Good morning once again, everyone. I am Sonia Lovett, Senior Purchasing Manager and the Meeting Facilitator. I would like to call to order the final evaluation committee meeting for request for proposal number GEN-213-076-5P1, Accounts Payable Automation Software for Broward County Accounting Division. The time is now 9.04 a.m. on October 5, 2026. This meeting is being held through Microsoft Teams. Representatives from the county are physically here in room GC-430 of the Government Center Building East, located in Fort Lauderdale, Florida, or virtually through Teams. Attendees, please mute the microphones on your devices to limit background noise. This is a public meeting and is being recorded by Broward County. The video recording will act as the official recording of the meeting. The recording will be made available to the Purchasing Division on the Purchasing Division website under RLI RFP Repository. Information reviewed by the Evaluation Committee as part of the evaluation process will also be posted on the repository. This meeting has been publicly noticed. The purpose of today's meeting is for the evaluation committee to hear presentations, score, and rank the responsive and responsible and shortlisted vendors. At the initial evaluation committee meeting on October 24, 2026, August, sorry, August 24, 2026, the evaluation committee determined 12 of 14 vendors to be both responsive and responsible. After shortlisting, the following vendors advance to the final evaluation and ranking taking place today. SIRIT Technologies, Inc., Image Access Corp., Transcend AP, Inc., and XT Global, Inc. Meeting attendance will be recorded in the following ways. Purchasing Division will record the attendance of county staff physically here in room GC-430. All virtual attendees, including county staff, please click on the link or scan the QR code that is currently listed in the team's chat to complete the sign-in sheet. For attendees that cannot access the link or the QR code, email the purchasing agent, Jermaine Pinnock, at J-P-I-N-N-O-C-K at Broward.org, with the subject meeting attendance and indicate your name, your title, and the company you represent in the email body. We have a quorum present with the following evaluation committee members. Committee members, please say present after your name is called. Marie Ferrer, Finance Manager, MAP Administration. Present. Robert Tamskin, Information Systems Manager, Accounting Division, Finance and Administrative Services Department. Present. Scott Kosara, Accounting Manager, Accounting Division, Finance and Administrative Services Department. Present. Thank you. It is the evaluation committee's responsibility to review the vendor's submittals to ensure solicitation requirements are met and to evaluate the submittals and make a recommendation to award a contract. Each evaluation committee member was appointed by the county administrator to serve on this committee based on their experience. The evaluation committee members are responsible for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county. At the discretion of the board, the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews. The cone of silence has been in effect since the solicitation's advertisement. Vendors are prohibited from discussing this solicitation with the commissioner's office, county staff, or a member of the evaluation committee. The cone of silence terminates when the awarding authority takes action which ends the solicitation. During the cone of silence, inquiries regarding this solicitation should be directed to the purchasing manager, the project manager, or the director of purchasing and or his designee. Also, vendors may communicate with the designated representatives from the Office of Economic and Small Business Development at any time regarding the solicitation's small business enterprise or county business enterprise participation. The summary of vendor rights regarding the Broward County competitive solicitations was issued with the solicitation. The initial evaluation committee meeting minutes have been distributed to the evaluation committee members. Evaluation committee members, is there any discussion regarding the minutes? No. Hearing none, may I have a motion to approve the minutes from the initial evaluation committee meeting. Scott Cazar, I'd like to make a motion to approve the minutes from the initial evaluation committee meeting held August 24, 2026. May I have a second? I second the motion. State your name, please. Who second? Robert Tampson, I second the motion. Thank you. All in favor say aye. Aye. Any opposed? Motion passes unanimously. I would now like to call on the purchasing division to report the vendor demonstrations. Each vendor was invited to demonstrate their solution in accordance with the final demonstration script. Demonstration meetings with the technical review team, or TRT, was held on September 1, 2026. Project staff has produced a demonstration fact-finding report. The report has been distributed to the evaluation committee members for their review and consideration. Thank you. As stated previously, the initial evaluation committee meeting, the solicitation required vendors to state whether they accept Broward County's standard terms and conditions, or if they do not accept them, to identify the agreement provisions and vendors' proposed changes. Three of four vendors accepted the county's standard terms and conditions. The county provided the vendor with an opportunity to waive their exceptions prior to the final evaluation committee meeting. The following vendor waived all exceptions, Transcend AP, Inc. The next order of business are the vendor presentations in accordance with Section 286.0113 of the Florida Statutes. Presentations and questions and answers are closed to the public. Only committee members, county staff, the presenting vendor, and their team will be in the closed portion of this meeting. Other vendors, their teams, and members of the public will be excused from the meeting to permit the start of the closed presentation sessions. Subconsultants partnering with multiple prime vendors are only allowed to participate in one vendor's closed presentation session. Each presentation will be limited to 20 minutes, followed by an unlimited question and answer period. The presenter will have up to five minutes for setup, and the timekeeper will be Senior Purchasing Agent Jermaine Pinnock. As the meeting progresses, the Purchasing Division will provide email updates to vendors, ensuring that each upcoming presenter is informed when it's their time to join. Once all presentations and Q&A sessions have concluded, vendors and members of the public will be invited to return to the public portion of the meeting, during which the Evaluation Committee will score and rank the vendors. Members of the public may provide an email address in the chat to be notified when to return to the public portion of this meeting. Vendors were asked to provide an electronic copy of their presentation to the Purchasing Division prior to this meeting. The presentations were received and have been distributed to the Evaluation Committee members. Cyber Technologies, Inc., Image Access Corp., and Transcend App, AP, did not provide responses to all evaluation criteria required in the solicitation's instructions to vendors. Section K, Evaluation Criteria. Pursuant to the Section K, vendors that failed to submit information or documentation required by the Evaluation Criterion by solicitation's closing date and time may receive no points, if applicable, for those corresponding Evaluation Criteria. The county is not required to request, consider, or analyze the vendor's Evaluation Criteria responses received after the solicitation's closing date. Project staff has produced an Evaluation Criteria. The matrix has been distributed to the Evaluation Committee members for their review and consideration. The presentation length and order were identified during the initial Evaluation Committee meeting was distributed to the presenting vendors. Each vendor has 20 minutes for presentation, followed by the unlimited question and answer session. Vendors will be presenting in the following order. First presenter, Image Access Corp., second presenter, XT Global, Inc., third presenter, Transcend AP, Inc., and fourth presenter, CYRED Technologies, Inc. At this time, we will move into the closed portion of this meeting. The first vendor presenting, Image Access Corp., please remain in the meeting. All other presenting vendors, their accompanying teams, and members of the public are requested to leave the virtual meeting room. As a reminder, please continue to monitor your emails for when to rejoin the public portion of this meeting. This meeting is now closed. Good morning, Image Access Corp. Hello, good morning. Good morning. Attendees can be viewed in the team's participants panel. Displayed on the screen is the list of county staff. Let's wait for it to come up. You know, there's a note taker from somebody still joining the call, but probably not a good thing. All right, let me take a look at that. On the screen, you can see a list of county staff. Please review to ensure only your team members and county staff are in attendance. See if Weinstein's currently noted. Perfect. Okay, he's been removed. Perfect. I think we're okay now. Yep. Yeah, we're good now. Can you advise which member of your team should be designated as a presenter in Teams to share their screen during the presentation? That would be myself, Pierre Simonetti. Thank you. Okay, you should have access now. Okay, let me just confirm. Can everyone see my screen? Just give me one moment. And for the record, please affirm that there are no other individuals in the meeting other than your team and county staff? Yes, we confirm. Okay. You will now have five minutes to set up. Purchasing agent, please start the time, the five-minute setup timer. And let us know when you're ready to proceed. Yeah, we're good to get started. Okay, Image Access Corp. Just one minute. Okay. Purchasing agent, please start the 20-minute timer for Image Access Corp's presentation. Image Access, you may begin. All right. Thank you very much. Good morning to everyone. We're really happy to be here today. So I'll be going through a couple of slides here that we shared with the team previously. So Image Access has been working in intelligent document processing consulting for close to 40 years and has been our focus since the very start of our journey. Our approach to process automation goes beyond just implementing software. What differentiates us from other players is our willingness to fully understand the underlying business challenges before recommending a solution. If we determine there isn't a good fit for both parties, we just walk away instead of trying to force a solution or an engagement. Our founders instilled this method in all aspects of our operations. And it goes back to over 30 years ago when Image Access became one of the first vendors worldwide to deploy the first iteration of document capture solutions. We enjoyed great success with our initial IDP strategy, reselling software from the large players. But throughout our time implementing those solutions, our charter customers voiced some of the gaps that those products had. As a result, we set out to create a solution that would meet and exceed our customers' requirements while also addressing many of the gaps of the previous generation IDP products. From the experience we learned working with our charter customers, we developed Image Trust, also known as InfoInput. So InfoInput and Image Trust are the exact same products. The only difference is that Kodak Alaris white labels Image Trust as InfoInput and resells it worldwide. We're proud to share that in our first year participating in the InfoSource document capture and intelligent document processing vendor matrix, we secured a star award alongside longtime industry leaders. The main