the county all evaluation committee members and the project manager assigned have submitted the required broward county disclosure forms as amended and responded that they can be fair and impartial to all vendors at the discretion of the board the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews the cone of silence has been in you have the floor thank you thank you good morning this is the hpc engineering team my name is edgar diaz i'm going to be the project manager for this engineering services monster pump station rehabilitation contract i am i have a 38 years of experience uh with the in the multiple over 100 uh multiple uh pockets and fernando are going to be uh joining by fernando carverro which is going to be a principal in charge to ensure that all the resources are available to meet their requirements and meet the project uh milestones with me is going to be led by the elderbert chaffer it's going to be my primary elite and christopher soto it will be the constructability management team it will be oversight utilities and enforcement you know the other things i have talked before with me will be sony avia doing the qa you see in review the scope of work uh essentially as for us the rfp this is professional engineering services and the task two it will be engineering services during construction uh we have uh assembled a team that will provide these services in the way that were listed on the rfp so the hbc thing we have assembled a team that is over 80 qualified professionals from multiple companies uh including in them is hbc engineering company as elite uh andres montero landscape architecture we have arena engineering we have pcr engineering geosolved laura guerrera and associates longitude surveyors media relationship group and b3 architectural group all of this team is going to contribute towards the successful delivery of this project the reason that we put together this team is the depth of knowledge and of every single discipline that is necessary in order to meet the project requirements one key important is that all these companies are ready to mobilize immediately and we're ready to hit the ground in terms of delivering of a project some of these companies are cbe partnerships that we have to meet there is a 16 percent measure and a goal and we have longitude surveyors providing surveillance services ecr engineering with scada and mechanical arena with geotechnical mrg with public involvement and montero landscape with landscape architecture they are minor company minority in terms of cbe goals but they bring a substantial depth of knowledge on each one of the their disciplines and that's the reason why we have to be integrated we have done work prior with them so we are cohesive in terms of delivering of projects i'm going to pass it on to all right as defined with in the in the rfp um the the project includes the rehabilitation of four pump stations and that the uh that the county will provide a technical memorandum for each pump station with the required improvements to the selected consultant we understand that these uh improvements can include architectural structural electrical some civil site environmental mechanical instrumentation and controls and that each one will be different based upon the needs of the station the design phase of the project will follow the standard 30 60 90 uh review process as well the issue for construction we'll be looking at the permitting um working with the agencies to obtain that uh utilizing the 60 design package uh to start that permitting process uh we'll apply two steps of qaqc in our final design and then provide assistance during the bidding process during the construction page we'll provide post design services that allow us to address rfis review shop drawings will sit be available for the start of commissioning the project and issuing the final punch list for during the final inspection um at the time we understand this project is designed uh to all within a four-year period of time 18 months for engineering and permitting six months for bidding and award 24 months for construction there's several considerations to make this project successful uh project schedule salt handling um hurricane hurricane hardening and flood proofing of the facilities uh site conditions and restrictions with operational flexibility and resiliency it's important that we be able to review the technical memorandum provided by the county this provides the uh insight into each conversation uh well allows us to uh focus our site visits and field inspections to provide the best solutions necessary and for that we also failed we want to be able to uh coordinate with operators to to address what's working what's not working with the current facilities as we go through this there's a different approaches we need to address on the mechanical side we need to look at the capacities of the pump stations we need to look at the pit size and ventilation systems we need to understand that there will be an instrumentation of controls with the system and and how those will be implemented we want to be able to incorporate any improvements we make within the county system skater system whether through remote telemetry units or fiber optic connections one of the areas that we understand is is is needed is a better implement mutations and integration of skater there's a certain sample data points that could be implemented in this dedicated system we can we can implement uh elevation controls pumps on and off alarms water levels pump flow rates pipeline price temperatures or any uh or other um criteria that the county would like to monitor this all all with with a standard practice with projects is to provide to be able to obtain us and provide a survey these probably will need to provide a topographic and boundary survey so we can stay within the constraints of the properties as well as the system in the identification and design of of our systems these are pump stations and they are um and then and aspects they like to not be identified as pump stations to the general public so we utilize architectural landscape elements to be able to to make that possible work with the county provide the necessary and desired feel of these of these facilities the corporate geotechnic geotechnical approach to this to be able to identify groundwater elevations as well as soil conditions and and soil conditions and improvements necessary that we need to be able to identify and make this a successful project throughout time architectural codes have changed as we do rehabilitation we need to make sure that our projects are abroad code whether it's accessibility utilize ada implementing updated windows and doors as necessary as well as any additional need for um additional uh equipment we want to be able to make sure that our project is environmentally friendly we want to take into account any water quality measures that mix and and environmental resiliency with our project we anticipate being working with uh the several agencies to be uh to be able to obtain permits router county building department any stormwater permits as well as environmental protection at the 50 stage stage will engage with these agencies to go through a pre-application process that will identify their current needs and requirements will address any uh questions that they may have and incorporate their uh their requirements within the 90 and 100 signed packages this is a public pro uh this is the public project that uh affects public interests and such we incorporate um a public involvement process with coordination with brower county um to to ensure that this that the needs of the public are met and any question they may have are satisfied our team has direct experience with uh home stations projects you know this is something that we have significant uh list of sample projects that we can we're going to present some of them on this uh either our direct experience with pump station projects are for water and wastewater systems uh including both new facilities and major rehabilitations uh there are samples of projects in the multiple uh traditional this is a project in santa rita wastewater treatment plants this work included well-willed upgrades and pump station replacements throughout um we have got electrical and scada coordination on multiple projects as well primarily it is uh specifically on this what the project we did a bypass planning uh on multiple projects and it was very important in terms of uh maintaining uh the existing conditions we have developed conditions develop design alternatives and prepare plans and specifications to support and provide a construction and direct services including some middle reviews RFIs and field observations and all three things projects we are experienced in maintaining continuous service during construction that's a key coordination tie-ins and others in constructability and sequencing niches is something that is very important to maintain this experience allow us to deliver these master pump station projects in a reliable and safe and product to construct and maintain with minimal impact to its operations in the process so there's always lessons learned we want to be able to take these lessons learned and be able to avoid any unforeseen conditions by reviewing ads both the dates prior to design we want to avoid errors and omissions we're an experienced design firm that allows us to be able to avoid those errors we want to avoid any design changes that may come across throughout the process we want to provide a comprehensive design to make the system efficient and effective and also want to be able to implement any of the owner's desired uh requirements so that we do that by coordinating with operation staff and make sure and see what's working what's not working and incorporate items that are working within the system by reasons to select the hbc team we are a local based full service team that emphasizes quality and safety above all else we have we have robust qaqc measures in place that ensures accuracy and dependability we specialize in engineering design and construction uh within florida uh everything that i saw i believe is in puerto rico can you clarify that thank you yes so the list of projects in the state of florida uh the major uh uh infrastructure facility with uh department which is miami-dade water and sewer department uh we have listed uh what you see here it has 5.02 uh numbers the five series these are pump stations that we uh work locally uh so the prasa projects it will be projects that are uh outside of the united states in this case puerto rico so yes we have we do have a depth of knowledge in in in uh locally uh we have done work with uh rivera city of rivera beach we have done with seminoles uh was the is a primarily uh agency that we have worked so this is a sample of projects uh in that regard thank you you're welcome any other questions from the committee members good morning my name is clive heinz uh just wanted to get a little insight in your experience with um valve controls and vfd functionalities which is key to the success of operation of uh lift station could you elaborate on that a little bit sure i'm sure your name is clive right uh clive yes clive okay thank you um yes so we have uh worked on our team i have experts on on that area let me pass it on to the echo team that they can talk about the the subject and you please uh everybody in our column here i'm the electrical engineer of ecr engineering team um so uh basically the the experience um it uh in the valve control and the the subject and we have implemented um um and those uh kind of control strategies and some of the you know on some of the of the projects that were presented i think there is a slide with the that was norte is an example and um the project in guayama where treatment plant uh the pumping station uh was implemented with variable frequency drives and in in also in the in the in the gaguas norte and those were a considerable size um one of them uh is practically for 400 horsepower pumps and um the other one i think is like 200 horsepower so in the presentation there there are two examples of of of those of those implementations also a full control valves for um filtration systems and that's that's um an overview of our experience in that thank you very much thank you very much thank you thank you any other questions this is gerald soto again um one question is uh what would be your approach during the design for the skater system and second is what would be your approach for the execution and integration into the plants all right i'm going to ask again for the uh our team from uh the skater team please one very quick one very quick hi again uh so the um the approach in the in the scheduling implementation is basically the the um specific the specification of of um the the the the the appropriate hardware for the for for compatibility with the with the with the existing uh system so and there's a phase that we will be um um um getting the date the data from the from the from the from the existing systems so we can uh implement the the compatible hardware and then the specification of the of the of the of the skater the skater part uh will be as part of a functional description requirement that's from our site so uh of this answer is the question in addition to that i think we we have a sample here on the how the integration of what what will be uh the uh elements that we believe that are going to be uh monitored uh on initial these uh pump stations and uh we are listed them as controls uh elevation controls uh palm elevation pump on and off and alarms and uh flow rates and pressures and temperature this as described here thank you any other questions from the committee how about from the project manager any questions do you have oh hi hi uh can you hear me yes we can okay i have a question for the project manager uh really quick during your experience um or based on your experience what has been the biggest issue on managing a project like this thank you the biggest issue is to is to put the stakeholders together especially when we have to uh recognize the uh operators um and uh which essentially they they operate and maintain the this equipment uh up and running uh first is the integration uh understanding what are the challenges uh on on each each on every one of the pump stations uh that we have worked with uh we understand that uh the challenges on one pump station doesn't go doesn't uh reflect into others they're very specific uh location wise uh because of constraint constraints of space constraints of uh points of discharge uh we may have a infrastructure that is aging into what is the discharge and so we have to consider those are challenges that we have uh seen in the past like for instance uh force main on a material that is uh may not be adequate uh to handle the uh uh new pressures from the booster station so it's something that uh that challenge has had uh in the past uh needed to expand the scope of work in order to uh uh take into consider take into consideration those areas that has uh that are affecting the performance of the new pump station uh also the overall uh modeling that was uh one area that i that uh needs to be sorry