committee's responsibility to review the vendor submittals to ensure solicitation requirements are met and to evaluate those submittals to make a recommendation to award a contract each evaluation committee member was appointed by the county administrator to serve on this committee based on their experience the evaluation committee members are responsible for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county at the discretion of the board the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews in accordance with barrowed county procurement code each evaluation committee member must affirm that they are free of conflicts of interest as provided by part 3 chapter 112 of the florida statutes and the broward county employee code of ethics all evaluation committee members submitted the required broward county disclosure forms and responded that they can be fair and impartial to all vendors the cone of silence has been in effect since the solicitations advertisement and vendors are prohibited from discussing this solicitation with the commissioner's office county staff or a member of the evaluation committee the cone of silence will terminate once the awarding authority takes action which ends the solicitation architects and uh we appreciate very much the opportunity for us to present our qualifications uh uh it's been our privilege to work in broward county for an extensive time period the same with the team that is here with us uh working with uh cmd currently working with the poor everglades working with bcat so it's a privilege for us to do so we are very familiar with the uh with the rack facility actually i had the opportunity almost 26 years ago now working on the construction documents for this building so we understand uh the building itself we worked on the construction documents we understand the smoking in smoke evacuation in hvac for the building uh we understand understand the building and here is daniel to provide you more specifics about that understanding daniel good morning everyone daniel justiniano here vice president with justin architects and if selected i will be your main point of contact and uh administrator for the contract i want to start out by saying that on behalf of our entire team we understand the project and also understand its challenges we know we have a complex mixed use facility that has an existing 20 year old life safety system and we also understand that the building requires continuous operation due to the tenants that it houses within as a team we're here to provide you modernized and code compliant design solutions and provide you a design that calls for equipment that ultimately gets commissioned and provides you long lasting results now this presentation is tailored specifically to how our team will perform during this during this project we'll talk about our approach as well as some design principles that will carry through the way we intend on achieving success in this project is through targeted interventions whether that's on heat pumps exhaust fans supply fans dampers actuators even the electrical infrastructure itself we're also very well aware of the fact that the bms requires early integration and becomes a key component of our design that's establishing that sequence of operation early so that way it can save us on redesigned costs during construction the fire alarm and the fire suppression system are equally critical and will be a big component of our initial design we do have a familiar relationship with all the sole source vendors and we'll use that to our advantage during the initial design phase we also are very well aware of the fact that this is a full scope effort and that's why we've assembled a team of experts in in this field starting with justin architects we bring to you a team that has extensive aviation experience and better yet all of these individuals have worked within the parameters of the rcc in the past on prior projects juan justiniano and tony herrero will serve as quality control throughout the entire duration of the project edwin and dan will serve as the day-to-day architects on the job and richard lewis will join us on the back end during construction administration to provide rpr services as far as our team this is a hand-picked team all national firms with extensive aviation faa and fdot experience all of the boxes in orange are those firms that have a local presence that will assign resources to this project and we chose these firms not just on their expertise but on the fact that they've been able to deliver successful projects to be cut in the past and most of these firms have also completed projects within the boundaries of the rcc bringing a real depth of institutional knowledge to the project we're a cohesive team that has been built on the partnership and trust that we've developed with one another over the 20-year experience that we have working with each other and we want to bring on a collaborative approach to this where we can tap into each other's resources as we go on with the project we know that there's a difference between firms that understand airport projects and a firm that understand specifically fll bcat in this facility and we believe we bring all three now what you have up on the screen is not a portfolio we see this as a track record of successfully delivered projects at fll as well as adjacent aviation airports we our team has that aviation ready experience and we understand that aviation projects expect just a little bit more whether it's more coordination at the time of phasing more precision at the time of execution or accountability at the time of final delivery we're here to deliver i want to pass it on to keith nix who will expand on rsnh's resources and capabilities during our design consideration thanks danny good morning everybody again keith nix vice president of rsnh i'll be the project principal for rsnh in this particular project uh ensuring that we bring the resources that we need to deliver successful design and construction project for you like justin architects rsnh has a long history and relationship with fort lauderdale with bcad spanning back over 40 years we also have a national presence and resources available with expertise in fire flow modeling smoke control system designs that has over 2 000 resources nationally we also have florida-based and south florida-based teams that we'll be bringing to this project to help complete a successful design as we look into our overall approach you know as danny has mentioned understanding the complexities of the rcc in the garage is key our approach will start with an assessment and testing to establish a baseline and provide informed decisions that we'll refer back to throughout the design the other key component will be communication and partnership with bcad with the tenants and stakeholders with bcs to make sure we are communicating and understanding the requirements and complexities and will be key to help us provide a design that delivers a long-term solution that's durable and flexible it's not just a patch to your current system and issues that you're dealing with one of the other paramount considerations is phasing the continuous operation of the rcc means that having phasing discussions early on to help identify needs for temporary hvac temporary power and understanding how we'll need to sequence the work to minimize the disruption of operations in the rcc that will be extremely important we'll share that information early on in our design submittals and we'll refine that through the design process to make sure that we include that and those considerations and those requirements in the bid documents to the contractors once we get into the construction mode the rpr will play a tool to ensure that the contractor motes meet the intent of our phasing plans and our phasing discussion during construction one example of success of the phasing method that we've used with justin architects is here in the energy building as part of the garage repairs this was a cooling tower replacement that as you can see took place at night we also took advantage of seasonal efficiency of taking doing this during the winter when demand for cooling was low and so we were able to successfully replace this cooling tower without a loss for cooling systems or effects on the cooling systems in the building and the systems that is sir that it serves as we kind of go into the design considerations for the smoke evacuation system itself as i mentioned the field assessment and the baseline testing will be our first step to inform this design the collaboration with bcs bcad tenants and vendors like your sole source vendors for building automation system and fire alarm will be important we'll make sure that all parties understand and agree on the sequence of operations for the systems that serve the various occupancies that are in the building the qta area the fueling area the atrium the garage all have