drivers behind obtaining such an award include true enterprise-scale document capture, exceptional omni-channel intake, strong and intuitive human-in-the-loop and validation experience, and a flexible AI strategy that does not lock vendors into just one technology. We could let the talking do the walking, but we prefer to walk the talk. So on screen, you will see a non-exhaustive list of our public sector customers. Throughout the years, we've been blessed to work with some of the largest state, local, and federal government agencies across the U.S. We have a large presence across state health and human services departments, working with states such as Pennsylvania, Wisconsin, Indiana, and Virginia. And we also work alongside many DMV programs, as well as various justice departments. Similarly, we're also heavily involved in private sector. We have references in every vertical, from financial services giants such as JPMorgan Chase to retail titans such as Walmart. These logos serve as a testament to the capabilities of the software you're evaluating and also to Image Access' ability to deliver large-scale projects. In case the logos from the previous slide were not enough, we have included a reference slide from one of our charter construction clients based out of the Middle East, the ALEC group. ALEC was struggling with the same challenge as yourself dealing with an outdated accounts payable business process. Before ALEC implemented InfoInput to automate their accounts payable process, they were processing approximately 380 invoices across 19 different accountants. This year, after implementing and going live with InfoInput, they almost doubled that number of invoices to 600 with only five accountants. This project was a huge success for ALEC, so much so that we're currently continuing to expand the usage of InfoInput across other aspects of their business. InfoInput is not limited to just processing invoices. It can handle a myriad of different document types, which is another important point in evaluating our solution. By choosing a platform like InfoInput to modernize your account's payable process, you will have effectively implemented all the plumbing required to tackle other use cases if such a need were to arise. We wanted to spend some time talking to the product's capabilities in greater depth and comparing to the legacy technology that is still in the marketplace today. With our 40 years in the space, we have seen the legacy players try to do everything. Legacy vendors focused on owning the entire ecosystem. Large capture and content platforms became complex, rigid, and very expensive to maintain. Innovation slowed as priorities shifted towards platform sprawl instead of capability depth. Meanwhile, modern IDP and AI-driven document understanding were advancing elsewhere. Clients wanted to take advantage of new technologies coming to market in order to unlock decades of tracked data. These traditional systems lacked the ability to truly understand the meaning of data at scale. And modern AI really changes the equation, interpreting context, relationships, and also intent within the documents. This unlocks previously inaccessible information, transforming documents into usable and actionable data. While AI has been an advent in our industry, many agencies and companies are struggling with determining the appropriate AI strategy. AI capabilities are evolving rapidly, making it difficult for organizations to commit to a single model or platform without risking obsolescence. As a result, businesses are prioritizing flexibility and agility. Choosing the wrong AI approach can be very costly. Most AI initiatives stall in the pilot phase because production deployment requires orchestration, integration, and also governance. In fact, most organizations don't struggle to try AI, they struggle to operationalize it. The benefits of choosing a platform like InfoInput is that you own your AI strategy and are able to truly operationalize it. We may leverage an engine from Microsoft today as an example to process your invoices, but tomorrow that engine could be an engine from Amazon or Google or an entirely different engine from an industry disruptor. With a platform like InfoInput, you're not stuck with just one technology. We can easily shift or replace what AI engine we use to read data based on performance, cost, or also your specific evolving business strategy. We also have this concept of bring your own model. So we have clients who license the engine themselves via the hyperscalers. Image Access does not have to provide the licensing to Broward, just as an example. You would simply provide us with the key, and we would be able to utilize the AI engine to process documents within the product. Roots go back many years, and one thing that we have not done is forget our past and neglect key functionality that made document capture technologies important. Where InfoInput also outperforms legacy products is in what we call omni-channel intake. In fact, one of the reasons why Kodak Alaris chose to white-label Image Trust is due to the platform's ability to drive even the fastest production scanners in the marketplace via a web browser. InfoInput can drive document scanners as fast as 210 pages per minute, and we have clients processing about 15 million pages per day who leverage a multitude of these blazing fast production scanners. When you blend the capability of driving document scanners efficiently, and can also process digitally borne documents, such as PDFs, TIFFs, and other electronic documents, you get a platform that becomes your main document intake pipeline. As I mentioned at the start of the presentation, InfoInput was born out of all the lessons we learned with our charter customers as they describe the pain points of legacy solutions. At the core of our product and company is the concept of flexibility and agility. We support all types of deployments from on-premises to cloud, whether it is hosted by Broward in a private cloud, or whether you prefer a fully managed service and hosted by Image Access in order to be hands-off. Following that concept of flexibility, we don't lock you into a single AI engine. So based on your ever-changing operations and processes, your technologies should be able to help instead of weigh you down. We can plug and play different engines within InfoInput based on performance, cost, or also changing IT strategies. Another critical point to outline is the architecture of the platform. We did not want to create a solution that was heavy and difficult to maintain from an IT perspective. With a single server of InfoInput, we can process upwards of 1 billion pages and hundreds of users. So that's 1 billion with a B. This is something that legacy players cannot boast. We're also continuously adding new features to the platform. We're due to release version 8 of InfoInput very soon. Containerization is also on the roadmap and will be released soon, as well as a true multi-tenant SaaS option. Our implementation approach is designed to ensure that we deliver on the promises made during the proposal and the contracting phase. So as part of our standard operational procedures, we treat the requirements gathering phase as a standalone project. The goal here is to walk away with a statement of work that is reviewed by both parties and then ultimately signed off on. It's at this point that a project manager is assigned to the project and will oversee all the phases of the implementation. The PM will be the primary point of contact and will schedule regular status calls to keep the project on track. Development includes the creation of code, configuration files, and application scripting. All development is monitored so that it's aligned to the previously defined requirements. And any changes to the original requirements will need to go through a change request process. Unit testing is the first level of testing performed and focuses primarily on the business logic within each unit. So upon completion of unit testing, the developed code will then be tested as a whole in the systems testing to verify that the units function correctly together. Implementation is completed as a joint effort of the resources of Image Access and Broward County. And implementation will follow the rules, processes, and also timetables of the client for moving code into a secured production environment. System testing is performed in a test environment, focusing on the functionality of the entire application and following previously created test scripts. System testing is then again performed in the production environment before being made available to the end user. to confirm functionality. Image Access plans on building a long-term relationship with your team. Our ongoing support model includes Image Access as the first level of support. We do not want your team to be hesitant for a call for a problem, question, or system advice. We've aligned our support model to meet this goal. Thank you for your time today. That was all for the presentation. And we can move to the Q&A portion. Thank you. Thank you for your presentation today, Image Access. Are there any questions from the Evaluation Committee members? And please state your name before proceeding with your question. Scott Cazara. During our fiscal year end, we like to assign vouchers to specific staff. For example, we put FY27 invoices to one staff so that they can be accrual noted before processing. How would your system handle that? Kostas, did you guys want to take that one? Yeah, I'm sorry. Could you repeat that again? So during our fiscal year end, we like to have certain vouchers go to certain staff. We want to know if your system will be able to do that for us based on the invoices and the dates as it's reading it. In other words, add it to a second exception file, for example, that's going to go to one person. So we'll be able to read information from the accounting system, like whether that's been, you know, queued to happen and direct the second set to that person as well. So if you flag an account or a vendor, we'd be able to understand that that vendor has been flagged and route the voucher accordingly. So following up, again, it's still Scott, following up on that, it wouldn't pick it up based on dates to go to the folder. We'd have to know that, you know, that we're looking. So normally we'd be looking for the date and just keeping that as a date. We'd have to understand that and be told that, you know, if they're in this date range, they should be going to this folder. Or if they're 30 days out from today or 30 days older than today. So we need some rules, some guidance as to why we should put them in the folder based on the date we find. Thank you. Are there any other questions from the Evaluation Committee? Please proceed. So again, Scott Cozara, we have a couple of departments that manage their own AP. We just pay the bill. Some of them might have a different business unit. Will your system pick that up? Is the business unit still within the same ERP or they actually have a whole different accounting system? The same ERP. Yeah, absolutely. Most of our customers, most of our AP automation folks have many different businesses or DBAs within their one ERP instance. So that's a very common thing. We can even try to figure out which one by vendor and all sorts of other tricks sometimes to figure it out as well, if we don't know up front. Thank you. Marie Ferrer, finance manager. Just to follow up on that question, there are instances where within the two different business units, the same vendor is paid in both business units. So would you be able to assign that or would that be a manual process? So depending on how we're receiving the invoices, so if they're coming in different channels, maybe we know that invoices that have come into this email address are always for this business unit. Or we could say, you know, okay, they're all coming into a common email address or a common front