close coordinated uh the modeling of the uh of these systems how the uh pressures are going to be uh affecting the system uh so that's something that we have we you know having a close coordination with the planning team uh and money managing the uh the proposed uh flows to understand what kind of uh possible impacts it's going to have in the fit in the system uh so and uh and the third i believe that the the most important is that is the maintaining the station the flows uh that's something that has been uh always uh there's some is a similar is something that is is at a cart in every project which is how to maintain flows uh during the construction of this uh station so it's a major thing that has been the point that needs to be uh uh that lesson learned from all those projects that we can we're going to carry it into this so i believe that that's uh another the third one that uh i think that i would like to continue to do like to add something again i'll echo what your heads mentioned the biggest challenge has been is been able to maintain uh service during any rehabilitation process making sure that the flows are maintained and they don't cause any health or safety issues during that process i think that is the biggest challenge that i have faced um in doing a rehabilitation project yeah the skate up point uh that i have seen of the other challenges that i have seen this is how to uh when when we're ready to start the the startup process uh the uh that startup process uh always has uh the timing uh you know timing all the elements that needs to be uh checked and verified is something that uh needs to be well planned and well specified especially when on the on the documents that we're going to be preparing to be clear that's uh also uh something that we need to continue carrying that challenge of having a clear document that the can be executed during not only during construction but also when when we are ready to do the testing everybody my name is Roberto Leon it's a pleasure to be here with you i'll be sort of the the mc and start the presentation we're going to have other team members speaks as as we move forward uh like i said we're csa center also appreciate the opportunity you guys shortlisting us and giving us the opportunity to present uh today we're going to talk a little bit about our team qualification our past performance our project approach uh we're going to talk about SCADA we know that was one of the questions that that you guys included in the in the invitation uh schedule and budget and finally sort of our local presence and the summary uh at the end of the day of our conclusion uh today myself Roberto Leon i'm the senior VP of operations i'm a proposal of the principal in charge i've been with CSA over 28 years now i'm a lead AP and envision member part of the resiliency group for CSA which is one of the topics that we're going to be sharing uh with me also going to be speaking is Luis Rodriguez he's our proposed project manager you're going to you're going to be hearing from him uh also speaking in Steven Marsich he's our senior QAQC manager one of our senior corporate leaders in the water wastewater uh uh profession uh Kelsey Izquierdo he's our local electrical manager also experienced with CAIDA and other obviously electrical uh considerations uh half of the friends he's our senior architect one of our differentiators we're a full service firm so we do have architecture all engineering disciplines cm and pm uh in-house so half is here presenting has vast experience as well robert parillo is one of our SCADA experts uh from CSA so he's also available for any questions alfredo vargas is our senior uh cm and i mean mechanical engineer uh we have james thompson our principal subcontractor jim thompson from thompson and associates uh they're a key member of our team along with noel so they're available believe some of you guys may know him as well and we also have hector cruz available he's our senior structure engineer uh for CSA so just starting and i won't get into into the details of the presentation i mean of the orchard i'm sorry uh it was in the previous submitter it was in the presentation what we want to highlight there is two things first our ability to be full service firm so within CSA like i mentioned we have all architecture cm program manager construction manager cost estimating we also have community average so we have also have that experience but understanding how projects are executed we do need to bring uh key subcontractors that know the the local uh environment and have experience also in brower as as well as with wws so you know our key sub consultant like i mentioned we have jim and noel from thompson and associates and we have longitude there as well we have um thomas geotechnica andres and florida technical consultants by the way all of them we have also worked together we know not only have a person a corporate relationship amongst ourselves but also have a personal relationship uh uh in multiple angles so feel very comfortable that our team not only our expertise but also the expertise that they bring allow us to provide a good service as we will be talking through now what sort of our unique value already mentioned it a couple of times full service capability for CSA uh we're locally based we're gonna see that a little bit in the further slides we have an office in brower ourselves also have offices uh in brower and in the vicinity so feel very close that we can service and like i always say within a quick call we'll be in your offices if needed uh we have been in south florida for over 30 years working uh significantly multiple projects not only on the water wastewater side but also on the facility side that allow us sort of a big picture holistic approach uh to the projects and as you will see we have uh proven multi-discipline projects that that will walk through them as we go uh in terms of the product obviously will not bore you with with all the details that you already see some of them but we have basically two slides where we show our experience uh the first one with wws we have participated as a company that merged with us cra cordova herderian associates and you're going to meet luis as part of the annual report done between 2021 and 2023 so we've actually visited the facilities and we've talked about it we've worked in the recurring water plant expansion as well uh our principal sub thompson has worked in multiple projects uh with oews as well those basically cover the first line second line you're going to see sort of the different angles so we have not only worked on the pump stations but we have also worked within wastewater treatment plants we have come from the other side in terms of a developer or a project requesting endorsement and connections to the system and we have also worked in sewer lines and water lines and again all that extension and then on the on the bottom you see sort of more our national experience we have a lot of experience in the northeast new york city new jersey area we have provided also owners representative services for defined criteria we have managed water wastewater complete system from the cm and project management program management and construction management and construction management so hopefully you guys get a diverse view that we only do the the wastewater side we have the water side we have all components from the design side for the cm project management program management and construction management uh and obviously myself and our team is more than available to provide uh answer additional questions as we go along with that i will pass it along to luis he's our proposed project manager so that he can take over some of the upcoming slides luis um thank you roberto um and thank you for the opportunity uh committee um as you can see on the uh slide in front of you our our project delivery approach um it starts with we already started by having the right team team with a depth in knowledge of the wws standards and their procedures we will then um continue to conduct an initial evaluation uh site evaluation review of previous assessments and check with the field conditions check if the field conditions have changed we will also as part of this we will interview staff and and gather their feedback the result will be the basis of design report that would focus on a solution that is the efficient and the right solution for for wws and its staff we will then implement a a project delivery schedule and we'll check every step of the way to make sure that we are delivering the date and complying with the deadlines uh uh committed to in their schedule at every step of the way we will make sure that we are we maintain the lines of communication open both going from us as a prime as going towards their your staff your project managers as well as the our team of sub consultants and any other stakeholders knowing that some of those locations or facilities are located within other municipalities it's sometimes critical to to keep the local municipalities informed and up to date with the with the latest um as i say that every time every step of the way we'll communicate and and and conduct an effective communication and finally once we get into the construction phase obviously we will try we will remain um dedicate staff to to be dedicated to handle requests for informations um review of shop drawings uh field conditions that might come up and any other permit revisions that that are might be required due to field conditions the six steps our line will result um in a final final project delivered successful on the budget and on time as um as i mentioned roberto and nighta mentioned um we had this and we've been um able to visit some of the past some of the sites as a part of other other contract as such um we feel that obviously most of the four sites uh overall they they include improvements include optimization of uh of the pumps um some electrical modernization and including upgrades to mcc and bsds um and on the others on other aspects of some of them include also roof replacement upgraded to the rtus in um and sensors and controls particular to 452 what's in front of you we we understand that the system requires some um repairs to the fencing the perimeter fencing is corroded it's been it's been in need of the uh improvements we understand that there's a monorail uh new monorail needed in the storage room as well moving on to 455 we um we will consider the installation of local isolation valves um as well as some minor driveway improvement and grading um in any other work associated with the new slab for the new diesel uh the diesel tank uh when it comes to 458 um we understand that the irrigation system has to be repaired um and as well as some general uh driveway paving and graded uh improvements mostly associated with the placement of the new day tank uh and finally on postation 462 um some of the improvements being considered or outlined um include the rehab of the wet well uh inside um coating um and but in general uh we understand that all sites are in need of a electrical mechanical SCADA integration improvements uh up to need to be up to date um having said that i'd like to now turn it over to steven who will talk to you a bit more in specific to our SCADA experience particular to pump station uh steve yeah good morning uh we added this slide in response to uh comments from our original submittal uh asking for additional detail on our SCADA experience uh so these projects were not in our original submittal generally our as an engineering company our uh our work on SCADA systems are usually part of a larger project but uh we've wanted to highlight uh the first project on this page a project where SCADA was actually the central element of the work uh for old bridge municipal utilities authority uh they did not have a SCADA system for their 35 sewer pump stations uh so we uh from the ground up designed a system where we uh recommended and they implemented that they divide the 35 uh stations into clusters i think it was five or six clusters each cluster would have a single operator interface terminal uh linking those uh pump stations by 900 megahertz uh radio uh then the uh five or six clusters were linked to the main control room by cellular technology so again that's a system that we built from the ground up uh there was hardware uh software uh full uh uh understanding of what the client required as far as uh monitoring of the system uh trending of the of the of the of the different systems all of which served to greatly reduce their efforts on on maintenance and to be proactive and understand how things were going before maintenance is required so you can read a little bit more about that when you look at the presentation the other two projects as i said are typical upgrades of pump stations where SCADA was an element sierraville pump station was a 75 million dollar project that included um flood protection as well uh due to storm damage uh but uh we did add two new io racks uh new uh operator interface terminals new hardware for the main control panel to operate and monitor the gates new gates and valves uh as well as additional pressure temperature and other relevant parameters similarly bound brook was a typical station upgrade where we uh made sure that it was linked to the existing SCADA system so we can answer more questions on this if needed and uh we can go on to the next slide thank you uh thank you steve uh when the when it comes to the budget and the proposed schedule um we're obviously we're we're committed to uh prepare to to complete the project with the 18 month um design and permitting phase followed by a six month a bid and uh in in award assistance uh leading up to a 24 month uh scheduled uh construction schedule so we're willing and prepared to comply with the with the 48 month overall projects can deliver schedule um also on the slide in front of you um you'll see some of those um uh revit um screenshots that for a particular project that we have recently uh been involved and i think robert i believe a rector will can can share more details in that uh project yeah thank you luis and we'll start wrapping up i know we're getting into the 15 minutes but those details we just wanted to show us an example of projects uh we're again a full service project delivery firm so we use revit when we start working up with pump stations that's a 417 million dollar project that includes a dam a raw water pump station and a 15 million gallon per day uh water plant so so what you see there is that building is actually connected to the dam itself so you can see sort of the cross section that we have we use that and we wanted to present it here to to assure that we comply with the design and the the permitting schedule that helps us in the qaqc process helps us in identifying potential conflicts that we will have during the construction and hopefully also alleviates the rfi and some middle process uh evaluation process as we go so so we just wanted to show that as an example uh moving forward uh in terms and and again trying to to start helping it up and we mentioned it already our local staff we have our main office in pembroke pines we have another office uh here in