different needs and requirements and so communicating with everybody to make sure we come to an agreement will be important as we move through during construction the testing and commissioning side of things we'll verify that the construction was executed to meet our design intent and that does meet code requirements and provides an integrated and efficient system for you and your use let's transition over to the execution of the project on day one our team will set up workshop meetings and this is where we want to enable collaboration with you bcat we want to set up meetings with bcat maintenance bcs the tenants bms the controls administrator the county project manager as well and during these meetings we want to establish project goals and understand your operational requirements we also want to review any schedule constraints that you might have from from the beginning of the project meeting with maintenance is going to be critical here as we want to understand the current and the historical operational issues that the building is faced with so we can also implement that into our design now as we start the project we have a very methodical approach first we perform field walks where we field verify these conditions this is where we identify the first deficiencies but at the same time identify opportunities all our consultants are required to be present in the field to ensure that nothing is lost in translation and justin architects does have a documentation standard that has proven to be extremely successful in the past not only for us as a design team but to bcat as well that creates clear and actionable reporting that helps our entire team make informed decisions as we proceed through design but we don't want to stop there visual inspections are a useful baseline but we want to take it a step further that's part of the added value that our team brings we want to expose hidden failures we want to perform functional testing we want to test sequences we want to test modes test flow and pressure capacity of equipment way before we even start designing this is the only way that we'll understand the current performance and we won't run into functional issues during construction we want a design that's built around reality and not assumptions as we move on to execution during design we'll keep bcats stakeholders involved with all major decisions and there will be many at the end we want to have a permit ready set of documents that can swiftly go through bcs during pre-construction we'll be proactive in our agency coordination with bcs and one of the most important aspects during this phase is helping you choose the right contractor not just one that has the resources but also has the experience for success during the construction phase we become your advocates we reinforce the design intent and the project's best interest and we perform construction administration services as well as field observations to document the entire duration of the project when it comes to the budget we have a cost estimator on board who will be performing cost estimates at every milestone to ensure that we stay within your budget parameters and as per the schedule our team has met and has agreed to meet or beat the schedule outlined in the rfq another unique approach to our team is the fact that we want to engage bcs as an active design participant early we want to be a partner to them and you might be asking yourself why does this matter well the garage was built on code interpretations and those conditions need to be revisited and confirmed as soon as we start our design the result will be a more favorable review and approval process we have the team and the resources to ex as well as the experience to provide bim on this project we see this as an opportunity to implement revit we know that the rcc does not have a revit model and this revit model turns itself into data assets and those data assets can be used as an opportunity to strengthen your current asset management platform we want to equip you and bcat maintenance with everything that you need to maintain the facility long after we're gone and set you up for success phase turnover is a critical component of of our approach we know that the building is large and many areas of work will be required and they're scattered on many different levels many different rooms across many different floors for that reason as the equipment gets installed we want to be able to perform the punch list and provide you close out documents in a phased manner within 30 days of the installation of the equipment that includes the ass builds as well as the warranty information among many others the benefit to this is a clear maintenance start date and this leads to less disputes at the time of final turnover our team's end goal here is to provide you a documented and operational facility that has undergone the functional testing and has tested all the sequences to ensure that design is implemented as it should quality control is embedded throughout the entire process at justin architects from all the way from programming to close out but the most important part here is that it starts with our sub consultants they are the first layer of of quality control once it reaches justin architects we'll provide an independent senior reviewer and we'll provide the second and third quality control review uh way before you ever receive our final deliverable during design if we're using bim we'll have the ability to use clash detection and catch issues in the field before uh there ever a change order now why are we the best team we help build this garage we have a deep understanding of it through the institutional knowledge that we bring we're confident we can help you modernize it because we have the right team to do so we've covered our unique design considerations we've covered our execution but what sets our approach apart is the pre-design commissioning that we mentioned before we begin design that early bcs partnership and a genuine focus to want to strengthen bcaps asset management plan we're also a local team when you call we answer we're only 15 minutes away and can be available to you at any point although we we're a local team we have the resources of large national firms that will be applied to this project many firms within this within our team also have the credibility of having worked as a partner to bcad for over 30 and 40 years this brings a great deal of institutional knowledge that will apply to our design over the past five years we've also had a 4.4 evaluation from bcad which greatly stresses the commitment we have to personalize service in delivering successful projects to you that's the end of my presentation i want to thank you very much for allowing us to present and hope to be working with you in the near future thank you daniel and all of the team from justin architects pa we're going to um open it up to our committee members to ask any questions they may have um this is richard roach justin you guys you guys said a lot um you're right so the bonus does not meet the prescriptive code um there's no specific guidelines for this type of um building because there's mixed use as you know the sequence the sequence operations for the rcc is not working properly um it's our rcc is an open-air building but you're also considered closer because of the travel distance to the nearest exit it's more than 75 feet floors two through five uh smoke evac and six to nine is public parking um the building code bcs is not sure how the system how the smoky vac system works considering all of this you said that you're going to do a collaborative approach with the building code services considering all these challenges we have how do you approach this project with the building code services know that the code is not a district uh a restrictive code for this project how do you plan to approach that with the building code services and considering the time that we have so i i'll answer first and then i'll let uh rsnh uh chime in as well so richard great question i think the way we see this project is that there's no other way to achieve success than to engage bcs and and i think uh we have a clear method of that we want to make sure that we discuss all of these topics with them first without spending time and resources on designing designs that will not work so we do want to engage them early and and uh definitely get their input as we proceed with design uh jamal and keith if you guys want to add to that i think the thing i don't i'll add danny is um richard you hit the nail on the head right there there's no specific recipe uh out there for how we address this in the rcc with the with the building code um so again i think it's gonna be a lot of conversation a lot of um workshops meetings with bcs and others um just to make sure that we implement the things that are making sure we understand the intent of what the building code is really trying to do