door, so we need to figure it out. If we see that the same vendor shows up in two different business units and maybe even has the same remit to address and everything, we can stop on a specific case if that happens and ask for help and say, hey, we're not sure what to do. We see that there's two possibilities for this. If you guys use PO numbers and stuff like that, we can also, you know, pretty much anything on the invoice that you guys would do as a human to look at it and figure out which business unit it goes towards, we should be able to figure out as well. Thank you. Robert Tampson, MIS Manager. I had a question regarding the first slide you showed. It talked a lot about I heard I saw the words AI in there. So are you going to be utilizing an AI engine or an OCI optical character recognition engine in order to read the invoices? Yeah, so in the past, what we would typically use was OCR technology and then rules based on top of that. So the idea would be, hey, OCR this page, and then we need to start making rules. We're going to look for the invoice number. Here's, you know, 20 different ways somebody could write invoice number. INV, INV pound sign. So that's how we used to set up systems and do invoice processing. Today with the advent of AI, we just make an AI call. It really, it's like magic without doing a lot of heavy PS up front to build those rules, without needing to tweak or touch them going forward if a vendor's invoice is, you know, greatly changed. And typically we do all this with AI. When we say AI, it's not like a public AI where anybody is getting access to your invoices or anything like that. It's all secure. And typically what we do is if a customer already has a relationship with a hyperscaler like Google, Microsoft or Amazon, we're able to leverage that relationship you guys have in your tenant, in your, you know, environment. And we also have AI that can be deployed on-prem, all behind a firewall with no internet access and all that good stuff. So I would say that, you know, and we also can fall back and do the traditional extraction, just OCR and rules-based. But I would say if we can get by with doing some form of AI, the benefits far outweigh any types of negatives. Another thing just to note, our product, our company, InfoInput slash Image Trust, it's being used by the IRS with AI, with Google AI, and it displaced some other, you know, AI that wasn't safe and wasn't good. So just know that when it comes to checking off any boxes around security or cybersecurity or protection around AI, we should be in very good shape for that. Robert Tamsin, MIS Manager, I have a follow-up question on that. We do have, I think, and I'll have to review my notes, but the county does have a single AI vendor, and I believe it's Microsoft, Microsoft, what's it called? The Microsoft Copilot 360, I believe, is the package. So I think that's the only one currently that we're, that the county has approved. So I'm not sure if your system would be able to work with that or if we would just have to go with the OCR rules-based system. Oh, we love that. Probably 90% of our AP automation customers are using Microsoft's AI to read invoices. They have a productized AI invoice parser that, you know, reads those invoices, and it would just be, you know, provisioning that resource in your existing scenario or tenant. So that's awesome and should work out very well. Scott Kazarin, I have another question. And sometimes we get, well, what we're supposed to get is emails from the suppliers directly with our AP, and sometimes they email them to us but also to the department. And then a day, two days, three days later, the department emails it to us again, and that creates a duplicate. How will your system find the duplicates over multiple days? Yeah, that's very common for us to find duplicate invoices. The first way is to find the vendor's name, match it to a vendor ID, and then get an invoice number. If the invoice number is the same, maybe it's a duplicate. Over the years, we've had folks say, that's not quite good enough, right? Sometimes they just increment the invoice number or put an A on the end of it or something like that. We also want you to check a little deeper. So we also can do stuff like do that match plus check the invoice amount and the items, et cetera. So if it really is a duplicate invoice, we have a whole bunch of different ways to catch it. What we do with it from that point is up to you guys to help us define. Most of our customers kick it out and show it to a human in the loop to say, hey, this is the invoice. We read everything, but it appears to be a duplicate in PeopleSoft. So they would ask a human to validate what to do. Do we delete it? Do we ignore it? Do I go back to the vendor and say, well, here's a button to email the vendor back? Or do we don't even care if we get duplicates and just delete them and rip them out of the process, not showing them to anyone? So it's kind of up to you guys to figure out on the business side what makes sense to do with them. But the flexibility is all there and configurable to figure out what and how to handle that. Thank you. Again, Scott Cazar, another question. We have several of our utility bills that we have to go out to websites for different utilities to actually get the bills. Would your website be able to do that automatically, even if they require passwords? We can. So I'm not sure if we responded to this RFP, RFI with an RPA component as well, which stands for robotic process automation. But we certainly have that in our bag of tools and is specifically what it's designed to do, is go out and call invoices from different sites, password protected, encrypted, et cetera, public websites, and get them. We even have customers where that's not good enough and, like, a utility bill invoice may not have an invoice number on it. We can even auto-generate stuff like the invoice number for it and things of that nature. Thank you. Again, Scott Cazara, would we always have to go through you or can we make any adjustments to any fields or anything like that in the future if something comes up? No, you absolutely can fully manage and support and maintain your own solution. We offer full training, and we have many customers that will take our product and maybe we'll roll out with them the first implementation, like AP or something, and maybe it grows to include HR or some other areas, and they'll take on those on their own. We have very good documentation and knowledge bases and very good support, and we do encourage you guys to take it on as your own. The more you guys touch it and use it, the more you'll expand it and want to use it. So definitely we want you to touch it if you can. Also, if you don't want to, we offer a full, you know, white-glove approach where we do everything from A to Z. Thank you. Again, Scott Cazara, I didn't see anything about a dashboard. Do you have a dashboard? Will I be able to look at KPIs and create my own KPIs, et cetera? Yes, so our product has in it a database that contains all the information about everything that's happened from an invoice from the moment it's been ingested all the way to where it's fed to PeopleSoft. All that information is available via a reporting tool. So if you guys already have a reporting tool and some kind of tools you guys use for making dashboards and reports, you'd be able to point at our database, fully documented, and we can help you to create your own stuff, your own dashboards, reports, or reuse maybe what you have today. If that's not there, the product also ships with Microsoft Power BI connections. There are six or seven reports out of the box that have stuff like, you know, how many invoices went through, how accurate were they being extracted, et cetera. These are real simple to open. They're like templates, and you can, you know, manage them and change them and, you know, do what you want to do. So our dashboarding or reporting is typically delivered with either a third-party tool that you guys already have or with Microsoft Power BI, which we're already, you know, integrated with. But we also can help you as part of our PS, you know, and we just get the requirements or what you'd like to see in the dashboard, and we can stand that up and do that for you, too. Thank you. Again, Scott Cusar, we run a query out of PeopleSoft for our P-card transactions and export it into Excel and then create the voucher. Would your system be able to pull this information and create the voucher from that Excel file? It would. We also could maybe kick off the query ourself to do it or whatever, but we can use an Excel file as a data source, or we could even have a routine that pulls it into a table. But, yeah, absolutely. Robert Tamsin, IAS manager. Question on the structure. So you said you have a database. So this is a separate database from the existing installed database of PeopleSoft that we have on-prem. What database is it, and how does it interact with PeopleSoft if it's separate? So we support Microsoft SQL Server, Oracle, and Postgres SQL. So those are the three we support, one of them being open source and free. Our database is really – so if you think about what we do, we're really transient information. Our job is just to suck up those invoices from wherever they've come in from, process them, and get them over to PeopleSoft. So anything stored in our database is information about where an invoice is in our flow and what's happening to it and defining what to do with it when we get it. The information is also stored for auditing and logging in data. So, you know, who touched this, how long it took to process, what exceptions look like. Our databases don't need a DBA. They, you know, self-maintain and keep themselves clean. And we can even use those databases as a service if you had cloud instances, et cetera. I'm not sure if we lost you there. No, I'm sorry. I kind of ended abruptly. Okay, that's fine. That was it. Robert Tamsin, follow-up question. So this – let's just hypothetically say we have – we set this up as an MS SQL Server database or, I mean, ideally Oracle because if we want to communicate with the existing financial system, it is an Oracle database and we would probably want to have links between the two. I guess the question is this requires its own separate instance. It would not be an instance that would fit inside our existing financial database. Is that correct? Well, not necessarily. You could create a new database on the same database server that you guys have already today. Just know that, like, our database is what you call a system database. The idea is it's really, you know, a complex solution here is moving the invoices around and understanding how to read information from them, how to do lookups. All that stuff is persisted within a database. This is, you know, a true enterprise application. It's more like desktop or departmental level solutions may not have a database behind them. So the thought is that everything being stored, all the configuration information, all that auditing and logging, it's all great for backing up, for having high availability, for, you know, being able to restore very quickly and also being able to track everything. So, really, our database is really nothing more than a system database, or you could think of it as part of our application. I mean, we ship it with SQL Express also for non-production environments, too, and the installer can just install that. But, you know, and as far as connecting from our application to PeopleSoft's Oracle database or whatever it may be, our connection when we do that integration or query, our system database is completely abstracted from that. Typically, we'd use the API or web services from PeopleSoft or Oracle to go right at that, and that's invoked directly within our pipeline, within our, you know, product itself. Thank you very much. That clears it up for me. Great. Thank you. Are there any other questions from the evaluation committee? No further