miami and we have all our principal other principal sub thompson with the office nearby and then we have i mean i was like and then we have other offices uh offices of our other subs around as well so so again very local very present but at the same time we also bring experiences like we mentioned from other jurisdictions including the northeast and puerto rico so that we can share best practices understand what other utilities are doing and then apply them here locally uh to broward and with that and in closing in the final uh minute that we have summary on our value uh proposition obviously the local experience have you have seen we have worked with wws our partners have worked with wws we have worked together again i'm sorry i'm sorry to interrupt the 15 minute time period is up yep thank you so that's it so any questions or comments uh will more than open myself and question is related to scada uh can you expand on the services that you typically provide when the scada is being implemented during construction thank you thank you yeah steve you want to take that one sure yeah as as i mentioned during this slide typically we're doing um upgrades to pump stations uh and uh integrating existing equipment into existing scada systems um often adding uh new uh monitoring devices pressure sensors etc quite often adding to the existing uh scada uh system into the hardware um uh the rtus and oits doing replacements um i uh i don't know if uh uh rob or or uh kelsey if you might want to add some additional information on our typical involvement but generally it's part of a larger upgrade uh project yes this is this is rob perrillo speaking yes that's right it's typically part of a larger broader project um usually the uh the question that we'll ask uh the client will be you know what what what are you looking for ultimately to what's your ultimate goal here like we have some clients who they want to monitor everything they want every single uh valve position they want every pump status they want you know some might want remote control um so we try to build with that end in mind um we try to build off of what might already be existing as well say if uh if a client has an existing scada that they prefer um we try to work with um that vendor and also other associated vendors for uh control equipment uh to make sure that everything's compatible and that everything that uh a client wants to see uh via their scada and control that at the end of the day that they'll be able to do yeah and one of the most important elements of of of any project is and in particular scada projects because there's so many different options on what can be done uh is to understand what their their needs are and um help them to educate them as to what's available you know you can add all kinds of monitoring equipment you can program all kinds of trending analysis into the uh graphical user interface and the underlying database uh all of which can serve to to save uh time and expense on maintenance operations preventative maintenance so uh effective communication including workshops with uh people at all levels of the organization is is always central to the to the process thank you steve and robert thank you for that explanation i'd like to rephrase the question to make sure that uh uh you guys address the question uh the question was specifically during construction uh typically we have the contractor uh is the one that uh integrate the schedule system and the specific question is what is the consultant role during the integration of the schedule system during construction well this is robert again oh i'm sorry i'm sorry no no please please go um from my experience a lot of it is a lot of its coordination a lot of it is making sure um we get all the players involved we get skater vendors but also oem panel vendors um sometimes instrumentation vendors as well um but also the owner you know the the client um a a big thing is especially early on in a project is making sure that we are all on the same page uh making sure all of our deliverables mesh um again this is kind of a begin with the end in mind type of approach but it's it's it's it's always it's all about communication um from from the beginning to the end it's it's really about getting everybody involved that it really is a uh it's not just a so much you're just going to set it and forget it um but that that's a big thing is making sure especially early on during those first rounds of uh of shop drawing reviews um making sure that everything's going to work together as planned because sometimes you know there there are issues uh but if you can catch that stuff early on and if you maintain open dialogue between all the major players um it'll lead to a successful system yeah and if i could add some of my my personal experience i was involved with a project where um it was a dissolved air flotation system where there were 10 10 identical tanks which were part of the treatment process process the the the contractor was uh to modify the existing um scada system to automatically backwash each of these filters so uh there were many many steps involved many pumps turning on valves opening super complicated series of events that needed to be programmed in the first one went very slowly second one went a little bit better and then it didn't really improve the third one there were a lot of bugs still in the system so as the uh as the engineer looking at uh the administration of it we had to confront the contractor and say why is can't you just copy and paste from the first tank to the to the other nine and they said no you don't understand it's more complicated than that so we actually took the initiative and and trouble did troubleshooting on the on the ladder logic code that this programmer was doing which you know you as long as you have the staff that's able to do that uh you know not everybody does but we did and we do and we found the issue and in we found several problems in their in their code we said why are you copying this incorrect code over and over again and things went faster after that so part of it is what type type of of expertise do you have how far can you go in observing what people are doing and understanding what they're doing and correcting it so that's an example of something that's not necessarily written into the scope of work but is is part of the uh of the oversight process thank you very much thank you steve robert we have a couple more questions this is carlos audricio i was looking at your proposal and where the section where you have similar projects um i was not able to see uh a local project and when i say local i mean uh miami-dade brower or palm beach county uh not just similar but very similar to that do you have an example of that in the last five years and if not like do you have an example in the previous 10 years yes listen i'll let luis if you want to address the the local projects we've done for wls i can address some other projects i i do believe that we have been recently involved with um two projects in miami day that require skater coordination and i i'm sure kelsey can probably add chime in a bit more details um in regard to those uh the miami springs uh pump station uh upgrades and that that require in in ended up being requiring a lot of coordination like uh with the contractor or the vendor for the skater system kelsey can you expand on that if you don't mind sorry to interrupt good morning everyone yes sorry go ahead yeah sorry to interrupt you just to clarify uh not just skater but but the the entire uh range of uh disciplines yeah we're talking about water wastewater project research if you want to talk about the biscayne project which is a water pump station and and maybe the the project we did the chlorine building that we did some electrical improvement there as well and then we can continue with others go ahead yes good morning everyone my name is kelsey um yes we have recently done two um large projects for miami day county uh published wars and they will call uh biscayne chores uh one pump station 116 and biscayne gardens so if uh i'm allowed to just to summarize the extent of the scope of work that we did there um they have existing uh electrical infrastructure um bombs within the building uh because of the aging of the system uh because of the aging of the system and also of the deterioration of the building uh we were tasked to uh upgrade the whole uh infrastructure uh including of uh doing new uh inflow analysis so we we started with an assessment to the side we calculated the new inflow uh uh water to the side uh that leads later to the pump selections uh of course all the the related uh electrical upgrades so in those projects we have a standby generators on site we have transfer switches we have a motor control center motor control centers we have a rtu with telemetry uh skater system uh perhaps just trying to uh summarize a little bit the previous question uh on the earliest stage of the project as part of the coordination with the client was to identify which were the parameters that they would like to be able to monitor or being able to control remotely and locally so having that feedback from then um that they want to see ampacity on the palms uh voltage uh faces uh intrusion alarms and they wanted to be able to see a flow switch flow switch level ultrasound uh radar sensors uh signals we we tasked it to um move into the next phase which was identifying the proper hardware um having into account the familiarity of the staffing with the different type of system um with the compatibility of their existing monitoring stations um um as the final phase of the creation of the contraption set of plans we put together uh all the interface drawing with the loop drawings with a set of a specification and that's what becomes the the basis uh plans or the guidelines for the contractor to implement and provide us with the job drawing submittals but that project yes it does involve uh everything electrical control instrumentation on its data the south district uh chlorine building as well where we did some mcc work and oh yeah uh um on the chloride building project uh in that one we also did a major upgrade to the whole uh mcc infrastructure uh we installed uh bfds as part of the new system it used to be with just across the line starters um and the major innovation uh from the scada control was that they wanted to install uh flow switches um into the discharge side of the of the wastewater uh lines um that was all coordinated uh with uh was the department as far to all the compatibility for rtu the type of sensors that they have familiarity that they have uh spears parts and all good thank you calce can you talk about the annual report i guess uh the support that we did to that project for yes please sure thank you and in a london i we we as a sub to uh brandon caldwell we have been commissioned we're asked to to visit the sites um conduct the the physical site visits for the facilities selected for the annual report and and that's how as part of that concern we were we have been to the sites um we have met with staff we have asked for the their input concerns and and report that back as a part of the annual report so that also that's been a um a good opportunity to meet your staff i would add to that that along the description of the task that kelsey might have talked about it um they also have might we don't or have included uh general improvements site related stuff um drainage improvement um considerations for what uh wet well and and and structure so involved pits so yeah but i mean the reclaim has been and then they also uh as part of substitute um brandon caldwell we also were involved in the reclaim um reuse uh water plant expansion um on that particular one we were mainly concerned or commissioned to do the site uh paving and grading site improvements for the overall program thank you and jane manuel i know you guys are available you want to share some of your uh thompson experience work with uh broward you guys can hear us sure absolutely um thank you thompson associates has been working with broward county wws since 1996 um well personally i have been working since 1996. we started thompson associates in 2008 and ever since then we've been working with broward county wws we are finishing up we're a sub to black and beach on the water and wastewater master plan and we have a significant role in that we're finishing that up right now we have a bunch of projects we have the north county reclaim water system expansion which is a huge project for putting in a reclaim water distribution system for the city of lighthouse point as part of the wws service area we also uh we finished uh design and permitting and we're about to go into construction for the effluent water transmission main that's going to bring secondary treated effluent waters a 25 mile 24 inch uh force main that's going to be going from north region westward treatment plant to the oasis as part of the ocean outfall uh rule that's going to help the county um you know abide by that rule uh previously we've done the the same water transmission main from broward county up to palm beach county which was an 11 mile large diameter um transmission main and uh we've done area 2f which was a subject tank elimination program it was an industrial area where we had uh 50 industrial properties that we took off the septic and are now on uh sent gravity sewer and have included uh modifications to one lift station as well as a new lift station um in the past i've been on multiple other projects in the past honestly it's too many to talk about but currently we are we're in our first year of a five-year continuing services contract with broward county water wastewater um we have a lot of projects we're doing forced mains uh force main improvements um to improve the you know the piggybacking of lift stations pumping to other lift stations so we're manifolding we're increasing um forced main sizes we're doing preliminary engineering preliminary engineering reports for lift station 30f basin uh just a number of projects we're working on right now so we're we're we're really well ingrained in uh broward county wws we know the staff we know the procedures we have a lot of history we know you know what's been done in the past um you know where all the all the pipes are and we've been involved with the modeling and it's we have a lot of experience for broward county thank you jim and like i said beside that we have multiple projects that we've done with the south florida water management district from overseeing being project managers from from being inspectors from uh recently improving the monitoring panels those are five buildings i think there's like four pump stations four pumps for each building around 50 000 gallons permitted so so strong experience there on the national international uh side strong team in puerto rico we're currently managing a 1.5 billion dollar capital improvement program that about 35 percent more or less is wastewater the rest is water uh we do again all the management of the permit in design review we do the construction management we also do a startup and operational side which is a little bit more so what you guys were discussing