to city council of the 2026 affordable housing inventory list pursuant to the requirements of chapter 166.0451 florida statutes adopt resolution 26-15 and authorize the appropriate officials to execute the same good morning my name is dylan may i'm the housing manager the item before you is for the 2026 affordable housing inventory list under that section 166.0451 of florida statutes municipalities are required every three years to prepare an affordable housing inventory list and that list will is comprised of city-owned real property that is considered appropriate for the use of affordable housing the city's last inventory was updated in 2023 as part of the required three year update staff reviewed city and cra owned properties and prepared the proposed 2026 list the proposed list includes 49 vacant properties that have been identified as appropriate for potential affordable housing use the list before you identifies each property by its address and parcel id number you'll notice that some of these are individual properties while others are grouped groups of adjacent or nearby parcels for example there are several parceled parcels groups along nathan's lane gould street madison nav grant street and martin luther king jr avenue an important distinction is that placing a property on this inventory list does not commit the city to developing or disposing the property for affordable housing rather the inventory identifies properties that the city considers appropriate for that purpose and allows the city to consider future affordable housing opportunities involving these properties following nahab's review the proposed inventory will go to before city council at a public hearing council will have the opportunity to review and revise this list the resolution currently identifies all 49 parcels as appropriate for affordable housing and establishes the list as the city's 2026 affordable housing inventory list staff is requesting your review of the proposed list and provide a recommendation to city council regarding the approval of the 2026 list with that i'm happy to address any questions do we have a copy of the list yes well it was online and then i have this map here i'm sorry this here so when i had sent out the um uh reminder for the meeting i had also attached the uh link to the to the whole resolution and then in that also part of the attachment was um beyond the resolution it's just a list of the properties there was also a breakdown of each individual property like size and zoning and and whatnot does anybody have any questions yeah i have questions what does appropriate for um use for affordable housing what does that actually how is it that the staff or the city determines which was our so what we do is we go we look at each individual parcel and determine its size uh it's it's current zoning um and we determine whether or not it's it's feasible to be developed into some form of housing um and then you know we look at what other other uses the city may have for that parcel as well is it actually disposable um and then go from there so it's a multi-department process to go through it we actually send this out to um multiple parties within planning and development within uh building permitting uh and then the rest of the city just to confirm that it is actually a surplus besides besides the city directly what other special districts or other entities are included in the list of properties that you provide are there any from utilities or from CRAs or because all of those are supposed to be included right yes yeah so all city and CRA properties were reviewed so i noticed the list has grown larger since the last time the city presented this is have there been any actual affordable housing built the lumber is largest do we just have more land available or were there some sold and now we have more we have none that were actually used for affordable housing since the last time the city presented there have been there have been um builds there's been um i think several uh single family homes from the last list that were crossed off the list um some of these are you know remainders from the previous list so like 306 washington though that property hasn't been sold off yet it is under contract to be developed um into a two-phase 178 unit complex um there's several others on here 900 palmetto has a letter of intent on it um that being said because they haven't been sold off yet we didn't include them on the current list um we actually were mandated um by the CRA board to uh review as a city all um surplus property not just for affordable housing but just surplus property in general um that process was done i believe late 24 into 25 um as a result of that process more properties were identified as as potential properties for affordable housing and on the word potential does that mean a full assessment has been done these are fully readily billable or does more review need to be done if they're developer ready well i wouldn't say they're shovel ready by any means but basically staff is has reviewed the property again for size shape feasibility zoning and determined that affordable housing could be developed there again this list doesn't commit us to developing affordable housing there but it just suggests that these properties are prime for that use thank you comments or questions from the board does anyone from the public wish to comment on this item do we have any e-comments hearing no further public comment may i have a motion and this is this is resolution 26-15 is that correct we'll make a motion second all in favor aye aye any opposed motion carries item 4.2 provide a recommendation to the city council regarding the proposed disposition and development of city-owned property located at 1532 smallwood circle mr dylan mayhew will present this item again dylan mayhew i'm the housing manager this next item is a request for the board to review a proposal for the development of city-owned property located at 1532 smallwood the city previously issued a request for letters of interest seeking proposals for the development of the property we received one response from cimhc management llc from for some additional background the respondent is currently in the process of developing a similar single family home at 1164 la salle street that project provides some relevant context regarding the respondent's current experience for the smallwood circle property the respondent is proposing to construct a new single family home of approximately 1350 square feet the proposed design includes a garage storage area an open patio on the first floor with primary living on the second floor it's important to note this property is in a flood zone and that's why there's a second store and the first floor will be mainly utility space once completed