um you know speaking for rsh specifically we have a fantastic uh life safety fire code building code uh individual here by the name of scott dubin who has a previous experience in the life as a as a fire marshal for a for a county so he understands kind of the mindset of some of the building code officials and is always willing to make sure to understand we work with them to understand really the intent of what we're trying to do in the code and see if we can come to a mutual agreement on how we can achieve that yeah and additional richard what i was wanting to add is that most uh we got to be very specific with the official that we're looking at the systems that we're going to be touching on so a smokey vac and hvac will be the main items that we need to talk to them about and of course related to that the life safety concerns that we have i just want to add richard i think uh you're aware and everybody's aware that bcs know exactly what was uh setting on you know back during design of the area of the garage and our working relationship with them uh throughout you know the rcc and throughout the rcc repair um give us a good knowledge exactly what was said and what was done back in the past and that's why danny emphasized that we're going to meet with them uh prior to our pre-design making sure um we hit every um points that you know their concerns and uh the maintenance concerns and come up with a solution that everybody can you know re on since you know since day one that's what we're going to engage them throughout not just the you know the design but you know the pre-design during constructions and we're you know we're ready to take that challenge okay okay thank you any other committee members mr bounds go right quite a few go right ahead okay can we go to slide 20 page 20 should be the slide sure okay uh the one that says phase turnover thank you there you go okay so i'd like to run through a couple of these items and just ask questions i'll give you a chance to answer before i move on to the next one but the continuous turnover can you talk about how you how you have handled phasing with bcad in the past and tell talk us through an example of how you've handled that with tco for each phased area the punch partial substantial completion or beneficial occupancy and then the staggered warranties that result as a result of that absolutely i'll give you a brief example of of a project which isn't necessarily a building but the system and the way that it was sequenced is is a good a great example for this the passenger boarding bridge project has a very tight schedule we're turning over a passenger boarding bridge every 30 days we have 39 of them we chose to take on a phase turnover approach because the project length was is three and four years long so when we turn over a bridge we perform the fit test we perform the water spray test we perform we oversee obviously all the punch list we have inspections from bcs all within a three or four day time frame and then upon completion of receiving the co we then work on close out documents for the next 30 days in order to be able to have a record of not only all the warranty documents but to have the photographs and everything else that comes along with a phase turnover uh turned over to bcat maintenance okay and follow up how are you tracking the staggering of the warranties if you're turning it over in phases because that's a lot of different time periods that you're now having to track for your contractually obligated warranty work correct we do have a a spreadsheet that we track every single bridge warranty it has 39 line items with many columns tracking warranty information per component of the bridge and that is obviously shared with bcat maintenance so uh if they ever need uh to file a warranty claim they have accurate dates for when it was installed when it was turned over and when the warranty expires okay thank you moving on to the next bullet point uh you address building as built o and m manuals and warranties can you touch on part of your turnover records and kobe your experience with it and your successful implementation of it in prior bcad projects sure uh so kobe is one of the resources that that we can use for this as that can be a good component of an asset management software for for example um as far as as kobe we're right now as we speak we're working on the terminal connector project which does have a kobe deliverable and as we right now we're in construction but as soon as we start construction and start making changes we keep up the kobe records and as we start getting those submittals we also update that to ensure that by the time we're turning over that kobe deliverable all of that information is up to date just like the same uh as the example with the passenger boarding bridges okay and i wanted to mention price to add to that um a few years back we started also i think that with with i want to say the the parking garage at the port that's the first one that had a kobe component to it that's that's how how far back we go back with that with that application i appreciate you letting us know how long your firm has had good experience in that um now moving on to the third bullet point the warranty clock and i do have a question for the project manager am i allowed to ask one yes the contract the contract that has been drafted for this agreement does the does it define the warranty clock as starting at beneficial occupancy or at substantial completion i'll have norman schwartz project manager uh bcad uh i'll have to go back and reevaluate or look over the contract i don't okay i just asked that i noticed that it says starts at acceptance but that often is not in alignment with our contract i just asked the pm check that one and then the lot my last question is the accurate records for from the moment each system enters service uh so you did touch on kobe and i appreciate that but can you talk us through the other deliverables that you you provide in terms of as-built or turnover documents just because that's often a gap period that the county experiences with different consultants so so the it varies by project but for for the closeout documents uh we we want to make sure that in addition to the warranty documents we're providing accurate as-built information we know how important as-built are you know the years down the line you want to make modifications you have the correct as-built i think that's very important as well we also provide field reports for all of that work so all of these equipment will have independent field reports from our rpr during construction as well as all the commissioning reports that will be a part of the closeout documents um daniel could you add a little bit your relationship right now that you have with maintenance with cat maintenance and what is the coordination that you're doing to get all those records to them yeah so what we do typically is we meet early on with bcat maintenance to ensure that we have a path and a standard for how we want to achieve a phase turnover approach i think the passenger boarding bridge is a great example we set up a drive where we can share this information and it's always available to them in addition to to sharing the drive we don't want to just dump information on bcat maintenance so we do have a uh a spreadsheet that has exact documents that are part of all the phase turnover uh closeout documents to ensure that if they're looking for something specific they can go and find it and it's not just a folder of information that that's not going to be looked at or or or it's going to be too difficult to understand and daniel if i if i can add in to our our team has been working with bcat for so many years we helped create the utility work program so we're very familiar with as built turnover to bcat and even before that we turn over the design to them so it goes into the utility work atlas we're very familiar with the planning department with wallace making sure she's aware of it along with final completion and understand the bim standards that all flows through to the final as builds our whole teams have worked together for numerous years delivering those design drawings and then record drawings throughout the entire turnover process perfect you hit all the keywords i was flip the clock to 15 minutes and you have the floor thank you all right uh good morning decad committee members uh it's great to be here and thank you for the opportunity to present to you today i'm marco soza i'm exp's vice president director of aviation uh some of you in the room may know that i spent 15 years of my career uh serving as extension of staff for bcat so i am personally committed uh to the successful delivery of the project and and we'll work with the team that's presenting you today to make sure that that happens uh this is the team that will be delivering the project for you uh in the interest of time you'll be hearing from two other folks