before uh in terms of the coordination and just making sure that the startup and that coordination with the o1m team it's it's very tight and at the end of the day the product that gets delivered is the one that operations which will need to manage it it's what they want so again we are very comfortable hopefully we we were able to address uh your question yes thank you thank you any other questions from name is peter moore i'm the president and ceo of chen moore associates and on behalf of the entire team i want to thank the selection committee and the entire county staff are allowing us to present today on this important project our goal is chen moore is to always try to make things as easy as possible for county staff so our presentation outline literally just follows your selection criteria the outline and the rfp and then i'll close with why choose the chen moore team i want to talk about the ability of our professional of our key personnel so chen moore started out we were born just like me chen moore was born and raised right here in briar county um chen moore's 40 and i'm 50 so that's the difference um but we uh we were born and raised right here in briar county we started with dr chen in a one-room office and today we're 175 personnel we have most of our personnel are in the state of florida we have 12 offices in florida 110 staff in south florida we were recognized as an enr 500 meaning we're one of the 500 largest firms in north america last year and we're very proud of our relationship with briar county for that but the growth that we have up to being about 175 people today it just shows our depth and breadth of services just as an example um we're we're working on another pump station uh master pump station for another client and our electrical engineering group was able to perform an arc flash study for us so we can do all these different services in-house getting into our org chart i've already mentioned myself jason mclair will be your project manager it'll be ably backed up by darren and danny uh jeremy is our technical advisor from ardora a great partner that we have on other projects and juan will be handling our architecture our building envelope and any of the changes that we need to have from a from building standpoint we've worked with both these companies quite to mixed up obviously when you have a very large uh project very large and complex projects you specified a number of different disciplines in your uh in your rfp and all of them are covered here so first of all i want to cover that we should get all the points for that um we're all covered here but the the real thing i wanted to key in on is the fact that jason mclair our project manager is going to be our single point of contact and that's how we're going to guarantee deliverables on time deliverables coordination and all those sort of things jason is a very skilled person i'll talk about him here in a second our uh consultants ardora as i mentioned before is a great partner of ours very skilled in uh particularly in south florida particularly in pump stations and we have a great cbe team uh we are a graduate firm uh as a cbe so we really appreciate the program but we've worked with all of these firms literally hundreds of times as i mentioned before jason has nearly 30 years of experience in the engineering industry he's actually the second longest serving uh um employee edge had more right behind me um he's been project manager on multiple projects for pump stations exceeding 3 million gallons a day in capacity and if i read the other submittals correctly no one else actually even addressed that criteria that he had he's done a number of master pump stations and he actually already scoped out um uh the master pump stations 455 and 458 in a previous world he has specialized project management approach for large contracts so again he's that single point of contact for us and he's the one who can really organize this really large and diverse team but to talk about the team that's going to back them up from chen more uh dan vince jen and darren have nearly 100 years of combined experience uh we're all great employees of ours great experience especially working with the county but talking about our partner ardura um what can i say they completed over 2 000 pump stations in florida um they have an incredible full service team i i mentioned we were on the top 500 list we're number 499 they're number 147 so they're much larger than us they complement our 110 staff in south florida they have 150 staff in south florida jeremy is their point of contact he has unparalleled experience and master pump stations booster stations um local technical expert and he even had let him put his phone number on here in case you guys have questions after the fact but talk about justin architects they're over 45 years in in briar county they're a legacy firm they're former cartian associates they are barred cbe and they have lots of experience in water and wastewater and last but not least is medco they're a company established specifically for skated needs they are again a broward cbe and lots of master pump station experience at wws but that'll turn it over to jason thanks peter and morning everybody i'm going to jump into our project approach um for this contract um we we've already kind of subdivided all of the uh all the work items that were identified in the rfp for each of these master pump stations subdivided them by by discipline and have already structured our team to to handle each of these and we're ready to go to address each of these items as part of our um our design process specific for for pump stations we wanted to touch on our our design process that's that was formed based on our lessons learned on many of our previous lip station improvement projects i think the key item that we wanted to touch on is we would we always like to involve o&m staff early and often throughout the design process because we we want to make sure we deliver a uh master lift station or lift station projects that are that are functional over the long term and and and i we think that's a high priority during our during our design process and we're going to focus on that we've we've just uh itemized all of the uh all of the uh different work improvement projects for for each of these four master pump stations i know them well um as peter mentioned i i previously scoped 455 and 458 so i i have a in-depth knowledge already about those so i can hit the hit the ground running on on scoping and developing the the the the scope for these projects what i really wanted to touch on are key items that we feel could potentially impact schedule and construction risks risks or potential changes i think the key thing we wanted to touch on was permitting for these master pump stations particularly the fact that these four master pump stations are located in four different municipalities we think one of the highest priorities is doing dry run reviews as early as possible during the dry uh during the design process this will help identify any potential specific requirements that may be different from municipality to municipality um whether that's some of the some of the beautification or you know landscaping fencing building perimeter electrical items along with some resiliency items that may may vary from municipality to municipality and in this one of our next steps is obviously as i mentioned was involving operational staff you know especially i think a key item is identifying our our bypass pumping requirements for each of these pump stations which we're going to talk about a little bit later along with our qaqc review to ensure we have have met all the constructability requirements so at this point i'm going to turn it over to jeremy he's going to get jump into some of the more technical items uh related to our approach thanks day morning y'all uh so to ensure a successful on-time startup takes a lot of planning preparation and coordination that includes early coordination with operations for developing our flow management strategy also daily coordination of engineer contractor and operations during critical flow changes finally a hands-on approach during startup to have a station that operations are comfortable with when looking at some of the improvement alternatives there are a number of newer equipment options out there many of these are being implemented to address the the ragging issue that every utility is facing right now what i will talk about here is on the right side of the screen which allows for easier and faster deragging of a pump so here's an example of a similar pump station that we implemented uh this configuration using uh dry pit submersible pumps and and the key is the volute casing body is mounted fixed to the base with a motor and impeller on rolling rails and that allows for a faster decoupling of those body components uh deragging and then putting back into service quickly so this is definitely something you might want to look at so the biggest challenge of all master pump stations with this type of closed pipe configuration is the wide operating range for both flows and pressures and and proper analysis of those operating conditions helps to determine if and how and right sizing jockey pumps or other pumps that may be used uh along with that is maximizing the low flow and low pressure conditions of the system when pumping is not needed these types of pumping uh pump operating conditions rely on instruments and sensors to maintain that robust and reliable operation this includes upstream downstream pressure conditions and flows pump feedback uh unfortunately we bring that controls experience specific to this type of pump station you specifically asked us to respond on our experience with scada instrumentation controls and that implementation for master pump stations so so right here uh you're looking at a previous example of an inline master pump station that i've done uh as you can see it's it's much more complex i know a lot going on here but far more complex than a typical submersible pump station these bullets on the left are some of our lessons learned from implementing in the past one you might consider is redundant inbuilt plc's for that reliability and we'd love to get into any of these other topics during the q a digging down into that a little bit uh you're going to see some of the control elements that are there in the p and ids unlike other pump stations controls are driven almost entirely on maintaining that set suction side pressure which draws down the hydraulic grade line in the system and improving overall operations when it comes to the construction stage of work the highest risk and often the highest cost of the work uh can be the bypassing and maintenance of flows during construction so planning for this early tailoring our approaches to each station and then coordinating at every step is going to be critical to that success and and fortunately we have vince here uh on the meeting and he's developed three different scenarios that can be implemented in order to achieve this and vince has built this off some real world uh knowledge on experience supporting similar construction activities throughout broward and similar pump stations and applying these scenarios appropriately and the planning design and construction will help to mitigate those risks control costs and keep the projects on schedule we also reviewed the fema flood maps for all the master stations the asce 24 flood design criteria and the broward county future conditions 100 year flood map given that we are in four different cities it's important we meet with all four building officials and the county during early stages of the project to determine any flood protection requirements that may be out there because long-term resiliency is really the top priority for these projects thanks jeremy i'm going to go ahead and jump in some of our relevant project experience uh first of all i wanted to note that chenmore and associates has been working for wws since 1989 and during that process has implemented 50 miles more than 50 miles of transmissive mains and dozens of lift stations and master pump stations for wws themselves so it gives us a clear understanding of what our expectations and what we need to deliver on behalf of the county uh we've we've listed uh some of our local as in south florida region uh a combined experience for both chenmore and adura uh we we've had we've completed over 500 municipal pump stations throughout throughout the south florida region that that range from go up to quadruplex and triplex stations so we we have some quite a bit of extensive experience here in in in the area we specifically wanted to touch on uh these three projects three three previous uh master pump stations um on these three projects chenmore and associates was the was the prime consultant on each of them and in fact i was the engineer of record on two of these and the primary design engineer on the third um each of these three master pump stations meet the uh meet the flow and discharge criteria that was defined in the rfp document um so we wanted to share that and highlight that uh we also just wanted to share some of our more recent uh lift station projects particularly uh lift station 50m uh just to highlight our previous experience working with directly with wws on a master pump station in the recent years and we also wanted to highlight an active project for the city of fort lauderdale um pump station a5 which is located in downtown fort lauderdale we specifically wanted to highlight this in the fact that chenmore and adura are working together on this active project so we have a previous working relationship on on on pump station projects that we're going to continue on under this contract and we also of course wanted to you know highlight the extensive experience with with pump station that adura has with miami-dade county um under their pump station improvement program and their consent tree program combined they've they've completed over 200 uh pump station improvement projects for them under that so it brings a wealth of experience that we're going to rely on under this under this contract and we appreciate that our clients appreciate it for us but why choose chenmore we are local we're hyper local um we understand how to work in the local market we have ample resources especially when we put in ardura as a teammate we design the most lift stations for for for water and wastewater services we know the county and all the cities we need to work in and we've been chosen by barrett county a number of times we were a great choice before we're a better choice now thank you thank you very much to the team from chenmore and associates we appreciate your presentation we're going to now enable the committee members to pose any of their questions good morning this is gerald soto this question is related to construction um one of our main challenges is uh finishing jobs on time uh what options or tools would cma bring to the table in order to mitigate and control as much as possible the construction schedule thank you sure thing uh thanks gerald um i think there's a couple key items that i'll i'll bring up first off i i touched on on the