire. Well, Deltona only has one battalion, so we have to rely on an outside agency to send that second battalion. We've only got four engines and a ladder, so if one of those trucks are busy, we have to rely on an outside agency to come in. Also, we have a closest unit response, so if that call is, say, on the west side near Orange City and there's an Orange City unit that's closer than, say, station 64 that's on the east side, then that Orange City unit will come in and help us with that response, which is a good thing. It helps us because they're closer, but it's just an idea that we can't do this on our own as we speak. If you look on the right side here, those are what NFPA's standards are for alarm processing. Again, they're looking at 64 seconds at 95% of the time. Again, they're at three minutes and three seconds. For our turnout time, NFPA looks at 80 seconds for fires and 60 seconds for EMS to give us an extra 20 seconds to get our bunker gear on. So that's why that is. We're about 22 seconds over that for fires and about 42 seconds over that for medicals. But we are working on that. We have brought that down by 10 seconds from last year. So it is something we recognize and are working on. When we look at travel time, your first new engine needs to be there within four minutes like we talked about. Your second new engine needs to be there within six minutes and your entire complement of 17 people need to be there within eight minutes per NFPA standards. And then if you look at a high hazard alarm, that would be something like Amazon. They want the full complement there within 10 minutes and with that, they're looking at about 42 firefighters which is almost impossible for anybody around here to make happen. But that's the anomaly, not the rule. You know, the standard residential structure fire is more the rule. If you notice, I've got a clock ticking in the background. That was three minutes that took me to display that. Why is three minutes important? Why does it matter? Because the UL study group, the fire institute at UL have determined that generally nowadays because of the synthetic material that things are made of, you have between three minutes or less to get out of your house if there's a structure fire. The synthetic material that everything is made out of now burns faster, burns hotter, there's probably a hundred times more smoke than what used to be and a lot more carcinogens in that smoke than what used to be 30 years ago when everything was made of wood and cotton fiber, things like that. So with that, that's why basically through their studies they've come up with you've got about three minutes to get out. Why is that important? Because if you don't get out and you get overcome by smoke and you're not breathing or just on any medical call that we go to, cardiac arrest or whatever that is, you've got about four to six minutes before brain damage is possible. At six to ten minutes it's likely and after ten minutes it's almost irreversible. We have a saying in the fire service that time is tissue and time is muscle. What we're talking about there is brain tissue and heart muscle. So the longer it takes us to get there to get definitive care to that patient, the longer, the more that material is going to die whether it's the brain tissue or heart muscle is going to, more of it's going to die and then if you do get out of the hospital that's the less quality of life that you're going to have as hopefully you get out of the hospital and you live and survive the event. But the longer it takes us the less likely that you'll come out with a quality of life. So results of our strategic station placement we worked with a company called Dark Horse. They are a company that provides software for us to help analyze response times and other things like station placements. their analysis demonstrates how strategically relocating and adding fire stations will improve our performance. And when we measure performance through them is we're looking at the percentage of the time that we meet the NFPA standards. So in other words if our performance is 50%, that means half of the time we met the standard we met NFPA standard for responding on scene that four minute response time that four minute travel time rather. this is so we engaged them to try to tell us and ask try to tell us what's the best location for some fire stations and where to put them. We asked them to relocate station 62 and add two new stations in order to try to decrease the issues that we're having here. If you notice on the left here this is our current station placement. These two are county stations just so you don't get them confused with the rest of this. but this is our current station placement. Green is good red is not so good. If you look on the right this is what Dark Horse is coming up with for station placements for us and to best maximize what our performance could be. If you look our current now when I did this the current the performance that I've got here does not include the alarm time we don't have any control over alarm time we only have control over our turnout time and our station placement travel time so that's what I wanted to emphasize here. So when you look at this our current performance is 54.07% that means 54.07% of the time we meet those NFPA standards. With the new design here station placements you can see our projected performance would be 67.54 which would be about a 13.5% increase in our performance overall. Now I do need to clear up one thing back a couple months ago when y'all had a workshop on Saturday that long workshop where we didn't really get to anything I put out a document that was similar to what I'm going over here but I didn't get a chance to talk about it that day. When I went over that document I had some incorrect information about projected performance. On that document I had our projected performance would go to 80%. That was a mistake it would go to 67.54%. What happened was when I was using the computer program and bringing up their analysis to put into the program like I said I took out the alarm time performance on the one side but on the other side it defaulted to its normal stuff and I didn't catch it. So there's a difference between that document and this document and what that is our projected performance would go to 67.54% as opposed to the 80% on that document so I just wanted to clear that up in case anybody saw the difference or you know I just wanted to make sure there's no confusion with what happened there. It was my fault we found it when we were putting this together we got a hold of Dark Horse we made sure that this is the correct information and so I just wanted to make sure I clear that up in case there's any future discrepancies. So this is our current station locations. You've got station 62 over here on Diamond Street off of Deltona Boulevard you got 61 on Providence near