management division public works and environmental services department present thank you it is the evaluation committee's responsibility to review the vendor's submittals to ensure solicitation requirements are met and to evaluate the submittals and make a recommendation to award a contract each evaluation committee member was appointed by the county administrator to serve on this committee based on their experience evaluation committee members are responsible for the following for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county at the discretion of the board the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews the conus islands has been in effect since the solicitations advertisement vendors are prohibited from discussing the solicitation with the commissioner's office county staff or a member of the evaluation committee the corner silence terminates when the awarding authority takes action which ends the solicitation during the corner silence inquiries regarding the solicitation should be directed to the project manager or the director of purchasing and or his designee also vendors may communicate with the designated representative from the office of economic and small business development at any time regarding the solicitation small business enterprise or county business enterprise participation the summary of vendor rights regarding the borough county competitive solicitation was issued in the solicitation the initial evaluation committee meeting minutes have been distributed to the evaluation committee members evaluation committee members is there any discussion regarding the minutes you received hearing none may i have a motion to approve the minutes from the initial evaluation committee meeting please state your name then the motion jorge hernandez i would like to make a motion to unanimously as stated previously at the initial evaluation committee meeting the solicitation required vendors to state whether they accept borough county's terms and condition or if they do not accept them to identify the agreement provisions the vendors propose and the vendors propose changes for facilities parking management services the four vendors that have been that have the four vendors that have advanced to today's meeting have accepted the county's standard terms and condition for port everglades parking management services the five vendors that advanced to today's meeting have accepted the county's standard terms and condition the next order of business is the vendor's presentation in accordance with section 286.0113 of the florida statue presentation and question and answers are closed to the public only committee members county staff the representing vendor and their team will be in the closed portion of this meeting other vendors their team and members of the public will be excused from the meeting to permit the start of the closed presentation session sub consultants partnering with multiple prime vendors are only allowed to participate in one vendor's closed presentation session each presenter will have five minutes for setup the timekeeper will be the purchasing agent desirine lascott as this meeting progresses desirine lascott will provide an email updates to vendors ensuring that each upcoming presenter is informed when it's time for them to join once all presentation and question and answer session have concluded vendors and members of the public will be invited to return to the public portion of the meeting during which the evaluation committee will score and rank the vendors members of the public may be um may provide an email address in the chat to be notified when to return to the public portion of the meeting vendors were asked to provide an electronic copy of their presentation to the purchase and division prior to this meeting the presentation um presentations were have been received and distributed to the evaluation committee members the presentation order for both parking management services was identified during the initial evaluation committee meeting utilizing two separate randomizers in addition the length of presentation for each parking management services was 15 minutes subsequent to the initial evaluation subsequent to the initial evaluation meeting after assessing the presentation time and taking into consideration the unlimited question and answer session the purchasing division notify the vendors that they can propose on both parking management services in a single allotted 30 minutes as opposed to two separate presentation followed by two separate question and answer session to facilitate this the order presentation will be in accordance with the first randomizer results from the facilities management services and since pivot parking only advanced for the port everglades parking management services they will present at the end as such vendors will be presented in the following order first presenter psa constructors inc dba psa management 30 minutes followed by unlimited q a second presenter last parking last florida parking llc dba last parking of florida 30 minutes followed by unlimited q a third presenter sp plus llc 30 minutes followed by an unlimited q a fourth presenter universal parking and transportation llc 30 minutes followed by an unlimited q a fifth presenter p2 of florida florida llc dba pivot parking 50 minutes for port for only the port ready ready okay your timer is start you may begin okay let's have another go good afternoon ladies and gentlemen it's a real pleasure and an honor to give this presentation to you for the parking management service for broward county my name is chris hassel i'm a registered british architect since 1973 i've been in united states since 1989 and i'm a u.s citizen and i'm still working on the accent so i apologize for that let's get on to our agenda today we're going to meet the team we're going to go through our technology plan we're going to look at our approach we're going to talk about the transition plan and we might not need the last slide because by art by the time you've seen all the other slides you won't need to know what differentiates us from everyone else you already have chosen us to do the job so let's look at the team itself psa and ace are the two main components psa is well known to broward county we're working with gannett fleming on the connector study project and we're also working with hatch team on the recently awarded port everglades master plan these two premier projects in broward will give us a real good insight as we move forward not only in parking but also in all other aspects of the development of in broward county we have done a lot of parking projects we've worked with the signal we've worked with park assist we've worked with ski data we've looked at all the leading parks experts in the us and we selected ace as our partner they are tremendous credentials experience knowledge and real synergies with psa not just on the management approach but also in our philosophy you can see they have very very impressive credentials and we think we're going to make the perfect team for you and we're going to make commitments to you next please we're going to make commitments to you not only as a team but at the very top so i'm going to introduce the two chairman of the companies first of all patrick aliot thanks please again my name is patrick president and ceo of psa management uh my participation on this contract i will serve on the executive committee review board along with um my partner keith yes uh good afternoon my name is keith jones i'm the third generation owner and executive chairman for ace i am very excited and uh the team that we have put together and we truly are trying to focus on bringing the latest in technology and innovation uh for broward county and port everglades along with providing the right human capital to truly make a difference for the key stakeholders uh that these parking services are here to meet so i pledge to you that we are developing and deploying every resource available to us which really will be a differentiator around delivering the right kind of technology and the right type of people thank you very much thanks patrick and thanks keith now now let's look at uh municipal experience i think this slide speaks for itself uh it's uh graphically uh impressive but uh more impressive than ever is the figures at the bottom long-term partners for both ace and psa showing that we have really made a difference in in municipal experience and we have long-term contracts at many many different places throughout america and primarily in florida itself now let's look at the company and the team that we're going to on this project psa will be the overall team leader we'll make sure everything gets done on time we'll fully meet and on budget by the way we'll fully meet all federal state local requirements we'll be proactive and we'll be collaborative because that's what we do and that's what we are we've already introduced ace as the best in class they're innovative and they've got the experience and the technology and the staffing lined up ready to go for this project and not to mention at the end our three other subcontractors two of which are cbe's and one is another local company all of which are very welcome to be part of our team and show our local presence i just want to end by saying we will be the only cbe led team that you'll be looking at today now i want to introduce to you the two main people that will be running the project uh me and freds have been working together for a long time time so chris go ahead and introduce yourself please thanks chris oh good afternoon my name is richie she won with psa management and then i will i'm the proposed project manager on this project for psa i have more than 20 years of experience in engineering construction and project management and then also i have extensive experience in parking especially with spark parking guidance payment smart system premier valley and vip and even parking and then also i'm very familiar with fdot and guideline on traffic plans and safety requirement i'm very pleased to be part of that amazing team and then i would like to introduce don jones from ace thank you thanks fritz uh good afternoon uh don jones i am the vice president for florida operations with ace parking uh i've been on the industry for 25 years the last five of which have been down here in south florida uh during my career i've managed every type of parking operation that you can possibly imagine uh i'm based here in in fort lauderdale and uh actually have uh extensive experience with with both of these accounts as uh in my previous life i was i was part of the uh leadership team uh for the broward accounts next slide please uh for our on-site team um at broward facilities we have uh fernando iguari who is our regional director out of new orleans he's been with ace parking for 10 years and it's really been instrumental in our growth in that market fernando's been very interested in coming to florida and is committed to coming to broward county and being our transition manager at the uh for our facilities locations for port everglades our intent is to retain both sergino and esperanza uh in my conversations they are very open to joining our team should we be awarded the contract next slide please now i want to talk about corporate support you'll see on this slide you are getting corporate support from the very highest levels the four on the left of psa the ones in the middle of the race and the ones on the right are subcontractors you'll recognize eric young from psa from the pea and very active in the oesbd with the borrowed and beyond the fitce the toys for tots and duty free advocacy and yes we did attack we did attend the ribbon cutting of the bypass as well so we are very active in the community and we want to maintain that support throughout these contracts as well now we're going to get into the nitty-gritty of what parks is all about and bill kepp is going to get us going on the overview thanks bill and bill you're on me go ahead sorry about that uh well i wanted to share with you a little bit about ace we're very proud to be a 75 year family-owned company uh and throughout our history we've invested in innovation and people uh with innovation we understand that technology alone is is not going to meet all the needs of our clients and our client stakeholders therefore our primary investment in technology is in data integrations providing actionable information for our clients and our managers but our secret sauce is our people we invest in developing friendly and welcoming frontline team members and see on the map we're in very many major markets across the country we think this organic growth adds value in two important ways number one we've never bought another company we're not for sale and that means a partnership with ace is free from the potential distractions of mergers and acquisitions and secondly we're experts at transitioning into new markets and complex operations for broward county we know how to implement and dedicate the resources to ensure a successful operation and we thought it'd be helpful to share with you some examples of some of our large-scale operations including event venues convention centers parks and attractions next slide for market presence uh the psa team has extensive experience across the south florida uh region uh and as i have mentioned i have experience with both with both of these accounts but notably ace parking doesn't have anything in south florida yet um but we feel that this is a unique competitive advantage for us uh and what this means for broward county is that you're going to have our undivided attention from every level within the organization we're going to make sure that these operations are successful because quite frankly our future growth in this market is predicated on the success of these accounts uh and we've done it across the country and and we'll we we're going to be successful here as well next slide please so for the staffing at port everglades uh we decided to partner with the local cbe pride staff who's been serving broward county for the last 12 years after talking with multiple staffing agencies what really attracted me to pride staff was the culture that they've developed uh and their high employee retention rate which i thought was uh going to be a great fit for not only this team but also port everglades next slide please uh the maintenance provider again we're partnering with the local cbe who's been serving south florida for 22 years uh and janitorial they're actually the current maintenance provider of both the broward county facilities and port everglades i've worked with them for at least three of those years and i was very impressed not only with their level of service but also their responsiveness when any issues arose or whenever we had any needs next slide please and for our shuttle services at port everglades we're going to partner with florida tours uh south florida based company with 25 years experience uh they've actually been the shuttle provider of port everglades since 2024 i've also worked with them uh and it was extremely impressed with their flexibility to the changing needs of the port environment uh in addition to all the support that they're willing to provide uh that operation that's thanks don thanks don now we're going to get into uh the approach and we're going to start with training and sean's going to guide us through this thank you chris um so hi everyone my name is sean galvin i'm the director of learning and development with ace parking i have about 10 years of experience in learning and development and really with ace we offer customized training to fit our clients needs and ensure incredible guest experiences are always had we do this by providing things such as property tour requirements for our team members and we include employee lanyards with maps on them so they can always get a customer where they need to go incredibly quickly and lastly we will provide the exact same training between the county facilities and the port facilities creating really strong synergy so customers receive the exact same experience no matter who they're interacting with and these next few slides are just kind of representative of the employee lanyards that we like to implement at some of our bigger facilities so they not only act as the employee id but they have some service reminders for our team members but then more importantly they we have a map of the facility in the surrounding area so if our team member has a question from a customer you know at the east judicial garage they'll can point them how to get to the courthouse or to the or to the library and then the next one is a sample uh at the port where our team members would be able to from any parking facility be able to you know show customers where to go for the shuttle stop or to one of the other terminals next slide please bill you're on mute sorry i did it again um and we wanted to talk to you a little bit about recruiting um as don mentioned we plan to retain uh most of the existing staff and ace has two recruiting uh team members based in florida including a recruiting manager and our commitment to you is is to have those team members on site uh immediately uh upon county approval um we understand that that the existing team members many of them kind of think of themselves as part of the county and port family and they might be a little anxious about a transition when they hear that there's been an award to a new company uh so our our intent is to get out in front of them with some information about ace as soon as possible and get them on board next slide please and i mentioned earlier that we invest in integrations uh our deep blue platform uh is our software system that pulls data from a lot of different sources we actually have uh upwards of 75 integration partners including tiba that has equipment at the port and hub that has equipment at the county facilities but also our space platform our ace assist call center system payroll systems our maintenance platform uh counting systems banking systems um you name it we've got integrations and and when it comes to equipment uh we are completely agnostic uh we actually own a parking equipment company in another market and we think that adds value for the county in the that you know in the event that you need new equipment um we can help make sure that you get the best pricing um when it comes to maintenance maintaining your equipment and uh keeping your uptime as high as possible our our company can help assure that that we have the best practices when it comes to maintenance and of course overall our managers and on-site team have the ability to call them anytime to help assure quality assurance next now we want now we want to get on to technology and they're really really keen to talk about deep blue and one of the people who's really in charge of it is clay and he's going to run us through this so go ahead clay thank you as a chief revenue officer at ace i've had the privilege of architecting our deep blue solution ultimately allowing ace to connect all of your parking systems and data points not just for a single location but for the entire portfolio regardless of parking software or equipment vendor we realize the importance of such a solution to allow our operations team to best perform for you and for you as a client to be able to monitor our performance in real time we supply real time insights around your financials operations and service engagement and ultimately providing complete transparency to you and the ability to hold us accountable next slide thank you very much now i want to look at the staffing plans the executive and cbe support we have two slides one for brad and one for the port they are they're almost identical they have one is slightly more than the other but it shows a total commitment and it shows synergies now clearly you know those synergies would extend to uh even better value for you if we were able to do both projects for you but we've gone into this in more detail and don's going to give you some specifics on the next slide thanks chris uh for the broward facilities uh garages uh we were recommending coming uh in with a schedule that is very similar to what you have right now um what we like to do is for the first 60 days really kind of absorb all of the data and the operations uh and then through deep blue analytics be able to provide you with with real recommendations on