building permit review process and the dry run review process during during design we've we've encountered this on other pump stations where we do the dry run review process um and we get you know unofficial approval and then once the uh once the contractor officially submits it generates some new comments and some new items so i think we need to be more proactive with each of the municipalities during the building permit especially in the dry run to really confirm what the requirements are a lot of it's usually related to electrical items and and landscaping around the perimeter fencing that type of thing to really confirm this is what is required and needed during the design process so we're not having to redesign during you know at the the lead of construction i think we also another key item during construction is that we're all encountering is long lead times um for for especially pump station equipment um so i think that's a key item is is where chenmore associates can use our our our uh relationships with uh contractors to help identify you know specific uh providers and and and manufacturers of set set uh equipment that may have shorter lead times because i think that's one of the biggest impacts on on on on pump station construction duration is is this is right up front is the duration in the long lead times so those are the things that popped into my head at first but i wanted to open it up to the rest of the team in case i i might have missed anything else that that that we can address if i may add jay um obviously during construction we do progress meetings and we look at the look ahead schedules and things like that but uh one of the things that we do is really we understand contractors and i'm i don't mean to put them in a bad light they're always looking for an excuse or the reason so that's why we prioritize their requests so whenever they have questions whenever there's clarifications i think it's important to react quickly right away so there's no excuse to claim any delays or drag things on so prioritization of of uh contractor requests and additional information it really plays an important role during the construction process and if and if if i made danny i think there's there's two things that that i think are uh are critical um working in the four different municipalities when we did the booster station and that storage tank project for briar county we realized that sometimes briar county doesn't have the best relationship with some of the cities that we're looking to install these facilities in and so you know we try to get as many of the approvals going forward as administrative as possible but once you get in front of the commissions you know that's when some of the stuff comes out and just for for one of the stations that we had and it wasn't in where one of these is going but you know we had four different public meetings that we needed to have with the commission we need to get those done and get those done ahead of time and i'll tell you that being hyper local being being you know chenmore is the largest engineering company in briar county uh we work in almost all these municipalities we we know them all we know all the politicians we go to the league of cities um you know we don't get run over in these meetings we make sure that we ably represent the county and i think that's something that's really important um and then i you know and i again want to go back to our contractor relationships i think you know that under that that understanding of who's going to bid on what who you know what are the long lead items that sort of thing i think are really important thank you i hope they answered your question sorry yes thank you any other questions from the committee members good morning my name is clive vines um you mentioned in your presentation or the display that you gave on your presentation for key challenges for master pump station 452 55 58 and 462 um some detail issues or conditions that will be addressed and the liquid real start versus bfds was not too clear to me and um we're looking to upgrade these stations and um just wanted to make sure that we understand that we're trying to upgrade so liquid real starts is something that we want to get away from could you give me a little bit of um well clive i think you and i've been talking about that for 25 years about getting rid of variable speed drives and go to variable frequency drives but yeah um we absolutely yeah we absolutely understand that the county's desire to move away from that and i think they're trying to get back to that slide but really what we're just trying to summarize is um is what you know the brown and caldwell reports all had and i know that uh jason and jeremy can get into those in more detail when it comes to that we're we're 100 comfortable dealing with variable frequency drives and some of all the stations that jason mentioned all have variable frequency drives absolutely and just wanted to make sure that we're all on the same page and clear thank you so much yes sir absolutely i mean uh you can keep going up danny i think it's a couple more slides up um up up up before that was the big it was the big the big excel spreadsheet look at that oh mr you know engineers love excel spreadsheets yeah here that that's correct that's the page i'm talking uh and i'm very comfortable with what you just explained to me thank you so much no thank you clive i appreciate that you know our continued um you know we come in and meet with operations on every one of our projects and i think that's what jason really wanted to make sure that we get we came across is that you know you're the end client in in mind i i know that you know the capital guys do their thing the planning people do their thing but you have to operate these things for next 10 15 20 25 years and we want to make sure that you're comfortable thank you thank you any other questions i'll turn it over to the project manager shaking his head none no questions thanks okay yes gerald we have lots more to say please ask yeah yeah gerald sort of again one more question who's going to be your uh inc engineer record that'll be metco um i believe in our arrangement it'll be metco so it'll be raj or metco raj vermo correct okay can you expand a little bit specifically on their experience designing uh scada oh sure i mean yeah if you could just go to theirs they've already designed four of your master pump stations they're currently working on multiple uh water and wastewater treatment plants all throughout south florida miami water and sewer they're doing work on they're doing work on numerous briar county projects um they've been in business since 2008 literally their building is crossing i can point at it their building is across the street from us um and we work with them in numerous projects all throughout florida actually they're doing a project for us right now in clearwater um where they're doing there are skater skater engineers um i've also seen there on other teams that were here today but i will tell you right now jeremy can make sure that every single thing is is absolutely correct um that's his job is to make sure that um from a technical standpoint everything is going the right way but yeah they are they were specifically created to be skater engineers for the water and wastewater industry they're a older business out of michigan they have multiple companies and the medco southeast happens to be their florida version but it is right across the street from us and we've worked with them numerous times so i have the ultimate confidence in their ability to design skater and i will tell you i've asked people at wws the best people at miami-dade water and sewer and they are top notch and peter just to add their expertise on telemetry and skater and those things is beyond water and sewer actually one of their main clients is south florida water management district so they actually deal with much bigger and more complex pump stations as well that that they're well known for that and just a small corrections not across the street they're across the parking lot for months i'm sure and jeremy had something yeah yeah i'm not seeing i'm not seeing the metco slide here okay i don't know if you were i don't know that's the thing with me right but there you go yeah so i i've worked with metco in the past as well on a bunch of projects um and and i will say you know what's critical to success with these is is yes it's it's it's a strong inc uh team partner uh engineer however it's it's also imperative that the the the pumping engineer is highly collaborative with the inc engineer it's it's not a handoff by any means you know when when when when when i do these everything below the line i do all that right uh and then take that up and the inc engineer takes it up above the line where it's where it's where it's up up in the the control center and then where it goes up to skata they handle all that beyond there but it's it's really that working relationship and you know if you look at uh you know critical elements of the specs is that that uh control loop narrative and and really the design the pumping design engineer needs to write the basis for that and then the inc engineer kind of feed on it right so it's definitely not it's it definitely needs to be a collaborative or if it's if it's not you don't find out those issues until it comes time to put the panels in and get it started up and then you hit that that big delay at the end uh because that wasn't coordinated from day one so so that's that's that's my spiel on how important well and maybe jeremy could expand on commissioning when it comes to that um i think that's a really important step in the inc process i know you know briar county typically has a standard panel manufacturer for smaller stations but i think the commissioning process of any pump station is incredibly important gerald and i think that's really where the rubber meets the road when it comes to a lot of that maybe you can talk a little bit about commissioning uh yeah so uh so these these stations on the commissioning end get um they get really interesting because you know to do it right you you have to bring everybody together right so operations has to be there the contractor uh engineer and and the um system integrator and you know and specifically with these you know it's it's really about that that set suction side pressure that you're running that whole station on and getting that right so you you're going to factor in a good level of flexibility and you maintain that flexibility over time but in that startup you're going to establish you know what your dry run uh dry season wet season conditions are those may be different uh and then you're going to kind of fine tune in when you're going to allow that flow and that low pressure low flow to bypass around the station so the station doesn't have to run it all the time and and i guess the other component with that is is ensuring that your your vfds are going to be operating your pumps at a high enough speed a couple times a day so that they're passing that uh those rags and salts through so so all that stuff that's tweaked and everyone's on board with during that startup phase so really really critical and you know just by that you can see approaching it wrong can really result in delays if you don't know what you're doing going into it thank you we're here to help thank you project manager i'm sorry did you have a question no questions thank you any other project i will start with a brief introduction of the firm and the project team some of you know us as Kenneth Fleming we are now gft a firm providing professional engineering services for over 100 years and in brower since 2013. team cohesiveness is very important to us as such we have partnered with four small business a&e firms with experience with working with gft as well as with brower county water and wastewater services this team has been working closely with your staff and has demonstrated our commitment to delivering high quality work meeting the schedules and budgets the same level of responsiveness and reliability is what we will bring to this master pump stations rehabilitation project the team presenting today have been directly engaged with water and wastewater services and will continue to support you moving forward carolina cubides your project manager will discuss the overall approach kevin smith instrumentation and controls lead we'll discuss skate implementation uh nick lewis process mechanical discussing uh pump pump considerations and sequencing and joining us we have lillian marredo technical lead joshua benson skata integrator brian site electrical and inc qaqc that might be engaged during the q a session together this team pairs deep technical expertise with proven local and national experience eager and ready to continue on the rehabilitation of these four master pump stations project carolina is ready to provide and expand on the approach thank you jurba for this project i will be serving as your project manager for all four facilities to keep everything consistent we will have a single technical lead lillian marredo and a single qaqc team to support all four master pump stations we have the capacity of assigning separate design teams one for each bit package and work in parallel this will let us move faster and still give us time to fully engage with the county staff and make sure your preferences are incorporated our overall approach is to build consistencies across all of our stations to do this we will are establishing a framework and we will hold design charrettes with operations early on to review requirements confirm what should be standardized and identify facility singularities concurrently building investigations will be started a successful project starts right from the beginning to do this we make good use of technology for each facility we will conduct a 3d scan and take 360 degree photos that will give us an accurate snapshot of the existing site conditions that the design team can refer back to at any time the 3d scans will generate a point cloud that is our starting base for the rabbit models with the scan and the 360 degree photos we will minimize impact to the county staff and our design time frames will be more efficient so once we have our site information we will shift into the hydraulic modeling and the detail design the hydraulic modeling will allow lillian and nick to verify the flows define the pump design points and perform a surge analysis the pump configurations will be reviewed with the county staff and we will confirm that the facilities are compliant with the 10 state standards and maintain the firm capacity even with the largest pump out of service our design follows the standard 30 60 90 and 100 design deliverables with each milestone we will complete our internal qaqc reviews including constructability and sequencing at each step we will meet with operations to collect feedback and fine-tune our design for each bit package gft will host a review workshop with virtual walkthroughs of our 3d models of the facilities these have proven extremely helpful with operations especially when it comes to verifying equipment clearances and ensuring everything is