the home would be sold to an income qualified household earning up to 120 percent of area median income the developer estimates a total development costs of approximately 244 000 to 260 260 000 and has indicated that it intends to finance the development entirely with its own funding without outside financing as a as a part of the proposal the developer is requesting the city donates the property the respondent has indicated that receiving the land at no cost would help reduce the overall development cost and support the affordability to complete of the completed home the proposal anticipates submitting for permits within approximately 30 to 45 days following the acquisition and completing construction within 12 months of acquisition if the board recommends moving forward the city council ultimately approves the disposition staff will negotiate a development agreement that includes protections for the city those requirements would include proof of funds proof of sufficient funds completion of construction within 12 months sale of the home to an income qualified household at or below 120 of area median income and appropriate remedies or revision provisions if the developer fails to meet any of the requirements in the agreement at this stage the board is not approving a final disposition or contract the board is being asked to review the proposal and provide a recommendation to city council regarding whether the city should proceed with the proposed disposition and negotiate a negotiation of an agreement with cim hc management llc with that staff is happy to address any questions and the developer is here as well and um i actually have a picture this is the current property that they're working on 116 la salle street so this was a city-owned property that was donated to that very similar project to what proposing a conceptual photo of new property and with that happy to address any questions the first photo the first photo that provided was that the that's the current process of the home or is that also a ready-made image could you say it one more time the first photo provided that shows what's currently finished being built so far yes that is the um the property that we had uh surplus and donated to them i want to say late 25 one question regarding on the affordability affordability aspect you said that it's going to be sold to someone that's been 120 percent of average median income correct correct that is the first sale does the city make any accommodate accommodations or restrictions on the second sale so how long is this house going to be considered affordable so there'll be a land use restriction agreement on the property for 15 years so if it were to be sold within that 15 years would have to be to a qualified uh income qualified applicant thank you uh right now the city's down payment assistance program only has money for people at add or blow 80 ami if someone between 80 and 120 were to purchase this would there be city assistance city down payment assistance available for that for that property yeah you know it's it's very situational when it comes to our funding and what buckets are filled i'd say i mean at any given time 10 chance whether or not we have any funds for 120 so unlikely but possible what the sales price of the home is going to be um we don't i mean i'll have to fit it within that that bucket as far as um uh uh 120 he said three he's estimating around 300 maybe a little more the low 300s low to three low to mid 300s is there going to be a requirement for home buyer education for buyer of this property there could be there's not generally been one unless they utilize our down payment assistance program but if they're to use any down payment assistance program that's usually a requirement um if the buyer were to not use any subsidy funding at all to purchase it then theoretically no they wouldn't need to that could be something we add to the final agreement i think as as a committee that would like to be something that i would like to see especially because it is surplus property being used for affordable housing we want to make sure that any home buyer is equipped and learns what the uh what their obligations are as a new homeowner you know how to be a good uh homeowner resident being civically engaged and that kind of thing and so i think the home buyer education is important yes okay the previous house that was built was this also in a flood zone no it was not okay so being within in a flood zone we can expect the buyer to have to also pay flood insurance correct is there a consideration for the price because someone may be within 120 but they're obviously going to be paying a higher mortgage rate simply because they have to have flood insurance included as well so how does that calculate into what's considered affordable well at the end of the day i mean when when they're pulling it whether it be a conventional or fha loan it'll be part of their dti you know calculation as far as the flood insurance is concerned having said i mean the home is going to be elevated so i wouldn't imagine they're going to have a multi-thousand dollar flood insurance payment um but that'll be something that has to factor into to the dti when they're getting qualified for their mortgage yeah i think there's two things there you've got the bfe the base flood elevation of the home typically has to be built a foot above that and then of course all of the living square footage is going to be on the second floor so i think those things are going to make for a lower insurance premium on the flood should for the affordability of 15 years is that typical that's typical is that yeah yeah if we if we had uh specific funding if they're asking for subsidy funds like say our home funding then that may be a 20 or 25 year but in general we usually shoot for 15 and the income certifications that can be done by your team yes so i'm in favor of uh donating the land for the purpose of affordable housing um with the requirement that any buyer goes through homebuyer education are any other comments or questions from anytime that we support affordable housing like land donation we do require that the prospective buyer attend at eight hour thank you yes she knows it all you guys are on it does anyone from the public wish to comment on this do we have any e-comments hearing no further public comment may i have a motion i have a motion that we uh recommend to city council the approval of the sale of 1532 small wood for the purpose of affordable housing donation the sale for no cost may i have a second second all in favor aye any opposed motion carries mr mayhew do you have anything additional do any board members have any final words before we adjourn i'm going to start with you i do not this concludes our business for the day our
