The purpose of this meeting is to determine the responsiveness and responsibility of the proposing vendors. Only those vendors that have been determined by the Evaluation Committee today to be both responsive and responsible to the solicitation requirements and shortlisted may proceed to the final Evaluation Committee meeting for presentations and ranking. At the time of solicitation deadline, 2 p.m. on July 14, 2026, eight proposals were received. Meeting attendance is being recorded in the following ways. Ilton, enterprise assistant director, facilities maintenance division, aviation department. Present. Thank you. Due to unforeseen circumstances, the following Evaluation Committee members are not in attendance today. Corey Koff-Longingan, director of transportation department. Lina Kulikuloski, transit manager, administration transportation division. It is the Evaluation Committee's responsibility to review the vendor's submittal to ensure solicitation requirements are met and to evaluate the submittals and make a recommendation to award a contract. Each Evaluation Committee member was appointed by the county administrator to serve on this committee based on their experience. The Evaluation Committee members are responsible for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county. At the discretion of the board, the Evaluation Committee members may be requested to substantiate their recommendation and discuss their submittal reviews. In accordance with Borough County Procurement Code, each Evaluation Committee member must affirm that they are free of conflict of interest, as provided by Part 3, Chapter 112 of the Florida Statute and the Borough County Employee Code of Ethics. All Evaluation Committee members and the assigned project manager submitted their required Borough County disclosure forms and responded that they can be fair and impartial to all vendors. The Kona silence has been in effect since the solicitation's advertisement. Vendors are prohibited from discussing the solicitation with the commissioner's office, county staff, or a member of the Evaluation Committee. The Kona silence terminates when the awarding authority takes action, which ends the solicitation. During the Kona silence, inquiries regarding the solicitation should be directed to the project manager or the director of purchasing and or his designee. Also, vendor may communicate with the designated representative from the Office of Economic and Small Business Development at any time regarding the solicitations, small business enterprise or county business enterprise participation. The Summary of Vendor Rights regarding the Borough County Competitive Solicitation was issued in the solicitation. At this time, the purchasing agent will report on the findings on responsiveness and responsibility and identify if any exceptions were taken to the county's terms and conditions. Thank you. Thank you. The solicitation had six responsiveness requirements involving compliance. Bid bond requirement, criminal history screening practices certification, domestic partnership act certification, living wage requirements, lobbyist registration certification, and pricing requirement. Seven of the eight vendors were found responsive to all the responsiveness requirements by the purchasing division. One vendor, Safeguard America, DBA, America's Transportation, is non-responsive to the following. Bid bond, Safeguard Submittal, Safeguard Submittal contained an alternate bid security cashier's check in the amount that is equal to 5% of its proposed price for only year one rather than 5% of its total proposed amount for three years. After the county's due diligence, Safeguard advised that it is unable to provide bid security equal to 5% of its total proposed amount for three years. Referred to the responsiveness and responsibility matrix for additional information. The solicitation had five areas of responsibility requirements. Affiliated entities of the principles, financial information, financial ability, insurance requirements, litigation history, and workforce investment program requirements. Seven of the eight vendors provided the required documentation for the evaluation committee's review for responsibility. For one vendor, Safeguard America, DBA, America's Transportation, the following compliance concerns were identified. Insurance requirements. Safeguard did not provide all the insurance requirements deemed necessary for this project. Refer to the review memorandum and the director of purchasing memorandum for additional information. The solicitation required vendors to state whether they accept Broward County Standard Terms and Conditions or if they do not accept them to identify the agreement provisions and the vendors' proposed changes. Five of the eight vendors accepted the county's Standard Terms and Conditions without exception. The following vendors took exceptions to the county's Standard Terms and Conditions. LAS Florida Parking, LLC, Republic Parking System, LLC, and SP Plus FLL Shuttle Services Joint Venture. The specific exceptions taken by these vendors are identified in each submittal and will be addressed prior to presentation if vendor advances at the final