Tivoli you've got 64 down here on Fort Smith near Cortland you've got 63 up here on Howland across from Publix and 65 up here on Howland near the center. Those are our current locations and what we're looking to do is again to help improve our response times and to modernize our facilities what we're looking to do is replace station 62 so you can see that's in red now with two new stations one near Normandy and Saxon and the other one down on Providence somewhere between Normandy and Anderson now these are just basic areas and you know depending on where land is available or what we need to do that may move a little bit but these are more like our ideal locations for where these stations are what I'm going over now. We also want to add a new station up in our northwest area up near Captain and the Portland area or Portland and Hall over somewhere they're pretty close to each other right there so looking to take care of that north north eastern area it's an area where our travel times are even more than the average. Station 63 we want to renovate this station it's in a good location it's just in need of some modernization 64 is also in a decent location but the building is just there's not really a way to renovate it it's only on 0.4 acres of land so we really can't expand on it and it really needs to be a bigger station that's more modern and more user friendly so we'd like to replace that and again we'd like to keep it and use it for storage if we could that'd be a great place to store our reserve apparatus to get it out of the weather so to kind of wrap it up our goal is to modernize and better locate our stations when we complete when we're done this would be our new locations for our stations again the red station would not that would not be a station anymore and these would be where our stations are located again we'd like to update or renovate one of our stations relocate two and build two new ones this will take us from five to seven stations that cover the city and basically what we're looking to do is build not only today but for the future of our city these stations would be here for 30 to 50 years the way we plan on building them and that's kind of what we're looking to do so with that take any questions commission thank you mayor i have a few questions written down but you sort of gave an answer to them again where are you planning to or thinking of the possibility of moving diamond station we'd like we'd like to replace it with two different stations so one would be in the saxon and normandy area and the other one would be in the providence down by anderson between anderson and normandy so it would be right near anderson to be able to come up anderson up cloverleaf to get the back side of deltona boulevard if needed the one up at normandy and normandy and saxon would come down to deltona boulevard fairly quickly come down the artery and be able to get into deltona boulevard fairly quickly there i mean realistically when you look at it and it takes us almost a minute to get out of that neighborhood and then you look at the time it would take us to get from saxon normandy to deltona boulevard is pretty similar so these areas are vacant or are we looking to buy out homes either or we're looking for vacant land if we can find it if we can't find it or it's not accessible then we may have to look at buying out houses okay what's going to happen with the building on diamond are you going to be using it for something it would be used for something else here in the city I'm not sure exactly I think it's been talked about maybe going to parks for them to use it maybe for a teen center or something or it's really there's really I haven't heard of any specific use for it but it would stay as a city building used for city functions okay what about the building on Lombardi where you use currently your logistic building is that going to stay that way or is it going to be changed to something else no that would stay as our logistics building it works fairly well at this point starting to get a little undersized but as of right now that's that's going to stay our logistics building and just so you know that was our very first fire station for those that don't know built in 1964 that's why we named the park fire fighters park so does the fire department do they get their 911 call directly from the dispatcher or are you listening to the calls as they're coming into the dispatcher you know like that new system the sheriff's department yeah we have looked into that it works for the sheriff's department because they're in their vehicles it can be geo fenced to a certain area and just those units hear it and they're in their car they're next to their radio and they hear it where our guys are in a station it won't necessarily just come across the station area it's something we may look at into the future and that type of stuff but right now right now we wait and we get the information when it's dispatched okay well good luck with all your plans thank you thank you commissioner lulli then commissioner santiago thank you mayor and chief this is mostly statements so you know when I there's no question to me that we need additional fire stations there's no question to me that we need additional replacement fire stations and I think the big question is how do you pay for that you know I I go back to this a lot and it's something that you know last year I took a really hard look at when we look at our impact fees and how we may have been able to not have this issue to begin with and I have my I live in a new house and my fire impact fee was $292.86 which is obviously a small fraction of what the true impact is on capital needs that we have as a result of new development the city Daytona beach just in the last couple of weeks released their impact fee study and it's pretty it's pretty interesting you know they're going to try to go up to $852 per residential single family unit which is you know almost triple for example what was paid for my home in order to meet their needs for their new development and when you look at the range of some of these cities I mean you look at you know Claremont is up to almost $1,400 per residential unit and then some of our closer neighbors in Edgewater it's over $1,000 per residential unit for their impact fees for fire so I think that that's probably a good picture of why maybe we're in this predicament so certainly and I've been getting a lot of media questions lately about this that's something that as commissioner and would hope that my colleagues would join us and I know we've started the process for that looking at those impact fees and seeing where we can go to in order to you know fund our future because we've imported since our incorporation we've almost doubled in population size and it seems like based on what you've presented us we've doubled in population size but we haven't really