svetin veliov who's our project manager and joseph marzello joey our senior mechanical engineer i did want to point out though that this is a engineering-led team uh we do feel that that's a huge advantage for us uh it helps ensure you know not only efficient delivery for the project as you'll see in the schedule but you know the right type of team uh to deliver it we also do intend to use our internal architectural services led by gear mode who's here with us but our architects will be the middle man to where i think most of the services lie on this project with us as well as jerica who spent several years of her life combing through the rcc and then hopefully we'll get joshua uh for the q a as well just a quick overview of exp before i turn it over to swenton uh we're about 5 000 professionals strong uh aviation uh being very much a core business practice for us uh but you know more importantly i think our local professionals are a big reason for the rankings that you see here not only in the mvp but also in the facility airport facilities ae and from a local capacity perspective we're one of the largest ae firms here in south florida also very much a broward firm i've been delivering work here for over 50 years most of our south florida employees including myself uh live here in broward county and work out of the office i'm actually in the office today just a few miles north of the airport out my back window is actually the government center where you folks are sitting so uh equally important in that location is everyone we propose to deliver this project is actually working here from this office so we do have the local capacity and we're built for efficient delivery we're not bringing in architects and engineers from outside of you know broward county and really south florida i'm certain thank you marcos and thank you all for having us uh so as you can see we've uh assembled a team of familiar faces both bcad and to exp we've intentionally brought together a group of partners with significant airport experience and a proven track record of working together so supporting us we've got quantum we've got snf keith and socotech at the end there and you'll know them as sls from their previous work at the at the airport what this team brings is a combination of technical depth airport experience and familiarity with how fort lauderdale airport works together we believe we uh we understand and offer an unsurpassed bcat experience and a team that can hit the ground running right from day one next slide so moving to who who is exp and what do we think differentiates us from the competition so every discipline required to deliver a project like this exists within exp whether it's architecture mechanical electrical fire protection structural bim commissioning you name it we have it in-house that becomes particularly important on a project like this because everyone knows as soon as we start opening ceilings tracing conduits evaluating those existing systems we're going to find surprises right it's inevitable um and just just the nature of working at an airport especially one with legacy systems like this the advantage of exp is that when those surprises arise we're not scrambling to find outside consultants or bring new team members up to speed we've got the expertise available within the organization so whether it's an environmental concern a structural modification fire protection controls you name it whatever comes unexpected unexpectedly we've got the resources immediately available to respond next slide all right so project life cycle and inner approach um i'm not going to go through the whole thing i want to focus on um the approach section specifically the the pre-design phase so to us this is the the most important phase of the entire project because this is where we're going to define what the project actually is um before beginning any design solutions we need to fully understand the existing conditions right we need to identify the deficiencies confirm the operational requirements and establish what's a true scope of work one of the first things we uh typically do is perform a comprehensive uh facility assessment our digital delivery team conducts a full detailed scanning and documentation of the facility using lidar matterport and some other nifty technologies we've uh we've created along along the way here um the benefit of that approach is we're able to capture a significant amount of information right up front reducing the need uh for repeated site visits right which is going to limit the disruptions to airport operations as we go throughout the the design process um equally important um is understanding the existing conditions right so drawings uh if you have them often tell only part of the story uh we spend a considerable amount of time and effort verifying field conditions understanding how the systems actually operate today not just how the drawings say they do and documenting the interactions between you know mechanical systems control life safety and other supporting infrastructure the you know we like to say the more effort we put into this um existing conditions phase the fewer surprises we're going to encounter later uh during design and construction next slide marcos um okay so challenges um and solutions right so we know airports um we know life safety systems and we know smoke evacuation systems as well so over the years we've learned uh that projects like this tend to tend to face a common set of challenges um and we've developed some what we think proven approaches to address them first one i want to i want to talk about all of them in the sake for the sake of time the first one i want to talk about is technical ownership right so for this project what we're proposing is an engineering led team with a single point of accountability throughout the entire project life cycle so i will serve as the technical lead and the primary point of contact for for the for the project right from the for the initial assessment phase through through design construction commissioning all the way to close out um another critical challenge is um down the list there design quality uh to us design quality is more than just producing a good set of drawings um it's about producing a design that's that's actually buildable maintainable and code compliant one of the ways we accomplish this is by engaging stakeholders early and often we work closely with your with your ops with your maintenance with the permitting authorities the fire marshals and any other stakeholders that may have a have a say in this so by the time the permit documents are submitted all the stakeholders understand the project they understand the decisions we made and the rationale why we made those decisions um another um another area of focus for us is uh smoke analysis and system validation right to get a little geeky um we we firmly believe that smoke evacuation modernization projects should be supported by engineer analysis so whether whether through cfd or performance-based evaluations acceptance testing strategies we want to understand how the system is going to perform before construction not after um and finally i want to touch on um testing and commissioning anyone involved with these smoke control systems understands that testing requirements continue to evolve right uh some jurisdictions prefer uh demand almost live smoke testing some other some others require smoke handles and we can talk a little bit more about the availability of those others more receptive to uh analytical approaches like safety modeling so each facility and each ahj has has has different expectations um that's where our our smoke control specialists um who we affectionately referred to as dr smoke uh part of the sls team becomes an important part of the of the team he leads both our safety analysis efforts and our smoke control strategies they've got the equipment they've got everything we need to to make sure this the system is functioning we can prove that to the to the ahjs i'll hand it off to joey for some projects thank you svettin and committee members one of our most relevant projects is the mia terminal wide re-roofing which spans the north central and south terminals given this project size and complexity our team investigated over 300 mechanical systems encompassing nearly 100 smoke control fans and life safety equipment today i'd like to focus on one specific area of that project that closely mirrors the programming and design challenges associated with the rcc our project worked on restoring and validating life safety systems in an active terminal environment integrating smoke control hvac and fire alarm systems and ensuring full operational performance under code your rcc project requires the same four competencies but at a modernization scale rather than repair it's the same system same constraints and same profile side the airports exist airport has existing smoke evacuation system