how we could enhance make the schedule or become a little bit more flexible next slide please uh at port everglades this operates in a completely different manner um it's very much a demand-based schedule over here uh we have peak and non-peak seasons and even within those seasons that demand could change drastically depending on the number of ships that are at port um and so what we could commit to you is that the leadership team will also attend those weekly ops meetings with our local on-site team to make sure that we're all in clear understanding of the needs for this coming week and the following uh and we're also going to focus on safety we want to make sure that our team members uh and customers are able to go home in the same manner that they have arrived um and you know in my previous life i understood you know we we had some workers comp issues uh over here and and that's what a team member like a leader like fricks uh is going to bring with his safety expertise is going to be invaluable to to the port operation in improving our safety line next slide please bill yes and i wanted to talk a little bit about our our maintenance our approach to maintenance uh we utilize an online maintenance app uh that's called proxy guard and and really this this increases accountability for our frontline maintenance staff and our partners with hands um just over a handheld or manual operation uh with this platform uh with this platform all of the daily weekly monthly quarterly and annual uh tasks are entered into the platform and it really just assures that we don't miss anything and in that a nice added feature of the the platform is that it can function as a work order system so if any member of our management team is on site or really any man member of your management team from both the port uh everglades team and the county facilities team are on site and see anything uh like graffiti or something like that they can quickly take a picture of it through the app uh and initiate a work order that can be tracked assigned to someone and then tracked through completion next slide please and this slide just gives you pardon me this slide just gives you some examples of the tasks that we'd be entering the for into the system for daily tasks weekly tasks and monthly tasks next slide thank you we at ace believe in measuring performance and ultimately success of your operations you heard mentioned measurements that we provide in deep blue around staffing efficiency and including the maintenance in addition we provide insights around the revenue drivers of your operations occupancy your shuttle operations and service performance and many others we do this through an in-house development team which allows ace to activate these on day one and work directly with you to customize them around your priorities we we've done this many times we look forward to the opportunity to bring them to you and we know you'll see value thank you thanks clay uh and these next few slides are are just you know representative of some of the dashboards that we have available for revenue and occupancy and and again all of these can be customized uh to your you know particular needs uh and what you want to see so here's a revenue dashboard or you know broward county facilities that kind of pulls in uh revenue from the various garages within the portfolio it will show activity uh between transient and monthly uh uh parkers uh and and then average ticket prices and everything so um to the next slide uh and then here's one that's representative occupancy which we know is important at port everglades um and here you know we'll be able to pull in all the various uh parking garages and lots to to show occupancy in in any manner that you're looking for you know either for the whole month you know by day uh you know by the day of the week or even you know by the time of day the next slide and then here's another revenue data report um again this one has a daily summary uh which is very similar to the the summary report that the port admin team currently gets uh which shows revenue by day and tickets pay tickets uh we also have a rate distribution uh that shows the average ticket price um and again all of these kpis can be customized uh and developed you know specifically to show what you're looking for and what's important to you um next slide but on top of uh of just the revenue and occupancy we also pull in our quality assurance uh stuff so we feel that it's important to for our management team to to see our mystery shoppers uh and how they've scored us but we also want to think it's important for you to see that um for you to hold us accountable to our performance um there's nothing to hide and it shows what we can improve so again that's just another representative dashboard of of some quality assurance programs that we have uh throughout facilities the next slide here we talked about a few operational enhancements that we felt would improve customer service um so the first one we thought about was premium parking spaces um particularly probably at port everglades but also at the broward facilities the premium spaces are ones that are identified that are close to the lobbies or conveniently for customers to get in and out of they become extremely popular across the industry uh and what we feel uh you know we have found is that customers are willing to pay more for that convenience so it also provides some incremental growth uh revenue growth for you um the other one would be a reservation platform which i know has been talked about for a number of years um so you know we can provide a white label uh platform that can be customized to look and have the look and feel of port everglades and the broward county facilities so that customers don't know that they're not on one of your websites and we can even work with the various stakeholders like disney and royal caribbean so that they can provide that link to cruisers that have after they've purchased their tickets and then they send their confirmation emails and reminders along the way to purchase parking in advance and then the last idea was to is to provide an auto spa which is you know basically just having your car washed um while you're out on your cruise or while you're away at work thanks dan and now you've decided that uh we're really the team to use you'll need a transition plan and uh we want to go through with you exactly what we'll be doing with you in broward and bill's going to run us through this thank you okay thanks chris uh and as i mentioned earlier uh we really have become experts at transitions and and what we think this is a real differentiator what you'll get with ace and psa is a commitment to have all of the people on this slide involved in the transition it will not be just don and fritz and the local team uh figuring it out uh clay and his team will be involved making sure that your deep blue dashboard is is up and running sean will be on site working on the training with your team our recruiters will be on site uh our executives will be on site and assisting with the transition so uh what we've learned is to take a a a full team approach to transitions and and that's what we commit to you next slide please and this slide is just to really give you uh some examples of of the thoughts that we put into a transition and it's not just uh the the time leading up to the transition there's what are we doing to to support the transition in the first month after the operations start what are we doing in the second month after operations you're going to still see the psa and ace team executives engaged in your operation the success of your operation many many months down the road thanks a lot so what sets us apart this is the end of our presentation and uh we're going to wrap this up with patrick so patrick go ahead um you've heard from our team with excellent presentation um what set us apart among these five bullet points i want to add two things one is we are local the local cbe and this contract will be run out of our local office which is on east broward boulevard also the five demands that we have to replace our commitment from corporate level so in all the executive where we'll be involved you will have access to me 24 7 and we want this job look forward to working with you so that concludes our presentation ladies and gentlemen thank you very much for your time and attention and we look forward to uh answering any questions you may have thank you so much psa you're right on time um committee members project managers is there any questions for psa state your name then your questions please my name is jorge hernandez i have um one question to start it and maybe a follow-up question uh so psa proposal relies significantly on ace parking for parking operations expertise please clarify how psa as a prime contractor would control day-to-day operations reporting issue resolution and county communications if ace misses a deliverable or creates an operational issue who is accountable for the county yes i will be happy to answer that thank you very much for the question uh psa are mostly owners reps owners authorized representatives and that's what we do that's what we actually do we run programs we run projects so we do exactly what you just said we absolutely make certain that everything gets done we absolutely make certain that everybody that's in on this team does what we uh contracted to do not only meet your expectations but exceeds them we we have a history of this everywhere we've gone we firmly believe that good management saves money saves time and brings real value and that's what we will be doing for you yes and this is keith jones the owner and executive chairman of ace parking and jorge i just want to uh specifically address your question that ace will be 100 accountable to the psa team and therefore to broward county and port everglades we have set up very similar structures and two markets that i think are good for reference both in hamilton county in ohio with a system like this as well as the port of san diego in california and both approaches have led to a seamless uh collaboration with both the local support team and various subcontractors as well as ultimately those entities in that county and that port knowing that they have a team that is 100 accountable and will answer to any needs that you have as the staff as well as to your customers so i uh give that pledge and commitment uh to both the broward county and port of everglades that psa and ace and our subcontractors are 100 aligned to be accountable to you i appreciate that i'm gonna put a finer point on on the next question um where does psa's authority end and aces begin for daily operational decisions financial reporting and corrective action assure you as the prime on this contract we are ultimately responsible and we take that responsibility not lightly that's what we do we've done it elsewhere throughout the country on many many municipal contracts at airports at airports at school boards at counties and at ports we've done a lot of port work we we we know how to run things we know how to get things done we know how to make things happen it's what we do and we take that responsibility we do not shy away from it we actually relish in the responsibility of making things happen and getting things done and i would just add jorge that uh we have we're happy to share if it deemed appropriate and uh valuable to you at the internal players um on this partnership with psa being the lead and i like to always say what's the whose throat can you choke uh if you need be uh and ultimately is psa being the prime but psa has mandated and we have badly uh um gone along with this but we have internal documents that show exactly who is accountable and there are penalties if for some reason that ace or the various other contractors were failing in any regards or not being met for requests that you have through psa but i can guarantee you and i pledge to you again that psa will be 100 accountable because the team that psa has um has assembled along with ace and our contractors are 100 aligned on that accountability uh and we have done so in writing just wanted to finally finally answer you by saying this is what we are this is what psa does we we yes perhaps we punch above our weight but even as a cbe even as a minority company we've established our credentials nationwide in our ability to get things done and to take care of our clients and that is what we will be doing on this project thank you no further questions for now thanks thank you good afternoon martin jackson here of port everglades um i do have a couple of questions the first one is you mentioned that there is the intent to retain uh some key personnel um particularly for port everglades and but you've named also sergino and esperanza for port everglades and fernando i think it was for the facilities management division we all know that life happens do you have a contingency plan should any of those people not be available for this contract yes absolutely we do but don would you like to take this one uh yeah sure uh you know i've i've actually spoke uh to sergino and esperanza and uh you know about the possibility of joining the team um to your point you know things could happen and and and you know if they decided not to right now they're they're open to to join the team i've worked with both of them for many years um so they uh they would be at this point they're excited to you know potentially join join my team um but i we also have other you know um managers that uh that are in the race that that we could put over here um if need be um but right now um you know that that's our initial plan is to is to retain sergino and esperanza and then fernando um he's one of our regional directors he's already an ace employee um and he's excited to to be part of the project and and come over to help us transition so yeah yeah i'd just like to add if you don't mind just like to add we have hundreds of managers around the country uh that are are qualified and capable of running these operations and many of them would be very happy to move to florida i must say and uh so again back to the transition expertise uh we know how to get into new markets we know how to move staff around if needed to deliver the results uh that are needed for each of our clients yes martin to speak with your question uh sir um absolutely we have redundancy in the ability to uh fill these positions with qualified uh candidates uh but we believe strongly and we actually just did this in the port of oakland california uh where we really try to take an approach of meeting these candidates or or leaders if you will uh at the technology level that they're comfortable at and so instead of just saying hey apply to psa slash ace online and here's a link uh no we actually will go out and meet with them and we'll bring an ipad with them and walk them through or if we need the uh traditional paper uh and and pen to get them onboarded into the system we really want to try to take approach uh to lower any uh feelings of of fear that they may have on onboarding so we get the right candidates and the best approach and feel and so we just recently did that uh this calendar year up in the port of oakland was successful with that so we'll take the same approach here with the port of evervide sir thank you very much um the other question that i have is um obviously there's an established relationship with um psa and ace and one of the comments that you said is that you're not currently established in south florida from with any current contracts um so is that is it is it safe to assume that you've not had a prior working relationship with your other proposed subcontractors of uh prime and janitorial and excuse me pride and janitorial and florida tours so i i personally have worked with and janitorial and florida tours uh in my previous life before joining ace i was actually part of the leadership team uh for the incumbent um and uh and so i've personally worked with with both of those um in terms of the staffing agency i haven't worked with with pride staff yet but i had leading up to this i had numerous conversations with staffing agencies because um i wanted to make sure that we were picking the right partner uh and as i mentioned you know i was really impressed uh in my conversations with pride staff team uh about the culture uh that they've created and they're in the really high employee retention rate uh which i think is important and and signifies a a good company uh and so that's why i wanted them ultimately to be part of our team uh and i felt that they were a great fit for port everybody's uh let me add um although ace maybe newcomers psa definitely aren't we have uh ongoing contracts uh in in uh south florida and throughout florida and we're currently working just up the road in in the port of um rivera beach or palm beach and uh with the city of rivera beach and we are continuing on on quite a few other projects uh simultaneously we have a it's a one of our few uh private uh clients but we are also owners rep for a large condo association in in fort lauderdale um running all their recertifications and getting getting all their buildings up to scratch so yes we have a presence there and yes we know the market there very well thank you and i just have one final question and i'll pass over the mic um obviously using subcontractors um to deliver the work as um as the prime um is great my question for you is when it comes to your sops and your kpis how do you um first of all communicate and to the subcontracts employees to keep them aware of what the expectations are what the operating the sops are how do you make them aware keep them familiar have them access to your repository how do you plan to do all of that we we do that through our deep blue technology suite on the a side i mean the the portals that we create we can create uh unique portals uh for certain groups that basically just include the information that's relevant to them um but we intend to not just provide these these views these connected resources uh to you as a client but also to kind of the subcontractor groups to make sure that we're all looking at the same information and we're all holding each other accountable yeah you want you raise a really important point and i want to respond to it accordingly um managing subcontractors is is an art um and and it really is one of informing people as things happen or even before they happen hopefully but really making sure those lines of communication stay open making sure people realize what's expected of them helping them when they need help but making sure that we at no time put the client at risk we actually look at um loading up people to help them if we need to we will give them technical advice we'll we'll help go through um specifications drawings whatever it takes we'll go through the work schedules we will ensure that our subcontractors are all part of one team as as an owner's rep or as a pmc and provider throughout florida and the u.s we constantly are involving any number of sub consultants subcontractors and we have honed a way of talking and involving them at every level uh all the way through and making them accountable i mean it it it's not uh it's not all kissing and and and loving there are some times when we have to get a bit annoyed and sometimes where we have to uh change things around we're not scared of doing that we'll do it for you and if you don't mind i'd like to just add something on the the topic of sop manuals um uh that the entire ace team really embraces that um and i think there's an opportunity here for for us to work with psa and the subcontractors to develop uh comprehensive sop manuals to make sure that we're all on the same page a great example of that is the sop manual we put together earlier this year for hamilton county keith mentioned hamilton county earlier uh it's a complex operation with about a dozen uh individual properties event venues lots of complexities and our our sop manual for hamilton county is over 100 pages and so it's a detailed sop manual that we put together for your operations that would be in collaboration with the psa and the other subcontractors we really have tried to embrace the uh desired approach to be local and so while there is subcontractors uh because to embrace that local presence with psa being the lead um it is our desire and we will be successful in that the sense that you or more importantly the