evaluation committee meeting. This concludes purchasing's remarks and is presented for the consideration of the evaluation committee. Thank you. Thank you. The next order of business is to determine the responsiveness as defined in the Procuring Code, Section 2140A. Committee members, is there any discussion regarding the determination of responsiveness? Yeah, this is Mike Nonamaker. I just have one question. It says that SP Plus FLL Shuttle Services Joint Venture does not have a federal employee identification number. Is there any relevance to that? Because it's not part of responsive or responsibility. So they don't have your name for the record, please? I'm sorry, Javier Navas, Assistant County Attorney, SP Plus, the FLL Shuttle Bus Joint Venture is a newly formed joint venture, so they don't have an FEIN number. That was the reason why they don't have that number yet. I understand, but it's not part of responsiveness or responsibility. That's what I want to clarify. You got it. It's not part of it. That's correct. Thank you. That's correct. Thank you. All righty. Any other discussion regarding responsiveness? Hearing none, may I have a motion with respect to the responsiveness of the vendor's submittal? This is Mike Nunnamaker. I would make a motion to find that Safeguard America Incorporated DBA, America's Transportation, is non-responsive to the solicitation. May I have a second? Kirsten Ruse, second. All in favor, say aye. Aye. Aye. Aye. Any opposed? Motion passes unanimously. Since there is a vote on non-responsiveness, we now need to proceed with a motion on the responsiveness of the vendors. May I have a motion with respect to the responsive vendors? This is Mike Nunnamaker. I will make a motion to find ABM Aviation, Inc., Academy, Bus, LLC, Heolis Transit Services, LLC, Las Florida, Parking, LLC, Republic Parking System, LLC, RTW Management, and SP Plus, FLL Shuttle Services Joint Venture, responsive to the solicitation. May I have a second? Turn. Kirsten Ruse, second. Thank you. All in favor, say aye. Aye. Aye. Any opposed? Motion passes unanimously. The next order of business is to determine the responsibility of the vendors as defined in the Procurement Code, Section 2140B. Committee members, is there any discussion regarding the responsibility of the vendors? Hearing none, may I have a motion with respect to the responsibility of the vendors? This is Mike Nunnamaker. I will make a motion to find Safeguard, America, Inc., DVA, America's Transportation, non-responsible to the solicitation. May I have a second? Kirsten Ruse, second. All in favor, say aye. Aye. Any opposed? Motion passes unanimously. Since there is a vote on non-responsibility, we now need to proceed with a motion on the responsibility. May I have a motion with respect to the responsible vendors? May I have a motion with respect to the responsible vendors? This is Mike Nunnamaker. I will make a motion to find ABM Aviation, Incorporated, Academy Bus, LLC, Keolis Transit Services, LLC, Last Parking, LLC, Republic Parking System, LLC, RTW Management, and SP Plus, FLL Joint Services, Joint Venture, responsible to the IRF. Thank you. May I have a second? Kirsten Ruse, second. Thank you. All in favor, say aye. Aye. Any opposed? Motion passes unanimously. The next order of business is shortlisting of the vendors that were found to be both responsive and responsible. The Director of Purchasing recommends shortlisting in accordance with the Procurement Code Section 2142, which states that the Evaluation Committee may have one, one, shortlist vendors and then score and rank only the shortlisted vendors, or two, score and rank all responses. Shortlisting is based on the evaluation, the Committee's evaluation of vendors' entire submittal, including responses to the evaluation criteria. Committee members, is there any discussion regarding the shortlisting of the vendors? Hearing none. Hearing none. May I have a motion with regards to the shortlisting of the vendors? This is Mike Nonamaker. I will make a motion to shortlist ABM Aviation Academy Bus, LLC, Keolis Transit Services, LLC, Alaska Florida Parking, LLC, Republic Parking System, LLC, RTW Management, and SP Plus, FLL Shuttle Services, Joint Venture. Am I hearing, the motion needs to be how many vendors you are shortlisting? No, that is seven. Seven. Just to make sure we have a conversation, all Committee members are recommending to move forward with all seven vendors? Kirsten Ruth, I'm also questioning Republic Parking because the evaluation, I didn't see any information for the evaluation criteria. I only saw the vendor documents, vendor questionnaire, those types of documents for responsiveness and responsibility, but did not see any documentation for the other items in an org chart, a project implementation plan. That is correct. So are you, what I'm hearing on the table is that you're recommending not to shortlist that vendor? Correct. Committee members, is there any discussion on that? Yeah, so, yeah, I just want a little bit of clarification, so go ahead. So just to clarify, typically the motion would be how many vendors the EC, the evaluation committee, would like to shortlist. It could be five, four, six, seven, et