that experienced significant reliability issues and following testing was determined that require emergency replacement some of the primary project objectives were to restore full smoke control functionality as quick as possible improve long-term system reliability and maintainability and modernize the controls and system integration our assessment revealed that aging equipment obsolete pneumatic controls and unnecessary system complexity were preventing the airport from achieving this goal making the the replacement the need for replacement clear side success began with early stakeholder engagement and alignment coordination meetings were held with project managers fire rescue representatives and honeywell control integrators and even the fire captain during these sessions proposed system modifications were reviewed to build early consensus and streamline implementation some key outcomes of those meetings included reducing the number of smoke zones and exhaust fans from nine to six this simplified the operation and maintenance developing a safer and more effective smoke exhaust strategy for the for the multi-purpose rooms adding a new smoke door to reinforce a smoke compartment boundary and confirming acceptance testing requirements including including including smoke candle testing procedures and verification that cfdd modeling was not going to be acceptable for this hj this proactive coordination helped to minimize redesign efforts and expedited our approval process um at first glance the smoke fan replacement project may uh be pure may sit may appear to be purely mechanical um however the required upgrades extend across nearly every building discipline resulting in comprehensive multi-disciplinary renovation um this this project included complete ceiling replacement including uh partitmo movable partition walls and projector screens uh complete replacement of all the fire alarm and fire protection devices um full integration of those fire alarm systems with the smoke zones through a nested architecture which utilized coordinated naming conventions and sequences to ensure safety for emergency responders complete replacement of the lighting fixtures and controls um replacement of the audio visual emergency speakers and systems to support the emergency notification announcements so in summary this project was highly coordinated a fully integrated effort involving all engineering and design disciplines to deliver a modern and resilient smoke control solution next slide all right so this this this next one i'd like to highlight uh another project that demonstrates uh experience directly applicable to the rcc uh projects one of yours we worked with will might on this one so for this project we were brought in as the independent expert to develop a testing plan and oversee the contractor while they're uh while they're doing that testing um we we made this project particularly significant was not necessarily the equipment itself but it was the level of coordination that was required to execute the work without impacting airport operations there was extensive coordination between uh your ops your maintenance contractors engineers to ensure that every phase of the implementation was was carefully planned and executed so the reason we've included this project uh is because it highlights one of the primary challenges we see at the rcc and and and and that's going to be maintaining a 24-hour operations while trying to upgrade a critical piece of infrastructure uh next slide on the schedule um so let me spend a few minutes discussing schedule uh we reviewed the bcat schedule uh generally speaking we're in agreement with the approach however based on our experience uh we believe there's some efficiencies that we can make uh the phase i want to focus on is the is that initial pre-design phase right so today we've got you've got 200 200 days allocated there we're proposing a reduction 120 days and it's not because we're planning to do less work uh quite the opposite it's it's because we we've got the resources the process and the capacity to just mobilize quickly and complete the effort efficiently one of the first things we've um we're very conscious uh avoiding is a situation where the design activities begin before the project scope is fully understood and agreed upon what what happens well when that happens you know projects tend to slow down scope changes and and rework happens uh not fun for anybody uh anecdotally i'll i'll say just recently we were we were tasked with performing a large-scale m e uh assessments at miami international uh immediately upon receiving our our ntp we mobilized their digital delivery team our multi-disciplinary engineers and you know it was a monday over a six-day period we scanned documented inventory 125 mechanical electrical rooms so by the by the by the following tuesday a portion of the assessment was essentially complete and the team had a comprehensive digital record of existing conditions available uh to reference during the design that project really demonstrates our ability to rapidly deploy resources and we have them as mark was mentioned collect the field information and begin begin moving a project forward without without delay um once the pre-design effort is complete and the right decisions have been made the remaining design phases should be more predictable so you know we're not touching design phase too much here 30 60 90 um that looks okay we're offered a little bit of reduction and then construction of course that's going to ultimately depend on the phasing we set out uh hopefully in that pre-design phase um and and how the contractor takes it all right so to close with one minute left um i'd like to um you know answer a simple question why exp right so throughout today's presentation we've demonstrated that we understand smoke control systems we understand airports probably most importantly we understand the operational realities of an rcc when we look at the full scope of the rcc modernization effort we see more than a smoke smoke evacuation project we see a systems integration problem our project we see an operational continuity project uh and ultimately a risk reduction project so our team um our team's experience becomes particularly valuable here we bring all that direct experience across every major component of the work um with that just under 15 i'll say thank you for having us and we look forward to hopefully working on this exciting project with you thank you thank you very much to the team from exp we appreciate uh the proposal the presentation and now your availability to answer our committee members and our project manager's questions richard welsh so um can you go to slide 8 of 16 for a second so as you know this project has a lot of many components to it and um this is a difficult building it's rcc um a lot with understanding design is as you say you have pre-design understanding the existing conditions of the building and what the challenges are i see here you said existing conditions diagnostics um can you go into more detail how you would diagnose the existing conditions at the rcc and what would you do in that case um okay so like i mentioned so we're we're we're we're planning on deploying um an entire team um for the first first and second week right and that that team is gonna uh is gonna document um all the existing conditions live right so we're gonna request drawings whether we get them or not is is is debatable right where the quality is is is there so we're going to use the existing drawings but we're going to deploy a team to completely scan this entire airport so we've got a lift nifty little scanner and we've got some slides we can show we put it on uh we put it on the guy's head um and and they walk around the airport for you know two three days capturing every single room uh we get two things out of that we get a we get a really fancy matter port that you and uh and and and we can use right and that's all web available but we also get um a point cloud which is a is a really detailed geometric um condition model of of the space so we're going to take that and we're going to we're going to port it to to the office and that's what the engineers are going to be using um secondary i'll talk about the primary secondary to really um understand and go back and and look at all the systems look at all the rooms as a primary we're going to send every single discipline out to um to the rcc and they're going to they're going to walk the facility they're going to they're going to walk the facility and understand where everything is what the condition is um we're hoping to interview uh your your user groups your your ops people your maintenance people to really understand what what those conditions are um you know what we what usually happens is we sign on up we sign on for a project scope we talk to the maintenance guy and he says oh no no you know i've been up and down this this rcc for the