customers know that there's no difference between a subcontractor or the prime uh and so we take that approach uh while also trying to honor the um approach of finding a local talent and local resources business so thank you but i i i i do need to just add to that because that's an incredibly important point i've got to say we've that we've worked on many programs many projects but very large-scale projects the best projects are the ones where you cannot distinguish who works for which company and i can assure you that's what will happen here thank you very much i have no more questions thank you richard richard waskowitz uh just briefly take me through uh how you're going to be certain for uh pci compliance and also cyber security protections i think i can speak to that on the parking yes so i can speak to that so i mean at ace we have a uh pci uh personal data security team um actually a few directors that are engaged with the locations uh work with the parking equipment vendors and software companies uh to ensure that they all have the right certifications in place to monitor basically versions of parking equipment and then work with our local teams to ensure that we are where we need to be from that perspective um and then any ace technologies are uh pci you know certified as well um and then if there's specific measurements and and uh certification just different requirements that uh that you provide to us we're confident that we can meet those expectations uh and deliver on those i will i will just add to that that we we do work at ports and uh primarily at airports as well and uh we have been we have come across this issue many many times uh we have to have firewalls uh particularly when there's a sensitive information being shared and and we've done this many places elsewhere and we intend to do it with you yes and i believe richard you asked that question i just want to clarify uh for the record that uh as clay mentioned we have a department and a team that ensures pci certification compliance and we will annually provide those certificates of compliance by a third party uh to the port of everglades as well as broward county to ensure compliance so again we will provide those certifications on pci compliance um to broward county and port everglades thank you any questions eric any questions project managers any questions state your name for the record any questions this is janice carter um contract grant administrator the facilities manager division serving as project manager i had a question regarding the um technology plan um the equipment agnostics with comprehensive integrations currently uh i'm speaking on behalf from the broward county facilities management division we use uh hub parking for our uh parks i wanted to know would the integration require additional equipment and how seamless would that be to integrate that equipment to the current equipment for your data analysis and so forth yeah i think i might be able to address that yeah we have a number of routes that we connect um data um but apis is the preferred method i mean sometimes the technology version is uh is something that needs to be considered um i don't expect that there's an upgrade that's required or any additional hardware that's required for us to supply the insights that we intend to provide no doubt that there may be the ability to get more granular information if we decide on certain priorities um that that we also want to make sure we have critical tracking of um but we we have a number of different facets again we have an api implementation team here uh we've worked with hub before um so at this point i don't expect for any additional cost and i did i did want i did want to add that we take interface um really seriously uh it's not a it's not a one-way street it's not a it's not a capturing time it's not a it's not a point in time it's a it's a it's a true interface that enables you to uh use the equipment use that software and for us to apply it and use and show you it in in blue in deep blue um similarly uh with proxy guard um i know at the port uh we'll we'll tie into maximo i know that uh we can do that and i know that's what we'll do yes and just to clarify miss carter the broward county and integrating the existing technology the clear answer is no there will be no additional upgrades or costs needed uh to streamline the integration process thank you this is adelaida aris i'm the project program coordinator for port everglades project manager as well i'm also known as addy for short um the same question literally um is for tiba is it would be the same process for tiba that that is correct yeah we we have a comprehensive api set up with tiba already that we use at many locations so it it literally takes a you know a week for us to work with them to activate it but once we you know if we were so fortunate to to be your parking operator we would start working with them immediate to activate those apis that we already have in place in many locations yes and that is that that is part of the transition plan of onboarding so that on day one there are no um catch up if you will addy uh that was part of the plan uh onboarding prior to day one and now you know why i was so excited to introduce deep blue because it's really powerful and it really works guys yeah and if you don't mind i'd like to just add that we would be very happy to provide a live demonstration of that for you at any time either now or at some point in the future one more question um with the deep blue i see that it's you know you have a dashboard but you also mentioned all the other like the maintenance app and all the other apps are these separate or they're all intertwined together into the deep blue so so all go ahead okay yeah i mean they are separate software platforms from like a user interface perspective um but all of the data connections um the apis are are set up directly with those uh those software those parks companies uh and we centralize that data on amazon cloud server and then we basically make that use of the information uh and usable and presentable uh secure uh for your for your view only yeah so i think of it like like like think of it think of it like an iphone so your iphone is your deep blue but your apps on the iphone are specific to uh say that proxy guard on those deliverables but the ultimate from your standpoint uh you're just using your iphone aka the deep blue platform thank you nothing further psa psa uses the pmis systems throughout uh america and we we not only uh do uh implementation as well so uh we know that the information can be pulled together and uh project specific dashboards can be uh made very easily and we can we can tailor to meet your specific needs and give you the information that you need and and draw from multiple sources thank you circling buckley i'm the vice president of government services here at las and i want to thank you all the committee for giving us this opportunity to present to you today and do an overview of our proposed solution um certainly understand that it can be difficult to evaluate uh your your partner based on proposal documents so we very much value this time um and you know throughout this presentation i plan on emphasizing several key points um including that you know we're we have a keen focus on improving the customer experience uh we'll represent your brand and we view ourselves as an extension of the county and of the port um so that will resonate through our customers uh customer service uh second we have a commitment to operational excellence which includes technology improvements and a focus on revenue controls and auditing and then finally building a long-term partnership which will come through accessibility to the team you'll meet today and building the right communication pathways with our team uh as well as a locally based team that's focused on broward county and the port uh so up on the screen here you'll see a snapshot of the agenda uh we can go through very quickly but uh we're gonna you know do introductions go through an overview and then based on your your comments this morning we'll do a combined review of both the county and the port go through some audit revenue control discussions differentiators for las and then obviously end with q a um so you can go to the next slide carry on thank you um so as mentioned my name is connor buckley i'll be steering the ship here today um and to make best use of the time i'm just going to introduce my team uh which is led by luis macedo and chris walsh who are our regional vice president and senior vice president of the southeast they're both locally local residents and have led our florida market for over 20 years and you'll hear from them here in a little bit we're also joined by two representatives from my team which are rob maroney executive vice president over government services and carrie anne verge who's our director of finance we're also proud to be joined by our partners for this proposal including sean and tanya davis who are a locally based accounting and staffing firm and uh brett benham from florida tours um typically i'd give you this opportunity to introduce yourselves but since you've probably already done that and you're gonna be doing it a few more times and we have your names i'll spare you that but um i will say please feel free i know we have a set agenda for q a at the end but if there's anything you want to flag or stop me i'm more than open to that um so i'll follow your guidance there but please do not hesitate to interrupt me if someone has a question uh so diving right in uh here at laz we recently celebrated our 45th anniversary which uh laz as a company was started by uh childhood friends in hartford connecticut who founded a parking operations company and since then we've grown into the the largest parking operations company in north america and something that we're very proud of um however i i like to call us a matrix based organization uh which allows us to structure each each region has essentially an independent business so our florida team operates independently they have full control and autonomy they're just supported by our national support groups which we call service lines uh my service lines government services we have others uh transportation hospitality health care event management etc um but these groups collaborate on initiatives within the florida region depending on the scope of services and you know um based on this being a government proposal that's why my team will be leading it um and we'll learn a little bit more about my team here today uh in florida specifically we've been in operation since 1999 um sorry we should go back one slide real quick carry in um no you're okay we've been in florida since 1999 with the regional office in south florida since 2006 uh over a thousand we call family members our employees in the state and that's an important metric for us because uh you know we we truly do um view and us as an extension of the county and we're focused on collaborating with you on how to best represent your county and how to uh include members of your community into our family uh when possible and that's a metric that all of us from the last team are collectively uh focused on and so you know we can make commitments to expand our on our florida footprint in broward county uh my group government services uh we support the florida region and all government initiatives that's county municipal state federal projects um we're a support group for them uh through a team of about a dozen people who are subject matter experts on all things government and that could be everything from uh supporting your initiatives technology or operationally um keeping them up to up to speed on industry trends and and much more and we'll take a deeper dive into that in a little bit um this has proven to be a cohesive approach this matrix organization because it allows us to support our clients like yourselves um by you know delivering on core focuses on each of those verticals um and they've they've uh shown to be a cohesive uh approach to improving those three items i mentioned before which is customer experience operational excellence and then building on a long-standing relationship um so with that in mind to give an overview of the florida region i'm going to turn it over to our our senior vice president chris walsh hey connor thank you and thank you for for everybody in the room allowing us uh some short period of time to present to you uh with that i know we're short on time i i want to spend just literally a minute or so going through each of these but i don't want the time or the limit of the time to diminish the value of how we view the state of florida how it's very near and dear uh to myself i'm actually a broward resident for about 20 years uh lewis has been in florida who's sitting here next to me as our regional vice president he's been in florida probably 40 something years back and forth um he just lives across the county line in dade so i would say from downtown fort lauderdale he's about 20 minutes away uh so that's part of something that we definitely stress is that we're all going to be involved with this and i think it's definitely an advantage that having us local residents uh being involved with everything that happens here is is again i stress that it's we work we live and we play in this market so it really truly means a lot to us with that being said i won't spend too much time on the overview of our stats of what we have as you can see we've got a nice base of operations but what i want to do is focus literally on a couple of these properties i mean the city of coral gables uh we were lucky enough to be awarded and we're now coming up on our ninth year in the city of coral gables it was august of 2018 is when we took it over and it's very similar to the broward garage inside it's three you guys have the three facilities coral gables is the five facilities five garages that we operate for them and the valet component and again because of our performance and standards we've just moved through each year it has been approved by the city council and all that but we just continue to renew for five years at a time so as long as we're checking those boxes i feel really confident that we'll continue city of south miami we've actually been operating there since 2006 and that comes out for bid each time again we're very fortunate because of our team on the ground the support mechanisms that connor was referring to not only locally but our national resources and pools that we can have and will be obviously at full use and capacity inside of the broward market here uh you know it just gives us a lot of different advantages and great points that we can bring to the table for you at knowledge volusia county uh 2018 uh we're we're coming up we've got about a year and a half left on that agreement the broward health more to locally speaking we won that contract back in october of 26 or 25 excuse me that is operating the five facilities the medical center downtown med north imperial point and coral springs excuse me the four and that is running the valley operations for there we did sign a three-year contract and a two one-year option plaza 100 which is the stone's throw from your operations we've actually been operating that facility since 2016. and you can see on the bottom of the list here the ritz carlton the beach house uh we've got a few surface lots and we've kind of got a mixed smattering of some uh chase bank properties that we operate uh in the market so just again want to reiterate our point to you that this is near and dear to us we are a local uh base group although we're a national firm so uh the folks on this is who you would be dealing with and we would be involved in on a day-to-day basis thanks chris you go on and i'll quickly just again re-emphasize the government services side of things um because we truly do view this as a differentiator for us uh our team made up of a dozen or so subject matter experts we're here to do support both the region and our clients on initiatives that could be everything from occupancy studies operational assessments new technology trends basically we're here as i call some internal consulting groups so that we can support our clients and the region on any of their initiatives and um you know to that end you know we're we're here from day one uh you know myself and my team will be involved and we're we're looking forward to diving that into this a little bit deeper today so you can go on to the next slide and we'll get into the the county facilities next slide please uh so first i want to start off with a quick overview of our work structure you know you recognize some of these names but worth noting that the three individuals in the top left uh as chris just mentioned all local residents uh our leadership team from florida is within 30 minutes to you and to reinforce that you have myself rob carrion um rob and i are former florida floridians i'm in charlotte north carolina now but um down there quite a bit uh and then we have our ops ops director who's in florida as well and she supports me on initiatives that i mentioned earlier like our occupancy studies assessments and things like that um and what you can see here is you have access to our core team we're all about having the right communication pathways having access to our team um we'll also include our both regional and local auditing uh partners as well as our national overlay to that and we'll talk about that in a little bit and then we're you know proud to be supported by our partners sda who will support integral components like uh staffing accounting and attendance and csrs um and you can go to the next slide please carry in so talking about facility experience uh las has a very very intimate understanding of managing both on and on street on and off street facilities but specific to off street facilities here are a few snapshots of our logos um you know across these three you just heard chris mention decades of experience and just to highlight a few and what we're doing uh in south miami um it goes beyond managing their parking assets we've deployed technology improvements that are aimed at improving the customer experience um and increasing revenue efficiency so that's transitioning from meters to a more digital form of payment uh deploying lpr license plate reading equipment uh and we've also uh you know done these to improve the ingress and egress speed and reduce traffic in and around the facilities and that again will just lend to a better customer experience of revenue results uh in coral gables similarly deployed new park systems that have prepayment functionality um that can be combined with retailer integrations for validations and discounts that allows us to maximize capacity improve efficiency and what that then in turn allowed for the the city is they were able to repay bonds early and provide free employee parking uh so it's just an example of some of those um you know uh factors we can include with our with our operations and our proven model um while not in florida the third one i have listed here is kcmo kansas city missouri i included it because it's one of our flagship programs we've been entrusted there to manage all their entire parking ecosystem which includes municipal garages and their on street enforcement programs um when we took it over we deployed updated payment systems including new pay stations digital payment options uh that provided enhanced convenience for the end users and also allowed the city again to maximize revenue um and it's uh you know it's certainly worth noting that this is one of the larger parking operations that we do manage what's not listed on this screen is our newest transition which is in the state of florida which is for the city of jacksonville um i wanted to talk about that briefly because uh you know even though we're only two weeks into that deployment we launched on july 1st i came down for the launch and not only was it uh fourth of july week but they also had a country concert and they had banana ball if you're familiar with the savannah bananas were in town and in that first week not only did we do a seamless transition there was no interruptions in service we retained the vast majority of these existing staff from the previous operator we're able to get them retrained ahead of time but in that first week we took a look at their ingress egress patterns how we were interacting