questions. Thank you. Does the project manager have any questions? All right. Again, Image Access Corp, thank you for your presentation. As a reminder, please continue to monitor your emails for when to rejoin the public portion of this meeting. Thank you very much for your time this morning. Thanks, everybody. Thank you, everyone. Thank you. The first presenter, Image Access Corp, has now completed their presentation and answered all questions. As the team is leaving the meeting, purchasing agent, please invite the second presenter, XT Global, Inc., to join the closed portion of the meeting for their presentation. Thank you. All right. Good morning. XT Global, Inc., thank you for joining us. Good morning. Can you hear me? Hello. Good morning. Yes. Good morning. All right. Great. Attendees can be viewed on the team's participants panel. Displayed on the screen is a list of county staff. Can you ensure only your team members and county staff are in attendance? And while reviewing the list and the participants panel, please advise which member of your team should be designated as a presenter in the teams to share their screen during the presentation. That will be me, Vasant V. I'll be the presenter for XT Global. Okay. Thank you. You should have access now. Okay. Please do confirm if everyone can see my screen. Yes, and just give me a moment, please. Sure. You'll have five minutes to set up, so purchasing agent will start the five-minute set-up timer, and please let me know when you're ready to proceed. Okay. Hey, V. Very good. Yeah. Just wanted to double-check. Just in case during the Q&A session, if I need to have access to share the Circulus portal, would it be possible to give me Brett Jordan presenter privileges as well? Yes. That's a good idea. Thank you. Okay. Are we good? Brett Harker? Brett Harker? Yes. Once I am made a presenter, I should be good. Okay. Just one moment, please. Sure thing. Okay. You should have access now. Perfect. Thank you. Okay. Please let me know when you're ready to proceed. Okay. I think we're ready. Purchasing agent, please start the 20-minute timer for XT Global, Inc.'s presentation. You may begin. Thank you. Thank you all. Good morning. This is going to be our final evaluation presentation by XT Global. We've already done the first round of presentation on last month. We went through a detailed analysis of what XT Global through Circulus, our product Circulus, can do for Broward County. This presentation is going to highlight the key points, knowing the fact that we've got 20 minutes with a lot of questions probably that we're going to answer. I'm going to just focus on the key highlights that XT Global through Circulus is going to present for Broward. Going on to who's going to be on this call, Vasanthi, that's me. I'll be the executive sponsor and the account director. My experience with AP transformation, I've got about 17 years. I've done a multitude of projects and client finance team transformation with automation. I've done OCR implementation as well as accounts payable across the board for the last 17 years. Along with me, I've got Brett Jordan, who's going to be the engagement director, and Harika, who's going to be the AP transformation advisor. Unfortunately, Vijay is not able to join in, but with the three of us, you're in safe hands. Brett's going to come in with a lot of his expertise on public sector implementations, and Harika has a lot of AP knowledge with her finance background. So, her experience and expertise will be really worthwhile for Broward to have as well. And going on to the next slide, the main point that we want to explain through this presentation is XT Global, Circulus is XT Global's proprietary AP automation platform. We are Circulus. What you have through us is a complete solution, which XT Global is giving you, right from product development, development, testing, everything through implementation, as well as integration, which involves the pre-production, as well as post-production support. Everything is going to be done through the company, which is XT Global. Now, what this helps with Broward is that you will be dealing or you would be in touch with us. So, there's going to be nobody in between or, you know, there's going to be no third-party vendors, nobody in between, but you would be dealing with us. So, this will give you a lot of direct access with the actual product and the delivery. There's going to be, as I explained, there's any issue, if there is any, will be resolved faster because it's going to be a one-on-one communication. We're going to have the product and the delivery teams working towards your goals, and you're going to have a long-term partner with ongoing innovation and any kind of support as your needs evolve. So, if there's any kind of volume increase or any kind of new department coming in with some new set of rules, all those we can handle by ourselves within, you know, one ecosystem and solution. Now, on this note, I want to ask Brett, based on your experience, Brett, what have your clients benefited through this one package solution? Yeah, absolutely, V. Thanks for that. And I think, especially like you said, being within the public sector, there are certain ways that we need to have – I almost consider it more of a white-glove service, right? Of course, we treat all of our clients like that, but we have to take into perspective that with them being in the public sector, you have to handle it certainly a little differently. The biggest thing, and not to segue from the presentation too much, but just to add some color to my position, a little over nine years ago when I first joined XT Global, my first role here was in our support team. I was one of those people that you call our support line, I pick up the phone, and it's my job to make sure that I address any of my clients' questions on any of our solutions, right? Just as Vassan said, I have also supported our clients in multiple solutions, services as well. But especially when it came to Circulus, this is really where I figured we treat our clients differently, right? It's my job to not only address their questions, but make sure that they are heard, to make sure that they have a representative from our side who they know is handling their situation. And so getting to work both with our U.S. team and our team in India, I got to see how we cater to each of our clients' needs specifically, which is something that you do not see at any, just any competitor or any AP automation solution, right? My clients got to know me. When I picked up the phone, they would laugh. You know, hey, Brett, you know, how's your day? How's the family? And having that intimate relationship on a per-client basis is what has kept me here for nine years, right? And so slowly I've kind of moved more into the product support and then now from an account manager, director of engagement level, it's given me a lot of the foundation that I've had. So again, the support is something that I always like to highlight, right? With my clients especially, when appropriate, the support team knows to loop me in so that I have hands-on kind of overseeing that from the U.S. perspective because it is critical to make sure that nothing falls through the cracks, as Vasant said. And to elaborate on that, again, you're going to hear a lot of us repeat this, that we are a single source, right? Everything is in-house. Some other competitors, they might have other solutions or partners that they work with, right? Every time there's a handoff, that is a potential for something to fall through the cracks. With Circulus, we have all eyes that are, you know, handling what needs to be addressed in-house. So nothing falls through the cracks. The second thing I'd like to quickly point out is the continuous improvement that Vasant highlighted. We've seen this with multiple clients, right? Verizon, for example. They have changed their ERP integration with us three different times over the years since they've been with us since 2007. And so, as you can imagine, keeping someone happy for that many years like Verizon, we are large enough and we have the infrastructure to keep them happy. But we are also nimble enough to give the care and the nurture that each of our clients needs so that you truly do get that white glove experience that I mentioned earlier. Another thing of that is going to be the AI improvements, and I know we'll touch on that later in the slide, so I don't want to, you know, go too deep into the weeds. But it's really critical to use AI when it's appropriate, right? So that is why we do our best to understand each of our clients' accounts and where we believe it will make the most sense to engage that. Other than that, that is most of what I wanted to discuss, the implementation of PeopleSoft integration I know we'll be handling later in the slide. So, V, that was my two cents for this. I'll hand it back over to you. All right. Thanks, Brett. That was very informative. Going on to this next slide, I want to focus on what Brow is going to receive with Circulus. So, all of this that you see on this screen, as well as a lot more, which, you know, I couldn't put everything into one slide, everything is going to be with that all-inclusive pricing, which has already been submitted. So, you're going to get the OCR part, which is going to be involving with a lot of data accuracy. You're going to have headers, lines, PO, non-PO, data validation, business rules, all of those. You're going to have AP automation controls, whatever may be your rules to handle your PO, whether it's two-way matching, three-way matching, four-way. You've got service POs. You've got fixed POs. Whatever it might be, we do have the automation and controls to process those. Your non-PO with your GL codings, your combatives, all of those are included as part of the pricing. There are so many more business rules that can be added in, which will all give you the best quality of solution that you're expecting. You're also going to get unlimited license for all your users, whether it be your internal users and or your vendors. If they need access, everyone's going to have unlimited license. It's all part of the package. So, you're going to have visibility. You're going to have reporting. You're going to have the top-tier user experience through dashboards. You're going to have custom reports if need be. You've got KPI metrics. You can have mobile access, iOS, and Android. And if you have any kind of payment request or check request, Y request, all of those are included as well. Main part is the IT effort, which is going to be significantly reduced through the PeopleSoft integration package, which is going to be part of the solution that we offer. So, it's going to be kind of a software program or a package, which will be passed on to the IT team. And your IT team does not have to code it, does not have to build from scratch. All of the table connections, everything is going to be in there. And all that your IT team has to do is deploy it, obviously. And then, all you've got to do is just do the configuration, where you're going to have a UI screen, which is going to let you do the configuration alone. So, all these are part of it. And along with that comes your dedicated implementation team, as Brett rightly mentioned, as well as Harker, plus me, plus other SMEs who will be there. There's going to be a business analyst. There's going to be a quality engineer. Everyone's going to be in there. You're going to have a sandbox environment. You're going to have the production environment, a queue environment. All of those are going to be there, including your user acceptance testing, which we will be closely monitoring it. And we are also going to give you end-user training through videos, through documents. There's going to be so much of training material that is going to be needed to satisfy change management. And we would, you know, adhere to any kind of rules or specifications Broward has, but