good evening everyone it is 5 30 p.m today is july 7 2026 i'm calling uh this north greenwood community citizens advisory committee meeting to order um please be sure to silence all your electronic devices agendas are available at the front um if you would like to speak for the citizens to be heard section please be sure to fill out a comment card if you have any sort of specific questions that you would like to have answered as we may not be able to answer them within the form of this meeting but please be sure to either write your question down or follow it with city staff um at this time i would like to uh have the committee introduce themselves starting at my far left marilyn termen with the clearwater urban leadership coalition my name is kenard robinson and i am the committee chair uh we are missing a couple of committee members at this point in time but we do have a quorum so we are able to proceed um as planned uh so moving to uh the first item on our agenda the approval of our uh previous meeting minutes um is there any discussion do i can i have a motion to approve i'll second it i did have something but i think i can get it resolved well we we can open up for discussion yeah yeah so um there was just uh something that was omitted that i was just curious about and that was um regarding the armory and the um the two million dollars that purchase price and that if my question was if it exceeded or if it was if it came in less than the two million where would that remaining go would it go into um the cra or not and so i think um we're just trying to get clarity on that i just didn't see that in the minute so that was the only thing i saw that was oh you know what i'm so sorry okay all right perfect mic check okay um so we have uh a motion and the motion's been seconded uh with a point of clarification in the the meeting minutes around the question around the purchase price for the armory uh is there any other discussion no okay so can we move forward with that noting the question from the meeting yes we can okay all right so um to to approve the motion uh can we have uh all those in favor say yeah with said corrections with what said corrections yes aye aye second any opposed none motion motion passes so moving into item number three on our agenda citizens to be heard regarding items not on the agenda do we have any citizens all right saying none moving on to uh the next item of our agenda new business uh so this is to provide a recommendation on the third quarter budget amendments to the fiscal year 2025-2026 north greenwood community redevelopment agency budget the item that i have to do first today is the third quarter budget amendments for the current fiscal year which is 25-26 this is for the north greenwood community redevelopment agency budget i have brought the budget um the budget that is included in the agenda item so i will start here with the revenues so we have a decrease of twelve thousand five hundred and one dollars in revenue that was received from pinellas county increment a decrease in nine thousand four hundred seventy five dollars that was received from the city increment revenue uh we have received uh an additional thirty one thousand in interest so your revenues you've actually received an additional nine thousand and then in your operating what we have done for operating is just to adjust to better reflect the anticipated expenditures through the rest of the year what we've done is taken a reduction in professional services and shifted that around into the operating here is the reduction and then it shifts around to adjust the operating level are there any questions as of for the operating next we have the projects and what we have done for the projects we have uh 500 000 from public to create a project specific for the container village so we have reduced the public infrastructure project by 500 000 and created a new project for the container village and then with the reduction of the increment that was received by the county i reduced the county mobility project and then just reallocated um any additional increment for a recommendation approving yes so can we have a motion to move forward i make the motion that we approve the budget opposed the third quarter budget yes third quarter to these you have a second it's been properly moved and seconded um any discussion all those in favor any opposed say none carries what's up okay so let's go back to open up for public comment is there is there is there any conversation or discussion that the public may have about the budget sir um did you fill out a comment card okay all right cool yeah yeah if you could and then step up to the podium please please i'm just wondering i'm just wondering why i would be separate but professional services is is specific um to appraisal you see in there with probably the general fund i'm assuming yes okay that line actually is not for general services that is their uh their portion of a reimbursement to the city's general fund to cover salaries for the cras no the cra is different from the city of clearwater we actually receive money we receive an increment from the taxes that are received by both the city and the county based on the state statute so we are a city department but we follow the different set of guys from the city from increment funds received from pinellas county and received from the city i'd be more than happy to any any other questions seeing none can i have a motion to approve the third quarter budget amendments i make a motion to approve the third quarter budget amendment thank you uh do i have a second but it's going to probably move that seconded um any any discussion all those in favor any opposed motion carries thank you ready for the next one all right so this i know that i have before you is to receive recommendation on a proposed middle year 6-7 budget so this budget would be from october 1 2026 through september 30th 2027 the preliminary numbers that we've received from pinellas county on increment totals between the city and the county about 1.2 million dollars so it's one million two hundred six dollars one million two hundred and six thousand two hundred and eighty nine dollars interest earnings we anticipate right now