Good afternoon, everyone. Welcome to the workshop meeting of the Delray Beach City Commission this February 24th, 2026. If the clerk could please call the roll. Commissioner Markert. Here. Before we start public comments, I just want to ask, you know, we as a commission have talked about making sure that we got everything, like on the Friday before the meeting. And conspicuous by the absence, this Friday was workshop materials, and, you know, there was stuff held back for reasons I don't understand why, that were ready on Friday. So I just, we need to be mindful that we've set a rule here so that we can read it over the weekends and maybe come back to you on a Monday with questions or something like that. You want to reschedule this? Because I really haven't had the opportunity to read all this stuff. I mean, we only received stuff that I didn't even read. This is infuriating to me, Mr. Moore, because I think I bring it up every week, and I, it's, I just, I allocate the weekend time to do all this work. And then this did not get added to it until, what, Monday morning? Well, you have some stuff arrived this morning. And some stuff this morning. I have not looked at all this, so here we are. And I have not looked at the material that arrived this morning. Having a conversation about stuff we haven't had the opportunity to read because we didn't get it in time. And that, I, it's very difficult for me to even come to the meeting prepared to speak on something that I haven't read because, you know, and I feel like this discussion has happened so many times. Why are, I mean, we planned this meeting two months ago, and we discussed it again one month ago. So the fact that items are not accessible to us, at least on the Friday before the meeting, it's not acceptable. There's nothing in here that shouldn't have been available. Can someone explain, Mr. Orris, could you explain that since this is your thing? So it's my understanding we got some requests for information that we did not contemplate being part of this discussion. What we were anticipating is this discussion. You didn't, which items would you say would not, and this list you would not contemplate would be part of the discussion? Some of the existing contracts, they all expire this year. So there are what we have done, but it is what our hope was this discussion is how are we going to do these grants moving forward? So how do we know what to do moving forward if we don't know what we've been doing for a reference point? Certainly one of the discussions is exactly is this a reimbursement grant? Do you want to do this as a competitive grant? I feel like this is, I'm getting, Mr. Markert, what is the word you always use when you're getting upset? Your heart rate is going up? Blood pressure. Okay, there you have it. I'm not happy right now, and now I'm getting more unhappy when you're saying this to me. Like, we didn't think you would want to look at the contracts to discuss the contracts. That makes no sense to me. Mayor, colleagues, I have not looked at all these items. I would rather postpone this to another day. But this is all I had until very recently. Yes, and I apologize to all those people in the audience who came here and wasted their time, but I'm not prepared to speak on this. And this is really about transparency to our residents. You can't put things on the agenda Monday morning. The reason I raised the issue is because I was going to ask the exact same thing. Okay, well, I'm in favor. It's my pleasure. But do we have a consensus to do that? I mean, I really apologize. I do, too, for everybody here. But we've got a rule that we need everything by Friday. If we don't have it by Friday, you will not be heard on Tuesday. Period. I'm sorry. That's just the way that this – we've got to run it according to the rules. We're going to start – And, look, there can be some exceptions, but this is all stuff you've had for years. There's absolutely no reason for you to not have it on here. I'm going to go through some of it. So – Yes. I apologize to everyone, but we've had a motion to table this meeting and move it to the next workshop. Do we have a second? Second. All in favor? What? So can I talk about what the next meeting date will look like in this regard? Right. I don't want to have public comment now because I won't give them public comment after we've read the material. So just like I would do on a regular public hearing. Okay. So if I may, Mr. Mayor? Certainly. Thank you. So we humbly apologize for any inconvenience. We did provide to the commission the PowerPoint presentation to government or accompany the presentation Friday at about 2.55. So that was provided, Mr. Mayor, I think you were holding that material in that regard. So, again, over the weekend it was contemplated that we should include the other additional information. So that was not included, as you've all acknowledged and recognized this past Friday, February 20th, although the PowerPoint presentation was. I would therefore like to suggest that we have a workshop meeting to this effect Monday, March 9th, before your regular meeting that day. That way we can have plenty of time to assemble the material. We have a regular meeting scheduled for Monday, March 9, 2026, 5 o'clock. So perhaps 4 o'clock at that time would be appropriate and we can facilitate the presentation if that's your pleasure. Do we have consensus then to do it March 9th? March 9th at 4 o'clock. So instead of a regular meeting at 5, we will begin at 4 o'clock for this particular workshop meeting portion, thereby enabling commissioners to have plenty of time to review the material that's been assembled since yesterday. Once again, we apologize for the inconvenience in that regard. Nevertheless, well intended. And, of course, if there's any additional thoughts you may have regarding ancillary information to accompany the presentation, please feel free to advise and we'll do our best to provide that timely as well.