we will make sure the training is on par. And we would also support with your production migration. The package which we give can be deployed in your sandbox PeopleSoft environment, as well as in your production. And then the support and ongoing optimization, which Brett rightly mentioned, it's going to be 24-7. You're going to have all kinds of maintenance, all kinds of solution support. You're going to have the processing speed. You're going to have, we would recommend having quarterly solution review. So we would sit with your AP manager and your AP team to see what kind of exceptions are happening on a regular basis. And we're going to try to figure out how to mitigate those. So we're going to be in close touch with you, not just till production, but also post-production. We also have an optimization workshop, which we typically recommend a three-month or a 90-day period post-go-live to conduct those workshops. And we'll make some changes, whatever is needed, just to make sure your efficiency is maintained. Incremental progress, that's going to happen right from day one. And we're going to be AI ready. And as Brett mentioned, if there's any enhancements or changes to your ERP, we would provide that support as well. So we are going to be a long-term partner. One platform, one team, one point of accountability. And all this is going to be in an all-inclusive pricing. There's going to be no additional charges. All these are part of it. Moving on to the PeopleSoft integration, I've already touched base with the PeopleSoft integration package, which we're going to give you. Some of our references, which we've mentioned, Harris Health, Health Partners, Spencer's, they've all utilized the package which we've provided. And I'm not going to go too deep into the technical aspect of it. Maybe, you know, we can cover that in the question and answers if need be. But your benefit is going to be IT is going to have less development time. So that means faster implementation, lower IT costs on Broward's side, and you're going to have total ownership of those. Broward retains the control. We give the package. We don't control it. It's going to be Broward's IT. So any kind of configuration, scheduling, visibility, everything remains with Broward's IT support. As well as the integration risk, something which I have noticed having done this for 17 years, no company is the same. No agency is the same. No ERP is the same. Every agency has got a different set of rules. So our package is not going to be a one-shoe-fits-all, but it's going to be configurable. So we'll make sure that the integration risk is duly mitigated, and this is coming with a lot of confidence, as well as our references. You know, if you have a chance to talk with, say, Harris County, they would say so much praise about the fact that the package has reduced their IT costs. At this point, Harika, can I ask you, because most of Harris Health and Health Partners Spencers, you being the account director as well, as well as the transformation advisor, can you just real quick talk about the benefits that you have heard from them by Circlist giving the PeopleSoft integration package? Yeah, so I will preface, and I know, Vasanth, you kind of touched on this. One of the biggest things when, especially, I'll allude to Harris Health and Spencers, both being specifically PeopleSoft clients that they use, PeopleSoft for their ERP. When we were having initial calls with them, and when they were in their AP automation search, they were swamped with their IT. In fact, they would tell me, you know, we really want to get this project approved, like AP automation, but our IT bandwidth is so strapped. Like, we need to, it's non-negotiable, find a solution where our IT just does not have to do the heavy lifting. So they were really pleased to know that we already had the PeopleSoft package, and all their IT team would really have to do is just focusing, kind of like what Vasanth was saying, right, on the configuration, the validation, the testing piece. But XT Global and Circulus did everything else, right? We already had that development in place. So it really eased any burden that they had with unexpected costs, any, you know, extra pricing, all of that. None of that was a worry for them, right? So I just wanted to reiterate that it was a huge, huge non-negotiable for them to have a solution that brought the support for PeopleSoft from their end. And Vasanth, I'll turn it back to you. Sure. Thanks, Hariko. Moving on. I want to do a quick check on time. It's 920, so I'm going to go a little quick on a couple of slides. I want to focus on the production experience that we have, the enterprise experience with the volume and with the accuracy and the quality which we deliver. So Brawlett's requirement at this point of time is about 140,000, 150,000 invoices per year. We are equipped to do about the same per month. So we are, as Brett rightly pointed out, we are nimble enough to expand or evolve as your needs evolve. And this need not be a fixed number. You know, a year later, if this goes to 200K or 500K, whatever it might be, we are nimble enough to move as fast as you want us to move. So Hariko did mention about Harris Health and Health Partners and Spencers. I just want to point out one real quick, the purchasing. There was a small mistake made on this in production since 2020. It's actually, you know, in my previous slides, I'm sorry, previous presentation and on the response document with the reference sheets, the in production since would say 2025 and 2024. So I just want to point out that there's a typo here, and I just want to call it out. So why this matters, you know, so we are proven at scale. We have quantifiable and qualifiable experience on supporting enterprise-level clients. We do have the relevant experience, and you can have the confidence from day one about getting into a partnership with a mature platform like Circlus. And we will focus on your success. No matter what your changes are, we will make sure that we support all the evolving needs. Okay, moving on. So on the AI part, we have focused the core fundamental transformation on the accounts payable to be part of phase one. And we have strategically established that AI capabilities will be handled on phase two. So what you get on phase two on AI is Circa, which is an inbuilt within Circlus. It's an intelligent AP assistant. So think of it as a glorified, kind of like an intern, AP intern. You want to have reports built. Just put in a prompt that you're going to build your reports. You're going to have questions asked about any kind of vendor invoice or anything. The intelligent AP assistant, Circa, will give you personalized answers, and all these are embedded within Circlus. We also will be involving the OCR and AI capabilities, which will just gradually evolve as we go along. We also have the GL coding. We call it the smart coding, as well as routing for non-peer invoices. We do have AI-enabled exception management. We also have anomaly detection. We have predictive AP analytics. There's a lot more, which I haven't added in, but the other things are going to be your spend analysis. We're also going to have – oh, shoot. There's so much more that I want to go into details as we go along. Harkin, Britt, do you want to add on as to why we decided to have AI on phase two and not from day one? Is there something you can share based on your experiences? I'll make this very quick. And let's be real quick, Harkin. Yeah, since I know we're stuck for time. Change management is a big piece. It's already so – it's going to take a lot for teams to get accustomed to the new automation that they're going to have, the workflows, the business rules. And adding in AI from phase one, we've seen is very – it's overwhelming for a lot of organizations. So I'll make that quick. I think that's a big piece of why phase two just logically makes sense a lot of ways. And you can get the best outcomes from that, from what we've seen. Britt, is there anything you want to add on, or shall I move on? You can move on. Okay, cool. Okay, so these are the optional value-added services, which I wanted to make sure that you all know that how nimble we are. We can also do the complete data quality services, which means that your AP need not have to do any kind of quality analysis. That is an optional value-add that can be done. If you have PO Box or Mailroom needs, that can be done. And if there's any kind of IT need, IT support, post the package. Good morning. I'm sorry? I'm sorry that you've gone over your time. Okay. Sorry about that. Let me – anyway, at the last slide. So I think we've covered everything. So I'm going to stop sharing and open the floor for questions. Thank you very much for your presentation, XT Global, Inc. Are there any questions from the Evaluation Committee members? Please state your name before proceeding with your question. Scott Cozara, we have some utility companies that we have to go out to their websites. We have to go out to their websites to pull our invoices. Some of them may require passwords. How does your system handle that? So when we – Britt mentioned about the telecom company Verizon that we have. So they have a lot of vendors where we will have to go into their website and log in, or vendor's website to log in, especially the utility companies and everything. So we do have experience in handling those. What we have recommended is in – at least to begin with, we would have our team do it, logging in and getting those invoices if you would want to pass it on to us. But eventually, we can also do some APIs or something. Now, based on the vendor, if their volume is high, we can figure out a way to make that either an e-invoice or electronic invoices. That is also an option. Thank you. Still, Scott Cozara. I don't remember who was talking, but somebody said you guys are completely in-house, but then you referred to your team in India. Can you elaborate on that? So, yes, that was Brett. So we do have presence in the Indian office as well. But for a public sector, everything is going to be in the U.S., onshore. There's going to be no offshore. But Brett was just mentioning that he's got experience in dealing with onshore and offshore as well. So he was just explaining his experience in doing all those kind of support-related activities. Scott Cozara, many times we get invoices directly from the supplier. And then a few days later, we get a duplicate invoice from in-house from a department. How do you guys take care of the duplicates so it doesn't get in our system? So when we start with the requirements gathering, we go into a detailed session of how you would want the duplicates to be cut. Typically, we would follow what your PeopleSoft rules are. We can go with the vendor name, the invoice date, the invoice amount, and the invoice number. Or any rules that you have, we would utilize that to capture duplicates. And we'll make sure, let's say, out of four fields, three fields match, but the fourth field is different because the invoice number is cumulative when they reprint invoices. We can mark those as either possible duplicates or duplicates. So if it's a duplicate, it will be flagged, and AP would have that. Or we can also have an automated rule if it's, you know, four fields out of four fields duplicated can also be automatically marked as do not pay. So you do have the configurable option. Either AP can see that, and then AP can mark that as do not pay or reject the invoice, or it can also be sent back to the vendor stating that that's a duplicate invoice. So, again, Scott Krizar, we have our PCard transaction where we run a query out of PeopleSoft, and we download it into Excel. Your system can use Excel to create vouchers and whatnot? So we do have an option where you can upload an Excel file into Circlist. It can either be uploaded straight into Circlist, or it can be sent over as an email. And then we do have an automated system which would break