with customers we took a look at their signage and we made change we brought recommendations to both the city and the jacksonville downtown investment authority who's the ownership group for those garages and within the first week we implemented many of those changes and um like i said i was on site and during you know part of that day that we were launching the program the director of the dia pulled me aside and he was like this is what we wanted in an operator we wanted somebody to bring us these recommendations and not just be happy with the status quo so i wanted to use that as a sound bite because that's something that we will guarantee to provide in broward county as well and um we'll provide a similar you know process for you and so in that vein transition it's uh certainly the most important part in my opinion to a new program is how you implement it um and we have a proven method obviously as i mentioned before i think you can gather we have a lot of experience in transitioning accounts and programs whether that be from an incumbent operator or from an in-house operation uh so our our process is proven we have both the local and national resources uh people will be you know in town that are not local to support it um and but i want to make a point it's not made these decisions are not made in a vacuum it's going to be collect uh collaborative with you uh with both you know the port and the county representatives they don't have to be done the same we're here to be flexible but also provide our guidance so that we can ensure a seamless transition and you go to the next slide carrying in please so with that in mind uh from our proposal uh wanted to highlight some of the improvements that we're going to commit to delivering to you um and just go into this list quickly on some of the key ones uh deployment of updated technology or e-commerce which gives parkers the ability to pay on demand or reserve ahead of time um we have a proven model of this around how to provide high visibility make it accessible for the customer but then also how that brings that data back to you so that you can make data-driven decisions to ultimately increase revenue and not just being um you know in the dark as to what your program is doing um that hand-in-hand increase of revenue comes with improving your audit controls we'll touch on this a little bit more and i've already touched on it but it's a theme that i'm going to keep coming back to because you know as if we're selected as your vendor we take that responsibility uh very seriously your revenue is our revenue and so having a uh audit control system that you're comfortable with is very important and we can um assure you that you know that's something that we take very seriously as well uh from day one structured transition plan so that you know what's going to happen in the first 30 60 90 days and uh that that onboarding will be smooth and that includes everything from you know how we deploy this technology and training staff um updated signage all of those things and you can go to the next slide so before i transition to the port i just wanted to pause there see if there were any questions related to the county facilities or what we got late you can continue we'll do q a at the end okay perfect thank you all right so late to the port uh similar work structure from a local perspective and from my national overlay so you'll see a lot of familiar names uh here as well um as a day-to-day manager joseph bird bird ducioto as well as supported by the sda and a few other subcontractors that will support things like maintenance and attendance and things like that next slide please okay similarly chose a few examples here from to highlight our port experience uh we work with several ports the the two flagship ones we have are the port of galveston port of new orleans which are two of the larger port parking operations in the united states um starting with galveston we were recently re-awarded uh the contract in galveston and we successfully managed their uh their parking and shuttle operations one of the reasons we were re-awarded is through technology improvements including real-time shuttle tracking safety monitoring systems and updated e-commerce solutions uh we've not only improved their operations but also their customer experience and two points to highlight there that um affirmed those uh those upgrades and that that improvement is in 2023 the port was actually awarded uh an accolade through the texas parking and transportation association which was an award for um their parking equipment and technology so it celebrated parking design equipment operations and construction and so las is really happy to be a part of that project and um you know all the credit goes to the port and their management team but you know we're proud to to tout that for them uh similarly uh through our work with the port we developed uh updated branding and marketing plan uh for you know their parking lots their facilities and how they quote unquote compete with other facilities around the port um and through that we've driven revenue increases over year over year uh there was there's an article i can send but revenue in 2018 was about 8.5 million and by the end of 2024 it was 22 million so obviously there was a lot of things that went into those those uh revenue increases but you know we're very proud to play a part in that in new orleans we coordinate all their parking shuttle and baggage handling slash guest services for their cruise operations um so we are essentially the first and likely the last people that you will see if you're when you're embarking or disembarking from a cruise ship in new orleans and so we've taken a very focused effort there to improve the customer experience uh we did that through implementing prepayment technology and we'll talk about that in the next slide but it gives you the ability to prepay for your parking from either the cruise or port websites so that you know before you even left your house where you're parking and when you can enter um and then finally while not a port i wanted to highlight the denver international airport as this is the largest parking operation for an airport in north america where we manage over 54 000 spaces and 70 plus shuttles um and so it's just a testament to you know our ability to scale and handle complex projects that have high visibility for both the public and for the entity itself so next slide thank you so i told you we talked about audit revenue controls because again this is um you know a very important factor in how we approach managing your your um thank you managing your operations so uh we have local and regional audit support but that is backed by our national audit structures which are independent of the region which means we will have people coming to audit your facilities and ensure not only safety but the right revenue controls uh protecting your revenue uh because that is a non-negotiable for us and you can see here that you know we have the highest level of compliance as it relates to data security and we can provide that documentation for you it's i believe it was in the bid but um you know we will collaborate on this as well so we can audit on a time frame that it works for you but we want to assure you that we take this piece of of your operation very seriously and you go to the next slide please to my second point around customer experience there's a lot of things that goes into customer experience and um you know las as an organization you know can take the um the people aspect of that and train our people the right way how you interact but one of the things that we've deployed in the in the uh examples i gave you is our e-commerce solution so you can click ahead uh carry and sort of shows the graphics um so there's well i'm sorry it's not coming up it might have been the due to delay but essentially what you can see here and we sent in the presentation there were screen grabs of um our e-commerce solution which is our front-end platform that'll allow uh parkers to reserve parking ahead of time you go to the next slide carry on and what that looks like for the port of new orleans as an example is this is linked on the ports website it's also linked on each cruise line depending on what cruise line you were going on and how that uh you know factors into where you'll be parking where you can select your cruise pay for your parking again right before you even left your house um and what that has allowed is and this is called a payment widget these payment widgets can be configurable to the ports that are coming out in and out of port everglades so that a user can have a qr code when they arrive they show it to the attendant or they scan it at the at the parks equipment and they're in and they've already done it they don't have to do anything in it it's uh it has played a significant role in increasing that ingress and egress speed as well as improving the overall customer experience and as a quick you know i like to use stories and examples i also went down to new orleans during our launch of this program hoping to you know just be hands-on and help and to be pretty candid i basically turned into a coffee delivery boy because they didn't need me and um it really was really cool to see people driving up multiple lanes showing their qr codes and they were in and made their experience better there was no queuing and uh and then our attendants were waiting for them to get their bags and get them into the cruise line so um yeah it's an extremely busy port and i i'm i know we listed them as a reference but we happy to connect you with uh with some folks from either of those ports to talk about our work there so in that vein the the improvements we're proposing are largely focused on improving that customer experience so that does include deployment of technology that we just went through widgets on the cruise and port websites this will allow us to improve your traffic congestion both in around the garages your speed and efficiency of ingress and egress and then as with the county facilities we'll implement the same management approach with best-in-class audit revenue controls uh mainly focused on operational efficiency and customer service and you can go to the next slide too so we just talked about this a little bit but this relates to both the port and the county facilities what are the differentiators for las um so i wanted to end on a couple talking points around that uh first and foremost is local presence and knowledge you know when we talked about all the experience we have in florida it's not just to say look how great we are we know florida it's to show you that we have a breadth of experience across many different verticals we also have a pool of resources in the region nearby that we can access um you know you'll never have to go far within last to hear a success story of someone moving up to the ranks um and we do we really do take that to heart because we want to train our people give them the tools they need to to be successful because that's how we support your operations um and that ties in with our company stability and continual growth as a nation um you know i don't shy away from us being a larger organization because it gives us so many resources uh but then knowing that our florida team operates as their own as their own team and they do they run florida the way they want to run florida it's a great marriage um then when you overlay rob carry on our team uh with our municipal portfolio um that allows us to bring government specific support and be proactive about you know what you're seeing as far as industry trends um relationships with key vendors uh you know that's part of rob and my job is to have those relationships with uh other players in our space so that you can take advantage of that thank you desirine um transition experience you know i gave you a couple examples two of our more recent transitions in florida have been jacksonville and best in florida both have you know tons of improvements i could talk about and we can act we can address in the q a but we have a proven method that we'll collaborate with you on and then in-house technologies this update the upgrade technologies that we proposed in our bid are aimed at you know prepayment validation but really they're aimed at improving the customer experience uh our reputation in florida is rooted in hospitality and that ties directly into that customer service aspect uh most of us in the room we we've lived that and then we're going to bring that to brower county and um and then finally our culture um quick story i said i've been with las for uh close to three years and but before that i worked with them as a partner for close to ten and uh i always saw something different with the last team which is why i ultimately decided to come over here um mainly due to rob and uh the rest of his team that he had built and that culture extends uh to our to our clients and you know you'll notice a noticeable difference on people being happy at work and wanting to come and do the right thing um so you can go to the next slide carry in and you know based on time i'll go through this pretty quickly but this is just an overview of how we would approach the the partnership with broward county it's it's based on these four buckets experience commitment technology and innovation and then just the spirit of last um so you know i think i've probably covered each one of these independently already uh but you know i'd be excited to talk about them a little bit more in the q a depending on uh you know what questions you may have so um that's our presentation i'm shocked i did in time because i'm very long-winded uh but uh i'm looking forward to q a and like to open it up to you now thank you so much for your presentation committee members project managers are there any questions for las state your name then your questions please uh jorge hernandez thank you for your presentation last team my first question your proposal assigns s davis and associates a significant role in the work i want to better understand last quality control structure particularly for work assigned to s davis if an error occurs or if the county staff finds itself needing to correct or rework sub constructor deliverables what specific controls would last have in place to prevent that from becoming a recurring issue yeah thank you um happy to take this one uh you know we we choose our partners very diligently and as i mentioned before we have um you know audit control processes in place we'll be meeting with them frequently both internally and alongside the county and so as it relates to an error you know um errors are going to happen in any operation i would guess but um you know i think the way that we would address that is we would provide an uh basically a write-up of what the error was be transparent with the county on what happened why it happened and then provide an act action plan as to how to cure it so perfect example of that is if we do an audit of a facility and it scores below a threshold of 90 percent um then we automatically trigger the government services team and our audit team to be on site to do a second assessment address those issues develop an action plan alongside the region as well as our service line and then um you know provide that timeline to the county and then at the end of that timeline there will be another audit to ensure that those those issues or those controls have been been resolved um so as it relates to our working relationship with sva you know we we didn't choose them um just because they were an option as a partner we chose them because they have a similar mindset a similar approach to business and so we we selectively chose them to be our partner and have full confidence in and them supporting us in those efforts and i think that carries over for any of our subcontractors too if we had any issues or we came up the majority of our operations are audited internally uh for both operations and financial audits twice every year by our internal firm by our internal rules and as it relates sorry go ahead as it relates to other subs to your point you know not sda because that's not how i'm approaching this this answer but you know we we do take a collaborative effort to who is in our our project who is in operations and so if you know if it was a different vendor from a technology standpoint or marketing or whatever it may be and there needs to be a change we will we'll make that change with you we've done that before um and so we don't we don't look at our proposal as what's in day one is what's there in year two right um and again emphasizing i'm not referring to sda there don't worry sean and danya that's that's not my intention it's it's related to any subcontractor and how we approach the partnership for um you know providing services to the county so follow-up question who within last will review and approve sda's work before it is submitted to the county and what performance standards or remedy would it apply if the work creates additional administrative burden for county staff do you want me to take this kind of sure chris okay um sda and their staff would answer up through our staff at each of the operations both the brower county garages and the port they'll be providing customer service representatives so they would answer to our supervisors and our management um as far as any billing uh issues which it sounds uh more like you're asking the question if there's any billing issues that again goes up through our management management and then regional regional accountants and that's scrutinized by both the off-site regional accountants and the corporate accountants before it would be submitted to the county so we do not see any reason that uh issues would get to the county or make the county's job any more difficult if anything we think it would simplify the process anybody want to add anything does that answer your question sir yes it does thank you no further questions thank you martin jackson here uh from port everglades um a couple of questions the first one i have is you're talking about your experience um and successes in galveston and denver airport um really the same question for both those operations that you have are they operated using in-house staff or are they operated using subcontractor staff yeah it's a great question thank you martin that those are in-house staff so i i guess a follow-up is how obviously if you're the successful um company that's awarded the business um for either fmd or for port everglades we would want to echo that same success so how how do you i really guess it follows on from all his question how do you hold your subcontractors and not only sta but florida tours as well um and to the same standard as your own in-house staff yeah that's a great question i think it's um you know chris hit on this is from a management perspective so uh you know we would have your local management team um they would hold our our subs to the same standards they would hold their our own in-house employees so that's not only from how we extend our training to them so pre-launch training on customer interaction crisis intervention um all the the components of our training modules they would go through those as well they will go through those as well um as well as being involved they're not separate from our in-house management team they're involved with weekly monthly quarterly meetings um they have the same access to the teams on our side you know i interact with subs all the time from the government services side of the house um so i think in short we don't look at them as a separate entity we look at them as a part of our family and they they're going to be held to the same standards and kind of if i could add to that a little bit um in the port everglades operation if that's the one we're specifically talking about uh the positions we've have outlined for sda are janitorial and maintenance um and they would answer up to our supervisors of the operation and in the broward county uh garages they are a a couple shifts several shifts of the customer service representatives in each of the garages again they'd have answer up to our supervision uh supervisor um so to connor's point um we work together uh they're in our meetings and if there are issues you know i've known sean we use subcontractors at denver and uh and some of the other operations in similar capacities and have had absolute no