to be around 78 000 so the total revenue or transfers into the north greenwood cra would be one million two hundred and eighty four thousand two hundred and eighty nine taken those funds and allocated them out through the operating budget so this operating budget is what at this point i feel would be needed in order to maintain and operate the north greenwood cra it covers professional services contracts that we may have this may be where the question came from where it states maintenance contracts those are contracts that have a monthly reoccurring so they're not a one-and-done contract it may be a we have a program called uh gis which allows us to check mapping so that has a monthly description fee then we also have our internal services so that would be any postal services so should the we'd like to do a large mailing that would come out of there and then we have our inner fund which is general administration this amount is for any administration and administrative overhead that exceeds the cra department so this would be our human resources department city clerk's office finance any of those departments that provide us resources any questions on the operating budget as proposed for six months can it see can the tv be pivoted you're going to be okay it is not posted on the city's website but it is on the north greenwood website correct so this is not posted on the city's website it will but if you were to look at this agenda you'll find this up here that's also attached to this agenda item is a six-year projection so this is just an estimate of what we anticipate to receive over the next six years and then how it falls into the north greenwoods budget so at the top you would see your revenues then we have the operating budget but then further down towards the bottom you'll see your projects and then we're right now staff is anticipating allocating funding which would be housing mobility and economic development based off of the north greenwood community area redevelopment plan those are the three areas that are highlighted in in the cra plan the funding that's received from panellas county with your increment is very restrictive on what you can and cannot spend your funding for so that's either for housing mobility or economic development those funds are not used for your operating budget nor are they used for staff so with the anticipated 530 000 i split that up between housing and economic development and then with the remaining city increment i added that to economic development so they're split up between city increment and county is there any questions i spoke with our budget director um and i know that she and i specifically would like to talk to the county to see how that will affect north greenwood specifically but i don't have any other you know it's our executive director i don't have too much information either besides that we're communicating with our finance department and budgeting team to see how it's going to be affected um other than that we can bring this picture back but we are communicating as far as that because this is a lot of residential properties that are homestead within the north greenwood area so it's going to be different compared to the downtown area elaborate on that jesus what you just said just for understanding because a lot of people don't quite understand well let me just say i know some people who have mentioned they didn't understand that so as far as the homesteaded properties and how it doesn't impact them so because north greenwood does have a lot of homesteaded properties here this is this crd will be affected more than the downtown area which has a lot of commercial properties where over there the impact won't be as bad we might even grow our increment over there because of a lot of the new developments that are starting in the tax rolls in about the coming years whereas over here is as far as that i don't have too much any other questions saying none um so are there any questions or comments from the community on the budget for our next fiscal year seeing none um can i have a motion to approve the 2026 2027 budget about the second okay it's been properly moved and second it is there any discussion all those in favor any opposed motion carries thank you so moving into old business yes but not specifically related to the cra so i'm bringing it up in this form so everyone can know that the city will have a general meeting about it but it won't be specific to the cra so you can as jesus mentioned we are asking questions and trying to get more information to anticipate questions that we know you have because that's what we have to um and try to be better prepared as we go forward because we're all trying to figure out how this is going to help the farm or what we should adjust for so i just wanted to put that out there madam manager do we have a date so we have a tentative date um but it is tentative and it's subject to change so august 1st is a tentative date um but you know we will advertise that significantly as soon as we have it finalized i don't have a location yet i apologize for having my back to you all um i don't have a location yet we're still working on those details um but that's the tentative date right now and our goal would be to have like um acm battle said a lot of those answers available to where no it's not going to be specific to any one area but we want to be able to answer questions that the public as a whole is going to have as it relates to that that's the whole purpose of the community engagement um meeting is to be able to answer questions as well as get feedback we want to know what the community wants us to do in response should um the referendum pass so that's the that's the goal of it we will make sure we communicate that with you all um so that we have help in getting the information out we want a lot of public engagement will there be more than one session of of meetings or will it just be one meeting yeah so right now we have one that we're planning on because the council is here um we have a special budget work session um which we do every year it's a normal part of our budget process that is scheduled for the first meeting in august and so we want to have information to be able to