down that particular Excel based on the rules that Broward would say to break it down into individual doc IDs or individual transactions pertinent to an invoice. So we do have the capability to do that. Robert Tamsin, IaaS Manager. What system is Circulus developed in? What development tools is Circulus developed in? It's Java, and it's hosted in OCI. So we use the Oracle Cloud, but it's Java-based. So then what's the database behind it, if you have a database? Oracle. It's an Oracle database? Okay. Correct. No further questions? No other questions? Thank you. Does the project manager have any questions? No questions. Okay. Again, thank you, XT Global Inc. Thank you for your presentation. As a reminder, please continue to monitor your emails for when to rejoin the public portion of this meeting. Thank you. Thank you all. Appreciate it. Thank you. Thank you. Have a good day. You too. The second presenter, XT Global Inc., has now completed their presentation and answered all questions. As the team is leaving the meeting, purchasing agent, please invite the third presenter, Transcend AP Inc., to join the closed portion of the meeting for their presentation. Thank you. Yes, we can. Can you give us a minute? Great. Great. Great. Good morning, Transcend AP. Thank you for joining us. You're welcome. Yeah. Good morning. Great to be here. Great. On the screen, you will see a list of county staff. Please review and ensure that only your team members and county staff are in attendance. While you are reviewing the list and the participants panel, please advise which member of your team will be designated as a presenter in teams to share their screen during the presentation. I'll be the one sharing. Your name? Jeff. Okay. Jeff. Jeff Weinstein. Yeah. And can you please confirm that there are no other individuals in the meeting other than your team and county staff? Yes, that's correct. Okay. You have been given access. Your team will now have five minutes to set up. The purchasing agent, please start the five-minute setup timer. I mean, I think, Simon, do you think you're ready to go? I think so, Jeff. I think we're okay to go. Would you like us to start or do you want us to wait for the five minutes? Let me know when you're ready. Yeah. I think we're okay to start. Okay. So, purchasing agent, please start the 20-minute timer for Transcend AP Inc.'s presentation. Thank you. Okay. Well, nice to be talking with all of you again. And on the line is myself, Simon Yelsky, our Chief Product Officer, Mark DeSantos, our VP of Software Development. And Dawn Smith, who is – should we go forward, is going to be your implementation manager. So, a couple of things. At the beginning part of your RFP, these are the things that you were looking to accomplish. And one thing that, you know, we feel great about is that we are a – really a very focused software company on AP automation. And every day, these are the things that we're thinking about accomplishing for our clients and, you know, even more than this. But every day, we're thinking about this, and every day, we're improving our product and figuring out how you get to these goals. We do that through our software platform, Transcend AP. And we also do it through great implementation services to get you up and running and through a client success program that is along with you throughout the journey to continually help you improve on what you're going to achieve with our software. A couple of things that we wanted to just point out. First, our solution fit. So, you know, we are an AP automation software company just focused on helping you get to some of these goals. In the RFP, our functional fit, out of the box, we did 42 of the 45 things you were looking for. And the other three we feel are configurable well within what we do every single day. Operationally, you know, we integrate into PeopleSoft and done that a number of times, and we're going to talk about that further. And then on the accountability side, you know, we are guaranteeing 90 percent, at least 90 percent invoice recognition accuracy. And so what a lot of people talk about, we actually guarantee and put into our contract. Now, also remember that this is the floor for us. So we're going to be working with you every day to figure out how to get that number up and how to improve that. And, you know, most of our clients are in that 95 percent range. So we feel like we're, you know, really kind of making sure that you know that we are feeling accountable to help you get there. You know, we're a proven solution that's been in the market for a long time with a lot of great clients. We process millions of invoices every year worth billions of dollars. We are backed by a number of organizations, Rittenhouse Ventures and Tech Council, our two growth fund ventures, venture funds that support us and really are encouraged by the things that we're doing in the market and how we're changing the landscape. And also New Jersey Economic Development Authority, a state agency in New Jersey, is also one of our our backers as well. We're a premier partner for AP automation for tungsten automation. They're a their document recognition software is actually in the very top right hand quadrant of the of the magic quadrant for Gartner. We incorporate their invoice capture technology, their document capture technology, and we make it so that it really sings and works well with invoice capture. On top of that, we put our own technology on top of that invoice capture ability and make it so that it's much more accurate and and integrates well into and back into our solution. This is just some of our clients and just probably just a couple I just wanted to point out. So as you can tell, there's many clients of different shapes and sizes. I'm sure you recognize many of the names. Greater Orlando Aviation Authority. So the Greater Orlando Airport is one of our clients that signed on with us in the middle of the summer. And we are getting them up and running in the next next month or so. So we feel great about working with them. Pruitt Health is a fairly big health care organization that I believe has a number of facilities inside Florida. But they are a are one of our recent PeopleSoft implementations. And so we work with them closely and making them work. And then you see there's a number of other organizations when casinos is also a PeopleSoft client of ours. And so a big smathering of different kinds of clients. So out of the box, we said that we were going to that we have 42 of the 45 things we're looking for. And to us, that's probably no surprise. We're on version 11. So, you know, over the course of time, we continue to come out with releases, new functionality, new features, really adding to the capability of our application and improving the flexibility you have within our application. So we're, you know, constantly coming out with new versions of our product. And we do that really in cooperation with all of you, with our clients, about 50 percent of the things that we incorporate into our new release come from your ideas and the things we're seeing. And that's something that's just part of what we're doing on the client success side. So you can participate as much as you want, and you can be part of that as much as you want, or you can just reap the benefits as we continually kind of grow and improve our solution. A number of things that you're looking for in your evaluation criteria that we feel we really attach ourselves to. First off, on the professional personnel. So we have a team full of people that have implemented a number of clients similar to yourselves that have a lot of experience in this space. We actually have AP, former AP specialists and AP managers on our team that work with you to kind of help you figure out best ways to use our application. And for us also to understand what you're trying to accomplish. Your project plan, you wanted a six-month phased plan, which is something that we provided you with. And Simon's going to go over that with you more so, so we feel great that we're able to attach that. You know, most of our plans are 120-day plans, but we feel great about the six-month plan that you want us to follow. On the reference side, we have a number of accounts that, many accounts that have been with us for over four years. A number of PeopleSoft implementations that have been proven throughout time. So we feel great about being able to help you with that. Again, out of the box, 42 of the 45 requirements. And, you know, from a pricing standpoint, we feel strongly that we have a competitive price out there that includes a lot of things that I'm going to talk about in a couple minutes. So, yeah, so on the pricing side, so we included a lot of things inside. This one is future enhancements, maintenance, and support. It's a fixed-cost implementation. You'll have no expense with us over the five-year period. Also, what's included with us is our client success program. So somebody from our team is going to be working with you, and they're going to be gauging other people on our team to kind of help you with how to proactively get more results with us and how to take new features and implement them and how to make all these things kind of work great for you. So we feel super that, you know, we're giving you a proven product with incredibly proven implementation services and a client success program that we think really attaches itself to what you're trying to accomplish. So let me turn this over to Simon. Thank you, Jeff, and good afternoon. Good morning, everyone. My name is Simon Yelsky, and I'm the chief product officer. Jeff did not mention in the beginning, but he's actually our president and CEO. So, Jeff, thanks a lot for doing the upfront here. I just wanted to let you know that my role is not just the chief product officer as someone who designs the product and thinks about the future of accounts payable, but I'm also managing our client deployments. So I'm very close to you. I'm very close to our clients, and I bring all that back into our product. So I live and breathe accounts payable in automation. And I'll take you through some of the kind of details of integration, functionality, and our implementation approach. Let's go to the next slide, Jeff. So you folks have put together a very extensive RFP, and, you know, we feel very good about being able to address everything you're asking us to do, much of it out of the box. We think we can even exceed many of the things that you're suggesting, and we also think that as you evolve and your requirements change, we'll be right there with you and potentially ahead of you in helping you provide the technology that does all of this. But our technology, we believe, fits really well into what you're trying to do in the county and supports a full invoice lifecycle that you've outlined in terms of being able to capture all of the invoice data from various sources, various formats, very universal capability. It's very, as Jeff mentioned, it works really well, gets the data out. And our product is also able to then take all of that data, be able to validate it, and learn as it goes. And I'll get a little bit deeper into some of these areas. And, of course, it integrates very tightly with PeopleSoft. And we make sure that PeopleSoft does what it's good at, and we do what we are good at, which is accounts payable and automation. We'll get into that a little bit. And, of course, all of that is wrapped around with automation, ability to do straight-through processing when necessary, and being able to monitor and identify issues and improve the issues. And the idea is to have your folks not do routine, repetitive stuff, but really become more of exception processors. So let's go to the next slide, Jeff. So in terms of the functionality, as I said, I think we are really comfortable. We feel like we're giving you a lot of proven value and really great functionality in all of this. And just to go around a little bit and to discuss