problem and and sean you're currently working in at the denver international airport aren't you yes absolutely without an issue yes and then i think finally it's just about what i mentioned earlier with uh communication pathways and transparency like you will never have to go far and have access to any of the folks in this room so you know if there are issues or concerns brought to us that's what we commit to providing an action plan on how to cure it rob yeah i think connor sorry um i look i think there's one more side of this that that is equally as important and you know like any good relationship there there needs to be a supporting contract behind it and this is where um uh our team and our home office team provides additional support um with all of our subs we will have some subcontractor agreements in place that will clearly identify their scope um and the reporting structure that they have to follow um we'll have the ability to remove subs if we have to um we have that in all of our operations and again our our subs will be very much part of our um monthly or quarterly business reviews uh with the county and the port um and they will be subject to the terms of our um audit conditions and we'll also be um participate in our contract compliance reviews so we have um you know we have additional resources from a legal perspective and a contract compliance perspective that will also be overseeing and managing um the delivery of our uh subs supporting this effort yeah and i one last item and because you did mention florida tours and i believe brett's on the call uh but we also brought on our team because we knew how important the transportation piece was at uh uh port everglades uh chris walton who has a ton of experience with the county uh he's now consulting uh we got him on our team exclusively because uh of his relationship with the county and his relationship with these firms and being able to uh manage that help us understand and manage that piece of the port which is extremely crucial thank you just one other question um there's been a lot of talk of the technology which all sounds really good but when it comes to the communication and the technology for the frontline employees how do you get the information to the employees there the sops uh the expectations the kpis how are the particularly when you've got subcontractors involved as well from both maintenance staffing and transportation how do you keep that level of detail filtering down to all of the subcontractors do you want me to hit that yeah that'd be great okay um there's a couple things that we probably do a little differently than everybody else every week we have both an internal and an external meeting um internal we have all the stakeholders internally being the subcontractors and and the folks from the operation and we disseminate those important that important information i think as important if not more important is weekly um or monthly or however you want it set up we have a meeting with all of us that are on this and who will be involved and any stakeholders from either the port or the county to talk about any issues so we then take those issues back to our folks in the other meeting and that's how we correct it and what we found that this has done uh this this constant communication and at several levels has allowed us to turn from uh firemen firemen in operation to being proactive so we find that a couple months into this there aren't any real issues because we've addressed them but then we continually talk about how do we make the operation better what additional technologies can we use what can we try that might make sense the customer experience better because we just want to be your partner in this in improving these uh very important operations yeah and just to add to that because this is what rob and i do day in and day out it's not just issues right it's what chris said at the end there it's improvements um while not in florida i want to give an example because it's just resonating right now since it's current but we're working with the city of norwalk connecticut who's been a client for 20 years they've never had a residential parking program you're not going to have that this is for an on-street environment but i want to just use it as an example what that included is not only going up there doing a full audit of their existing facilities they're on street doing an assessment of their signage but it also led to me standing in front of three public listening sessions where citizens could come up and tell us their feedback on a residential parking program now i will be honest i went in there expecting a bloodbath expecting people to be really anti it but to be quite honest it was very positive because there's other problems in norwalk that were not las control like traffic or people not parking in the right areas safety kids on their bikes because there's too much traffic things like that and we've helped them develop this rpp program that they're going to deploy you know city-wide based on these proactive meetings that chris is alluding to and we do that with all of our clients and you get a regional support then you get the government services side of the house that's coming in to support those types of initiatives and i think chris said it perfectly proactive not reactive i hope that answered your question sir thank you very much uh richard waskowitz um so you had made mention about sda are they the ones uh that are responsible for your pci compliance no no sir no we we are las as a company is fully responsible for pci compliance and your third party audit uh i think we have tony lemus in there for third part for the third party annual audit uh i believe we have tony lemus who specializes in these type contracts and then when it comes to again building on mr jackson's question with everything going technology and communications are huge um who's responsible and what's your methodology for cyber security uh i'm gonna let somebody else answer that because i'm not the technical guy and i couldn't i have problems turning on the computer um but i did want to clarify too um so there's no confusion sda uh because it sounds like there might be some confusion here sda is an accounting firm but it is also a staffing firm we are using sda only for the staffing firm piece of this uh they are not handling any of the accounting within the operation so i want to make sure that's clear because there might have been some confusion there with the additional questions uh sorry about that sda sda also is in for airports around the country as well doing other work so okay and then uh if somebody else could take the technical question because that is not my strong one well to be honest with you it's not my strong point either but i i can assure you that um we have a comprehensive cyber security plan and program in place um that includes um um uh mitigation of any type of threat or cyber security breach um and we go through um an annual audit of our cyber security programs um every year um and again we've we've got the highest level of pci compliance um that's available in the industry and there's um just a tremendous amount of effort that goes into that um i would be happy to follow up with more details on our cyber security program if it you know if if it's needed um but we've recently been um awarded um the accredited uh parking uh organization with distinction apo with distinction through um the international um parking and mobility institute and as part of that effort ipmi had to come to hartford and do a comprehensive assessment of all of our cyber security um procedures um and we we met all of their requirements and exceeded their requirements which is why we were designated apo with distinction thank you question you have a follow-up question go ahead yeah i have one more question state your name and then your question jorge hernandez um for subcontractor provided services are the proposed rates and staffing commitments sustainable for the contract term as proposed how would last handle a situation where a subcontractor seeks a material rate increase during the agreement we built in into our pricing uh increases on the annual pricing for for each the port and broward county uh three percent and we would pass those increased wages on to subcon any of the subcontractors as well that we're actually providing staffing for us on the ground so yes we can live within the budget that we have we're comfortable with the starting rate and uh with those annual increases uh we don't see an issue and if i may add from um a subcontractor perspective we are also agreeable with the starting rate and don't therefore don't foresee any issue with increases going forward don't expect there to be a need for any large increases because we're all in agreement with the starting rate okay thank you go ahead i believe from the records we've seen it's actually higher than starting wage they're paying there now eric any questions any questions project managers any question hearing none are there any timer you may begin thank you we're here to to represent sp plus metropolis company for the parking management services of the facilities management division of broward county you have myself travis theoball vice president of operations florida puerto rico mike gene senior manager jamie vasquez regional manager brent munkel corporate municipality support santiago cruz who is an operations manager proposed for either one of these locations what we'd like to go over today when we get into the next couple of slides is the zero transition risk from continuing to stick with us what our team is how long our team has been part of this process and this location how we already know all the facilities the reporting cadence and operation realities as well as our proven financial results which will outline historical data not projections proposed over the next three years based off of historical costs for all four garages and then our national stale local commitment uh again we have brett brett would you like to say a couple words sure yeah no just want to reiterate kind of the corporate commitment this is a very important locator these are very important locations um and certainly it it they're ones that we have uh a lot of we've identified a good amount of uh investment to make beyond what we're going to discuss today discuss today there's opportunities to uh really improve the the level of uh technology and service here um and it's ones that we have a deep history of success we we've been with the facilities through the ebbs and flows of covet of of uh many different uh operating realities um but just to speak to uh the corporate level of support and it is uh it has a lot of attention and it's it's one that the support is and will remain uh steadfast thanks brett uh justin rogers who is our senior vice president wasn't able to join at this exact time but he had said he might be able to pop in in 20 minutes if you allow him that's fine if not no big deal we'll be able to continue on but as you can see uh without santiago on here we have well over 100 years of experience uh specifically in parking and municipality services as well as we have our on-site manager ads and supervisors that have been with us since 2014 which we can go into more detail later as well over to you mike operations thank you um my name is mike jane i'm the senior manager of overseeing the parking operations in broward um i'd like to spend a few minutes talking about how our operations how we operate these facilities every day um one thing i'd like to emphasize on is how we operate isn't a static plan it's a living living process every day we're reviewing performance we're listening to feedback looking for opportunities to strengthen that operation right um whether it's event parking staffing auditing accounting customer service it's all in-house this operation is managed by us um jocelyn the supervisors and we're here every day we understand the facilities the people for our county's expectations and because we're responsible for delivering those things every day we're also supported by and janitorial our trusted local business partner um they've supported us through many iterations of these contracts um they're they aren't simply a subcontractor they're part of our operating team together we work hand in hand to ensure the facilities remain safe clean and and welcoming for everyone who parks here right uh we also work with flpd for the um for a lot of police department we always have an on-site detail officer at this this location um to keep it safe most importantly um the county has trusted us with its money during this contract sp plus has processed and delivered more than 10 million dollars in briar county funds with full reconciliation and not a single dollar has been misplaced that level of accountability is something that we pride ourselves we work hard every day to earn that uh that that trust and accountability uh next slide please so um the first 30 days uh as i look at the slide i really think of it as the first 30 days of a renewed partnership with briar county if selected for a renewal our first 30 days won't be spent learning the operation well we've been living operate this operation every day and instead of learning it we'll reconnect with county leadership confirm priorities validate current performance review customer feedback mystery shop results and continue to strengthen the operation we'll implement agreed improvements continue to continue to stage weekly operational meetings and keep the county informed with consistent communication and reporting our goal isn't to change what's working our goal is to build on it and that's the advantage of a renewed partnership next slide measuring success so um the last thing i'd like to leave you guys with is how we measure success we believe we can't improve what we don't measure that's why we use mystery shoppers customer feedback operational reports management observations to elevate the customer experience those results don't become another report they become action we coach our employees we recognize outstanding performance we work closely with and janitorial and continuously looking for opportunities to improve the experience for everyone who uses these facilities uh continuing improvement isn't something that we talk about it's something that we operate every day thank you i'll turn this over to jamie and real quick just to touch on the left hand side of the screen here you can see those are the service scores those are the mystery shops that are ran third party we don't know until those scores come in on the right hand side is our learning and development platform that all of our employees have access to so you can see a 90.1 it's not perfection so we do go through additional training through our learning development platform which they have access to all these different icons or tiles to do different types of service and safety training within our organization go ahead jamie thank you jamie vasquez here uh we're gonna talk next oh okay next slide is talking about the experience and track record that we have sp plus a metropolis company right now it's running more than 50 municipality across across 34 states for this rfp we we put down three three uh reference one is city of miami beach city of st petersburg and city of annapolis but you can see between the first two city of miami beach and city of st petersburg both location we have run those locations more than 25 years um we want to also mention that in south florida locally we run municipalities such as that city of miami beach miami international label key west international airport um for lord of international airport the portable glaze the broward county center of performing ones and and we are the incumbent of broward county courthouses garages that means we have a beast experience and we have a track record running municipalities next slide please our local presence our local presence are deep local roots not just a present it's a partnership that we build inside has been building in south florida for decades right now we across the the state we have we run a hundred and seventy one location 102 of those locations are in miami-dade and broward counties those locations bring to that we manage 61 000 spaces from that 61 000 space and across the state 33 000 are in miami-dade and broward county well addition to that we have 650 000 people that are members of metropolis what is the benefit of a member of metropolis those people are usually they like to park with us they know the company they know they can trust us they know that when they come to a location like this they're going to have reservations that usually we create or either a custom page or they go to our own property parking.com page since 2007 okay go ahead sorry sorry jam i just wanted to add with the size of an organization like an organization like ours is just to note the depth of our team right and how long the tenure of that team so we've got several layers on this call as well a couple that are missing that are dedicated specifically for businesses for acdbe and dbe 35 next slide please for this for this um contract we ground the historical broward that broward data no projections that for the three-year contract we estimated at 4.6 million dollars in expenses for this contract that include the con the plan for policy the security for 45 000 and the contingency supply for 30 35 000 those are mandated by the rfp but also we are presenting here the cleaning costs based on historicals with a little cpi in there in additional to all our um wages and expenses and and at end our position is that our best is reflect so how we run operations over here at broward carney it's running operation efficiently both a um a lower cost we wanna why metropolis should win this renewal we have we wanna do a summary on the five evaluation criteria first personnel we are the only team that have the two employees that are been in this location for over time 10 years that's mike that started there as a facility manager and then grew up with us in the company and we have jocelyn that was promoted in 2018 to a a system manager but was fifth before a uh supervisor they're gonna guarantee you no ramp up no recent transition the project approach full scope is gonna be in-house we can provide you level one pci we have our cleaner panel what is a dbe for a small business that our lending hub program training for for the training for our employees our own proprietary parking.com to run reservations um talking about power performances right now we are the apte client and about our county you are our client and we run this operation um we we have been running in miami beach and sand pit since since early 2000 that documented municipality tracking record locations that we talked before we run more than 171 location in florida and 102 in miami regarding the pricing three year total grounded in actual brown historical data our competitor will be we estimated our record our is a record although justin's not on the call with us if there are any comments or questions needed these are the three preferred folks that you can reach out to if you have the others contact information feel free to reach out to them as well that is the broward county as we move into click the wrong button there sorry about that as we move into port everglades parking management services again so this is kind of the agenda the ability of our professional personnel how we're going to approach this project with our past performance what certifies us for these locations and ending on pricing very similar to the last one you have the same group of of folks supporting the local team here all the way down to the operations manager again with over 100 years of combined service you have sorgio and esperanza who have been in place now and will be on site as of day one if we are allowed to continue services here our project approach through the revenue control and reveling revenue handling is uh pass it over here to mike and he'll review this again this is for port everglades this time mike you're on mute right revenue control starts with people in process working together right so every transaction is supported by reconciliation deposit controls pci compliance um audit oversight um those are uh aren't simple things that we do um but they are daily operational practices led by sergino and esperanza our managing team there uh the county and port everglades