report at that special budget meeting to council um so that's why we're trying to do one before that we don't have a whole lot of time um to get in multiple however um i do believe as a result of that meeting we will then have additional meetings um in preparation of um the november vote awesome one before that special budget meeting okay we want people at both the the special budget work session people um the public can't speak at that but it's an educational informative opportunity um and then but the engagement one is all about the public i mean that's the whole purpose is to just be engaged awesome thank you of course thank you sorry we're good as soon as we get the confirmation of that date you'll make sure to share that information with the cac so that way you can share out through your own channels but as far as uh for north greenwood last meeting we shared with your communication strategy so as we have that information we'll work alongside with the city's public communications department to share that information based on that awesome thank you very much um so moving on to old business item 5.1 updates on the north greenwood land and use and zoning projects and we really appreciate you being able to talk to you about ongoing landing steps in north greenwood some of the information i might be providing tonight may be a little bit repetitive but i wanted to make sure that if we had anyone in the room this evening that may not have been in the prior meetings but please bear with me we have an organizing model we call the plan for redevelopment district overlay for north greenwood and many people in the room may have received a notice that was mailed out for the board panel's public hearing which was originally scheduled for june to the 8th this meeting has been moved to july which is tomorrow at 1 p.m and the reason we've moved is that there was a petition that was signed by civil community members on overlay and we wanted to have a community meeting to talk about the overlay information and so we had that meeting last week that was june the 30th it was here in this room and we have about 50 people not including staff sign in for the meeting we thought that was a pretty good attempt the economic development and the planning and development departments presented information regarding the scary plan adoption ongoing security plan recommends looking at design guidelines for a new zoning tool for small launch allowing for more housing options such as duplexes townhomes and small apartment buildings the goal is to create more choices so that people can stay in the neighborhoods including seniors young adults sprinters and property owners on the screen here is a map of the proposed overlay which is about 75 percent of the cra plan area there are several areas that are not limited about 25 percent theory boundary which includes downtown industrial limit areas of water recreation open space preservation and transportation utility areas so the area in pink that you see on your screen is the area that is proposed for the overlay the overlay is intended to implement the vision of the steering plan heard from the community and numerous community during the preparation it is to expand housing choices and affordability opportunities and revitalize more parts of the king june or avenue as a walkable historic main street it also supports small business growth what is not changing is that these are not being re-zoned the overlay will be placed on top of the future land use and zoning visiting homes and businesses can remain and property owners are not required to use the overlay and the overlay does not require a single property i wanted to go through with you the four different steps that are actually the overlay to participate in the upcoming meetings to do a conference to create the overlay step two is the future land use map amendments to apply the overlay step three is the zoning map amendment to implement the overlay and then action step four our community development code amendments to prepare designs steps include the forward pinellas meeting tomorrow july 8th to amend the countywide plan steps one and two also on august 11th there will be a pinellas county board of county commissioners hearing and it will be acting in the whole countywide plan authority then on october the first there will be a second reading so we are doing forward currently with action steps one and two also wishing to begin work on action steps three and four and we have to prepare a code amendment because any development that would like an overlay will have to need certain design standards and we want to start having meetings with the community to talk about design and one example may be say you have a vacant case of property in mark greenwood and you want to own choice units one idea for a design standard for people who are using the bonus would be to require a front porch another idea would be to require parking on the side or the back so we plan here at the rec center starting in september to talk about design standards for anyone who might want to get input to make sure there's a survey online through july 30th and i provided us a front table with qr code and also other sites we are asking questions like what night at the time would you like to meet the wonderful community if you would prefer to meet tuesday evenings thursday evenings or saturday mornings when we start our meetings we also are asking some questions about design standards of the community support and the survey the survey will be open through july the 30th of the meeting with for vanilla as well as future steps coming up we would like to do this evening approve a motion to support your plan for your development as your overlay because we would like to communicate your support for but overlay as we move forward with action thank you first are there any questions from anyone on the committee none um are there any questions from anyone in the community public comments seeing none um did you fill out a comment card okay one is being brought to you please be sure to fill your card out as you come up to ask your question yeah it's already been set up um i'm hearing about all the wonderful plans that you have for um the redevelopment