this, on the intelligent processing side, intelligent processing for us starts with AI-driven capture. We are using, as Jeff mentioned, an engine, and the engine under the covers uses Azure AI. We then take this engine and we actually add invoice specifics, and that's kind of our business, is understanding invoices out of the box, no templates, no pre-training. Everything is very smooth and recognizes invoices. Our system on the intelligence side is also able to identify opportunities to go straight-through or touchless processing. So things that can be done automatically will be done automatically. And, of course, we have a pretty sophisticated purchase order matching kind of algorithm and technology that we've built over the years, and we do it with every one of our clients that touches two-way matching, three-way matching, tolerances, all kinds of configurations that deal with the complexities of these areas. On the workflow and operation side, while you've provided us with specific workflows, approvals that you would like to achieve, our system and our platform, Transcend ADP, can do all of that, but it also provides configurability that maybe didn't even come out necessarily, because you will evolve, and as you evolve, your requirements will evolve, the way you do things in the future will evolve, will be right there to support you. The system supports notifications to send out notifications to the appropriate parties, to remind them to be able to delegate it, and, of course, within the workflow area, if something doesn't go through, ability for you to manage it, monitor it, restart things, and so on. In terms of PeopleSoft and connectivity, I will have a separate slide on that, so I'll dive into it a little bit deeper. But as Jeff said, we have a number of PeopleSoft deployments. We've done it in all kinds of ways that are very flexible, and I'll touch upon our integration framework shortly to show you how we provide you with the flexibility that's necessary. And then, finally, in terms of visibility to all the data and just the general user experience, we are really proud of our user experience built up over the years in conjunction with what our customers have told us. So, version 11 means you're getting the best of the best of what we've done with our customers, and that means it looks good, it does what it needs to do, and it doesn't do anything extra. And it also provides dashboards for you, as we have shown, in terms of being able to see invoice information, cash management information, productivity information as requested by you. So, once again, we feel like it's a really good fit, and really, we've done this many times before. It's a good fit for all of our customers as well. Let's go to the next slide. One of the things I wanted to touch upon is that at the end of our previous demonstration, there were some questions about how we handle fraud detection. So, we wanted to kind of add a slide to kind of elaborate a little bit on this. In our product, in Transcend AP, we are able to use AI for both in-flight processing. As invoices come in, right, we recommend purchase order matching. We recommend general ledger coding or chart fields coding. It's what we call in-line as invoice goes through. But we also offer analytical AI, and this falls into that area where we actually evaluate invoices that have been processed previously, vendor activity that has been recorded by us previously through our application, and then we identify anomalies, unusual behavior, and we provide rules that tell you what to look at, identify vendors of interest to you, and maybe identify invoices that should be paid special attention to. So, we do offer some of these things that we wanted to touch upon it because it did come up at the end of the demonstration. Let's go to the next slide, Jeff. Let me talk a little bit about the PeopleSoft integration itself. There's a couple of things going on here. One is we've done many PeopleSoft integrations. Also, keep in mind Oracle and PeopleSoft represent the largest portion of the integrations that we've done, but we've done many others as well through what we call Transcend AP integration framework. Our integration framework is designed to use different ways to integrate based on the customer's security requirements, integration requirements. So, whether it's using API when necessary, whether it's using file exchanges when necessary, whether it's using views, all of those are supported and can be done in different ways, even within the same customer. Some of the questions that came up at the end of the demonstration highlighted that you folks were sort of thinking about how to do your PeopleSoft integration and what kind of security and which mechanism might be useful. It's exactly the kind of thing that we were built for. In terms of PeopleSoft, we support all the necessary objects, vendors, vendor masters, purchase orders, chart fields, the buyer data, payment data, invoices being passed and attachment being passed from us to PeopleSoft. And it's done to make sure it supports you today and in the future. So, let's go to the next slide, Jeff. Now, let's talk a little bit about the implementation. As Jeff said, our typical implementation is usually 120 days. We feel obviously very confident with 180-day implementation. The full team is on today. The leadership team who will be working with you folks is today, including Jeff, myself, Don Smith and Mark Dos Santos. Our project plan is very similar to what you guys outlined in terms of your requirements. So, there's a 30-day initial sort of discovery phase and then a kickoff to come after that. Then we spend the next couple of months, 45 days or so, in actually integrating, installing, deploying this. And then we go into the user testing and the training mechanism. And then, of course, we transition over to production. We've done this many times. This is what we do all the time. I'm personally involved right now in the middle of seven of these, if you could believe. And, of course, it doesn't end there. You know, we continue with hypercare because after these systems go live, there's usually a need for that. And we run regular meetings, as you had requested. We also are using a tool for collaboration called Basecamp, where we collaborate around providing information, updates. Everyone on your team sees it. Everyone on our team sees it. And in terms of training, we are used to doing a lot of training for approvers, for users, for train-the-trainers. And as you had requested, on-site training is also part of this in order to enable you to be successful. Let's go to the next slide, Jeff. As I mentioned, this is the team. You could see that Jeff and myself are going to be the sponsors of this particular project. But I'm also going to be very closely involved in working with Don Smith, who would be your implementation manager, on getting everything done. Our VP of software development is a lead solution architect. Now, because we're a product company, you know, we bring a lot of experience from every other deployment we've done. And then we bring other folks that work in terms of mapping, integration, training. And we also, as Jeff mentioned, we have on our staff folks who are actually AP managers. So we're not coming at it just as a technology company. We come at it as a technology plus domain expertise company because this is our business. And we believe we can make you super successful. And you'll get the kind of stuff that will make you achieve your goals ultimately. And I'll pass it over back to Jeff. Thank you, Simon. So, you know, one thing that's in our DNA is really looking at this as an ongoing partnership. So we talked a lot about our software and we talked a little bit about our implementation services. But one of the things that's really important to us is really continually collaborating with you all and helping you, you know, get the most of our solution. And learn from you on how we continually kind of improve what we're doing for you and have you be part of our, you know, of our roadmap going forward. And so we have a little bit of an outline of how our client success program works and how we're kind of working with you. And this, you know, this is adaptable for every customer. So some customers take, you know, we spend a lot of time with them. Other customers just enjoy running our product and we talk to them, you know, as needed. But we're, you know, as our DNA, it's really figuring out how we take our great product, how we take the talent that we have, and how we really marry it to help you be as successful as you can. And get the most from the people on your staff and have your staff feel great about, you know, what they're doing every single day around the area of AP automation. So I think that's it for our presentation. Thank you very much. Yeah, thank you. Thanks for listening. Okay. Thank you again, Transcend AP Inc. Thank you for your presentation. I'll now ask any Evaluation Committee members, if you have any questions, please state your name before proceeding with the questions. Did you want me to stop sharing, by the way? You don't need to. Okay. Scott Cozara. We have several websites we have to go to for our utilities. Sometimes they need passwords. How does your system handle going out to those websites and getting the information for the invoices? So in general, the invoices are brought into our system by sort of a mechanism that can either do kind of robotic processing, or usually there is a process that our customers go through that pulls invoices and uploads into our system directly. So there's various mechanisms that we've used for that kind of processing. Is it pulling directly from those websites or from our system that we have to do something? It's typically pulling from our customer system, not necessarily external websites, but we've done those integrations as well in the cases where it's necessary. So I apologize. Marie Ferrer, just to clarify, would we be expected to download the invoices ourselves and then upload them into your system and or to the email box, or would your system be able to directly log in and pull the information? You would have to download the invoices into our system. But if robotic – because robotic kind of processing was not necessarily explicitly included in the RFP, if that was there, then that could be added as well. Well, Scott Cazara, so we often get emails from our suppliers directly, but they also send it to departments who, a couple of days later after reviewing it, send it to us again in our same email box. How do you guys pull out the duplicates in that manner when they're a couple of days apart? So our email ingestion mechanism listens to the actual emails that are coming in. It's able to identify emails from attachments. It's able to classify whether the attachments themselves are invoices or not invoices. And it's also able to identify whether it's an attachment of a previously submitted invoice, and it can be flagged as either a duplicate, like, hey, this has already been sent in before, or it can actually be attached to a previously created invoice. So if an invoice has been sent in and is being sent in again, our system can identify it as, hey, this is already in the system, and to duplicate, we can notify the person sending it. Or if you actually wanted to attach additional information to an invoice, you could do that as well. So there's different configuration options in handling emails, attachments, and kind of bringing them all together into a system, and then helping your team identify what to do with them after they've come in. Does that make sense? Yes, sir. Thank you. So Scott Cazara, and we run our P cards. We run a report out of PeopleSoft, download it into Excel. Will your system upload and create the vouchers from Excel? Yes, it does. Yes, it does. We do this for a number of our customers, where if you upload Excel, and if the Excel itself can contain, you know, individual lines per