accessible in the end we at gft and you at the county are a single team with a common objective of completing successful and functional facilities so we also understand how critical the permitting process is to the project development that is why we take a proactive approach and we will hold dedicated pre-application meetings with the four municipalities with brower county and with fdp we aim at submitting the permitting applications between the 60 and the 90 design completion and we aim to receive approvals approvals or at least preliminary approvals by the 100 design to make all of this happen smoothly we will keep a close eye on the project schedule so with two design teams and a single technical lead we can work on all four designs at the same time and we have the ability to fast track the design phase if needed as we did for mastercon station 300 with nick and kevin without missing any deliverable deadlines we will start with bid package one and follow with bid package two about a month later this pacing helps avoid overwhelming the county reviewers and will keep our design workshops productive as we all know the lead times for the specialty equipment such as generators mccs and vfds continue to be unpredictable so by finishing our design early we will have flexibility during construction and allow the contractor to procure those long lead items as your project manager i am looking forward to continue working with you on this project kevin will now address the selection committee's question on the controls and scada integration and will walk you through their specific approach to design and implementation thanks carolina our systems engineering group has a large reach historically based in the northeast our system design sorry our department has employees in many states we have decades of experience in control system design over the last 20 or so years we've also greatly expanded our systems integration offerings we've designed and or installed many systems nationwide with a heavy focus on water and wastewater projects these projects have ranged in size from single pump stations to whole water treatment facilities gft has designed at least 300 control systems for water and wastewater clients and integrated over 100. our group has subject matter experts in several areas we have experienced designing control systems with all major automation offerings today i've personally worked with a lot of rockwell products for example that i know broward county uses we also have a lot of experience with siemens emerson ge schneider and more we're familiar with all major providers of process instrumentation some other capabilities i can highlight include an it and communications team that specializes in cyber security networking and access control we've done a lot of radio communication designs and installations at our headquarters we manage a fully ul rated panel fabrication facility that in-house fabrication knowledge leads to better design principles our staff also includes a programming team that assists in system development and that can provide full testing startup and commissioning services now i'd like to touch on our approach to inc design when we're in the detailed design and engineering phase of these systems we first want to identify and understand the current or preferred controls ecosystem the clients working in for example our group did a stormwater site for miami-dade county for their stormwater installations they used emerson control wave plcs they historically used radio for remote communications but at this site they were trying to start the standardization of using lte for scada rtu communications continuous discussions during the design phase of that project ensured the solution we provided was the best for another water and sewer authority the city knew they wanted allen bradley plcs and had a specific cisco router that they used for remote fiber communications but they left the site specific design to us there we provided a panel with the control logics plc a large panel view hmi and connections to the pump control panels that offered advanced pump monitoring capabilities we want to make sure the systems we specify not only satisfy all project requirements but that we provide something that the people operating these sites will like at broward county's own mps 300 we initially were tasked to design a brand new control system based on a bod report we received after the project kicked off further investigation revealed we needed more information not only on the hardware we needed to select but more information surrounding the connection to the ge ifx scada through an existing network switch we identified on site we scheduled a visit with the county and did some digging to come up with the best solution the visit was very successful gft left with guidance on hardware selection generator controls vfd controls and a plan on how to handle the scada communication switch over and connections we know that close collaboration with client teams throughout the duration of the design phase ensures project success after detailed design there's a lot our inc design team can do to assist with the system integration we provide engineering reviews for all equipment specifications and cementals there we leverage our in-house integration experience to ensure that all contract work being performed follows project specifications we can also bid on the integration portion of the project we can procure instrumentation and control system hardware our panel shop can assemble control panels to project specifications the programming team works directly with the panel shop and can perform hardware and software fat is in-house if the scada application is distributed and requires multiple controllers or servers that are not available off-site we have virtual machines and plc emulation software that allows us to create a near replica of the production system if required gft can test domain authentication alarming sequencing data logging and more before onsite startup occurs other critical testing that can be done is configuring and testing how the system will lock data locally when communication is lost and how the system recovers and merges back to the primary database when back online if gft doesn't handle the full system integration we can provide support where needed if you have a preferred panel provider you use for example we could offer just software or testing support during installation the benefit though of considering us for integration is that direct access the integrators would have to the engineers responsible for the design that allows for many opportunities to streamline the construction and startup phases of the project gft prides itself and being able to provide whichever solution works best for the job at hand and our team would be excited to work towards and provide that solution for you next we have nick who will be talking about pumping operations thank you kevin so over the next few minutes i just want to dive into some of the considerations for hydraulics and pumping operations uh that we've taken a preliminary look at for the purposes of this presentation now the idea here is not so much that we're trying to present the solution but rather to give you confidence that our team has the right experience and expertise to evaluate all the options and be able to present them in a way that you'll be confident that we'll come to the right solution together so the objectives we want to keep in mind here when looking at pumping operations at first we want to maintain station capacity with the largest pump out of service we also want to help reduce ragging optimize pumping efficiency as well as the efficient use of the existing space and then in regards to the temporary condition while the work is being performed we want to sequence it in a way that reduces risk and costly bypass pumping so in order to do this we're going to take a look at some of the data made available to us from the assessment reports using master pump station 452 as the example we see the proposed solution is to replace three existing large pumps with two pumps of equal capacity and two jockey pumps that together would meet the capacity of one large pump now this is a great solution that would help with ragging issues especially during low flow periods however we have some concerns with redundancy here so on the on the left we've we we have the flow and pressure data plotted from the assessment report now our concern is with the variability of the head conditions with jockey pumps operating likely somewhere around here like you can see with the purple pump curves there you can say they will be locked out during the low flow during high flow conditions where you wouldn't have redundancy during wet weather and two large pumps are running so there's a few potential options we can look at here to address this concern first we can simply look at a five pump configuration three large and two jockey this would be similar to what we did for master pump station 300 now the potential drawback here is that we just want to make sure that we have enough space to make this work in each of the stations so another option that we can look at uh is a different style of pump we've had success with screw centrifugal pumps uh one because they are they're more conducive to passing rags at low flows and two these pumps have steeper curves compared to traditional centrifugal pumps which you can see here on the right now that makes them a good choice for variable head conditions the concern with the with this option is uh you know we obviously know you want to be confident in this technology is right for your specific application before putting them in four stations so in this case we probably want to see some kind of pilot testing before we were able to proceed with this option and the last option here that i just want to present is uh the the option of a permanent bypass pump to provide your redundancy this is something we do a lot of and is a good solution that will allow you to keep two large two jockey pump configuration the thing we would need to look into more here is finding a bypass pump that can handle peak flows you can see the curve on the right that we've plotted a large godwood pump that just falls a little bit short of peak flows for master pump station 452. switching gears here to the temporary condition now regarding maintenance of pumping operations during construction the simple answer is obviously we can put the entire station on bypass and get to work ripping things out and replacing things but we took a closer look here and think there may be an opportunity to significantly reduce bypass pumping and allow you to get more concurrent work done at each of these stations now if the suction discharge valves are operational we can look at this one pump at a time isolating a pump and removing and replacing the pumps and drive sequentially as each pump goes online we can integrate each drive into SCADA like you can see in the steps laid out here now when it comes to adding any additional pumps there's a potential we can hot tap the suction to discharge lines allowing for connections to be made while the system is operation so again these are just some examples to give you a taste of how we would approach the hydraulics and pump operations and hopefully give you some confidence that we're the right team for this task now before jumping into uh q a i just wanted to take a moment uh on on behalf of the whole team here to thank you all for the opportunity to present our qualifications we are excited and ready to take on this contract and ready to answer any questions that you may have thank you very much we appreciate the presentation and availability of the team from gft infrastructure inc to address any of the committee or project managers questions i'll turn it over to the committee please any questions you have good morning this is gerald soto one question is related to construction one of our main challenges in construction is finishing the projects on time what tools or what services can gft provide to mitigate and improve the execution during the construction thank you um so i think we have several alternatives for these as we presented our initial suggestion is to try to accelerate the design phase so that we have more time during construction allowing the contractor to procure the long lead items to do all of the work that is required additionally we have the support of our construction manager george orozco unfortunately george had a family commitment today um and cannot be here to to participate in this conversation uh but he is familiar with the with the county and how the county works um how the construction projects for the county are are developed um so he any work that we do during construction any assistance that we do to that we give to the county it will be um also supported by george um do you have anything else yeah i would like to add that in terms of tools we use broker and it's a standardized company tool that helps expedite the and not only expedite but document you know keep track of the information for submittals for um any change orders so there is there is a system in place that helps us to ensure that all of those schedules and all of those documentations during construction is being kept in track the the timelines for the engineer of records for review so we do have a system in place that will help support you know maintain all of that documentation and information uh that will help ultimately with the schedule uh other i guess strategies you know is understanding what are the critical factors of or the critical path of that construction schedule so we have george as our construction manager but he will be responsible for for reviewing those construction schedules and be on top of those critical path to make sure that we preempt any potential issues that might come up with the um with the schedule itself on performing that anybody else from the team that would like to jump in is not does that answer your question yes it does have a follow-up question um i believe that in your proposal you include a resource for schedule uh what would be the involvement for this uh resource during the construction if any so uh rashmi cool is our um scheduler she's expert in pro in um doing schedules in microsoft project in p6 uh both during design and during construction so because we have four projects here um we need to be careful with the four timelines so that everything is done concurrently everything is is planned correctly so during construction um we we will have the initial um proposed schedule the contractor will provide their schedules and if the county wants that support we can definitely track the construction schedules that are provided by the contractor we can provide monthly updates we can actualize the schedules and have that um open coordination with the county and review the schedules to ensure that the durations associated with you know what the contractors estimated is within it's valid in other words we have seen schedules in the past that there are certain activities that you know go for a longer time or they're not necessarily connected to the critical path so it's important for us to