has trusted sp plus as the merchant of record for this location uh more than 52 52 million dollars in credit card revenue has been processed through us um in addition we've collected cash revenue and deposited directly into briar county's account again with not a single dollar missing that level of accountability comes from discipline process experience leadership and a team that understands responsibility of managing public funds right um the next slide please um operational adaptability and shuttles um one thing i'm most proud i'm mostly proud of uh that is that we never allow this location to be stagnant uh port everglades is a living operation uh crew shuttles change passenger volume fluctuate uh customer expectation continues to evolve our responsibility is to evaluate those changes and strengthen our operation while maintaining reliable service right so i'm i want to give a great example of this uh florida tours they're a partner of us with us at port everglades how this came about the port wanted to improve shuttle experience so we partnered with florida tourists to introduce dedicated shuttle ambassadors to improve improve uh passenger movement communication loading and unloading and the overall guest experience on cruise days that's been a a stellar success um on our part there at port everglades i'm really proud of that and that we could bring that type of experience to to the customers um as the operation continued to evolve we also partnered with athena staffing um we stayed nimble athena staffing provides us with flexibility and scalability and the need during peak operations athenas is one of our small business partners um they work alongside with us as a true operational partner helping us respond quickly and maintain services service standards for port everglades we also work with and janitor at the port um and they remain our trusted local small business partner supported this contract again through many iterations and help us maintain a level of cleanliness and appearance that the guests at the port they really expect um under the leadership of sergino and esperanza these partners operate as one team that means when i say it's a living operation we listen we adapt and evolve the operation based on the port's needs next slide please and before we jump to the next slide i'd like to share my appreciation of the port everybody's association while we've been a part of that as well for several years with the acquisition of sb plus to metropolis i've only been a part of this contract for roughly the last two years a little bit more than that and so i've had the ability to come into port everglades association with open arms and it's really great to hear all the positive feedback from how many people know our current staff at location both in broward county garages and port everglades garages port everglades needs uh cruise day certainty um the final point i'd like to leave with you is this port everglades doesn't have room for a learning curve every cruise day requires decision in real time um passenger volumes change traffic patterns shift um shuttle demands fluctuate but our team has the necessary experience to meet those challenges some proposals discuss retaining members of our team and subcontractors i think that reflects the strength of our operation and our partnerships that we've built uh the difference is that we already lead this team sergino esperanza jamie travis us we're all here we're all working with this location we partner with an janitorial athena staffing and florida tours already working together every day for one shared goal delivering an exceptional experience for briar county and port everglades and every guest who comes through the port we don't need to establish a new working relationship after award our commitment is to continue earning briar county's trust protecting its revenue supporting our local partners and continuing to strengthen the operation thank you i'll turn this over to damien thank you mike we want to talk about a bus performance uh we have proven a porch municipality and large volume facility across the country our high performance and those examples that we can show over here some of them like city of miami beach we have relationship that started in this market over 25 years ago over 8 000 spaces and 20 garages some municipality uh parking uh massport in boston we run that location since 2021 with our own vision technology uh we manage online reservation and year today we have received in that in that facility more than 50 000 visitors uh royal caribbean port of miami terminal a that is in the that is here and right in our backyard we have operated this location since day one in 2018 first on the royal caribbean now on the cruise terminal international at this location it's soft parking we do soft parking traffic control we also build for them a custom reservation portal that manage more than 30 percent of their visitors this location is known because it's really busy it's really it's one of the largest operator in south florida with more than 250 days operational days uh throughout the year i want to finish talking about portable glades we are your incumbent here portable glades has been we have grown up with forever glades running five facilities over 5 000 spaces of cruise employees shadow operations we have seen how the beautiful construction of head of garage was done but also we have been hand to hand with the port when when the matter of of spaces came up that we were short on spaces that they could the port decide to to convert lot a to a public parking we was there to assist the port to run an efficient operation in in that in that law without making the the port doing a big investment on on parking equipment just running with our handheld devices but keeping the control that the port require we just want to remember we also you have going to have continuing uh with zero transition risks next slide please um current operator advantage whatever glades has changed and sp plus is managing the operation at zero today historical familiarity is not the same as current operator operational control the county should choose a team accountable for today's operation no a team that that rely on prior operation over we want to say that port of a glade has changed today today operations i defined by cruise schedule cruise coordination staffing coverage current reporting expectation and our service improvement i would say the best choice is a team accountable for port of a glades today next slide please we already talked about the locations that that we call we have and we operate in in south florida in this slide we actually want to cover uh the background and the support structure that we have as a company metropolis national escape behind the local operation we we manage more than 4600 location nationwide 22 000 employees for 4 billion in annual pay income we are the largest parking network in north america our national vendor relationship will lower your cost we are one of the two companies that hold in the country the ipmi accredited parking organization if that comes along together we are our two partners for a small business that were a janitorial and antennas next slide talking about our pricing our pricing for this pro forma for the next three year is nine million dollars our pricing is transparent accurate and competitive structure this includes all payroll the the charter buses the 1.3 include it's all inclusive of labor and and the charter itself is the 6 000 on on hurricane contingency and the contracting staffing through our small businesses next slide please why sp plus a metropolis company the resources to support any operation as a scenario is sp plus metropolis company we're dedicated to the improvement and processes uh we're able to bring to the table uh with future reservations and all the other things that our current equipment and technology can do or when the time is right through an rfp for an equipment and equipment and technology rfp comes available we have an additional support and resource with the metropolis technology as well so we're extremely committed to the continued advancement of the customer experience as well as the revenue generation growth to reduce the port everglades as per the additional information presented to you from the director of purchasing only the pricing received from sp plus at the time of submittal that aligns with addendum eight team thank you for your presentation sp plus has been a long-term operator for broward county which is valuable at the same time i would like to understand how the metropolis acquisition affects day-to-day execution what has changed if anything in terms of local decision making authority administrative support back office resources and escalation support for the broward county team absolutely i think it kind of comes in the form of additional leadership so in the in the past when this rfp would have came out you probably would have only seen a vp and a regional manager alongside of mike and so with the additional layers of that acquisition you have myself brett unfortunately justin couldn't make the call today but he is at our service as well it's typically going to be on the back end and we like to provide ourselves as resources to mike and the local team because we want to make sure that they're able to be out in front they're not stuck being caught up with different barriers that can hold them back from being direct with our customers yourself and your customers all the guests that visit every one of our garages so when they have an issue they bring that to our attention we're able to disperse that out through the numerous number of resources that we have so they don't have to focus on that we'll focus on that on the back end as well as the relationship building so putting more additional folks in front of everybody so we can continue to understand um you know humans work differently together not everybody has the same type of uh personality not all personalities so you have several people to choose from when you want to reach out to somebody but you're going to get the same incredible remarkable results and your local team is the same and i like before you have mike and me and and on the on the management side for sp plus is the same thing that you have now i i would i would bridge off of what was stated and just it's additional resources so all of a sudden we have a a holistically new tool belt to pull from but the existing tool belt remains the same and operational prowess and expertise is is something that we as an organization are very very committed to and remain to and will do so for the for the future so follow-up question if the local team experiences administrative or reporting issues who above the local level is responsible for resolving them and what response time should the county expect yeah i think that would go up uh essentially let's call it sergino sergino raises it to mike mike disperses it to jamie and myself and then i could disperse it to someone like brett and justin depending on what it is if it's accounting it would go through our accounting if it's safety it goes through our safety if it's legal it goes through our legal we even have a government affairs uh arm of the business so it kind of goes into that it really kind of depends on the severity of what that issue may be um but typically i wouldn't say 24 to 48 hours thank you no further questions thank you good afternoon martin jackson here um a couple of questions for you um first of all how have you as the incumbent and how do you plan to continue to establish your um okrs or your kpis for your subcontractors and how do you hold them accountable mike you want to take this one i think we start at the at the um i think we start gradually with with something like this uh we start with a conversation oh we we tend to measure performance based off of uh metrics that are tangible to port everglades um it's not one size fits all for each location but we do have different um different processes and and and learning we have our learning hubs we have our our work benches that we constantly monitor on a weekly monthly uh quarterly and annual annual basis if i could if i can bridge off of that as well so you know everything starts with the contracts what does the contracts in are we doing that and then it's working collaboratively with you all to understand you know beyond contractually what are we required to do it's understanding what's important to you that that may be intangible or or or more nuanced than the contract dictates and we want to make sure that we're we're addressing those so okrs and kpis all of those need to be collaborative and really evolve over the life of the facilities it's something that day one an area of focus might be very different than than day 365 and we want to have the versatility uh or or to offer the versatility to be able to evolve with the uh the needs and desires of of you all but just not to mention uh unfortunately for for me you know roughly about two years ago when i first got included in this we had to go through and start holding one of our vendors accountable and unfortunately we had to move away from that vendor and find a new vendor it was definitely a learning experience for me uh as we worked with the dve department to make sure we filed the correct forms and i think i stubbed my toes on one of those but we are able to get it corrected and we were able to move forward and i think we have the right vendor that's in place for us today but all that was done through holding them accountable specifically to the kpis and okrs having those discussions specifically with them what the expectations are what the misses are any of our discrepancies and then just following up with them and moving back to our dve and the board to make sure that we're in line with what the requirements are um we expect from our vendors like and our supervisors gonna supervise the vendors employees like they our own we expect from the vendors to rely and be the representation from from our company so i guess just to follow up i mean how do the frontline employees know what those goals are and what the expectations are and together with that you talk about your online learning cloud um is that extended to all of your subcontractor employees so your shuttle bus drivers uh your custodial team members for from and janitorial do all of the people that represent you as sp plus metropolis have access to all of these learning and development tools they do have access they don't have the same access in the sense of the ability to log in um and it's something i probably need to take down as a note to be able to go back with mike and make sure that we have those printable documents or a digital document that we can review with the senior leaders of those vendors and make sure that they're providing them and request that they have the same certifications if you will for each one of those represented on a monthly basis back to us based off the same requirements yeah we have several trainings that we conduct in every location that require the same level for every all employees even the subcontractors yeah we and i think it are good but oh well we continue to reiterate exactly what we expect from the subcontractors we have daily help huddles with the whole team um we have monthly safety meetings we have daily facility expect inspections so they know what we're doing on a day-to-day basis and what we expect i think it's also important to point out the the level of um investment and and promotion that that we do have corporately in in our personnel um and you know there's people on this call there's the the svp over our midwestern operations he started as a valet our chief revenue officer former former chief revenue officer started as a maintenance technician and so we we invest in individuals we're in the parking industry it's not an industry many people set out to get in um but we we really want to our employees to understand that there's a path forward for them um and and we empower them to to learn on their own both in relation to their current roles as well as to grow um and so i think that's really important to understand that um we're we're not looking just to give people a paycheck we want to uh empower people to grow thank you very much richard waskowitz here uh you mentioned the level one pci uh so who from your organization takes the lead on pci compliance that is our tech team but we also have a page that we give our our our clients that is trust page that we can log in and you can see all all public information about the company all that we require for pci and who does the annual audits the annual audits for for pci or for the for the location pci because uh our our tech team and they have and we are uh we are stuck to it right now i believe it is right brad correct yeah yeah we we we have we have a very thorough process and there's full documentation although i i'll say in full transparency that the individuals on the call i'll speak for myself i'm not an expert at the specifics of it i know that we've achieved really the very very high levels of of audit and accountability and transparency with regard to those safety uh requirements and as jamie mentioned uh trusts i think it's trustmetropolis.io and um we can get anyone access to that uh to to verify the documentation especially because for example for portable glaze we are the merchant on record for us to be mentioned on record we need to we need to follow all the all that requirements for pci and a similar follow-up question so uh with all the technology that's out there right now um how are you handling cyber security we've got a whole team so it again it it it translates to a corporate level uh involvement and so that there's a heavy amount of resources that that we corporately uh invest in there's training that every individual in the company goes through um there's system checks there's on there's monitoring that that's happening uh in real time uh and again it's it's just it's that simple that we receive almost every week like phishing emails that we need to report just to make sure that we follow in the the policy of the company and as a company like we are a technology company we are and in in a really big level trying to protect uh our data from for our customers not to mention that we're starting to outline cyber security specifically in our certificates of insurance for each and specific individual locations so it's something that we can add that would have very specific coverage based off of what those requirements are if necessary however like brett had mentioned we do cover our own as well i think it's a good case in point i i just completed training and i think everyone here has their uh in their inbox right now uh ai safety guidelines so it's there's mandates you're going to hear from today this is our local team we are universal parking screen now you'll find our corporate leadership but let me quickly introduce you to our local leader and thad carraway i'm joined today by janice puig karen reach and javier guillones also joining us today our partners joaquin rojas with parking management of miami and i'll talk more about that partnership here in just a couple of minutes also joining us maria and tayani with mcj janitorial their firm has proudly been providing services to port everglades since 2016. also joining us victor and alice with infinity bus services their firms have been providing up to 50 percent of the existing subcontracted transportation service from your existing provider so they're very familiar with the court they have a long-standing relationship with our two firms at port miami their strong local ties include references from the following cruise terminal international valeria miami-dade county the heat group and bell harbor shops and you'll find each of these in our proposal that we presented now i'd like to speak about top workplace i'm very proud to say that universal parking has been awarded the top workplace in every environment we operate including now three years in a row by usa today and three years running from the south florida sun sentinel when you do that once that's an achievement when you do that three times in a row that's a culture culture is important but nowhere is it more important than in an operation like port everglade why does the culture matter because you have a large and diverse workforce numerous subcontractors and numerous stakeholders the culture