manager and the meeting facilitator i would like to call to order this reconvened final evaluation committee meeting for request for proposals rfp number pnc 2130470p1 roofing and waterproofing consultant services for the facilities management division the time is 902 a.m on friday june 5th 2026. this meeting is being held through microsoft teams representatives from the county are physically here in room 430 of the governmental center building located in fort lauderdale florida and virtually through teams attendees please mute the microphones on your devices to limit background noises this is a public meeting and is being recorded by broward county the video recording will act as the official recording of the meeting the recording will be made available on the purchasing division website under the rli rfp repository information reviewed by the evaluation committee as part of the evaluation process will also be posted on the repository this meeting has been publicly noticed the purpose of today's meeting is to reconvene the evaluation committee to apply the tiebreaker criteria to resolve the tie for fourth place between the two tied firms bluefin llc doing business as mantis facility management solutions and ues professional solutions llc during the final evaluation committee meeting the evaluation committee rescored the firms in an effort to break the tie however upon further review it was determined that the tied firm should have been re-ranked rather than re-scored therefore we are reconvening to re-rank in accordance with with the procurement code tiebreaker procedures meeting attendance will be recorded in the following ways the purchasing division will record the attendance of county staff physically here in room 430 all virtual you as previously announced at the discretion of the board the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews the conus silence has been in effect since this solicitation's advertisement vendors are prohibited from discussing this solicitation with the commissioner's office county staff or a member of the evaluation committee the cone of silence terminates when the awarding authority takes action which ends the solicitation during the cone of silence inquiries regarding this solicitation shall be directed to the project manager or the director of purchasing and or his designee also vendors may communicate with designated representatives from the office of economic and small business development at any time regarding the solicitation small business enterprise or county business enterprise participation the summary of vendor rights regarding broward county competitive solicitations was issued in the solicitation at this time the purchasing agent will report on the findings regarding the tiebreaker criteria thank you on friday may 22nd 2026 a final evaluation committee meeting was held after the evaluation committee completed their scoring it was determined that there was a three-way tie for third place between bluffing llc doing business as mantis facility management solutions terracone consultants incorporated and ues professional solutions llc each being tied for third place between bluffing with a total of 255 with a total of 255 points in accordance with the procurement code section 2142 d the location tiebreaker criterion was applied and terracone consultants incorporated was determined as the third-ranked firm this resulted in bluefin llc doing business as mantis facility management management solutions and ues professional solutions llc being tied for fourth place the location tiebreaker criterion could not be applied since neither firm were eligible for the location requirement and both firms met the additional tiebreaker criterion domestic partner benefits requirement maintain a drug-free workplace program and had the same status on dollar volume of work the purchasing division then applied the next tiebreaker criterion and requested the evaluation committee to rescore the two tied firms which incorrectly affected the rankings of the firms that were not tied subsequently it was determined that in accordance with the the procurement code the evaluation committee shall only re-rank in the tie vendors not a score the purchase and division will provide ballots to the evaluation committee to re-rank the tie firms only and update all the rankings this information is for the consideration of the evaluation committee thank you the evaluate the evaluation committee will re now re-rank the tied vendors the evaluation committee members were emailed the ballot link to select the firm to be assigned the fourth place ranking members should select only one vendor and only one vendor only for fourth place position once all committee members submit their ballots to purchasing staff will tally the ballots and then read the ranking results are there any questions from the evaluation committee committee committee members may begin the re-ranking for fourth place the purchasing division will notify me when they have received all the ballots and are ready to announce the ranking purchasing please announce the updated ranking okay the number one rank firm after application of the tiebreaker criteria by uh re-ranking only the updated posted on the purchasing division's website for three business days as a proposed recommendation of ranking following this three-day period if no objections to the proposed ranking have been received in writing by the director of purchasing a final recommendation of ranking will be posted for five business days if no vendor timely objects or protests the ranking shall be final provided that no county commissioner objects within five business days after receiving notice from the purchasing division of the final ranking once a ranking is determined final the county shall commence contract negotiations with the number one ranked vendor as a reminder all information reviewed by the evaluation committee is posted on the purchasing purchasing division website repository including the