cetera. And then we could go into shortlisting where each evaluation committee member will be able to identify which ones they would like to shortlist. Correct. I'm sorry. Ask your question. So you just said that we could determine the number to shortlist and then each committee member would choose. In a poll, so you'll be sent out a poll, and then the purchasing division will gather which ones have the most votes. Got it. I withdraw my motion. So I'm having the motion on the table is to discuss how many vendors you guys want to shortlist based on your review of all the vendors' proposals. The vendors that were both responsive and responsible, how many of those vendors do you want to shortlist? So with that discussion, this is Mike Nonamaker. I'll make a motion to shortlist six. Six of the vendors. Christian Rue, second the motion. All in favor say aye. Aye. Aye. Any opposed? Motion passes unanimously. The evaluation committee has determined that six of the responsive and responsible vendors will be shortlisted, and I am going to read them for the record, or Mr. Nonamaker, do you want to read them for the record? I can. The shortlisted vendors would be AVM Aviation, Inc., Academy Bus, LLC, Ellis Transit Services, LLC, LAS Florida Parking, LLC, RTW Management, and SP Plus FLL Shuttle Services Joint Management. Thank you. The evaluation committee will now shortlist the vendors. The evaluation committee will be receiving their ballots momentarily via a link to select the vendors that they want to shortlist, to select how they want to shortlist. The number of vendors is six. Once all evaluation committee members have submitted their ballots to purchase in, I will briefly recess the meeting to allow purchasing time to tabulate the ballots. When purchasing notifies me that they have completed the tally, I will reconvene the meeting, and purchasing will read the shortlisting results when they receive them. Are there any questions from the evaluation committee? Thank you. Committee members, if you can receive it. Just to clarify, the evaluation committee will be receiving a poll with seven vendors, and you will be selecting the six vendors that you would recommend for shortlisting individually. The seven vendors are ABM Aviation, Academy Bus, KLS Transit, LAS Florida Parking, Republic Parking, RTW Management, and SP Plus Joint Venture. The shortlist ballots have been submitted and will now take a recess. The time is 3.41 p.m. We're now in recess. I would like to reconvene the meeting. I would like to reconvene the meeting. The time is now 3.52 p.m. And to reiterate, the committee members received ballots for all seven vendors that were determined to be both responsive and responsible. Purchasing agent, please announce the shortlisted results. The shortlisted vendors are as follows. ABM Aviation Incorporated, Academy Bus, LLC, Keolis Transit Services, LLC, LAS Florida Parking, LLC, RTW Management, and SP Plus, FLL, Shoulder Services Joint Venture. Thank you. Thank you. Committee members, may I have a motion to accept the named vendors as those shortlisted? This is Mike Nonamaker. I'd like to make a motion to accept the named vendors to proceed to the final evaluation and ranking. May I have a second? Kirsten Roof, second. All in favor say aye. Aye. Any opposed? Motion passes unanimously. The final evaluation committee meeting will be held on Wednesday, September 30th, 2026 at 9 a.m. and will include vendor presentations. The evaluation committee establishes the length of presentations. This time does not include the unlimited question and answer period. Committee members, is there any discussion regarding the length of presentation? We all good with 20 minutes? I'm hearing 20 minutes. May I have a motion to set the length of presentation? This is Mike Nonamaker. I'd like to make a motion to set the length of the presentation at 20 minutes. May I have a second? Kirsten Roof, second. All in favor say aye. Aye. Aye. Any opposed? Motion passes unanimously. As established, each vendor will have 20 minutes for their presentations, followed by an unlimited question and answer session. All vendors will have five minutes to set up their presentation in Microsoft Teams. At this time, the purchasing agent will use a random list generator to determine the order of presentations for the shortlisted vendors. This can be viewed on your screen momentarily. I have the list of shortlisted vendors in alphabetical order. I will now click on the randomized button to produce the order of presentation. First presenter is ABM Aviation Incorporated. Second presenter, Academy Buzz, LLC. Third presenter, RTW Management. Fourth presenter, Keolis Transit Services, LLC. Fifth presenter, LAS Florida Parking, LLC. And sixth presenter, SP Plus, FLL, Shuttle Services, Joint Venture. Thank you. Thank you. Committee members, is there any other business we need to discuss today? I have none. Hearing none, we'd like to thank the vendors that responded to the solicitation and for your patience earlier during our technical difficulty. We appreciate your time and your interest in working with Broward County. The time is 3.56 p.m. This initial evaluation committee meeting is adjourned.