here must be visible supported at all levels and rewarding with an operation of this size of this scope with this many stakeholders you simply cannot afford to get the culture wrong the partnership with universal parking and parking management of miami our firms have deep local ties at port miami terminal a a and terminal b we share a mutual passion for port operations when joaquin and i first discussed port everglades several years ago we were much smaller firms those conversations revolved around how do we topple the giant well a lot has changed since the giant has lost its focus and we have aligned around our combined success at port miami and our passion for port operations independently we are both very strong together the depth of our local presence and experience is unmatched why choose us why universal parking because we have active and local port experience we have a deep understanding of port everglades the operations here and many of the stakeholders our experience is deeply embedded across every single aspect of our local team that's operations our operations leadership our executive management teams and our accounting and administrative personnel experience at every single level not experience from another state not experience that we borrowed from other firms not yesterday's experience that we only recruited for this opportunity with universal parking you get quality dependability look no further than our proposal it was comprehensive it was custom there was very first customer engagement to please introduce you all to karen reach a lot of you may be familiar with karen as she spent the last 17 years right here at port everglades her leadership here includes managing port operations understanding the traffic patterns anticipating garage occupancies and how they may be affected during peak sale dates holidays etc she led the out the logistics operations she's intimately familiar with the shuttle programs she's worked with the convention center and with event operations she's familiar with port everglades security requirements including twic and marsec compliance on the screen in front of you is a list of 17 of karen's active certifications it's an impressive list in addition to those certifications karen is also an active ambassador with numerous organizations including visit lauderdale and visit miami not only is karen an ambassador for our operations here she's an ambassador to our community in our proposal you'll also find several letters of recommendation from numerous port everglades stakeholders including the broward county convention center broward sheriff's office miami beach convention center port everglades and metro cruise services with karen there is no learning curve only day one operational leadership as you've all met our proposed facility manager let me introduce you all to our proposed assistant facility manager javier cuionos javier has 15 years of terminal parking and maritime logistics experience formally javier served as the parking manager for terminal a port miami as well as the operations manager for port miami's park and ride program where he coordinated shuttle services and passenger transfers presently javier serves as the director of parking and transportation with us at terminal aa port miami here he actively oversees both parking and ground transportation operations for what is north america's largest cruise terminal leadership so you've met our proposed facility leadership you've met our partners now let me talk to you about our executive leadership team i am thad carraway i am the vice president of operations with universal parking i am cpp certified and i've been doing this for 23 years 20 of those 23 years at an executive level i have a passion for cruise operations and recently i had an article published on cruise terminal party fun facts joaquin rojas currently manages the msc terminal aa formerly he managed port everglades directly during his time and tenure with metropolis your incumbent joaquin has more than 20 years of parking experience and last but certainly not least janice qui is my general manager she too is cpp certified and she oversees our south florida operations in addition to our operations at terminal b port miami operational expertise and experience at every level location experience experience where it matters most port miami our combined firms presently oversee terminal b norwegian cruise lines and terminal aa msc between these two operations our firms oversee 17 million dollars in annual revenues 15 lanes and 3 250 spaces real relevant local experience let's talk operations if awarded universal parking will move in the first couple of days to deliver to port everglades a clear and concise transition plan with clearly defined timelines and objectives we will provide stakeholders and management with daily transition updates we want the best people so immediately we will work with port everglades management to identify any key personnel that may be on site or employed at present and we will work diligently to retain the services of those individuals during the transition for us it's all hands on deck you can expect leadership from my local executive team including joaquin and myself you can expect operations managers from across south florida to be here to support during this transition you can expect us to bring in subject matter experts from across our combined companies experts in logistics technology and wayfinding just to mention a few our operating plan is a hundred percent focused on the customer and the guest experience what can we do with the technology the existing technology how can we use it to increase operational efficiency it's one of the first things on our priority plan can we implement reservations that's something i'm going to speak to in just a couple of minutes are there automated solutions available for the open lots scan to pay is that an option it should be tickets signage maybe both of our focus is on operations and clearly defining the roles of our operating teams next how do we enhance the guest experience how do we effectively deploy our personnel and our resources to maximize the experience how do we enhance the wayfinding within the port remove some of the guesswork from customers reporting getting an established reporting cadence what reports do you the managers need from us when are they due and on us it means ensuring that they are all delivered correctly and on time every time financial integrity it's not part of what we do at universal parking it is exactly what we do and we do it well when you hire universal parking you get industry leading collection integrity our proprietary revenue controls accounting reporting and our customer payment protections let me now speak to our reservation system which was recently deployed to terminal b at port miami it was developed over the course of many months we deployed it on april 1st and today our firm is booked 2700 reservations and we've generated an additional 230 000 for our client from day one during the development the mission was to deliver a premium custom solution mitigate the clock costs for our client and deliver a premium customer experience and i'm proud to say we did exactly that in full disclosure universal parking also did not make a single dollar off the product nor do we make any money off the reservations a parking operator that delivers the right solution one that suits their client and not themselves that's a novel id that's universal parking how does it work for the guests you book by your specific itinerary your sale date your not the same partners that everyone else has leveraged new partners all with direct experience at port everglades we set out to give you the best company the best people the most comprehensive experience available and unmatched resources with redundancy at every single level that is why universal parking is the right choice for port everglades on day one with universal parking there is no you for your presentation um have a couple of questions the first one is um obviously you've identified your your um subcontractors and your potential leadership and we know that life happens um so do you have a contingency plan in place should your identified partners or people not be available so part of our contingency is in fact the partnership between myself universal parking and parking management miami so one of the the things that we bring to the table in addition to our subcontractors and our cbe partners is we've got an extensive workforce so you know and i spoke about this in the presentation redundancy at every level and you know independently we could have either one of us could have done this but uh you know it was about giving you guys a premium experience redundancy at every single level and so yes if something were to fall through if there were shortages absolutely there is a contingency plan in place to not deliver services next week but to do so you know today tomorrow thank you very much and um and follow another question that i have is relating to your frontline employees and the frontline employees of your subcontractors how do you communicate your sops and what type of repository do you use um so that all of your frontline employees have access to that information on the fly yeah so great question so first off all of our all of our subcontracted employees uh including through the transportation will go through our proprietary new hire orientations um through our training manuals uh so all of that will be available and they have been provided already to date with our training manuals our training materials so the onboarding for both of our cbe partners uh excuse me for our cbe partner and our transportation partner will really be no different than the onboarding for universal parking and our employees yeah thank you very much i think the the the goal is to make the the operations whether it be through our transportation partners or our cbe partners any of our subcontractors it's to make it seamless transparent and consistent across the board thank you and my final question is how do you establish um your apis and how do you hold your uh subcontractors accountable to them yeah i i think uh you know first it all starts with having an operational blueprint and it starts with you know understanding exactly what the port needs and um you know we've uh we've all communicated that we've all talked through it and i think did you you want to say something as well i'm sorry joaquin ross um you know we we brought in karen she understands the operation she understand what forever glaze needs and she's gonna set the she's gonna set the footprint for us and we're just gonna follow her lead and i we're very confident in her experience and we know that we're all gonna be able to succeed under her leadership so that's actually a good segue question is like where who on in the presentation and the proposal and then in in the presentation that you spoke of there's actually three different titles that you've used for karen we've seen project manager and proposed manager and facility manager uh can you clarify what is karen's role will she be the proposed um primary contact for port everglades leadership um and sorry go ahead yeah no uh great question yes so the karen's official title with us will be project manager karen will be the day-to-day contact at port everglades she will be the you know our manager on the ground uh we introduced everybody and spoke briefly about javier but javier will be our assistant on the ground and then supporting them will be all of us from the you know my regional managers my area managers myself joaquin um you know across the board but yes karen will be your day-to-day contact and your project manager for port everglades and and the role of javier he's with parking management of miami is that correct yes he is he actually works for both companies um but for this proposal he's uh he's represented by parking management of miami but he will be a full-time employee at uh port everglades okay and i don't think i have any more questions thank you martin go ahead richard loskowitz um just in the fmd presentation and in justin one of your answers to uh mr jackson you mentioned proprietary software is that proprietary software just for training or is that part of your operational software no so all of our software all of our training materials are yes proprietary they were developed by us they've been deployed by us and you know i think it all goes back to being a part of the fabric and a part of the culture that is universal parking um as far as our you know and i spoke about proprietary and the revenue controls uh audits and yes there's we we take into account a lot of the industry standards a lot of things that you know we've all been taught throughout our careers um but we've taken it to another level and uh there are you know procedures there are redundancies for universal parking that are all it's proprietary in the sense that you know yes we wrote the curriculum we wrote the materials um and there is nobody else in parking that's doing it i think a lot of operators have lost their focus and um they they've aligned with you know technology and a number of different things uh universal parking has honed down into being the best parking operator with the most comprehensive principles in parking today so yes all of it is very unique to universal parking so i'm sorry i'm not sure i understood the answer so because there's one side of it that is a training component i fully understand that uh but if you've got proprietary software that you're using for an operational standpoint uh that's where i'm concerned so that's why i'm trying to find out whether you're using no no no no any software that we use i mean we use adp for our payroll software is all industry standard i'm talking more about the the soft the excuse me the uh the processes the everything behind the scenes what we do to make sure the redundancies the training um that's the that's what's proprietary is our processes not necessarily the software that you see or anything you have any interaction or engagement with okay i appreciate that because my concern obviously becomes the broward county data cannot be sorry i don't know how to say this better held hostage through proprietary software yeah no no no and and that's uh that's great observation no and i think uh you guys are all set up broward county is a setup on uh on all ownership accounts so really our visibility into any customer data is only what comes through the machines through the existing revenue control equipment that's it that's the extent we don't require anybody else's personal data we have no reason to collect it um we're not in the business of uh collecting data or holding it hostage so nothing in that you know it would be concerning from a data privacy standpoint whatsoever your exposure now with the existing equipment the existing operator would be no different with your exposure with us okay so this then builds on my next question then so when it comes to pci compliance how are you going about pci compliance and i'll say who who takes the lead on that so we actually have somebody in our corporate office uh that does all of our pci but uh again you know with the your credit cards everything is processed right now on your network is processed on behalf of the county um so you know our we provided all the pci dss data for the handhelds that we proposed um and we do have somebody that oversees that administers it but all of the machines all the technology that's there at least my understanding is i believe that's all processed by the county directly okay and you said you handle it at the corporate office and then um who takes care of the annual third party or potentially third party uh audit uh our our technology um and i apologize his official title but somebody out of our corporate office so you don't we have a so you don't use a third party to do an annual audit on things you do it all at the corporate level we we do use a third party to audit everything throughout universal parking every year our financials our our compliance yes okay appreciate that and then the last question i've got uh it was sort of an interesting thing because you seem to be rather tech savvy with some of your discussions here um and so you say that you're not a tech company but right now with everything being sort of technology driven um what is your action uh to protect us in the cyber security world yeah so and you know i mentioned we're not a tech company and uh that is that's not to say that we are technical um we are very technical i am probably some one of the most familiar people around with technology i pride myself on keeping to date with the newest technology but we don't promote our own technology we're not a technology firm that has an ulterior motive um that's looking to push a product and not the service so and that's what i meant by that um i don't know if that necessarily answered your question but what what's the rest of it again i'm sorry so um what do you take as an active role in cyber security to protect the county yeah so again it all boils down to pci dss compliance uh we've got a compliance officer that reviews every operation make sure that everything is in check with pci protocols um you know any laws regulations um and he administers all that and then anything that that trickles down to us um you know obviously myself my operations team we handle that appreciate it thank you of course my pleasure thank you or hey any questions ahmad eric commit um project managers go ahead state your name then your questions hi adelaida aris i'm the project um program project coordinator for port everglades the project manager for port um i just have a question as far as i i see you have universal parking and then you also have parking management of miami and parking guy consultant um my question basically is the subcontractor i'm assuming would be the parking management of miami who would be responsible if there is an issue comes up would it be universal or would it go to um parking management of miami yeah no so and i appreciate the question um so the our partnership is exactly that it is a partnership so there is no you know going through who do i go through for this is a parking management of miami is it universal parking uh the operation to you is seamless you have one point of contact everything on the back end of that this is not a you know this is a true joint venture um so every engagement that you have be it you know it comes through karen and then we're on the back end parking management miami joaquin myself the resources at universal parking um it's a seamless transition it's a seamless conversation but you get the combined resources of two companies so one point of contact and that point of contact starts with karen and it goes up through us so this is more making sure that you have the resources that you need that uh that the to be frank you know that the operation requires and uh that's what this partnership is so for you it's it's seamless it's one point of contact and that point of contact starts with karen thank you and then one more question that wasn't part of the um regarding the ev charging um technology that was mentioned in your bid do you have any data or anything for the extensive stay uh of customers using it for a long period of time we do um and i will tell you you know it's uh ev chargers are a a tough business and especially as you guys know at cruise terminals because you know a lot of people come and go uh or they don't come and go they're usually there for you know be it a three five seven day duration um i can tell you we've got a lot of relationships we've got a number of different programs with ev charging providers but i can also tell you that in our experience at port miami we have not deployed it because there really isn't a pricing model that anybody's come up with unless you make it prohibitive for anybody to stay more than 24 hours but there's no way to install them and you can't really guarantee that anybody's going to leave in 24 hours because you know shortest duration cruise is probably three days so um you know like so we work with a number of providers we're happy to come up with a solution um and that's really what that part of the proposal spoke to was our familiarity with the providers uh our willingness to work with them but you know full disclosure again it's it's not something that we've deployed because it i