invested in the capital improvements needed to accommodate all those new residents we've imported and so that's pretty startling to me so again I just I think that there's no question to me based on what you presented in my personal views and you know going for example station 64 and seeing you know that's turned out to be something that maybe it wasn't intended for there's no question to me that this is necessary again it just comes to how we're going to pay it and I definitely think that impact fees need to be looked at as a way to fund the needs of this new development that we're seeing thank you mayor commissioner santiago thank you mayor yes I agree with commissioner lully I mean we definitely need to improve our response time in the city especially during a hurricane or an emergency and adding additional fire departments is going to greatly improve that I thank you chief snyder for for that presentation I thank you for leading this wonderful group of men and women firefighters that are actually here to some of them are here today you have actually have been amazing I've loved the fact that I've been able to work 10 years with the fire department and have been able to see what you guys do and yes I agree with you we do need to improve some of those stations especially the metal building it's outdated it's get rain inside it's just the conditions are pretty bad and we need to definitely improve that so I'm looking forward when dot comes back maybe put a plan together in the capital improvement plan and just take it not saying that we're going to write do it right away but at least do a plan what's really what we need to do first how are we going to add that those two fire stations and improve the other stations as well so thank you for the presentation and I look forward to see what what we come up with thanks vice mayor Harriet thank you mayor chief snyder thank you for that presentation there's a lot of useful information in here going back to your slide seven where you broke out the alarm processing turnout travel components of the response time will can you can you talk to us a little bit about what can be done to address the risk the turnout time well modern fire stations are built with the when they do the planning for those stations they plan for the turnout time to help improve that type of stuff as well that's one of the ways that we can look to improve that and then just station design for example station 65 our bunk rooms are upstairs so that takes us a little bit longer to get out of the station as well so how we design our stations and things like that for example just simple things like at station 61 we moved our ambulance closest to the bunk room because it responds the most so that that extra step it used to be all the way on the other side of the bay so those extra steps that it takes you to get across the bay it doesn't seem like very much but it's seconds and seconds matter yeah seconds are makes that we look for seconds you know it's even beyond minutes we look we look to see how many seconds and if we get a minute or two that's even better awesome and then on the slide I believe it was 12 where you where you showed the new stations and the proposed stations and the response times and the all the dots the green dots the red dots and the projected performance what would it take for us to get to increase that 67 and a half percent what would it what would it take to get to an 80 percent or an 85 percent and then the second piece of this question is is there a standard set by NFP or maybe one of the accreditation agencies cast is do they do they have a standard performance or metric for well the center for public safety excellence is one of the accreditation things that we look at they had set a standard and I can't remember what it is but it's more than the four minutes than what that what NFPA does but they've kind of backed away from that over the last few years to where they don't really set a standard really when you look at accreditation accreditation is more about trying to identify where you're at make sure you have all of the the policies and standards in place that modern fire departments look for and then they want to know how you're going to improve so a fire department that has a 10 minute response time can be accredited just alongside somebody that's got a four minute response time as long as they put all those things in places so that's why I really didn't look at accreditation for a time frame where the National Fire Protection Agency actually sets hardcore times if that answers your question I appreciate that what would it take for us to increase that projected performance metric the Mackle Brothers did us no favors when they designed our roads so I don't have an exact answer for that but I can tell you this just hopefully not to scare anybody here but we did we did a study with Finch and Associates back in 2020 2023 for fire stations in order to get to a four minute travel time they did their dark horse does their special performance right how often how what percentage of the time do we meet the standard they did theirs by specifically travel time how how many stations would it take so that no station had to drive more than four minutes and that was 21 stations so I don't think we're ever going to get to that point I don't to get to 80% I imagine you're probably looking well I don't want to throw a number out there I appreciate that a few more Commissioner Howington has anybody looked into possibly turning station 62 into a volunteer opportunity once we go to seven stations if we get there then that way we could actually have a rather than losing that space all together we could potentially staff it with off-duty well people if they want to come in and if we have any major calls that need to be addressed so we looked at a volunteer volunteer we called them reserves and we looked at two different types of reserves we looked at combat reserves which would be firefighters and we looked at support reserves which we we still have a couple of those the problem with combat firefighters is they need to be as certified as a full-time paid firefighter so we went through the process and I think we brought in either I want to say it was upwards of three or four of them over a time period and by the time we got them identified as wanting wanting to be volunteer get through the process the HR process of you know physicals backgrounds all that type of stuff got them on board they only stayed with us a few months before they got a job and then they were no longer interested so we have looked at that and it just wasn't sustainable we looked at that to put extra people so instead of having three on an engine we would have four or something along those lines it just didn't work out for us I'm just concerned about giving up a station that we have that when we have such a dire need I think we all