but i'm not hearing any protections for the citizens business owners or um community um can you please maybe provide some thoughts or examples by what you mean by anti-displacement so ranchers are buildings are being demolished and homes are being uh taken away from the community due to redevelopment um are they are there um protections for them to re-enter um into the area uh with some stipulations um for the um homeowners uh as well as for the homeowners is there uh protections for eminent domain already put in place um for uh business owners who have properties within this community um are there uh tax protections for them uh so that they can maintain their businesses and not be affected by this rezoning um and is there a um grant set up or a trust fund set up for uh the taxes uh for the that may um may affect the community that's part of the cra uh to actually have a trust fund to uh actually assist the citizens i've heard any of that as of yet so those are my concerns well so allow me to start off by saying thank you for your question now i just want to be sure that everyone understands that what's being discussed right now is an overlay it's not changing the actual zoning of what's taking place and when it comes to that overlay uh residents can elect to participate in the overlay or not so all this is really allowing residents to do is to increase their ability to build out on their property right so for you maybe being a homeowner if you wanted to maybe say add an adu an accessory dwelling unit that this overlay will allow you to do that without jumping through a number of hoops it helps to streamline the process for you just like hypothetically if you were a a landowner of a vacant lot and you wanted to build a duplex or a triplex to where maybe say you yourself or a family member could live in one unit and you wanted to rent out the other unit or two this will allow you to do that without jumping through the ness is the the current hoops that you would need to jump through in order to do that so again this isn't necessarily changing zoning across the board this is allowing an overlay over the current zoning that will allow more flexibility for residents to have more control over their property and to a uh increase units which will help break down uh housing costs because supply demand the more supply there is uh the the the more flexibility and more affordable units can be um and then it'll also enable you to have the ability to increase your income by being a homeowner and adding additional units to your property that's rent that you can collect so again this isn't necessarily changing the zoning as we see it it's just allowing more flexibility for residents to be able to have more control over their property and therefore make more money and or uh create more units for more affordable housing excuse me what you asked okay um so at this exact moment we don't have any specific provisions around uh renters and the possibility of renters being displaced um that is something that we can definitely add to our conversation that we can talk with city staff about to see if if there's anything that could be done in that regard i also think that we're i understand the caution and i understand the the concern the way that i understand the the overlay district and the way that in the conversations that i've been involved in i'm i'm trying to wrap my head around um in what way do you foresee renters being displaced by this overlay how would they be no it doesn't so so so so so so if you if you if you are if you are a homeowner right okay so if you are a non-homeowner and you are currently in a single family dwelling on and the the homeowner the property owner is saying that i want to build an accessory dwelling unit on said property to add density how would you be displaced they're not knocking down the house they're just adding another unit to the property 50 by 8 lots of 50 value okay what are you going to grow with six or twelve what are you going to do they can't stay in the while you make this is okay so so if i'm understanding you correctly you're saying that as as the property the lot sizes are currently set up in the way that the homes are set up on the properties there there isn't enough space on those lots to build that additional unit is what you're saying more or less so if that is the case then if the homeowner or the property owner wants to add an additional unit then they are going to have to create a construction project that will displace the homeowner i'm sorry that will displace the the the renter while this construction is being done that's that's what you're saying okay okay absolutely so any rise in values and any prize and if there is additional taxes from the county and the city they are reinvested right put right back into the trust fund for the more frequent we don't spend a penny outside of the boundaries as far as projects so those funds that are put into that trust fund we're very limited in what we can do with it we do residential improvement grants we can do commercial grants for physical permanent improvement not like buying someone with a refrigerator but fixing up their homes we can do investments we'll fix up roads we can do investment for parks with investments any main things but especially we have a development plan agreement that has its own we do have a body that's recommended by canelis county because they are blank and mentioned during the right discussion those funds the county gives us very strict we use them as far as public body for us to vet everything we do as far as those funds through we collaborate and partner of this you're fine so so the the the most important thing to me is that is to make sure that everyone is understanding where the where the current discussion is and um the importance of the meeting tomorrow um so with that business with that being said um thank you for this i i i got you um um thank you for your questions mrs campbell i saw you had your hand up would you like to do do you have a question or comment before we move forward the renters in particular that could not rebuild without variances the overlay gives that opportunity either take advantage to put something on that lot that's how