don't think anybody's figured out a reasonable way to deploy it you know a lot of airports and especially cruise terminals okay thank you yes ma'am thank you circling back are there any follow-up questions committee members hearing none universal thank you so much for your minute timer you may begin thank you uh good afternoon and thank you for having us today my name is todd grocious i'm the president of pivot parking and i know you guys have had a long day you just referenced it a minute ago i'm sure you're tired of listening to us parking nerds uh talk about ourselves and our companies so i wish this was in person we would have brought along a few uh cafecitos for you guys to pick me up but uh all seriousness we know this is a 15 minute time limit we'll stay within that time frame and hopefully make this decision a very a very easy one when we're all done with this uh real quick i wanted to uh introduce a few of our executive team members that are with us today uh robert cizik who is our executive vice president in charge of sales and growth geo garzon is our executive vice president of florida and he is based in south florida and then stephen taff he's our executive vice president of operations uh for all of pivot across our entire portfolio in a minute robert will dig a little deeper into the rest of our our operating team and our partners but what's important to point out is we're bringing back what we're calling the a team you'll soon hear about our proposed team and our partners they've got several years of experience managing the operations at the port you know there's zero learning curve with this team and they'll be ready to execute our strategy on day one and i think that's something that differentiates us considerably from the rest of our competitors on this particular operation with that being said i'd like to go ahead and dig into some specific details about pivot um i believe these are they're very important i'll cover them quickly in the interest of time but you know we really pride ourselves on being a boutique parking company uh you know frankly this is by design uh we're purposely not a large national operator uh we don't have a bunch of unnecessary layers of management and bureaucracy so that makes us uh very nimble uh very quick to make decisions and and meet the needs of our clients and our customers um i also want to point out and i think this is pretty important as well um we're technology agnostic we work with every major parking technology provider that's out there in the industry uh that includes tiba everybody on the team has worked with tiba many times many locations for many years so we're very comfortable with them um but you know i always get a little frustrated uh with our competitors i think it's it's extremely disingenuous uh for the national operators that are out there and a lot of them have developed their own uh technology platforms and they go to you the client and they say well this is the absolute best fit for you and and you know how is that possible regardless of the asset the operational needs uh to say it's a one-size-fits-all approach to technology is is simply impossible and that's the main reason we as a company have decided to remain agnostic to make sure that we're recommending technology platforms and and and pieces of technology that best fit the needs of our clients and our customers and that's that's very important to us i'd also like to provide a few specifics regarding pivot parking scale both as a company as well as on a local basis first off you can see on the slide as a company we parked over 50 000 cars per day we handle over 19 million transactions per year and if you look on the right we've got a map there that that just kind of overviews the the markets and the states that we're currently operating in um you know it should be noted that that we operate 15 different municipal accounts along the east coast so we're very familiar with the idiosyncrasies of a municipal operation and the challenges that can sometimes uh present but again we purposely focused on the southeast it's not like you know that we've tried to expand beyond this map you know as i shared earlier we just have no interest in becoming a national operator that's spread out all over the country and headquarters in the west coast or the northeast we just want to remain nimble we want to be able to quickly meet the needs of our clients our customers and if we say we're going to do something we want to be able to execute on that very very efficiently another important thing that i'd like to to point out on this slide is that we're a local company uh in a fort fort lauderdale alone we manage seven locations uh four of those locations we manage for the styles corporation who as you know their corporate headquarters are in fort lauderdale um not only those four locations but the remaining three that we have in fort lauderdale we actually assumed operation of those from national parking operators each one of those has seen significant increases in net income and service levels and and i don't think that's a coincidence again because we're the boutique white glove very nimble company that we are we're able to execute on our plan very very efficiently each and every time those seven locations as a footnote you can see there contain 5 500 parking spaces have 30 employees that are in the immediate area and we collect over 11 million dollars annually at those locations so these aren't small little uh you know minuscule operations uh these are very large and very extensive operations with that i'll turn it over to robert cizik and he's going to go ahead and provide that additional detail on the a-team that we propose to bring back robert thanks todd uh we have titled this slide bringing the a-team back uh because that's exactly what we propose to do the strength of this proposal isn't simply pivot parking it's the experience of our management team that we propose to manage the contract uh you'll you'll see here in a minute each of the account managers have previously managed at the port everglades parking and transportation operations in some form or capacity obviously overseeing the 5 500 parking spaces 15 million dollars and over 200 cruise departures each year uh start with jorge osadio he served as a project manager for uh two years in uh 23 and 24. tony romaine served multiple roles including a supervisor assistant manager project manager uh between the years of 1996 and 2022. uh we've also proposed tiffany delano she served as an assistant facility manager for the years of 23 and 24. and last but certainly not least uh kathy rafael she served as an assistant manager from 2006 to 2014 and then served as the facility manager from 2014 to 2021 before she um moved into a more of an administrative contract compliance role from 21 to 25. uh together the management team we're proposing understands the facilities the cruise schedules the operational challenges and the county's expectations uh this team has firsthand experienced managing holiday treatment i'm sorry holiday travel peaks embarkation weekends weather events terminal changes and the daily operational demands that are unique to port everglades which i think is extremely important uh just as important uh just as important are the sub partners that we have partnered with uh you you've heard of a few of them today florida tours and janitorial and athena staffing all of which are current partners at the port when you combine an experience management team with the sub partners already familiar with the operations you significantly reduce transitional risk that's why we're confidently here to say we offer zero learning curve and we are ready on day one with that i'll turn it over to giovanni to talk about some of our operational thoughts thank you robert over the next three slides i'll highlight three areas that are critical to a successful operation we'll cover our day-to-day operational approach our focus on customer service and staff training and some technology initiatives that we had recommended to improve the overall passenger experience so here uh responsive and discipline operation you know port everglades we understand it's a dynamic parking operation in south florida the cruise schedule changes constantly you know a ship might come early depart deparkation might take a little longer than expected weather is impacting equipment malfunction might happen from time to time successfully managing this operation this is going to require more than just simply staffing schedule right so with our team as robert mentioned an experienced team for the port everglades we understand that we're ready to operate in real time and that's the boots on the ground making sure that we're planning from the from the first passenger that arrives all the way through cruise schedules the terminal assignments using historical parking demand and anticipated passenger volumes to kind of make these informed decisions but one thing that our team knows from the experience that that plan often changes sometimes last minute terminal change and an unexpected increase in passenger volume cruise delay the team has the experience to adjust quickly operations while maintaining a positive customer experience and they they fully understand that the high volume period such as dancegiving christmas burn break and other multi-ship weekends a team is ready to prepare for the overflow that becomes identifying the facilities that may reach capacity and arranging standby shuttle resources as needed and it's adjusting staffing schedule relocating short staff when necessary and determining which cruise passengers can be redirected to alternate parking locations just as importantly the team understands the importance of maintaining regular communication with the contract administrator cruise ops team and bsos our partners and our partners to ensure everything continues and remains aligned and there is smooth communication whether it's an early arrival delayed departure weather impacted events or an overnight valeria ferry operations a team experience allows shuttle schedules and staffing levels to be adjusted and maintain safe and efficient operations throughout the day the team continuously monitors the parking occupancy traffic circulation pedestrian movement and shuttle activity if one facility begins feeling faster than anticipated customers are proactively redirected at the end of the day operational excellence is about being proactive rather than reactive and that's exactly the approach our team will bring to port everglades now transitioning into service um and training for for issues related that come across in in in in experience as seamless as possible that's why our training emphasizes on communication just as much as operational procedures every employee is trained to take ownership of the customer experience through feedback of qr code an intercom call an email phone call and interactions with our staff management regularly regularly reviews these trends identify recurring issues and department determines whether additional training is needed that commitment is continuous improvement strength strengthens our customer experience and creates greater accountability throughout the operation now some of the initiatives that we have recommended through technology is understanding uh you know to get the feedback from the customer improving their their journey their journey they're here for a vacation we want to make it as smooth as possible uh we recommend putting qr code location markers you know the first thing that they get that happens when they get back it's where did i park right we think putting these qr codes up and allowing them to go ahead and register where they park is going to improve their their departure when they when they return sorry pre-paid reservations is also crucial it's going to improve the the ingress and egress flow on the right you'll see a little page customized report everglades they'll have pre-path the passes predetermined so they can purchase for their parking ahead of time shuttle tracking through paseo that's it's it's it's also recommended you know these these passengers can go ahead and see in real time where these shuttles are are in their route pivotiq is our ai data analytic platform that kind of combines and brings all this information into one platform that allows us to go ahead and make more important decisions and operations and with that i'm going to go ahead and pass it on to steven thank you geo um operational excellence also requires financial accountability broward county deserves the complete confidence that every transaction is accounting for accurate transparent and fully documented that's why we've established rigorous revenue controls daily reconciliations daily armored car deposits by 10 a.m pci compliant payment processing fact that complainant compliant monitoring weekly staffing reports by wednesday independent annual audits immediate reporting of operational and financial exceptions every dollar collected belongs to broward county our responsibility is perfect to perfect protect those funds accurately account form and provide complete transparency throughout the process transition without disruption our one of the biggest concerns with any transition is operational disruption our objective is simple passengers shouldn't notice any transition at all that's why we put together a five-phase transition plan beginning with the contract award ending with a stabilized operation in a 90-day review so with that i'll turn it back over to robert i'll pull this out i know we're uh towards the tail end of this and just wanted to uh let let you all know that you know we don't think the port just needs a simple just another parking operator it needs a trusted partner partner that proposal benefits from personnel with direct port everglades and broward county parking experience can you identify which of those individuals are firmly committed to this contract whether they would be assigned full-time or part-time and how pivot would preserve the institutional knowledge if any key individual leaves or is reassigned that's a great question jorge uh it's also good to see you i can't quite see you but um thanks for the question uh both kathy jorge uh and tony are 100 percent committed to this assignment um you know restoring the institutional knowledge obviously uh i have also been involved with the port for for some time i have a lot of institutional knowledge obviously not nearly as much as the day-to-day operational knowledge as the team that we've presented for you um i also think that our sub-partners have tremendous institutional knowledge all of that would be captured in an sop for not only uh the existing operations but future leaders that we bring into the account thank you no further questions good afternoon martin jackson here um a couple of questions the first one is how do you establish expectations for your subcontractors and how will you hold them accountable to these kpis yeah uh yeah so with our subcontractors uh you know constant communication we will in our sops outline um sharing kpis for them to meet um you know we kind of the pivot iq we kind of want to uh aggregate all this information right so whether it's through maintenance janitorial you know we would have a cmms uh digital platform that kind of records our our maintenance whether it's daily weekly um or monthly or annually right and all that is kind of funneled into this platform we can kind of keep track of it similarly with with florida tours right we we want to monitor through the qr codes that we have proposed to put in their shuttle services to get feedback on how their operations are going you know from the passengers from the cruise goers you know we'll keep track of that and that will be part of the kpis to make sure that we're holding them to a standard that meets our needs and our requirements i think also the the weekly staffing schedules that we put forth to the port obviously we're monitoring those and managing those very closely um regular meetings you know checklists walkthroughs um and constant communication are the uh the ways that we would manage and monitor our subpartners thank you um a follow-up question is for like for your sops that i assume you will have in play um how where do you keep those so that they're accessible for not only your frontline employees but also your frontline subcontracted employees yeah i think those would be um i think part of the scope is that those are developed within 30 60 days of contract award obviously those sops would be developed in conjunction with our subcontractors um those subpartners have an intimate knowledge of current operations um obviously my team does as well i don't know that much has changed since uh our proposed team has been on site but obviously current experience is is going to be critical to developing and completing those smps when we overlay our policies and procedures along with our contract requirements once those are developed they're going to be kept on site in our in our office and then obviously the the regular training and meetings that we have with our staff along with your team all over to to our team on a regular monthly weekly basis okay thank you and the final question i had you you made reference to the pivot iq is that something that we will have access to um as part of the um current price pricing setup or is this an upcharge type facility for that we would have access to yeah it's all it's all all included in the pricing that we have proposed and we would be able to give the contract um point of contact administrator access to the pivot iq it's an ai dashboard i think we had a pretty good explanation in our proposal but that would be available to uh the administrator to um you know dig into as much detail or data as they would require or let us answer or provide um data okay thank you very much enough of the question richard waskowitz uh you touched base in your presentation a little bit on uh comprehensive compliance uh so when it comes to pci compliance who takes the lead on that obviously um as the operator will we'll take the lead on it um you know you have tiba equipment you have wind cave breeders they're you know p2pe they're compliant but we also maintain compliance as an organization we make sure all the equipment's compliance we inspect it with the vendor and ourselves personally um just to make sure that we're uh you know isn't affected by that the customers are affected by that um and then uh you know we keep you guys updated on certifications we'll make sure the the contracts administrator has all that stuff when necessary yes from from a tiba standpoint we'll be working with with guardian uh the local service provider to making sure that they have and they fill out all the forms that's needed on an annual basis and from a network standpoint we have our our network team fusion that's our it department that will support providing a firewall and as far as the annual certification are using a third party for annual annual audit that is correct independent annual audit i'm sorry the independent annual audit is what you're referring to yes we would be using a third party correct and you touched on a little bit there too for when it comes to cyber security with the amount of technology that's out there um how are you going about keeping the data and everything secure from a cyber security standpoint make cyber security that's where we'll pull in our experts our fusion um is our third party i.t uh partner and like i said they'll provide firewalls and then make sure everything's timed up from from a security standpoint yeah firewall and firewall monitoring so if there's any suspicious activity uh they basically just lock everything down report the suspicious activity it's investigated till it's really embedded if anything's not unlocked i appreciate it that's stated a fleet of 25 vehicles for the shuttles i i just want to confirm is it like is that a set amount or is is it open no it's it's open i think that if i recall the the 25 was probably one one of the requirements on maybe the busiest time um but florida tour has large fleet you know they have a fleet that they also have other vehicles that's shared in other locations uh and in our communications with florida tours they they can definitely continue to provide the service needed um from a shuttle perspective thank you circling back is there any follow-up questions hearing none