have that resource to ensure that we are not only reviewing the schedule and taking the schedule from the contractors as they provide but also looking into it where is it that we have that float or doing back um evaluations to ensure that you know the contractor is providing all of the potential solutions so that we can expedite or understand you know where the float on the project might be thank you go right ahead this is carlos adorizio um i have a question i i did notice that you have another similar project with broward county i think it's a pump station 300 in dania um what are the lessons learned from that uh uh project so far because it's only maybe less than a year in duration it's a long-term project but uh you're only in the initial phases so you can talk about those lesson learns absolutely so uh this is an interesting question because we are not in the initial phases of the project itself it was a very accelerated design and we completed the detail design um in six months the intent of the of the county was to um use an fdp grant for the construction phase of this project so we were anticipating um doing pre-purchasing of all of the critical equipment the long lead items um during the course of the project um it was confirmed that um that track that route would not be feasible for the county to be reimbursed of pre-purchased equipment so we went back and updated the the contract documents so that now the contractor will be um procuring all of these lessons learned that we had is that um we had to ensure that there was sufficient space in the in the facility so that we could fit the five pumps um initially we were proposing two larger pumps and two jockey pumps um we understood that that would not be an alternative that would be viable because we needed to maintain the firm capacity with the largest pump out of service um nick do you have anything else you would like to add um no you pretty much covered that was what i was going to highlight the hydraulics there and making sure that we're trying to look at that um in advance here and get a good good good conceptual idea for for pump layout and stuff um early on in the process i may add i may add to to the team that i i think one of the the good lessons learned is that sometimes when we are looking at projects and you know we have bodr information but sometimes once we are into the design so that the bodr doesn't necessarily correlate with you know once you are developing the the design of the project so there's always going to be a level of uncertainty we tried as much as possible to you know to take that information from those bodrs done by other consultants but it's the reality of things that you know like the example that um kevin was saying the bodr stated one thing and we had to immediately accommodate to make sure that we address those inconsistencies that once we are into the design uh probably there wasn't enough information when the bodr gets developed but once we are in in the design the team has to react to those changes those conditions that have changed from the bodr to the time that we have um we are developing the the 60 percent or the 90 percent drawings so the ability for us and i think the advantage that we have for this team is that we are quick to adapt to all of these changes we you know six months of a design is extremely aggressive and based on the tools that we have been using the team has been able to adapt and accommodate all of those changes within the budget and schedule that we had to be able to provide you know functional facility that can able to go out to bid and and for the county to meet their their deadlines as well so it's not just um you um you know relying on on previous information we have to do our homework we have to be able to adapt adaptable to the changes that you know come in you know no plan is ever perfect we always are in constant changes in this type of projects so my take would be is that a lesson learned is that we have a team that is able to adapt to any of those changes that might come in throughout the design of a project thank you does that answer your question hopefully yeah thank you any other questions from the committee thank you mr haynes how about our project manager any questions yes i have a small question hopefully um to get a small response um could you please explain really quick um the layers of qaqc in your team once the 100 uh plans or yeah 100 percent design is is done oh just want to understand what layers of qaqc um um the final design goes through yes nilton so not only our final design throw goes through a detailed qaqc process but all of our deliverables do so our company is um follows the iso 9d 800 uh for qaqc process and in this in this with this process we need to do a level one review a level two review and all of these are focused on different components um one of them is a general review so that all of the disciplines are coordinated and then the other one goes into the detail for the technical components um we also do separate interdisciplinary coordination reviews uh we do constructability reviews and we do sequencing reviews these reviews are generally done for all of our deliverables including technical memorandum calculations um drawings and specifications at the different levels at 30 60 90 and your final um big documents correct and it's done in a multidisciplinary team you know we have brian for example he is our top high quality reviewer for electrical and inc and not only we review the deliverables prepared by ganneth fleming or by gft we we have to do the reviews also for our deliverables from our sub consultants so we ensure that those reviews we just don't rely on the sub consultants providing those reviews because they are required to do their own qaqc but we also have that higher level of review to ensure that we are consistent and and that um that it's not only the consistency but also the the technical uh application of those uh requirements are captured in the drawings and the specs thank you oh carolina you mentioned uh the iso standards what number was it i believe it is 9800 milton or 9801. 2015. going to reset the clock to 15 minutes and you have the floor thank you good afternoon select good afternoon selection committee members and county staff luis jurado principal with premier design solutions i want to thank you for allowing us to present our credentials today and hope that the pds team is selected as your trusted partner to make this project a success as indicated during the initial evaluation meeting our presentation will focus on the scoring criteria as per the original rfp and discuss skating integration in pump stations approach in design and implementation founded in broward county over 18 years ago pds is a cbe firm headquartered in miramar with a professional staff of 37 servicing the enterprise and water and wastewater civil infrastructure market we have successfully completed over 200 work authorizations for broward county alone our partners from delta consultants will be providing mvp services cha a national firm with over 70 years of experience and a staff over 2 000 will be providing design and project management for hey vermeyo hamil a woolpert company will be providing architectural and permitting services reina engineering will be providing permitting and stakeholder coordination and hp consultants audio technical and material testing needs our key staff possesses over 200 years of combined experience in the task at hand leading the efforts will be mr gustavo eckhart a seasoned civil engineer with over 20 years of experience in small large and pump stations design eckhart alone has been the eor for over 20 pump stations he manages contracts that range from three to seven million in design services other notable key staff supporting the project will be mr nelson perez jacome and eduardo vega both forming miami-dade water and sewer department staff with extensive leadership technical knowledge in the implementation of water and wastewater projects mr francisco reina former wws staff and mr jose lopez former software water management staff will lead the way in ensuring that stakeholder coordination and regulatory compliance so i will be leading the project as project manager and my our approach to this project is a very simple one where we're going to split the two bit packages pds will in-house handle the design of master pump station 452 and 455 while ch will handle or will lead the design of the master pump station 458 and 462 obviously will be backed up by the expertise of our team throughout the process so the plan is to do the four uh pump stations concurrently but we will make sure i will make sure that we are not submitting to broward county the four projects at the same time this is to avoid uh tying up or um putting an excessive burden on the county uh for as far as the review of the submittals um so we will try to stack stagger those submittals and that way we will complete the design once we move to uh permitting again we will bring our experienced staff and enhance the the permitting process by starting early on as early as 60 as you'll see in the next slide we will have the assistance of our entire team throughout beat an award and also to our construction and we will make sure that our standard qa qc procedures are followed to ensure a good uh a good product for for for brown county louis would all will head the quality control um aspect as far as the schedule um we have put together a schedule where we are starting with the survey and geotechnical tasks uh very early on our engineers will have info will have access to the information from this survey team uh since uh pds has the survey in-house uh basically our engineers and our team will have this data available 24 hours after that survey crew comes back from the field they'll download the data our engineers have it they have access to it this will allow our engineers to start the basis of design report which is our report uh is our path through our the entire design and it will have all the coordination needed uh for these projects so as you can see here we anticipate at the six month period we'll have the 30 percent submittal ready this is our longest the tenure on on a submittal it's because it has the most coordination the most critical one after this we have allotted about 30 days for brown county reviews and as you can see here and as i said before at 60 we will start permitting coordination because permitting is one of the key aspects of this project uh or this type of projects so we want to start early on bring our team to to to help us with it and at 90 that's when our official assignment will go in but we will already know what the agencies are expecting the schedule shows a completion of 15 months we have done this before this is with it's a known proven approach we know we can do it and we're confident that we can um achieve this this will allow the county nine month period for the procurement process uh we've noted that it has been taking longer so we wanted to allow allow the nine month period for procurement of the construction and then the construction duration that we have is a two-year period so this pumps this project is really a sewage pump station project and the team before you here is a sewage pump station team we're not sewage pump station adjacent we we don't focus on water treatment and then sometimes do this we focus on large sewage pump stations we we just delivered a 50 mgd station for wasa we're about to start at 30 we're doing 10 plus mgds in various municipalities in south florida that are not only lift stations but combo lift stations booster stations and the reason that's important is because we understand the drivers for this project right the mechanical the aging mechanical uh infrastructure 35 year plus for pipes valves or pertinences um 40 year old plus pumps that that that's an important aspect of this project the the expected useful life for a mechanical asset is on the order of 20 years they're double their expected useful life right structural drivers such as roof replacements mccs and switch gear upgrades we have done all that but there's certain drivers that really require a team that is expertly involved with sewage pump station designs such as oversized pumps that may cause ragging that's that's the driver that's been identified in multiple of these lift stations and what our team is prepared to deliver is not only a solution that meets the hydraulic requirements of the system of course we have to do that meet the various operating points but a solution that fits the county's needs right make sure that we we provide the the best possible value so whether that's a jockey pump and that's an acceptable answer there's nothing wrong with that or additional pumps maybe a little bit smaller than originally anticipated they can both meet a wider array a wide array of hydraulic conditions and there's give and takes in both the jockey pump it's less standardization your maintenance personnel may not prefer to go that route if you go with more pumps um you may have a larger footprint which also may imply larger capital costs but what we will provide you is not only a solution that works but the best value solution and we know how to do that because this is what we do everyday sewage pump station design beyond the technical we we are prepared also to to effectively project manage this project we know all the aspects all the facets of the project starting at hydraulic evaluation which really defines the project not only for the pump station but the downstream impacts we have to take into consideration into consideration what we're doing downstream with pump stations that manifold um when we when we upgrade the station moving on to civil mechanical the disciplines electrical with heavy focus in skater integration skater control logic um and inc and and as we go through bidding and and procurement we're there to be by your side at the pre-bid meeting we've bid these before we know how to get these things bid with minimal um with minimal issues and in construction of course you can expect same day rfi responses and proactive shop grind reviews yes so to talk a little bit more about our past performance we wanted to present some of these projects all of these projects were completed on time on on budget and they're similar these are not all of our pump station projects but these are the ones that we want to showcase here for example the masterly station 11c this was a project that i was a project manager for and engineer of record 7.2 mdds this is the sewer station for the entire city of opaloka all the flows come to this pump station and then it's pumped to the wastewater treatment plant as we also completed for miami-dade water and sewer as prime designers and engineer of records 17 pump stations which are ranging between half million gallon and 1.26 million gallons per day those 17 projects were completed within the past four years that contract is coming to an end and as an example of our larger projects we had done two pump stations in dania beach these are stormwater pump stations but have a similar configuration that what a sanitary sewer pump station would have uh ch has a um pump station 