I would like to call to order this reconvened final evaluation committee meeting for the request for proposals RFP number GEN2129372P1, Tennis Court Operator at Bryan Piccolo Park for the Parks and Recreation Division. The time is now 1.10 p.m. on April 22, 2026. This meeting is being held virtually through Microsoft Teams. Representatives from the county are physically here in room 430 of the Governmental Center Building East, located in Fort Lauderdale, Florida. The video recording will act as the official recording of the meeting. The recording will be available on the Purchasing Division website under the RLI RFP repository. Information reviewed by the Evaluation Committee as part of the evaluation process will also be posted on the repository. This meeting has been publicly noticed. The purpose of today's meeting is to reconvene the evaluation committee to incorporate the respective location points to EC members' score sheets, retabulate the results, and retabulate the results. Each evaluation committee member was appointed by the county administrator to serve on this committee based on their experience. The evaluation committee members are responsible for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county. At the discretion of the board, the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews. The cone of silence has been in effect since the solicitation's advertisement. Vendors are prohibited from discussing this solicitation with the commissioner's office, county staff, or a member of the evaluation committee. The cone of silence terminates when the awarding authority takes action, which ends the solicitation. During the cone of silence, inquiries regarding the solicitation should be directed to the project manager or the director of purchasing and or his designee. Also, vendors may communicate with designated representatives from the Office of Economic and Small Business Development at any time regarding the solicitation of small business enterprise or county business enterprise participation. A summary of the vendor rights regarding broad county competitive solicitations was issued at the solicitation. In the solicitation. At this time, the purchasing agent will report on the findings regarding the location points that are based on specific criteria in the RFP. Thank you, Madam Facilitator. At the time of submittal deadline on September 26, 2025, four firms submitted proposals. Paisley Tennis Foundation, Inc., David Insignia Tennis Academy, FM Tennis LLC, and Temporal USA Court. On January 9, 2026, an initial evaluation committee meeting was held. All four firms proceeded to the final evaluation and ranking. On January 21, 2021, a final evaluation committee meeting was held. After presentations, evaluation, and scoring, and the application of the local preference ordinance section 1-75B3, the total scores for the firms were as follows. David Insignia Tennis Academy, 255 points, FM Tennis LLC, 253 points, Paisley Tennis Foundation, Inc., 247 points, and Temporal USA Court, 156 points. After the meeting was adjourned, the county conducted a post-evaluation review, which revealed that the location points pursuant to the local preference ordinance section 1-75B3 were not added to the EC member's score sheets. Based on the county's analysis in compliance with the local preference ordinance section 1-75B3, and the requirements outlined in the evaluation criteria section 5-75B3, Paisley, a locally-based business, is eligible for the five points for location, and it must be added to each evaluation committee member's score sheet. The vendor's updated local scores, total scores, are as follows. Paisley Tennis Foundation, Inc., 262 points. David Insignia Tennis Academy, 255 points. FM Tennis, LLC, 253 points. And Tempro USA Corp., 156 points. The number one ranked firm is Paisley Tennis Foundation, Inc. The second ranked firm is David Insignia Tennis Academy. The third ranked firm is FM Tennis, LLC. Following this three-day period, if no objections to the proposed ranking has been received in writing by the director of purchasing, a final recommendation of ranking will be posted for five business days. If no vendor timely objects or protests, the ranking shall be final, provided that no county commissioner objects within five business days after receiving notice from the purchasing division of the final ranking. Once a ranking is deemed final, the county shall commence contract negotiations with the number one ranked vendor. As a reminder, all information reviewed by the evaluation committee is posted on the purchasing division's website repository, including the closed portions of this meeting.