you increase units i mean i'm not saying i can't guarantee you it wouldn't this place and i think that it will create more rental opportunities that it would just it would be an option more important in the community to increase their ability to more revenue thank you um any other questions from the community comments yes sir sorry in some of this adus aren't yeah forgive me i can't see through the podium so if there was a hand i didn't see it no okay no more land use and zoning project the overlay aka known as the overlay thank you um do we have a second second um any conversation all those in favor all right any opposed seeing none motion carries thank you all righty so moving on the agenda item 5.2 um updates on the armory and i see acm battle stepping up to provide that update sir do you need a microphone i'll take it good evening good evening just a couple of updates for everyone in attendance fortunately we have not been completed the conversation around the development agreement the last time i came things that we were going to attempt to work through and talk about there's agreement that we're still talking about though some of them just in terms of the timing of it just have to do a little work getting in the way nothing in the variance or point of view it hasn't so our goal was to attempt to have an agreement wrapped up by this one board of trustees and shared with you what particular deal points are to share with you that your feedback and questions so it looks like we're headed toward august and we literally had a meeting with development and returning earlier today some of the things i just want to bring up and reiterating what i talked about we made so they hopefully they won't sound again different but they are new as a result of us we're talking about them so the agreement itself will be a 15-year agreement with respect to their obligations to success and growth of the company at the armory site as well as your mamas in general when that the basis of the expansion plan um the restrictions also apply to the use meaning that the warehousing and private property open to that the existing building will remain major improvements but the building that you see today and the yard if you will there'll be some improvements there because they are operating the warehousing and their operations efficient in that way but nothing no no new structure significant renovations and things of that nature the purchase price two million dollars that is honored that was requested and our proposal and that is what we're going to receive to um covenants and restrictions on what they're required to do over the 15 years they will be required to create 30 jobs for that period of time so right now we have about 34 shared with us during their presentation there was time 15 years for them to be created however we're not in charge of the approval plans but we want to be we want to help them be successful so part of that 30 30 job goal will be us CRA says as important to make sure that those jobs are advertised and available as large of a format as possible us marketing us holding a job opportunity uh fair if you will uh us also making sure that those jobs are advertised in the local employment agencies website so that would be a career source campaign for us at a minute they choose to advertise it in higher degree or go door to door that is up to them but we want to at least have a standard that we can go to and look at and verify that those jobs are there and created we also are asking them to help us or help let us help them create a internship type program possibly have that partner with either a technical school or community college and try to set that up within the first five years of it so that is one of those that's going to be best efforts we can't get there with that amount of time it won't be because we're not trying but that is a goal that they accept that we're going to do our best to get there on that uh with respect to repurchasing the property if they're in default they will allow us to do that and if they go out in business but they have an opportunity to do something different we would have that opportunity to do so having a craze their market value at that time came came for that but that at least gives us an opportunity to control the destiny of the property this project doesn't need all right again august is the target date the updates i want to apply to you to staff now because it's my partner in crime with respect to negotiating the agreement but i'm here to share some of that any questions any questions from the committee thank you moving on to cra updates item 6.1 um north greenwood cra residential grant program consideration of staff recommend revisions and clarifications how you doing possibility requires the grant disbursement process by payments directly to the and approved licensed contractor or vendor as approved by the cedar it also clarifies that up to 50 percent of the approved grant award may be advanced with no more than more than one payment every 30 days or as mailboxes as an eligible improvement to the grant program section six clarifies reimbursement procedures face payments and firms that complete reimbursement requests will be processed in 30 days section nine as an acknowledgement to the application including informing that the grant considered taxable income and that 1099 will be issued for the grant funds disbursed these clarifications were developed in coordination with the city attorney's office to improve consistency thank you just to remind you what this residential improvement grant is about this is where we're reinvesting back those increment cost back engineering for low and moderate income families households that are homesteaded within this area anyone that might need a new roof they can come to us and we can help them with that repair the same thing was here repairs windows doors siding foundation even interior repairs for instance if they didn't need to be a movement or life safety issues for instance you know another community over that we had an individual who fell through his own floor and his leg and those type of repairs and this is going to be back as far as uh taxable 1099 unfortunately we did research as much as