recognize that so thank you chief when we look at slide 12 even with the new additions to some of the some new additions of the fire stations I still notice specifically two areas that are still in red and even with the shifting of the fire stations they don't get any better they don't go from like orange to green which is the the northwest part of the city and then the southwest part of the city even even with those moves is it is it because of the condition of the roads is it because of the traffic what what is what is keeping that from turning let's say orange at a minimum in my opinion it's basically the road structure in order to get down there from where these current stations are if you do notice we did we did change a lot of red to green up in here this was red where it's now more more green area same thing over here with this station and same thing down here with this station but I agree with you we got we got some issues in here we've also got some issues up in here possibly up in here you know we wanted to make this project reasonable so I didn't want to come at you with you know seven stations you know but you know because of the roadways and things like that in my opinion it's just you know going to take some further stations maybe a few years down the road after we get through this project then we start the next maybe the next project of trying to address those areas as well you do you think there's any opportunity to work with the county for them to possibly add an additional station on that unincorporated area where we can probably work together so the burden's not all just on baltona are you talking about here around that area yes it's worth a conversation I can have a conversation with them I'm not real sure that they are necessarily looking at that area as as a major focus for them because you know DeBerry is covering part of that Orange City comes down pretty far so I don't know is the answer I don't want to I don't want to make some stuff up I just have concerns because obviously as everybody up here does you know when when and I'll speak specifically about our ambulances right not necessarily our fire or fire fighters for the fire truck but when we're transporting folks sometimes we're stuck in Daytona Beach for all essentially all day right and then we're we're losing that transport in that area so my concern is is that we're doing a lot of the stuff for the county as well maybe maybe it's time we have that conversation where maybe the county can can help in the areas that possibly we can get to at the very at this very moment yeah at least so we can start the conversation to see how we can work together to kind of rectify that especially on the west side of our city because we're not only looking at just the south side but also the northwest side as well and then of course there's that that big area towards the middle of the east side of the city as well but yeah yeah so this this part up in here would be more Orange City that's where we border Orange City down in here there's some county area along through here but then you get up into DeBerry over here so it's really a very small area for them to build a fire station that we would cohabitate with but I can talk to them and see what they say I mean I don't know Commissioner Vila Vasquez thank you just a just a quick question isn't that where the new school is going to be built that vacant area there for DeBerry yeah well it's honestly I don't know it's 1792 I think it's around that area I don't I don't know I've heard the conversations but and honestly I probably should know I live in DeBerry but I don't I don't know where they're planning to put it yeah it's it's it's on the before you get to the train station I think that's where it is I think it's empty now the plot you know yeah the whole land thank you all right chief thank you can we please do we have any public comment on the items on the agenda on the special workshop please chief nice work and if you say it needs to be so than it does you get into towns and usually what they got to do and they want to cut taxes is they cut the police and they cut the fire department let's be different let's give them everything that they need we put them out to to pastor too many years in a row on previous administrations I think your administration should go down as the one that did something about it and that's all I originally thought this was going to be a little bit more about the budget and then I heard Keith Snyder say that they were still looking into the budget and didn't have all the final costs yet for doing everything and that made me a little curious because I saw a news report with Commissioner Lally as well and somebody told the news that it was costing us 50 million dollars so do we know what it's costing or not I also support the fire department Keith Snyder is awesome he just got a nice award that he deserved and I think it's really really important that we get these extra stations and update the other ones and I was just thinking since now we're going vertical with a lot of our building maybe in some of the cases not all but maybe there's one or two that we can build up for the you know the storage of the other apparatus and whatever that they need so I too support giving them what they need and for the different fire stations but I would caution people for speaking to the news and telling the residents how much something's going to cost if we don't even have that knowledge yet thank you help with Brian please as Mr. Brian comes up I trying to listen Brian Daltona I'm glad you brought up accreditation city in Volusia County that is accredited is delaying we're the largest city in Volusia County Volusia County is not even accredited it's amazing I would be asking if we want to take and improve truly improve our fire department we search out accreditation first because it gives you actually the ability to show that we're serious about our fire department not only is all the buildings nice the vehicles are nice but when you're accredited it carries weight Seminole County is actually accredited Lake Mary is accredited Claremont is accredited Mount Dora is if all those cities can be accredited nationally accredited fire departments why can't Daltona we asked for this three years ago haven't heard a word since from it I would say if we want to truly build our fire department for the future not only in buildings and vehicles but we need to invest in our firefighters themselves make sure they're physically fit make sure they have proper physicals every year all the things that go into training as well not only a training facility but being trained properly and all the apparatuses they use all of them from the smallest little trinket all the way up to the very biggest ladder truck I believe we need to invest not only in property and vehicles but in them by accreditation thank you this time