last 20 years here's the real problem right here's where the problem stems from right whether it's a controls thing or a power availability thing or even even an initial design um design thing where you know the rcc smoke evacuation system was designed to function a certain way but over the years things have been upgraded things have been changed and it no longer functions the way the way the way it's supposed to right so we we don't see this as an equipment replacement project right it's it's it's typically never that simple right we see this as you you you're supposed to have a smoke evacuation system in the rcc let's figure out if it works what doesn't and what it needs to be in the in the in the future case i'll pause there and hopefully i answer the question if i didn't let me know mr welsh um yeah so as you know we may have some dead zones on some of the floors um and this may not be mitigation of movement of smoke um in your design how do you how you pursue uh uh attacking or uh addressing those issues because we do it's exactly yeah absolutely um it's exactly what we did at at mia um you know we were brought in and they thought we were just going to replace fans and make them work right um but a very simple um very simple cft model showed that if even if we do replace the existing fans you're you're not getting smoke movement for more than 50 of the 50 of the space so we went back to the drawing board and said hey you've got 16 fans we can replace them great but even if we replace them brand new they're still not going to work so you know we went back to the drawing board and said we're going to actually replace 16 fans with i can't remember how much it was let's call it five fans and we're gonna we're gonna redesign the space or redesign the system to cover the entire space right so when it when it's time for that acceptance testing um you know we can we can we can put smoke we can we can analyze smoke in any location that that the building needs and that system should perform as as as as needed um we're not going to replace your existing system we're going to give you a new system um that's that's going to actually be a proper smoke evacuation system that covers all the zones as opposed to hey spen can i uh bring joey into this discussion as well because you talked about the nesting uh can you talk about how the smoke evac system also coordinates with not only the you know the fans themselves but the other systems as well fire alarm fire sprinklers certainly yeah so nesting architecture um for fire alarm and smoke zones is is critical for safety um we really need the the naming conventions and the sequences to to match um when an emergency uh event occurs the firefighters need to respond and if they are confused by poor labeling or not understanding the system due to sequences um it's really a safety concern so getting everything coordinated um correctly um so that they can respond appropriately is is is needed and i think that's richard to kind of uh you know add another component to the answer in the question here that's the difference of you know analyzing how you know the system actually works and how it needs to work not just how it's actually shown on the drawing so you you may end up with a you know brand new system as a result of new codes and the way the facility actually operates let me let me add one more thing right so i i mentioned the scanning right so this becomes important right so we're gonna we're gonna we're gonna create a parametric model of this facility right and then and then we're gonna give that to um dr smoke he's he's this mad scientist sits behind a big machine all he does is run cfd so we're gonna give that parametric model to dr smoke and through cfd we're gonna we're gonna see what the existing system was doing and then we're gonna and then we're gonna build a system that's that's actually right for the facility um that takes care of those dead zones so in my mind when this when this project is complete there are no dead zones okay thank you thank you any other questions from the committee members mr bounds go right ahead okay i've got quite a few so i'm going to go ahead and jump in jump in we can stay on this project lifestyle life cycle slide because it's the appropriate place to be i'm going to start with the the micro close up and then we'll zoom out and end at the 50 000 foot view so for the micro i've got two things that span from design to construction first is you're talking about heavy surgery let's call it on the existing smoky vac systems for a full replacement as you've as you've stated it's going to be can you talk us through your experience in doing that kind of rooftop work while maintaining the existing warranties in force for the for the roofing systems upon which it rests because that is a consistent issue the county i can take it unless anyone wants it it's a it's an easy one right um so a perfect example of this is uh is is miami international right and i keep going back to that one because it's the closest airport that has the same problems as you do so that entire horseshoe of of mia what we what we started there was um a re-roofing project right it was a 200 million dollar re-roofing project and within within three weeks of getting into the project we realized this is not a roofing project right this is a this is an mep and and most of all this is an hvac or a or a mechanical mechanical project so as we went through that roof we discovered that you know fans weren't working uh ducks weren't connected things were moved around a a roofer decided that he was going he was going to remove a fan and and and and roof around roof around the opening but never actually never actually put the fan back right um so through through that project um we had to not only replace fans right so some of the fans weren't working we had to replace them we had to we had to establish uh temporary condition for for the zone that that fan was serving right so um we you know as we as we kept going through the roof we we discovered that um it takes it takes about 10 years for them to to go around the entire horseshoe and uh and commission these or test these these these smoke evacuation fans so there was there was portions of the airport that we flagged early on that um had no smoke protection whatsoever whether the fan was removed or the wire was cut or the fan had rusted uh you know rusted through and it was was non-existent so the the first part of that project was us setting up temporary conditions for the for that fire life safety aspects hey let me bring in guillermo i'm sorry guillermo you're gonna actually probably say this but why don't you talk about it from an architectural perspective of the flashing and the coordination of materials to maintain that warranty sure thing i heard roofing warranty uh that'd be me uh well uh we'll reference miami as well um you know what we had to do there and what we would be doing for your project is looking at the existing existing system that you have getting in touch with the vendors uh if any retrofits are done around equipment that might need to be fixed uh you know we'll identify compatible systems again we'll probably work with your existing vendor unless you have more serious roofing problems where we would start at a lot you know you want to keep the same warranty generally um but yeah i mean continuity of roofing warranty is essential and we look at that as part of any system footprint that needs to be adjusted any equipment that needs to be resized uh what we're doing at miami you know some equipment was removed other equipment was changed in size um you know we make sure that that is all patched with materials that are compatible uh not just with the manufacturer but with the florida product approval that's in place so that's kind of my department i make sure that all that happens um not just roofing but uh any fireproofing any other building repairs any uh fire ratings that need to be maintained joint fire stopping i know this building's full of expansion joints so um yeah yeah there's uh uh continuity of fire ratings uh we we look at that just uh just as we are looking at that in the miami project we'd be analyzing all that uh with our architectural group guillermo let me uh just hit the structural side as well um depending on what comes back from the sizing of the fans you're also maybe looking at uh different sizes of penetrations and that's that and curb sizes and things like that so that's that coordination that the the two or the three exp you know technical professionals on the call coordinate side by side right the structural the mechanical the electrical and then the architecture all go along hand in hand okay thank you for that i i don't i don't want to beat it to death right but uh joey and our mechanical engineers right so we go in and we we rip the roof apart um and then guillermo comes in and fixes it from an architectural perspective we we've