we could we did many many scenarios that we can do a basically a forgivable loan all kinds of different scenarios and it's always coming back to the same point we investigated other communities we maryland specifically and leading to the other staff too but more her we introduced so many communities and that hasn't really been a big issue at all i'm sure there's probably is issues here and there but it's a risk that we will take in the community for more years but it will take as well for repairs if we can't help we also have a housing division that has their own funds for home repairs for low and moderate income families yes um we will acknowledge your question could you please come to the podium okay the repairs the grants that um you all are providing for the community one um i feel that when you all put the information out here you also need to make a lot of people don't know what a 1099 is so if you could clarify that for the community as you because a lot of them haven't had to do that so if you can make that more clear also as far as the tax um you know the tax liability that might come along with taking these grants they also need to be aware of that one of my questions to you is is there a way is therefore is there a percentage that um is worked out possibly with the property appraiser's office where up to a certain amount um that they wouldn't um assess um an additional tax burden on this community so again this community is filled with most retirements on individuals so they're on fixed incomes an extra hit on them means that they can't pay their taxes or they can't eat so i understand that um improvements are necessary but again we're the safeguards and that's really my concern um i understand that building a community of building a better community um you know doesn't have that doesn't have to be to the detriment of the record and that's and i hear you and i always gather back that feedback when we go back and see what we can do all right thank you very much worth was there any comments from the committee on the residential i think just a comment for what was just said um i hear you uh but let's let's imagine you win a car on the price is right right you have to pay taxes on that too but if you win that car you're probably going to find a way to pay for those taxes right so so so so so so so ma'am first and foremost can you please wait to be acknowledged for your comments um the second part is for the for the very specific piece of the agenda where we are right now this is for the residential grant so this is something that a resident would sign up for and elect to receive so did we hear your questions we hear your concerns we'll make sure that we work with city staff to make sure that residents are properly informed before they were to uh receive any sort of grant funds that was a great way that's exactly what i was getting at basically if you want the 25 000 or whatever it is i i think you know finding the means to the taxes is something that you know most people will try to figure out like they'll they'll make it work right if not they won't apply for it but hopefully with that 25 000 that the city is so generously offering you'll find a way or they will find a way any other comments from the committee i can't hear the microphone yeah okay my question was if we know a certain range that they only know everyone is going to be different so it depends where they're at what's their income fund we don't know but we're never going to stop trying to find solutions so my comment was um and he just said you are not going to stop searching for solutions um it breaks my heart that we couldn't find a solution to this but i understand it is what it is um and i would say please continue to look for solutions so i don't want anybody to lose other services that they need to have because they really needed to get their roof fixed but they're concerned about that but if i had to make a decision between one or the other i probably won't get my roof fixed and figure about the tax implications afterwards so thank you please continue to look for other ways um to create a hardship vicki did you have something to add sure if that's okay i would like to the chair and the board i don't need that i don't know myself and maryland wants to really go out in the community and reach out to all the applicants we have our personal meeting and we do it in person even go to the home and we do on our checklist go over what the 1099 is that they will be taxed and we do recommend if you want to reach out maybe to a tax someone who's a tax attorney or an attack to see if they will be bothered or how much it's going to affect them so we do suggest that when we meet with them that's the first thing we say and do now and it's a part of the application as well so you are signing off on it saying that you are aware that you'll receive a 1099 we do go over with 1099 as best as we can't will not be tax experts but we do make sure that they understand they will be taxed at the end of the year for this month i hope that group you know makes you guys feel a little bit better but we really do emphasize that and it's part of our checklist i just wanted to make the board aware of that and the community thank you very you thank you hannah um it was exciting that was what my comments were going to be on it as well um at the last meeting we talked about the taste of the village um that we had here in the gym uh it was a phenomenal event a phenomenal turnout i want to thank you all for supporting that so you all got to um uh kind of test drive or sample some of the amazing food services businesses that will be housed in the upcoming um the village at the grove um so that name is changing real time so you there are containers but it's called the village at the grove so thank you all for supporting that that will be the last one that we do someone asked that we would do it every month uh we said no house or never uh the food was great um and you will be happy to know since we are getting fruit dessert um that we will have some great options and a nice variation of different foods that will be available in the village so i'm really excited about that project and all the great things that are coming by