300 which is a 51 mgd pump station was completed in 15 months like we said so it's a large pump station completed within the loaded schedule similar to pump station 29 with a 24 mgd and a very large orange county pump station of 260 million gallons per day as well as delta which is our mep they also have experience on large and multiple pump station projects all of these projects were completed on time on schedule and they all included the scada system with them yeah so like gustavo mentioned one of the projects that we like to talk about a lot is pump station 300 um this is a pump station the second largest regional booster station in miami-dade county and it's a really prime example of our team's experience with really large and complex booster stations so in this project our team did all the work from a to z and started out with a really comprehensive basis of design report and this basis of design report involved several site inspections i mean coordination with miami-dade water and sewer department's operations and maintenance group their scada team a very extensive hydraulic analysis and a major equipment sizing memorandum and so our recommendations in this project led to a full rehabilitation of this booster station and that was principally led by their need to redesign their pumping capacity to mitigate some of the cavitation and ragging issues that they were having there so our hydraulic analysis there determined that the booster station was working at a low differential pressure the vast majority of the time and they had existing 600 horsepower two-speed pumps that were having issues at high speeds cocavitating and then not producing enough flow at their low speed so we redesigned their pumping system to include five 525 horsepower dry pit submersible pumps and we hooked these up with vfds which we put in a new electrical building which we had annexed to their existing facility which would be able to handle the full range of flows and this was along with the new hvac system and all these other systems and so all of this of course required that we design their control strategy for these pumps with a full pnid to give their control systems the logic that was required to operate these pumps with vfds at the efficient points right to cover all the different differential pressures and flows that that station would experience and ricardo was our inc engineering who handled that so i'll let him give us more information on that thank you julian so like julian explained once at pump station 300 we had all the station logic of operation in place from the mechanical and the drainage group we work closely with miami day water and sewer sewer uh the scada and operations department to determine the specifics uh processes flows of the operations the alarms the ones that they really wanted to monitor those help us uh tailor uh the the specific pnid schematic plans uh once we were done with that that led us to the design of all the required infrastructure that would allow these signals and alarms to reach either the control panel or the scada rtu which later will send all you know all this information to the operation division to the telemetry um this is the same process that we implement basically neural pump stations designs it doesn't matter the size of the pump either either we scale it up or we scale it down like examples that we're going to show you next on pump station 800 l 860 and pump station 198. so and beyond these pump stations we wanted to exemplify a project in miami beach where we a did a citywide implementation of scada these um these a this implementation was required for the consent decree program for cmrm compliance there was no scada system and we we implemented a turnkey solution and we were looking at various manufacturers we're familiar with all of them whether it's review control cc data flow systems we ended up choosing data flow systems it was the right solution for miami beach a they had an obsolescence proof system the rtus were specifically designed not only for data trending and real-time alerts but energy consumption reduction um and and other aspects that that really was the best fit it's a proprietary system um but with that said we are prepared to to work with scada manufacturers across the water and wastewater market we have done so in the past and we will do so for through the county so why the pds team our offices are conveniently located in brower county very close to wws and the project location we have put together a team that not only has the best experience in large pump station and detailed design but also in the public sector and stakeholder management redundancy of services between team members to ensure proper resource allocation this team possesses a keen understanding of the project's needs challenges and solutions our commitment to deliver on time and within budget we want to work for you and kindly ask this selection committee to select the pds team for this contract thank you and we're here to answer any questions you have thank you mr durado the presentation from premier design solutions has been completed i want to address any questions that the evaluation committee may have at this time yes good morning this is gerald soto um i have a question regarding uh the prime consultant experience um could you elaborate there was a slide where you presented three projects can you elaborate specifically what was a premier solution uh role for those three projects yes sure let me uh explain the masterly station 11c we were the prime designers for the project uh that project was um uh 7.2 million garden um per day wastewater pump station it was a deteriorated pump station included the replacement of the pumps this had three pumps uh they were um submersible pumps included the rehabilitation of the building because it had it had a housing building for the electrical equipment so we incorporated also new electrical panels uh even we did mechanical um ventilation for the building and we upgraded the site um around it also the civil portion pds was the prime designer on on the project for the city of opaloka the other project that we showcase is the 17 pump stations this is a pump station contract we have with my day water and sewer we have had this contract for about five years it's about to expire uh early in 2026 and we have already completed 17 uh work orders in that contract specifically for wastewater pump stations the range between uh the range that you see there uh we uh we uh we are the prime designers we do all of the civil and mechanical and we don't do the electrical on that we have an electrical sub on that one but we do uh everything else structural mechanical site all the coordination planning um we've done also work orders for uh planning of relocations analyzing different sites where we can place pump pump stations um we've done uh uh help them with the right-of-way acquisition because some of these pump stations require right away those are long lead projects but those are not included here this is the 17 that were pump station designs there were upgrades or new pump stations and the denia beach one that we showcase here is it's actually two pump stations they are very similar pump stations they are stormwater pump station but they are 18 million gallons per day but they have a similar configuration to what we do on wastewater uh lower head but uh they're still submersible pumps very similar to the situation to what we have in wastewater um projects i don't know if that covered or you want to have other specific uh questions about them yeah follow-up question uh for uh i apologize if i missed it on the dania beach uh southeast drainage drainage improvement phase two what was the role for uh premier design okay so we were sub consultants to uh another firm and we were the meps we actually completed mep support on on the project we are the engineers of record for the mep portion that's uh basically the plans that show all of the valves and and the pumps uh on the project and the electrical design for for the pumps um okay thank you and i apologize i cut you off yeah you want to finish no no just to clarify that we were on that one we were sub consultants okay uh one more question follow-up question the master list station uh upgrade the first project listed there when was that completed that project was completed about the i would say luis do you remember around i think around 2015 around 2015 yeah correct i was gonna say about 10 years ago okay thank you very much yes thank you go right ahead we have some more questions from the committee this is carlos um can you elaborate a little bit more on how you're going to coordinate uh pds and ch2 uh understand there's two teams uh while each package might be different there there may need some need for uh uh some standardization on some of the systems so can you elaborate more about how that's going to be ensured yeah sure so while we will i'll be the the project manager i will be overseeing um the deliverables we will have a standardized we will use obviously we always do broward county's uh uh cat standards and we will have one uh similar product but uh what i wanted to showcase here is that um our firm internally will be leading two pump stations that's to keep it to make sure that we will deliver this project as we are promising that we will and we're going to let ch8 which is totally capable of doing it also lead the other two on the design part uh early early in the design we will make sure that we're using the same cat standards we'll be using the same title blocks that will be um coordinated since very early on since the since we start since we start that way uh you'll see that the deliverables uh they should be similar we don't want to have different different colors different uh text that's not going to happen then as far as the designs they're this they're all different so they will although they're concurrent they're not they won't i don't expect them to go exactly at the same time that's why i said that we also uh envision the submittals to be staggered they're not going to happen at the same time as the different projects will have different uh requirements and challenges so they'll be slightly different but that's this is how we ensure that the four projects will be um delivered we have also a we have on the quality side we have the quality quality controls the procedures that we will follow with the ch we will review their deliverables we will review our own deliverables um our procedure includes other engineers that are not related to this project to review our on our side and then on the ch side it will be easier anyone on our firm can can provide a qaqc of those we have as i said we've done 17 pump station projects in the past four years so we have been doing two three four pump stations at the same time so we have several engineers that are qualified uh to do it louis jurao uh even though he's our president he's very uh actively involved he is available for providing qaqc um that's on the qaqc side um on the management side we have uh on on pbs we have some software that we use so then um to make sure that the schedules are completed we use uh we have two software that we typically use in house uh we use monday.com uh software to track all of our projects that software allows us to see deliverables uh due dates who has the deliverable who's responsible of of sub tasks um so we can see where the project is at any time and if we need help um or if somebody needs help need assistance from other staff members we can identify that early on before we miss a deadline we also use pipe drive it's another solution that we have but we will probably be using which is what we have used in the past and is proven for us monday.com is our software where we will track the schedule and the resources of each of these four uh projects and so if i if i if i may add just real quick in terms of what was addressed at the beginning the the collaboration portion uh we've worked together in the past we're working together currently right a on on a project called auburndale um we're familiar in in with each other we know how to collaborate and in terms of making sure that those two design teams and then at the end of the day pds is the single point of contact the fact that those two design teams will need to collaborate together and schedule reviews and stagger them and all that we we have no reservation whatsoever about our ability to do that we we do that every day working together so um thank you thank you mr mr haynes go right ahead good afternoon my name is clive haynes um just to follow up on your presentation could you elaborate a little bit more on your experience with valve control and vfd functionality as it relates to lift stations i can take that a little bit if you guys want okay yeah well go ahead yeah because i mean we've done that on a lot of pump stations i hate to always go back to the same one but we just really like this one because it's it's been a really good poster child project for the county on on how they want their booster stations on so pump station 300 um one of their requests during the feasibility stage or the basis of design portion was that they wanted to be able to control all of the valving in their lower level completely remote so we did is we sat down with a couple of electro hydraulic actuator companies and brought in um some of their designs we met with trident we met with bro torque we went with amma and we ended up doing a design for the county so that they can control all of their valves both locally in their electrical room and remote via SCADA so that they can uh open and close their plug valves their ball valves um and i guess well their check valves are just you know open close but their ball valves and their plug valves were all operated uh both locally and remote using electro hydraulic actuators and all that was hooked into their SCADA system so that they can monitor the valves remotely and operate the valves remotely um so that was a really big part of the design of 300 that we're very proud of and we were able to uh work together with we ended up going with road well we designed with trident contractor decided to use an approved equal which was road torque um and we sat down with road torque in the project and we designed an entire local panel for them to be able to monitor their their valves and the county was very happy with it so it's something that we we've done on other projects but pump station 300 was probably one of the biggest ones because there was 15 electro hydraulically actuated and remote operated valves in that project thank you yeah any recommendation of ranking will be posted for five business days if no vendor timely objects or protests the ranking shall be final provided that no county commissioner objects within the five business days after receiving notice from the purchasing division of the final ranking once the final ranking is deemed final i'm sorry once a ranking is deemed final the county shall commence contract negotiations with the number one ranked vendor as a reminder all information reviewed by the evaluation committee is posted on the purchasing division website repository including the closed portions