done this for the for the school board of browar county for miami-dade county uh for the airport uh so marcos likes to say you know we we know roofs right um and and the stuff that goes on on top of them so there's quite a bit of depth and experience when it comes to roofing projects they usually start out mechanical okay i appreciate that answer i'm going to move on to my next question uh this one's focused in in the bidding phase and then through your project delivery which is can you elaborate on some prior experiences you've had under similar airport scopes not just mia but any other airports specifically to florida i would hope that you've done uh and where you have delivered the project within the gmp cost without additional change orders or when you've had change orders how you've handled that process yeah let me prompt you here and this will tie into guillermo as well i think pensacola is a great example of this um not in the context of a smoke evac system but in the context of a modernization or expansion where you had all the roofing equipment that was legacy equipment that now had to be replaced had a roofing component had smoke evac why don't you guys take it from there i'll go first so pensacola um the project started out as a as a simple terminal expansion um and and and i guess was that that was a gmp right marcos that one it is yeah so so we supported pensacola all the way through bid an award um you know the the cm came on on board we're supporting them with with the subs in terms of change orders uh so it was it was a good size of changer you know change order is a is a bad word but in this case it was a it was a good word um as we're going through the through the through the process with the airport designing this uh this terminal they said hey you know what it would be really nice if we can convert the rest of the airport to chill water can you guys can you guys do that do that for us so that was a change order right it was it was an owner directed change hey you guys have some great ideas on the on the on the fire alarm design for the new terminal can you go back and retrofit the existing airport the rest of the existing airport to match so what we ran into into that project was um a whole lot of additional scope i guess we're calling calling it change orders but what we were doing there is making the cm's life easier and the owner's life easier because they had a lot less contracts and a lot less um subs they had to they had to bring on to to carry out that work so we start out as a as a simple terminal expansion and then it turned and turned into owning the owning the whole thing yeah there was a lot of discussions just to talk about the pricing effort there of the difference between our estimate and uh the actual gmp number from uh the contractor the cm at risk in this case and when we started those you know scope clarification meetings and i'll call them almost negotiations and we got a lot closer to our our original estimate with the added scope that svent is talking about and then uh i unfortunately i can't mention the airport in this case but one to the west of us uh large-scale roofing type project as well uh we've gone through the bid we're in construction um there was a lot of questions because there was a solar implementation on this project as well a lot of questions about the the how things were supported um actually it was our rfi number two rfi number two the contractor submits it and they essentially say hey there's a conflict in the drawings uh we got a change and it's option one or option two and we did the deep dive right well there wasn't a conflict in the drawings this this specific issue had been um discussed and there were several bid rfis that were clarified about delegated engineering and things like that and we wrote a comprehensive response that essentially showed no no no mr contractor you may have not bought it from your subcontractors but we the the owner in this case the airport bought it from you and and that i think that's just that cohesive approach of it's you know we talk about preliminary design but then we go all the way through you know not only the bid process which is the question here but into the construction and helping you manage uh and really being your advocates your representatives as the project is delivered you know if i may circle back to pensacola for one second i kind of want to brag on that effort because it was a terminal expansion that required a good amount of staffing and it was an intensive project by its own right but when the clients identified that they wanted to upgrade their entire hvac system which is over 30 aging rooftop units amidst the roof that has problems of its own and in addition they threw a chiller plant at us that had to be shoehorned in the schedule before we deliver the building or the expansion couldn't be air conditioned properly and uh our bandwidth with some of those people present here we made it happen and we incorporated those additional projects into a design schedule that is aggressive as it is and we're delivering all our packages on time and we're going into permitting and uh already working with the ahjs there um so we deliver yeah that's a good point we talked about the cost but from a schedule impact perspective there was no impact effectively on on uh change orders or changes that sventon mentioned in the good way they gave me a few extra weeks but i mean you know we're keeping to it i also think it comes down to trust too with your contractors and knowing um how some behave either positively or negatively i think we have a very good familiarity uh with the contractors that work uh at fl we know their weaknesses we know their strengths uh and we know their their funny business sometimes so we're able to uh to mitigate a lot of risk that way okay i appreciate that and now for my last question can you talk us through some examples at other airports you've done of the turnover process with co as built deliverables and warranty and i'm hoping you're going to touch on bim as built cobi and staggered warranty application when you have phased implementation uh if if you allow me to move the slides here uh while i buffer for the team here um i want to talk about bim for a second a little bit of kobe and then we'll bring jerica into this discussion as well um so we're we're very much uh in the bim space i think we use it to a a slightly different level maybe more detailed level um what you'll see here in this slide is is really using technology to our advantage so from a turnover perspective it's one thing but i'm going to bring in the construction contractor here as well as soon as the video plays um what we're able to do with bim is use it to i don't know the superpower of bim right you're you're putting all of this stuff in the model and germo spent joey you can add to this as well but we can then put in um assets information this is where it ties into kobe it's where it ties into digital twin it's really where it ties into your building automation system but before we do all that we do it from the perspective as you see this building um being able to do it where the contractor gets it from a quantity perspective so what you're seeing here is essentially the model exploding and showing you the different types of columns a number of chairs a number of desks the different types and numbers of doors and and all of that right so we use bim to its full capacity if you will um kobe is an interesting thing i'll turn it over here shortly uh kobe is an interesting thing because it depends on what you want us to put in the model from an asset tag perspective right so doors is a great example do we want to show that just as a door or do we want to show that as a door with an electronic lock and this type of you know schlay you know whatever it is so that information we build into how you want it to do uh this would be a coordination obviously with the maintenance department with richard and his team to figure out you know what level of detail needs to put in it doesn't cost um doesn't cause us or cost us any additional effort um as long as we're doing that as we're detailing as we're modeling as we're designing the project the tough part is when you get to you know you've developed as designers we've developed the level of development lod level 300 drawing set right uh and now the contractor uh is required to go to 400 and 500 but we don't buy that as you you i guess you as the owner don't buy that from the contractor us doing it after the fact that's where you know it causes a little bit of extra effort from our behalf feeding in the contractor submittals and information into the model if we do that while we're going if we build those in and we put that requirement on the contractor to to define those assets as they go through construction that's that's the i guess that's the easy button if you will for it guys please yeah i'll i'll just say and then