invoice, or maybe even lines, multiple lines for the same invoice with multiple chart fields or cost centers, our system is able to bring them in as a batch of invoices. And in fact, you could specify what the processing on those should be, whether they should follow the same identical processing for, you know, for purchase auto-matching or for approvals. We have customers who, when they're bringing in P cards, sometimes they're pre-approved, and if they're pre-approved, it will bring them in and can actually even skip certain steps if that's how you'd like to do it. But yes, we do support input of Excel kind of P card level of information in batch. Does that answer your question? Yes, sir. It answers my question. No further comments or questions. Are there any other questions from the Evaluation Committee? No. All right. Does the project manager have any questions? All right. Thank you very much. Again, Transcend AP, Inc., thank you for your presentation. Thank you. As a reminder, please continue to monitor your emails for when to rejoin the public portion of this meeting. Thank you. Thank you very much. The third presenter, Transcend AP, Incorporated, has now completed their presentation and answered all questions. As the team is leaving the meeting, Purchasing Agent, please invite the fourth presenter, Syrett Technologies, Inc., to join the closed portion of the meeting for their presentation. Good morning, Syrett Technologies. Thank you for joining. Good morning. Good morning. Good morning. As your team joins, attendees can be viewed in the team's participants panel and displayed on the screen is a list of county staff. Please review to ensure that only your team members and county staff are in attendance. And while you're reviewing the list and participants panel, please advise which member of your team should be designated as the presenter in Teams to share their screen during the presentation. John, that's going to be Alex, right? Yeah, it'll be Raul. It'll be you for the deck, right? And Alex for any of the demo stuff. Can you state those names again? It's John and who else? Oh, no. Sorry. Raul will be doing the presentation portion, the deck. And then Alex need access for any, if we need to show anything. Okay. And for the record, please affirm that there are no other individuals in the meeting other than your team and county staff. That is correct. All right. You should now have access. We will now give you five minutes to set up the purchasing agent. Please start the five-minute set-up timer. Please let me know when you're ready to proceed. You guys are set. We can see your screen, Raul. Alex, you ready as well? Yeah, I can see the screen. Okay. So we are ready. Purchasing agent, please start the 20-minute timer for Surit Technologies presentation. You may begin. Thank you. Thank you, everyone. I appreciate the time and the opportunity to have our final presentation. I wanted to make this a recap of what we have gone through so far. In line with your requirements, I wanted to recap that Tipalti is one of the only AP solution that is all-encompassing for automating your end-to-end cycle that will essentially handle your mass payments, accounts payable, procurement, expense management. It is an AI-enabled, intelligent automation solution that you'll be able to configure your templates, the invoices, the volume that is actually required for you to process the required payments as well. We demonstrated the supplier capabilities, the AI-powered invoice management intake, the ability to read line items, tax line items, being able to configure workflows, have rule-based access, being able to actually configure approval workflows based on whether it's the nature of the expense or the volume or the amount as well. So you have configurable policies that enforces the accountability of the expenses and the traceability right all the way to your ERP application. You have the ability to reconcile and have tremendous reporting capabilities. Tipalti has open APIs as well as the CSV-based integration capabilities. So it allows you to interface with any of your applications, including your ERP as well. Tipalti is a licensed money transmitter and it can make payments directly on your behalf as well. And we actually demonstrated some of that in our presentation too. So I know we demonstrated most of the things and we'll probably leave this part of the Q&A as well. Of the requirements that you had asked in the proposal as well as in our presentation, as a recap, we demonstrated the 46 requirements that were in the solicitation. Some of them, because of the connectivity with the sandbox to your ERP, we talked about it, but we didn't actually really demonstrate those. So we'll be happy to take any questions in that respect as well. So just to recap, so all the 46 requirements, we're able to successfully demonstrate and actually handle those. And we'll let this point, Alex, John, if you guys want to add anything, otherwise we can open it for Q&A. No, I believe we're okay. It'd be good to just go to the Q&A. Thank you, Raul. Well spoken. Okay, thank you very much, Sera Technologies, for your presentation. Are there any questions from the Evaluation Committee members? Please state your name before proceeding. Scott Cruzara, we have several websites for our utility companies we need to go out to to download the actual invoices. Will your system handle this and pull the invoices? Max, I'm going to let you. Yeah, I can take this one. So just to clarify the understanding, are you asking about automatic download of these invoices or recognition of the PDFs downloaded? They're PDFs on the website that we manually have to go out and download. Does your system do that or does it not? Does it go out to the websites and download it or is it something that we have to download, save into a folder for you? Yeah, right now we do not support automatic download, so it should be done manually. As a feature that we developed specifically for reoccurring invoices, if it's the same amount, we can offer a reoccurring invoices functionality. But in case if the attachment is required, then manual action needed. Yes, and I want to quickly add to that as well. So while Tipalti itself has the ability to, like Alex said, schedule for any recurring invoices to be paid. Now, if you see our response in our integrations part, we actually indicate and maybe give several examples where we have the ability to have that automation as built as an add-on to the requirement as well. So we'll be able to automate that for you. So it's not like you have to do that manual grabbing of the invoices. It is an add-on that is available and we can build that automation to grab and process it in Tipalti. Thank you. So, Scott Krizara, we received several emails from suppliers directly. And then we received them from our departments a couple of days later, which are considered duplicates. Will your system route out those duplicates to not import them? So definitely the system will gauge these invoices as duplicates and will present for users' review. So the system, by default, will not be judging and making actions, but instead presenting duplicates for the review. Scott Krizara, does that answer your question? Yes, sorry about that. So my last question is, we download out of PeopleSoft a report for all of our P-card transactions that we have to create vouchers for. So now we end up with an Excel file. Will your system upload and create the vouchers from that Excel file? I ask a clarification for vouchers. Is it something that you intend to pay based on to your employees? Not to employees. They're just vouchers for invoices, to pay invoices. And these vouchers are for one particular vendor? No, all of our vendors. Yeah. So current functionality is that a system can read and understand Excel files. And if it's clear from these vouchers how to distribute payments, then it is expected to be parsed to separate records. Yes. Thank you. No further questions. Are there any other questions from the Evaluation Committee members? No. Any questions from our project manager? No. Oh, one more question? No. The fourth presenter, CEREC Technologies, Inc., has now completed their presentation and answered all questions. Thank you very much for your time this morning. Thank you. Thank you. This concludes all vendor presentations. Our purchasing agent will invite all vendors and members of the public back to the open portion of the meeting. Thank you. Good morning, everyone. We're just waiting for all participants to come back into the room before we proceed. Good morning once again, everyone. It appears we have all participants. The next order of business is the scoring of the vendors. The score sheets have been distributed to the Evaluation Committee members. The score sheets include the assigned points for location, which is applied based on specific criteria stated in the solicitation. Additionally, the score includes points for price, which were calculated based on the formula identified in the solicitation. When all Evaluation Committee members have completed and submitted their score sheets, I will recess the meeting to provide time to tabulate the results. Committee members, are there any questions? No. Hearing none. Committee members, you may begin scoring. The purchasing agent will notify me when all score sheets have been received and are ready to tabulate. Pierre from the image access team is waiting in the lobby. Can you guys just let him in? Thank you. Will do. Thank you. Good morning once again, everyone. All score sheets have been submitted. We will now take a recess to tabulate the results. The time is now 11.27 a.m. Thank you. Good morning once again, everyone. I would like to reconvene the meeting. The time is now 11.39 a.m. The purchasing division completed the tabulation and will announce the final scores and ranking. Before the results are announced, I would like to thank all of the vendors for their participation this morning and in the solicitation process overall. We appreciate your time and interest in working with Brown County. Purchasing agent, please announce the scores and ranking. The total scores are as follows. The number one ranked firm is Image Access Corp. The number one ranked firm is Transcend AP Inc. The number one ranked firm is Transcend AP Inc. The third ranked firm is XD Global Inc. And the fourth ranked firm is Syrett Technologies Inc. Thank you. Thank you. The next order of business is acceptance of the scoring and ranking. May I have a motion to accept the Evaluation Committee's results and recommend the ranking for approval? Scott Cousar, I'd like to make a motion to accept the Evaluation Committee's results and ranking for approval. May I have a second? Robert Tamsin, I second that motion. All in favor say aye. Aye. Any opposed? Motion passes unanimously. Please note, effective September 22, 2026, the Broward County Procurement Code was updated to remove the objection process. The Evaluation Committee's recommendations of ranking will be posted for five business days on the Purchasing Division website. If no vendor timely protests, the ranking shall be final, provided that no county commissioner requests the review of the ranking. Once a ranking is deemed final, the county shall commence contract negotiations with the number one ranked vendor. As a reminder, all information reviewed by the Evaluation Committee is posted on the Purchasing Division website repository, including the closed portions of this meeting. Committee members, is there any other business that needs to be discussed today? No other business. Thank you. Again, I would like to thank all the vendors that responded to the solicitation and for your presentations today. And the Evaluation Committee members, thank you for your participation in the solicitation process and for serving on this committee. The final Evaluation Committee meeting is now adjourned. The time is 11.42 a.m. Thank you, everyone. Thanks, everyone. Thank you.