i'll ask you to switch the slide to the to the last slide we had on the presentation but the stuff marcos is showing there in bim this this stuff is not expensive anymore right we're able we're able to turn we're able to turn this kind of level of detail in in a matter of days you know weeks uh for something like the rcc you know this this used to take months right people would squirm i want a million dollars to create a digital twin it's not the reality we live in anymore we we can turn this stuff around super quick super cheap so if if people are saying this is expensive i think they're living in the past right this is this is this is not expensive for us anymore especially with the tools we have uh marcos go back to the slides where we show um systems integration and orat maybe it was the i want to talk a little bit about systems integration uh up it's freezing on me um i'll just talk to it so the the last piece there uh at the at the end um the you know the systems integration or the the orat operational readiness right so we we do have a portion of the team that that specializes in just that uh they are they are technical people right some of them are mechanical engineers some of them are architects um but primarily what what we use that team for is to organize the end of the project and i don't mean the end of the project as you know the contractor's done and he moves off site the end of the project is handing it off to the maintenance people handing it off back to the airport and having them operate it properly so i'll give you an example we recently um worked on a courthouse project and um it was it was chiller plant upgrades it was smoke evac upgrades it was all kinds of stuff so the all the way through close out right our engineers stay involved right joey reviews the the operations manuals the the the shop drawing that go in the in the in the binders the systems integration team or the orat team they stay engaged for the next six to 12 months after the project's been handed over so we we're doing really dumb and simple stuff like hey uh let's meet with your maintenance people and make sure they understand how the system operates hey here's a list of of spare parts you should have on hand hey here's how you should set up your project uh your your folder so you can find this information easier hey let me walk you through this bin model um and and show you that the the the information the level of information we've embedded in it it's not just a bunch of drawings there's there's warranty information there's who installed it when they installed it how it operates how to maintain it right we we sit down with the operations and the maintenance people and we make sure that they know what they're actually getting right and and and what that's going to do is is it's not going to cause a problem where you know a year or two two down the road they call us and say hey you know what's going on with this fan is not working oh by the way did you change that change that giant filter oh no i didn't even know it was there right so we we make sure we work with um with with the owners and the operators so that they're perfectly engaged and happy with how the how the system is supposed to work educated right that let's bring jerica into this discussion as well joey and then you'll hit it next because jerica this was your responsibility for several years of your life at this rcc can you kind of explain how that went for your projects there absolutely so like marco touched i was i have been an experience in this project i was involved in the rcc repairs project as well as rcc is com rooms upgrade project i'm very familiar with what maintenance is looking forward towards the close out of these things as well as bcad i know bim is just as important as cad files red line drawings what it is that they're looking for from us before essentially turning the project over i know that it is bcad maintenance says basically the final word before bcad 100 turns it over to us i know the walkthrough process is extremely thorough as it should be and our knowledge of the equipment will be related over to maintenance and we have to be able to provide all of this information to them and it will be readily available because again we are experts at what we do but i do have experience specifically with the rcc garage repairs project i was present for the replacement of the rooftop exhaust fans portion installing the new relays as well as the new motor control panels i was present for the commission the commissioning of these units with nv5 and rsnh being present bringing the systems online recognizable to bcad via jci's nae or network automation engines and a bass system as well as the daikin and jci backnet programming upgrade and installation so i am familiar with this area of where we are working and what it is from the front end portion of what you guys are looking for so it would be a pleasure to completely i mean you know offer what it is that we can offer to you guys for the remainder of this rcc garage yeah i just want to thank you quickly add the uh the power of bim um with revit i don't think we we touched on that we do clash detection so we'll model it um to the best of our ability and then we run clash detection to make sure that there's no conflicts with with other trades or disciplines um and then on that closeout process we really want to make sure that that handoff is is clean um this is 2026 there's no excuse that as built files don't match real life conditions um we can't hide behind that excuse so um making sure we get the red lines from the contractors if we didn't draw it the exact way that they're installing it and making sure that that handoff is clean um is definitely a major goal of ours and then just one last point because you asked where else we're doing this and the answer is everywhere right this isn't an additional service or anything like that for us this is baked in essentially so uh today here in florida we're doing that work in miami in fort laura though in palm beach as the architects and engineers yeah up in jacksonville up in daytona beach up in pentacola up at panama city and then i would say a lot of your peer airports like atlanta hartsville jackson where were their aes there the dfw's the ords of the world uh all across the southeast and the west coast so it's uh i hate to dumb it down this way but it's how our aviation practice works you know this is a process that begins you know when we were when we commissioned the building scan and everything is sanitized all errors are addressed as joey said clash detection we're upgrading our internal clash detection tools because we're seeing improvements in the technology with that it's something that we mine the whole way through so that when you guys get our record models or record documents uh you know we have a very high quality sanitized coordinated series of models because it's a bunch of models that you're going to get you get architectural structural mechanical plumbing fire so you know it's a it's a series of files that we uh you know we have experience in delivering them to uh different needs right uh if you guys have your bcad uh bim deliverable procedures uh we can certainly accommodate that thank you i think that mr bounds questions have been answered i want to make sure that we have an opportunity for the other committee members any questions you may have otherwise uh mr schwartz our project manager he doesn't have any questions for you so i appreciate we appreciate um the availability of exp us services to answer our preliminary scores will be tabulated and any outliers will be identified score outliers are considered preliminary score that is more than 25 above or below the average score or or it falls outside of a 95 confidence interval if there are no outliers the evaluation committee members may adopt the mean the average score as the final consensus score for each criterion for any outliers the evaluation committee members may discuss the scores for that vendor's evaluation criteria after discussion evaluation committee members may make scoring adjustments if desired or adopt the median score as the final consensus score for each criteria the points for location willingness to meet time and budget and volume of previous work are determined in accordance with the solicitation and are not included in the consensus scoring process as outlier scores would not be applicable once committee members have completed their preliminary scores and emailed their respective sheets to the purchasing division i will recess the meeting to allow us to tabulate those scores when the tabulations are completed i'll then reconvene the meeting where the evaluation committee will have the opportunity to discuss any outliers identified through the mathematical analysis of their preliminary scores and make score adjustments if they so choose committee members are there any questions with that process no all
